Israeli planes struck Gaza from the air Wednesday as Hamas and Fatah announced a historic reconciliation nearby in the Palestinian enclave.Reports said between three and seven people were injured in the attack, which targeted two people on a motorcycle in Beit Lahiya, in the northern strip.Medical official Ashraf al-Kidreh said the airstrike missed its target and wounded bystanders.The Israel Defense Forces said in a statement the strike was a “joint anti-terror operation” with the Shin Bet security service. It said “a hit was not identified.”The intended target — an Islamic Jihad operative — escaped unscathed, according to the Ynet news site. The Home Front Defense Ministry appears to be disintegrating. The current director-general announced his resignation on Monday. Home Front Defense Minister Gilad Erdan followed suit later in the day, saying he would step down on May 31. And Israel’s civilians – the clear target of each of Israel’s current enemies – continue to suffer from what has developed into a perilous level of neglect.In July 2007, one year after the outbreak of the Second Lebanon War, State Comptroller Micha Lindenstrauss released a report about the readiness of the home front. During the course of the 34-day war, he wrote, “multiple failures, some of them most grave,” were apparent in the way the government and the various security forces addressed the ongoing attacks against Israel’s civilians. The remedy, he wrote, was for the government to establish “a central, national organization” that could “concentrate on the home front during ordinary times and times of emergency – including the formation of protocol, the building of troop structure and their training.”That war, the first in which Israel’s enemy focused primarily on inflicting civilian casualties, claimed 44 civilian lives, saw 350,000 people flee their homes in northern Israel, and, for a variety of reasons, has left in its wake seven years of quiet for Israel’s north.Aside from Israel’s reestablished deterrence, which was bolstered by the price Hezbollah was forced to pay during battle, another reason for the lasting calm is that the Shiite organization, never more closely aligned with Iran than now, has been given direct orders to amass arms and hold fire up until the hour of need – if and when Israel decides to strike Iran’s nuclear program.In such a scenario, which would surely trigger war with Hezbollah, Israel would face a combined 3,000 rockets a day, a senior officer recently told The Times of Israel.And yet, with the threats brutally clear and the repercussions nakedly obvious, Prime Minister Benjamin Netanyahu has, in the face of quarreling home front rivals, refused to take a stand.To be fair, former defense minister Ehud Barak, Moshe Ya’alon, the current defense minister, and Prime Minister Netanyahu have come a long way in internalizing the potency of the missile threat facing Israel. Speaking earlier this month at a security conference in Tel Aviv, Barak underscored the importance of Israel’s multi-layered air defense system, dismissing the hefty price tag as insignificant in the larger scale, and scolding defense officials for their long-standing resistance to missile defense, which, he said, revealed “a lack of long-term vision.”Perhaps this seems obvious. But the army is hard-wired toward offense and, despite the achievements of its defensive systems, it rightly believes that success is measured by how long and at what cost the military is able to crush its enemy’s offensive capacity. Today, though, it recognizes that with Israel’s adversaries entrenched within their own civilian populations and investing almost exclusively in rockets and missiles and drones meant to strike at Israel’s civilians, the army, in order to achieve its goals, needs to buy time by keeping the home front quiet. This enables the government to employ its more precise tools against, say, a Hezbollah rocket launcher on the second floor of a three-story apartment building.Hence, Iron Beam, Iron Dome, David’s Sling, Arrow 2 and Arrow 3 – addressing every curved projectile threat from mortars to ballistic missiles. But those systems, terrific feats of engineering and organizational efficiency though they are, will not address the problems the residents of Safed, for instance, faced during the summer of 2006. They will not determine how many bomb shelters there are in each town and village, or how well stocked they are, or how much generator fuel the local hospital has, or who the mayor might call to help an old lady trapped in a house, or who gives orders to, and prioritizes the missions of, firefighters and Magen David Adom paramedics once a salvo of missiles strikes, say, multiple population centers in Tel Aviv.This, ostensibly, was why the Home Front Defense Ministry was created. But its birth was hasty, the progeny of a political deal that saw Barak splinter off of the Labor Party along with several other MKs, including Maj. Gen. (ret) Matan Vilnai, who was given the new ministry. Equipped with a budget, a staff and offices, the ministry, created in 2011, was never given legislative authority.Even the outgoing director general, Dan Ronen, a former police major general, said in August 2012, one year before he was picked to head the ministry, that “There’s no use denying it: the Home Front Defense Ministry was established solely for political reasons. The ministry has not only failed to contribute to the readiness of the home front during a time of emergency,” he wrote in an op-ed on YNET, “but has bothered and hindered the bodies already engaged in this work.”The IDF and the Defense Ministry could not agree more. “Who functioned during the [snow] storm?” Ya’alon said several months ago. “The entire IDF was behind that thing. The tools belonged to the IDF’s Home Front Command. The bulldozers were the engineering corps’, the helicopters were the air force’s, the APCs [armed personnel carriers] were Golani’s. Is there something else being built? Where are the draftees? All this is just idle talk, talk without understanding.”Pointing to the rigid chain of command from the prime minister to the defense minister, the IDF chief of staff and the head of the IDF’s Home Front Command, Maj. Gen. Eyal Eisenberg, Ya’alon said that the Home Front Defense Ministry was “a waste of the public’s money.”The Public Security Ministry, in charge of the police force and the fire department during ordinary times, wants its budget and authority increased so that it, a civilian organization, will be in charge of civilian matters during wartime. The head of the Emergency Services Directorate at the Public Security Ministry, Haim Cohen, told a Knesset committee in February that he sees no reason to differentiate between ordinary times and times of emergency. He did not note Israel Police’s 2010 debacle in dealing with the Carmel forest fire, which left 44 Israelis dead and was poorly handled from a command and control perspective.The National Security Council, according to its deputy director, Brig. Gen. (res) Ze’ev Zuk-Ram, has suggested that the IDF continue to train the Home Front Command soldiers but that it turn them over to the Public Security Ministry during a war. “I don’t want the minister of defense dealing with every missile that falls on Tel Aviv,” he told the same Knesset committee. “The defense minister should be focused on the front. What happens in Tel Aviv is the responsibility of the Public Security Ministry. It is not within the IDF’s focus.”The Home Front Defense Ministry, prior to Erdan’s bombshell letter to Netanyahu — “In order to avoid the continued overlap and the waste of public funds, it is advisable to place the full responsibility of the preparation of the home front, in both routine and emergency [situations], with the Defense Ministry”– sought a middle ground, where it would have regulatory authority during times of peace but not command control during times of war.Now, more than seven years after the Second Lebanon War, it is threatening to fold. And Israeli civilians are, minus the advances in air defense, back where they started.
