Russia cuts gas to Ukraine, flows to EU threatened

KIEV/GORKI Russia (Reuters) - Russia cut off gas to Ukraine on Monday in a dispute over unpaid bills that could disrupt supplies to the rest of Europe and set back hopes for peace in the former Soviet republic.After weekend violence that included the loss of 49 troops in the downing of a Ukrainian plane, Russia said Kiev missed a deadline for a $1.95 billion debt payment and it would now only get gas paid for in advance. It insisted that Ukraine must also ensure that it lets Russian gas flow through its international pipelines to Moscow's clients in the European Union.Kiev and Moscow blamed each other for the failure to agree overnight on the price of future gas deliveries and refused to abandon well established positions: Russia offering a discount and Ukraine rejecting that as a tool for political manipulation.The talks are bound up with the worst crisis between Russia and Ukraine since the Soviet Union collapsed and rising tensions over Saturday's shooting down of the aircraft by pro-Russian separatists in the east, an attack on the Russian embassy in Kiev and Western charges that Russia is arming the rebels."Thanks to the unconstructive position of the Ukrainian government, today a prepayment system was introduced," Alexei Miller, the chief executive of Russian state exporter Gazprom, told Prime Minister Dmitry Medvedev during a somber meeting at a government residence at Gorki, outside Moscow.He said Ukraine had "adopted a position that can only be called blackmail", adding: "They wanted an ultra-low price."Gazprom had asked Kiev to pay almost half of a total debt which Moscow puts at more than $4 billion by Monday morning or face supply cuts and the prospect of paying up front. SUPPLIES IN STORAGE
A source at Gazprom said supplies to Ukraine had been reduced as soon as the deadline passed and Ukrainian Energy Minister Yuri Prodan said the country was receiving no gas.Ukraine has almost 14 billion cubic meters of gas in underground storage, enough to meet its needs until December, the chief executive of state gas company Naftogaz said.A long-term reduction of supply could hit EU consumers, which get about a third of their gas needs from Russia, around half of it through pipelines that cross Ukraine. Earlier price disputes led to the 'gas wars' in 2006 and 2009, and Russian accusations Ukraine stole gas destined for the rest of Europe."The gas for European consumers is being delivered at full volume and Naftogaz Ukraine is required to transit it," Gazprom spokesman Sergei Kupriyanov told reporters.EU Energy Commissioner Guenther Oettinger, who brokered the failed talks overnight, said in Vienna that the European Union might have a problem and urged Russia to reconsider a compromise.He said he was confident of gas supplies and also held out the prospect of further talks to solve the row.But with both sides filing lawsuits at the Stockholm international commercial arbitration court to try to recover billions each says they are owed, any quick agreement seems a way off.Russian premier Medvedev said talks could start only when Naftogaz had paid its debt in full.

MOSUL/BAGHDAD (Reuters) - The United States is contemplating talks with its arch-enemy Iran to support the Iraqi government in its battle with Sunni Islamist insurgents who routed Baghdad's army and seized the north of the country in the past week.The stunning onslaught by militants from the Islamic State of Iraq and the Levant threatens to dismember Iraq and unleash all-out sectarian warfare across a crescent of the Middle East, with no regard for national borders that the fighters reject.Joint action between the United States and Iran to help prop up the government of their mutual ally Nuri al-Maliki, Iraq's Shi'ite prime minister, would be a major turn of events after hostility dating to Iran's 1979 revolution, and demonstrates the urgency of the alarm raised by the lightning insurgent advance.ISIL seeks a caliphate ruled on medieval Sunni Muslim precepts in Iraq and Syria, and is also fighting Syria's Iran-backed government. It considers all Shi'ites to be heretics deserving death and has boasted of massacring hundreds of Iraqi troops who surrendered to its forces last week.ISIL fighters captured the mainly ethnic Turkmen city of Tal Afar in northwestern Iraq overnight after heavy fighting on Sunday, solidifying their grip on the north."The city was overrun by militants. Severe fighting took place, and many people were killed. Shi'ite families have fled to the west and Sunni families have fled to the east," said a city official who asked not to be identified.Tal Afar is a short drive west from Mosul, the north's main city, which ISIL seized last week at the start of its push. Publicly, the White House said no such contacts had yet taken place.The U.S. overture came a day after Iran's President Hassan Rouhani, a relative moderate elected last year, said Tehran would consider working with the United States in Iraq if it saw Washington was willing to confront "terrorist groups".The only U.S. military contingent on the ground is the security staff at the U.S. embassy. Washington said on Sunday it was evacuating some diplomatic staff and sending about 100 extra marines and other personnel to help safeguard the facilities.The sprawling fortified compound on the banks of the Tigris is the largest and most expensive diplomatic mission ever built, a vestige of the days when 170,000 U.S. troops fought to put down a civil war and mass sectarian cleansing that followed the 2003 U.S. invasion which toppled Sunni dictator Saddam Hussein.Iraqis now face the prospect of a replay of that extreme violence, but this time without American forces to intervene.
