TOKYO (AP) — U.S. Vice President Joe Biden voiced strong
opposition Tuesday to China's new air defense zone above a set of
disputed islands, showing a united front with an anxious Japan as
tension in the region simmered.Standing
side by side in Tokyo with Japanese Prime Minister Shinzo Abe, Biden
said the U.S. is "deeply concerned" about China's attempt to
unilaterally change the status quo in the East China Sea.
"This action has raised regional tensions and increased the risk of accidents and miscalculation," he said.
Biden said the U.S. is coordinating closely with allies Japan, South Korea and others, adding that the U.S. has an interest in lowering tensions in the region."I will be raising these issues with great specificity when I meet with Chinese leadership the day after tomorrow," Biden said.Biden's remarks came as Japan is pressing the U.S. to more actively take Japan's side in an escalating dispute over China's new air defense zone above a set of contested islands in the East China Sea.The U.S. and Japan have refused to recognize China's air defense zone above tiny islands that China and Japan both claim. The U.S. and its allies are concerned China's move is part of a broader strategy to assert increasing authority in the region."The prospect for miscalculation and mistake is too high," Biden said of the air defense zone.Abe, who met with Biden at the prime minister's residence here Tuesday, said he and Biden confirmed that neither country would tolerate the attempt to change the status quo by force. He invoked Japan's decades-long alliance with the U.S. in pledging the two would work closely to deal with the situation.
At the same time, Abe appeared to try to smooth over a minor rift that emerged between the U.S. and Japan as Biden headed to the region over whether commercial airlines should comply with China's demand that they file flight plans before flying through the zone. Japanese leaders were concerned after word came that the U.S. was advising American carriers, in line with existing protocol, to comply with such requests from foreign governments."We agreed we will not condone any action that could threaten safety of civilian aircraft," Abe said.Reluctant to cede any ground, Tokyo has been urging Japanese commercial flights not to notify China before flying through the zone. A senior IDF commander admitted in a Knesset session Tuesday that
there has been a spike in the number of casualties from terrorism in
Judea and Samaria, Israel's mountainous Biblical heartland. There has
also been a “dramatic” cut in the size
of the forces providing security for the residents of the area, he
added. However, he said, the number of terror incidents is similar to
those of previous years.Yigal Lahav, the mayor of Karnei Shomron in Samaria, who was present
at the discussion, said afterward that the officer said there had been a
120% rise in the number of casualties. Lahav said the IDF should put up
more fences and lighting, and it should catch rock- and firebomb-throwers and punish them more severely. In addition, he said, the Finance Ministry must provide funds for reinforced buses and cars, so that they can withstand these attacks.MK Moti Yogev (Jewish Home) said after the session that “there
is a rise in casualties because there are more Jewish residents in Judea
and Samaria but less protection for the residents. Central Command must
defeat the terror attacks and increase the feeling of security: make

revolving door policy. The main effort needs to be on the offensive,
and the rest should be in security and fortification measures to save

The Holy See has changed its approach: it is willing to collaborate and is focusing on what unites, not on what causes division. Instead of presenting the Israeli leader with a list of issues to resolve (for example the issue of the holy places in the Holy Land and the visa question), he made some positive proposals for development. His vision of unity specifically for the Middle East goes hand in hand with Francis’ geopolitics, based on his aspirations for peace and equality.In a part of the world where the winds of war blow strong in Syria, the Pope witnessed willingness for dialogue on the issue of Iran’s nuclear program and called for peaceful coexistence for the sake of a higher common good, leaving behind particularisms and age-old differences. Confrontation does not solve anything, while dialogue can open doors that have remained closed until now. Hence, the Holy See diplomacy is adopting a cooperative approach. Francis and Prime Minister Benjamin Netanyahu’s tête-à-tête meeting at the Apostolic Palace lasted 25 minutes. Attempts to
bring about a meeting between the two leaders have not always gone

peace negotiations with the Palestinians.However, it later emerged

This is the second formal round of meetings being held by the papal “council” which is coordinated by Cardinal Oscar Andrés Rodriguez Maradiaga. Other members include Giuseppe Bertello (the only Italian and Curia member in the group), Francisco Javier Errázuriz Ossa (the only archbishop emeritus in the group), Oswald Gracias, Reinhard Marx, Laurent Monsengwo Pasinya, Sean Patrick O’Malley and George Pell. The Bishop of Albano (Italy), Marcello Semeraro, is the group’s secretary.This session will only examine the work and roles of the Vatican Congregations, not the pontifical councils. This subject was barely touched on in October because of the time dedicated to the Synod and the consideration of possible reforms in the Secretariat of State. The three-day meeting will therefore examine proposals for the Holy See’s top “ministries”. Biden: China air zone raises risk of accidents

Biden said the U.S. is coordinating closely with allies Japan, South Korea and others, adding that the U.S. has an interest in lowering tensions in the region."I will be raising these issues with great specificity when I meet with Chinese leadership the day after tomorrow," Biden said.Biden's remarks came as Japan is pressing the U.S. to more actively take Japan's side in an escalating dispute over China's new air defense zone above a set of contested islands in the East China Sea.The U.S. and Japan have refused to recognize China's air defense zone above tiny islands that China and Japan both claim. The U.S. and its allies are concerned China's move is part of a broader strategy to assert increasing authority in the region."The prospect for miscalculation and mistake is too high," Biden said of the air defense zone.Abe, who met with Biden at the prime minister's residence here Tuesday, said he and Biden confirmed that neither country would tolerate the attempt to change the status quo by force. He invoked Japan's decades-long alliance with the U.S. in pledging the two would work closely to deal with the situation.
At the same time, Abe appeared to try to smooth over a minor rift that emerged between the U.S. and Japan as Biden headed to the region over whether commercial airlines should comply with China's demand that they file flight plans before flying through the zone. Japanese leaders were concerned after word came that the U.S. was advising American carriers, in line with existing protocol, to comply with such requests from foreign governments."We agreed we will not condone any action that could threaten safety of civilian aircraft," Abe said.Reluctant to cede any ground, Tokyo has been urging Japanese commercial flights not to notify China before flying through the zone. Word that the U.S. had advised American commercial carriers to comply rankled leaders in Tokyo, who are hoping a united front with the U.S. will increase pressure on Beijing to reverse course.But senior Obama administration officials said Tuesday that the U.S. never told American commercial carriers to comply specifically with China's demands. Rather, the Federal Aviation Administration merely reaffirmed existing policy that pilots should comply with such instructions anywhere in the world, said the officials, who weren't authorized to comment by name and demanded anonymity.
The zone covers more than 600 miles from north to south, above international waters separating China, South Korea, Japan and Taiwan. China says all aircraft entering the zone must notify Chinese authorities beforehand or face unspecified defensive measures.Although the U.S. has joined Japan and other allies in refusing to recognize the zone, Washington has treaded carefully, wary of creating a new fault line in its relationship with China just as the U.S. is pursuing a new era of economic cooperation with Beijing.
