Madrid (AFP) - Catalonia's lawmakers voted Thursday to demand
the right to hold a referendum on declaring independence from Spain,
flying in the face of outright opposition in Madrid.Catalan political chief Artur Mas's ruling
coalition and a majority of other parties in the northeastern Spanish
region are calling for a November 9, 2014 referendum that would ask
voters two questions:- "Do you think that Catalonia should be a State, yes or no?"- "If yes, do you want that State to be independent, yes or no?"Many
Catalans point to Scotland, whose leaders have called a referendum for
September on independence from Britain -- a move authorised by the
British government.With 87 votes in favour, 43 against, and
three abstentions, Catalan lawmakers agreed to submit a proposed law to
the Spanish national parliament in Madrid, which would delegate to their
region "the capacity to authorise, convoke and organise a referendum on
the political future of Catalonia".The proposal appears doomed
from the start, however, given that a Catalan independence referendum is
opposed by Spain's two largest national parties: the ruling
conservative Popular Party and the main opposition Socialist Party.Three
members of the Catalan Socialist Party broke ranks with their national
party in the latest vote, casting ballots in favour of the proposal.
Another Catalan Socialist lawmaker gave up his seat on the eve of the
vote so as to avoid having to cast a 'no' vote in line with his party's

"It would be worrying if there are attempts to capture those chemicals. I don't think it's in the interests of anyone," he said, as Italy prepared later Thursday to announce the the port where the chemicals will be taken.A United Nations-backed plan to destroy Syria's 1,290-tonne declared chemical weapons arsenal has been delayed by the fighting raging across the country.Uzumcu said that talks were ongoing for "temporary truces" to allow the safe passage of chemical arms convoys to the Syrian port of Latakia for loading.
The OPCW chief also said there had been a delay over requests from the Syrian government for extra security equipment for the convoys, including armoured vehicles.He said "most" of the Syrian demands would be met.Uzumcu said he was still confident the arsenal would be destroyed by June 30 as specified in a September 2013 UN resolution and said co-operation on chemical weapons could help foster a broader peace process in Syria."The international community should seize this opportunity to extend this consensus to other areas," Uzumcu said, speaking ahead of Syria peace talks dubbed Geneva II due to start on January 22."The current compromise on this particular limited issue may have paved the way for a wider process."
He told AFP in an interview that the transfer of Syrian chemical agents from a Danish ship onto a US vessel in an as-yet-unnamed Italian port was now expected to take place "by the end of January or early February".
The transit of some 500 tonnes of Syria's deadliest chemicals including mustard gas and the ingredients for the nerve agents sarin and VX, which could take up to 48 hours, has already sparked local concern in Italy.
"Every possible measure is being taken for a safe trans-loading. The risks are very obvious and we have taken every measure to minimise these risks," he said.Ugo Cappellacci, the regional governor of Sardinia, which is referred to in the Italian press as the most likely choice for the operation, said on Wednesday he does not want his island to be "Italy's waste bin"."We are absolutely opposed to the transit," he said.
Commercial and military ports in the Calabria, Puglia and Sicily regions in southern Italy are also possible.
The Danish ship earlier this month took a first cargo of materials from Latakia and is now back in international waters under military protection, awaiting a return to pick up the remainder.Uzumcu said the initial load was "a little more than 16 tonnes".Once the ship has fully loaded, the plan is it will sail to Italy, escorted by Danish and Norwegian warships.US ship expected to set off for Italy by next weekIn Italy, the chemicals will be transferred onto the US ship MV Cape Ray, which will destroy them at sea -- to avoid risks to civilian areas -- over a period of up to three months using specially-built mobile hydrolysis equipment.The MV Cape Ray is still in the United States and is expected to set off this week or early next week for the two-week voyage to Italy.US army personnel on board will be charged with neutralising the chemicals under the supervision of OPCW inspectors.The chemicals, which are only weapons if mixed and fitted on munitions, will be combined with neutralising agents and the hazardous waste generated will be stored on the ship and then disposed of commercially.The operation could take as little as 45 days if the weather is calm but is expected to last 90 days.UN Security Council resolution 2118 was passed after a massive chemical weapon attack that killed hundreds in several opposition areas around Damascus in August.Rebels and the regime exchanged blame for that attack.