REDRAWN MAP
The prospect of cooperation between the United States and Iran shows how dramatically the ISIL advance has redrawn the map of Middle East alliances in a matter of days.Rouhani has presided over a gradual thaw with the West, including secret talks with Washington that led to a breakthrough preliminary deal last year to ease sanctions in return for curbs on Iran's nuclear program. But open cooperation against a mutual threat would be unprecedented.Iraq is the only country closely allied to both the United States and Iran, but tentative past efforts by Tehran and Washington to cooperate there were fruitless. Tehran has longstanding ties to Maliki and the Shi'ite political parties that U.S.-backed elections brought to power after Saddam's fall.Iran blames the United States and its Gulf Arab allies for stoking Sunni militancy in the region by backing the uprising against its ally Bashar al-Assad in Syria, where ISIL emerged as one of a dominant Sunni rebel group in a three year civil war.Asked if Iran would now work with the United States against ISIL, Rouhani told a news conference on Saturday: "We can think about it, if we see America starts confronting the terrorist groups in Iraq or elsewhere."Where did ISIL come from? Who is funding this terrorist group? We had warned everyone, including the West, about the danger of backing such a terrorist and reckless group," he said.
CAPTURED CITY
ISIL fighters began their assault last week by capturing Mosul. They swept through other Sunni cities in the Tigris valley north of Baghdad, including Saddam's hometown Tikrit, where they captured and apparently massacred troops stationed at Speicher air base, once one of the main U.S. troop headquarters.A series of pictures distributed on a purported ISIL Twitter account appeared to show gunmen from the Islamist group shooting dozens of men, unarmed and lying prone on the ground.Captions accompanying the pictures said they showed hundreds of army deserters captured as they tried to flee the fighting. They were shown being transported in the backs of trucks, led to an open field, laid down in rows and shot by several masked gunmen. In several pictures, the black ISIL flag can be seen."This is the fate of the Shi'ites which Nuri brought to fight the Sunnis," a caption to one of the pictures reads.ISIL said it executed 1,700 soldiers out of 2,500 it had captured in Tikrit. Although those numbers appear exaggerated, the total could still be in the hundreds. A former local official in Tikrit told Reuters ISIL had captured 450-500 troops at Speicher and another 100 elsewhere in Tikrit. Some 200 are believed to be held in Speicher to trade for jailed insurgents.Power and running water were off in the city, leaving residents dependent on water being brought in by tanker trucks.With ISIL's advance halted on the Tigris an hour's drive north of the capital, fighters also hold most of the Euphrates valley to the west, which they captured at the start of the year, bringing them to the gates of the city of 7 million.Shi'ites, who form the majority in Iraq and are based mainly in the south, have rallied to defend the country, with thousands of volunteers turning out to join the security forces after a mobilization call by the top Shi'ite cleric.Baghdad itself is divided between Sunni and Shi'ite neighborhoods and suffered intense street-fighting in 2006-2007. Peace never quite returned and districts are still surrounded by barbed wire and concrete blast walls.ISIL emerged after Saddam's fall, fought against the U.S. occupation as al Qaeda's Iraq branch and broke away from al Qaeda after joining the civil war in Syria. It says the movement founded by Osama bin Laden is no longer radical enough.Its advance in Iraq has been assisted by other Sunni Muslim armed groups, who have risen up against Baghdad because of what they consider repression from Maliki's Shi'ite-led government. Washington says Maliki must reach out to Sunnis to create a political coalition capable of reunifying Iraq.Tareq