Ending female genital mutilation: Will future Europe take up the mantle?

BRUSSELS - Every day 8,000 girls in the world are subjected to the practice of female genital mutilation (FGM). Entrenched in a number of African, Asian and Middle Eastern societies, this intimate act of controlling women’s and girls’ bodies is a human rights violation.Illegal yet still practiced in number of countries, including in Europe, FGM impacts on women’s health, well being and our ability to achieve our full potential. A global movement has been launched to tackle this violation with the adoption of an UN resolution on FGM in December 2012.Now the European Commission has added to this energy by releasing its action plan “Towards the elimination of female genital mutilation” on the International Day of Elimination of Violence against Women. The plan is definitely progressive, but how will the European institutional changes affect this momentum?In Europe an estimated 500,000 girls and women have been subjected to FGM; an additional 180,000 are at risk each year. The largest numbers of women and girls originating from countries where FGM is practised live in the UK, Italy, France, Germany, Ireland, Netherlands, Sweden and Belgium.So far, EU countries have been struggling in the absence of a strategic approach to tackle the practice and discussions have ranged from well meaning words of condemnation without action and appeals for narrow-minded legal solutions.After a number of commitments voiced in the Women’s Charter in 2010, the European Commission has finally released an action plan with a visionary set of recommendations aimed to prevent FGM and protect women and girls living with, or at risk of, FGM.
Six divisions of the commission have come together to offer a multidisciplinary response - in the areas of justice and fundamental rights, asylum, health, external relations, development and education.The plan calls for more data in Europe, better training of health and legal professionals, funding for civil society, exchange of good practices within the EU and much more. In its external relations, the EU is urged to raise the issue of FGM in annual dialogues and in its work with the African Union.What is equally commendable is the focus on preventing the practice of FGM. Behavioural change activities targeted at and developed with the affected communities will ensure more impact rather than the focus on prosecution, which has recently been at the centre of heated debates in the UK. Daily media attention in the UK solely on the absence of prosecutions could potentially endanger the child we hope to protect.In the case of FGM, the perpetrator is most often the parents or close family members and as a result, prosecution could also result in double victimisation of the child who could lose her parents. Have the interests of the child been considered before rushing to consign parents to prison? And what about the mother who was once a victim; will she be regarded as a perpetrator of the same crime?Assessing the impact of prosecutions in countries like France, Spain and Sweden would be crucial to clarify the potential deterrent effect and risks. Ultimately, the race to the first prosecution should not be the endgame.The EU with its new plan has raised expectations of local and regional civil society organisations and those of the 500,000 women and girls living with FGM in Europe. But will these measures be implemented in the face of upcoming EU institutional changes and will the new leaders of Europe fight for these women and girls? Sustained action that will root out this violence will only be possible if all EU institutions and countries hold each other to account.The practice of FGM is part of a continuum of violence faced by women and girls starting from female infanticide, child marriage, rape, domestic violence, trafficking and more. The EU in its fight against FGM cannot ignore the broader framework offered by the Council of Europe Convention on combating violence against women, which is one step away from entering into force.
The EU and member states ought to show their broader commitment towards gender equality and ending all forms of violence against women by adopting this comprehensive treaty. It is possible to offer all women and girls a route out of the continuum of violence, as long as our leaders continue to add to the global momentum.

