Netanyahu: Any peace agreement will be brought to referendum

Prime minister rebuffs talk of coalition realignment in service of peace deal, saying it will be decided by nation

A day after Finance Minister Yair Lapid said he would support a coalition shift to back a peace agreement with the Palestinians, Prime Minister Benjamin Netanyahu assured his fellow Likud-Beytenu lawmakers Monday that any agreement would be subject to a national referendum, and not just Knesset politics.
“Any agreement reached will come to a referendum,” Netanyahu declared in a Likud-Beytenu faction meeting. “I committed to it and this is essentially correct and would happen if any agreement is reached.”
Netanyahu also told the faction he did not anticipate an accord being signed in the near future, in comments that contrasted with recent upbeat assessments by US Secretary of State John Kerry.The referendum bill, proposed by coalition chair MK Yariv Levin, passed its first reading in the Knesset on August 1 with 66 in favor and 45 opposed. The proposed legislation is an extension of a 2010 law and would require all land-for-peace deals to be submitted to a public vote. The law would cover areas in sovereign Israel, including East Jerusalem and the Golan Heights, but would not apply to the West Bank.The referendum bill is currently undergoing revision and will be brought to a second and third reading at a later date.“What will determine whether an agreement will be reached is not the composition of this or any other coalition, but rather the essence of the deal,” Netanyahu said, addressing Lapid’s remarks Sunday that a coalition change may be in order to further a peace deal.On Sunday, Lapid vowed to not let the peace process be derailed by extremists, hinting at opposition to a deal by the nationalist Jewish Home party, which sits in the coalition.
“I’m determined to do everything within my power to ensure that this government stays the course — even if developments in the peace negotiations necessitate a coalition realignment of one kind or another,” he said.
Earlier Sunday Jewish Home party leader Naftali Bennett called peace negotiations that did not include Hamas, which rules the Gaza Strip, “a joke.”The referendum bill was initially met with fierce opposition by a number of prominent Knesset members, including current Foreign Minister Avigdor Liberman, former opposition leader Shelly Yachimovich, Lapid, and Justice Minister Tzipi Livni, who is managing talks with the Palestinians.“When we declare war, we don’t ask the nation (what they think),” Livni said in July. “This is how it should also be regarding any political settlement.” In a critique leveled at the proposed law, Liberman referred to the bill as a way for “decision makers to run away from responsibility.”Bennett has touted a referendum as “the only way to prevent a rift in the nation.”Israel and the Palestinians are five months into a planned nine-month negotiation aimed at coming to a peace agreement. Despite reports from both sides that the talks are reaching a dead end, the US, which is brokering the talks, has remained optimistic.
On Friday, Kerry said the sides were closer to peace than they had been in years.

