An estimated 100,000 Israelis were visiting national parks as of Wednesday afternoon. Among the most popular sites were Nahal Amud, Tel Afek, and Gamla.The huge influx of visitors has caused traffic jams in multiple areas. Police are calling on travelers to get traffic updates and plan their routes accordingly.
Officials in the region around Lake Kinneret (Sea of Galilee) reminded visitors that as long as the swim season has not opened and there are no lifeguards on the beaches, they should avoid swimming for safety reasons.On Wednesday afternoon the annual Hebrew Song festival will begin in Ein Gav. President Shimon Peres is expected to take part, as are Knesset members and other public officials.Tourist sites are open in Judea (Yehuda) and Samaria (Shomron) as well. In northern Samaria, a major celebration is being held in Homesh, one of four towns in the region destroyed in the 2005 Disengagement from Gaza. Celebrants are signing a document calling on the government to rebuild the community.MK Orit Struk called Wednesday for Israelis to visit the region, noting that the more people visit, the more likely it is that historical sites will remain open on a more regular basis.

North Korea to cut all channels with South as "war may break out any time"

SEOUL (Reuters) - Reclusive North Korea is to cut the last channel of communications with the South because war could break out at "any moment", it said on Wednesday, days after warning the United States and South Korea of nuclear attack.The move is the latest in a series of bellicose threats from North Korea in response to new U.N. sanctions imposed after its third nuclear test in February and to "hostile" military drills under way joining the United States and South Korea.The North has already stopped responding to calls on the hotline to the U.S. military that supervises the heavily armed Demilitarized Zone (DMZ) and the Red Cross line that has been used by the governments of both sides."Under the situation where a war may break out at any moment, there is no need to keep north-south military communications which were laid between the militaries of both sides," the North's KCNA news agency quoted a military spokesman as saying.

"There do not exist any dialogue channel and communications means between the DPRK and the U.S. and between the north and the south."Despite the shrill rhetoric, few believe North Korea, formally known as the Democratic People's Republic of Korea (DPRK), will risk starting a full-out war.North and South Korea are still technically at war anyway after their 1950-53 civil conflict ended with an armistice, not a treaty, which the North says it has since torn to pieces.The "dialogue channel" is used on a daily basis to process South Koreans who work in the Kaesong industrial project where 123 South Korean firms employ more than 50,000 North Koreans to make household goods.About 120 South Koreans are stationed at Kaesong at any one time on average.It is the last remaining joint project in operation between the two Koreas after South Korea cut off most aid and trade in response to Pyongyang's shooting of a South Korean tourist and the sinking of a South Korean naval vessel blamed on the North.Kaesong is one of North Korea's few hard currency earners, producing $2 billion a year in trade with the South, and Pyongyang is unlikely to close it except as a last resort.The North's military spokesman representing its "supreme command" did not mention Kaesong, which has suffered temporary shutdowns before.The South's government said it would take steps to ensure the safety of the workers at Kaesong. NKorea puts artillery forces at top combat posture

