Support mounts for Jewish prayer at key holy site

JERUSALEM (AP) — For decades, the religious Jews who bucked a rabbinic ban and visited a Muslim holy site in Jerusalem where the ancient Jewish temple once stood were seen by many as a fanatic fringe.
But their cause is gaining support among both mainstream religious Jews and Israel's government. Jewish visits to the politically-sensitive compound are on the rise, and key Israeli lawmakers are lobbying to end a ban on Jewish prayer there.The matter reached the highest of official levels this month when Israel asked Jordan, which administers Muslim religious affairs at the site, to consider allowing limited Jewish worship there, according to a Jordanian official.The visits have unnerved Muslim authorities, who fear that Israel is quietly trying to upset a fragile status quo and encroach upon the site. Similar tensions in the past have boiled over into deadly violence."If this happens, there will be lot of bloodshed," said Azzam Khatib, director general of the Waqf, Jordan's Islamic authority that manages the Jerusalem holy site, about the possibility of organized Jewish prayers there.The site, known to Muslims as the Noble Sanctuary and to Jews as the Temple Mount, is ground zero in the territorial and religious conflict between Israel and its Arab neighbors.
Revered as Islam's third holiest spot, the site's iconic gold-topped Dome of the Rock enshrines the rock where Muslims believe the Prophet Mohammad ascended to heaven.Jews believe the rock may be where the holiest part of the two ancient temples stood about 2,000 years ago -- and where religious Jews pray a third temple will one day be built.The site is so holy that Jews have traditionally refrained from praying on the hilltop, congregating instead at the adjacent Western Wall. In recent weeks, Israel's chief rabbis, as well as the rabbi of the Western Wall, have issued directives urging people not to ascend the Temple Mount, arguing that the temple's former location on the mount is unclear and that Jews at the site could inadvertently enter the holiest area of the once-standing temple, where it was forbidden to tread.Attitudes among Orthodox Jews have been evolving, however, as archaeologists have weighed in about the precise location of the ancient temples -- and of places where Jews would be allowed to tread.According to figures the Israeli newspaper Makor Rishon said it obtained from the police, Jewish visits to the holy site have jumped from about 5,700 in 2009 to some 8,300 in 2011. Last year, the number dropped slightly to about 7,800 and this year rose to nearly 8,000.The Temple Institute, an organization that has led efforts to allow Jewish prayer at the site, attributes the drop in 2012 and this year to police closures during religious holidays when many Jews usually visit. There was no immediate comment from the police to confirm the statistics.In one of the strangest security measures in the Holy Land, visitors identified as Jews receive police escorts and are banned from praying.Rabbi Chaim Richman of the Temple Institute, a group that has for years been advocating for Jewish prayer at the holy site, said police often harass and remove Jews who ascend the mount and recite prayers. He called for Jewish religious freedom at the site."I'm asking for the right to move my lips," Richman said.Israeli officials declined comment on the matter, but an aide to Israel's deputy minister of religious affairs said the religious affairs ministry has drafted a proposal that would allow for limited Jewish prayer at the site."We see great importance to allow equality in freedom of religion" at the site, said the Idit Druyan, the aide to Deputy Minister Eli Ben-Dahan. "There is no reason why one religion is allowed and another religion is not."Muslims at the site have protested in recent weeks over what they call Jewish encroachment, and Muslim clerics warn against allowing separate hours for Jewish and Muslim prayer at the site, an arrangement that exists at a Hebron holy site and that Druyan said the religious affairs ministry has considered.A Jordanian official said Israel asked Jordan this year to consider allowing limited amount of Jews to pray in a small area at the site, according to a Jordanian official. The Israeli request was rebuffed, said the official, who spoke on condition of anonymity because he was discussing a classified diplomatic matter.The Jordanian official said Jordanian King Abdullah II has asked Israeli Prime Minister Benjamin Netanyahu several times, most recently two weeks ago, to prevent Jewish worship at the compound, warning that such a move would provoke Muslims and rekindle anti-Israel sentiment around the Muslim world.Israeli officials declined to comment on those talks, citing the extreme sensitivity of the matter.Israel captured the site, located in the walled Old City, and the rest of east Jerusalem from Jordan in the 1967 Mideast war. An Israeli flag was enthusiastically raised on the peak of the Dome of the Rock and a military commander announced what later became an iconic catchphrase: "The Temple Mount is in our hands."But the flag was quickly taken down, and Israel conceded administrative control of the compound to the Waqf, the Islamic religious body in Jerusalem, to keep the peace. The Western Wall, a remnant of the retaining wall of the ancient second Jewish temple just below the compound, was cemented as Israel's central Jewish pilgrimage site.When hawkish former Prime Minister Ariel Sharon ascended the mount in 2000 in a demonstration of Israeli sovereignty over the site, it helped trigger the second Intifada, or Palestinian uprising. More than 3,000 Palestinians and 1,000 Israelis were killed in several years of fighting.The Palestinians claim east Jerusalem, and the Old City, as the capital of their future state. The status of the site remains perhaps the most sensitive and explosive issue in U.S.-brokered peace talks.Despite the tensions, the Jewish visits continue. Early one morning last week, during limited hours open for tourist visits, eight Orthodox Jews ascended the compound in groups of one and two.One Israeli, an immigrant from St. Louis, Missouri, walked barefoot despite the morning winter chill, as Jewish pilgrims did millennia ago.An Israeli police officer and a Waqf representative shadowed the Jewish visitors to ensure they did not break the ban on Jewish prayer. When their minders were distracted, the visitors murmured psalms.The Jewish visitors said they often resort to tricks to circumvent the police-enforced ban on prayer. Some pretend to talk on the phone but recite prayers instead. Others secretly prostate themselves in prayer while bending down to observe shrubbery, pick up dropped keys or take a photo low to the ground.Pinchas Rosenfelder, a 44-year-old Toronto native who moved to Israel, said his monthly visits to the site were to uphold Israeli sovereignty of the site."If you're not in a place, you lose it," Rosenfelder said. "The lack of a Jewish presence here is not a good thing."Rabbi David Rosen, an Israeli interfaith activist, said Jews should be allowed to pray at the site in the framework of an Israeli-Palestinian peace deal, but allowing Jewish prayer before peace was reached could torpedo current negotiations."The fact something is a right doesn't mean you have to exercise it," Rosen said about Jewish prayer at the site. How Hamas used the weather to defame Israel