SKorea ferry toll hits 156 as search gets tougher

JINDO, South Korea (AP) — As the 156th body was pulled from waters where the ferry Sewol sank a week ago, relatives of the nearly 150 still missing pressed the government Wednesday to finish the grim task of recovery soon. But the work was reaching a new, more complicated phase, with an official saying divers must now rip through cabin walls to retrieve more victims.Looming in the background is a sensitive issue: When to bring in the cranes and begin the salvage effort by cutting up and raising the submerged vessel. The government has warned that the work might eliminate air pockets that could be sustaining survivors, but for some relatives that is a long-lost hope."Now we think we have to deal with this realistically," said Pyun Yong-gi, whose 17-year-old daughter is among the missing."We don't want the bodies to decay further, so we want them to pull out the bodies as quickly as they can," Pyun said on Jindo island, where recovered bodies are taken for families to identify.That view is not shared among all relatives of the missing, however. One of them, Jang Jong-ryul, was sensitive about the mere mention of the word "salvage" and said most families don't want to think about it.The number of corpses recovered has risen sharply since the weekend, when divers battling strong currents and low visibility were finally able to enter the submerged vessel. But Koh Myung-seok, spokesman for the government-wide emergency task force, said the work is becoming more difficult, and divers must now break through cabin walls."The lounge is one big open space, so once in it we got our search done straight away. But in the case of the cabins, we will have to break down the walls in between because they are all compartments," Koh said.The government has not said when it intends to begin the salvage effort, though it has said it will be considerate of families of the missing."Even if there is only one survivor," Koh said, "our government will do its best to rescue that person, and then we will salvage the ferry."For some relatives of the missing, speed in recovering the dead is becoming more important than shrinking hopes that their loved ones might still be alive."I've seen the bodies and they are starting to smell. It inflicts a new wound for the parents to see the bodies decomposed," Pyun said.He and other relatives have set a deadline of Thursday for the government to recover all the bodies, though he concedes they have no way to enforce it. "We are not the ones who are actually doing it, so we know that there is nothing we can do," Pyun said.The victims of the April 16 disaster are overwhelmingly students of a single high school in Ansan, near Seoul. More than three-quarters of the 323 students are dead or missing, while nearly two-thirds of the other 153 people on board survived.The funeral halls in Ansan are already full, Oh Sang-yoon of the task force center said in a statement. He said the center "is taking measures to accommodate additional bodies by placing mortuary refrigerators at the funeral halls in Ansan," and directing mourning families to funeral homes in nearby cities.Twenty-two of the 29 members of the ferry's crew survived, and 11, including Capt. Lee Joon-seok, have been arrested or detained in connection with the investigation. Two of the crew were arrested Wednesday, senior prosecutor Ahn Sang-don said.Ahn said an analysis of photos and video on the ship before its sinking showed the captain and other arrested crew members didn't rescue passengers, though it was their duty. Ahn said the crew members were at the ship's steering room or engine room together before fleeing the Sewol earlier than passengers.The captain initially told passengers to stay in their cabins, and waited about half an hour to issue an evacuation order. He has said he waited because the current was strong, the water was cold and passengers could have drifted away before help arrived. But maritime experts said he could have ordered passengers to the deck — where they would have had a greater chance of survival — without telling them to abandon ship.It was not the crew but a passenger who first alerted authorities that the boat was in distress, the coast guard confirmed Wednesday.An emergency call was made 8:52 a.m. last Wednesday to the Jeonnam 119 fire department, which transferred the call to the Mokpo coast guard office, the coast guard said in an emailed statement. The ferry made its first distress call three minutes later.Yonhap news agency reported that the caller was a student from Ansan, and remains missing.The cause of the disaster is not yet known. Ahn said investigators are considering factors including wind, ocean currents, freight, modifications made to the ship and the fact that it turned just before it began listing.Tracking data show that the ship made a 45-degree turn, and that it turned about 180 degrees in the course of about three minutes around the time the vessel began to list.A maritime professor who spoke with the Sewol's third mate, who is among those arrested and was steering the ferry before it sank, said he suspects a problem with the steering gear caused the sinking.Professor Kim Woo-Sook of Mokpo National Maritime University said he spoke to Park Han-gyeol, a former student, a Mokpo detention facility. He says she told him she ordered a helmsman to make just a 5-degree turn, but the steering gear turned too far and the helmsman could not turn it back.Kim said the steering gear would not have been enough alone to capsize the ship, but he suspects it caused poorly secured freight to shift, making the vessel unbalanced. He said he told her he believes she didn't make any mistakes in steering the ship, but that was wrong to have followed the captain in escaping the ship without protecting the passengers.Senior prosecutor Yang Jung-jin said government investigators have not confirmed problems in the steering gear of the Sewol.