al-Hashemi, a Sunni who was vice president until fleeing the country in 2012 after Maliki accused him of terrorism, said Maliki must go if the uprising is to end."What happened is an uprising by the Sunni Arabs in Iraq to confront oppression and marginalization," Hashemi told the BBC. "Resolving the conflict in Iraq comes through excluding Maliki from power."The government's collapse in the north has also allowed forces of the ethnic Kurdish autonomous region to advance, seizing the city of Kirkuk and rural areas with vast oil reserves.Residents in Tal Afar said Shi'ite police and troops rocketed Sunni neighborhoods before the ISIL forces moved in and finally captured the city overnight."The situation is disastrous in Tal Afar. There is crazy fighting and most families are trapped inside houses. They can’t leave town," a local official said on Sunday before the city was overrun. Pakistan jets strike insurgents in full-scale offensive

MIRANSHAH Pakistan (Reuters) - Pakistani fighter jets pounded North Waziristan on Monday, a day after the army announced the start of a full-scale military operation to flush Islamist insurgents out of the volatile region bordering Afghanistan.In a long-awaited military operation precipitated by a deadly insurgent attack on Pakistan's biggest airport a week ago, Pakistan has deployed troops, artillery and helicopter gunships to fight insurgents in North Waziristan.The Taliban and their ethnic Uzbek allies holed up in North Waziristan have both claimed responsibility for the June 8 commando-style attack on Karachi airport, which was seen as a strategic turning point in how Pakistan tackles the insurgency. The army said combat aircraft destroyed six hideouts in the Shawal sector of North Waziristan, home to some of Pakistan's most feared militants and al Qaeda commanders, early on Monday."In these precise strikes, 27 terrorists were killed. There is no (civilian) population in the area," it said in a statement."(The) operation in North Waziristan Agency is progressing as per plan... North Waziristan Agency has been isolated by deploying troops along its border with neighboring agencies and FATA (Federally Administrative Tribal Areas) regions to block any move of terrorists in and out of the Agency."It said troops had cordoned off all militant bases, including the town of Mirali where many ethnic Uzbek and other foreign fighters are based, and the regional capital of Miranshah.The Taliban appear determined to fight back. In the first attack since the start of the operation, at least six Pakistani soldiers were killed on Monday when a roadside bomb hit an army convoy just north of Miranshah, the army said.In a warning issued in response to the offensive, the Taliban said it was foreign firms operating in Pakistan that would bear the brunt of their revenge."We are in a state of war. Foreign businesses, airline companies and multinationals should immediately sever their ties with Pakistan or they will have only themselves to blame for any damage," said Pakistani Taliban spokesman Shahidullah Shahid.The all-night attack on Karachi airport all but destroyed prospects for peace talks with the Taliban militants, who are fighting to topple the government and impose a strict Sharia-based theocracy in the nuclear-armed nation.Public opinion appears to have swung in favor of a military operation after the Karachi attack, even though such a response in North Waziristan means a higher risk of revenge attacks by the Taliban outside the tribal region."Operation at last!" The Nation daily said in a front-page headline.Prime Minister Nawaz Sharif has long insisted that he could bring insurgents to the negotiating table but the start of the offensive is seen as a victory for hawks in the army who have long called for tough military action.The United States, in the process of withdrawing troops from neighboring Afghanistan, also wants Pakistan to do more to crush the insurgency and eliminate al Qaeda hideouts tucked away in the remote mountains straddling the frontier.
