Syria’s agreement in principle to rid itself of chemical weapons after being threatened will reverberate in Tehran, Israeli leaders said Sunday while commemorating the 1973 Yom Kippur War.Prime Minister Benjamin Netanyahu expressed cautious optimism over the US-Russian deal, which will begin its implementation with Syria reporting on its chemical weapons stock by the end of the week.However, he said, the commitments had to backed up by actions, not only in Syria but in Iran as well.“We hope the understandings bear fruit. Those understandings will be judged by the results,” he said, referring to the total destruction of Syria’s chemical arms, which should take place by mid-2014. “The test of the results also applies to the efforts by the international community to stop Iran’s nuclear armaments. There, too, not words but actions will be the deciding factor.”Netanyahu added that Israel now needed to have the ability to defend itself more than ever.“We are now in a different era, in the midst of a regional earthquake, unprecedented since the establishment of the state. We face new threats: missiles, and cyber-weapons of mass destruction,” he said. “Israel will have to be ready to defend itself, by itself, against all threats… That capacity is more important today than ever… and Israel is stronger today than ever.”President Shimon Peres said “a disarmament agreement backed up by military threat should serve as a lesson to Iranian leaders.”Both leaders were speaking at a 40-year commemoration at Mount Herzl military cemetery for the Yom Kippur War, which Peres called Israel’s “last great war.”The president said Syria, which perpetrated a surprise attack on Israel together with Egypt during Judaism’s holiest day in 1973, had refused to become a partner in peace after the war, and was still paying the price for it today.He added that Syrian President Bashar Assad had “no choice” but to submit to the chemical arms deal and said that the US was still ready for a military operation should diplomacy fail.

US President Barack Obama continued to make the case for his policy in response to Syria’s use of chemical weapons, arguing in his weekly address Saturday that pursuing a diplomatic solution after threatening military strikes was both morally prudent and strategically effective.Obama’s moves over the last several weeks — including seeking authorization from Congress to use force and agreeing to back off a strike if Syria destroys its chemicals weapons — have left some pundits scratching their heads.However speaking on Saturday as the US and Russia hashed out a deal to see Syria give up its chemical arms, Obama defended his decision to shift from military force to diplomacy.“If there is any chance of achieving that goal without resorting to force,” Obama said, “then I believe we have a responsibility to pursue that path.”Still, the president sought to keep alive the possibility of American force, and argued that “this plan emerged only with a credible threat of US military action.”“We will maintain our military posture in the region to keep the pressure on the Assad regime,” he continued. “And if diplomacy fails, the United States and the international community must remain prepared to act.”US and Russian officials reached an agreement Saturday that calls for an inventory of Syria’s chemical weapons program and the seizure of all its components. The agreement includes imposing penalties if Syrian President Bashar Assad’s government fails to comply.Secretary of State John Kerry and Russian Foreign Minister Sergey Lavrov and their teams had been meeting day and night in Geneva to develop a framework for ridding the world of Syria’s chemical weapons, in response to a gas attack in the Damascus suburbs on August 21.The US and others blame Assad’s government for the attack, though Assad denies the charge. More than 1,400 people died, according to US estimates, the latest victims of Syria’s 2½-year-old civil war. Yet polls showed relatively little support among Americans for a military strike against Syria, even after the Obama administration’s efforts to argue that punishing Damascus for violating international norms of warfare was in the security interests of the US.Obama emphasized that he was fully aware of the possibility that both Assad and Russian President Vladimir Putin could be using the agreement as a stalling tactic, and said he would not allow them to manipulate the international community. “We are not just going to take Russia and Assad’s word for it,” Obama promised. “We need to see concrete actions to demonstrate that Assad is serious about giving up his chemical weapons.”Obama also underlined the international community’s responsibility to respond to the events, and emphasized his administration’s own efforts to gather international support for his policy.

