Arab rioters threw rocks and bottles at police at the entrance to the Temple Mount on Friday, when Muslim visitors hold regular prayer services on the holiest site to Judaism. Police forces dispersed the rioters Friday morning, arresting two of the youths.There were no casualties in the incident, as prayers on the Mount had already ended. While riots at the Mount have become common over the past several years, tensions against Israeli security forces have also been rising as the IDF continues to search for the three yeshiva students, who Prime Minister Binyamin Netanyahu confirmed were kidnapped by Hamas terrorists last Thursday night.Several attacks have been launched against IDF soldiers in the past several days; on Wednesday, Palestinian Arabs in a passing vehicle attempted to run over IDF soldiers stationed near Bethlehem.The IDF fired at the vehicle; no injuries or damage on the IDF side were reported.The vehicle's trunk was damaged during the shooting as it fled the scene. On Sunday, assailants shot at Border Police from a passing vehicle near Har Gilo, located just south of Jerusalem and to the north of Bethlehem in Judea.The attack took place just outside the tunnels leading from Jerusalem to the Gush Etzion area of Judea, an IDF spokesperson stated. No injuries or damage were reported from the attack.

Israel will receive its first delivery of oil from a disputed pipeline in Kurdistan, in a sign of growing relations between the Jewish state and the autonomous Kurdish Regional Government (KRG) in northern Iraq.On Friday the SCF Altai tanker approached the city of Ashkelon in southern Israel, and is scheduled to dock sometime Saturday.The oil delivery is from the KRG's new independent pipeline which bypasses the central Iraqi government by running directly to the Turkish port of Ceyhan, much to the chagrin of Baghdad's embattled government. The delivery to Israel comes at a crucial time for the KRG, which is looking to protect itself from the deteriorating situation in Iraq by being more independent economically.The independent export of oil to Israel comes shortly after Kurdish Peshmerga forces - the KRG's independent army - seized the oil-rich town of Kirkuk in northern Iraq, along with swathes of territory near the Turkish border, as Iraqi troops abandoned their posts in response to the advance of Sunni Muslim rebels including the radical Islamic State of Iraq and the Levant (ISIS). KRG officials have already openly entertained the option of redirecting the flow of oil from Kirkuk through the Ceyhan pipeline, particularly after the regular Kirkuk pipeline was sabotaged after Kurdish forces took control of the city.The United States opposes the KRG's oil pipeline, but Israeli officials told Reuters Jerusalem is keen to build relations with the Kurds, both in order to counter the growing influence of Iran and to generally broaden its options for energy supplies.Unlike the US and many European countries, Israel does not buy oil from Iraq, and is therefore unruffled by the Iraqi government's staunch opposition to the Ceyhan pipeline.

BAGHDAD (Reuters) - Iraqi forces were massing north of Baghdad on Friday, aiming to strike back at Sunni Islamists whose drive toward the capital prompted the United States to send military advisers to stiffen government resistance.President Barack Obama offered up to 300 Americans to help coordinate the fight. But he held off granting a request for air strikes from the Shi'ite-led government and renewed a call for Prime Minister Nuri al-Maliki to do more to overcome sectarian divisions that have fuelled resentment among the Sunni minority.Speculation that Maliki might be forced aside was heightened when the country's senior Shi'ite cleric urged a speedy formation of a new government following the ratification this week of the results of a parliamentary election held in April.Maliki's Shi'ite bloc won the most seats but, with stalemate among Shi'ite, Sunni and ethnic Kurdish groups, the new assembly has yet to sit. Grand Ayatollah Ali al-Sistani wrote in a Friday sermon that a constitutional deadline for convening to choose a new prime minister and government should be respected.In office since 2006, Maliki has irritated Washington by the way he has alienated Sunnis and there has been speculation he has also lost the confidence of allies in Iran as Tehran and the United States look to end decades of mutual hostility to prevent anti-Western, anti-Shi'ite zealots taking over Iraq.In the area around Samarra, on the main highway 100 km (60 miles) north of Baghdad, which has become a frontline of the battle with the Islamic State of Iraq and the Levant, the provincial governor, a rare Sunni supporter of Maliki, told cheering troops they would now force ISIL and its allies back.A source close to Maliki told Reuters that the government planned to hit back now that it had halted the advance which saw ISIL seize the main northern city of Mosul, capital of Nineveh province, 10 days ago and sweep down along the Sunni-populated Tigris valley toward Baghdad as the U.S.-trained army crumbled.Governor Abdullah al-Jibouri, whose provincial capital Tikrit was overrun last week, was shown on television on Friday telling soldiers in Ishaqi, just south of Samarra: "Today we are coming in the direction of Tikrit, Sharqat and Nineveh."These troops will not stop," he added, saying government forces around Samarra numbered more than 50,000.This week, the militants' lightning pace has slowed in the area north of the capital, home to Sunnis but also to Shi'ites fearful of ISIL, which views them as heretics to be wiped out. Samarra has a major Shi'ite shrine.Maliki had former dictator Saddam Hussein, overthrown by a 2003 U.S.-led invasion, hanged three years later for killings of Shi'ites in nearby Dujail.The participation of Shi'ite militias and tens of thousands of new Shi'ite army volunteers has allowed the Iraqi military to rebound after mass desertions by soldiers last week allowed ISIL to carve out territory where it aims to found an Islamic caliphate straddling the Iraqi-Syrian border."The strategy has been for the last few days to have a new defence line to stop the advance of ISIL," a close ally of Maliki told Reuters. "We succeeded in blunting the advance and now are trying to get back areas unnecessarily lost."Pockets of fighting continue. Government forces appeared to be still holding out in the sprawling Baiji oil refinery, the country's largest, 100 km north of Samarra, residents said.At Duluiya, between Samarra and Baghdad, residents said a helicopter strafed and rocketed a number of houses in the early morning, killing a woman. Police said they had been told by the military that the pilot had been given the wrong coordinates.

