Palestinian Authority Chairman Mahmoud Abbas has demanded that Prime Minister Binyamin Netanyahu present a map for a future Palestinian state before any peace talks can resume, an aide told AFP on Friday.
Abbas "wants to know, through a map to be presented by Benjamin Netanyahu to (U.S. Secretary of State John) Kerry, what the prime minister's view of a two-state solution would be, especially the borders," political adviser Nimr Hammad told AFP.The remarks came just days ahead of a visit by Kerry, who will hold fortnightly meetings with Israeli and PA leaders as he tries to revive the stalled peace process."Any return to negotiations requires Netanyahu to agree on 1967 borders," Hammad said, repeating one of Abbas’s usual preconditions for talks with Israel.Abbas has insisted that participation in new talks be conditioned on using the borders that existed before the 1967 Six Day War as the basis for negotiating future borders.Abbas also repeated to Barack Obama, on his first visit to the region as U.S. president in March, that a halt to Israeli construction in Judea, Samaria, and eastern Jerusalem was a precondition for any peace negotiations.Expectations are growing that the U.S. administration is ready to resume some kind of shuttle diplomacy to rekindle the peace process, which has stalled since 2010.Kerry accompanied U.S. President Barack Obama on his first official visit to the region several weeks ago and, after Obama left the region, Kerry stayed behind and met PA Chairman Mahmoud Abbas in Amman. Kerry heads back to Mideast for fresh peace push

WASHINGTON (AP) — Secretary of State John Kerry headed to the Middle East on Saturday, his third trip to the region in two weeks, in a fresh bid to unlock long-stalled Israeli-Palestinian peace talks.
Istanbul was the first leg of a six-nation trip that will see him travel on to Europe and Asia.From Turkey, he planned to go to Jerusalem for meetings with the presidents and prime ministers of both Israel and the Palestinians. Kerry accompanied President Barack Obama there last month and made a solo trip to Israel shortly after.Though expectations are low for any breakthrough on Kerry's trip, his diplomacy represents some of the Obama administration's most sustained efforts for ending more than six decades of conflict between Israelis and Palestinians.Kerry probably will seek confidence-building measures between the two sides. Negotiators and observers see little chance right now for immediate progress on the big stumbling blocks toward a two-state peace agreement.He may have more success on his first stop persuading Turkish leaders to continue improving ties with Israel. The two countries were once allies, but relations spiraled downward after Israel's 2010 raid on a Turkish flotilla bound for the Gaza Strip. Eight Turks and one Turkish-American died.Hopes for rapprochement improved after Obama brokered a telephone conversation between Israeli Prime Minister Benjamin Netanyahu and Turkey's prime minister, Recep Tayyip Erdogan, while Obama was in Israel.In Turkey, Kerry also will coordinate with Erdogan and other Turkish officials on efforts to halt the violence in neighboring Syria.Kerry will also visit Britain and then South Korea, China and Japan, where talks will focus on North Korea's nuclear program and escalating threats against the U.S. and its allies.He is scheduled to return to Washington on April 15.

Pope chooses Franciscan leader as Secretary of the Vatican’s Congregation for religious

Pope Francis has begun his appointments to the Roman Curia with a surprise: Franciscan leader Fr Jose Rodriguez Carballo is the new Secretary of the Congregation for institutes of consecrated life

