Former European leaders call on EU to enact settlement ban

Ex-ministers say anything but full implementation would undermine Palestinians’ trust and ability to continue peace talks

A group of former top European officials on Monday called on the European Union’s foreign policy chief not to ease or delay the implementation of guidelines that would bar the organization from funding Israeli institutions located beyond the Green Line.“With great concern we have taken note of recent calls to delay, modify or even suspend the European Commission guidelines on funding of Israeli entities in the territories occupied by Israel since June 1967,” read a letter sent to Catherine Ashton by a lineup of 15 so-called European Eminent Persons. The group consists of senior officials from various EU countries, including former NATO secretary-general Javier Solana; former French foreign minister Hubert Védrine; former German state secretary Wolfgang Ischinger; and Benita Ferrero-Waldner, a former Austrian foreign minister and European Commissioner.“We urge you to uphold this commitment by supporting the guidelines and their full application by EU institutions, notably in regard to the ongoing negotiations about Israel’s participation in Horizon 2020,” the letter stated, according to Haaretz. “Their strict application serves to reiterate that the EU does not recognize and will not support settlements and other illegal facts on the ground…. It is these facts on the ground, not the guidelines, which threaten to make a negotiated solution to the Israeli-Palestinian conflict impossible.”The authors of the letter warned that a possible deferment of the guidelines, which are set to take effect in January 2014, could harm the ongoing peace process. “If the EU were to delay or suspend the guidelines, or not fully apply them to the agreement with Israel on Horizon 2020 [a scientific cooperation program], this could further undermine the Palestinians’ trust in the negotiation process and their ability to continue the talks,” the letter stated. “In other words, delaying or suspending the guidelines is likely to undermine negotiations, not help them.”Published in July, the EU guidelines mandate a denial of European funding to, and cooperation with, Israeli institutions based or operating over the Green Line, and a requirement that all future agreements between Israel and the EU include a clause in which Israel accepts the position that none of the territory over the Green Line belongs to Israel.Jerusalem fiercely rejected the directive, saying it refuses to sign any further agreements with the EU that include such clauses. For instance, Israel threatened to cancel its participation in Horizon 2020, a multi-billion-dollar scientific cooperation program under EU auspices. Among other things, Jerusalem feared that the guidelines would entail a boycott of any Israeli institution that operates beyond the Green Line even if it is based in Israel proper, such as the Hebrew University or Hadassah Hospital, a fear EU officials say is unjustified.EU officials came to Israel last week to discuss the exact formulation of the so-called territorial clause. While European policymakers are adamant that the guidelines will not be changed, they have signaled willingness to implement them in ways that are acceptable to Israel. “During the last meeting, spirits were good on both sides,” an EU official told The Times of Israel. While the guidelines will not be changed and will take effect as planned, Israeli and European diplomats are working on “creative solutions” to find wording that would make the territorial clause easier to swallow for Jerusalem, he said.Foreign Ministry spokesperson Paul Hirschson said Monday that while he’s aware that the actual wording of the guidelines will not be altered, the Europeans are flexible regarding its interpretation. “We’re hopeful that, within the bounds of what’s possible, we’ll be able to find common ground that both sides can accept,” he told The Times of Israel.The European Jewish Congress harshly criticized the former EU officials for sending the letter, calling it a “danger to peace as it hands one side a political victory without having to compromise and deepens the Palestinian feeling that they can gain more outside of negotiations than in them.”In a full-page ad in Monday’s Financial Times, EJC President Moshe Kantor called the EU guidelines “discriminatory,” arguing that they would ultimately hurt Europeans, Israelis and Palestinians.“From the well over one hundred territorial disputes in the world, the European Union has mandated the creation of a clause in every agreement denying European funding to, and cooperation with, institutions from only one nation involved in a territorial dispute: Israel,” Kantor wrote. “It has not placed similar criteria on Turkey, Morocco, China, or any other nation involved in a territorial dispute.“The significance and the timing of these new guidelines, on the eve of the return to negotiations, harms the trust between the parties and a potentially successful outcome,” he added.Last Wednesday, a group of nearly 500 European academics also sent a letter to Ashton about the guidelines, urging her “not to weaken or abandon them at the first sign that Israel, or the United States, takes objection to them.”

Abbas rejects Israeli claim to Jordan Valley

PA president allows for international presence along Palestinian border; reasserts need for Europe to boycott settlements

