A flotilla participant from the Mavi Marmara who is likely to receive funds from Israel in a compensation deal with Turkey says he will give all the money to Hamas and Islamic Jihad terrorists.Mehmet Tunc told reporters Wednesday at a news conference he would
not touch “one Turkish lira” of it. He said nine friends of his had been
“martyred” on the Mavi Marmara in action he insisted was “against international law.”Tunc’s lawyer told reporters at the news conference Wednesday that the
telephone apology by Prime Minister Binyamin Netanyahu to his country
was a “huge development,” a first in history. He added his client was
informed about compensation by the Turkish Foreign Ministry.Tunc along with other families and their lawyers were briefed about compensation talks with Israel at a dinner hosted by Foreign Minister Ahmet Davutoglu and Deputy Prime Minister Bulent Arinc.According to a report published by the Turkish Hurriyet Daily News, the families have yet to decide whether or not they will even accept the compensation to be offered by Israel.“Any words about compensation would sadden then,” Arinc was quoted as
saying. “The core of the issue is the apology and lifting of the
embargo (on Gaza). The government’s work on compensation would be right for them as well,” he said, according to sources quoted by the newspaper.
The compensation to be paid by Israel apparently comes with its own price tag, however. Israel has demanded that Turkey withdraw the charges against the four high-level ex-military chiefs currently on trial in absentia in an Istanbul court in connection with the incident.But it’s a gamble: Arinc has said the government is requiring that all of the families of those killed on the ship accept the compensation offered by Israel, or the deal falls through – in more ways than one.“Two things cannot happen at the same time,” Arinc said in a televised interview, according to the Hurriyet. “They (the families) will either accept the compensation or they will wait for the conclusion of the lawsuits.”The nine "martyrs" referred to by Tunc were armed men who were killed when they attacked IDF soldiers as they boarded the vessel to take control after its captain ignored orders to change course away from Gaza and head to Ashdod port. A number of others were wounded, some seriously, including the Israeli soldiers who were attacked -- some of whom were taken hostage and held down in the hold. BEIJING: A city government in northwestern China has said it fishes out
100 human bodies every year from the Yellow River, a major source of
irrigation and drinking water across a large part of the country. Most
of the bodies flow downstream and get stuck near a local hydropower
station, municipal authorities in Lanzhou in Ganshu province said.The statement by Lanzhou authorities comes within days of 16,000 dead

WASHINGTON (AP) — The Pentagon said Wednesday it was deploying a missile defense shield to Guam to protect the U.S. and its allies in the region in response to increasingly hostile rhetoric from North Korea. The North renewed its threat to launch a nuclear attack on the United States.The threat issued by the General Staff of the Korean People's Army
capped a week of psychological warfare and military muscle moves by both
sides that have rattled the region.On Wednesday, the Pentagon
announced it will deploy a land-based, high-altitude missile defense
system to Guam to strengthen the Asia-Pacific region's protections
against a possible attack.Pyongyang, for its part, said that America's ever-escalating hostile policy toward North Korea "will be smashed" by the North's nuclear strike and the "merciless operation" of its armed forces."The U.S. had better ponder over the prevailing grave situation,"
said the translated statement, which was issued before the Pentagon
announced plans to send a missile defense shield to Guam.The Pentagon had no immediate reaction to the latest statement, but earlier Wednesday Defense Secretary Chuck Hagel
labeled North Korea's rhetoric as a real, clear danger and threat to
the U.S. and its Asia-Pacific allies. And he said the U.S. is doing all
it can to defuse the situation, echoing comments a day earlier by
Secretary of State John Kerry."Some of the actions they've taken over the last few weeks present a
real and clear danger and threat to the interests, certainly of our
allies, starting with South Korea
and Japan and also the threats that the North Koreans have leveled
directly at the United States regarding our base in Guam, threatened
Hawaii, threatened the West Coast of the United States," Hagel said.He said he believes that the U.S. has had a "measured, responsible, serious responses to those threats."Deployment of the Terminal High Altitude Area Defense System is the
latest step the U.S. has taken to bolster forces in the region in a
far-reaching show of force aimed at countering the North Korean threat.In recent months, North Korea has taken a series of actions
Washington deemed provocative, including an underground nuclear test in
February and a rocket launch in December that put a satellite into space
and demonstrated mastery of some of the technologies needed to produce a
long-range nuclear missile. Then, several weeks ago, the North
threatened to pre-emptively attack the U.S.In response, the Pentagon announced it would enhance missile defenses
based on the U.S. West Coast, and it highlighted the deployment of B-52
and B-2 bombers, as well as two F-22 stealth fighters, to South Korea
as part of an annual military exercise.As the exchange of rhetoric grew, U.S. officials this week said the
Navy would keep the USS Decatur, a destroyer armed with missile defense
systems, near the Korean peninsula for an unspecified period of time.
Another destroyer, the USS John S. McCain, was shifted to the waters off
the southwest coast of the Korean peninsula.Tensions have flared many times in the six decades since a truce
halted the 1950-53 Korean War, but the stakes are higher now that a
defiant North Korea appears to have moved closer to building a nuclear
bomb that could not only threaten the South and other U.S. allies in
Asia but possibly, one day, even reach U.S. territory.Even without nuclear arms, the communist North poses enough artillery
within range of Seoul to devastate large parts of the capital before
U.S. and South Korea could fully respond. The U.S. has about 28,500
troops in the South, and it could call on an array of air, ground and
naval forces to reinforce the peninsula from elsewhere in Asia and the
Pacific.U.S. officials have said that the Pentagon's military response to
Pyongyang's threats has so far been aimed more at assuring South Korea
and other allies in the region that America is committed to their
security. U.S. military leaders also have said that despite the
escalating rhetoric, they have seen nothing to suggest that North Korea
is making any military moves to back up its threats.Hagel told an audience at the National Defense University that there
is a path to peace on the troubled Korean peninsula, but it doesn't
include making nuclear threats or taking provocative actions.The land-based THAAD missile defense system includes a truck-mounted
launcher, tracking radar, interceptor missiles, and an integrated fire
control system. The Pentagon said the system will boost defenses for
American citizens in Guam, a U.S. territory, and U.S. forces stationed
there.