Among the dead, not all of whom were identified,
were 608 Islamist and moderate rebels, 312 jihadists from the Islamic
State of Iraq and the Levant (ISIL) and 130 civilians, the Britain-based
group said.The battles
broke out when rebels launched an offensive mainly in northern Syria
against their erstwhile jihadist allies, whose quest for hegemony and
systematic abuses have raised the wrath of those fighting to oust
President Bashar al-Assad.Among the 130 civilians dead were 21
summarily executed by ISIL in a children's hospital in Aleppo that the

Ezzor and Hama provinces in the past fortnight, though the Observatory
could not confirm their identities.Clashes continued to rage
Thursday, especially in Saraqeb, the jihadists' last bastion in the
northwestern province of Idlib, said the Observatory.In Aleppo province, meanwhile, a new ISIL car bomb hit a rebel checkpoint, it added.The
jihadists warned early in January that if the offensive against them
continued, they would respond with suicide and car bomb attacks.Meanwhile, the air force dropped powerful barrel bombs on rebel
positions in and around Damascus, including Yarmuk refugee camp,
Zabadani and Daraya, the Observatory said.In besieged Yarmuk,
four people were killed by the bombing. Another two died as a result of
malnutrition, bringing the total deaths related to food and medicine
shortages to more than 50 in recent months."A kilo of rice costs

Tuesday of the Ghouta neighbourhood rose to 19, including three
children, the Observatory said.The
Syrian conflict, which erupted after Assad unleashed a brutal crackdown
on democracy protests in March 2011, has killed more than 130,000
people and forced millions to flee their homes.
Groups such as ISIL, Somalia's al Shabaab or Al Qaeda in the Islamic Maghreb (AQIM) have primarily local aims and are much less concerned with the Western "far enemy".In a video posted on YouTube on December 17 which Western intelligence agencies have been studying, a man in a balaclava snaps rounds into a Glock handgun magazine and, in a pronounced English Midlands accent, calls on British Muslims to join him in Syria, "the land of Jihad".But the unidentified man does not mention attacking the West once. Instead, his ire is directed at the forces of Syrian President Bashar al Assad and the western-backed Free Syrian Army.Heightened strains over the Syria war between Shi'ite Muslim Iran and Sunni power Saudi Arabia, who back opposite sides in the conflict, are contributing to sectarian tensions around the region and encouraging Gulf Arab sympathizers to increase funding of aggressively Sunni al Qaeda affiliates.But there is little sign of common purpose."There are probably more people fighting now under the al Qaeda banner than ever before," says Richard Barrett, head of the United Nations al Qaeda and Taliban monitoring team until last year and now at the Soufan Group consultancy. "But that doesn't mean they are necessarily fighting for the same thing or even on the same side."Even as it raised its flag in Falluja this month, ISIL was being evicted from its headquarters in Syria's second city of Aleppo by Islamist groups including the al-Nusra Front, a rival al Qaeda affiliate.Letters captured from bin Laden's compound in 2011 show him struggling to control al Qaeda's affiliates and worrying that al Qaeda in Iraq - now ISIL - was killing too many civilians and alienating Muslim opinion.His successor, Ayman al Zawahiri, opened al Qaeda further to include groups such as al Shabaab and now faces similar problems. "EMERGING AND MULTIPLYING"
Still, Western spy chiefs have worries. Officials say hundreds of British and other European Muslims - as well as a smaller number of Americans - are fighting in Syria alone and will have to be monitored on their return."We are having to deal with al Qaeda emerging and multiplying in a whole new range of countries," John Sawers, head of Britain's Secret Intelligence Service (MI6), told a parliamentary panel in November. "There is no doubt at all that the threat is rising."The greatest Islamist militant risk to targets in the West, most officials and experts say, now comes from small-scale attacks with guns, bombs or knives along the lines of last year's April 15 Boston bombing and May 22 killing of a British soldier in Woolwich, London.Britain's MI5 says well over half of the 34 plots it foiled between the July 7, 2005 London bombings and the Woolwich attack involved those already in the country. In most cases, however, there was also some tangential link to a foreign jihadi group.Michael Adebolajo, one of two British Nigerian men who killed soldier Lee Rigby, had been arrested in Kenya in 2010 on suspicion of travelling to train with al Shabaab in Somalia.In its links to "AQ Central" and enthusiasm for attacking the West, Al Qaeda in the Arabian Peninsula (AQAP) is seen as perhaps the closest to the old al Qaeda model - although much of its focus remains on its local fights in Yemen and Saudi Arabia.AQAP in particular has put considerable energy into reaching out through websites and forums.Boston bomber Dzhokhar Tsarnaev told investigators he learnt to build the pressure cooker devices that killed three and injured 264 from an AQAP online magazine.