"TARGETED" U.S. ACTION

While a new reality is emerging with the key cities of Mosul and Tikrit for now out of reach for the government, Obama has put U.S. military power back at Baghdad's disposal, while insisting he will not send ground troops back, two and half years after he ended the occupation that began in 2003.Announcing the despatch of advisers, the president said he was prepared to take "targeted" military action later if deemed necessary, thus delaying but still keeping open the prospect of air strikes to fend off a militant insurgency. Obama also delivered a stern message to Maliki on the need to take urgent steps to heal Iraq's sectarian rift, something U.S. officials say the Shi'ite leader has failed to do and which ISIL has exploited to win broader support among the Sunnis."We do not have the ability to simply solve this problem by sending in tens of thousands of troops and committing the kinds of blood and treasure that has already been expended in Iraq," Obama told reporters. "Ultimately, this is something that is going to have to be solved by the Iraqis."The contingent of up to 300 military advisers will be made up of special forces and will staff joint operations centres for intelligence sharing and planning, U.S. officials said.Leading U.S. lawmakers have called for Maliki to step down, and Obama aides have also made clear their frustration with him.While Obama did not join calls for Maliki to go, saying "it's not our job to choose Iraq's leaders", he avoided any expression of confidence in the embattled Iraqi prime minister.Warning that Iraq's fate "hangs in the balance", Obama said: "Only leaders with an inclusive agenda are going to be able to truly bring the Iraqi people together."Iraqis appeared content with Obama's decision. The Maliki ally said Obama's offer of aid was appropriate and included the establishment of an intelligence liaison centre that would allow for future U.S. air strikes on ISIL and other groups.Obama's decision to hold off for now on such strikes underscored scepticism in Washington, and among its regional allies, over whether they would be effective, given the risk of civilian deaths that could further enrage Iraqi Sunnis."We will be prepared to take targeted and precise military action if we conclude the situation on the ground requires it," Obama said. But he insisted that any U.S. military response would not be in support of one Iraqi sect over another.Maliki's Shi'ite alliance won the most votes in the elections, and U.S. officials said the Obama administration was pressing Iraqi authorities to accelerate the process of forging a new governing coalition and for it to be broad-based, including Sunnis and Kurds.Anthony Cordesman, an expert at the Center for Strategic and International Studies think-tank in Washington, said Obama's decision guaranteed that the United States, not just Maliki's other key foreign allies in Shi'ite Iran, will have a presence on the ground during the Iraq crisis."It gives the United States the kind of direct contact with Iraqi forces that allows them to judge their strengths and weaknesses and act as a check on sectarian abuses," he wrote. BAGHDAD (AP) — The spiritual leader of Iraq's Shiite majority called for a new, "effective" government Friday, increasing pressure on the country's prime minister as an offensive by Sunni militants rages on.Grand Ayatollah Ali al-Sistani's comments at Friday prayers contained thinly veiled criticism that Shiite Prime Minister Nouri al-Maliki, in office since 2006, was to blame for the nation's crisis over the blitz by the al-Qaida-inspired Islamic State of Iraq and the Levant.While Al-Maliki's State of Law bloc won the most seats in parliament in the Iraq's April 30 election, he now faces opponents bolstered by criticism Thursday from U.S. President Barack Obama.And with Iraq now asking the U.S. for airstrikes to temper the militants' advance — especially as they apparently prepared Friday to again assault the country's biggest oil refinery — al-Maliki appears increasingly vulnerable."It is necessary for the winning political blocs to start a dialogue that yields an effective government that enjoys broad national support, avoids past mistakes and opens new horizons toward a better future for all Iraqis," al-Sisanti said in a message delivered by his representative Ahmed al-Safi in the holy city of Karbala.The Iranian-born al-Sistani, who is believed to be 86, lives in the holy city of Najaf south of Baghdad. A recluse, he rarely ventures out of his home and does not give interviews. Iraq's Shiites deeply revere him and a call to arms he made last week prompted thousands of Shiites to volunteer to fight against the Islamic State.Al-Sistani's call to arms has given the fight against the Islamic State militants the feel of a religious war between Shiites and Sunnis. His office in Najaf dismissed that