John McCain of Arizona and Lindsey Graham of South Carolina, who are among Obama’s sharpest foreign policy critics and support greater US assistance for Syria’s rebels, said the agreement would embolden enemies such as Iran.Other critics have also pounded Obama for his wavering and for decision not to pursue a punishing strike on Assad.The New York Times’ Peter Baker called Obama’s reversal “the rare instance of a commander in chief seemingly thinking out loud and changing his mind on the fly.”Richard N. Taking care to rule out any recognition of Israel, Syria formally acceded to the Chemical Weapons Convention Saturday, and its commitments will go into effect in a month, according to a UN document released Saturday.The document states that Syria “shall comply with the stipulations contained [in the Convention] and observe them faithfully and sincerely, applying the Convention provisionally pending its entry into force for the Syrian Arab Republic.”The document also makes sure to affirm that “the accession of the Syrian Arab Republic to the Convention shall not in any sense imply recognition of Israel, and shall not entail entering into any relations with Israel in the matters governed by the provisions thereof.”Syria has maintained that “the chemical weapons in Syria are a mere deterrence against the Israeli nuclear arsenal,” Syria’s ambassador to the UN, Bashar Ja’afari said Thursday.UN document showing Syria’s accession to the Chemical Weapons Convention while affirming its non-recognition of Israel. Prime Minister Benjamin Netanyahu earlier Sunday expressed cautious optimism about the deal.

Officials in Jerusalem said late Saturday Israel would of course be delighted to see the regime of President Bashar Assad stripped of chemical weapons, but that Israel is extremely wary of the unfolding diplomatic framework, concerned that Assad is bent on buying time, and that the optimistic timetable set out in Saturday’s agreement will not be adhered to. Kerry will meet a “skeptical” Israeli leadership.Kerry was to have met with Netanyahu later this week in Rome, but Netanyahu cancelled his planned trip amid the current regional tensions.The two were also talking Sunday about the US-brokered Israeli-Palestinian peace talks which resumed in late July. This is Kerry’s first visit to the region since the resumption.The Palestinians have complained that Israel is not negotiating seriously on all core issues, and focusing overwhelmingly on border concerns. Israeli officials have said that the current instability in the region underlines Israel’s demand to retain a military presence in the Jordan Valley under any accord.On Saturday, after days of intense negotiations, the United States and Russia reached an agreement on a framework to secure and destroy Syria’s chemical weapons by mid-2014 and impose UN penalties if the Assad government fails to comply.The deal, announced by Kerry and Russian Foreign Minister Sergey Lavrov in Geneva, includes what Kerry called “a shared assessment” of the weapons stockpile, and a timetable and measures for Assad to comply.

Israel has been “absolutely certain” for many months — long before the alleged August 21 chemical weapons attack that prompted the current Syria crisis — that President Bashar Assad was using chemical weapons in the civil war, the Israeli army’s top intelligence analyst said in an interview broadcast Saturday.

Brig. Gen. Itai Brun, the senior analyst in the IDF’s Military Intelligence hierarchy, said the Israeli army had an extremely effective intelligence-gathering capacity on Syria, but declined to go into specifics.That capacity, he indicated, allowed Israel’s intelligence chiefs to assert with high confidence that there was only a ‘low probability” that the Assad regime would attempt to fire chemical weapons into Israel in the event of international intervention in the civil war.In the rare interview, which coincided with the 40th anniversary of the 1973 Arab-Israel War — known in Israel as the Yom Kippur War — Brun said it was “almost impossible” that Israel could be hit by a surprise enemy attack at it was in that conflict, in which 2,500 Israeli soldiers were killed.Awareness that Israeli army intelligence had failed to predict the Arab armies’ attack on the most solemn day in the Jewish calendar, Brun said, “accompanies me every day.” He said the failure by his predecessors was a function of their limited imagination and the fact that they were “welded to a conception” that Egypt was too weak to attack Israel and that Syria would not attack without Egypt.

