01 Aug. 2014-NATO ships arrive in Canada for task group exercises-NATO
Three ships from the Standing NATO Maritime Group Two (SNMG2) arrived in the port of Halifax, Canada for a scheduled port visit ahead of exercises with US and Canadian navies on Thursday (31 July 2014). The exercise in North America is to test the readiness of NATO’s naval forces though joint training, said the Group Commander, Rear Adm. Brad Williamson. “I look forward to operating with the US, Canadian, German and Turkish units participating in this exercise,” he said, adding that Task Group Exercise is one of many opportunities “to foster trans-Atlantic interoperability and further enhance the readiness of NATO forces.”The SNMG2 currently consists of the US Flagship, USS Leyte Gulf, the German ship FGS Niedersachsen, and the Turkish ship TCG Kemalreis. HMCS Regina, a Canadian ship, also serves under the group and remains in the Mediterranean in support of NATO’s maritime security operations in the region.The Task Group Exercise is a multi-day exercise featuring anti-air, anti-submarine, live fire and ship handling exercises designed to provide high-end warfare training and valuable experience. SNMG2 is permanently available to NATO to perform a wide range of tasks. Composition of the force varies as allied nations contribute assets on a rotational basis.Over the next few weeks the group will participate in intensive training events in the western Atlantic. SNMG2 will exercise jointly with US carrier strike groups and other forces of the US and Canadian navies. SNMG2 will be led by a U.S. Navy admiral and flagship for one year.

KIEV (Reuters) - International experts found the remains of more victims of the downed Malaysian airliner in east Ukraine on Friday but fighting nearby between government forces and pro-Russian rebels renewed security concerns around the wreckage.The expert group, which Ukrainian authorities said numbered 101 people, was the largest to access the wreckage since Flight MH17 crashed in rebel-held territory on July 17. All 298 people aboard were killed.Roads had for days been too dangerous to use because of heavy fighting, frustrating efforts to recover all the victims' remains and push ahead with an investigation."The team has finished its work for today. They found and recovered human remains. They will... be brought back to the Netherlands for identification," Dutch Prime Minister Mark Rutte said in the Netherlands. "The security situation at the site is unstable and unpredictable."In the latest clashes, separatist forces killed at least 10 Ukrainian paratroopers in an ambush after midnight near Shakhtarsk, one of the closest towns to the wreckage site, the Ukrainian military said.The rebels said they had pushed back government forces around Shakhtarsk, where fighting has raged for several days. A Ukrainian military official said a further 13 troops were wounded and 11 unaccounted for.The recovery mission included experts from Australia and the Netherlands, whose countries suffered a big loss of life in the shoot-down, as well as representatives of the Organization for Security and Cooperation in Europe (OSCE)."Any body part found gives more relief to the relatives of those who died in that accident and will help also to further identify bodies should it be the only part that is left of a person who died in that accident," Alexander Hug, deputy head of the OSCE mission in Ukraine, told a briefing in Donetsk.An advance team drove to the site from the nearest big city, Donetsk, on Thursday but stayed only for about an hour and said sides resumed fighting immediately after they left.Agreement was later reached to extend the limited ceasefire around the route, making it a safe corridor, at talks in Belarus involving Russia, Ukraine, the rebels and the OSCE.In a phone call with German Chancellor Angela Merkel on Friday, Ukrainian President Petro Poroshenko promised to stick to the ceasefire, a statement on the president's website said.