___Kim reported from Mokpo, South Korea. BRUSSELS - The US Tuesday (22 April) announced it is sending hundreds of troops for military exercises to four countries in Eastern Europe to assure them of its commitment to the region's defence amid ongoing tension in Ukraine.The 600 US troops will be deployed to Poland and the three Baltic countries - Estonia, Latvia, Lithuania - and will conduct live ammunition exercises with forces from the four host states.The US Pentagon said the move was in response to Russia's actions in Ukraine.“If there’s a message to Moscow, it is the exact same message, that we take our obligations very, very seriously on the continent of Europe,” said Pentagon press secretary, Rear Admiral John Kirby on Tuesday, according to US media reports.Kirby said the decision was more than about symbolism, with Nato having ruled out military intervention in Ukraine.“Any time you put troops on the ground and doing exercises — in this case, for a month at a time — it’s more than symbology. The kind of work that we’re going to be doing is real infantry training. And that’s not insignificant.”Around 150 troops are to arrive in Poland from a US base in Italy on Wednesday while the three Baltic states should all see US troops by next Monday.The move is in response to Russia's annexation of Crimea last month following a referendum which the US and the EU have not recognised. KIEV (Reuters) - Ukraine's government relaunched a security operation to crack down on pro-Russian armed groups after an Easter pause on Wednesday and said it had the backing of the United States.Prompted in part by the discovery of the body of a Ukrainian politician who appeared to have been tortured, officials in Kiev decided to renew what they call an "anti-terrorist operation" against separatist militias who have seized control of about a dozen public buildings in eastern Ukraine.But it was unclear what steps, in reality, Kiev could take to restore its authority in the mainly Russian-speaking east, without wrecking an international deal, signed last week in Geneva, designed to defuse the stand-off.The crisis over Ukraine, now in its fourth month, has dragged Russia's relations with the West to their lowest level since the Cold War. A further escalation could lead to damaging economic sanctions, and raises the risk of a disruption to the Russian gas supplies on which Europe depends."The security forces are working on the liquidation of illegal armed groups," in the east of Ukraine, First Deputy Prime Minister Vitaly Yarema told reporters."The corresponding activities will be carried out in the near future, and you will see the results."The Kiev government, which took power after Moscow-backed President Viktor Yanukovich fled the capital in a row over whether to strengthen ties with Europe, appeared to have been emboldened by Tuesday's visit of U.S. Vice-President Joe Biden.He brought a package of aid and urged Russia to curb the separatist militias in the east."We have obtained the support of the United States, that they will not leave us alone with an aggressor. GAS SUPPLIES
Russian gas giant Gazprom has said it will turn off supplies to Ukraine next month unless Kiev pays its outstanding debts. That would have a knock-on effect on deliveries to Europe, because much of the gas shipped westwards has to pass through Ukrainian territory.Ukrainian Energy Minister Yuri Prodan said Russia had proposed a ministerial meeting on Thursday with Ukraine and European officials in Slovakia to talk about gas but the European Commission said Energy Commissioner Guenther Oettinger was not expected to attend any talks.The crisis in Ukraine began when Yanukovich, under pressure from Moscow, pulled out of a planned cooperation agreement with the EU. Pro-Western protesters took to the streets and Yanukovich fled after bloody clashes.As a caretaker leadership of pro-Western protest leaders took over the government in Kiev, the Kremlin sent its forces into Ukraine's Crimea Peninsula, and shortly after annexed the region. Moscow said it acted to protect local people who were being persecuted by Kiev's new rulers, while the West called it an illegal land grab.In Slaviansk, a flashpoint eastern Ukrainian city controlled by pro-Russian armed men, the de facto local leaders ordered residents to brace for an offensive by security forces loyal to Kiev, but there was so far no sign of any operation on the ground.Ukraine's poorly resourced forces had previously shown little sign of taking on the gunmen who started occupying towns and public buildings two weeks ago. The offensive may not lead to much more action but could fuel recriminations between Moscow and Kiev about who is failing to honor the Geneva deal.Mediators from the Organisation of Security and Cooperation in Europe, tasked with helping the sides implement the accord, were in eastern Ukraine trying to encourage illegal groups to disarm. There was no sign yet they were backing down.

In areas under the separatists' control, there was growing evidence of arbitrary rule by self-appointed local officials, backed up by heavily-armed militias, and of violence being meted out against opponents.Kiev's decision to resume its security operation in the east was prompted in part by the discovery of two bodies in a river near Slaviansk. One resembled Volodymyr Rybak, a member of the same Batkivshchyna party as Ukraine's acting president.A video released on a local news site, gorlovka.ua, purported to show Rybak being confronted by an angry crowd outside the town hall in Horlivka, where he was a councilor.In the footage, Rybak can be seen being manhandled by several men, among them a masked man in camouflage, while other people hurl abuse.After several minutes, Rybak appears able to walk away. The Interior Ministry said he was seen being bundled into a car by masked men in camouflage later that day. His body, and that of a second man, was found on Saturday in a river near Slaviansk.In Slaviansk itself, the militia is holding three journalists, including one U.S. citizen, Simon Ostrovsky, who works for the online news site Vice News.The separatists say they themselves are victims of violence and persecution by the Ukrainians authorities and illegal armed groups which, they say, support Kiev.
