The U.S. House of Representatives passed an amendment to the 2014 National Defense Authorization Act on Friday, which would make it U.S. policy to take “all necessary steps” to ensure Israel is able to “remove existential threats.”The amendment, initiated by Representative Peter Roskam, a Republican from Illinois, states that, "It is the policy of the United States to take all necessary steps to ensure that Israel possesses and maintains an independent capability to remove existential threats to its security and defend its vital national interests.""It is the Sense of the Congress that air refueling tankers and advanced bunker-buster munitions should immediately be transferred to Israel to ensure our democratic ally has an independent capability to remove any existential threat posed by the Iranian nuclear program and defend its vital national interests," it says.The measure requires the President to regularly submit to Congress a report confirming that the US has taken all steps necessary to ensure that Israel maintains an independent capability to remove existential threats to its security and defend its vital national interests, says Roskam.The Defense Authorization Act triples funding for joint US-Israeli missile defense programs in fiscal year 2014.

Speaking in his first public reaction to the election of Hassan Rohani as the new Iranian president, Israeli Prime Minister Binyamin Netanyahu warned the world not to be deceived by the leader’s “moderate” credentials."We are not deluding ourselves," the prime minister said said. "We need to remember that the Iranian ruler at the outset disqualified candidates who were not in line with his extreme world view, and from among those whom he did allow, the one seen as least identified with the regime was elected. But we are still speaking about someone who calls Israel the 'great Zionist Satan."Netanyahu reminded the international community that it is Ayatollah Ali Khamenei, the country's Supreme Leader, who determines Iranian nuclear policy, and not the country's president."The more the pressure on Iran increases, the greater the chances of stopping the Iranian nuclear program, which still remains the worlds' greatest thereat," Netanyahu said.
"In the last 20 years the only thing that has brought about a temporary freeze of the Iranian nuclear program was Iranian concern in 2003 about an attack against it," the prime minister continued."Iran will be judged by its actions,"he said.  "If continues to stubbornly develop its nuclear program, the answer needs to be clear: stopping its program any way possible."

Iranians revel as new president hails 'victory of moderation'

DUBAI (Reuters) - Iranians celebrated into Sunday after moderate Hassan Rohani was elected president in a popular repudiation of conservative hardliners, and he pledged a new tone of respect in Tehran's international affairs after years of increasing antagonism.Rohani, a Shi'ite cleric and former chief nuclear negotiator with Western powers, received a resounding mandate for change from Iranians weary of years of economic decline under U.N. and Western sanctions and security clampdowns on dissent.His victory goes some way to repairing the legitimacy of the Islamic Republic, punctured four years ago when an election marred by fraud allegations led to mass unrest, and may give leverage for reformist voices muzzled since then to re-emerge.But the hopeful reaction abroad was tempered by skepticism that Rohani could overcome the mistrust and alienation prevailing between Tehran and much of the world, and arch-enemy Israel warned against any complacency on Iran's disputed quest for nuclear power."The international community must not give in to wishful thinking or temptation and loosen the pressure on Iran for it to stop its nuclear program," Israeli Prime Minister Benjamin Netanyahu said.He noted that it was Iran's theocratic supreme leader, Ayatollah Ali Khamenei, and not the president who set nuclear policy. By morning, Tehran returned to normal, though residents said the election was still on everyone's lips.While recognizing the result could signal a change, some analysts however advised caution."There is reason to be optimistic about Hassan Rohani's win. He is calm, pragmatic, and more reasonable than most Iranian politicians," wrote Alireza Nader, senior policy analyst at the RAND Corporation think-tank."But there is a lot to be cautious about. Rohani is part of the system ... He is not a reformist. He appears as an alternative candidate when compared to people like former President Mahmoud Ahmadinejad. This is a low bar."Rohani will take up the presidency, the highest elected office in Iran's hybrid clerical-republican system, in August.Though an establishment figure, Rohani was known for his nuanced, conciliatory approach when he was Iran's chief nuclear negotiator until Ahmadinejad came to office in 2005.He could act as a bridge-builder between hardliners around Khamenei who reject any accommodation with the West and reformers marginalized for the last four years who argue that the Islamic Republic needs to be more pragmatic in its relations with the world and modernize at home in order to survive.Rohani's nearest rival was conservative Tehran Mayor Mohammad Baqer Qalibaf, a long way behind with less than 17 percent. U.S. puts jets in Jordan, fuels Russian fear of Syria no-fly zone

