BRUSSELS - Ukraine leader Petro Poroshenko has warned the US that Europe is at risk of a “terrible and unimaginable … war” despite his two-week ceasefire with Russia.But his speech, to US congress members and senators in Washington on Thursday (18 September), failed to convince the White House to send military assistance.Referring to Russia’s annexation of Crimea and its invasion of east Ukraine, he accused the Kremlin of having an “imperialistic mindset” which threatens not just Ukraine, Georgia, or Moldova, but also EU and Nato countries such as the Baltic states, Poland, Romania, and Bulgaria.“Is the possibility of a new, terrible and unimaginable European war there? Is what until recently seemed unthinkable now becoming a reality? Sadly, today, the answer to these questions is – ‘Yes’.”He said he will not try to retake Crimea by force. He also said he is “convinced that the people of Ukraine and the people of Russia have enough goodwill to give peace one last chance”.But he urged the US to start arming the Ukrainian military in case the ceasefire collapses.“They need more military equipment – both non-lethal and lethal. Blankets and night-vision goggles are important. Edinburgh - Voters in Scotland on Thursday (18 September) said No to independence from the UK, but the intense campaigning and the record-high turnout are seen as examples for separatist movements elsewhere in Europe.Official results early Friday morning show that 55 percent of people opposed independence, while 45 percent voted in favour.Turnout was at a record high, of 85 percent.Scottish Nationalist Party leader, Alex Salmond, who is also the governor of Scotland, tweeted that "this has been a remarkable day. Scotland's future truly is in Scotland's hands."Salmond is the one who initiated the referendum campaign and who had wanted three options on the ballot papers: independence; the status quo; or more devolution for Scotland.He may have not won the independence quest - but he did win on the devolution front.The British government led by David Cameron in the beginning only accepted the independence question, as they did not want to grant more powers to the regional government in Edinburgh. The logic in Westminster was also that Scots will never vote for independence, given that polls at the time were showing a comfortable majority against it - as high as 65 percent in 2013.But the Yes campaign gained traction and energised people who normally did not engage in elections, with a shock poll early September putting the Yes camp for the first time in the lead. Cameron and the leaders of the two other main parties in Westminister - Labour and the Liberal-Democrats - then signed a pledge to give more powers to Scotland if they vote No.Cameron and the other leaders will now have to deliver on those promises and also face claims from the other regions - Wales, England and Northern Ireland - for more money and powers.Daniel Kenealy, a political scientist with the University of Edinburgh, told this website that "in terms of this very long campaign the result for Yes is actually very strong indeed," as only a few months back people were talking about a 60 percent win for the No campaign."What this means, I think, for British politics is that much thought now needs to be given to our constitutional arrangements," he said.In terms of demographics, an early analysis of the vote suggests that those born in the rest of the UK, Scotland's pensioners, and Scotland's middle class "sealed this victory for 'Better Together'. Even with the No, Scotland remains a model for other separatist movements in Europe and the world, it emerged at gathering of pro-autonomy and pro-independence parties in Edinburgh on Thursday.Daniel Turp, a constitutional law professor at the University of Montreal and a supporter of independence for Quebec, said that the Scottish campaign was "very well organised" and that it started two years ago, with relentless efforts to change people's minds.Turp said the No does not mean the fight is over: "We say 'a la prochaine' [until next time]. We had the same in Quebec - we said No twice, but I am convinced there will be a third time and then it will become independent."A similar prediction came from Josep Maria Terricabras, a Catalan politician and chief of the European Free Alliance group in the European Parliament, whose 12 members come from pro-independence parties."It's no tragedy, we'll try again and again. We are now preparing for 9 November," he said, in reference to a referendum in Catalonia which is however not recognised by the government in Madrid, since the Spanish constitution prohibits attempts to secede."We know our reasons are valid and powerful and we hope to convince them, if not now, soon, but hopefully not in the 23rd century," he joked.Other movements such as the Frieslander in north-eastern Netherlands, are not pushing for independence, but for more autonomy and language rights."I believe in Europe of the regions, not the nations. BRUSSELS - Catalan leader Artur Mas has said the Scottish referendum has reinforced his plan to hold a similar vote at home.Speaking in Barcelona on Friday (19 September), he noted that the devolved Catalan parliament is likely to pass a law on the referendum later the same day.“I will sign the decree on this consultation in Catalonia. In fact, I will call this consultation on 9 November as agreed some months ago with the majority of Catalan political forces”.He said he would have preferred it if Scotland had voted Yes.But he added: “I am happy, not because of the result of the referendum, but because there was one … I am very happy because we have a precedent in the European Union, a very powerful precedent, that these kind of differences can be resolved through a referendum”.“It’s a very powerful message that the UK is sending to the entire world”.For his part, Spanish Prime Minister Mariano Rajoy earlier the same day welcomed the No vote.He said Scotland had opted for “security” instead of “segregation” and had acted “with scrupulous respect for the legality of its country”.The reference to “legality” comes amid Madrid’s warning that the Catalan vote is unconstitutional.If Mas signs the local law into force, Rajoy is expected to call an emergency cabinet meeting over the weekend and to seek the opinion of constitutional court as early as Monday.Mas in his press conference warned Rajoy not to block the process, however.“If in Madrid they think that only using the legal framework they can stop the political will of the majority of Catalonian people, they are wrong. ANKARA, Turkey — A Turkish official says the country has opened its border with Syria to allow up to 4,000 people, mostly Kurds, to cross to safety as they flee militants from the Islamic State group.