Islamic government blasts Jewish state for flooding Gaza, with one official decrying ‘contradictory’ policy of helping and harming

Even the weather is fair game in Hamas’s war of words against Israel. A fabricated claim that Israel intentionally flooded the Gaza Strip during the worst storm to hit the region in decades has made headlines in Middle Eastern and international media over the past week.The Gaza Strip was one of the areas most affected by the storm Alexa. Torrential rain caused widespread flooding, forcing some 40,000 residents to evacuate their homes as rescuers used rowboats to assist stranded civilians. UNRWA, a UN agency tasked with assisting Palestinian refugees, described parts of northern Gaza Strip as a disaster zone.Rainfall of 260 millimeters (10.23 inches) was documented in the Gaza area between December 11 and 13, comprising a staggering 60 percent of the annual average for the region. According to Israel’s Water Authority, the flow in Shikma River — emanating in the Hebron hills and pouring into the Mediterranean Sea north of the Gaza Strip — broke a 50-year record.But force majeure would not suffice for Gaza’s Hamas authorities as an explanation for the population’s suffering. Hamas’s Disaster Response Committee chairman Yasser Shanti told journalists on Friday that Israel opened dams just east of the Gaza Strip, causing a flood in the area of Moghraqa near the town of Deir El-Balah.A variation on that claim was made by Civil Defense spokesman Muhammad Al-Maidana, who told the Palestinian daily Al-Quds that Israel had opened sewage canals east of the Gaza Strip, “exacerbating the crisis and raising the water level, causing homes to be submerged.”
Al-Majd, a Palestinian security-oriented website, went so far as to claim that Israel opened the dams in order to expose Hamas tunnels leading into Israel and impose an unbearable financial burden on Gaza’s government. ”For Gaza to drown is an old Zionist dream,” the site wrote in a report.Israel denied Hamas’s claims out of hand.“The allegation of [Israel] opening dams and flooding the Gaza Strip is baseless and false,” Uri Schor, a spokesman for Israel’s Water Authority told The Times of Israel in an email correspondence Wednesday. No dams even exist in the area, he added, noting that water reservoirs have overflowed across the country, causing flooding.“The opposite is true: due to the damage caused by the storm — which affected all neighboring countries and not only the Palestinian Authority — Israel responded to a special appeal conveyed through the UN, transferring four high-power pumps to the Gaza Strip intended to help residents remove water from flooded areas.”But Hamas’s false reports had already run their course. Articles claiming Israel intentionally flooded Gaza went viral on news channels, blogs, and social media.
Moussa Abu Marzouk, deputy head of Hamas’s political bureau, acknowledged Israel’s assistance to Gaza, claiming that Israel was acting in a contradictory manner with regards to the crisis.“The Zionists, of course, have taken advantage of the situation, sending some pumps and supplies which they had deprived the besieged Gaza Strip of,” the Hamas official wrote on his Facebook page Sunday.“Later, the occupation forces opened the Wadi Salqa dams to sink dozens of Palestinian homes in the central region of the Gaza Strip, thereby sending two contradictory messages!”A spokesman for the Israeli Coordinator of Government Activities in the Territories told The Times of Israel in an email reply that rumors of Israel flooding Gaza “repeat themselves every year when Gaza is drenched in rain.”Schor, the spokesman for Israel’s Water Authority, said it was regrettable that Israel’s “immediate and professional” assistance to the Gaza Strip was not adequately reported by Palestinian media.“One can assume that the considerations motivating the Palestinian side [on this matter] were political rather than professional,” he wrote.