US states take jump as legal marijuana markets open

Washington (AFP) - In a country known for its drug war and where Bill Clinton once caught hell for admitting to smoking pot, new ground is being broken: legal marijuana markets in two states.The pioneers of this sea change are out west, in Colorado and Washington, and grassroots support for their experiment is strong.Marijuana consumption is legal and regulated for medical purposes in 19 US states, in some cases for the past 20 years. And in most of them, private consumption of pot is not classified as a crime.But Colorado and Washington are taking a big jump forward. They are creating a pot market in which local authorities will oversee growing, distribution and marketing -- all of it legal -- for people to get high just for the fun of it.
In Colorado, famous for its Rocky Mountain ski resorts, at least 130 licenses have been issued for small shops which, starting January 1, will be able to sell up to 28 grams of marijuana to people aged 21 or older.
Another 300 applications for licenses are pending. The pot sold in shops will come from private, licensed growers.In Colorado, consumption, possession and domestic growing of pot in small amounts were already allowed. But sales of it were not. This left the door open for drug dealers to operate.In legal terms, smoking pot will be subject to the same rules and obligations as those governing alcohol. People will not be able to smoke it in public or grow it on public land.In Washington, the framework for the new system is laid out, although the first licenses for legal sales of marijuana are not expected to be issued until mid-2014.
Other states are watching these experiments closely and pondering similar legislation."Two states down, 48 to go," said Ethan Nadelmann, executive director of the Drug Policy Alliance.He told AFP that Colorado and Washington have left behind a debate on "how do we lock people up, how do we arrest more people, how do we drug-test more people, into a much more adult and mature conversation about how do we sensibly regulate this commodity in a way that advances public safety and public health."How the plans develop in Colorado and Washington is key because the rest of the country is watching."It is important that they do this right, because providing good leadership and making the transition to legalization of marijuana in a responsible way is important for how the rest of the country perceives this. There is a responsibility to do it in a smart and mature way," said Nadelmann.All this represents not just a new approach but also a judicial problem. Although the marijuana trade will become legal in those two states, it will remain illegal at the national level.So the possibility of Drug Enforcement Administration agents raiding licensed stores in Colorado or Washington or arresting people triggered formal debate at the Justice Department.In the end, after intense consultations, the agency announced in August that it renounced the right to challenge the new pot laws in the two states.Nadelmann said the US experience has big ramifications abroad. To wit, Uruguay is about to legalize marijuana altogether and become the first country to do so."What Uruguay is going to do next week is inspired in part by what happens in the US," he said.Much is said of the Netherlands, whose marijuana policy is often misinterpreted and was recently amended.Holland never formally legalized consumption of marijuana but rather adopted a policy of tolerance of low-level consumption. It is considered a public health issue, not a law enforcement one. Growing and distributing marijuana is still illegal in the Netherlands.So the policy always relied on something impossible to hide: clandestine supplying of the country's famous hash and pot cafes.Still, Holland is divided between those who favor formal legalization of marijuana and those who are sick of "marijuana tourists" who go to the Netherlands to get high.So several Dutch cities have denied foreign tourists access to the free-wheeling cafes, only letting in people who can prove they live in the Netherlands.

Kerry: New US security proposal tackles every potential threat

Secretary says he’s coordinating with Jordan, PA to guarantee Israel’s wellbeing, respect Palestinian sovereignty, in two-state deal

‘Israel has to be strong to make peace, and peace will also make Israel stronger,” US Secretary of State John Kerry said Saturday, speaking at the Brookings Institute’s annual Saban Forum in Washington.Back in the US after his 8th trip to the region in recent months, Kerry spoke at length about the US’s “ironclad” commitment to Israel’s security, declaring that the Obama administration has “done more to make Israel more secure” than administrations before it.He said the security plan he presented in Jerusalem and Ramallah this week was the most thorough analysis ever “of the Israeli requirements that arise from the potential of a two-state solution” and that the US was working with Jordan and the Palestinians to “create a layered approach that both guarantees Israel’s security and fully respects Palestinian sovereignty.”He added: “Every time I visit, I can feel in my gut, and I see it, as well as hear it first hand, just how vulnerable Israel can be and just how important it is for US commitment to its security to remain ironclad. Ours is a commitment that spans decades…“We will always stand up for Israel’s right to defend itself. And the US is particularly prepared to be the first and fastest to Israel’s side at any time of crisis,” the US secretary of state vowed.
Kerry also stressed heavily the importance of peace with the Palestinians and the two-state solution to the conflict.“We are convinced that the greatest security [for Israel] will actually come from a two-state solution that brings Israel lasting peace, shared prosperity throughout the region, good relations among neighbors, peace of mind for the people of Israel and for Palestinians alike. None of this is possible without addressing Israel’s legitimate security concerns, and ensuring that as a result of peace, Israelis feel more secure, and are more secure, not less,” he said.“That is why security led our agendas in Jerusalem and Ramallah this week,” Kerry stressed.But, he warned, in reference to the threat to Israel as a Jewish democracy if it cannot reach an accommodation with the Palestinians, that “force cannot defeat or defuse the demographic time bomb. The only way to secure Israel’s long term future is through negotiations.”The Palestinian refugee situation must be resolved, a Palestinian state must be established, and “recognition of Israel as the homeland of the Jewish people” must be achieved, he said.Addressing Israeli arguments that territorial withdrawals from Gaza in 2005 and Lebanon only worsened Israel’s security situation, Kerry said it was because none of the issues were settled during what were unilateral moves. ”Unilateral is not an answer. You’ve got to resolve the fundamentals of this conflict.”A lack of a final status agreement, “leaves things to mischief, and to all the worst forces that can fill a vacuum,” he warned.Echoing remarks made earlier Saturday at the same forum by President Barack Obama, Kerry said: “There is no mystery about what a two-state solution looks like.”
He added: “If you care about Israel, its future, if you care about Palestinians, we need to believe that peace is possible and we need to act on that belief,” he went on.Speaking of US efforts in ongoing peace talks between Israel and the Palestinians, which recommenced in July under heavy US pressure, and of security proposals he unveiled to the Israeli and Palestinian leaderships in Jerusalem and Ramallah this week, Kerry said that “never before has the US done such a thorough security analysis of the Israeli requirements that arise from the potential of a two-state solution. Never.”Kerry said the US was coordinating with the Jordanians and the Palestinians to “create a layered approach that both guarantees Israel’s security and fully respects Palestinian sovereignty.”“We are examining every potential security scenario, something on the border, something in the future, terrorism in the future, a weakness in the Hashemite Kingdom, whatever it might be,” he said.The secretary also spoke about the recent nuclear deal signed with Iran in Geneva, vowing that the US will “not allow Iran to obtain a nuclear weapon. Not now, not ever.”Earlier at the forum, Obama spoke at length about the Iranian nuclear deal, saying that although the interim deal with Iran does not give it the right to enrich uranium, the regime could be allowed to have a peaceful nuclear program with “modest enrichment” capability under a permanent deal.

