KIEV (Reuters) - Ukraine's parliament rejected Prime Minister Arseny Yatseniuk's resignation on Thursday and finally passed legislation he said was needed to finance an army offensive against a separatist rebellion in the east and avert a national default on its debts.The assembly's about-turn on laws it refused to back a week earlier offers relief to Kiev's Western backers, who had feared Ukraine was sliding deeper into political chaos and might renege on an international bailout as it heads into an election period."There are two pieces of news today. The first is that Argentina has defaulted, and the second is that Ukraine has not defaulted and never will," Yatseniuk told the chamber, making clear he would stay in office.The political battle has been taking place against the backdrop of a military campaign to win back parts of the Donbass region, which borders Russia, from the pro-Moscow rebels.Having recaptured the rebel stronghold of Slaviansk in early July, government forces are now moving on the cities of Donetsk and Luhansk, with the latter now all but encircled and electricity and food supplies cut off.Both sides stopped shooting long enough for an initial group of international experts, after several days of trying, to reach the site where a Malaysian airliner came down in rebel-held territory in the east on July 17, killing 298 people on board.The experts hope a larger team of investigators will also soon have access to the site to recover the remains of the last missing victims and look for evidence showing what brought the plane down."It's been almost a week since we have been on the site and we haven't noticed many changes. Experts said they have detected human remains on the site," said Michael Bociurkiw, a spokesman for an observer team from the Organization for Security and Cooperation in Europe, which escorted the experts.The group also said fighting around the crash site started again immediately after they left.Western leaders accuse the rebels of shooting down the Malaysian plane and have imposed sanctions on Russia, which they accuse of arming the separatists, a charge Moscow denies.There is scant hope of a quick end to the crisis, during which Moscow has annexed the Crimea peninsula from Ukraine, but envoys from Russia, Ukraine and the OSCE met in the Belarussian capital, Minsk.Kiev said the sides had agreed to keep open the route to the crash site that was used on Thursday, despite fighting in the vicinity.

"CONSOLIDATION, NOT CONFRONTATION"

Thursday's vote in parliament was an important sign of political unity from Kiev, which is struggling to deal with an economic crisis as well as the war against the Moscow-backed rebels in the east.In sharp contrast to a stormy parliamentary session last week at which Yatseniuk bellowed at legislators and accused them of betraying Ukraine by blocking reforms, deputies stood and applauded him after backing the amendments.President Petro Poroshenko said the new votes in parliament would help Kiev in its fight against separatists."We need consolidation, not confrontation," Poroshenko said. "We have to be united against external aggression."Parliament's support was needed to amend the 2014 budget to take account of falling revenue and release an additional 9.1 billion hryvnia ($758 million) to finance the military.The government also wanted parliament to back legislation allowing consortiums with European or U.S. companies to operate the ageing gas distribution system.Yatseniuk had said the government would have defaulted on debt payments and missed out on the release of further funds under a $17-billion International Monetary Fund bailout if it had failed to pass the legislation."The laws the government is insisting on are unpopular and difficult, but very necessary," Poroshenko said, adding that they would "enable the economy, the state as a whole, to function".Laws passed on Thursday also introduce an additional 1.5-percent personal income tax until the end of the year to cover the military. Taxes were raised on tobacco and the mining, oil and gas sectors. Nearly 2 billion hryvnias were earmarked for rebuilding of infrastructure damaged by fighting in the east.The exit of two parties from the ruling coalition last week amounted to the start of a campaign for seats in a legislature still packed with former allies of pro-Russian president Viktor Yanukovich, who was ousted by street protests in February.Western governments have come to regard Yatseniuk as a key interlocutor in the worst standoff between Russia and the West since the Cold War ended. BRUSSELS - Russia's largest and second largest banks from Friday (1 August) will no longer be able to raise money on EU markets, as economic sanctions enter into force.Published in the EU official journal on Thursday, the sanctions are the hardest-hitting so far and go beyond the US, which targeted smaller Russian lenders.The EU reaction comes in response to Russia's continued support and supply of weapons to pro-Moscow rebels in east Ukraine despite widespread belief they shot down Malaysia Airlines flight MH17 using a Russian-supplied missile, killing 298 people, mostly EU citizens.Under the new sanctions regime, Sberbank, Russia's top lender, and VTB Bank, its second biggest bank, will no longer be able to raise debt with a maturity longer than 90 days in the EU.The same applies to Gazprombank - the lender associated with Russia’s gas champion - and two others: Vneseconombank and Rosselkhozbank.Sberbank, which is the third biggest bank in Europe, has €1.2 billion in debt due for refinancing by the end of this year. VTB has even more and has also been banned from US capital markets.The Central Bank of Russia on Wednesday promised to chip in and help banks targeted by the EU and US sanctions.But experts doubt the central bank can help for long, as funding requirements and bond maturities loom large over the next 12-18 months.In addition to the financial sector sanctions, the EU adopted a ban on exports or imports of Russian arms.The export ban only applies to future contracts.A list of “dual use” goods - which can have both military and civilian applications - is equally banned if the end beneficiary in Russia is a military firm or organisation.The EU also imposed a ban on sales of all pipeline-related and other specialist equipment needed for shale oil, deep water, and arctic oil exploration.The same equipment can be exported for gas exploration, but a new EU authentication regime will aim to stop abuse.

