President Barack Obama will present a “general framework” for Israeli-Palestinian peace during his visit to Israel and the West Bank in two weeks’ time, Israel’s Channel 10 news reported Thursday night, quoting what it said were remarks made by the president in a pre-visit White House briefing for US Jewish leaders.

He will not unveil a “comprehensive Middle East peace plan” during the trip, the report said, but told the leaders Thursday they should not rule out him doing so “sometime in the next six, nine or 12 months.”

A US source close to the issue, however, described the Channel 10 report as “absolutely false.”A senior administration official told The Times of Israel: “The president did invite leaders from across the American Jewish community to discuss and get input about his upcoming trip to Israel. He did not present a framework for peace talks.”Added the official, “The president reiterated America’s unshakeable support for Israel and thanked the leaders for role they play in strengthening ties between the two nations. The president noted that the trip is not dedicated to resolving a specific policy issue, but is rather an opportunity to consult with the Israeli government about a broad range of issues – including Iran, Syria, the situation in the region, and the peace process. He also underscored that the trip is an opportunity for him to speak directly to the Israeli people about the history, interests, and values that we share.”According to Channel 10, Obama told the Jewish leaders he intended to speak to the Israelis about peace with the Palestinians, and would make clear that “wanting peace is not enough.” He will be asking Israel “which tough steps it will be willing to take,” the TV report said.The report twice repeated that while the president would not be bringing a specific plan, he did intend to present a “general framework.” The president’s remarks to the senior Jewish leaders, the TV report added, were not supposed to have been publicized.At the same time, Obama told the Jewish leaders Thursday he would make clear that he recognizes how much more unstable the Middle East has become, and would highlight the US’s iron-clad commitment to Israel, the report said.Obama also reportedly said that he was committed to seeking a diplomatic solution to thwart Iran’s nuclear drive if possible, and that he would not be issuing tough-sounding declarations about the Iranian nuclear dispute during his visit.Channel 10 also claimed Obama was hoping to arrange a four-way summit during his trip, attended by Prime Minister Benjamin Netanyahu, Jordan’s King Abdullah and the Palestinian Authority President Mahmoud Abbas. Netanyahu and Abdullah were said to have agreed to attend. Abbas was conditioning his participation on a commitment — “some kind of promise” — that Israel was ready to freeze settlement building en route to resuming substantive negotiations. Without such a commitment, Abbas would make have to make do with a one-on-one meeting with Obama, the report said.The US was making “immense efforts” to arrange the summit, Channel 10 reported, with efforts now under way to find a formulation that could also satisfy Abbas. There was “a reasonable chance” that the four-way meet would take place.Channel 10 added that Obama’s advance team would arrive in Israel on Sunday to finalize the itinerary for the trip, his first as president, which is set to start on March 20.An Israeli Embassy official in Washington on Wednesday described as “baseless” reports in the Israeli media that Obama might delay his trip should Netanyahu fail to meet a March 16 deadline to form a government.The two leaderships have said they would consult on efforts to thwart Iran’s nuclear drive, the instability in Syria, ways to revive peace talks with the Palestinians, and other vital issues.

On Wednesday, Israeli media reported that Obama would not hold a planned public address at the Knesset, but rather at an alternative Jerusalem venue, probably the International Convention Center. Obama’s reason for skipping the Knesset is his preference for a “politically neutral” venue, Israel Radio reported.A senior administration quoted by JTA Thursday said Obama hoped to address young Israelis on his visit. ”The president’s speech is an opportunity for him to speak directly with the Israeli people, in particular to young people, about the broad nature of the U.S.-Israeli relationship,” the official said.

Peres envisions Middle East as ‘start-up region’

President tells European Commission sharing knowledge and good will will bring peace to the area

Israel is willing to share its knowledge and wisdom with its neighbors and asks only for peace in return, President Shimon Peres said Thursday.Peres comments to the European Commission in Strasbourg, France, were made as he described a greater “start-up region,” a reference to Israel’s moniker, “start-up nation.” The introduction of high-tech regions throughout the Middle East and the sharing of good will, Peres said, will in turn bring peace and stability.Peres described Israel as a harsh place in a harsh region that managed to climb out of the swamp.“We have only two lakes,” Peres said, describing the lack of natural resources faced by Israel. “One is dead. The other is dying. We have one river, the Jordan River, that has more fame than water. We don’t have any natural resources.“We are surrounded by hostility,” the president told the audience. “In 65 years of hostility we’ve had to go through seven wars, outmanned, outgunned, alone and yet we have the best agriculture on earth based on high-tech and the people. We can make one drop of water into three, four, five drops. We can have a yield from an acre that is ten times higher than the rest of the world. No secret.”Israel, Peres said, is ready and willing to share information with its neighbors, as it does with China and India, to create regional prosperity.“We have been a start-up nation. We took science to compensate for our shortages. I believe we can build a start-up region. What we did in Israel can be done in the Middle East.”Peres said the key to bringing good fortune to the region is through the sharing of knowledge and good will, and building of high-tech centers as science and technology change the global landscape and expectations of young people.Democracy, he said, cannot be implemented throughout the Middle East, but it can be brought about through the proliferation and sharing of knowledge.“Zionism is a renaissance not an occupation,” he said in response to a question regarding anti-Zionism. “We’re being accused of occupation,” he said, but countered, “once the Egyptians agreed to peace we gave back everything [in the Sinai]. Once the Jordanians agreed,” he said, “we gave back everything.”“We are not here to force, to occupy, to govern. We are here to contribute, to help. And we are open and shall do it gladly. We shall not ask for any return but peace, a better life, a better quality,” he said.Peres noted that “neither the Egyptians nor the Jordanians offered the Palestinians independence. “It’s Israel that offers independence to the Palestinians. We offered Gaza.…Alas, it was taken over by a group of terrorists and turned into a base of terror.“We shall continue to negotiate with the Palestinian people and PA,” he said, adding “their president is a friend of mine and I have the greatest respect for him.”In a lighter moment of jest, Peres addressed the continuous desire of the Jewish nation to improve the world. “We Jews cannot be satisfied,” he said. “If a Jew is satisfied I doubt his Jewishness. We are dissatisfied. We don’t want to accept the current situation. We think it can become better.”