16 And thou shalt come up against my people of Israel, as a cloud to cover the land; it shall be in the latter days, and I will bring thee against my land, that the heathen may know me, when I shall be sanctified in thee, O Gog, before their eyes.
17 Thus saith the Lord GOD; Art thou he of whom I have spoken in old time by my servants the prophets of Israel, which prophesied in those days many years that I would bring thee against them?

Saudi ready to act alone on Iran, Syria: ambassador

Washington (AFP) - The West's policies on Iran and Syria are a "dangerous gamble" and Saudi Arabia is prepared to act on its own to safeguard security in the region, a top Saudi diplomat said."We believe that many of the West’s policies on both Iran and Syria risk the stability and security of the Middle East," the Saudi ambassador to Britain, Prince Mohammed bin Nawaf bin Abdulaziz, wrote in a commentary in the New York Times."This is a dangerous gamble, about which we cannot remain silent, and will not stand idly by," he wrote.The bluntly-worded warning was the latest in a series of public statements by senior Saudi figures expressing displeasure with US and Western diplomatic initiatives towards Syria and Iran.
Until recently, Saudi leaders rarely voiced public criticism of their Western allies in a decades-long partnership.But Washington's decision to pull back from military action in Syria and its backing for an interim nuclear deal with Iran has dismayed the oil-rich Saudi kingdom, which views Tehran as a dangerous regional rival.Citing Iran's backing for Syrian President Bashar al-Assad's regime, he said "rather than challenging the Syrian and Iranian governments, some of our Western partners have refused to take much-needed action against them."The West has allowed one regime to survive and the other to continue its program for uranium enrichment, with all the consequent dangers of weaponization," he wrote.Diplomatic talks with Iran may "dilute" the West's will to confront both Damascus and Tehran, he said."What price is 'peace' though, when it is made with such regimes?"As a result, Saudi Arabia "has no choice but to become more assertive in international affairs: more determined than ever to stand up for the genuine stability our region so desperately needs."The Gulf monarchy had "global responsibilities," both political and economic, and he said: "We will act to fulfill these responsibilities, with or without the support of our Western partners."In a thinly veiled jab at US President Barack Obama, the Saudi ambassador said that "for all their talk of 'red lines,' when it counted, our partners have seemed all too ready to concede our safety and risk our region’s stability."
Obama had used the term "red lines" to warn Syria's regime against using chemical weapons. After the regime was accused of firing chemical weapons, Obama threatened punitive military strikes. But in the end he pursued a diplomatic agreement in which Damascus promised to give up its lethal arsenal of chemical agents.
The Saudi ambassador slammed the West for its reluctance to offer decisive help to Syrian rebels, vowing to continue support for the Free Syrian Army and the "Syrian opposition."Acknowledging the threat of Al-Qaeda-linked groups in Syria, he argued the best way to counter the rise of extremists among the rebels was to support the "champions of moderation."