Gerard O’Connell rome In his first significant appointment to the Roman Curia, Pope Francis has taken the highly unusual step of naming the actual head of a religious order, Father Jose Rodriguez Carballo, as Secretary of the Vatican’s Congregation for the Institutes of Consecrated life and the Societies of Apostolic Life (formerly known as ‘The Congregation for Religious’).When the Pope chose him, the 59-year old Spanish priest was Minister General or head of the largest group of the Franciscan family – the Order of Friars Minor (OFM), which has some 15,000 friars in 113 countries. He was first elected to that post in 2003, and re-elected for another six-year term in 2009 as head of an order that is contracting in Western Europe and North America, holding steady in Latin America, and gaining vocations in Asia, Africa and Eastern Europe.The Vatican broke the news of Father Carballo’s appointment on April 6, and said Pope Francis has raised him to the rank of archbishop.Born in Lodoselo, Spain in 1953, Carballo did his early studies in schools run by the Franciscans in that country and, in 1973, was sent to do biblical studies in Jerusalem. After being ordained priest in Jerusalem in 1977, he gained degrees in Biblical Theology in the Holy City and a further degree in Sacred Scripture from Rome’s Biblical Institute. In the following years he held increasingly high posts of responsibility in the Franciscan order in Spain and, in 2003, was elected Master General of the worldwide order.He was one of the main concelebrants, together with the Father General of the Jesuits, Fr. Adolfo Nicolas, at the mass for the inauguration of the Petrine Ministry of Pope Francis on March 19.He succeeds the American Archbishop Joseph Tobin who had also been head of a religious order – the Redemptorists. Unlike Carballo, however, the American had already finished his term as head of his order more than a year before Benedict XVI appointed him to the Vatican Congregation in August 2010.  Two years later, however, in October 2012, the Pope took the surprising decision to reassign him to the USA as archbishop of Indianapolis.In his new role as the second highest official in the Vatican congregation that oversees the life and work of some 900,000 consecrated men and women in religious orders and communities worldwide,  Fr Carballo will work closely with the Brazilian Cardinal Joao Braz de Aviz, who has led this important office since 4 January 2011.The Spaniard will bring his rich international experience as head of a major religious order to his new post of responsibility. Together with Cardinal Braz de Aviz, he is expected to play a key role in working to  overcome and heal the tensions between the Vatican, and in particular the Congregation for the Doctrine for the Doctrine of the Faith  (CDF), and the leadership of the umbrella organization of some 59,000 American women religious – the Leadership Conference of Women Religious (LCWR).In April 2012, the CDF issued a highly critical doctrinal assessment of the situation of the LCWR, accusing them of taking positions that undermine Catholic teaching on the priesthood and homosexuality and of promoting “certain radical feminist themes incompatible with the Catholic faith.”  In the light of that report, Pope Benedict appointed the US Archbishop Peter Sartain of Seattle to supervise the reform of the LCWR within five years.In recent months it had been widely rumored in the USA and Rome that Benedict XVI would appoint an American bishop or religious priest to that key post in the Vatican congregation to reinforce that tough line, but this did not happen.  Informed sources in Rome now say that by choosing Carballo, Pope Francis has clearly opted for a different, more Gospel-inspired approach to consecrated life in general and, also, to help overcome the ongoing, painful tensions with the American religious women.According to the Vatican statistics (for 2008), the Catholic Church has a total of 739,068 professed women religious on all five continents.  In addition to this, it also has 135,159 priests who have taken full vows in one or other religious order or apostolic society in the Church.  Moreover, the Church has another 54,641 professed men religious who are not priests.

Pope Francis makes first Curia appointment

VATICAN CITY (AP) — Pope Francis on Saturday named a Spanish Franciscan to be the No. 2 at the Vatican's office for religious orders, his first appointment to the Vatican bureaucracy badly in need of a shakeup.Jose Rodriguez, who also was elevated to archbishop, replaces U.S. Archbishop Joseph Tobin, who was transferred from the high-ranking Vatican post to a Midwestern U.S. archdiocese following his efforts to mediate tensions between the Vatican and American nuns, who in the view of theological conservatives had become too secular and political.Rodriquez, 60, is an outsider to the Vatican administration and comes from the world of religious orders, like Francis who is a Jesuit. Rodriguez is well-thought of among the orders, and last year was elected president of an international association that gathers the heads of the male orders. He has been twice elected head of the Franciscans' Friars Minor order, one of the main branches of the Franciscan order founded by St. Francis of Assisi, the pope's namesake.
American nuns have seen the election of a Jesuit pope devoted to the poor as a glimmer of home following a Vatican crackdown under Francis' predecessor, Benedict XVI. The nuns were accused of focusing too much on social justice — one of Francis' priorities — at the expense of other church issues, like abortion.
Rodriguez' predecessor, Tobin, is now archbishop of Indianapolis, which has fewer than 230,000 parishioners.One of the important tasks facing Francis is the reform of the scandal-plagued Curia, or Vatican administration, which decides everything from bishop appointments and liturgy, to parish closings and discipline for abusive priests. Benedict commissioned a report on the Curia for papal eyes only following such scandals as VatiLeaks, in which Benedict's butler leaked the pope's private papers revealing feuding, corruption and cronyism at the highest levels of administration.

