Reform or we leave EU,' warns British chancellor

BRUSSELS - The UK will leave the European Union if the bloc refuses to reform, the country's chancellor George Osborne said on Wednesday (15 January).Speaking at the start of a two day conference on EU reform organised by the Open Europe think tank, Osborne said that the EU had to decide whether to "reform or decline"."It is the status quo which condemns the people of Europe to an ongoing economic crisis and continuing decline," he added.He also urged that Europe's labour market was becoming increasingly uncompetitive and was falling behind China and other economic blocs.Prime Minister David Cameron last year set out plans to renegotiate the terms of Britain's EU membership. The reforms are to be followed by a public vote. His Conservative party are currently piloting a bill through parliament to guarantee a referendum on EU membership in 2017 if it wins the next election in 2015.The Conservative party, which dominates the UK's coalition government, wants the EU to focus on completing the single market and prioritise free trade deals with the US, Japan and China.Osborne also warned the EU not to allow the will of the 18 eurozone countries to compromise the countries outside the single currency."If you cannot protect the collective interests of non-eurozone member states, then they will have to choose between joining the eurozone, which the UK will not do, or leave the European Union.""I believe it is in no-one's interests for Britain to come to face a choice between joining the euro or leaving the European Union."Speaking with reporters after Osborne's speech, Andrea Leadsom, the Conservative MP who chairs the Fresh Start group of MPs demanding EU reform, said a UK referendum was "inevitable."Members of Fresh Start were among 95 backbench MPs to sign a letter to Cameron earlier this week demanding that the UK parliament be given the powers to block EU legislative proposals from the European Commission.Although foreign minister William Hague quickly dismissed the idea as "unrealistic" the UK government plans to beef up the role of national parliaments in EU law-making.Under the so-called 'yellow card' procedure, national parliaments have the right to send a proposal back to the commission if one third of them believe the issue could be better dealt with at national level.Critics say the eight-week window to object is too narrow and that the commission can simply re-table the proposal if it wishes. The procedure has only been used twice since 2010.The UK government says that it is not alone in demanding reform in Brussels citing the Netherlands, Germany and Denmark as possible allies.However, there are concerns among Britain's business community about the prospects of leaving the EU. On Wednesday car-manufacturer Ford indicated that it would withdraw its investment if the UK exited the bloc.For his part, John Longworth, director general of the British Chambers of Commerce, warned that businesses needed more clarity on Cameron's negotiation plans."It has been a year since the prime minister announced his intentions on Europe, and we are still yet to learn what areas he will seek to negotiate," he said.

Radicalism on the rise in Europe, says EU commissioner

BRUSSELS - The European Commission has said preventive action is needed to stop what it sees as spreading radicalism across the EU.“We see that extremism, xenophobia and nationalism keeps growing in Europe [and] we see worrying signals that these groups act as breeding grounds of ideology motivated by violence and extremist views,” EU commissioner for home affairs Cecilia Malmstrom told reporters in Brussels on Wednesday (15 January).To counter what she views as an internal security threat, Malmstrom announced a series of recommendations which she wants member states to immediately implement.
Among the new ideas is a €20 million fund to set up a so-called European knowledge hub, which is to pool expertise and support existing initiatives on the issue.Other proposals include having member states set up national strategies and “de-radicalisation” programmes to help people leave extremist groups.The recommendations will add to the EU’s arsenal of some 240 existing counter-terrorism measures (88 of which are legally binding) adopted since the World Trade Centre attack in 2001, according to the London-based civil liberties group Statewatch.Malmstrom lumped far-left groups in with nationalist ideologues, al-Qaeda-inspired ideologies and right-wing extremists as parts of the radicalism trend.According to Malmstrom, extremist groups are those that incite people to commit acts of violence.She also wants member states to set up preventive radicalisation programmes with countries outside the EU.Radical groups, for their part, are said to be recruiting and spreading their views through online social networking sites and chat rooms.
Member states need to provide counter platforms to combat the online propaganda, says the commission.
But other supposed threats are also on the horizon.The commission estimates some 1,200 EU nationals are currently either fighting or training alongside radicals in Syria, Sudan, or Somalia.“It [the number] could be higher,” said Malmstrom.Some but not all, she noted, have joined terrorist organisations.“They’ve been trained and hardened in war and can pose a threat to our security upon their return from a conflict zone and in the longer term, they an also act as catalysts for terrorism,” said the commissioner.Meanwhile, some new EU legislation designed to help identify the potential threats is stuck in the European Parliament’s civil liberties committee.MEPs last April rejected the European Commission’s 2011 proposal to set up an EU-wide passagener name record system, which would allow police investigators to identify and track suspicious travel itineraries.Opposing euro-deputies say the commission’s proposal fails to address fundamental rights issues.The European Data protection supervisor and the EU’s Agency for Fundamental Rights at the time questioned its “necessity” and “proportionality.”Member states can set up their national PNR systems, but are unable to co-ordinate their data without the EU law in place.They also have at their disposal the Schengen Information System, a large database that alerts police to criminals, politically exposed persons, or irregular migrants who no longer have a right to stay in the EU.