charge and al-Safi on Friday said: "The call for volunteers targeted Iraqis from all groups and sects. ... It did not have a sectarian basis and cannot be."Al-Maliki has been seeking to place the blame for chaos in Iraq on the Islamic State and not his perceived exclusion of the Sunnis. However, questions persist on how much support, if any, the Islamic State enjoy among the Sunni population in areas they control.Ali Hatem al-Salman, a prominent tribal Sunni leader and a critic of al-Maliki, said Sunni tribesmen would fight the militants.Using the commonly used Arabic acronym for the Islamic State, he told The Associated Press on Thursday: "Daash themselves know that the tribes will push them out. ... There can't be any trust given to Daash."Another Shiite cleric, Nassir al-Saedi, warned that the 300 U.S. military advisers Obama plans to send to Iraq would be attacked. Al-Saedi is loyal to anti-U.S. cleric Muqtada al-Sadr, whose Mahdi Army militia fought the Americans in at least two rounds of street warfare during their eight-year presence in Iraq."Our message to the occupier: ... We will be ready for you if you are back," he told a Friday sermon attended by al-Sadr supporters in Baghdad's Sadr City district.Less than three years after Obama heralded the end of America's war in Iraq, he insisted Thursday in a White House address he was not sending the military back into combat. Still, when coupled with previously announced steps, the president's actions could put about 600 additional U.S. troops in the midst of Iraq's deeply unstable security situation.Despite the deteriorating conditions, Obama has held off approving airstrikes that the Iraqi government has sought to stem an insurgency that has taken over the cities of Mosul and Tikrit and has pressed toward Baghdad. The president said he could still approve "targeted and precise" strikes if the situation on the ground required it, noting that the U.S. had stepped up intelligence gathering in Iraq to help identify potential targets.U.S. officials say manned and unmanned U.S. aircraft are now flying over Iraq 24 hours a day on intelligence collection missions.Al-Maliki's Shiite-led government long has faced criticism of discriminating against Iraq's Sunni and Kurdish populations. But it is his perceived marginalization of the once-dominant Sunnis that sparked recent violence reminiscent of Iraq's darkest years of sectarian warfare after the 2003 U.S.-led invasion.Iraq's newly elected parliament must meet by June 30 to elect a speaker and a new president, who in turn will ask the leader of the largest bloc to form a new government.With Iraq in turmoil, al-Maliki's rivals have mounted a campaign to force him out of office, with some angling for support from Western backers and regional heavyweights. On Thursday, their effort received a massive boost from Obama, who said: "Only leaders that can govern with an inclusive agenda are going to be able to truly bring the Iraqi people together and help them through this crisis."An "inclusive agenda" has not been high on the priorities of al-Maliki, however. Many of al-Maliki's former Kurdish and Shiite allies have been clamoring to deny the prime minister a third term in office, charging that he has excluded them from a narrow decision-making circle of close confidants.Al-Maliki's efforts last year to crush protests by Sunnis complaining of discrimination under his Shiite-led government sparked a new wave of violence by militants, who took over the city of Fallujah in the western, Sunni-dominated province of Anbar and parts of the provincial capital, Ramadi. Iraqi army and police forces battling them for months have been unable to take most areas back.At the same time, many Iraqis complain of government corruption, the failure to rebuild the economy and too close ties with mostly Shiite Iran, a non-Arab nation that Sunni Arab states, including powerhouse Saudi Arabia, see as a threat to regional stability.Al-Maliki's troubles come as militants and soldiers fight for control of the Beiji refinery, the country's largest, some 250 kilometers (155 miles) north of Baghdad. The loss of the refinery would be a devastating symbol of the Baghdad government's powerlessness in the face of a determined insurgency hostile to the West. By late Thursday, the two sides held different parts of the refinery, which extends over several square kilometers (miles) of desert.The army officer in charge of protecting the refinery told The Associated Press on Friday that he believed the militants were regrouping to launch a new attack after his forces repelled one Thursday night. There was no immediate way to independently verify his claims.The facility's production accounts for just over a quarter of the country's entire refining capacity. It goes strictly toward domestic consumption for gasoline as well as fuel for cooking and power stations.

