Liberman says skeptical peace talks will bear fruit

Speaking at Saban Forum in Washington, foreign minister says dialogue, coexistence with Palestinians critical

There’s zero trust between Israel and the Palestinians, Foreign Minister Avigdor Liberman said Friday night, voicing scant hope for a prospective peace agreement by the end of the nine month period allotted for the American-brokered peace talks.Speaking at the Brookings Institute’s Saban Forum on ”US-Israel Relations in a Dynamic Middle East,” Liberman said negotiations with the Palestinians must start “not from security and not from refugees, but from some simple thing I call trust, confidence, credibility.”“Without trust and credibility — mission impossible,” he said. The foreign minister said past treaties were made between Israeli and Palestinian rulers, not the respective peoples. “I think we must reach a real comprehensive solution with the Palestinians and not with the rulers,” he said.While he expressed gratitude for US Secretary of State John Kerry’s efforts to bring the two sides together, “to keep this process alive,” and reach a negotiated resolution to the decades-long conflict, Liberman expressed doubt that there’d be an agreement in the coming year.
“To speak frankly,” said Liberman, “I don’t believe it is possible in the next year to achieve [a] comprehensive solution, to achieve some breakthrough, but I think it’s crucial to keep our dialogue, because we live in the same region, we’re neighbors. It’s important at least to think about coexistence.”Liberman, head of the right-wing Yisrael Beytenu party, said he continued to support a two-state solution, and voiced his backing of a land and population swap with the Palestinians — a plan which would involve the forced transfer of Israeli Arabs to Palestinian Authority control.“We’re ready to share this small land,” he said, saying he was even willing to leave his West Bank settlement should there be hope of a guaranteed negotiated resolution to the conflict. He rejected outright the term “occupation” in the context of Israel’s presence in the West Bank, however, and said the conflict with the Palestinians was not a matter of territory. ”To speak of occupation is not to understand the history of this region and the facts.”He said the Israeli government must break out of its deadlock with the Palestinians, take a step back and reevaluate its policies.“All of our direction on the Palestinian issue is the wrong direction, we must take some time out for a policy review,” he said.Should talks break down, however, Liberman opposed unilateral Israeli action to withdraw from the West Bank, as it did from the Gaza Strip in 2005. “I don’t believe in unilateral steps,” he said twice in his talk with Washington Post columnist David Ignatius, noting thousands of rockets fired at Israel in the eight years since it left the Palestinian territory.Turning to the Iranian issue, Liberman reiterated his opposition to Prime Minister Benjamin Netanyahu’s public airing of dirty laundry with the United States over the deal reached with Iran last month. “It’s unnecessary to discuss public disagreements publicly,” he said. “I think to cool down the atmosphere is also very crucial today.”While he acknowledged that Israel sought to diversify its allegiances in the international arena, he said there was no replacement for its close alliance with Washington.“We don’t have any alternative to the United States,” Liberman said, but added that “we can’t disregard Russia” from the Middle East equation. Concerning rumors of a secret Israeli-Saudi alliance against Iran, Liberman didn’t confirm or deny suspicions, but said Israel was open to dialogue with all countries, and said that Saudi Arabia was “not so worried about Israel.”“The biggest threat for them is not Zionism, not Jews, not Israel, but the radical movements in the Arab world like Sunni radical movements like al-Qaeda and of course the Iranian ambitions,” he said. Ignatius commented that he “almost heard an endorsement of an Israeli-Saudi understanding about security.”Liberman also warned against a developing Middle Eastern nuclear arms race involving the Saudis, Iran, Egypt and Turkey, and said Iran’s government headed by President Hassan Rouhani and Foreign Minister Mohammad Javad Zarif didn’t hold the real power, but the supreme leader and Revolutionary Guard did. He said Iran posed a greater threat to the Gulf countries than it did to Israel.“The biggest threat from Iranians is not even to Israel, it is first of all to the [Saudi] allies, to the Gulf countries,” he said.Liberman compared the nuclear deal reached by the US and world powers with Iran and the chemical weapons agreement reached by the US and Russia with Syria. In the Syrian case, the deal was to destroy the chemical weapons and the means of producing them, he said, but in the Iranian case “the centrifuges that were spinning before the agreement continue to spin today” and Iran keeps all enriched uranium.

“It’s really a crucial and big difference between the two deals,” he said, noting that Iran’s end of the bargain was “unacceptable to me and the Israelis” and that Israel “know[s] what the Iranian intentions” are and sees their involvement in terrorist activity in Syria, Lebanon, Iraq and Afghanistan.Prime Minister Benjamin Netanyahu and US President Barack Obama are both set to speak at the high-level conference in Washington, DC, this weekend focused on Israel’s relationship with the United States.Netanyahu and the numerous other Israeli politicians set to partake in the event — including Justice Minister Tzipi Livni, Energy and Water Resources Minister Silvan Shalom, and Strategic Affairs Minister Yuval Steinitz — will speak via webcast.The prime minister will be interviewed by PBS News host Charlie Rose on Sunday. BRUSSELS - The EU has given Ukraine a gift on Russian gas, amid fresh talks on an EU-Ukraine treaty.
The European Commission told the Kremlin in a letter on Wednesday (4 December) that its "South Stream" pipeline - designed to bypass Ukraine, costing it billions in lost transit fees - violates EU law.Klaus-Dieter Borchardt, a senior EU official, made the decision public the same day.Referring to Russia's deals with Austria, Bulgaria, Croatia, Greece, Hungary, Serbia and Slovenia, he told the European Parliament that "the commission has looked into these intergovernmental agreements [IGAs] and came to the conclusion that none of them is in compliance with EU law."An EU spokeswoman added that if they go ahead, Brussels will trigger "infringement proceedings."EU "unbundling" and "third-party access" laws say energy firms must separate production and distribution and must let competitors use each other's pipes. But the IGAs give Russia exclusive control of South Stream from Siberian gas fields to EU consumers.EU officials say the decision has nothing to do with new talks on an EU-Ukraine free trade treaty.They also say they will not make "cheap deals" with Ukraine to salvage the trade pact.But the South Stream decision squares with Ukraine's threat to leave the European Energy Community, a club of south-east European states, due to lack of EU "solidarity."EU countries have also dropped demands for Ukraine to free its former PM, Yulia Tymoshenko.The gas news came one day before Ukrainian envoys came to the EU capital for talks on reviving the trade pact.The Ukrainian delegation was led by deputy central bank chief Mykola Udovychenko and deputy foreign minister Andrii Olefirov, who met with mid-level diplomats in the EU foreign service.