Pope Francis has renewed the Commission of Cardinals overseeing the Institute for the Works of Religion (IOR) for  the next five years, as the Vatican waits for the Commission for Reference to conclude its work. These are the names of the cardinals that now form part of the Commission: the Archbishop of Vienna Christoph Schönborn; the Archbishop of Toronto Thomas Christopher Collins; the President of the Pontifical Council for Interreligious Dialogue Jean-Louis Tauran; Santos Abril y Castelló,the Archpriest of the Basilica of St. Mary Major and the Vatican Secretary of State, Pietro Parolin.The outgoing commission had been renewed for a further five years less that a year ago and according to the IOR website was meant to remain in charge until 2018. But the only member of that group that is staying is Tauran. The following are out: the former Vatican Secretary of State Tarcisio Bertone, Odilo Pedro Scherer (Brazil), Telesphore P. Toppo (India) and APSA’s president, Domenico Calcagno who was appointed by Benedict XVI on 16 February 2013, when the Commission was last renewed. Ratzinger made this final change before his resignation, when a replacement was finally found for the IOR’s former director Ettore Gotti Tedeschi. It took several months before Ernst von Fryeberg was chosen to take over the reigns of the IOR, following Gotti Tedeschi’s unprecedented and scandalous dismissal.Parolin’s inclusion among the members of the Commission is worthy of note. It now remains to be seen which of the group’s members will be elected president. According to article 5 of the IOR statute, it is the members of the Commission who elect their own president. The Commission was previously chaired by the Secretariats of State - first Angelo Sodano and then Tarcisio Bertone -  but Cardinal Santos Abril y Castello is now among the candidates for the presidency.

The President of the Episcopal Conferences of Latin America (CELAM) talks about “pastoral conversion” and “continental missions”

Alver Metalli Buenos Aires Carlos Aguiar is the former President of the Mexican Bishops’ Conference. As President of the Episcopal Conferences of Latin America (CELAM), a role he has held since 2011, it is his job to lead the main body of Catholic bishops of Latin America at a time when the current Pope is one of their own.These are challenging times, marked by “continuity” as well as “change”. CELAM’s president sees signs of both in Pope Francis’ Apostolic Exhortation Evangelii Gaudium. Francis shows continuity with his predecessor in terms of the emphasis he gives to “the core message the Church must transmit to mankind.” But the change he brings is also reflected in the direct and simple language he uses and the objective realism with which he accepts this complex and difficult moment in history with the optimism typical of someone who trusts in God and His providence.” Octagesima adveniens, Populorum progresio, Mater magistra... In the document which provides the best description of Francis’ magisterium to date, Francis quotes a number of “social” documents which had been forgotten about but which are extraordinarily pertinent to our times,” according to CELAM’s president.No Third-Worldism, just lots of references to St. Augustine, St. Thomas, the Second Vatican Council, the Catechism of the Catholic Church and the 2007 Aparecida meeting. Aparecida is the key to understanding the path taken by the Latin American Church in recent years and fits into the lock of the Latin American Church as the Evangelii Gaudium key fits into the lock of the Universal Church. It is pretty clear to see where the focus lies and CELAM’s president sums it up in two key expressions: “pastoral conversion” and “continental mission”.

“Collegiality, a fraternal sharing of concerns and visions between Latin American bishops was already there,” Aguiar observed. “We have a common history of relations, reciprocal responsibility, social concern and service to the world that passes through Rio, Medellin, Puebla and Santo Domingo,” he said. “But Aparecida marked a step forward because it incorporates, in a clear way, the vision of the context in which we live: it was a turning point that brought about intense, sharp and speedy change from the 90s onwards. “Pastoral conversion” is the Church’s response to this change.” Aguiar points out that the expression is not present in John Paul II’s Apostolic Exhortation Ecclesiae in America (1999).“Pope Francis made it very clear to us that we should be satisfied with occasional missionary action; we need to generate an inner transformation of the Church’s structures, starting from the mission; we cannot expect faithful to come to the temple; it is the Church that must mingle with people in the places where they live.”Abortion, same-sex marriage, adoption by same-sex couples and now free marijuana... these are controversial issues in an ever growing number of Latin American countries and the Church does not seem to have the strength to oppose permissive legislation in an efficient manner. Aguiar does not deny the difficulties but prefers to highlight the “surprising cases.” “Support exists where you would least expect to see it and vice versa.”Aguiar’s thoughts turn to the Presidents of Ecuador, El Salvador, Nicaragua and Uruguay, socialists or former guerrilla socialists who have done more to fight against the decriminalisation of abortion and same-sex marriage than moderate socialists like Chile’s Bachelet and Peru’s Humala. Here we have revolutionaries who support Catholic ethical values and moderates who erode them. CELAM’s president offered an explanation for this: “the Marxist ideology of the common good of the state lost popularity twenty years ago, leaving space for ultra-liberalism and the rights of the individual. I think the left now understands better than it used to, that the family offers the best defence against the market’s wild aggressiveness, in order to preserve a spirit of solidarity and social harmony.”Pope Francis has brought greater unity between the Churches of North and South America. “In February we will hold our annual meeting between the Episcopal Conferences of Canada and the US and CELAM, with a number of presidents of Latin American Episcopal Conferences attending,” Aguiar informed. Aguiar was also very pleased to announce that “the Church of Canada and of the Unites States want to make the continental mission in their respective countries their own. This is a great result,” he remarked.