SANCTIONS
A senior U.S. official said Secretary of State John Kerry told Russia's Lavrov in a telephone call on Tuesday that Washington would impose new sanctions on Russia if tensions did not de-escalate in eastern Ukraine.This would be in addition to the visa bans and asset freezes already imposed by Washington and Brussels on a list of Russian and Ukrainian officials. These measures were imposed after Russia's annexation of Crimea.The Russian government has scoffed at the sanctions imposed so far, and said it would withstand any further measures that are imposed. But investors in Russia are jittery. EU elections may strengthen Putin in Europe

BRUSSELS - Far-right parties are set to do well in next month’s elections to the European Parliament, a fact that has thrown a spotlight on their links with the Kremlin.A recent study by the Budapest-based Political Capital Institute documents the support that far-right parties in the EU have given to Russian President Vladimir Putin, particularly throughout the Ukraine crisis.These parties repeated the Kremlin’s line that it is the EU and the West, rather than Russia, which are provoking tension and fuelling violence in the Eastern European country.Several far-right politicians went to observe the Crimea referendum on re-joining Russia, a vote they said was free and fair although it was denounced as illegitimate by most Western leaders.Among those that went were politicians from far-right or populist parties in Austria, Belgium, the Czech Republic, France and Hungary.The EU-based parties – anti-European Union and favouring a strong nation state – see their world view reflected in the Kremlin. President Vladimir Putin has set his sights on restoring his country’s status as a world power, while weakening Euro-Atlantic ties."There is reason to believe that Russian diplomacy seeks to build party families in Europe," the study says.It cites numerous examples of far-right parties participating in events attended by or organised by Russian policymakers.A congress held by Italy’s Northern League in December last year, for example, was attended by Austrian, Flemish, Dutch and Swedish far-right leaders as well as Vikto Zubarev, an MP for United Russia, Putin’s party.Hungary’s Jobbik and Greece’s Golden Dawn are both invited to the Russian National Forum organised by a group with close ties to Putin to be held later this year.Admiration for Putin also extends to Europe’s softer right-wing. Nigel Farage, leader of the eurosceptic UK Independence Party, has openly backed Putin as a skillful "operator".He recently said the Russian President was the current leader he most admired and said the EU had "blood on its hands” for making Ukraine choose between the European Union and Russia.The support by the European parties – some of which are set to top the polls in the May EU vote – adds to an already muddled backdrop of the EU trying to form a unified response to Moscow’s actions in Ukraine.It was only after much discussion that the EU finally agreed to blacklist some Russian officials and companies.
Marine Le Pen: new 'Cold War'
Amid the controversy and debate about the state of EU-Russia relations, Marine Le Pen, leader of France’s National Front, headed to Moscow for the second time this year. On 11 April she travelled to meet Sergey Naryshkin, speaker of the Russian parliament's lower house, and named on the EU's sanctions list.During the visit Le Pen asserted her support for Russia in the Ukrainian crisis, blaming the EU for declaring a new "cold war on Russia”.Le Pen said Ukraine's eastern regions should be allowed to choose greater independence from Kiev and said she was in favour of a "federation inside Ukraine”. This would be the most "logical" and "respectful" solution to end tensions, she said.Bulgaria: under pressure over Russia sanctions.Further to the east, recent history complicates matters further. Bulgaria is a member of Nato and the EU, but the former communist country is still very close to Russia. Not only are older citizens Russophiles, but many decision-makers too.Georgi Kadiev, an MP with the ruling Bulgarian Socialist Party, recently said his father used to be an officer in the Soviet army and today he finds it difficult to explain to him why Bulgaria will go along with sanctions against Moscow over the annexation of Crimea.The government has so far maintained its support for the sanctions, but it may yet feel the pressure domestically.The fragile coalition government in Sofia depends on the support of Ataka, an extreme right-wing nationalist party. But Ataka could withdraw its support if the government continues to back sanctions against Russia.Daniel Smilov, a political analyst, said that Ataka acts as if it were a part of Russia or Putin's Eurasian Union.Ataka’s official statements underline his point. The party says that the referendum in Crimea reflects the free will of its citizens and that it acknowledges the results and supports the annexation.
Far-right in Austria: flirting with Putin
Election observation in Europe is usually carried out by the Organisation for Security and Cooperation in Europe (OSCE), but the review of the Crimean referendum last month was financed and organised by Brussels-based Eurasian Observatory for Democracy and Elections, led by well-known right-wing politician Luc Michel. The 56-year-old attorney is said to be an admirer of Putin’s United Russia party.When people in Crimea went to the polls to vote on their annexation to Russia, OSCE officials were not allowed to enter the peninsula.However, Austrian far-right MPs Johann Gudenus and Johannes Hüber (both from the Freedom Party, FPOe) as well MEP Ewald Stadler were there to check the process.Bela Kovacs, a Hungarian MEP, and Milan Sarapatka, a Czech MP, were also among the many delegates to rubberstamp the result, recognised only by Russia, Kazakhstan and Armenia as legitimate.For his part, Heinz-Christian Strache, Austria's Freedom Party leader, has been in contact with Putin’s supporters on a lower level. He visited Moscow in 2011, stating he would maintain "friendly contacts” with United Russia.
Hungary's Jobbik: the best performing pupils
Hungary’s Jobbik earlier this month (6 April) won over 20 percent in national elections making it the far-right party with the highest rate of popular support in Europe.While some right-wing parties in Western Europe – such as France's National Front – refuse to build alliances with Jobbik, they are welcome guests in Moscow.There have been rumours about Jobbik's financial ties with Russia in Hungary for years, but nothing has been proven. However, Jobbik politicians openly support the Kremlin, and believe that opening to the east and Russia is essential.In an interview with The Voice of Russia in 2013, Jobbik leader Gabor Vona said: "I consider Russia as a country of key importance. Besides Turkey, I believe Russia is the other Eurasian power that could spearhead a real political, economic and cultural resistance against the Euro-Atlantic bloc.”While the overall effect of this far-right support is diffuse, Putin has been clever to exploit more mainstream parties too, playing on member states' economic and energy ties with Russia.This has seen Hungary's centre-right leader Viktor Orban, for example, agree a nuclear power plant deal with Moscow, financed with a Russian loan of €10bn.In next month's EU vote, parties such as the National Front, Austria's Freedom Party or UKip are expected to do well, perhaps even emerging top among their domestic peers.Most analysts say that the parties – notoriously unable to work with one another due to internal squabbling – are unlikely to hinder the legislative work of the European Parliament.However, their very presence and their relative electoral success could push other mainstream parties towards the same eurosceptic stance – something that would no doubt be welcomed in the Kremlin.Florence Morice contributed from France; Florian Peschl from Austria and Nicoleta Popkostadinova from Bulgaria.