OVERSTATING OR UNDERSTATING?
Even within intelligence circles, there is growing disagreement over the nature of the threat.
"Everyone is asking themselves the same question: is it still meaningful to talk about al Qaeda as a single organization and if not, what are we dealing with?" says Nigel Inkster, former MI6 Deputy Chief and now head of transnational threats at the International Institute for Strategic Studies.U.S. logistic support and intelligence - sometimes including drone strikes - has proved relatively effective in pushing back AQAP in Yemen and al Shabaab in Somalia. In Mali, Washington worked with French and regional forces to force AQIM out of swathes of the country.Denying such groups territory, however, only goes so far. U.S. officials believe AQIM's numbers remain largely undiminished.There is also increasing opposition to such U.S.-led action. Syria's Assad seems unlikely to allow drones to operate in his country, while both Pakistan and Libya appear increasingly opposed to unilateral U.S. action.Nor are Washington and Baghdad likely to dramatically step up military cooperation, although drones have been sent.Some suggest the al Qaeda label may be distracting foreign powers from the reality of what are often local conflicts. What happened in Falluja, they say, was as much about frustration amongst local Sunni tribes with the majority Shi'ite government.Others, however, fear complacency."Many want to trumpet the demise of core al Qaeda and take solace in the belief ... that what we are seeing in Africa and the Levant is not part of some grand strategy," says Georgetown professor and sometime U.S. official Bruce Hoffman, one of Washington's leading experts on the group. A foreign diplomatic source in the capital Bamako
said 245 Chinese troops would join a 150-strong contingent which has
been stationed since December in Gao, the largest city in Mali's
northern desert and the target of sporadic Islamist violence.A source from the UN's MINUSMA force confirmed the deployment but said he wasn't immediately able to provide details.UN
peacekeepers took over security in July last year from the pan-African
AFISMA military mission, which had been supporting French troops who
entered Mali to push back an Islamist incursion which was advancing on

China's recent test of a hypersonic vehicle should not
unduly alarm the United States or any other nation, Chinese military
officials say.The test of China's new "hypersonic
glide vehicle," which apparently took place Jan. 9, was not designed to
advance the nation's ability to penetrate American missile defense
systems, according to a statement issued by China's Ministry of National
Defense."It is normal for China to conduct scientific
experiments within its borders according to its plans," the statement
reads, the state-run newspaper China Daily reported today (Jan. 16). "The tests were not aimed at any nation nor any specific target."China's hypersonic glide vehicle is likely launched atop an
intercontinental ballistic missile (ICBM), then released at an altitude
of 62 miles (100 kilometers) or less, according to the Washington Free Beacon,
which first reported the test on Jan. 13. The glider can then zoom
toward its target at up to 10 times the speed of sound (which is about
761 mph, or 1,225 km/h, at sea level).A hypersonic glide vehicle
carrying a warhead would be more difficult to detect, track and
intercept than a standard ICBM because the former's trajectory doesn't
reach outer space, the Washington Free Beacon reported.Many
officials in the United States have expressed growing concern about the

GLENDORA, Calif. — Nearly 2,000 residents were evacuated and two
homes burned in a wildfire that started early Thursday when three people
tossed paper into a campfire in the dangerously dry foothills of
Southern California's San Gabriel Mountains, authorities said.Embers
from the fire fanned by gusty Santa Ana winds quickly spread into
neighborhoods below where residents were awakened in the pre-dawn
darkness and ordered to evacuate.