OPERATION "PROPHET'S SWORD"
The army imposed an all-day curfew in North Waziristan as the operation got under way and turned off mobile phone services to undermine the insurgency and restrict people's movements.Independent confirmation of the events or other details were not available immediately from a region where journalists are not allowed to operate freely. Expecting an escalation of violence, two-thirds of families have fled from the ethnic Pashtun region, residents said, many heading for the Gorbaz district of Afghanistan's Khost province.Mohammad Akbar Zadran, Gorbaz district chief, told Reuters nearly a thousand families, or around 10,000 people, had now entered Gorbaz district, and the number was growing."We have packed up everything and are ready to leave as soon as the curfew is lifted," said Ethasham Khan, a resident of Miranshah, where the usually bustling streets were empty.The curfew would be relaxed in the next couple of days to allow residents to leave the area, a security official said.Tellingly, the Pakistani military's operation against the Islamist militants in North Waziristan is called Zarb-e-Azb in Urdu, or "Strike of the Prophet's Sword". For now, ground troops - numbering some 80,000 in North Waziristan, according to military sources - have not been involved in direct military action, leaving F-16 combat jets to lead the offensive with air strikes.It was also unclear how long officials expect the operation to last in a region of forbidding mountainous terrain that has never been subdued by any government.Separately on Monday, Omar Jillani, an intelligence official who police said is the nephew of Pakistan's powerful chief justice, was kidnapped in the eastern city of Multan by suspected Taliban gunmen, police said.Security is visibly tighter in the capital, Islamabad, as well, with street patrols by paramilitary Rangers and police. Israel expands West Bank hunt for missing teens, Palestinian killed

Russia cuts gas to Ukraine, flows to EU threatened

KIEV/GORKI Russia (Reuters) - Russia cut off gas to Ukraine on Monday in a dispute over unpaid bills that could disrupt supplies to the rest of Europe and set back hopes for peace in the former Soviet republic.After weekend violence that included the loss of 49 troops in the downing of a Ukrainian plane, Russia said Kiev missed a deadline for a $1.95 billion debt payment and it would now only get gas paid for in advance. It insisted that Ukraine must also ensure that it lets Russian gas flow through its international pipelines to Moscow's clients in the European Union.Kiev and Moscow blamed each other for the failure to agree overnight on the price of future gas deliveries and refused to abandon well established positions: Russia offering a discount and Ukraine rejecting that as a tool for political manipulation.The talks are bound up with the worst crisis between Russia and Ukraine since the Soviet Union collapsed and rising tensions over Saturday's shooting down of the aircraft by pro-Russian separatists in the east, an attack on the Russian embassy in Kiev and Western charges that Russia is arming the rebels."Thanks to the unconstructive position of the Ukrainian government, today a prepayment system was introduced," Alexei Miller, the chief executive of Russian state exporter Gazprom, told Prime Minister Dmitry Medvedev during a somber meeting at a government residence at Gorki, outside Moscow.He said Ukraine had "adopted a position that can only be called blackmail", adding: "They wanted an ultra-low price."Gazprom had asked Kiev to pay almost half of a total debt which Moscow puts at more than $4 billion by Monday morning or face supply cuts and the prospect of paying up front. Ukrainian Prime Minister Arseny Yatseniuk accused Russia of deliberately blocking a deal to cause Kiev supply problems next winter, when temperatures plunge and heating needs increase."But it is not about gas. It is a general Russian plan to destroy Ukraine," Yatseniuk told a news conference in Kiev. "It is yet another step against the Ukrainian state and against Ukrainian independence."
SUPPLIES IN STORAGE
A source at Gazprom said supplies to Ukraine had been reduced as soon as the deadline passed and Ukrainian Energy Minister Yuri Prodan said the country was receiving no gas.Ukraine has almost 14 billion cubic meters of gas in underground storage, enough to meet its needs until December, the chief executive of state gas company Naftogaz said.A long-term reduction of supply could hit EU consumers, which get about a third of their gas needs from Russia, around half of it through pipelines that cross Ukraine. Earlier price disputes led to the 'gas wars' in 2006 and 2009, and Russian accusations Ukraine stole gas destined for the rest of Europe."The gas for European consumers is being delivered at full volume and Naftogaz Ukraine is required to transit it," Gazprom spokesman Sergei Kupriyanov told reporters.EU Energy Commissioner Guenther Oettinger, who brokered the failed talks overnight, said in Vienna that the European Union might have a problem and urged Russia to reconsider a compromise.He said he was confident of gas supplies and also held out the prospect of further talks to solve the row.But with both sides filing lawsuits at the Stockholm international commercial arbitration court to try to recover billions each says they are owed, any quick agreement seems a way off.Russian premier Medvedev said talks could start only when Naftogaz had paid its debt in full.