Lapid vows not to let peace talks be thwarted

Finance minister says coalition may need to change in service of negotiations, declares peace deal crucial for Israel’s economy

Amid claims by other ministers that Israeli-Palestinian peace talks had no chance of succeeding, Finance Minister Yair Lapid insisted Sunday that he would not let naysayers within the coalition derail the peace effort.Speaking at a high-level Tel Aviv business conference Sunday, Lapid warned that the failure of the talks posed a threat to Israel’s economic stability and said he would go as far as advocating remaking the coalition to keep the negotiations moving forward, a jab at his onetime ally, Jewish Home party chief Naftali Bennett.“I’m determined to do everything within my power to ensure that this government stays the course — even if developments in the peace negotiations necessitate a coalition realignment of one kind or another,” he said.Earlier in the day Bennett, an Orthodox-nationalist who joined up with centrist Yesh Atid party leader Lapid during coalition negotiations a year ago, called peace negotiations that did not include Gaza Strip-ruling party Hamas “a joke.”His comment compounded a series of pessimistic reports from both Israelis and Palestinians on the futility of talks. On Friday, Foreign Minister Avigdor Liberman stated that talks were likely to fail. “I don’t believe it is possible in the next year to achieve a comprehensive solution, to achieve some breakthrough, but I think it’s crucial to keep our dialogue, because we live in the same region, we’re neighbors. It’s important at least to think about coexistence,” Liberman said.Defense Minister Moshe Ya’alon was similarly skeptical and said Saturday that he was “learning that we have no partner on the other side.”However, Lapid said the alternative — a bi-national state — would spell an end to democratic Zionism.“Each day that passes without an agreement brings us closer to the specter of a bi-national state, the idea espoused by the unholy alliance of the radical left and the radical right, each for its own messianic reasons,” Lapid said. “In such a state, millions of Palestinians will demand the right to vote in Knesset elections. The option facing us then will be to deny this right and cease to be a democracy or to accede to this demand and to destroy, with our own hands, the Zionist idea.”Lapid later emphasized the economic benefits of a peace deal and warned that failure to reach a deal “would likely be extremely destructive to the economic welfare of each and every Israeli citizen.”“Signing an agreement will attract foreign investment, open up new export markets, including those of Arab states, and will result in a stronger, more stable economy from which all citizens of this country will reap the benefits,” Lapid said. “And peace is ultimately the best strategic option for ensuring the personal security of each and every one of us.”