Tokyo (AFP) - Japanese space scientists are set to trial a
tether they hope will help pull junk out of orbit around Earth, clearing
up tonnes of planetary clutter, they said Thursday.Researchers at The Japan Aerospace Exploration
Agency (JAXA) have developed what they called an electrodynamic tether
made from thin wires of stainless steel and aluminium.The idea is
that one end of the strip will be attached to one of the thousands of
dead satellites or bits of rocket that are jamming up space and
endangering working equipment.The electricity generated by the
tether as it swings through the Earth's magnetic field is expected to
have a slowing effect on the space junk, which should, scientists say,
pull it into a lower and lower orbit.
Eventually the detritus will enter the Earth's atmosphere, burning up harmlessly long before it has chance to crash to the planet's surface."The experiment is specifically designed to contribute to developing a space debris cleaning method," said Masahiro Nohmi, associate professor at Kagawa University, who is working with JAXA on the project, told AFP.
Nohmi said a satellite developed by the university is expected to be launched into space on February 28, with the tether aboard."We have two main objectives in the trial next month," he said. "First, to extend a 300-metre (1,000-foot) tether in orbit and secondly to observe the transfer of electricity."The actual reeling in of orbiting rubbish will be the objective of future experiments, he said. Chemical watchdog worried over Syria attack reports

The OPCW chief also said there had been a delay over requests from the Syrian government for extra security equipment for the convoys, including armoured vehicles.He said "most" of the Syrian demands would be met.Uzumcu said he was still confident the arsenal would be destroyed by June 30 as specified in a September 2013 UN resolution and said co-operation on chemical weapons could help foster a broader peace process in Syria."The international community should seize this opportunity to extend this consensus to other areas," Uzumcu said, speaking ahead of Syria peace talks dubbed Geneva II due to start on January 22."The current compromise on this particular limited issue may have paved the way for a wider process."
He told AFP in an interview that the transfer of Syrian chemical agents from a Danish ship onto a US vessel in an as-yet-unnamed Italian port was now expected to take place "by the end of January or early February".
The transit of some 500 tonnes of Syria's deadliest chemicals including mustard gas and the ingredients for the nerve agents sarin and VX, which could take up to 48 hours, has already sparked local concern in Italy.
"Every possible measure is being taken for a safe trans-loading. The risks are very obvious and we have taken every measure to minimise these risks," he said.Ugo Cappellacci, the regional governor of Sardinia, which is referred to in the Italian press as the most likely choice for the operation, said on Wednesday he does not want his island to be "Italy's waste bin"."We are absolutely opposed to the transit," he said.
Commercial and military ports in the Calabria, Puglia and Sicily regions in southern Italy are also possible.

- More than two years after the death of Osama bin Laden, the turbulent
aftermath of the "Arab Spring" has helped his group - or more
accurately, its offshoots and successors - gain ground.