BEIRUT (Reuters) - The United States said on Saturday it would keep F-16 fighters and Patriot missiles in Jordan at Amman's request, and Russia bristled at the possibility they could be used to enforce a no-fly zone inside Syria.Washington, which has long called for President Bashar al-Assad to step down, pledged military support to Syrian rebels this week, citing what it said was the Syrian military's use of chemical weapons - an allegation Damascus has denied.Defense Secretary Chuck Hagel has approved a Jordanian request for American F-16s and Patriot missiles to remain in the Western-backed kingdom after a joint military exercise there next week, a Pentagon spokesman said.Western diplomats said on Friday Washington was considering a limited no-fly zone over parts of Syria, but the White House noted later that it would be far harder and costlier to set one up there than it was in Libya, saying the United States had no national interest in pursuing that option.Russia, an ally of Damascus and fierce opponent of outside military intervention in Syria, said any attempt to impose a no-fly zone using F-16s and Patriots from Jordan would be illegal."You don't have to be a great expert to understand that this will violate international law," Foreign Minister Sergei Lavrov said.
The idea of a no-fly zone was endorsed by Egypt, the biggest Arab nation. President Mohamed Mursi, an Islamist more distant from Washington than his deposed military predecessor, made a keynote speech in Cairo throwing Egypt's substantial weight more firmly than before against President Bashar al-Assad.
Despite their differences, the United States and Russia announced in May they would try to convene peace talks involving the Syrian government and its opponents, but have set no date.U.S. Secretary of State John Kerry said chemical attacks by Syrian forces and Hezbollah's involvement on Assad's side showed a lack of commitment to negotiations and threatened to "put a political settlement out of reach".Kerry had not previously expressed such pessimism about prospects for the conference, which has run into many obstacles.
These include disarray in the Syrian opposition and military gains by the Syrian army and its Lebanese Hezbollah allies against rebels who have few ways to counter Assad's air power.The involvement of Hezbollah fighters on the side of Assad, a fellow ally of the main Shi'ite power Iran, has galvanized Arab governments, including Egypt, behind the rebels, who mostly follow the Sunni version of Islam that dominates the Arab world.That has hardened sectarian confrontation across the region, which some Arabs hope might be softened by the election of the moderate Hassan Rohani as Iran's president - though few believe he can truly influence Tehran's supreme leader.Mursi, addressing thousands of cheering supporters at a stadium gathering organized by Egyptian Sunni clerics, demanded Hezbollah pull out of Syria and, after his Muslim Brotherhood joined calls for jihad against Assad and his Shi'ite allies, the president said Cairo had now cut diplomatic ties with Damascus.Egypt's powerful, U.S.-backed army seems unlikely to involve itself in Syria, but religious passions are running high and more Egyptian volunteers could travel to join the rebels.