RAMALLAH, West Bank (AP) — A senior Palestinian official on Monday railed against US attempts to broker a broad outline of an Israeli-Palestinian peace deal, saying Secretary of State John Kerry is breaking a promise to try to negotiate a final agreement in the current round of talks.The Palestinian leadership is concerned that such a framework deal will accommodate very specific Israeli security demands, while offering only vague promises to the Palestinians, said Yasser Abed Rabbo, a top aide to Palestinian Authority President Mahmoud Abbas.“This contradicts completely what we were promised by the American secretary of state at the beginning of this peace process … to avoid any partial or interim agreements,” he told the Voice of Palestine radio station.Both Kerry and President Barack Obama said over the weekend that the US was pursuing a framework agreement, but did not provide details. Obama said it’s possible to reach such an outline over the next few months.State Department spokeswoman Jen Psaki said Monday that the US is not focused on an interim deal, but is focused on a final deal. She also said that there will be a process for getting to a final deal, but did not elaborate.She said Obama and Kerry both referred last weekend to a “framework.”“I think some thought — took that to mean interim,” Psaki said. “It does not mean interim. We still remain focused on a final status agreement.”Security arrangements between Israel and a future Palestine would be central to such a framework. It’s not clear what the other components of a framework deal would be, and if Kerry could obtain Netanyahu’s commitment to the 1967 frontier as a baseline.Obama noted that “we know what the outlines of a potential agreement might look like,” an apparent reference to earlier parameters for a deal presented by then-president Bill Clinton more than a decade ago.The Palestinian officials, meanwhile, said Kerry asked them to accept a change in the timetable of upcoming releases of Palestinian prisoners by Israel.In all, Israel has agreed to release 104 veteran Palestinian prisoners in four stages during the current negotiations, which began in late July and are to conclude in April. US Secretary of State John Kerry will visit Israel Wednesday for the second time in as many weeks. He will meet with Prime Minister Benjamin Netanyahu regarding Iran and the ongoing peace negotiations with the Palestinians, the US State Department announced Monday.Kerry will also meet with Palestinian Authority President Mahmoud Abbas in Ramallah during his trip, before traveling on to Asia. Under last week’s proposal, the US would reportedly provide an additional security “envelope,” which would utilize drones and other high-tech equipment to provide real-time intelligence on any terrorist threats and other unlawful border activity.According to Channel 10 News, the plan’s layout also stated that “Greater Jerusalem,” which would include the city’s adjacent towns and villages, would be divided. The eastern side of the city would serve as the capital of a Palestinian state, while the western part would continue serving as Israel’s capital.It is not clear how Jerusalem’s Old City, at the heart of the conflict, would be administered under the proposed US plan.The Palestinians have largely rejected the proposal, maintaining that any IDF presence in the Jordan Valley would violate their sovereignty.Israeli sources called the security plan “interesting” and “complex” but ultimately “not sufficient,” according to Channel 2. Iran dismisses Peres offer to meet Rouhani

Parliament fails to pass report on women's reproductive rights

BRUSSELS - The European Parliament erupted in internal bickering on Tuesday (10 December) after an alliance of right-wing MEPs managed to sweep a report on sexual and reproductive rights for women from the table.The report by Portuguese Social Democrat MEP Edite Estrela puts such rights on a par with other human rights and speaks of the "problematic reality" of teenage pregnancies, the importance of making contraception widely available, of comprehensive "non-judgemental" sexuality education and of "quality family planning services."It also says that "women have the right to decide freely and responsibly the number, timing and spacing of their children" and underlines the importance of safe abortions.Estrela summed up the report as being about giving everybody the right to make "their own informed and responsible choices on their sexual and reproductive life."However, controversy has long being brewing over the document, even though it is non-binding. It was approved by a strong majority in the gender equality committee in September. But the following month, MEPs narrowly voted to send it back to the committee for a rethink.
The committee made few changes and resubmitted it for plenary vote.But Tuesday saw MEPs narrowly vote in favour (334 to 327) of a counter resolution by an alliance of conservative, eurosceptic and far-right deputies.Their resolution said the entire debate was an issue to be dealt with at the national level. Their successful bid meant that the Estrela report fell. The result was greeted by catcalls and jeering from the right in the house.Estrela said the alliance had opened a "new front against the EU's founding principles of human dignity, freedom, equality and non-discrimination."Hannes Swoboda, leader of the Socialists, said conservatives were "throwing away many years of progress on women's rights" and condemned the "misleading and demagogical campaign" against the report.Corinne Lepage, a French Liberal MEP, tweeted: "I invite all women to look at who vote what on their rights and freedoms and with whom their shared their votes."Austrian Green MEP Ulrike Lunacek said the centre-right had brought "shame" on the parliament and criticized the "ugly scenes" surrounding the vote.She added that "contrary to the claims of those lobbying against it" the report "did not seek to impose a universal view on pregnancy termination, other than that where it is provided, it should be safe."Dutch liberal MEP Sophie in't Veld said Tuesday's events illustrated that the European Parliament was no longer the focus just for big business lobbying - such as tobacco firms - but also for social and rights issues."The conservative religious lobby has found us too," she said.