The Pope stressed that although some live faith superficially, martyrs of the Church do exist in today’s world. The mass was attended by an Argentinean family and some nuns from the Daughters of St. Camillus and the Sisters of Our Lady of Charity.In his homily – Vatican Radio reports – the Pope commented on the reading in which Peter and John courageously testify the faith before Jewish leaders despite the threats made against them, while in the Gospel, the Risen Jesus condemns the apostles’ disbelief. So the Pope asked this question: “How is our faith going? Is it strong? Or is it sometimes a little bit superficial?” When the going gets tough “are we courageous like Peter or a bit lukewarm?” Peter – he pointed out– did not keep his faith on the low and did not make any compromises because “faith cannot be negotiated.” “Throughout history, the people of God have always been tempted to chop a piece off faith,” the Pope said. More or less everyone is tempted “not to be too rigid.” “But when we start to cut down on faith, to negotiate faith, selling it to the highest bidder – he emphasised – we take the path of apostasy, we begin to lack faith, lack faith in the Lord.”Pope Francis emphasised that the Church has had many martyrs throughout its history, “because to find martyrs one doesn’t have to go down to the catacombs or to the Colosseum: martyrs are alive now, in many countries. Today, in the 21st century, our Church is a Church of martyrs.”The Holy See Press Office reported that today, Pope Francis made his first Curia nomination: he chose the Minister General of the Order of Friars Minor (O.F.M.), José Rodriguez Carballo as Secretary for the Congregation for Institutes of Consecrated Life and Societies of Apostolic Life, raising him also to the dignity of Archbishop of Belcastro.Fr. José Rodriguez Carballo was born in Lodoselo, in the diocese of Orense (Spain), on 11 August 1953 and entered the minor Seminary of the Franciscan Province of St. James of Compostela, in Castroverde de Campos (Zamora), in 1964. The following year he moved on to the Seminary of Herbon (La Coruña) and did his novitiate at the Ponteareas Convent, professing his temporary vows on 9 August 1971.Carballo was elected Provincial Ministero f Santiago de Compostela in 1992 and was President of the Union Franciscan Provincial Ministers of Europe from 1993 to 1997. He was elected General Definer (adviser) of the Order in 1997 and was appointed Secretary General for Formation and Studies and Delegate of the Great Chancellor for the Pontifical Antonianum University (Rome). On 5 June 2003 he was elected Minister General of the Order of Friars Minor, 119th successor of St. Francis of Assisi;on 4 June 2009 he was re-elected for another six years; on 23 November 2012 he was elected President of the Union of Superiors General. Meanwhile, Martin Nesirky, the spokesman for the UN Secretary General Ban Ki-Moon, has announced that Ban will be received by Pope Francis in the Vatican this coming Tuesday. This will be the first face to face meeting between Jorge Mario Bergoglio and the UN Headquarters IN New York’s number one man and former South Korean minister of foreign affairs. Nesirky said the meeting will mainly deal with “development of UN-Holy See cooperation.” On the same day, Ban Ki-moon will also meet Italian Prime Minister Mario Monti in the PM’s residence, Palazzo Chigi.

White House press secretary Jay Carney said on Friday that the American administration would not be surprised if North Korea followed through on its recent threats to launch a missile."We've obviously seen the reports that North Korea may be making preparations to launch a missile. We're monitoring this situation closely, and we would not be surprised to see them take such an action," Carney was quoted by Politico as having said during a press briefing."We have seen them launch missiles in the past and the United Nations Security Council has repeatedly condemned them as violations of the North’s obligations under numerous Security Council resolutions, and it would fit their current pattern of bellicose, unhelpful and unconstructive rhetoric and actions," he added.Carney reiterated the United States' call for North Korean leaders to choose peace."We urge them to stop with the provocations and to focus instead on meeting their international obligations and feeding their own people," he said. "They are only making themselves more and more isolated from the rest of the world."The North Korean army said Thursday it had final approval to launch "merciless" military strikes on the United States, involving the possible use of "cutting-edge" nuclear weapons.
In a statement published by the official KCNA news agency, the General Staff of the Korean People's Army (KPA) said it was formally informing Washington that reckless U.S. threats would be "smashed by... cutting-edge smaller, lighter and diversified nuclear strike means".On Friday, it was reported that North Korea has moved more intermediate range missiles to its east coast, pointing them toward the United States. Embassies staying put in North Korea despite tension