Kiev has accused the rebels of planting mines in the region near the crash site, suggesting they want to hamper the investigation and hide evidence, but an OSCE official said no evidence had been found to back up the allegations.Ukrainian officials said this week about 80 bodies had not been recovered from the wreckage of the Boeing 777. The victims included 196 Dutch and 27 Australians, as well as 43 Malaysians.Rutte said a total of 400 international experts, including police, forensic experts, military police and investigators were now in eastern Ukraine to help with recovery and investigation.The United States says the separatists probably shot down the plane by mistake with a Russian-made missile. The rebels and Moscow deny the accusation and blame the downing on Kiev's military campaign to quell the uprising.Kiev accuses Moscow of supplying arms and fighters to the separatist rebellion, an allegation also made in the West, which has stepped up sanctions against Russia over the crisis.Russia denies it is involved. The Defence Ministry said on its website that satellite imagery Kiev had released in public to back the accusations was "hastily doctored evidence".The Ukrainian government also made new allegations on Friday that Russian planes had flown over east Ukraine although Moscow has denied such accusations in the past few weeks.In other violence, city authorities said five civilians had been killed and nine wounded in the past 24 hours in Luhansk, which, with, Donetsk, is the last big rebel stronghold.Government forces have intensified their offensive in mainly Russian-speaking east Ukraine since the airliner came down.The separatists have been pushed out of other towns they held in the rebellion, mounted against rule by Kiev's pro-Western leaders and inspired by Russia's annexation of Crimea after a pro-Moscow president was ousted in Kiev in February.Luhansk, the smaller of the two main rebel strongholds, is now almost completely surrounded by government troops. UK Lawmakers Urge Gov't To Lead Charge for NATO Changes-Jul. 30, 2014 - 03:45AM-By ANDREW CHUTER
LONDON — NATO is ill-prepared to face the threat posed by Russia, and the British government should take the lead in fixing the problems at the Sept. 4-5 alliance summit in Wales, according to a parliamentary defense committee report set to be published July 31.There are “alarming deficiencies in the state of NATO preparedness, which will be tough to fix,” the parliamentarians warned in a report that is sharply critical of the alliance’s shortcomings.The Russians were employing asymmetric, or ambiguous, warfare tactics that might make it difficult for NATO to respond under its current guidelines of collective security, the committee said.Release of the report comes as the US and the European Union start to detail new sanctions against Russia agreed in the wake of the shooting down of a Malaysian Airlines airliner over eastern Ukraine, and as evidence increases of Moscow’s support for separatists fighting the Kiev government.Events in the Ukraine, the 2007 cyber attacks in Estonia and the 2008 invasion of Georgia all should act as a “wake-up call” for NATO as it considers Russia as a threat to its member states for the first time in 20 years, the committee said.The NATO summit being held in Newport, South Wales, was primarily aimed at considering the alliance’s future following the end of its combat mission in Afghanistan. The Russian actions in Crimea and Eastern Ukraine have pretty much changed that.The British lawmakers issued a catalogue of recommendations the NATO allies need to start addressing at the summit and said Britain should take the lead in driving through the new requirements.Amongst the changes the report recommends for NATO:
■ Dramatic improvements to the existing NATO rapid reaction force.
■ Pre-positioned equipment in the Baltic states.
■ Establishment of headquarters structures up to corps level to focus on Eastern Europe and the Baltic.
■ A continuous (if not technically permanent) presence of NATO troops training and exercising in the Baltic.
■ Restablishment of large-scale military exercises including all NATO member states and involving political decision-makers.
■ Re-examination of the criteria, doctrine and responses to calls under NATO’s Article 4 for collective security support against asymmetric attacks.
NATO faces a new challenge from the Russian deployment of ambiguous warfare tactics in the Ukraine, the defense committee said.“Events in Ukraine demonstrate in particular Russia’s ability to effectively paralyse an opponent ... with a range of tools including psychological operations, information warfare and intimidation with massing of conventional forces. Such operations may be designed to slip below NATO’s threshold for reaction,” according to the committee’s report.As a “matter of urgency,” the report said, the alliance had to create a new collective security doctrine to respond to asymmetric, or ambiguous, warfare, especially cyber attacks where attribution is difficult.Rory Stewart, the recently appointed chairman of the committee, said the risk of a Russian attack on a NATO alliance member, particularly in the Baltic, remained small but significant.“NATO has been too complacent about the threat from Russia, and it is not well-prepared,” he said in a statement. “Even worse, the nature of Russian tactics is changing fast — including cyber-attacks, information warfare, and the backing of irregular ‘separatist groups,’ combining armed civilians with Russian special forces operating without insignia. We have already seen how these tactics have been deployed by Russia and its proxies in Ukraine to destabilise a NATO partner state, annex part of its territory, and paralyse its ability to respond.