Prime Minister Benjamin Netanyahu is addressing increasingly fraught US-Israeli relations Sunday, a day after President Barack Obama endorsed uranium enrichment on Iranian soil.He began by stressing the importance of Israel-US ties, and the depth of bilateral cooperation.Acknowledging that the two governments “can have different perspectives,” he said nonetheless that on most matters “we see eye to eye.”He then set out his thinking on Palestinian peace prospects and on the imperative to thwart Iran’s nuclear weapons drive.Watch Netanyahu’s speech here.Netanyahu was originally scheduled to be interviewed by PBS News host Charlie Rose at 5 p.m. the last of four speakers at the Saban Forum’s 10th annual session on US-Israeli ties.On Saturday, Obama indicated that all-or-nothing demands by Israel that Iran be kept from having any domestic nuclear program were unrealistic.“You’ll hear arguments, including potentially from the prime minister, that we can’t accept any enrichment on Iranian soil. Period. Full stop. End of conversation,” said Obama. “In an ideal world,” he said, “Iran would destroy every element and facility, you name it.” But, he went on, “We have to be more realistic.”With that in mind, the president said, “We can envision a end state that gives us an assurance that even if they have some modest enrichment capability, it is so constrained and the inspections are so intrusive that they, as a practical matter, do not have breakout capacity. Theoretically they might still have some [breakout capacity]]. But frankly, theoretically, they will always have some because, as I said, the technology here is available to any good physics student.”
Tensions between Jerusalem and Washington have ramped up in recent weeks following the signing of an accord between Iran and six world powers, including the US, that eases some sanctions in return for curbs on enrichment and more robust international oversight.The US has tried to downplay the difference of opinion as tactical, and maintains that it has Israel’s security at heart in talks with Iran.Asked about the differences between him and Netanyahu over the tactics for thwarting Iran in general, and over the interim deal in particular, Obama acknowledged it was “probably a good bet” that he and the prime minister would analyze the deal differently — a “more than 50-50″ likelihood, he said with a broad smile. He spoke of “occasionally significant tactical disagreements” between the two as they work “to reach the same goal.”

S. Korea declares expanded air defence zone in disputed area

Seoul (AFP) - South Korea Sunday declared an expanded air defence zone that overlaps with one announced by China and covers a submerged rock disputed by the two countries, as tensions rise over competing territorial claims.The defence ministry said its new zone, which will take effect on December 15, would cover Ieodo -- a rock in waters off its south coast which China calls Suyan.The airspace above the Seoul-controlled rock -- long a source of tension between South Korea and China -- is also covered by Chinese and Japanese air defence zones.China heightened tensions last month when it unilaterally declared an Air Defence Identification Zone (ADIZ) in the East China Sea, in which foreign planes are supposed to file flight plans with Beijing.The zone -- which encompasses some areas currently controlled by South Korea or Japan -- has drawn intense protests from the two neighbours and objections from key allies such as the United States."We will coordinate with related countries to fend off accidental military confrontations and to ensure the safety of airplanes," said South Korean defence ministry spokesman Kim Min-Seok."The new air defence zone is in line with international aviation rules and protocols," he said.Kim said Seoul had notified its neighbours and related nations in advance about its new air zone -- the first revision to its air defence area for 62 years.The new zone was expanded by about 66,480 square kilometres (25,670 square miles) -- or about two thirds of the size of the country -- in waters off its south coast, the defense ministry said.There was no immediate comment from China or Japan on the South Korean move.The US State Department spokesperson Jen Psaki confirmed that Seoul had consulted with Washington earlier, saying US officials "appreciate" the South's "efforts to pursue this action in a responsible... fashion" by notifying its neighbours in advance.Tension has been high since the air zone declaration by China, which neighbours see as a push to assert its growing military might and territorial claims.In addition to Ieodo China's ADIZ covers disputed Tokyo-controlled islands, known as the Senkakus in Japan and the Diaoyus in China, that have been at the centre of a simmering territorial row.Both Tokyo and Seoul have rejected Beijing's demand that all aircraft traversing the Chinese zone file flight plans and ID details.The US flew two US B-52 bombers through the area without complying, followed by similar moves by Japan and South Korea whose planes also entered the zone without notifying China.The latest tension over the air zone overshadowed the visit last week by US Vice President Joe Biden to the three nations.Biden warned China against raising tension in the region, saying regional peace and stability were in its interests.Biden, during talks with South Korean President Park Geun-Hye, also expressed "understanding" for Seoul's approach including the revision of its air zone, according to a senior US official.Boo Hyung-wook, a researcher at the Korea Institute of Defense Analyses, said the latest dispute stems from China's desire to strengthen its claim over the Senkakus by extending its air defence zone."Since South Korea was so close to Japan, it was unavoidable (for China) to let some of its air zone overlap with Korea, which has led to all this trouble with Seoul," Boo said."It's really time for the three neighbours to sit together to avoid the worst case scenario," he said, adding however it was "highly unlikely" that the latest row would lead to an actual military clash.