Israeli planes struck Gaza from the air Wednesday as Hamas and Fatah announced a historic reconciliation nearby in the Palestinian enclave.Reports said between three and seven people were injured in the attack, which targeted two people on a motorcycle in Beit Lahiya, in the northern strip.Medical official Ashraf al-Kidreh said the airstrike missed its target and wounded bystanders.The Israel Defense Forces said in a statement the strike was a “joint anti-terror operation” with the Shin Bet security service. It said “a hit was not identified.”The intended target — an Islamic Jihad operative — escaped unscathed, according to the Ynet news site. The Home Front Defense Ministry appears to be disintegrating. The current director-general announced his resignation on Monday. Home Front Defense Minister Gilad Erdan followed suit later in the day, saying he would step down on May 31. And Israel’s civilians – the clear target of each of Israel’s current enemies – continue to suffer from what has developed into a perilous level of neglect.In July 2007, one year after the outbreak of the Second Lebanon War, State Comptroller Micha Lindenstrauss released a report about the readiness of the home front. During the course of the 34-day war, he wrote, “multiple failures, some of them most grave,” were apparent in the way the government and the various security forces addressed the ongoing attacks against Israel’s civilians. The remedy, he wrote, was for the government to establish “a central, national organization” that could “concentrate on the home front during ordinary times and times of emergency – including the formation of protocol, the building of troop structure and their training.”That war, the first in which Israel’s enemy focused primarily on inflicting civilian casualties, claimed 44 civilian lives, saw 350,000 people flee their homes in northern Israel, and, for a variety of reasons, has left in its wake seven years of quiet for Israel’s north.Aside from Israel’s reestablished deterrence, which was bolstered by the price Hezbollah was forced to pay during battle, another reason for the lasting calm is that the Shiite organization, never more closely aligned with Iran than now, has been given direct orders to amass arms and hold fire up until the hour of need – if and when Israel decides to strike Iran’s nuclear program.In such a scenario, which would surely trigger war with Hezbollah, Israel would face a combined 3,000 rockets a day, a senior officer recently told The Times of Israel.And yet, with the threats brutally clear and the repercussions nakedly obvious, Prime Minister Benjamin Netanyahu has, in the face of quarreling home front rivals, refused to take a stand.To be fair, former defense minister Ehud Barak, Moshe Ya’alon, the current defense minister, and Prime Minister Netanyahu have come a long way in internalizing the potency of the missile threat facing Israel. Speaking earlier this month at a security conference in Tel Aviv, Barak underscored the importance of Israel’s multi-layered air defense system, dismissing the hefty price tag as insignificant in the larger scale, and scolding defense officials for their long-standing resistance to missile defense, which, he said, revealed “a lack of long-term vision.”Perhaps this seems obvious. But the army is hard-wired toward offense and, despite the achievements of its defensive systems, it rightly believes that success is measured by how long and at what cost the military is able to crush its enemy’s offensive capacity. Today, though, it recognizes that with Israel’s adversaries entrenched within their own civilian populations and investing almost exclusively in rockets and missiles and drones meant to strike at Israel’s civilians, the army, in order to achieve its goals, needs to buy time by keeping the home front quiet. This enables the government to employ its more precise tools against, say, a Hezbollah rocket launcher on the second floor of a three-story apartment building.Hence, Iron Beam, Iron Dome, David’s Sling, Arrow 2 and Arrow 3 – addressing every curved projectile threat from mortars to ballistic missiles. But those systems, terrific feats of engineering and organizational efficiency though they are, will not address the problems the residents of Safed, for instance, faced during the summer of 2006. They will not determine how many bomb shelters there are in each town and village, or how well stocked they are, or how much generator fuel the local hospital has, or who the mayor might call to help an old lady trapped in a house, or who gives orders to, and prioritizes the missions of, firefighters and Magen David Adom paramedics once a salvo of missiles strikes, say, multiple population centers in Tel Aviv.This, ostensibly, was why the Home Front Defense Ministry was created. But its birth was hasty, the progeny of a political deal that saw Barak splinter off of the Labor Party along with several other MKs, including Maj. Gen. (ret) Matan Vilnai, who was given the new ministry. Equipped with a budget, a staff and offices, the ministry, created in 2011, was never given legislative authority.Even the outgoing director general, Dan Ronen, a former police major general, said in August 2012, one year before he was picked to head the ministry, that “There’s no use denying it: the Home Front Defense Ministry was established solely for political reasons. The ministry has not only failed to contribute to the readiness of the home front during a time of emergency,” he wrote in an op-ed on YNET, “but has bothered and hindered the bodies already engaged in this work.”The IDF and the Defense Ministry could not agree more. “Who functioned during the [snow] storm?” Ya’alon said several months ago. “The entire IDF was behind that thing. The tools belonged to the IDF’s Home Front Command. The bulldozers were the engineering corps’, the helicopters were the air force’s, the APCs [armed personnel carriers] were Golani’s. Is there something else being built? Where are the draftees? All this is just idle talk, talk without understanding.”Pointing to the rigid chain of command from the prime minister to the defense minister, the IDF chief of staff and the head of the IDF’s Home Front Command, Maj. Gen. Eyal Eisenberg, Ya’alon said that the Home Front Defense Ministry was “a waste of the public’s money.”The Public Security Ministry, in charge of the police force and the fire department during ordinary times, wants its budget and authority increased so that it, a civilian organization, will be in charge of civilian matters during wartime. The head of the Emergency Services Directorate at the Public Security Ministry, Haim Cohen, told a Knesset committee in February that he sees no reason to differentiate between ordinary times and times of emergency. He did not note Israel Police’s 2010 debacle in dealing with the Carmel forest fire, which left 44 Israelis dead and was poorly handled from a command and control perspective.The National Security Council, according to its deputy director, Brig. Gen. (res) Ze’ev Zuk-Ram, has suggested that the IDF continue to train the Home Front Command soldiers but that it turn them over to the Public Security Ministry during a war. “I don’t want the minister of defense dealing with every missile that falls on Tel Aviv,” he told the same Knesset committee. “The defense minister should be focused on the front. What happens in Tel Aviv is the responsibility of the Public Security Ministry. It is not within the IDF’s focus.”The Home Front Defense Ministry, prior to Erdan’s bombshell letter to Netanyahu — “In order to avoid the continued overlap and the waste of public funds, it is advisable to place the full responsibility of the preparation of the home front, in both routine and emergency [situations], with the Defense Ministry”– sought a middle ground, where it would have regulatory authority during times of peace but not command control during times of war.Now, more than seven years after the Second Lebanon War, it is threatening to fold. And Israeli civilians are, minus the advances in air defense, back where they started.