The pro-opposition Syrian Observatory for Human Rights said Syrian jets and artillery had again attacked Jobar, a battered district where rebels operate on the edge of central Damascus.It said heavy artillery was also shelling opposition fighters in the provinces of Homs, Aleppo and Deir al-Zor.Western powers have been reluctant in the past to arm Syrian insurgents, let alone give them sophisticated anti-aircraft missiles that might fall into the hands of Sunni Islamist insurgents in rebel ranks who have pledged loyalty to al Qaeda.
Free Syrian Army (FSA) commander Salim Idriss told Reuters late on Friday that rebels urgently needed anti-aircraft and anti-tank missiles, as well as a protective no-fly zone."But our friends in the United States haven't told us yet that they are going to support us with weapons and ammunition," he said after meeting U.S. and European officials in Turkey.A source in the Middle East familiar with U.S. dealings with the rebels has said planned arms supplies would include automatic weapons, light mortars and rocket-propelled grenades.The United Nations says at least 93,000 people, including civilians and combatants, have died in the Syrian civil war, with the monthly death toll averaging 5,000 in the past year.Abu Nidal, from the Islamist Ahrar al-Sham rebel group, said U.S. help was welcome, but questioned how effective it would be."I doubt the influx of weapons will significantly tip the balance into our favor," he said via Skype. "They might help push back regime offensives of the last few days."
SYRIAN OFFICERS DEFECT
Abu Nidal's faction is not part of the more moderate FSA, Washington's chosen channel for military aid, but he said the two groups fight alongside each other on the battlefield.The FSA was set up by defectors from the Syrian military in August 2011, but many rebel factions operate independently.Assad's armed forces have remained relatively cohesive, although a Turkish official said 71 Syrian army officers, including six generals, had just defected to Turkey, in the biggest such mass desertion in months.Western nations have stopped short of arming Syrian rebels or mounting an air campaign as they did, with U.N. approval, to help Libyan insurgents topple Muammar Gaddafi in 2011.Intervening against Assad is considered riskier because Syria has a stronger military, sits on the sectarian faultlines of the Middle East, and is supported by Iran and Russia, which has vetoed three U.N. Security Council resolutions on Syria.Yet an apparent shift in the military balance in Assad's favor, especially with the arrival of thousands of Shi'ite fighters from the Iranian-backed Hezbollah group, has made his swift removal look unlikely without outside intervention.However, Israel's defense minister suggested the pendulum could still swing the other way, despite the capture this month of Qusair, a former rebel stronghold near the Lebanese border."Bashar al-Assad's victory in Qusair was not a turning point in the Syrian civil war, and I do not believe that he has the momentum to win," said Moshe Yaalon, who is visiting Washington."He controls just 40 percent of the territory in Syria. ISTANBUL (Reuters) - Riot police fired occasional bursts of teargas in Istanbul on Sunday after a night of unrest to try to prevent anti-government demonstrators from regrouping ahead of a rally by Prime Minister Tayyip Erdogan's ruling party.Bulldozers removed barricades and municipal workers swept the streets around the central Taksim Square, sealed off by police, after thousands took to the streets overnight following a raid by riot police firing teargas and water cannon to evict demonstrators from the adjoining Gezi Park.Erdogan had warned hours earlier that the security forces would clear the area around the park - where protesters have been camped out for more than two weeks - before a ruling party rally on the other side of the city later on Sunday.The government says the demonstrators are being manipulated by illegal groups seeking to sow instability."There are illegal groups there. Which country will turn a blind eye if a public space is occupied by a marginal group," EU Minister Egemen Bagis told Turkey's Kanal 24 television, citing Istanbul's governor as saying some of the protesters were believed to have been carrying guns."What did the prime minister say, he said people with good intentions should withdraw, we will deal with terrorists. G8 faces uncertain recoveries, turbulent markets