Exceptions

Exceptions to the arms trade ban were introduced to allow eastern EU member states - who still have Soviet-era defence material - to maintain their "existing capabilities".The arms embargo also allows France to go ahead with the delivery of its two Mistral warships, worth €1.2 billion.In the financial sector, European subsidiaries of the Russian banks will not be hit by the sanctions, in order to allow their functioning in countries like Slovakia and Cyprus.The sanctions regime is in place until 31 July 2015, but will be "kept under constant review", meaning that it can be scaled back or scrapped altogether if Russia changes course.It can also be renewed or changed if the Council of EU states "deems that its objectives have not been met".A first revision of the sanctions regime will take place "no later than 31 October 2014, in particular taking into account their effect and the measures adopted by third states," the decision says, in reference to the US and other non-EU countries which may impose sanctions on Russia.Constantin Gurdgiev, a Russian economist at Trinity College Dublin, told this website he is sceptical the sanctions will work."I see some pain in the short time, in the long term there will be opposing effects, including some positive ones for Russia. In the end, however, these sanctions are unlikely to achieve targeted political objectives," he said.On the five banks, Gurdgiev said banning their access to EU capital and funding markets will hurt them, forcing them to cut lending."Another cost is to the growth potential: some banks were moving actively into Europe or had plans to do so. These plans are now dead and existent operations outside of Russia are going to come under significant strain," he noted.On the other hand, as Western banks reduce their operations in Russia, some of their clients will migrate to Russian banks. Also the fact that Russian banks will hold less debt in euros and US dollars may prove beneficial in the long run, when sanctions are finally lifted, he said.

Cuban Missile Crisis 2.0?

As for what might change Russian leader Vladimir Putin's mind, Gurdgiev said nothing will so long as there is no guaranteed neutrality for Ukraine - no membership of Nato - or a compromise in that direction."Some in the West are betting that internal pressures will 'shift' the Russian position. I doubt that. The West is pushing him harder and harder into a corner, but the corner is where Russian leaders find themselves usually most comfortable in, as it secures broad popular support."Asked if Europe is at risk from a widening of the Ukraine conflict, the economist said it looked more like another Cuban Missile Crisis "where stepping away from the brink took some serious ego bruising"."And it took a more pragmatic and stronger US President. And eventually it cost [the then Soviet leader] Khruschev his career. The key today is to find an enforceable and acceptable compromise. Absent trust and with no independent brokers to act as any agreement guarantor, this is a much harder task than in 1962," Gurdgiev said.

BRUSSELS - Russia on Wednesday (30 July) reacted angrily to the EU economic sanctions, threatening to increase energy prices.“Obsessed with sanctions, Brussels is itself creating barriers for further cooperation in such a key sector as energy industry,” the Russian foreign ministry said in statement.“It is a senseless and irresponsible step, which will inevitably cause European energy market prices to rise,” the statement said.The ministry added that the economies of Russia and the EU are interlinked and that the "stage three" sanctions will affect the economic situation in the EU "not less than in Russia".Some 30 percent of the overall EU gas consumption is covered by Russian gas imports, but some eastern member states are up to 90 percent dependent on Russia.The possible retaliation in the energy sector was factored in when the EU decided to adopt economic sanctions, which will enter into force Friday.As for the arms embargo also due to enter into force Friday, Russia said it was "perplexed" since it "does not take part in the military conflict in Ukraine."
Moscow also accused the EU of being influenced too much by the US: “It’s a shame that after having long searched for its own ‘single voice,’ the EU now speaks Washington’s voice.”The US has released intelligence showing that Russia continues to arm the pro-Moscow separatists in Ukraine and said it believed YouTube audiotapes of rebels talking about shooting down a passenger plane were authentic.The Russian foreign ministry however said current EU foreign policy is not based on facts, but defined by Washington who is “watching questionable YouTube videos”.“Of course, we will take into consideration the current non-constructive and non-independent behaviour of the EU when building our relations,” it concluded.The statement comes after the EU late Wednesday published eight new names, including three of President Vladimir Putin's closest oligarch friends, to a travel ban and asset freeze list.The EU also blacklisted Almaz-Antey, the arms manufacturer which produced the missiles believed responsible for the downing of the Malyasia Airlines MH17 flight, in which almost 300 people, mostly EU citizens, were killed.Later on Thursday, the EU official journal is expected to publish the list of Russian state-owned banks which will be cut off from EU financial markets.“It’s very unfortunate. It’s not a good day for Russia. I’m concerned [the Russian government] will do something back and start nationalising things like Exxon in Sakhalin," a senior executive at one of the targeted banks told Reuters.So far, the only EU producers hit by a Russian import ban are Polish apple growers, who sell more than half of their exports to Russia. Moscow claims the ban is for sanitary reasons and is not linked to the economic sanctions, but it added that it will look into other EU producers as well, with Dutch farmers also expected to be hit.Meanwhile, at the crash site in eastern Ukraine, international investigators were still denied access as heavy fighting was ongoing between government forces and rebels.Kiev accused the pro-Russian rebels on Wednesday planting land mines on the way to the crash site in order to prevent access to the site."They have brought a large number of heavy artillery there and mined approaches to this area. This makes impossible the work of international experts trying to start work to establish the reasons behind the Boeing 777 crash," said Ukrainian military spokesman Andriy Lysenko, as quoted by Reuters.The leaders of the seven most industrialised nations (G7) on Wednesday called on all sides to establish a ceasefire and grant access to the crash site.
