In this latest move, which the Vatican announced on December 16, Pope Francis confirmed Cardinal Marc Ouellet (Canada) as prefect of the Congregation. He has held that post since 2010, and it had been widely expected that the Argentinean Pope would confirm him.More significantly, however, the Pope - who last June stated clearly that he wants bishops to be poor, close to their people and not with ‘the psychology of princes’ -, has appointed 12 new members to that congregation, including Archbishop Pietro Parolin, his new Secretary of State, Cardinals Donald Wuerl (USA), Joao Braz de Aviz (Brazil and Roman Curia), Kurt Koch (Switzerland and Roman Curia), and Archbishop Vincent Nichols (UK).At the same time, he confirmed 18 out of the 33 former members of this body, among them Cardinals George Pell (Australia), Leonardo Sandri (Argentina and the Roman Curia), William Levada (USA) and Tarcisio Bertone (Italy) – though the latter will leave that body when he celebrates his 80th birthday in December 2014.Apart from the new appointments, surely the most striking aspect of the Pope’s decision was the non-confirmation of several very highly influential members of the congregation, among them the American cardinals Raymond Burke and Justin Rigali, the Italian cardinals Mauro Piacenza and Angelo Bagnasco, and the Spanish cardinal Antonio Rouco Varela.From the perspective of the Catholic Church in the USA, the non-confirmation of Cardinals Rigali and Burke is particularly significant. intellectually dishonest attack on academic freedom by the American

the group asserted that Palestinian students and scholars enjoy “no
effective or substantive academic freedom” under Israeli rule and that

conditions of Palestinian scholars and students.”The resolution, which applies to the ASA as an
organization, is not binding on members and targets institutions, not

dispute that many other countries, including some of those in Israel’s
region, are considered to have a comparable — if not worse —
human-rights record than Israel.“One has to start somewhere,” he said

particular responsibility to answer the call for boycott because it is

Jerusalem partially returned to
life Tuesday morning, after a heavy winter snow storm left the capital
isolated and largely shut down over the weekend. Schools, city hall and
public transportation were all set to return to operation in one form or
another.Most
schools and city-run kindergartens were set to open at 10 a.m., the
municipality said Monday, although many that were still physically
inaccessible due to fallen trees, ice, and other debris and would remain
closed. A list of specific schools (Hebrew) was released late Monday night. School has been canceled in Jerusalem since last Thursday.The Israel Electric Corporation said Tuesday
that it had returned power to all communities affected by power outages,
except for a few isolated households in Jerusalem. Overnight Monday,
the IAF airlifted generators into the West Bank settlements of Shilo and
Itamar, which were still inaccessible by road. At the height of the
storm Friday, 60,000 households were left without power.Kikar Safra, Jerusalem’s city hall, was also
set to resume operations at 10 a.m., and public bus service inside
Jerusalem and to and from the capital was to partially resume Tuesday
morning as of 8 a.m. The Hebrew University remained closed on Tuesday,

Iran from acquiring nuclear weapons, and that France was prepared to
play a useful role in Israeli-Palestinian talks.

to reporters at a meet and greet at Elysee Palace, Hollande said the US
Senate would “squash” the Iranians with sanctions if the Islamic
Republic continues to evade negotiations with the West, according to
Israel Radio. An Iranian delegation left expert-level talks abruptly
last week, after news broke that the US was targeting additional
businesses and individuals who had violated existing sanctions.The US Congress has been mulling the expansion
of sanctions against Iran despite an interim deal reached last month.
That deal, which has yet to be fully implemented, provided for an easing
of crippling sanctions in exchange for Iran freezing its nuclear
program in place and stopping uranium enrichment beyond 3.5%.Hollande also expressed his commitment to the
Israeli-Palestinian peace process, saying that France was ready to play a
useful role in the current round of negotiations which began in July.The US-brokered talks are scheduled to last
nine months, with the goal of reaching an agreement within that time

Euro policy needs to be 'controversial,' EU commissioner says

response to the eurozone crisis risks leading to a situation where
membership of the single currency and democracy are no longer compatible
in southern member states, the EU's employment commissioner has said.In an opinion piece published on Vox website, Laszlo Andor says there are six damaging assumptions underpinning euro policy.These include viewing wage-cutting as the only way to restore
competitiveness; prioritising current account surpluses over employment
and growth polices; and being more concerned about moral hazard (the
fear that the pace of reforms will slack off once cash transfers start
flowing) than enduring recession in periphery countries."The Eurozone must be reformed to avoid the risk at that the EU
itself could be destroyed by political conflict among the winners and
losers," writes Andor.He argues that the way the single currency currently functions is
"momentarily advantageous" for capital-owners in countries such as
Germany, but "damaging" for workers and entrepreneurs, debtors and
"most" people who need to use public services.Referring to a "taboo" on fiscal transfers between euro countries,
Andor says that while richer countries may find it difficult to justify
to their domestic voters why they are bankrolling poorer governments,
less well-off countries have to explain to their electorates why "they