ENNISKILLEN, Northern Ireland (AP) — Europe is mired in debt and recession. Financial markets have hit violent ups and downs on fears that U.S. stimulus efforts may soon be scaled back. Japan is finally looking up after years of stagnation — but it remains an open question if the recovery will stick.That's the global economy that will confront the heads of the Group of Eight leading economies as they gather Monday and Tuesday for their annual summit in Northern Ireland.British Prime Minister David Cameron will serve as summit host for U.S. President Barack Obama and the leaders of Germany, Italy, Canada, France, Japan and Russia. At the top of the agenda: New cooperation to fight tax evasion and increase transparency among governments. Also on the table will be how much help to give to rebels in Syria, and a push for lower trade barriers between the United States and the European Union.On the sidelines and over dinner, it's expected that the discussions will broaden to include the election results in Iran and data protection, following revelations about a U.S. counterterror surveillance program.As always, the summit takes place under heavy security, guarded by 8,000 police backed by water cannon. The venue itself is surrounded by extensive security fences, and on three sides by water. There's only one access road to the closest town, Enniskillen, some 5 miles (8 kilometers) away.While its peace process has been hailed worldwide as a success story, Northern Ireland remains a society troubled by deep-seated divisions between Catholics and Protestants. Officials have said trouble away from the summit site can't be ruled out. Additionally, thousands of anti-capitalist and labor union protesters are expected to march from the town to the summit fence on Monday.Since last year's G-8 meeting at Camp David in the U.S., there has been a modest economic upswing throughout the developed world and prospects are brighter after five years of turbulence and recession. Yet despite progress, the economic outlook remains fraught with uncertainties.Chief among the question marks: When will the U.S. Federal Reserve begin to curtail its extraordinary stimulus, which has supported the recovery in the U. S. and helped send markets around the world to new peaks? Global stock and bond markets have whipsawed since May 23, when U.S. Fed Chairman Ben Bernanke said that the U.S. central bank might slow its drive to keep long-term borrowing costs low in the coming few months.
Here is a quick picture of where the G-8 countries' economies stand:UNITED STATES: If Europe is the weak link and Asia the strongest, then the U.S. and Canadian economies are squarely in the middle. The two countries are experiencing steady, if not spectacular, economic growth and job gains.In the U.S., the once-battered housing sector has been recovering for the past year. Home sales have reached three-year highs. And prices have jumped this spring by the most in seven years. That has encouraged builders to start work on more homes.The unemployment rate has fallen to 7.6 percent from 8.2 percent a year earlier.
For all the G-8 participants, the most unsettling shift is the possible end of massive monetary stimulus from the Fed — a factor beyond their immediate control. The Fed's injections of money into the economy through bond purchases — known as quantitative easing — had helped send markets soaring.Now it's not clear which way markets will head.At previous summits, Obama has pushed European leaders to focus more on growth, rather than austerity. But most European governments have already begun to make that shift.
So Obama is likely to focus on other global concerns, such as the violence in Syria.JAPAN/ASIA: For once, the bad news for Asia is not coming from Japan. The world's third-largest economy grew at a 4.1 percent annual rate in the first three months of the year.Prime Minister Shinzo Abe has promised to explain to fellow G-8 leaders his strategies for fostering long-term growth. Over the past few months, the yen has dropped from about 80 yen to the dollar in October to about 94 yen now — as the Abe administration tried to bring an end to the country's two-decade stagnation.Japan's central bank has been pumping money into the economy in the hope of stoking inflation — the country has suffered from falling prices for much of the past 20 years, which has halted growth. One consequence of the new inflationary approach has been the sharp fall in the value of the yen against other countries' currencies. This has made Japanese goods cheaper to the rest of the world, which has boosted exports.But the lower yen has provoked concern among German officials. Their exporters compete head to head with Japan's in major markets. Abe is scheduled to meet separately with German Chancellor Angela Merkel.Abe is likely eager to do some explaining after financial markets see-sawed since he presented his initial, broad-brush reform plans last week. Worries about the effectiveness of these measures, combined with the uncertainty over what the U.S. Fed may do, has pushed Japan's Nikkei index into bear market territory with a 20 percent-plus fall.EUROPE & RUSSIA: Europe's leaders hope a new trade deal between the EU and the United States can help spur growth. EU trade ministers agreed last Friday on their negotiating position and it's hoped a deal that would scrap the tariffs and regulations that impede trade might be reached next year.And Europe needs stimulus. Austerity measures introduced by Europe's governments to control their deficits have inflicted severe economic pain and produced social unrest across the group 17 European Union countries that use the euro.The eurozone's economy shrank by 0.2 percent in the first quarter — the sixth such decline in a row — and unemployment is at 12.2 percent. The situation is far worse in countries that are struggling to reduce heavy debt burdens — unemployment stands at 26.8 percent in Spain, 27.0 percent in Greece.Private companies haven't managed to fill the vacuum created by the drastically reduced government spending. In the United States, by contrast, the government has imposed far milder spending cuts and tax increases.European leaders have recently agreed to ease up on the pace of deficit reduction — but have proposed no other large-scale measures to boost growth, at least in the short term.Russia has seen more than a decade of largely uninterrupted economic growth, thanks to its lucrative oil and gas industries, to become the world's 8th largest economy. Sinkhole shuts down highway 2 in Saskatchewan-Weather Network

Flooding in northern Saskatchewan has opened up a sinkhole on Highway 2.RCMP in Prince Albert say both north and south traffic has been closed on the highway about 52 kilometres north of the Waskesiu turnoff.Mounties and a crew from the province's highways department are at the scene.There's no word on when the hole will be fixed, but for now, the main detour is via Highway 969.Waskesiu Lake, north of Prince Albert, has been drenched with more than 120 mm of rain since Thursday, with nearby La Ronge getting around 46 mm since then.With files from Staff Writers.