The Jordan Valley will be the eastern border of the future Palestinian state, with Palestinian rather than Israeli forces guarding it, PA President Mahmoud Abbas said Sunday in a statement that diverges sharply from Prime Minister Benjamin Netanyahu’s past comments on the contours of a future Palestinian state.Speaking to the first graduating class of Al-Istiqlal University, a new Palestinian security academy located in Jericho, Abbas said that securing a Palestinian state’s borders “is primarily the responsibility of Palestinian security [forces],” the official WAFA news agency reported. However, he added, international forces agreed upon between the sides would oversee the implementation of final status arrangements on security between Israel and the Palestinian state.“The eastern borders of the Palestinian state, stretching from the Dead Sea, through the Jordan Valley and the central highlands, to the borders of Bisan [the Arab name for the Israeli city of Beit She'an] are Palestinian-Jordanian borders and will remain so. There is no other side between us; honestly, Israel is not between us,” Abbas told the graduates.The presence of Israeli soldiers in the Jordan valley in a final status agreement is a point of contention between Netanyahu and his chief negotiator, Tzipi Livni, the website of Israeli daily Maariv reported on Monday.According to the report, Livni supports the introduction of international forces to the Jordan Valley, similar to the expanded role UNIFIL received in southern Lebanon under Security Council resolution 1701, which ended the Second Lebanon War in 2006, and which Livni was appointed by the government to oversee. Netanyahu, however, adamantly opposes international forces, insisting on an Israeli presence in the Jordan Valley even within the framework of a Palestinian state.Mark Regev, a spokesman for Netanyahu, would not directly comment on Abbas’s statement. ”The position of the prime minister on the issue is well known,” Regev told The Times of Israel.

Daoud Kuttab, a Palestinian political commentator, said Abbas had likely raised the issue of the Jordan Valley publicly because it came up in secret negotiations between Livni and Palestinian negotiator Saeb Erekat.“Abbas is speaking for the entire Palestinian population by asserting the Palestinian right over the Jordan Valley,” Kuttab told The Times of Israel.In his speech, Abbas also addressed the new EU guidelines barring cooperation with Israeli settlements. He said the Palestinian leadership maintained ongoing contact with the Europeans in a bid to implement the settlement boycott set to go into effect on January 1, 2014.

“I take this opportunity to call on European and international companies working in the settlements to desist from doing so because it contravenes international law,” Abbas said.

Palestinian Authority President Mahmoud Abbas and Jordanian King Abdullah II have signed an agreement to “defend Jerusalem and its holy sites,” the Ma’an news agency reported on Sunday afternoon.Abbas flew to Amman on Sunday to discuss religious issues with the Jordanian king, in a meeting attended by the religious affairs ministers of both the Palestinian Authority and Jordan.Ma’an quoted Palestinian Authority Religious Affairs Minister Mahmoud al-Habash as saying that Abbas and Abdullah discussed ways to coordinate in order to protect religious sites in Jerusalem — both Christian and Muslim.The agreement, he said, confirmed both Jordan’s role as protector of the city’s holy sites and “Palestinian sovereignty over all of Palestine, including its capital East Jerusalem.”A statement from Jordan’s royal palace confirmed that Abbas has committed to a special Jordanian role in caring for holy shrines in Jerusalem.The move is symbolic — Jordan’s 1994 peace treaty with Israel recognizes Jordan’s role as custodian of Christian and Muslim shrines in the city, which Israel captured from the kingdom in the Six-Day War.The Palestinians still have no official say on Jerusalem. The fate of the city and its shrines is to be determined in final status talks with Israel, which broke down two years ago.The statement said the agreement signed Sunday between Abbas and Abdullah confirms a verbal deal brokered in 1924.On Friday, a leading Hebron cleric accused Israel of plotting to destroy the Al-Aqsa Mosque and rebuilding the Jewish Temple on its ruins. He called US President Barack Obama’s statements — saying that Jerusalem is the Jewish capital — a “declaration of war” preparing the ground for the Judaization of all of Jerusalem, the eastern part of which is viewed by the Palestinians as their future capital.Last week, the emir of Qatar, Sheikh Hamad bin Khalifa al-Thani, proposed creating a $1-billion fund for the defense of Jerusalem’s Arab identity. Op-Ed: Jews Cannot Coexist with Arabs

Two narratives are at war on the same, slim and holy piece of land. Forget about coexistence.

Giulio Meotti Israel’s problems stem from a guilt complex. The Jewish people are, I believe, the chosen people, but are subjected to brainwashing by a small group of guilt-ridden personalities, including most of the politicians and almost all of the news media which try relentlessly to portray the Jews as a Goliath and the Arabs as a pitiful David.While Fatah and the PLO have not yet got to the point Adolf Hitler reached in using the Jews as partners in their own destruction, the Arabs have been incredibly successful in cultivating cooperative Jewish groups, both in Israel and in the Diaspora.That is the meaning of the new “peace talks”. A Palestinian state, they contend, is a moral imperative, a necessity and the only “solution” to the conflict. But peace treaties are temporary, not eternal. Only culture counts. And the Arabs, based on their religious and cultural perceptions, cannot sign a deal that would turn an Islamic state into a Jewish one. They can't give up Haifa and Jaffa!

Little by little, their propaganda had its effect. People, expecially in Europe, began to believe that Jews really shouldn’t be in Israel. They believe that there is a Jewish conspiracy to whitewash Israel.The slavery in Egypt, the Babylonian Captivity, the Roman conquest, the Spanish Inquisition, the Russian pogroms, the Nazi gas chambers… History has demonstrated with regularity that the enemies of the Jews never let up. In their eyes Jews are always guilty. Guilty in Palestine, and guilty in the Diaspora. Guilty in Europe of going to the slaughter like sheep, and guilty in Israel of taking up arms so they will never be slaughtered again.