In a little-noticed exchange Tuesday at the Senate Armed Services Committee, a top US general said he had no doubt Israel would attack Iran if the Islamic Republic reached a critical point in its nuclear weapons drive. Furthermore, said General James Mattis, Israel could so without the assistance of the United States.Mattis, who is retiring this month as head of the US army’s Central Command, which includes the Middle East and North Africa, was responding to questions from Sen. Lindsey Graham, who asked him whether he believed Israel would strike at Iran if the regime “reached a critical point in terms of nuclear capability.” Responded Mattis: “The Israelis have said so; I take them at their word.”Graham followed up by asking whether Israel would need US assistance to carry out such an attack. Said Mattis, “They could conduct a strike without our help.”Asked next whether the US should assist in such an Israeli attack, Mattis said, “That would depend on what the objective of the strike is. Is it to stop them, is it to delay them, is it how long do you want to delay them, is there a broader effort…?”Last summer, the chairman of the US Joint Chiefs of Staff, Gen. Martin Dempsey, said he would not want to be “complicit” in an Israeli strike on Iran, which could undo US-led international pressure on Iran if carried out prematurely.Graham then asked the general what kind of US attack he would recommend — a limited strike or one that targeted Iran’s navy, air force and Revolutionary Guard. Mattis said that “I owe confidentiality to the president” on that question.Finally, Graham asked him whether a nuclear Iran would lead other regional states to seek similar nuclear capabilities. Mattis said he had been told by “the leadership” of at least one Sunni state that they would indeed pursue a nuclear capability in such a case, and he believed other states would too.In the same session, Mattis said flatly that sanctions were not preventing Iran’s nuclear progress, adding that he had prepared a military option for the president.

A simple “No, sir” was Mattis’s response when asked whether “the current diplomatic and economic efforts to stop Iran from obtaining nuclear capability” were working.He said the regime in Iran knows “it can’t win the affection of its own people,” was concerned sanctions could turn its people against it, and might be prepared to even give up its nuclear effort if it feared its survival in power was at stake. “I think we have to continue sanctions, but have other options ready.”Mattis said Iran could be convinced to alter its course by “a purely cost-benefit ratio,” but at the moment, he noted, the “nuclear industry continues” apace, despite sanctions.“Between economic sanctions, diplomatic isolation, and encouragement of behavior that does not cost them such a degree of political support that they end up losing power, there may yet be a way to bring them to their senses,” the general stated.Such means to bring Iran “to its knees,” Mattis commented in response to another question, did not necessarily entail “open conflict,” but a military operation is “one of the options that I have to have prepared for the president.”Mattis’s statements came in the wake of a fresh effort on the part of the West to curb Iran’s nuclear program via diplomatic means, and echoed comments made by Prime Minister Benjamin Netanyahu on Monday.“We have to stop Iran’s nuclear enrichment program before it’s too late. Words alone will not stop Iran. Sanctions alone will not stop Iran. Sanctions must be coupled with a clear and credible military threat if sanctions fail,” Netanyahu told a room of some 13,000 AIPAC supporters in Washington by satellite feed from Jerusalem.In an earlier speech, US Vice President Biden told the same crowd that President Barack Obama isn’t bluffing when he says he’ll use military action, if ultimately necessary, to prevent Iran from acquiring a nuclear weapon.An Iranian spokesman on Tuesday said the country’s nuclear talks with world powers yielded “positive results” and assailed what he described as “negative” remarks by some Western officials following those negotiations.According to Ramin Mehmanparast, the Foreign Ministry spokesman, some Western officials and media outlets are trying to portray the results of the talks last week in Almaty, Kazakhstan, in a bad light because of their own political agenda.“It is a matter of surprise that some Western and regional countries, as well as their media outlets, are trying to cast a negative image on the talks, which had positive conclusions,” said Mehmanparast.The Associated Press contributed to this report.