BRUSSELS - EU lawmakers have made a breakthrough in banking union talks after agreeing on rules to protect people's savings, ending a two-year impasse between MEPs and ministers.Under the deal brokered on Tuesday night (17 November), the first €100,000 of savings per depositor and per bank will be guaranteed if the bank gets into financial difficulty.Banks will also be required, for the first time, to put in place financing schemes to ensure that money is available to reimburse savers.EU officials have long regarded a deal on banking savings as one of the three main pillars of a eurozone banking union, together with a single regime for bank supervision and resolution in times of crisis.The European Commission tabled the legislation in autumn 2010. But progress on the draft directive was stalled by a two-year log-jam between MEPs and ministers over the funding requirements and the timetable for paying out to savers.
The move leaves the resolution mechanism as the last outstanding as lawmakers bid to ensure that the costs of future banking crises will be borne by the banks themselves rather than the taxpayer. Finance ministers will reconvene this morning in Brussels in a last attempt to reach a compromise before the Christmas break.
Last week, officials agreed on rules governing the hierarchy of who would bear losses if a bank became insolvent, putting shareholders and bondholders first in line and savers and the taxpayer last in the queue.
However, it was called into question in March this year when eurozone finance ministers attempted to impose a levy on all savings held in Cypriot banks worth more than €20,000 as part of the country's €17 billion bailout.The plan was swiftly rejected by the Cypriot parliament, but not before a run on the island's banks as panicked savers sought to withdraw their money.Banks will have ten years to create a fund worth at least 0.8 percent of their deposits, with institutions engaged in more risky activities required to pay in more. The agreement also reduces the time depositors will need to wait to receive their deposits from the current 20 days to 15 days in 2019 and, ultimately, to 7 days by 2024.  This provision was trumpeted as a victory for MEPs, with governments eventually backing down from insisting on the current time limit.However, the deal does not include plans for a common deposit guarantee fund for the eurozone, following resistance from a number of governments, including Germany.In a statement, Internal market commissioner Michel Barnier said that the deal marked "another important step towards completing the single rulebook on crisis management for credit institutions in the EU."For his part, Peter Simon, the German centre-left deputy leading the European Parliament's negotiating team, remarked that the agreement was "good day for the taxpayer and for depositors.""We have further severed the link between taxpayers and banks, and depositors will be able to receive their money more quickly," he added.