SHARES FALL
Russian shares fell on the talks' collapse, which is likely to increase tensions between Moscow and the West and could make it harder to arrange a truce in east Ukraine, where Ukrainian troops are fighting pro-Russian rebels, some of whom want the region to be absorbed by Russia, as Crimea was in March.At 05.50 a.m. EDT, the dollar-denominated RTS index had pared some of its losses and was down 1.2 percent at 1,358 points, while the rouble-based MICEX was down 0.5 percent at 1,493 points.Western countries saw the talks as a gauge of Russian President Vladimir Putin's willingness to compromise and had been looking for signs that he was trying to avert the threat of the West adding to sanctions imposed after Russia seized Crimea.That move came after Moscow-leaning Ukrainian president Viktor Yanukovich was ousted by street protests in February and pro-Western leaders took over power in Kiev. Russia denounced that as a Western-backed fascist coup.Tensions rose further at the weekend. NATO released satellite pictures that it said raised suspicions about Russia's role in moving military equipment into eastern Ukraine.The gas talks broke down in Kiev in the early hours of Monday, with the sides unable to reach agreement on price and on changes to a 2009 contract that locked Ukraine into paying the highest price in Europe.Kiev wants to pay $268.50 per 1,000 cubic meters of gas - the price it had been offered when Yanukovich was in power. But, in a compromise last week, it said it would agree to pay $326 for an interim period until a lasting deal was reached.Moscow had sought to keep the price at the 2009 contract level of $485 per 1,000 cubic meters, but had offered to waive an export duty, bringing down prices by about a fifth to $385, broadly in line with what Russia charges other European states.Kiev says that waiving the duty rather than agreeing a new contract price means Moscow could use the threat of cancelling the waiver to keep Ukraine under its thumb.Oettinger said Moscow had declined a compromise proposal under which Kiev would pay $1 billion immediately and then make monthly debt payments to Gazprom. U.S. considers action with Iran against Iraq insurgent onslaught

MOSUL/BAGHDAD (Reuters) - The United States is contemplating talks with its arch-enemy Iran to support the Iraqi government in its battle with Sunni Islamist insurgents who routed Baghdad's army and seized the north of the country in the past week.The stunning onslaught by militants from the Islamic State of Iraq and the Levant threatens to dismember Iraq and unleash all-out sectarian warfare across a crescent of the Middle East, with no regard for national borders that the fighters reject.Joint action between the United States and Iran to help prop up the government of their mutual ally Nuri al-Maliki, Iraq's Shi'ite prime minister, would be a major turn of events after hostility dating to Iran's 1979 revolution, and demonstrates the urgency of the alarm raised by the lightning insurgent advance.ISIL seeks a caliphate ruled on medieval Sunni Muslim precepts in Iraq and Syria, and is also fighting Syria's Iran-backed government. It considers all Shi'ites to be heretics deserving death and has boasted of massacring hundreds of Iraqi troops who surrendered to its forces last week.ISIL fighters captured the mainly ethnic Turkmen city of Tal Afar in northwestern Iraq overnight after heavy fighting on Sunday, solidifying their grip on the north."The city was overrun by militants. Severe fighting took place, and many people were killed. Shi'ite families have fled to the west and Sunni families have fled to the east," said a city official who asked not to be identified.Tal Afar is a short drive west from Mosul, the north's main city, which ISIL seized last week at the start of its push. Fighters swept through towns and cities on the Tigris before halting about an hour's drive north of Baghdad.Iraq's army is holding out in Samarra, a Tigris city that is home to a Shi'ite shrine. A convoy traveling to reinforce the troops there was ambushed late on Sunday by Sunni fighters near the town of Ishaqi. Fighting continued through Monday morning.U.S. President Barack Obama pulled out all American troops in 2011 and has ruled out sending them back, although he says he is weighing other military options, such as air strikes. A U.S. aircraft carrier has sailed into the Gulf.A senior U.S. official, speaking on condition of anonymity, said on Sunday that Washington was considering making contact with Iran to find ways to aid the Baghdad government. Publicly, the White House said no such contacts had yet taken place.The U.S. overture came a day after Iran's President Hassan Rouhani, a relative moderate elected last year, said Tehran would consider working with the United States in Iraq if it saw Washington was willing to confront "terrorist groups".The only U.S. military contingent on the ground is the security staff at the U.S. embassy. Washington said on Sunday it was evacuating some diplomatic staff and sending about 100 extra marines and other personnel to help safeguard the facilities.The sprawling fortified compound on the banks of the Tigris is the largest and most expensive diplomatic mission ever built, a vestige of the days when 170,000 U.S. troops fought to put down a civil war and mass sectarian cleansing that followed the 2003 U.S. invasion which toppled Sunni dictator Saddam Hussein.Iraqis now face the prospect of a replay of that extreme violence, but this time without American forces to intervene.