SEOUL (Reuters) - Staff at embassies in North Korea appeared to be remaining in place on Saturday despite an appeal by authorities in Pyongyang for diplomats to consider leaving because of heightened tension after weeks of bellicose exchanges.North Korean authorities told diplomatic missions they could not guarantee their safety from next Wednesday - after declaring that conflict was inevitable amid joint U.S.-South Korean military exercises due to last until the end of the month.Whatever the atmosphere in Pyongyang, the rain-soaked South Korean capital, Seoul, was calm. Traffic moved normally through the city centre, busy with Saturday shoppers.South Korea's Yonhap news agency quoted a government official as saying diplomats were disregarding the suggestion they might leave the country."We don't believe there's any foreign mission about to leave Pyongyang," the unidentified official was quoted as saying. "Most foreign governments view the North Korean message as a way of ratcheting up tension on the Korean peninsula."
North Korea has been angry since new U.N. sanctions were imposed following its third nuclear weapons test in February. Its rage has apparently been compounded by joint U.S.-South Korean military exercises that began on March 1.China's Xinhua news agency on Friday had quoted the North's Foreign Ministry as saying the issue was no longer whether but when a war would break out.Most countries saw the appeal to the missions as little more than strident rhetoric after weeks of threatening to launch a nuclear strike on the United States and declarations of war against the South.But Russia said it was "seriously studying" the request.A South Korean government official expressed bewilderment."It's hard to define what is its real intention," said the official, who asked not to be identified. "But it might have intensified these threats to strengthen the regime internally or to respond to the international community."The United Nations said its humanitarian workers remained active across North Korea. A senior Iranian lawmaker charged on Wednesday that the Western media is creating a hype against Syria as a tactic aimed at diverting attention from “Israel’s crimes”, PressTV reported.“Iran tries to counteract the negative wave of anti-Syria propaganda by the Western media,” said the Chairman of the Iranian parliament’s Foreign Relations Committee Vahid Ahmadi.“Over the past two years, the enemies of Islam have devoted all their efforts to creating tension in Syria and causing problems in the entire region in an attempt to divert the barrage of criticism from the Zionist regime (of Israel) to another point and produce propaganda fodder for their media,” he added, according to PressTV.The Iranian lawmaker pointed to the Syrian nation’s discontent over the foreign intervention in the country, saying, “Countries such as Turkey, Qatar and Saudi Arabia have turned into the West’s puppets in the region which overtly interfere in Syria’s affairs.”Ahmadi underscored Iran’s determination to continue its support for the regime of President Bashar Al-Assad “because Syria is Iran’s ally in the region and it has always been one of the countries that has protected the frontline of resistance against the Zionist regime.”Iran, a longtime supporter of the Assad regime, has remained by his side during the ongoing civil war in Syria.The Iranian government has in the past confirmed sending troops to support President Bashar Al-Assad in his battle against rebels.Iranian President Mahmoud Ahmadinejad personally sanctioned the dispatch of the experienced officers to ensure that the Assad regime survives the threat to its survival.At the same time, officials indicated a few months ago that Iran and Hizbullah, its Lebanese terror proxy, have been building a network of militias inside Syria to preserve and protect their interests in the event that Assad’s government falls or is forced to retreat from Damascus.According to the sources, who spoke to the Washington Post newspaper in February, the militias are fighting alongside Syrian government forces to keep Assad in power. Assad: Erdogan Destroying Syria by Reconciling with Israel

Syria’s President charged on Friday that the improvement in the relations between Turkey and Israel, following Prime Minister Binyamin Netanyahu’s apology for the deaths of Turks on the Mavi Marmara, is proof that Turkish Prime Minister Recep Tayyip Erdogan is trying to destroy Syria."We cannot let stupid leaders destroy the relationship with Turkey," President Bashar Al-Assad attacked in the interview, which aired on Turkey’s Ulusal TV.The Syrian president claimed that Turkey’s reconciliation with Israel is a "small part of Erdogan’s destruction of Syria."“Because of the situation in Syria, Israel and Turkey united suddenly, this is proof," said Assad, adding, “Erdogan walked shoulder to shoulder with Israel. Our goal should be to maintain the relationship [between Syria and Turkey], not to destroy it."Assad also attacked the Turkish prime minister over the civil war taking place in his country, saying, "Erdogan is taking advantage of what is happening in the region for his political future. He changed his attitude toward us and began to help terrorists.