Ukraine opts for Russian bailout instead of EU treaty

BRUSSELS - Ukrainian leader Viktor Yanukovych has opted for a no-strings-attached Russian bailout instead of the EU alternative.He made the agreement at a meeting with Russian President Vladimir Putin in Moscow on Tuesday (17 December).Under the accord, Putin promised to use money from Russia's National Welfare Fund to buy $15 billion of distressed Ukrainian bonds. He also promised to cut gas prices from $400 or so per thousand cubic metres to $269 until 2019, saving Ukraine up to $2 billion a year.
He described Ukraine as a "strategic partner and ally.""I want to bring to your attention the fact that it is not connected with any conditions, not connected with the increase, decrease or freezing of any social standards, pensions, subsidies or salaries," he said."I also want to calm everyone down: Today we did not discuss the question of Ukraine’s accession to the Customs Union," he added.Yanukovych said: "Ukraine's trade with Russia makes it impossible for us to act in any other way … There is no alternative to this."The alternative was to sign an EU association and free trade pact, triggering International Monetary Fund (IMF) support and top-up EU assistance.But the EU-IMF package came with tough conditions: to increase domestic gas prices; modernise Ukrainian industry; relax his grip on judges; and free political opponents.Yanukovych's Party of the Regions said in a statement the same day the EU pact is not dead: "Ukraine remains faithful to its strategic Euro-integration course."Some EU politicians said the same.Lithuania's foreign minister, Linas Linkevicius, told press in Brussels after visiting Kiev: "I was told clearly that not one single agreement of the 14 [accords signed in Moscow] would go against any commitments toward EU association, [there is] nothing on Customs Union, no withdrawal from the European Energy Community."But speaking privately, EU diplomats say the Putin deal has killed hope Yanukovych might sign."For sure, it means no signature in the foreseeable future," one EU source told this website."We saw it coming. The question now is what Yanukovych will do with all those people who are still on the streets of Kiev," the source added.
The immediate reaction in the pro-EU protest camp was calm.Opposition leader Vitali Klitschko told people on the barricades in Kiev's maidan square that Yanukovych "has given up Ukraine's national interests, given up independence." The protesters chanted "shame" and vowed to stay in place.Ukrainian pop star Ruslana also gave a free concert later in the evening.Meanwhile, few in Brussels believe the Russian deal is as good as it sounds.The EU source told this website that Russia has in the past pledged cheap loans to Belarus and Ukraine, without paying a cent.The source added that even if Yanukovych did not promise to join the Customs Union, he likely promised to sell Ukrainian state assets to Russian oligarchs at knock-down prices. "We have a saying in eastern Europe: You only get free cheese in a mousetrap," the source said.For their part, EU leaders plan to make a short statement on Ukraine at a summit in Brussels on Friday.Giving a foretaste of what they might say, Germany's new foreign minister, Frank-Walter Steinmeier, told the Bundestag on Tuesday: "It is utterly scandalous how Russia used Ukraine's economic plight for its own ends, also in order to prevent the signing of the association agreement with the EU."According to the Reuters news agency, he cut a paragraph from the original draft of the speech."We [the EU] presented a financial and economic aid package that lay far behind what was necessary to keep Ukraine competitive and permanently tie it economically to Europe," the redacted text said.

Professor Manfred Lütz, a German psychologist and theologian and a friend and colleague of Ratzinger’s has made a new anew and important contribution to the debate over the degree of continuity between the Francis and Benedict XVI pontificates. In a recent interview with the Catholic News Agency, Lütz said he still kept in touch with Ratzinger and even met with him recently.Ratzinger still considers himself in “the service of St. Peter, that he lives the service of St. Peter in another way.” Lütz revealed. “He's praying, and this is an important aspect, he said, of the service of St. Peter.”  Benedict XVI was “old physically” but  “mentally he was very good. He had a better memory than me!” Lütz said.The professor added that the Pope Emeritus and Francis have a common vision on various aspects. For example they both believe the Church must not become worldly and must not be tempted by worldly power. “Benedict said to us that he also has the impression that theologically he is very in the same line with Pope Francis,” Lütz said.If we look beyond certain self-referential continuity vs. discontinuity debates – which focus on crosier models, shoe colour and other such details, forgetting that every new Pope’s arrival has been marked by both elements of continuity and discontinuity (if absolute continuity were the rule, the Pope should have gone to Galilee to be a fisherman) – we discover that the Pope and his predecessor have various points and visions in common.

Ratzinger’s clear (and yet very quickly forgotten and shelved) criticism of ecclesiastical careerism, remains embedded in our memories. Another memorable message was the one the Pope Emeritus pronounced in Portugal back in 2010, about the need to return to the proclamation of the faith because stressing the importance of values in the modern world is not enough. The two also share the idea that the Church cannot be seen as a business based on human plans and strategies.It is not surprising therefore that Ratzinger should feel theologically in tune with Francis, despite the obvious differences in character and background between the mild-mannered Bavarian professor and the bishop/”priest from the streets” who came “from the other side o the world.”