Izzettin Kucuk, the governor of Sanliurfa province, says Turkey decided to permit the Syrians to cross over Friday after reports emerged that militants were closing in on their communities. Antonio Spadaro, editor-in-chief of the periodical – shows that the former Secretary General of the Islamic Center of Argentina and his bishop friend in Rome share the same opinion. Rome-There’s the Auxiliary Bishop of Niamey (Niger) Laurent Lompo, who has chosen he pumpkin as his episcopal emblem. Pumpkins are cut in half and used to serve water to passers-by so it is a symbol of welcoming. Lompo wants to be “a simple and welcoming bishop, just like that fruit.” There’s the new bishop od Moroto (Uganda) Giulio Guzzetti, a Combonian,whose heart is totally set on the mission. He spent much of his life offering pastoral care here and immersing himself in the local culture. There’s Lucius Hre Kung, who was fished out of a Chin tribal village in Burma, where he placidly served as a parish priest in order to be appointed Bishop of Hakka. The “bishop without a doctorate” is shocked and happy. There’s Bernard Katsuya from Japan, who will lead the faithful of Sapporo on Hokaido island. This young and energetic bishop will have a great deal of work to do in a part of the world that is witnessing a decline in the vocations and a drop in the number of young in the Church.The faces, stories and experiences of the 107 bishops who will be taking part in the training seminar organised by the Vatican Congregation for the Evangelization of the Peoples are many and diverse. The seminar is exclusively for recently appointed bishops. A mosaic of colours, languages, nations, ethnicities from all the continents where Propaganda Fide has jurisdiction: Asia, America, Africa and Oceania. The group really reflects the universality of the Church.“We are united in diversity,” Cardinal Fernando Filoni said in his opening speech. The Prefect of Propaganda Fide stressed that the seminar – two intensive weeks of listening, debates, discussions and prayer – is a unique opportunity to deepen the new Pastors’ communion with the Holy See, bearing in mind that the “variety is a treasure” that must be enjoyed and protected. The aim is to provide permanent training and above all to educate new bishops about the dynamics, the functioning and relations with the Apostolic See.Heads of dicasteries will take it in turns to teach. The seminar will involve the study of “mutual responsibility systems”, diplomatic relations, dialogue and ecumenism in missions across the world, the participation of the laity in pastoral care programmes and bishops’ paternal attitude towards the clergy. There will be opportunities for attendees to clarify any doubts and express opinions. New bishops are presented with Francis’ pastoral ideal: A pastor must “be a leader who serves others” he must “have the odour of sheep” and not succumb to the temptation of “spiritual adultery”, that is, when a bishop thinks of a different diocese instead of focusing on the one he is currently serving. All of these are phrases, words and images that are typical of Francis, will crop up frequently during this intense period of study.All those present have something in common: many have extensive pastoral experience, including in smaller parishes, and this seems to be an essential pre-requisite for bishops who are able to “listen, walk with and console the people of God.” More parish priests and fewer scholars then? The Secretary of Propaganda Fide, Archbishop Savio Hon Tai-Fai, who is moderating the meeting, illustrated the criteria used when choosing bishops: “We help the Pope pick out candidates who are called by the Lord to minister as bishops. We ourselves are called to discern and purify our discernment which is built exclusively along with the local clergy and the Apostolic Nuncios. The selection process is split into several stages and is methodological. It involves studying a diocese and the local context on the one hand and an individual’s traits on the other.”Hon Tai-Fai explained that the “dignity” of every candidate is assessed – that is, whether they “possess priestly virtues and personal charisma” – as well as their “suitability” and here a number of factors come into consideration. BRUSSELS - Ukraine leader Petro Poroshenko has warned the US that Europe is at risk of a “terrible and unimaginable … war” despite his two-week ceasefire with Russia.But his speech, to US congress members and senators in Washington on Thursday (18 September), failed to convince the White House to send military assistance.Referring to Russia’s annexation of Crimea and its invasion of east Ukraine, he accused the Kremlin of having an “imperialistic mindset” which threatens not just Ukraine, Georgia, or Moldova, but also EU and Nato countries such as the Baltic states, Poland, Romania, and Bulgaria.“Is the possibility of a new, terrible and unimaginable European war there? Is what until recently seemed unthinkable now becoming a reality? Sadly, today, the answer to these questions is – ‘Yes’.”He said he will not try to retake Crimea by force. He also said he is “convinced that the people of Ukraine and the people of Russia have enough goodwill to give peace one last chance”.But he urged the US to start arming the Ukrainian military in case the ceasefire collapses.“They need more military equipment – both non-lethal and lethal. Blankets and night-vision goggles are important. Edinburgh - Voters in Scotland on Thursday (18 September) said No to independence from the UK, but the intense campaigning and the record-high turnout are seen as examples for separatist movements elsewhere in Europe.Official results early Friday morning show that 55 percent of people opposed independence, while 45 percent voted in favour.Turnout was at a record high, of 85 percent.Scottish Nationalist Party leader, Alex Salmond, who is also the governor of Scotland, tweeted that "this has been a remarkable day. Scotland's future truly is in Scotland's hands."Salmond is the one who initiated the referendum campaign and who had wanted three options on the ballot papers: independence; the status quo; or more devolution for Scotland.He may have not won the independence quest - but he did win on the devolution front.The British government led by David Cameron in the beginning only accepted the independence question, as they did not want to grant more powers to the regional government in Edinburgh. The logic in Westminster was also that Scots will never vote for independence, given that polls at the time were showing a comfortable majority against it - as high as 65 percent in 2013.But the Yes campaign gained traction and energised people who normally did not engage in elections, with a shock poll early September putting the Yes camp for the first time in the lead. Cameron and the leaders of the two other main parties in Westminister - Labour and the Liberal-Democrats - then signed a pledge to give more powers to Scotland if they vote No.Cameron and the other leaders will now have to deliver on those promises and also face claims from the other regions - Wales, England and Northern Ireland - for more money and powers.Daniel Kenealy, a political scientist with the University of Edinburgh, told this website that "in terms of this very long campaign the result for Yes is actually very strong indeed," as only a few months back people were talking about a 60 percent win for the No campaign."What this means, I think, for British politics is that much thought now needs to be given to our constitutional arrangements," he said.In terms of demographics, an early analysis of the vote suggests that those born in the rest of the UK, Scotland's pensioners, and Scotland's middle class "sealed this victory for 'Better Together'. But the longer-term message is clear: constitutional change will have to be delivered," Kenealy said.Tom Gallagher, an Edinburgh-based political scientist, also sees constitutional reforms ahead."I hope the UK political elite will put aside some of its partisanship so as to pursue governance reforms across Britain, perhaps offering an example to other EU states where there is also a populist challenge," he said.