“We
will be ready to provide Russian navy ships to escort those vessels
with toxic agents in order to provide the safety of this operation,”
Reuters quoted Russian Foreign Minister Sergey Lavrov as saying.
The chemical weapons are to be transported out
of the Latakia port by Denmark and Norway aboard two cargo vessels,
along with frigates from their navies. They will then be destroyed at
sea on a special American ship.While Moscow prepared to cooperate with other world powers on ridding Syria of its chemical arms, a senior official lashed
out Monday at the US and its allies on the UN Security Council, calling
into question the attack that prompted the deal to destroy those very
weapons.Russia’s ambassador to the UN told the council
that the dramatic August 21 attack that led to Syria agreeing to give
up its chemical stockpile was “staged” and a “large-scale provocation.”Vitaly Churkin compared it to the
“manipulation of public opinion” that led up to the US invasion of Iraq.
He read reporters the statement he delivered to council members.
The current council president, French Ambassador Gerard Araud, told reporters only that members had an “acrimonious exchange.”The spirited session came as the council
received its first briefing from Secretary-General Ban Ki-moon on the
final report of a UN inspection team that last week said chemical
weapons probably were used in Syria several times.The team did not have the mandate to say whether the Syrian government or opposition fighters were responsible for the attacks.Russia is Syria’s most powerful ally, and it
has used its veto power in the council in the past to block actions
against the regime of President Bashar Assad.The British ambassador to the UN, Mark Lyall
Grant, tweeted after Monday’s session, “Russia uses Giant Squid Defence –
squirt lots of ink in attempt to muddy waters on regime culpability.
Doesn’t work.”
Churkin did not explicitly mention the United
States in his accusation over the Aug. 21 chemical attack in Ghouta, in
which the US government said more than 1,400 people were killed.But Syrian Ambassador Bashar Ja’afari said of
the US and its efforts to prepare all sides for peace talks next month
in Geneva, “You cannot be an arsonist and a fireman at the same time.”Ban on Monday again demanded that those responsible for the chemical weapons attacks be held accountable.He told the council that it has a “primary
role in bringing perpetrators to justice” because it repeatedly has said
the use of weapons of mass destruction is a serious threat to
international security.But how that would happen is not clear. Araud said the issue was not discussed at Monday morning’s session.The UN inspection team concluded that chemical
weapons were probably used in four locations in Syria, in addition to
the confirmed use of the deadly nerve agent sarin in Ghouta, near
Damascus, in August.Chief inspector Ake Sellstrom last week said
“more intrusive methods” than those authorized for his investigation are
needed to pinpoint the perpetrators.“I could speculate … but I don’t have information that will stand up in court,” he said.A commission created by the UN Human Rights
Council has already determined that both sides have committed heinous
war crimes during the Syrian conflict. The Geneva-based commission is
producing a confidential list of suspected criminals.

Russia's Sergei Lavrov failed to find common ground on Ukraine at a
meeting in Brussels on Monday (16 December).Two of the EU delegates remarked that Lavrov was in good spirits."There was lots of humour, as always with Sergei Lavrov," the Netherlands' Frans Timmermans said."It was horribly polite. Sergei Lavrov said several times 'I'm in a
good mood,' and I have seen him in a bad mood before at Nato meetings,"
Luxembourg's Jean Asselborn noted.The EU side spent the lunchtime encounter telling him it would be
good for both Russia and Ukraine if Ukraine signs a free trade treaty
with the Union.But Lavrov said Russia would be "flooded" with European products via Ukraine if the deal goes ahead.He told press afterward: "It was our common agreement that everyone
should respect the sovereignty of each nation, including Ukraine, and …
allow people to make a free choice on how they want to develop."
He also said some EU ministers backed his idea of holding trilateral trade talks with the EU, Russia and Ukraine.His statement on "sovereignty" comes after Russia threatened to bankrupt Ukraine with trade bans and gas debts if it signs the EU accord, however.Meanwhile, Timmermans, for one, told media there is no chance of trilateral talks."I don't see why the EU, when it is negotiating with a third country, should invite a fourth country into those negotiations. EU-Turkey relations heading for new pause

BRUSSELS - The EU and Turkey on Monday (16 December) feted a new pact on migrants, but relations are about to go back into low gear.EU home affairs commissioner Cecilia Malmstrom and Turkish foreign
minister Ahmet Davutoglu signed the "re-admission" treaty at a ceremony
in Ankara.When it is ratified by both sides, it will oblige Turkey to take back irregular migrants who enter the EU from its territory.
Malmstrom and Davutoglu also launched talks on future visa-free travel, which the EU had tied to the re-admission deal.Turkish leader Recep Tayyip Erdogan said that "a new process is beginning in Turkish-EU relations."Malmstrom noted that relations took "a significant step forward."The re-admission ceremony comes one month after the EU and Turkey restarted accession talks following a three-and-a-half-year break.
The upbeat mood is set to continue in January, when Erdogan visits the EU capital, and in February, when French President Francois Hollande goes to Turkey.But EU parliament elections and Turkish presidential elections in 2014 mean the re-admission pact is likely to be the last development of substance until 2015.
"The momentum is still fragile," a senior EU source, who asked not to be named, said."Turkey is heading into complex elections and will become more inward looking. The EU will be the same. Surveys indicate large gains by populist, anti-EU parties, which are not the most open political forces when it comes to enlargement, let alone when it comes to Turkey," the source noted.The source said that "technical work" will continue on the visa and accession front.But the source added: "EU-Turkey relations will not make big headlines in 2014."With support for EU membership in Turkish society fluctuating, but on a downward trend, the situation has prompted some head scratching on how to keep the momentum going.For their part, Turkish diplomats are keen for the EU to do something "creative … symbolic" during the election season.
One idea is to open talks on chapter 33 of the EU accession rulebook, which deals with how new member states channel customs and VAT income into the EU budget.It is symbolic because chapter 33 is normally dealt with at the end of the accession process, indicating that the finish line is near.France, which under its former centre-right government spoke out against Turkish EU membership, is open to the move.But there are other ideas floating round as well.The UK is one of the most pro-Turkish EU states for strategic reasons - building Western influence in the Middle East.It says there is no alternative to full membership down the line.
But with accession still a dim prospect for now, some British diplomats believe the EU should offer Turkey an "interim" pact modelled on the Stabilisation and Association Agreements in the Western Balkans in order to keep the good mood alive.