COLORADO SPRINGS, Colo. (AP) — Residents returning to the neighborhoods they were driven from just days ago by Colorado's most destructive wildfire ever are seeing firsthand the path of destruction left behind by the flames.Firefighters battling the fire in a rural region northeast of Colorado Springs have made huge advances in recent days, aided by unexpected rain showers and calmer winds, and authorities lifted most evacuation orders. Fire crews expanded containment lines Saturday to 55 percent.Jack and Judy Roe thought their home was among the nearly 500 destroyed but found it standing amid other scorched houses in their neighborhood."We've been on such an emotional roller coaster over this thinking we had lost everything and then to find out that it's still there. It was a big relief to us, but I mean, our hearts were breaking for our neighbors," Judy Roe said. Describing the scene, she said she saw charred piles of what remained of homes, with bricks the only distinguishable feature.Bob and Barbara Metzger lost their home, while nearby by their SUV, clotheslines and surrounding trees were spared."As long as the world around me looks the same, I'll be fine," Barbara Metzger said, showing a photo of her burnt home with surviving trees around. "We'll rebuild."
Authorities have also gained a clearer picture of a grim landscape in a burn area covering 25 square miles.
El Paso County Sheriff Terry Maketa said the fire's destruction has made it difficult for his deputies to assess damage. Deputies have said "it looks like a nuclear bomb went off in some of those areas, and you can't even recognize whether it was a house or some other kind of structure," Maketa said. "That is the level of incineration and destruction that took place in some areas."The fire exploded Tuesday amid record-setting heat and tinder-dry conditions. Two people have died, their bodies found inside their garage Thursday. Their car doors were open as though they had been about to flee, authorities said.It's unknown what sparked the blaze, but investigators believe it was human-caused. So far, it's cost more than $3.5 million to fight.On Saturday, worried residents waited for permission to return to their neighborhoods to see the damage. They also worried about potential looters as Maketa tried to reassure them, saying deputies are on patrol.
"We have not let up any of our security efforts," he said.The site of the wildfire is only a few miles away from the state's second most destructive wildfire, the Waldo Canyon Fire, which burned last summer.The lessons from that fire spurred a quicker response, officials said. When the latest wildfire began in Black Forest, a thickly wooded rural region northeast of Colorado Springs, authorities swiftly evacuated tens of thousands of people from an area larger than the Denver metropolitan area.White House officials said Saturday that President Barack Obama called Gov. John Hickenlooper on Friday to get an update on conditions and reinforce his commitment to help. The president also expressed his concern for the devastation and gave his condolences to families who have lost relatives.Elsewhere in Colorado, fire crews worked to contain other smaller wildfires. In Canon City, 50 miles southwest of Black Forest, the Royal Gorge Fire burned 5 square miles and was 65 percent contained. Second Alaska Peninsula volcano spurts ash, lava and steam