“The instability in Russia, President Putin’s world-view, and the failure of the West to respond actively in Ukraine means that we now have to address urgently the possibility — however small — of Russia repeating such tactics elsewhere. We are not convinced that NATO or the UK government has fully grasped the implications of this threat,” Stewart said.The committee said the British government should use the summit to commit to keeping defense spending levels above the 2 percent of gross domestic product recommended by NATO.British defense spending hovers just over the 2 percent mark, but Prime Minister David Cameron has declined to commit to maintaining that level, telling reporters at the Farnborough International Airshow recently that budgets would be reviewed along with other government spending plans after the general election set for next May.The committee also told the British government it should immediately undertake a “substantial reworking of the National Security Strategy” given the questions raised by the Russians.“In particular we note that state-on-state conflict was designated a low, tier 3, threat,” the report said.Security strategy is due to be updated as part of the strategic defence and security (SDSR) review planned for after the elections.If the Conservatives, who currently lead the coalition government here, are returned to power, a new SDSR would likely emerge towards the end of next year. 01 Aug. 2014-NATO ships arrive in Canada for task group exercises-NATO
Three ships from the Standing NATO Maritime Group Two (SNMG2) arrived in the port of Halifax, Canada for a scheduled port visit ahead of exercises with US and Canadian navies on Thursday (31 July 2014). The exercise in North America is to test the readiness of NATO’s naval forces though joint training, said the Group Commander, Rear Adm. Brad Williamson. “I look forward to operating with the US, Canadian, German and Turkish units participating in this exercise,” he said, adding that Task Group Exercise is one of many opportunities “to foster trans-Atlantic interoperability and further enhance the readiness of NATO forces.”The SNMG2 currently consists of the US Flagship, USS Leyte Gulf, the German ship FGS Niedersachsen, and the Turkish ship TCG Kemalreis. HMCS Regina, a Canadian ship, also serves under the group and remains in the Mediterranean in support of NATO’s maritime security operations in the region.The Task Group Exercise is a multi-day exercise featuring anti-air, anti-submarine, live fire and ship handling exercises designed to provide high-end warfare training and valuable experience. SNMG2 is permanently available to NATO to perform a wide range of tasks. Composition of the force varies as allied nations contribute assets on a rotational basis.Over the next few weeks the group will participate in intensive training events in the western Atlantic. SNMG2 will exercise jointly with US carrier strike groups and other forces of the US and Canadian navies. SNMG2 will be led by a U.S. Navy admiral and flagship for one year.

KIEV (Reuters) - International experts found the remains of more victims of the downed Malaysian airliner in east Ukraine on Friday but fighting nearby between government forces and pro-Russian rebels renewed security concerns around the wreckage.The expert group, which Ukrainian authorities said numbered 101 people, was the largest to access the wreckage since Flight MH17 crashed in rebel-held territory on July 17. All 298 people aboard were killed.Roads had for days been too dangerous to use because of heavy fighting, frustrating efforts to recover all the victims' remains and push ahead with an investigation."The team has finished its work for today. They found and recovered human remains. They will... be brought back to the Netherlands for identification," Dutch Prime Minister Mark Rutte said in the Netherlands. "The security situation at the site is unstable and unpredictable."In the latest clashes, separatist forces killed at least 10 Ukrainian paratroopers in an ambush after midnight near Shakhtarsk, one of the closest towns to the wreckage site, the Ukrainian military said.The rebels said they had pushed back government forces around Shakhtarsk, where fighting has raged for several days. A Ukrainian military official said a further 13 troops were wounded and 11 unaccounted for.The recovery mission included experts from Australia and the Netherlands, whose countries suffered a big loss of life in the shoot-down, as well as representatives of the Organization for Security and Cooperation in Europe (OSCE)."Any body part found gives more relief to the relatives of those who died in that accident and will help also to further identify bodies should it be the only part that is left of a person who died in that accident," Alexander Hug, deputy head of the OSCE mission in Ukraine, told a briefing in Donetsk.An advance team drove to the site from the nearest big city, Donetsk, on Thursday but stayed only for about an hour and said sides resumed fighting immediately after they left.Agreement was later reached to extend the limited ceasefire around the route, making it a safe corridor, at talks in Belarus involving Russia, Ukraine, the rebels and the OSCE.In a phone call with German Chancellor Angela Merkel on Friday, Ukrainian President Petro Poroshenko promised to stick to the ceasefire, a statement on the president's website said.