SEOUL, South Korea (AP) — North Korea's military warned Tuesday that its artillery and rocket forces are at their highest-level combat posture in the latest in a string of bellicose threats aimed at South Korea and the United States.The announcement came as South Koreans marked the third anniversary of the sinking of a warship in which 46 South Korean sailors died. Seoul says the ship was hit by a North Korean torpedo, while the North denies involvement.Seoul's Defense Ministry said Tuesday it hasn't seen any suspicious North Korean military activity and that officials are analyzing the North's warning. Analysts say a direct North Korean attack is extremely unlikely, especially during joint U.S.-South Korean military drills that end April 30, though there's some worry about a provocation after the training wraps up.The rival Koreas have had several bloody naval skirmishes in disputed Yellow Sea waters since 1999. In November 2010, a North Korean artillery strike on a South Korean island killed two marines and two civilians.North Korea, angry over routine U.S.-South Korean drills and recent U.N. sanctions punishing it for its Feb. 12 nuclear test, has vowed to launch a nuclear strike against the United States and repeated its nearly two-decade-old threat to reduce Seoul to a "sea of fire." Despite the rhetoric, outside weapons analysts have seen no proof that North Korea has mastered the technology needed to build a warhead small enough to mount on a missile.
On Tuesday, the North Korean army's Supreme Command said it will take "practical military action" to protect national sovereignty and its leadership in response to what it called U.S. and South Korean plots to attack.The statement, carried by the North's official Korean Central News Agency, cited the participation of nuclear-capable B-52 bombers in South Korea-U.S. drills.North Korea's field artillery forces — including strategic rocket and long-range artillery units that are "assigned to strike bases of the U.S. imperialist aggressor troops in the U.S. mainland and on Hawaii and Guam and other operational zones in the Pacific as well as all the enemy targets in South Korea and its vicinity" — will be placed on "the highest alert from this moment," the statement said.Pentagon press secretary George Little said the threat would only further isolate North Korea."North Korea's bellicose rhetoric and threats follow a well-worn pattern designed to raise tensions and intimidate others," Little said. He said there have been three flights by U.S. B-52 bombers during the recent military drills with South Korea.The North's recent threats are seen partly as efforts to strengthen internal loyalty to young leader Kim Jong Un and to build up his military credentials.Kim "needs to show he has the guts. TOKYO (Reuters) - Japan's highest-ranking uniformed officer said on Wednesday that Lockheed Martin's F-35 fighters were the best choice for the nation's future operational needs as Tokyo wrestles with tensions with China and increasingly belligerent North Korea.The vote of confidence in the state-of-the-art U.S. warplane comes amid reports that some nations that have placed orders for the F-35s are reconsidering their plans.Shigeru Iwasaki, chief of the Japanese Self-Defence Forces' Joint Staff, also said advancement of North Korea's arms technology in a series of nuclear and missile tests posed a serious threat to Japan, but its missile defense system should provide the country with sufficient protection."When I was the head of the air force, I spearheaded the decision (to procure F-35s). Or, rather, we drew up a plan, which was then approved by defense minister," said Iwasaki, a veteran fighter pilot who used to fly F-15s, Japan's current mainstay combat aeroplane."There were various candidates. But I still believe the F-35 is the best fighter, when we think about Japan's future national security," he said in an interview with Reuters.Dutch orders for F-35 warplanes are likely to be cut back, sources close to the discussions told Reuters last week, citing cost overruns and delays in the program, uncertainty over the Netherlands' defense strategy and budget cuts across Europe.U.S. officials fear cuts in orders by the Dutch or other buyers could trigger a "death spiral" in the Pentagon's biggest arms program by driving up the price of remaining orders, leading to more cancellations.Japan, one of the closest U.S. allies in Asia, has remained steadfast in its plans to buy 42 F-35s, with the first four planes scheduled for delivery by March 2017.Iwasaki described North Korea's nuclear and missile tests as "unforgivable"."I think, after a series of tests, their technology has reached a certain level, helping them acquire capability to launch missiles with a very long range ... I believe it's becoming a very serious situation when it comes to our national security," he said.North Korea conducted its third nuclear test in February although it is not believed to have acquired weapons capability. But it has threatened U.S. naval bases in Japan, which are within the range of its medium-range missiles.Iwasaki said, however, Japan was sufficiently protected by its missile defense system, equipped with Standard Missile-3 (SM-3) interceptors and Patriot Advanced Capability-3 (PAC-3) interceptors.SM-3 interceptors are capable of shooting down a ballistic missile outside the earth's atmosphere, while PAC-3 interceptors provide back-up protection as the missile returns to earth.
CHINA HOTLINE
On Japan's tense ties with China, Iwasaki urged Beijing to agree to reopen talks with Tokyo on the establishment of a hotline and other maritime communication channels to avoid any unintended military clash between Asia's two biggest economies.Japan has been locked in a territorial dispute with China over a group of East China Sea islets, known as the Senkaku in Japan and the Diaoyu in China.The island row has escalated in recent months to the point where both sides have scrambled fighter jets while patrol ships shadow each other in nearby seas, raising worries that an unintended collision or other incident could lead to a broader clash.Talks between Japan and China aimed at establishing the so-called maritime communication mechanism have been halted since last fall, despite Japan's call for resumption, Iwasaki said."We need to set up a system to eliminate any misunderstanding at both the working level and at higher levels ... EU lawmakers divided on compulsory bail-ins for savers