In an interview with Pauline monthly “Jesus”, Justin Welby talks about his relationship with Francis and the great respect and the understanding that exists between them. Their dialogue will only grow stronger according to the Primate of the Church of England

But walking means getting up and embarking on a journey together, not waiting for all doctrinal questions to be resolved before doing anything.” “There are various things we are working on together but I cannot reveal these yet as they are confidential,” the Archbishop of Canterbury, Justin Welby said in a long and exhaustive interview with Italian Pauline monthly, Jesus.

Luca Attanasio’s interview was an open heart confession covering many aspects of Welby’s relationship with Francis. What emerges is a willingness on the part of the Church of England to move away from past beliefs and towards unity. There are of course doctrinal stumbling blocks that cannot be ignored and the two Churches interpret theological and ethical issues differently. But Welby is adamant he has found in Francis a spiritual leader of great merciful openness who really knows how to listen and engage in dialogue.

So much was covered during the interview: from Welby’s financial background, to his for spiritual education and his surprise nomination as leader of the Church of England. The two Churches do agree on same-sex marriages: “The Church of England opposes such a law and I myself have spoken out against same-sex marriage.” Welby did however second what what Francis recently said about homophobia, stating it is “completely unacceptable and profoundly wrong to look down on, belittle, isolate and cast out those who have different sexual orientations. Homophobia is a huge sin.”

Two points Welby talked about that were especially interesting was first, the fact that his spiritual director is a Roman Catholic and secondly, that he reads the Rule of St. Benedict at night.

Moon May Outshine Geminid Meteor Shower Peak This Week

This chart shows the radiant point for the Geminid meteor shower.This week marks the peak of what is usually considered the most satisfying of all annual meteor displays: the Geminid meteor shower.
As was the case with last month’s Leonid meteor shower, however, prospective skywatchers should be aware that once again, observers will face a major obstacle in their attempt to see this year’s Geminid performance, namely, the moon.Unfortunately, as luck would have it, the moon will turn full on Dec. 17, and as such, will seriously hamper viewing the peak of the Geminids, predicted to occur in the overnight hours of Dec. 13 to 14.  Bright moonlight will flood the sky through much of that night, playing havoc with any serious attempts to observe the usually spectacular meteor shower. [See amazing photos of the 2012 Geminid meteor shower] The Geminids are already around, having been active only in a very weak and scattered form since about Dec. 7.  Geminid activity is expected to be on an upswing in the nights to come, leading up to their peak on Friday night (Dec. 13).Historically, this shower has a reputation for being rich both in slow, bright, meteors as well as rather faint meteors, with relatively few of medium brightness. Many Geminid meteor shower streaks appear yellowish in hue. Every once in a while, a Geminid fireball will blaze forth, bright enough to be quite spectacular and more than capable of attracting attention even in bright moonlight.
"If you have not yet seen a mighty Geminid fireball arcing gracefully across an expanse of sky, then you have not seen a meteor," astronomers David Levy and Stephen Edberg wrote in their book, "Observe Meteors," published by the Astronomical League.
Dark sky opportunities
The best times to look for streaking Geminids this year will be during the predawn hours several mornings before the night of full moon when the constellation Gemini will be standing high in the northwest sky.
In fact, three “windows” of dark skies will be available between moonset and the first light of dawn on the mornings of Dec. 13, 14 and 15.  Generally speaking, there will be about two hours of completely dark skies available on the morning of Dec. 13. This window shrinks to only about an hour on the 14th, and to less than 10 minutes by the morning of the 15th.The Geminids have a tendency to rise slowly toward their maximum.  The day before they peak, the majority of the meteors that are seen are usually rather faint.  But at the peak as well as the day after, the shower is dominated by a preponderance of bright meteors.  And the intensity of the display drops off rather sharply the day after the peak. So during the two-hour period of dark skies on the morning of Friday, the 13th, if you’re at a location free from light pollution and with a wide-open view of the sky, you should expect to see an average of 30 to 60 Geminids per hour, though many will probably be rather faint. The shower peaks on Saturday morning but there is only about one hour of darkness before moonset and the first light of dawn. Nonetheless, during that hour, you might be treated to the best meteor performance of the year with possibly 60 to 120 Geminid sightings, many of them bright and perhaps a few outstandingly bright fireballs thrown in for good measure.By Sunday morning, the peak of the shower will have passed and the activity will be rapidly declining; average rates of 15 to 30 bright meteors per hour are possible, but unfortunately observers will have a very limited amount of time — mere minutes — of darkness between the setting of a practically full moon and the dawn’s early light.
Preparing for a meteor watch
No two observers prepare for a meteor vigil the same way. It helps to have had a late afternoon nap, a shower, and to wear all fresh clothing. Be sure to keep this in mind: at this time of year, meteor watching can be a long, cold business. Expect the ambient air temperature to be far below what your local radio or TV weathercaster predicts.  When you sit quite still, close to the rapidly cooling ground, you can become very chilled. Therefore, make sure you're warm and comfortable. Heavy blankets, sleeping bags, ground cloths, auto cushions, and pillows are essential equipment. [6 Stellar Places for Skywatching in the US]
Warm cocoa, tea or coffee can take the edge off the chill, as well as provide a slight stimulus. It's even better if you can observe with friends. That way, you can keep each other awake, as well as cover more sky.
Give your eyes time to dark-adapt before starting. Probably the best bet is to rest on a lawn lounge, all the way back, so you can look up and see the whole sky.  When you see a streak, mentally run it backwards across the sky.  Do the same with the second and third and note where their paths cross.  Right there will be the bright star Castor in Gemini (with the brilliant planet Jupiter also shining not too far to the south), and that’s the region of the sky where the Geminids will appear to fan out from. 
Corpse of a comet?
A final point to note are that Geminids stand apart from the other meteor showers in that they seem to have been spawned not by a comet, but by 3200 Phaeton, an Earth-crossing asteroid. Then again, the Geminids may be comet debris after all, for some astronomers consider Phaeton to really be the dead nucleus of a burned-out comet that somehow got trapped into an unusually tight orbit. Snow blankets U.S. East; Washington offices, many schools closed