If only Israel had lost the Six Day War to Egypt, Syria, Jordan, Lebanon and Iraq, then the Western chancelleries  would have pulled from their files the form letter they dispatched when Jews were murdered by Arab terrorists, expressing condolences.Then the memory of Israel might subsequently have been recalled in some places, and schoolchildren might have been taught about those courageous and martyrized people who fought like tigers before being thrown into the Mediterranean.The entire mainstream media tries to portray the Arab-Israeli conflict as a problem of Judea and Samaria, and plays down what is happening inside the pre-1967 borders.The Arab mind is not the Western mind. And even though they have polished the way they present themselves to the world, they are a cruel people. They are a people who want to spill blood. If they had the opportunity, the Arabs would carry out a Holocaust in Israel.You have to understand the Arab standpoint too. They are thinking as Arabs should think. They are thinking that the holy land belongs to them. They are thinking that the Jews who came - a Jew from Romania, a Jew from South Africa and a Jew from New York - are interlopers who all of a sudden came and said  “Israel is our country”.How can the Arabs feel a part of that? How can an Arab see the Jewish flag, the Magen David, and feel it is his state? How can an Arab feel equal when the Law of Return allows the return of Jews but not of Arabs? Or an army composed of Jews? An Arab cannot feel equal. This is a zero-sum game.So the Arabs have become much more subtle than the Nazis were. They have learned how to adapt to the image and semantics deemed essential for respectability among the Western democracies. Like many Jews, the hearts of many Americans go pitter-patter every time they hear words like “freedom”, “democracy”, “peace process”, “self-determination”.When Jews came back to Judea and Samaria in 1967, the Arabs living there were walking around dressed in pajamas, they had nothing. They were starving, they were barefoot. Israel came and educated them and taught them Arabic culture. Jews brought civilization and built schools and hospitals in the hope that they would become their allies, a plan which was very naive.Then the Israelis for years tried to give Arabs economic benefits by raising their standard of living in the hope that the Arabs would come to be loyal to Israel. But they were fools. The Arabs can’t be bought off. Here we have a country that two different groups are claiming as their own. Two narratives are at war on the same, slim and holy piece of land.The Arabs are the Nazis of today. The same thing Hitler wanted to do in Germany they want to do here in Israel and any talk about territories is just covering up the main purpose: they don’t accept Israel. They have tremendous hatred for the Jewish people, and they would do here what the Nazis did there. They feel the Jews formed a bandit state.If somebody breaks into your house and takes over all the rooms and agrees as part of a treaty to give you everything except for the kitchen, you’ll want to drive him out of the kitchen as well. That’s the way the Arabs feel.That’s why there’s no chance of coexistence between Jews and Arabs, but just conflict management.  In life, not everything is resolvable. Yom Kippur, the holiest day of the Jewish year, nearly ended in tragedy for the Fairman family of Jerusalem. In the middle of the night, the family was targeted with firebombs in an attack that destroyed many of their children’s things, and nearly burned the entire house.The Fairman family lives in a predominantly Arab area of the mixed Jewish-Arab neighborhood of Abu Tor. While life is quiet just a five minute walk away, the Fairmans and the other Jewish families in their building have grown used to frequent attacks.Bat-Ami Fairman was in the house with her two young sisters, ages 7 and 9, and her baby. “The children had already gone to sleep. We were in our rooms when suddenly we heard that they were throwing rocks and metal at us from outside,” she told Arutz Sheva.“We’re already used to it, so we didn’t get up,” she continued. “But when we heard a bottle explode, we realized we needed to run.”Bat-Ami grabbed her sisters and baby and ran to her mother’s apartment nearby. One firebomb had missed its target, but a second one hit the family’s sukkah, a temporary hut built for the Sukkot holiday, and set it on fire.“I heard the sound of little explosions as it burned… the flames were two meters high,” she recalled. A security guard tried to put out the fire, but with no success. Bat-Ami realized that the flames could reach the second floor and enter the rooms.
The family later saw that the first firebomb had been aimed at the living room window. Bat-Ami believes that the attackers saw her sister, who was clearly visible through the window, and were aiming for her.
By the time firefighters arrived, the flames had reached the entrance to the home. The firefighters were able to save the house, but were unable to save the children’s toys, which had been near the entrance. A wading pool, see-saw, and many other games were destroyed.For children who are sometimes unable to leave their homes due to Arab attacks, the toys for at-home use are crucial, Bat-Ami explained. The children also have their ideals to keep them going, she added, “The families that live here are families that teach the value of the land of Israel from age zero.”The fire at the Fairman home was put out, and the family was allowed to return to the building. They found the rooms where the smell of burning was weakest, and went to sleep.Bat-Ami Fairman said she believes police will eventually catch the attackers, because of the attack’s severity. She noted that when an Arab gang hurled cement blocks at Jews in the same area one week earlier, police managed to track down two of the attackers, and anticipate more arrests.Jews in Abu Tor have been the target of firebomb attacks in the past. An attack in February nearly set an entire building on fire when a firebomb narrowly missed a gas pipe.