Nowadays, the IDF carried out war games, had special teams that questioned assumptions, worked on all kinds of scenarios, and took a range of other measures designed to ensure that the country could not be surprised again, he said.It was Brun who, in April, delivered a bombshell lecture in which he declared publicly that Assad was using nerve gas against rebel forces: “To the best of our professional understanding, the regime has used lethal chemical weapons,” he said in late April, and specified that the IDF believed the toxic element was Sarin. He noted then that it had been used on more than one occasion, including in an attack on March 19.His assertion was initially queried, but subsequently accepted, by US and other officials. The Israeli conclusion was “based on very special work,” by a team that “saw very clearly,” Brun said on Saturday.In his April address, Brun showed a photo of a child with narrowed pupils and foam coming out of his mouth. Both of these were indicative of a nerve agent, he said. He repeated those indicators in the Saturday interview, broadcast on Israel’s Channel 2 news, while making plain that the IDF had other, more conclusive, sources of information.Israeli military intelligence reportedly played a key role in providing evidence of Assad’s chemical weapons use in the August 21 attack that sparked the current crisis over Syria. On the Friday after that attack, Channel 2 reported that the weapons were fired by the 155th Brigade of the 4th Armored Division of the Syrian Army, a division under the command of the Syrian president’s brother, Maher Assad. The nerve gas shells were fired from a military base in a mountain range to the west of Damascus, the TV report said.The report did not state the source of its information. But subsequently, Germany’s Focus magazine reported that an IDF intelligence unit was listening in on senior Syrian officials when they discussed the chemical attack. According to the Focus report, a squad specializing in wire-tapping within the IDF’s prestigious 8200 intelligence unit intercepted a conversation between high-ranking regime officials regarding the use of chemical agents at the time of the attack.

Nicholas Kristof endorses Syria strike

An unexpected media figure has added his name to the pro-strike side of the Syria debate: New York Times columnist Nicholas Kristof.In a column for the Times' Sunday Review, Kristof, who has spent much of his career dedicated to documenting human rights abuses, urged support for President Obama's proposed military strike on the grounds that the suffering in Syria was so exceptional as to warrant action."When history looks back on this moment, will it view those who opposed intervening as champions of peace?" he asked. "Or, when the textbooks count the dead children, and the international norms broken with impunity, will our descendants puzzle that we took pride in retreating into passivity during this slaughter?"The endorsement, which comes amid low public support for military action, puts Kristof at odds with some of the progressives who have historically celebrated his emphasis on human suffering.In an email on Saturday, the editors of The Nation, the progressive magazine, urged their readers to contact lawmakers and demand they vote against intervention. MoveOn.org, the progressive political action committee, similarly opposes intervention, and released an ad on Sunday calling on congress to oppose the president's plan. But Kristof believes that Syria has reached a level of suffering that demands a response. He also believes that progressives' insistence on approval by the United Nations or other multilateral groups are, while fine in theory, impractical."[W]hile neither intervention nor paralysis is appealing, that’s pretty much the menu. That’s why I favor a limited cruise missile strike against Syrian military targets (as well as the arming of moderate rebels),"  he wrote. "As I see it, there are several benefits: Such a strike may well deter Syria’s army from using chemical weapons again, probably can degrade the ability of the army to use chemical munitions and bomb civilian areas, can reinforce the global norm against chemical weapons, and — a more remote prospect — may slightly increase the pressure on the Assad regime to work out a peace deal.""If you’re thinking, 'Those are incremental, speculative and highly uncertain gains,' well, you’re right," he added. "Syria will be bloody whatever we do."Elsewhere on Sunday, CBS "Face The Nation" host Bob Schieffer also endorsed President Obama's proposed strike, albeit for a different reason: that it wouldn't look good for America to go back on its word."When the President of the United States says something, the rest of the world -- our friends AND our enemies -- pay attention," he said on his program. "I don't like anything about where we are. But in a dangerous world, when the United States takes a stand and then goes back on its word, we are left in an even more dangerous place."