China mobilizes to fight new bird flu; Japan, Hong Kong on guard

BEIJING (Reuters) - China said it was mobilizing resources nationwide to combat a new strain of deadly bird flu that has killed three people, as Japan and Hong Kong stepped up vigilance against the virus and Vietnam banned imports of Chinese poultry.The new H7N9 bird flu strain does not appear to be
transmitted from human to human but authorities in Hong Kong raised a
preliminary alert and said they were taking precautions at the airport.In Japan, airports have put up posters at entry points
warning all airline passengers from China to seek medical attention if
they suspect they have bird flu.A total of 10 people in China have been confirmed to have contracted H7N9, all in the east of the country.The latest was a 64-year-old man from Huzhou in the
eastern province of Zhejiang, who state media said on Thursday was
admitted to hospital on March 31.Three infected people have died.China "will strengthen its leadership in combating the
virus ... and coordinate and deploy the entire nation's health system to
combat the virus", the health ministry said in a statement late on
Wednesday on its website (www.moh.gov.cn).In Hong Kong, authorities activated the preliminary
"Alert Response Level" under a preparedness plan for an influenza
pandemic, which calls for close monitoring of local chicken farms,
vaccination, culling drills, and a suspension of imports of live birds
from the mainland.All passengers on flights in and out of Hong Kong were
being asked to notify flight attendants or airport staff if they were
feeling unwell.Vietnam said it had banned poultry imports from China, citing the risk from H7N9.In Beijing, the health ministry said the government
will swiftly communicate details of the new strain to the outside world
and its own people, following complaints it had been too slow to report
on the outbreak and suspicion of a SARS-like cover-up.Chinese internet users and some newspapers have
questioned why it took so long for the government to announce the new
cases, especially as two of the victims first fell ill in February. The
government has said it needed time to correctly identify the virus.In 2003, authorities initially tried to cover up an epidemic of Severe Acute Respiratory Syndrome (SARS), which emerged in China and killed about one-tenth of the 8,000 people it infected worldwide. TRANSPARENT COMMUNICATION

Organization and relevant countries and regions, strengthen monitoring
and preventative measures", the ministry said in a statement.Flu experts across the world are studying samples
isolated from the patients to assess H7N9'S human pandemic potential.Other strains of bird flu, such as H5N1, have been circulating for many years and can be transmitted from bird to bird, and bird to human, but not generally from human to human.So far, this lack of human-to-human transmission also appears to be a feature of the H7N9 strain.However, China has yet to find any animals infected with H7N9, meaning how the humans got it remains a mystery."We know that it was originally a bird virus. We also
know that it has taken on some genetic attributes that are not seen in
bird viruses," Laurie Garrett, Senior Fellow for Global Health at the
Council for Foreign Relations, told Reuters in New York."In other words, it seems to have adapted somehow to
mammals, to humans. How that happened, we don't know," added Garrett.While the official Xinhua news agency said it was unfair to compare SARS with H7N9, as the new bird flu virus has yet to show signs of human-to-human transmission, it did warn the government's credibility was on the line.
"If there is anything that SARS has taught China and
its government, it's that one cannot be too careful or too honest when
it comes to deadly pandemics. The last 10 years have taught the

Sudden flooding kills at least 46 people in Argentina

LA PLATA, Argentina (Reuters) - Flash floods killed at least 46 people and forced about 1,500 residents to evacuate the Argentine city of La Plata, capital of Buenos Aires province, government officials said on Wednesday.Some people drowned
after being trapped in their cars or while walking along city streets
when the water rose suddenly on Tuesday night, while others were
electrocuted, provincial governor Daniel Scioli told reporters.The same storm killed at least five people in Buenos Aires, which lies about 60 km (36 miles) northwest of La Plata."Families and small children spent the night on their
roofs, getting wet. People in wheelchairs were up to their waists in
water all night. It was a disaster," Bruno Zorzit, a resident of La
Plata, told Reuters Television.Local media said between 300 and 400 millimeters (12 to
16 inches) of rain fell in just two hours, flooding low-lying
neighborhoods in La Plata and surrounding areas.President Cristina Fernandez,