Car bomb in Syria's Hama province kills 34: state news

BEIRUT (Reuters) - A car bomb in Syria's western Hama province killed 34 and wounded more than 50, Syria's state news agency SANA said on Friday, blaming the attack on rebels fighting forces loyal to President Bashar al-Assad.It was not immediately clear if the attack was in any way related to the militant Islamic State of Iraq and the Levant (ISIL), which is very active in Syria and has seized vast tracts of territory across the border in Iraq.Nusra Front, which is linked to al Qaeda and has been fighting rival group ISIL, is thought to have been behind several bomb attacks in Hama in recent months.The Syrian Observatory for Human Rights, an anti-Assad monitoring group, said 38 were killed and more than 40 wounded in the blast which took place in Hurra, an Alawite village close to the city of Hama. Assad is from Syria's Alawite sect, an offshoot of Shi'ite Islam.It said a suicide bomber in a truck had detonated himself, killing mainly civilians, including women and children.It said there were overnight clashes between government forces and Islamist fighters in the province, as well as bombings by the Syrian army.SANA described the car bomb as a "terrorist" attack, wording it uses to refer to rebel fighters.The agency said the Syrian army had also carried out a campaign to eliminate "terrorists" in a number of villages in the Homs province to the south of Hama.Syria's conflict began in March 2011 as peaceful protests but has turned into civil war, killing at least 160,000 people.Rebels have been joined by hardline Islamists, some of them linked to al Qaeda, who have become increasingly powerful among opposition forces.In the northern city of Aleppo, Syrian air forces dropped two barrel bombs on the outskirts of the Ashrafiyeh neighbourhood, the Observatory said, adding that there were no details on casualties.(Reporting by Sylvia Westall; Editing by Alison Williams)

New battles as Ukraine says 300 separatists killed in fighting

KIEV (Reuters) - Fighting raged for a second successive day in the east of Ukraine on Friday, a day after clashes in which Ukrainian government forces said about 300 separatists were killed.The casualty figures for the pro-Russian separatists could not be independently confirmed though a rebel commander said on Thursday the rebels had sustained "heavy losses" when they were outgunned by government forces backed by heavy armor.The government forces said seven of their own number had been killed in Thursday's fighting. The new fighting on Friday was about 100 km (60 miles) from the border with Russia.Fighting broke out just east of the town of Krasny Liman early on Thursday after pro-Russian separatists refused to lay down their weapons in line with a peace plan proposed by President Petro Poroshenko, the government forces said.The government forces have been gradually squeezing rebels in the area though separatists, who rose up against central rule from Kiev following the overthrow of a president sympathetic to Moscow, still control the strategic city of Slaviansk.Vladyslav Seleznyov, a spokesman for Kiev's "anti-terrorist operation", said about 300 separatists had been killed in action around the villages of Yampil and Zakitne which included artillery fire and air attacks.Heavy weapons had been seized from the separatists, including an armored personnel carrier, a truck with a high-caliber machine gun mounted on it, a shoulder-launched missile, grenade launchers and small arms, Seleznyov said on his Facebook page."Losses to Ukrainian servicemen are seven dead and 30 wounded.