SKorea ferry toll hits 156 as search gets tougher

JINDO, South Korea (AP) — As the 156th body was pulled from waters where the ferry Sewol sank a week ago, relatives of the nearly 150 still missing pressed the government Wednesday to finish the grim task of recovery soon. But the work was reaching a new, more complicated phase, with an official saying divers must now rip through cabin walls to retrieve more victims.Looming in the background is a sensitive issue: When to bring in the cranes and begin the salvage effort by cutting up and raising the submerged vessel. The government has warned that the work might eliminate air pockets that could be sustaining survivors, but for some relatives that is a long-lost hope."Now we think we have to deal with this realistically," said Pyun Yong-gi, whose 17-year-old daughter is among the missing."We don't want the bodies to decay further, so we want them to pull out the bodies as quickly as they can," Pyun said on Jindo island, where recovered bodies are taken for families to identify.That view is not shared among all relatives of the missing, however. One of them, Jang Jong-ryul, was sensitive about the mere mention of the word "salvage" and said most families don't want to think about it.The number of corpses recovered has risen sharply since the weekend, when divers battling strong currents and low visibility were finally able to enter the submerged vessel. But Koh Myung-seok, spokesman for the government-wide emergency task force, said the work is becoming more difficult, and divers must now break through cabin walls."The lounge is one big open space, so once in it we got our search done straight away. But in the case of the cabins, we will have to break down the walls in between because they are all compartments," Koh said.The government has not said when it intends to begin the salvage effort, though it has said it will be considerate of families of the missing."Even if there is only one survivor," Koh said, "our government will do its best to rescue that person, and then we will salvage the ferry."For some relatives of the missing, speed in recovering the dead is becoming more important than shrinking hopes that their loved ones might still be alive."I've seen the bodies and they are starting to smell. It inflicts a new wound for the parents to see the bodies decomposed," Pyun said.He and other relatives have set a deadline of Thursday for the government to recover all the bodies, though he concedes they have no way to enforce it. "We are not the ones who are actually doing it, so we know that there is nothing we can do," Pyun said.The victims of the April 16 disaster are overwhelmingly students of a single high school in Ansan, near Seoul. More than three-quarters of the 323 students are dead or missing, while nearly two-thirds of the other 153 people on board survived.The funeral halls in Ansan are already full, Oh Sang-yoon of the task force center said in a statement. He said the center "is taking measures to accommodate additional bodies by placing mortuary refrigerators at the funeral halls in Ansan," and directing mourning families to funeral homes in nearby cities.Twenty-two of the 29 members of the ferry's crew survived, and 11, including Capt. Lee Joon-seok, have been arrested or detained in connection with the investigation. Two of the crew were arrested Wednesday, senior prosecutor Ahn Sang-don said.Ahn said an analysis of photos and video on the ship before its sinking showed the captain and other arrested crew members didn't rescue passengers, though it was their duty. Ahn said the crew members were at the ship's steering room or engine room together before fleeing the Sewol earlier than passengers.The captain initially told passengers to stay in their cabins, and waited about half an hour to issue an evacuation order. BRUSSELS - The US Tuesday (22 April) announced it is sending hundreds of troops for military exercises to four countries in Eastern Europe to assure them of its commitment to the region's defence amid ongoing tension in Ukraine.The 600 US troops will be deployed to Poland and the three Baltic countries - Estonia, Latvia, Lithuania - and will conduct live ammunition exercises with forces from the four host states.The US Pentagon said the move was in response to Russia's actions in Ukraine.“If there’s a message to Moscow, it is the exact same message, that we take our obligations very, very seriously on the continent of Europe,” said Pentagon press secretary, Rear Admiral John Kirby on Tuesday, according to US media reports.Kirby said the decision was more than about symbolism, with Nato having ruled out military intervention in Ukraine.“Any time you put troops on the ground and doing exercises — in this case, for a month at a time — it’s more than symbology. The kind of work that we’re going to be doing is real infantry training. And that’s not insignificant.”Around 150 troops are to arrive in Poland from a US base in Italy on Wednesday while the three Baltic states should all see US troops by next Monday.The move is in response to Russia's annexation of Crimea last month following a referendum which the US and the EU have not recognised. KIEV (Reuters) - Ukraine's government relaunched a security operation to crack down on pro-Russian armed groups after an Easter pause on Wednesday and said it had the backing of the United States.Prompted in part by the discovery of the body of a Ukrainian politician who appeared to have been tortured, officials in Kiev decided to renew what they call an "anti-terrorist operation" against separatist militias who have seized control of about a dozen public buildings in eastern Ukraine.But it was unclear what steps, in reality, Kiev could take to restore its authority in the mainly Russian-speaking east, without wrecking an international deal, signed last week in Geneva, designed to defuse the stand-off.The crisis over Ukraine, now in its fourth month, has dragged Russia's relations with the West to their lowest level since the Cold War. A further escalation could lead to damaging economic sanctions, and raises the risk of a disruption to the Russian gas supplies on which Europe depends."The security forces are working on the liquidation of illegal armed groups," in the east of Ukraine, First Deputy Prime Minister Vitaly Yarema told reporters."The corresponding activities will be carried out in the near future, and you will see the results."The Kiev government, which took power after Moscow-backed President Viktor Yanukovich fled the capital in a row over whether to strengthen ties with Europe, appeared to have been emboldened by Tuesday's visit of U.S. Vice-President Joe Biden.He brought a package of aid and urged Russia to curb the separatist militias in the east."We have obtained the support of the United States, that they will not leave us alone with an aggressor. GAS SUPPLIES