REDRAWN MAP
The prospect of cooperation between the United States and Iran shows how dramatically the ISIL advance has redrawn the map of Middle East alliances in a matter of days.Rouhani has presided over a gradual thaw with the West, including secret talks with Washington that led to a breakthrough preliminary deal last year to ease sanctions in return for curbs on Iran's nuclear program. But open cooperation against a mutual threat would be unprecedented.Iraq is the only country closely allied to both the United States and Iran, but tentative past efforts by Tehran and Washington to cooperate there were fruitless. Tehran has longstanding ties to Maliki and the Shi'ite political parties that U.S.-backed elections brought to power after Saddam's fall.Iran blames the United States and its Gulf Arab allies for stoking Sunni militancy in the region by backing the uprising against its ally Bashar al-Assad in Syria, where ISIL emerged as one of a dominant Sunni rebel group in a three year civil war.Asked if Iran would now work with the United States against ISIL, Rouhani told a news conference on Saturday: "We can think about it, if we see America starts confronting the terrorist groups in Iraq or elsewhere."Where did ISIL come from? Who is funding this terrorist group? We had warned everyone, including the West, about the danger of backing such a terrorist and reckless group," he said.
CAPTURED CITY
ISIL fighters began their assault last week by capturing Mosul. They swept through other Sunni cities in the Tigris valley north of Baghdad, including Saddam's hometown Tikrit, where they captured and apparently massacred troops stationed at Speicher air base, once one of the main U.S. troop headquarters.A series of pictures distributed on a purported ISIL Twitter account appeared to show gunmen from the Islamist group shooting dozens of men, unarmed and lying prone on the ground.Captions accompanying the pictures said they showed hundreds of army deserters captured as they tried to flee the fighting. They were shown being transported in the backs of trucks, led to an open field, laid down in rows and shot by several masked gunmen. In several pictures, the black ISIL flag can be seen."This is the fate of the Shi'ites which Nuri brought to fight the Sunnis," a caption to one of the pictures reads.ISIL said it executed 1,700 soldiers out of 2,500 it had captured in Tikrit. Although those numbers appear exaggerated, the total could still be in the hundreds. A former local official in Tikrit told Reuters ISIL had captured 450-500 troops at Speicher and another 100 elsewhere in Tikrit. Some 200 are believed to be held in Speicher to trade for jailed insurgents.Power and running water were off in the city, leaving residents dependent on water being brought in by tanker trucks.With ISIL's advance halted on the Tigris an hour's drive north of the capital, fighters also hold most of the Euphrates valley to the west, which they captured at the start of the year, bringing them to the gates of the city of 7 million.Shi'ites, who form the majority in Iraq and are based mainly in the south, have rallied to defend the country, with thousands of volunteers turning out to join the security forces after a mobilization call by the top Shi'ite cleric.Baghdad itself is divided between Sunni and Shi'ite neighborhoods and suffered intense street-fighting in 2006-2007. Peace never quite returned and districts are still surrounded by barbed wire and concrete blast walls.ISIL emerged after Saddam's fall, fought against the U.S. occupation as al Qaeda's Iraq branch and broke away from al Qaeda after joining the civil war in Syria. It says the movement founded by Osama bin Laden is no longer radical enough.Its advance in Iraq has been assisted by other Sunni Muslim armed groups, who have risen up against Baghdad because of what they consider repression from Maliki's Shi'ite-led government. Washington says Maliki must reach out to Sunnis to create a political coalition capable of reunifying Iraq.Tareq al-Hashemi, a Sunni who was vice president until fleeing the country in 2012 after Maliki accused him of terrorism, said Maliki must go if the uprising is to end."What happened is an uprising by the Sunni Arabs in Iraq to confront oppression and marginalization," Hashemi told the BBC. "Resolving the conflict in Iraq comes through excluding Maliki from power."The government's collapse in the north has also allowed forces of the ethnic Kurdish autonomous region to advance, seizing the city of Kirkuk and rural areas with vast oil reserves.Residents in Tal Afar said Shi'ite police and troops rocketed Sunni neighborhoods before the ISIL forces moved in and finally captured the city overnight."The situation is disastrous in Tal Afar. There is crazy fighting and most families are trapped inside houses. They can’t leave town," a local official said on Sunday before the city was overrun. Pakistan jets strike insurgents in full-scale offensive