ANCHORAGE, Alaska (Reuters) - Two volcanoes are erupting on the Alaska Peninsula in the southwestern part of the state's mainland but the sputtering emissions of ash and lava at the different sites are unrelated, scientists said.Pavlof Volcano, an 8,261-foot (2,518-metre) peak located about 590 miles southwest of Anchorage, has been erupting sporadically since May 13.On Thursday, it was joined by 8,225-foot (2,507-metre) Veniaminof Volcano when that peak, about 100 miles to the northwest of Pavlof, began to erupt, according to a geologist at the Alaska Volcano Observatory.Veniaminof, which is 485 miles southwest of Anchorage, has been spurting steam, ash and lava on a sporadic basis, according to the observatory. An ash plume was spotted at 12,000 feet on Thursday night, geologist Game McGimsey said on Saturday.The eruptions of the two volcanoes are coincidental, said McGimsey.Pavlof's eruptions, which at one point sent ash as high as 22,000 feet, forced cancellation of some regional flights late last month, but those flights have since resumed, according to Anchorage-based carrier PenAir.There are no current reports of air-traffic interference from the eruptions of the two volcanoes, McGimsey said.The observatory warns that sudden bursts of ash, including clouds at 20,000 feet or higher, could occur with little warning, and observatory scientists have put aviators on notice.Both volcanoes lie below a route frequently used by jetliners flying between North America and Asia, but those planes generally fly at elevations of 30,000 feet and likely would be unaffected by ash at lower elevations, observatory scientists said.At least one community, Sand Point, received a dusting of ash from Pavlof last month.(Editing by Alex Dobuzinskis and Bill Trott)

Huge Earth-Passing Asteroid an 'Entirely New Beast'

A big asteroid that flew past Earth last month belongs to a new category of space rock, scientists say.
Asteroid 1998 QE2 and its moon sailed within 3.6 million miles (5.8 million kilometers) of Earth on May 31, making their closest approach to our planet for at least the next two centuries. New radar images captured by the Arecibo Observatory in Puerto Rico are revealing just how unique this binary asteroid is, researchers say.“Asteroid QE2 is dark, red, and primitive — that is, it hasn’t been heated or melted as much as other asteroids," Arecibo's Ellen Howell said in a statement. "QE2 is nothing like any asteroid we've visited with a spacecraft, or plan to, or that we have meteorites from. It's an entirely new beast in the menagerie of asteroids near Earth." [Potentially Dangerous Asteroids (Images)]The 1000-foot-wide (305 meters) Arecibo dish and NASA's 230-foot (70 m) Deep Space Network antenna in Goldstone, Calif., tracked 1998 QE2 as it approached Earth last month, then kept following the near-Earth asteroid as it receded into the depths of space.The resulting radar images have helped researchers take 1998 QE2's measure. The dark, cratered main asteroid is 1.9 miles (3 km) wide, and it has a 2,500-foot (750 m) moon that orbits it once every 32 hours."QE2's moon is roughly one-quarter the size of the main asteroid," Patrick Taylor, also of Arecibo, said in a statement. "Similarly, our moon is also approximately one-fourth the size of our planet."Studying the moon and its orbit should help scientists determine the mass of the main asteroid, which in turn will shed light on the object's composition, researchers said.Asteroid 1998 QE2 was discovered in August 1998 by astronomers working with MIT's Lincoln Near Earth Asteroid Research program in New Mexico. The space rock completes one lap around the sun every 3.8 years.There was never any danger of 1998 QE2 hitting Earth during last month's flyby, scientists say. If it had hit us, the damage would have been severe; researchers think that any asteroid bigger than 0.6 miles (1 km) is capable of inflicting damage on a global scale, primarily by altering the planet's climate.1998 QE2 is one of roughly 10,000 near-Earth asteroids that have been spotted to date. The total population of close-flying space rocks is thought to exceed 1 million.
Arecibo's observing campaign of 1998 QE2 came to end on Thursday (June 13), observatory officials said.

Saturday, June 15, 2013, 4:19 PM - A strong 6.5-magnitude earthquake was registered off the Pacific coast of Nicaragua around midday Saturday, the U.S. Geological Survey said.There were no immediate reports of damage or injuries after the quake, which was felt at 11:34 a.m. local time.The U.S. Geological Survey said the quake was centred about 50 kilometres west of the Masachapa, a community located on Nicaragua's Pacific coast.Nicaragua's seismological institute measured the temblor's strength as 6.6, and it declared a tsunami alert as a precaution because of the earthquake's strength.Local reports have indicated that the powerful quake was also felt in Costa Rica and El Salvador, Honduras.According to the US Geological survey, the last major earthquake to hit Nicaragua was a 6.6-magnitude about 97 km southwest of Granada in 2005.There's been no shortage of active weather here at home as well.