Russian gas giant Gazprom has said it will turn off supplies to Ukraine next month unless Kiev pays its outstanding debts. That would have a knock-on effect on deliveries to Europe, because much of the gas shipped westwards has to pass through Ukrainian territory.Ukrainian Energy Minister Yuri Prodan said Russia had proposed a ministerial meeting on Thursday with Ukraine and European officials in Slovakia to talk about gas but the European Commission said Energy Commissioner Guenther Oettinger was not expected to attend any talks.The crisis in Ukraine began when Yanukovich, under pressure from Moscow, pulled out of a planned cooperation agreement with the EU. Pro-Western protesters took to the streets and Yanukovich fled after bloody clashes.As a caretaker leadership of pro-Western protest leaders took over the government in Kiev, the Kremlin sent its forces into Ukraine's Crimea Peninsula, and shortly after annexed the region. Moscow said it acted to protect local people who were being persecuted by Kiev's new rulers, while the West called it an illegal land grab.In Slaviansk, a flashpoint eastern Ukrainian city controlled by pro-Russian armed men, the de facto local leaders ordered residents to brace for an offensive by security forces loyal to Kiev, but there was so far no sign of any operation on the ground.Ukraine's poorly resourced forces had previously shown little sign of taking on the gunmen who started occupying towns and public buildings two weeks ago. The offensive may not lead to much more action but could fuel recriminations between Moscow and Kiev about who is failing to honor the Geneva deal.Mediators from the Organisation of Security and Cooperation in Europe, tasked with helping the sides implement the accord, were in eastern Ukraine trying to encourage illegal groups to disarm. There was no sign yet they were backing down.

In areas under the separatists' control, there was growing evidence of arbitrary rule by self-appointed local officials, backed up by heavily-armed militias, and of violence being meted out against opponents.Kiev's decision to resume its security operation in the east was prompted in part by the discovery of two bodies in a river near Slaviansk. One resembled Volodymyr Rybak, a member of the same Batkivshchyna party as Ukraine's acting president.A video released on a local news site, gorlovka.ua, purported to show Rybak being confronted by an angry crowd outside the town hall in Horlivka, where he was a councilor.In the footage, Rybak can be seen being manhandled by several men, among them a masked man in camouflage, while other people hurl abuse.After several minutes, Rybak appears able to walk away. The Interior Ministry said he was seen being bundled into a car by masked men in camouflage later that day. His body, and that of a second man, was found on Saturday in a river near Slaviansk.In Slaviansk itself, the militia is holding three journalists, including one U.S. citizen, Simon Ostrovsky, who works for the online news site Vice News.The separatists say they themselves are victims of violence and persecution by the Ukrainians authorities and illegal armed groups which, they say, support Kiev.
SANCTIONS
A senior U.S. official said Secretary of State John Kerry told Russia's Lavrov in a telephone call on Tuesday that Washington would impose new sanctions on Russia if tensions did not de-escalate in eastern Ukraine.This would be in addition to the visa bans and asset freezes already imposed by Washington and Brussels on a list of Russian and Ukrainian officials. These measures were imposed after Russia's annexation of Crimea.The Russian government has scoffed at the sanctions imposed so far, and said it would withstand any further measures that are imposed. But investors in Russia are jittery. EU elections may strengthen Putin in Europe

BRUSSELS - Far-right parties are set to do well in next month’s elections to the European Parliament, a fact that has thrown a spotlight on their links with the Kremlin.A recent study by the Budapest-based Political Capital Institute documents the support that far-right parties in the EU have given to Russian President Vladimir Putin, particularly throughout the Ukraine crisis.These parties repeated the Kremlin’s line that it is the EU and the West, rather than Russia, which are provoking tension and fuelling violence in the Eastern European country.Several far-right politicians went to observe the Crimea referendum on re-joining Russia, a vote they said was free and fair although it was denounced as illegitimate by most Western leaders.Among those that went were politicians from far-right or populist parties in Austria, Belgium, the Czech Republic, France and Hungary.The EU-based parties – anti-European Union and favouring a strong nation state – see their world view reflected in the Kremlin. President Vladimir Putin has set his sights on restoring his country’s status as a world power, while weakening Euro-Atlantic ties."There is reason to believe that Russian diplomacy seeks to build party families in Europe," the study says.It cites numerous examples of far-right parties participating in events attended by or organised by Russian policymakers.A congress held by Italy’s Northern League in December last year, for example, was attended by Austrian, Flemish, Dutch and Swedish far-right leaders as well as Vikto Zubarev, an MP for United Russia, Putin’s party.Hungary’s Jobbik and Greece’s Golden Dawn are both invited to the Russian National Forum organised by a group with close ties to Putin to be held later this year.Admiration for Putin also extends to Europe’s softer right-wing. Nigel Farage, leader of the eurosceptic UK Independence Party, has openly backed Putin as a skillful "operator".He recently said the Russian President was the current leader he most admired and said the EU had "blood on its hands” for making Ukraine choose between the European Union and Russia.The support by the European parties – some of which are set to top the polls in the May EU vote – adds to an already muddled backdrop of the EU trying to form a unified response to Moscow’s actions in Ukraine.It was only after much discussion that the EU finally agreed to blacklist some Russian officials and companies.