MIRANSHAH Pakistan (Reuters) - Pakistani fighter jets pounded North Waziristan on Monday, a day after the army announced the start of a full-scale military operation to flush Islamist insurgents out of the volatile region bordering Afghanistan.In a long-awaited military operation precipitated by a deadly insurgent attack on Pakistan's biggest airport a week ago, Pakistan has deployed troops, artillery and helicopter gunships to fight insurgents in North Waziristan.The Taliban and their ethnic Uzbek allies holed up in North Waziristan have both claimed responsibility for the June 8 commando-style attack on Karachi airport, which was seen as a strategic turning point in how Pakistan tackles the insurgency. The army said combat aircraft destroyed six hideouts in the Shawal sector of North Waziristan, home to some of Pakistan's most feared militants and al Qaeda commanders, early on Monday."In these precise strikes, 27 terrorists were killed. There is no (civilian) population in the area," it said in a statement."(The) operation in North Waziristan Agency is progressing as per plan... North Waziristan Agency has been isolated by deploying troops along its border with neighboring agencies and FATA (Federally Administrative Tribal Areas) regions to block any move of terrorists in and out of the Agency."It said troops had cordoned off all militant bases, including the town of Mirali where many ethnic Uzbek and other foreign fighters are based, and the regional capital of Miranshah.The Taliban appear determined to fight back. In the first attack since the start of the operation, at least six Pakistani soldiers were killed on Monday when a roadside bomb hit an army convoy just north of Miranshah, the army said.In a warning issued in response to the offensive, the Taliban said it was foreign firms operating in Pakistan that would bear the brunt of their revenge."We are in a state of war. Foreign businesses, airline companies and multinationals should immediately sever their ties with Pakistan or they will have only themselves to blame for any damage," said Pakistani Taliban spokesman Shahidullah Shahid.The all-night attack on Karachi airport all but destroyed prospects for peace talks with the Taliban militants, who are fighting to topple the government and impose a strict Sharia-based theocracy in the nuclear-armed nation.Public opinion appears to have swung in favor of a military operation after the Karachi attack, even though such a response in North Waziristan means a higher risk of revenge attacks by the Taliban outside the tribal region."Operation at last!" The Nation daily said in a front-page headline.Prime Minister Nawaz Sharif has long insisted that he could bring insurgents to the negotiating table but the start of the offensive is seen as a victory for hawks in the army who have long called for tough military action.The United States, in the process of withdrawing troops from neighboring Afghanistan, also wants Pakistan to do more to crush the insurgency and eliminate al Qaeda hideouts tucked away in the remote mountains straddling the frontier.

The army imposed an all-day curfew in North Waziristan as the operation got under way and turned off mobile phone services to undermine the insurgency and restrict people's movements.Independent confirmation of the events or other details were not available immediately from a region where journalists are not allowed to operate freely. Expecting an escalation of violence, two-thirds of families have fled from the ethnic Pashtun region, residents said, many heading for the Gorbaz district of Afghanistan's Khost province.Mohammad Akbar Zadran, Gorbaz district chief, told Reuters nearly a thousand families, or around 10,000 people, had now entered Gorbaz district, and the number was growing."We have packed up everything and are ready to leave as soon as the curfew is lifted," said Ethasham Khan, a resident of Miranshah, where the usually bustling streets were empty.The curfew would be relaxed in the next couple of days to allow residents to leave the area, a security official said.Tellingly, the Pakistani military's operation against the Islamist militants in North Waziristan is called Zarb-e-Azb in Urdu, or "Strike of the Prophet's Sword". For now, ground troops - numbering some 80,000 in North Waziristan, according to military sources - have not been involved in direct military action, leaving F-16 combat jets to lead the offensive with air strikes.It was also unclear how long officials expect the operation to last in a region of forbidding mountainous terrain that has never been subdued by any government.Separately on Monday, Omar Jillani, an intelligence official who police said is the nephew of Pakistan's powerful chief justice, was kidnapped in the eastern city of Multan by suspected Taliban gunmen, police said.Security is visibly tighter in the capital, Islamabad, as well, with street patrols by paramilitary Rangers and police.