(Reuters) - Fresh winter snow moved into the U.S. mid-Atlantic region on Tuesday, shutting schools and offices in the nation's capital and elsewhere as the mid-section of the country remained in the grip of Arctic air that showed no signs of easing.From 2 to 8 inches of snow was forecast to fall from northern Virginia, across Maryland, Pennsylvania, Delaware and into southern New England, Brian Korty, meteorologist with the National Weather Service (NWS) said in a forecast."What we really have is a fast but generally weak storm system moving across the mid-Atlantic region," said Korty. "We're basically in a cold winter pattern."
The new snowfall followed a swath of snow and sleet that swept through the nation over the weekend and Monday, dumping up to 10 inches or more on many areas. Treacherous traffic and power outages forced many government offices and schools to close.Federal government offices in the Washington, D.C., area were shut on Tuesday, according to the Office of Personnel Management said.School districts in Washington and in suburban counties in Maryland also canceled classes, citing emergency weather conditions. Schools were also closed in Baltimore and Philadelphia.Delaware Governor Jack Markell announced that state offices were also closed Tuesday due to dangerous road conditions, and encouraged residents to stay off the roads.About 1,000 flights were canceled nationwide on Tuesday, according to tracking website Flightaware.com.
BITTER COLD THROUGH WEDNESDAY
Bitter Arctic air in the upper Great Plains and Rocky Mountains was expected to persist through Wednesday, with the coldest weather extending from the Nevada-Utah region into Minnesota, the weather service said.Temperatures were 8 degrees below zero (minus 17.8 Celsius) early Tuesday morning in Pershing County, Nevada, where rescue workers scoured a mountain area for a couple and four children, missing since Sunday.The six were last seen near an abandoned mining camp in remote northwestern Nevada, where they had gone to play in the snow.