Even with the No, Scotland remains a model for other separatist movements in Europe and the world, it emerged at gathering of pro-autonomy and pro-independence parties in Edinburgh on Thursday.Daniel Turp, a constitutional law professor at the University of Montreal and a supporter of independence for Quebec, said that the Scottish campaign was "very well organised" and that it started two years ago, with relentless efforts to change people's minds.Turp said the No does not mean the fight is over: "We say 'a la prochaine' [until next time]. We had the same in Quebec - we said No twice, but I am convinced there will be a third time and then it will become independent."A similar prediction came from Josep Maria Terricabras, a Catalan politician and chief of the European Free Alliance group in the European Parliament, whose 12 members come from pro-independence parties."It's no tragedy, we'll try again and again. We are now preparing for 9 November," he said, in reference to a referendum in Catalonia which is however not recognised by the government in Madrid, since the Spanish constitution prohibits attempts to secede."We know our reasons are valid and powerful and we hope to convince them, if not now, soon, but hopefully not in the 23rd century," he joked.Other movements such as the Frieslander in north-eastern Netherlands, are not pushing for independence, but for more autonomy and language rights."I believe in Europe of the regions, not the nations. BRUSSELS - Catalan leader Artur Mas has said the Scottish referendum has reinforced his plan to hold a similar vote at home.Speaking in Barcelona on Friday (19 September), he noted that the devolved Catalan parliament is likely to pass a law on the referendum later the same day.“I will sign the decree on this consultation in Catalonia. In fact, I will call this consultation on 9 November as agreed some months ago with the majority of Catalan political forces”.He said he would have preferred it if Scotland had voted Yes.But he added: “I am happy, not because of the result of the referendum, but because there was one … I am very happy because we have a precedent in the European Union, a very powerful precedent, that these kind of differences can be resolved through a referendum”.“It’s a very powerful message that the UK is sending to the entire world”.For his part, Spanish Prime Minister Mariano Rajoy earlier the same day welcomed the No vote.He said Scotland had opted for “security” instead of “segregation” and had acted “with scrupulous respect for the legality of its country”.The reference to “legality” comes amid Madrid’s warning that the Catalan vote is unconstitutional.If Mas signs the local law into force, Rajoy is expected to call an emergency cabinet meeting over the weekend and to seek the opinion of constitutional court as early as Monday.Mas in his press conference warned Rajoy not to block the process, however.“If in Madrid they think that only using the legal framework they can stop the political will of the majority of Catalonian people, they are wrong. ANKARA, Turkey — A Turkish official says the country has opened its border with Syria to allow up to 4,000 people, mostly Kurds, to cross to safety as they flee militants from the Islamic State group.
Izzettin Kucuk, the governor of Sanliurfa province, says Turkey decided to permit the Syrians to cross over Friday after reports emerged that militants were closing in on their communities. Antonio Spadaro, editor-in-chief of the periodical – shows that the former Secretary General of the Islamic Center of Argentina and his bishop friend in Rome share the same opinion. Rome-There’s the Auxiliary Bishop of Niamey (Niger) Laurent Lompo, who has chosen he pumpkin as his episcopal emblem. Pumpkins are cut in half and used to serve water to passers-by so it is a symbol of welcoming. Lompo wants to be “a simple and welcoming bishop, just like that fruit.” There’s the new bishop od Moroto (Uganda) Giulio Guzzetti, a Combonian,whose heart is totally set on the mission. He spent much of his life offering pastoral care here and immersing himself in the local culture. There’s Lucius Hre Kung, who was fished out of a Chin tribal village in Burma, where he placidly served as a parish priest in order to be appointed Bishop of Hakka. The “bishop without a doctorate” is shocked and happy. There’s Bernard Katsuya from Japan, who will lead the faithful of Sapporo on Hokaido island. This young and energetic bishop will have a great deal of work to do in a part of the world that is witnessing a decline in the vocations and a drop in the number of young in the Church.The faces, stories and experiences of the 107 bishops who will be taking part in the training seminar organised by the Vatican Congregation for the Evangelization of the Peoples are many and diverse. The seminar is exclusively for recently appointed bishops. A mosaic of colours, languages, nations, ethnicities from all the continents where Propaganda Fide has jurisdiction: Asia, America, Africa and Oceania. The group really reflects the universality of the Church.“We are united in diversity,” Cardinal Fernando Filoni said in his opening speech. The Prefect of Propaganda Fide stressed that the seminar – two intensive weeks of listening, debates, discussions and prayer – is a unique opportunity to deepen the new Pastors’ communion with the Holy See, bearing in mind that the “variety is a treasure” that must be enjoyed and protected. The aim is to provide permanent training and above all to educate new bishops about the dynamics, the functioning and relations with the Apostolic See.Heads of dicasteries will take it in turns to teach. The seminar will involve the study of “mutual responsibility systems”, diplomatic relations, dialogue and ecumenism in missions across the world, the participation of the laity in pastoral care programmes and bishops’ paternal attitude towards the clergy.