BRUSSELS - EU lawmakers are divided on whether large holders of large bank deposits should face compulsory levies if their bank hits difficulties.With the dust yet to settle on a last-minute bailout for Cyprus agreed on Monday (March 25), the European Parliament is expected to propose a future mandatory levy on savings worth more than €100,000.Gunnar Hokmark, the Swedish centre-right MEP charged with piloting draft legislation on a pan-EU bank resolution regime through parliament, has said that MEPs will push for compulsory bail-ins of large deposits to be enshrined in the new law.Hokmark told Reuters in an interview on Tuesday (26 March) that "deposits above €100,000 are not protected and shall be treated as part of the capital that can be bailed in."MEPs on the economic affairs committee are expected to vote on a text to negotiate with government ministers in April.Under existing EU law on deposit guarantee schemes, countries are required to protect the first €100,000 of savings in the event of a banking crisis.However, even this principle was recently challenged by the initial plan to slap a 6.75 percent levy on deposits worth between €20,000 and €100,000 as part of the Cypriot rescue package.Some of the more hawkish member states, including Germany and the Netherlands, are believed to support measures to see investors and savers take a larger share of the burden to reduce the costs to other taxpayers.The €10 billion bailout for Cyprus is contingent on the country putting together a self-funded contribution of up to €7 billion.The bulk of the money will be raised by winding down Laiki, Cyprus' second largest bank, and by applying a haircut of up to 40 percent on wealthy savers at the island's largest lender, the Bank of Cyprus.The rescue package marks the first time that bank depositors have been targeted as part of a bailout deal.More fuel was added to the fire after Eurogroup chief, Jeroen Dijsselbloem told reporters that the Cypriot bail-in model could serve as a "template" for future bank restructuring in an interview with Reuters and the Financial Times on Monday.
Dijsselbloem commented that: “If there is a risk in a bank, our first question should be 'OK, what are you in the bank going to do about that? What can you do to recapitalise yourself?"“If the bank can't do it, then we'll talk to the shareholders and the bondholders, we'll ask them to contribute in recapitalising the bank, and if necessary the uninsured deposit holders," he added.Dijsselbloem was quickly rebuked by two members of the European Central Bank's governing board.ECB board member Benoit Coeure told France's Europe 1 radio on Tuesday that "Dijsselbloem was wrong to say what he said ... Cyprus isn't a model for the rest of the euro zone."Austria's Ewald Novotny described the Cypriot deal as "no model for other instances."
For his part, Dijsselbloem later issued a statement indicating that Cyprus is a "specific case."But his remarks also prompted French President Francois Hollandeto enter the fray. "The guarantee of deposits should be an absolute, irrevocable principle," he told French media on Tuesday.

Syria's Assad appeals to African summit for help

The World Bank says these countries are driving global economic growth."This requires a clear international will to dry up the sources of terrorism and stop its funding and arming," Assad said in the letter, which was carried by Syrian state media on Wednesday.Assad said Syria is subjected to "acts of terrorism backed by Arab, regional and Western nations" — a reference to the Western-backed opposition fighting his regime.Attempts to end Syria's crisis through peaceful means have so far failed to make progress. The opposition, including the main Syrian National Coalition, says it will accept nothing less than Assad's departure from power while his government has vowed to continue the battle until its troops crush the rebel forces.On Tuesday, Syria's opposition for the first time took over the country's seat in the Arab League at a summit in Qatar in a diplomatic triumph by Assad's opponents.The opposition's ascension to the League further demonstrated the extent of the regime's isolation two years into a ferocious civil war that the U.N. says has killed an estimated 70,000 people.