Swedish and Polish foreign ministers at a meeting with the Ukrainian PM, Mykola Azarov, in Kiev on Thursday urged him to stop police violence.Meanwhile, Russia and the US spoke of "hysteria" and "chaos."
"This situation is connected to some Europeans' hysteria, which was caused by the fact that Ukraine exercised its sovereign right in deciding not to sign [the] agreement," Russian FM Sergei Lavrov told press at a meeting of the OSCE, a Vienna-based pro-democracy club, also in Kiev on Thursday.The US state department's Victoria Nuland said: "This is Ukraine’s moment to meet the aspirations of its people or to disappoint them, and risk descending into chaos."

In California, four people died of hypothermia in the San Francisco Bay Area while the region was gripped by freezing temperatures.The weather created a strangely blank landscape out of normally sun-drenched North Texas: Mostly empty highways were covered in a sometimes impassable frost.It forced the cancellation of Sunday's Dallas Marathon, which was expected to draw 25,000 runners, some of whom had trained for months. A quarter of a million customers in North Texas were left without power, and many businesses told employees to stay home to avoid the hazardous roads.Meanwhile, around 7 inches of snow fell in northeast Arkansas and the Missouri boot heel, according to the National Weather Service in Memphis. Ice accumulated on trees and power lines in Memphis and the rest of West Tennessee after layers of sleet fell throughout the region Friday.The storm dumped a foot of snow and more in some areas of Illinois, with police scrambling to respond to dozens of accidents and forced scores of schools to remain closed.Also, Western and central Kentucky were under winter storm warnings slated to last through late Friday or early Saturday. With warmer temperatures expected in eastern Kentucky, forecasters issued a flood watch into Saturday morning. In northern Kentucky, Covington police closed the Ohio River Roebling Bridge in both directions Friday afternoon due to icy conditionsLooking ahead to Saturday, the National Weather Service says a wind chill advisory is in effect for parts of northeast Arkansas and the Missouri boot heel. Forecasters say wind chill readings between zero and minus-5 degrees may occur.Freezing rain and sleet are likely again Saturday night in Memphis, Nashville and other areas of Tennessee.Some areas looked even further ahead, with Virginia officials warning residents of a major ice storm likely to take shape Sunday, resulting in power outages and hazards on the roads.Late Friday afternoon, emergency officials in Shelby County, Tenn., warned people to continue to stay off ice-slicked roads and highways into Saturday. Meteorologist John Moore said a layer of ice as thick as three-tenths of an inch could accumulate on roads, bridges and highways — including the Interstate 40 corridor — making driving perilous."It looks like we're going to be stuck with this for one, two, maybe three days," said Memphis attorney Sam Chafetz, who was going home early to enjoy some bourbon-soaked sweet potatoes left over from Thanksgiving."I'm not afraid of the ice and snow, I'm afraid of the other drivers who don't know how to drive in it," Chafetz said.Shipping giant FedEx, which has its worldwide hub in Memphis, was monitoring the situation with its team of meteorologists, company spokesman Scott Fielder said. Delivery delays may occur in areas where the storm caused unsafe driving and flying conditions, he warned.Ice had built up on the windshields and roofs of parked cars throughout Memphis on Friday. In Shelby County, which includes the city, crews spread a mixture of salt and cinders on the streets to combat the ice, while business owners also put salt on sidewalks in front of their stores. Law enforcement reported an increase in traffic crashes, and scattered power outages affected more than 3,000 people, emergency and utility officials said.Residents were told to prepare for a few days without power, prompting them to rush to stores to stock up on groceries, buy electricity generators and gas up their cars. Shelby County Mayor Mark Luttrell reminded residents to check on family and friends who are elderly, disabled or live alone.In Nashville, organizers canceled the Christmas parade. The annual St. Jude Memphis Marathon, scheduled for Saturday, was canceled as well.Sleet also fell in Dyer County, Tenn., where one shelter was on standby and farmers worked to protect crops and livestock.
"We're still getting a lot of sleet falling and roads are slushy and kind of slick," said James Medling, emergency management director for Dyer County.Friday's storm stretched from South Texas, where anxious residents bagged outdoor plants to protect them from the cold, through the Midwest and Ohio Valley and up into northern New England and the Canadian Maritimes.Police in Arlington, about 20 miles west of Dallas, reported one driver was killed when his car slammed into a truck. Authorities in Oklahoma reported two weather-related traffic deaths.Storms this week had already dumped 1 to 2 feet of snow in parts of Minnesota and Wisconsin and draped many communities in skin-stinging cold. The temperature in parts of North Dakota on Thursday was a few degrees below zero, but wind chill pushed it to nearly 40 below.