Two weeks
ago, fighters from al Qaeda affiliate the Islamic State in Iraq and the
Levant (ISIL) took over much of the central Iraqi city of Falluja,
reversing their defeat at the hands of U.S. forces and local tribal
allies almost a decade ago.Western officials fear associated
groups will carve out havens in Libya, Syria, West Africa and perhaps
Afghanistan once NATO troops withdraw.But the new generation is
very different to the tight-knit group that planned the September 11,
2001 attacks, security experts and officials say.Groups such as ISIL, Somalia's al Shabaab or Al Qaeda in the Islamic Maghreb (AQIM) have primarily local aims and are much less concerned with the Western "far enemy".In a video posted on YouTube on December 17 which Western intelligence agencies have been studying, a man in a balaclava snaps rounds into a Glock handgun magazine and, in a pronounced English Midlands accent, calls on British Muslims to join him in Syria, "the land of Jihad".But the unidentified man does not mention attacking the West once. Instead, his ire is directed at the forces of Syrian President Bashar al Assad and the western-backed Free Syrian Army.Heightened strains over the Syria war between Shi'ite Muslim Iran and Sunni power Saudi Arabia, who back opposite sides in the conflict, are contributing to sectarian tensions around the region and encouraging Gulf Arab sympathizers to increase funding of aggressively Sunni al Qaeda affiliates.But there is little sign of common purpose."There are probably more people fighting now under the al Qaeda banner than ever before," says Richard Barrett, head of the United Nations al Qaeda and Taliban monitoring team until last year and now at the Soufan Group consultancy. "But that doesn't mean they are necessarily fighting for the same thing or even on the same side."Even as it raised its flag in Falluja this month, ISIL was being evicted from its headquarters in Syria's second city of Aleppo by Islamist groups including the al-Nusra Front, a rival al Qaeda affiliate.Letters captured from bin Laden's compound in 2011 show him struggling to control al Qaeda's affiliates and worrying that al Qaeda in Iraq - now ISIL - was killing too many civilians and alienating Muslim opinion.His successor, Ayman al Zawahiri, opened al Qaeda further to include groups such as al Shabaab and now faces similar problems. In a letter last year, he called for ISIL to leave Syria to al-Nusra, a request it ignored."Most of those now claiming to be al Qaeda would never have even been allowed into the (pre-September 11) movement," said Nelly Lahoud, a senior researcher at the US Military Academy Combating Terrorism Centre who examined bin Laden's documents.
"EMERGING AND MULTIPLYING"
Still, Western spy chiefs have worries. Officials say hundreds of British and other European Muslims - as well as a smaller number of Americans - are fighting in Syria alone and will have to be monitored on their return."We are having to deal with al Qaeda emerging and multiplying in a whole new range of countries," John Sawers, head of Britain's Secret Intelligence Service (MI6), told a parliamentary panel in November. "There is no doubt at all that the threat is rising."The greatest Islamist militant risk to targets in the West, most officials and experts say, now comes from small-scale attacks with guns, bombs or knives along the lines of last year's April 15 Boston bombing and May 22 killing of a British soldier in Woolwich, London.Britain's MI5 says well over half of the 34 plots it foiled between the July 7, 2005 London bombings and the Woolwich attack involved those already in the country. In most cases, however, there was also some tangential link to a foreign jihadi group.Michael Adebolajo, one of two British Nigerian men who killed soldier Lee Rigby, had been arrested in Kenya in 2010 on suspicion of travelling to train with al Shabaab in Somalia.In its links to "AQ Central" and enthusiasm for attacking the West, Al Qaeda in the Arabian Peninsula (AQAP) is seen as perhaps the closest to the old al Qaeda model - although much of its focus remains on its local fights in Yemen and Saudi Arabia.AQAP in particular has put considerable energy into reaching out through websites and forums.Boston bomber Dzhokhar Tsarnaev told investigators he learnt to build the pressure cooker devices that killed three and injured 264 from an AQAP online magazine.
OVERSTATING OR UNDERSTATING?
Even within intelligence circles, there is growing disagreement over the nature of the threat.