EU data protection bill 'moves backwards'

BRUSSELS - The EU data protection regulation hit a setback on Friday (6 December) after justice ministers backed off on a key component.“The ministers did not want to make hasty decisions,” Lithuanian Justice Minister Juozas Bernatonis told reporters.But the EU commissioner for justice, Viviane Reding, described it as a disappointing day for data privacy.Insiders say delay tactics triggered by a number of states means adoption would likely occur near the end of 2014, after European Parliament elections.An EU diplomat said Germany, with the support of Sweden and Belgium, is partly responsible for the delay.
The issue revolves around a so-called one-stop shop principle, considered a central pillar of the proposal because it harmonizes decision-making across the bloc.Each member state has a data protection authority (DPA) to handle complaints to ensure industry complies with national privacy laws. Some have more powers than others and are more pro-active in taking up cases, however.Germany’s DPA can, for instance, set the amount a company needs to pay if it violates data protection law.But in Ireland, the DPA must first go through the Irish court system.Other DPAs simply issue press releases in a name-and-shame tactic.
An amendment to the draft law tabled by German Green Jan Philipp Albrecht would allow EU citizens to issue complaints on data-mishandling directly to their national data supervisors.A person in Austria, for instance, who wants to file a complaint against Facebook, would not have to reach out to authorities in Ireland, where it has its European seat.The Austrian data authority would instead pass on the complaint, in a co-ordinating role, to its Irish counterpart.Any decision made by the Irish authority would then be binding across the bloc.A "European Data Protection Board" would step in to mediate if the two co-ordinating authorities disagree on the verdict.On the other side, companies would be able to tackle EU-wide data cases through the data chief in the EU country in which they have their HQ, instead of dealing with 28 national regimes.“The code word is always ‘this is too important’ to take hasty decisions,” an EU diplomat told this website.The German argument, said the contact, is that Berlin does not want the EU law to be any weaker than its domestic one.But the EU data proposal is modelled on the German one.“Reding has asked the German minister so many times to send her just two examples where they think the German standard is higher,” said the contact.Opposing member states also say the bill would result in an overcomplicated system.They say certain additional powers should instead be given to the European Data Protection Board.
Reding’s idea does have some backing.The United Kingdom, along with the Czech Republic, Hungary and Denamrk are said to favour it.But the UK has issue with the legal basis and wants to downgrade the "regulation" into a "directive."“There is no question that this will be turned into a directive, I mean there is simply nobody asking for that aside from them,” noted the diplomat.An EU regulation is immediately applicable across the bloc when it is passed. But a directive must be transposed into national law, which can take years and lead to fudging.Reding, for her part, pointed out that ministers in October had agreed that one national data protection authority should be in charge for a company and for a citizen’s complaints, not 28.
“Today, we have moved backwards,” she said.

Today Francis relaunched Christian social doctrine in his meeting with representatives of the Dignitatis Humanae Institute. The Pope talked to participants of the Assembly of the Pontifical Council for the Laity about the Internet and reminded everyone of the World Day of the Sick

Luca Rolandi Rome “We need to increase awareness among lay faithful – no matter what their position, but especially those working in politics – and encourage them to think according to the Gospel and the social Doctrine of the Church and act coherently, discussing and working together with those with whom they sincerely share, if not a common faith, then a common vision of mankind, society and its ethical consequences, in a spirit of intellectual honesty.”The Pope said this in his address to a delegation from the Dignitatis Humanae Institute (DHI), led by Cardinal Raffaele Martino, whom he received in an audience today in the Clementine Hall, in the Apostolic Palace.


The “compass” within Christian social Doctrine
The social Doctrine of the Church contains a “compass”, the Pope said today. “It contains a fruit that is of particular significance on the long journey of the People of God through modern and contemporary history: this is the defence of religious freedom and of life in all its phases, the right to work and to decent work, to the family and to education.”Pope Francis recalled the Institute’s hard work to promote the “original, insuppressible dignity of every man and woman, a dignity which is not subject to any power or ideology. The Pope also spoke out again against a “culture of waste”. “Unfortunately in our day and age which is so rich in achievements and hopes, there is no shortage of powers and forces that create a culture of waste; and this tends to turn into a common mentality. The victims of said culture are the weaker and more fragile sections of society: the unborn, the poor, the sick and elderly and those with serious disabilities. They risk being left out of a system that strives for efficiency no matter what.”
 