Kiev has accused the rebels of planting mines in the region near the crash site, suggesting they want to hamper the investigation and hide evidence, but an OSCE official said no evidence had been found to back up the allegations.Ukrainian officials said this week about 80 bodies had not been recovered from the wreckage of the Boeing 777. The victims included 196 Dutch and 27 Australians, as well as 43 Malaysians.Rutte said a total of 400 international experts, including police, forensic experts, military police and investigators were now in eastern Ukraine to help with recovery and investigation.The United States says the separatists probably shot down the plane by mistake with a Russian-made missile. The rebels and Moscow deny the accusation and blame the downing on Kiev's military campaign to quell the uprising.Kiev accuses Moscow of supplying arms and fighters to the separatist rebellion, an allegation also made in the West, which has stepped up sanctions against Russia over the crisis.Russia denies it is involved. UK Lawmakers Urge Gov't To Lead Charge for NATO Changes-Jul. 30, 2014 - 03:45AM-By ANDREW CHUTER
LONDON — NATO is ill-prepared to face the threat posed by Russia, and the British government should take the lead in fixing the problems at the Sept. 4-5 alliance summit in Wales, according to a parliamentary defense committee report set to be published July 31.There are “alarming deficiencies in the state of NATO preparedness, which will be tough to fix,” the parliamentarians warned in a report that is sharply critical of the alliance’s shortcomings.The Russians were employing asymmetric, or ambiguous, warfare tactics that might make it difficult for NATO to respond under its current guidelines of collective security, the committee said.Release of the report comes as the US and the European Union start to detail new sanctions against Russia agreed in the wake of the shooting down of a Malaysian Airlines airliner over eastern Ukraine, and as evidence increases of Moscow’s support for separatists fighting the Kiev government.Events in the Ukraine, the 2007 cyber attacks in Estonia and the 2008 invasion of Georgia all should act as a “wake-up call” for NATO as it considers Russia as a threat to its member states for the first time in 20 years, the committee said.The NATO summit being held in Newport, South Wales, was primarily aimed at considering the alliance’s future following the end of its combat mission in Afghanistan. The Russian actions in Crimea and Eastern Ukraine have pretty much changed that.The British lawmakers issued a catalogue of recommendations the NATO allies need to start addressing at the summit and said Britain should take the lead in driving through the new requirements.Amongst the changes the report recommends for NATO:
■ Dramatic improvements to the existing NATO rapid reaction force.
■ Pre-positioned equipment in the Baltic states.
■ Establishment of headquarters structures up to corps level to focus on Eastern Europe and the Baltic.
■ A continuous (if not technically permanent) presence of NATO troops training and exercising in the Baltic.
■ Restablishment of large-scale military exercises including all NATO member states and involving political decision-makers.
■ Re-examination of the criteria, doctrine and responses to calls under NATO’s Article 4 for collective security support against asymmetric attacks.
NATO faces a new challenge from the Russian deployment of ambiguous warfare tactics in the Ukraine, the defense committee said.“Events in Ukraine demonstrate in particular Russia’s ability to effectively paralyse an opponent ... with a range of tools including psychological operations, information warfare and intimidation with massing of conventional forces. Such operations may be designed to slip below NATO’s threshold for reaction,” according to the committee’s report.As a “matter of urgency,” the report said, the alliance had to create a new collective security doctrine to respond to asymmetric, or ambiguous, warfare, especially cyber attacks where attribution is difficult.Rory Stewart, the recently appointed chairman of the committee, said the risk of a Russian attack on a NATO alliance member, particularly in the Baltic, remained small but significant.“NATO has been too complacent about the threat from Russia, and it is not well-prepared,” he said in a statement. “Even worse, the nature of Russian tactics is changing fast — including cyber-attacks, information warfare, and the backing of irregular ‘separatist groups,’ combining armed civilians with Russian special forces operating without insignia. We have already seen how these tactics have been deployed by Russia and its proxies in Ukraine to destabilise a NATO partner state, annex part of its territory, and paralyse its ability to respond.“The instability in Russia, President Putin’s world-view, and the failure of the West to respond actively in Ukraine means that we now have to address urgently the possibility — however small — of Russia repeating such tactics elsewhere. We are not convinced that NATO or the UK government has fully grasped the implications of this threat,” Stewart said.The committee said the British government should use the summit to commit to keeping defense spending levels above the 2 percent of gross domestic product recommended by NATO.British defense spending hovers just over the 2 percent mark, but Prime Minister David Cameron has declined to commit to maintaining that level, telling reporters at the Farnborough International Airshow recently that budgets would be reviewed along with other government spending plans after the general election set for next May.The committee also told the British government it should immediately undertake a “substantial reworking of the National Security Strategy” given the questions raised by the Russians.“In particular we note that state-on-state conflict was designated a low, tier 3, threat,” the report said.Security strategy is due to be updated as part of the strategic defence and security (SDSR) review planned for after the elections.If the Conservatives, who currently lead the coalition government here, are returned to power, a new SDSR would likely emerge towards the end of next year.