"Everyone is asking themselves the same question: is it still meaningful to talk about al Qaeda as a single organization and if not, what are we dealing with?" says Nigel Inkster, former MI6 Deputy Chief and now head of transnational threats at the International Institute for Strategic Studies.U.S. logistic support and intelligence - sometimes including drone strikes - has proved relatively effective in pushing back AQAP in Yemen and al Shabaab in Somalia. In Mali, Washington worked with French and regional forces to force AQIM out of swathes of the country.Denying such groups territory, however, only goes so far. U.S. officials believe AQIM's numbers remain largely undiminished.There is also increasing opposition to such U.S.-led action. Syria's Assad seems unlikely to allow drones to operate in his country, while both Pakistan and Libya appear increasingly opposed to unilateral U.S. action.Nor are Washington and Baghdad likely to dramatically step up military cooperation, although drones have been sent.Some suggest the al Qaeda label may be distracting foreign powers from the reality of what are often local conflicts. What happened in Falluja, they say, was as much about frustration amongst local Sunni tribes with the majority Shi'ite government.Others, however, fear complacency."Many want to trumpet the demise of core al Qaeda and take solace in the belief ... that what we are seeing in Africa and the Levant is not part of some grand strategy," says Georgetown professor and sometime U.S. official Bruce Hoffman, one of Washington's leading experts on the group. Chinese troops bolster UN peacekeeping mission in Mali

The three suspects, all men in their 20s, were arrested on charges of recklessly starting the fire that spread smoke across the Los Angeles basin and cast an eerie cloud all the way to the coast.One resident suffered minor burns in the neighborhood abutting Angeles National Forest, just north of the San Gabriel Valley community of Glendora, according to Los Angeles County Fire Chief Daryl L. Osby."Because of our preparations, we were able to save hundreds, if not thousands, of homes this morning," Osby said.At least 1,700 acres of dry brush was charred in the wilderness area about 25 miles northeast of downtown Los Angeles.Police said the three suspects were detained near Colby Trail, where the fire was believed to have started. At least one was homeless, Glendora Police Chief Tim Staab said. One of the suspects is from Irwindale and the other from Glendora.The notorious Santa Anas, linked to the spread of Southern California's worst wildfires, picked up at daybreak. The extremely dry Santa Anas blow downslope and can push fires out of the mountains and into communities below. The area, which has been historically dry, has been buffeted by the winds which have raised temperatures into the 80s. The Santa Anas typically begin in the fall and last through winter into spring. A wet winter reduces fire risk, but the whole state is experiencing historically dry conditions.TV news helicopters spotted embers igniting palm trees in residential yards as firefighters with hoses beat back flames lapping at the edges of homes. Homes are nestled in canyons and among rugged ridges that made access difficult.Glendora police said officers went door to door ordering residents of the city of 50,000 to leave. Citrus College, located in the heart of Glendora, canceled classes for the day.Several schools were closed. The Glendora Unified School District closed Goddard Middle School, which was being used as a fire department command post. Japan scientists test tether to clear up space junk

Eventually the detritus will enter the Earth's atmosphere, burning up harmlessly long before it has chance to crash to the planet's surface."The experiment is specifically designed to contribute to developing a space debris cleaning method," said Masahiro Nohmi, associate professor at Kagawa University, who is working with JAXA on the project, told AFP.
Nohmi said a satellite developed by the university is expected to be launched into space on February 28, with the tether aboard."We have two main objectives in the trial next month," he said. "First, to extend a 300-metre (1,000-foot) tether in orbit and secondly to observe the transfer of electricity."The actual reeling in of orbiting rubbish will be the objective of future experiments, he said. A spokesman for JAXA said the agency also plans to conduct its own trial on a tether in 2015.More than 20,000 bits of cast off equipment, including old satellites, pieces of rocket and other fragments are uselessly orbiting the Earth in a band 800-1,400 kilometres (500-900 miles) from the surface of the planet at terrific speed.Their presence causes problems for space scientists who have to try to prevent them colliding with functioning kit because of the huge damage they can cause.