It’s a change in tone, not doctrine. Francis has not softened the Church’s opposition to gay marriage. His church still believes gay sex is a sin. But by adopting a less scolding tone, he has used his bully pulpit to heal divisions rather than highlight them.On some issues, the church is unlikely to budge. Don’t hold your breath the church will suddenly sanction birth control or abortion. Or that priests won’t have to be celibate or that women will be allowed to become priests.But Francis has cracked open the door for dialogue.
THE HUMBLE MESSENGER
As the earthly successor to St. Peter, the pope is not just the spiritual leader of the world’s largest faith. He is also, according to Catholic tradition, the keeper of the keys to the Kingdom of Heaven. That’s why the pope’s heraldic shield features pair of crossed keys beneath a papal crown.Earlier this month, during a visit to a working-class parish in Rome, he disclosed that he used to be a bouncer. One more of many surprises that sets Pope Francis apart from his predecessors.His immediate predecessor, Benedict XVI, was an aloof German theologian who appeared, at times, to struggle to connect with the wider world. Benedict’s papacy continued a decades-long restoration of orthodoxy, dialing back progressive reforms of the 1960’s, and his personal style reflected that. He favored the ancient pomp and flair -- bespoke slippers, custom-made perfume, and hats that would not be out of place in a Renaissance painting.Pope Francis has a far more humble approach. His cassocks are plain white. He elected not to live in the ornate papal apartments, preferring instead the simple quarters of the Vatican guest house.Humility is a big part of his ministry. On Holy Thursday, he washed the feet of 12 female prison inmates. On his first pilgrimage to Assisi, birthplace of his patron saint, he said the Church must strip itself of “vanity, arrogance, and pride.”He is more approachable than any pope in recent memory, posing with tourists for pictures, embracing pilgrims on the rope line at general audiences, allowing a child to sit on his lap at a public mass.There’s a pointed message here. For centuries, people have called the church hypocritical because it champions the poor from a perch of such opulence. Pope Francis said he believes the church should practice what it preaches.“It hurts me when I see a priest or nun with the latest-model car,” he recently said.The official papal car is now a used Ford Focus. Sticker price: $16,000.He owns a second car too, a 1984 Renault given to him by an Italian parish priest who dropped it off at the Vatican last summer. Appropriately the Renault is papal white.
A POINTED MESSAGE
He has captured the imaginations of believers and non-believers alike, giving the Church’s message of social justice far greater resonance.Pope Francis has taken public views on income equality and “the idolatry of money” that could win votes at an Occupy Wall Street rally. He is easily the world’s foremost champion of the poor.Last month he attacked trickle-down economics and “the widening gap between those who have more and those who must be content with the crumbs.” Conservative commentators in the U.S. greeted that message with a sharp intake of breath. Sarah Palin said he sounded “kind of liberal” and Rush Limbaugh called him a pure Marxist, insisting Francis is “dramatically, embarrassingly, puzzlingly wrong.”Without addressing those critics by name, Francis responded he’s no Marxist. He defended his criticism of trickle-down economics is perfectly valid: ”There was the promise that once the glass had become full it would overflow and the poor would benefit. But what happens is that when it's full to the brim, the glass magically grows, and thus nothing ever comes out for the poor.”That economic message is in keeping with the doctrines of John Paul II and Benedict XVI. But the messenger is decidedly different.Recent polls suggest the world is listening. A recent ABC News/Washington Post survey found more than 90% of Catholics approve of his performance. So do 69% of Americans, regardless of faith.

More snow, frigid temps take aim at Northeast

Commuters found a sluggish commute home Tuesday evening and police reported cars sliding off snow-covered roads. Airports reported delays of an hour to more than 2 1/2 hours because of snow and ice, according to the website FlightAware.Before the storm's arrival, the region woke up to frigid cold. Temperatures were below zero in many places — including minus-27 in Berlin, N.H., and Saranac Lake, N.Y., — and 10 to 15 degrees below normal for this time of year. Temperatures will start to rise as the weekend approaches and could hit 60 in Boston by Sunday, Hawley said.In Lewiston and Auburn, Maine, the extreme cold temporarily shut down the bus system after sub-zero temperatures froze air lines that run hydraulic and steering systems.It was so cold in Maine that power cables snapped in at least two locations, leaving about 950 homes and businesses without electricity and heat for a couple of hours in subzero temperatures.Some school districts in Connecticut, including Waterbury, Danbury and Torrington, were closed Tuesday, while some districts in Massachusetts, including Worcester, North Andover and Framingham, said they would dismiss students early. There were parking bans in some communities.
All nonessential state workers in Massachusetts were sent home early and State Secretary William Galvin asked private employers in the greater Boston area, which could get 4 to 8 inches of snow, to consider releasing employees early.The weather forced officials to lower the speed limit to 45 mph on the New Jersey Turnpike, and on a section of the Garden State Parkway.