The web is useful to the Church but it is not enough
Pope Francis quoted St. Paul to explain what the right approach would be for the Church to take with regards to the Internet, urging faithful to sift through everything and keep what is good. “The internet”, Francis said in a speech to participants at the Plenary Assembly of the Pontifical Council for the Laity held in recent days on the theme: "Proclaiming Christ in the digital age", “is a widespread, complex and constantly evolving reality, and its development raises anew the ever present question in the relationship between faith and culture.”Ever since the early centuries of Christianity, the Church wanted to measure up against the extraordinary legacy of Greek culture. “Faced with philosophies of great profundity and educational methods of great value – although steeped in pagan elements, the Fathers did not shut them out, nor on the other hand, did they compromise with ideas contrary to the Faith,” Pope Francis said. “Instead, they learned to recognize and assimilate these higher concepts and transform them in the light of God’s Word, actually implementing what Saint Paul asks: Test all things and hold fast to that which is good.”The same goes for the Internet: “You must test everything, knowing that you will surely find counterfeits, illusions and dangerous traps to avoid,” Pope Francis said. “But, guided by the Holy Spirit, we will discover valuable opportunities to lead people to the luminous face of the Lord. Among the possibilities offered by digital communication, the most important is the proclamation of the Gospel.” "It is not enough to acquire technological skills, however important. He said the internet must be used to meet “often hurting or lost” real people and offer them “real reasons for hope.”“The announcement [of the Gospel] requires authentic human relationships and leads along the path to a personal encounter with the Lord,” the Pope said. So the Internet is not enough; technology is not enough. This, however, does not mean that the Church's presence online is useless; on the contrary, it is essential to be present, always in an evangelical way, in what, for many, especially young people, has become a sort of living environment; to awaken the irrepressible questions of the heart about the meaning of existence; and to show the way that leads to Him who is the answer, the Divine Mercy made flesh, the Lord Jesus."Addressing the sick and those who care for them, the Pope writes that "the Church recognizes in you, dear sick people, a special presence of the suffering Christ.  Next to, indeed, within our suffering is that of Jesus, who carries the burden with us and reveals its meaning. I entrust the 22nd World Day of the Sick to the intercession of Mary, so that she will help sick people to live their own suffering in communion with Jesus Christ and sustain those who care for them."

Sleet, ice, deep-freeze hit large swath of US

WASHINGTON (AP) — A powerful storm system that spread hazardous snow, sleet and freezing rain widely across the nation's midsection rumbled toward the densely populated Eastern seaboard on Sunday, promising more of the same.Forecasters said the potent system already blamed for numerous power outages and thousands of weekend flight cancellations elsewhere, has Virginia and other Mid-Atlantic states in its icy sights before the Northeast is up next.Icy conditions were expected to last through the rest of the weekend from Texas to Ohio to Tennessee. And officials warned a major ice storm was possible in Virginia's Appalachian region along the busy Interstate 81 corridor .In Virginia, state Emergency Management spokeswoman Laura Southard said the storm had the potential to be a "historic ice event.""This forecast is very concerning to us," Southard said. "I've worked multiple disasters, but I've never worked an ice storm with a forecast like this. It's just really important for everybody to take extra precautions."Forecasters said the storm caused freezing rain and icy conditions in parts of Tennessee as it surged across that state late Saturday and early Sunday. It also has been blamed for plunging temperatures as a cold front sweeps down from the North on the jet stream.Bob Nations Jr., director of the emergency operations command center for the Memphis area, said early Sunday that ice coating roads, bridges and overpasses caused several multi-vehicle crashes. He issued a statement urging drivers to use extreme caution, particularly on bridges and overpasses.Police in Memphis, meanwhile, urged motorists to stay home altogether if they could avoid travel early Sunday.Ice had built up on the windshields and roofs of parked cars throughout Memphis during the day Saturday. Law enforcement reported an increase in traffic crashes, and scattered power outages affected more than 3,000 people, emergency and utility officials said."It looks like we're going to be stuck with this for one, two, maybe three days," said Memphis attorney Sam Chafetz, who tried to get off the roads before the worst of the storm hit.