Marine Le Pen: new 'Cold War'
Amid the controversy and debate about the state of EU-Russia relations, Marine Le Pen, leader of France’s National Front, headed to Moscow for the second time this year. On 11 April she travelled to meet Sergey Naryshkin, speaker of the Russian parliament's lower house, and named on the EU's sanctions list.During the visit Le Pen asserted her support for Russia in the Ukrainian crisis, blaming the EU for declaring a new "cold war on Russia”.Le Pen said Ukraine's eastern regions should be allowed to choose greater independence from Kiev and said she was in favour of a "federation inside Ukraine”. This would be the most "logical" and "respectful" solution to end tensions, she said.Bulgaria: under pressure over Russia sanctions.Further to the east, recent history complicates matters further. Bulgaria is a member of Nato and the EU, but the former communist country is still very close to Russia. Not only are older citizens Russophiles, but many decision-makers too.Georgi Kadiev, an MP with the ruling Bulgarian Socialist Party, recently said his father used to be an officer in the Soviet army and today he finds it difficult to explain to him why Bulgaria will go along with sanctions against Moscow over the annexation of Crimea.The government has so far maintained its support for the sanctions, but it may yet feel the pressure domestically.The fragile coalition government in Sofia depends on the support of Ataka, an extreme right-wing nationalist party. But Ataka could withdraw its support if the government continues to back sanctions against Russia.Daniel Smilov, a political analyst, said that Ataka acts as if it were a part of Russia or Putin's Eurasian Union.Ataka’s official statements underline his point. The party says that the referendum in Crimea reflects the free will of its citizens and that it acknowledges the results and supports the annexation.
Far-right in Austria: flirting with Putin
Election observation in Europe is usually carried out by the Organisation for Security and Cooperation in Europe (OSCE), but the review of the Crimean referendum last month was financed and organised by Brussels-based Eurasian Observatory for Democracy and Elections, led by well-known right-wing politician Luc Michel. The 56-year-old attorney is said to be an admirer of Putin’s United Russia party.When people in Crimea went to the polls to vote on their annexation to Russia, OSCE officials were not allowed to enter the peninsula.However, Austrian far-right MPs Johann Gudenus and Johannes Hüber (both from the Freedom Party, FPOe) as well MEP Ewald Stadler were there to check the process.Bela Kovacs, a Hungarian MEP, and Milan Sarapatka, a Czech MP, were also among the many delegates to rubberstamp the result, recognised only by Russia, Kazakhstan and Armenia as legitimate.For his part, Heinz-Christian Strache, Austria's Freedom Party leader, has been in contact with Putin’s supporters on a lower level. He visited Moscow in 2011, stating he would maintain "friendly contacts” with United Russia.
Hungary's Jobbik: the best performing pupils
Hungary’s Jobbik earlier this month (6 April) won over 20 percent in national elections making it the far-right party with the highest rate of popular support in Europe.While some right-wing parties in Western Europe – such as France's National Front – refuse to build alliances with Jobbik, they are welcome guests in Moscow.There have been rumours about Jobbik's financial ties with Russia in Hungary for years, but nothing has been proven. However, Jobbik politicians openly support the Kremlin, and believe that opening to the east and Russia is essential.In an interview with The Voice of Russia in 2013, Jobbik leader Gabor Vona said: "I consider Russia as a country of key importance. Time for EU energy union, says Polish PM

BRUSSELS - The European Union must create an energy union to secure its supply and reduce its dependence on Russian gas, Poland's Prime Minister Donald Tusk has said.Tusk's energy blueprint, set out in an article in the Financial Times on Tuesday (22 April), would establish a single European body that would buy gas for the whole 28-nation bloc. This would end a system that currently sees the different countries negotiate their own deal with energy giant Gazprom, the government-backed firm which dominates Russia's gas market.Meanwhile, "solidarity mechanisms" between EU countries would kick into action if countries were threatened with being cut off from gas supplies.The question of energy independence, which was already one of particular concern to the EU's eastern European countries, many of whom complain that they are overcharged by Gazprom, has become more prominent as a result of the ongoing Ukraine crisis.Last month, Russia doubled the price of the energy it sells to Kiev, increasing the pressure on the already cash-strapped government in Ukraine.Meanwhile, Baltic country Lithuania is suing Gazprom, arguing that it pays 35 percent more for its gas than Germany.Gazprom is currently subject to a probe by the European Commission's competition department over its dealings with eight EU countries, including Lithuania, and could face a multi-million euro fine for abusing its position as the dominant force in the gas market."Today, at least 10 EU member states depend on a single supplier - Gazprom - for more than half of their consumption," noted Tusk.However, Tusk's view is not shared by the bloc's energy commissioner, Gunther Oettinger who has stated that gas deals between EU countries and Russia will not be affected even if economic sanctions are imposed on Moscow because of its role in destabilising Ukraine."From my many talks with Gazprom, my impression is that our Russian partners will fulfill their contractual obligations and want to supply the gas," Oettinger told a German Sunday newspaper."I am against scaling back or even cutting our gas links with Russia in the coming years," he added.Tusk also calls for EU countries to be allowed to exploit existing supplies of fossil fuels and the so-far untapped resources of shale gas.Poland has been one of the most enthusiastic countries about shale gas exploration. However, uncertainty about the volume of gas deposits on European soil and public disquiet about the practice of hydraulic fracturing - needed to access the gas - means that Europe has not seen anything approaching the shale gas boom that has transformed the US energy market."No nation should be forced to extract minerals but none should be prevented from doing so - as long as it is done in a sustainable way," Tusk said.Data published by EU statistics office Eurostat's indicates that imported gas accounted for 65.8 percent in 2012 up from 63.4 percent in 2009. Of this, Russian gas accounts for 30 percent, up from 22 percent in 2010.Most European energy policy making is currently in the hands of national governments.