Saudi Arabia says spy ring worked for Iran

RIYADH, Saudi Arabia (AP) — Saudi Arabia says its investigations have shown that members of a spy ring arrested last week were working for Iranian intelligence.The official Saudi Press Agency quoted an Interior Ministry statement as saying Tuesday that material evidence and detainees' confessions prove that members of the group had received money from the Islamic Republic for information on vital locations in the kingdom.
The ministry said on March 19 that security authorities had arrested an 18-member spy ring, including an Iranian, a Lebanese and 16 Saudis.Iran denied on Sunday any involvement in espionage in Saudi Arabia. The two countries have a hostile relationship and frequently trade accusations.

Supreme Court, in next gay marriage case, eyes federal law

WASHINGTON (Reuters) - For the second day running, the Supreme Court on Wednesday will confront the issue of gay marriage, hearing arguments on a U.S. law that denies federal benefits to legally married same-sex couples.Almost two hours of oral argument before the court will focus on the Defense of Marriage Act (DOMA), just a day after the nine justices considered the constitutionality of California's Proposition 8 ban on gay marriage.Both cases come before the court as polls show growing support among Americans for gay marriage but division among the 50 states. Nine states recognize it; 30 states have constitutional amendments banning it and others are in-between.Rulings in both cases are expected by the end of June.
DOMA limits the definition of marriage as between a man and a woman. It permits benefits such as Social Security survivor payments and federal tax deductions only for married, opposite-sex couples, not for legally married same-sex couples.President Bill Clinton signed DOMA into law in 1996 after it passed Congress with only 81 of 535 lawmakers opposing it. Clinton, a Democrat, earlier this month said that times have changed since then and called for the law to be overturned.In the California case argued on Tuesday, the justices seemed wary of endorsing a broad right for gay and lesbian couples to marry, as gay rights advocates had wanted. As a result, the Proposition 8 case is less likely to influence how the court approaches DOMA, which presents a narrower question.The slightly lower-profile case being argued Wednesday focuses on whether Edith Windsor, who was married to a woman, should get the federal estate tax deduction available to heterosexuals when their spouses pass away.Windsor's marriage to Thea Spyer was recognized under New York law, but not under DOMA. When Spyer died in 2009, Windsor was forced to pay federal estate tax because the federal government would not recognize her marriage. She sued the government, seeking a $363,000 tax refund.Windsor's lawyers say the federal government has no role in defining marriage, which is traditionally left to states."It's the states that marry people," said James Esseks, an American Civil Liberties Union lawyer who is part of Windsor's legal team. "The federal government doesn't do that."The roughly 133,000 gay couples nationwide, married in one of the nine states where it is legal, are not recognized as married by the federal government, Windsor's supporters say.Various groups are calling for DOMA to be struck down, such as the Business Coalition for DOMA Repeal, whose members include Marriott International Inc, Aetna Inc, eBay Inc, and Thomson Reuters Corp, the corporate parent of the Reuters news agency.
OBAMA TURNS BACK ON DOMA
The Obama administration has agreed with Windsor that the section of law that defines marriage violates the U.S. Constitution's guarantee of equal protection under the law. The Justice Department has therefore declined to defend the statute, as it normally would when a federal statute is challenged.That has left a legal group acting on behalf of the Republican-dominated U.S. House of Representatives, known as the Bipartisan Legal Advisory Group, or BLAG, as the party defending the federal law. Its lawyer, Paul Clement, will argue that there are several reasons to support Congress' decision to enact DOMA.Noting the strong bipartisan support the law attracted when it was first enacted, Clement said in court papers that a move to strike it down as unconstitutional "would be wholly unprecedented."Before the court reaches that bigger question, preliminary matters could prevent the court deciding the case. One is whether BLAG has legal standing.
If such a procedural issue prevents the court from deciding the case on the merits, Windsor would win her refund. Yet DOMA would remain on the books in parts of the country where courts have not ruled on it. Further litigation would likely ensue.(Editing by Kevin Drawbaugh and Cynthia Osterman)
