The IDF is the world's most female-friendly army, statistics released Thursday showed. More than one third of the army's “enlisted men” are women, according to the IDF Spokesperson's office.At 34%, the number of women in the IDF is the highest of any army in the world. The reason, of course, is because women are required to serve in the army, unless they serve in the National Service, as many girls from religious families do. According to many rabbinical sources, women are not permitted to serve as soldiers in uniform, and the National Service program gives them an opportunity to serve their country, working in hospitals, schools, and other institutions that are often short-handed.Of all 18 year old females in Israel, the IDF Spokesperson said, 59% enlist in the IDF. Ninety two percent of all positions in the army are open to women (with only a few that require extraordinary physical strength off-limits). Women comprise 57% of the IDF's officer corps among regular soldiers, and 28% of career officers. Of the top officer positions (lieutenant and higher) women comprised 15% of the total officers.There was notable rise in the number of female soldiers who were on duty during the recent Pillar of Defense Operation, as compared to 2008's Operation Cast Lead, the spokesperson said. More of those women have been serving in battlefield roles; over the past few years there has been a significant drop in the numbers of women assigned to secretarial and clerk roles, from 21% of all women serving in 2001 to just 13% in 2012.The IDF Spokesperson's Office released the numbers in time for International Women's Day, to be commemorated on Friday.

Speaking Thursday morning, Likud Knesset faction leader MK Ze'ev Elkin said that the formation of a government at this point was in the hands of Yair Lapid -and that a deal could be signed including his Yesh Atid party in the coalition immediately, if he were to give up his demand to be Foreign Minister.
“If he were to give up the idea of being Foreign Minister and agree to take the job of Finance Minister, we could sign a deal today,” Elkin said in an interview on Army Radio. “As someone who ran his campaign on economic issues and constantly asked 'where is the money,' it is very strange that Lapid would decide that he would be seeking 'the money' abroad. The Finance Ministry is where 'the money' is, so it would seem natural for him to take that position.”According to reports, Prime Minister Binyamin Netanyahu has promised to return Avigdor Lieberman to the position of Foreign Minister, if and when he emerges unscathed from his corruption trial next month.Lapid, for his part, denies that it is a dispute as to which ministry he is awarded that is holding up the deal – and accused the Likud of cynicism for trying to spin the issue as such. “For two days they have been claiming that we are arguing over ministries, with the Likud claiming that Naftali Bennett and I are setting 'ultimatums' as our price for entering the coalition.“This is incorrect, and it's unworthy for the Likud to act in such a manner,” Lapid wrote on his Facebook page. The reason he has refused to join so far, he wrote, is because of the Likud's insistence on adding “make-work” ministry jobs to satisfy the political ambitions of members of his party and Yisrael Beiteinu. Lapid has demanded that the government be limited to no more than 20 ministers, instead of the 33 in the current government.“The argument is not about the ministries, but about the nature of the government,” Lapid wrote. “We want answers regarding the program to draft Hareidi yeshiva students. We want answers regarding the oversized government that the Prime Minister wants that will waste hundreds of millions of shekels. We want answers regarding our plan to lower the cost of housing, to ensure that education will not be harmed, and others. I promised change to my voters.
“It seems as if some people have not come to understand that things are different, that the era of 'political spin' and leaks is over, and that the public wants a clean political system that deals with the real issues,” Lapid wrote.

North Korea warns U.S. of preemptive nuclear strike

SEOUL (Reuters) - North Korea threatened the United States on Thursday with a preemptive nuclear strike, raising the level of rhetoric while the U.N. Security Council considers new sanctions against the reclusive country.North Korea has accused the United States of using military drills in South Korea as a launch pad for a nuclear war and has scrapped the armistice with Washington that ended hostilities in the 1950-53 Korean War.North Korea, which has one major ally, neighboring China, threatens the United States and its "puppet", South Korea, on an almost daily basis."Since the United States is about to ignite a nuclear war, we will be exercising our right to preemptive nuclear attack against the headquarters of the aggressor in order to protect our supreme interest," the North's foreign ministry spokesman said in a statement carried by the official KCNA news agency.North Korea conducted a third nuclear test on February 12, in defiance of U.N. resolutions, and declared it had achieved progress in securing a functioning atomic arsenal. It is widely believed the North does not have the capacity to deliver a nuclear strike on the mainland United States.The North's unnamed foreign ministry spokesman also said it would be entitled to take military action as of March 11 when U.S.-South Korea military drills move into a full-scale phase as it had declared the truce invalid.It is the latest in an escalation of tough words from both sides of the armed Korean border this week as the U.N. Security Council deliberates a resolution to tighten financial sanctions and a naval blockade against the North.North Korea, which held a mass military rally in Pyongyang on Thursday in support of its recent threats, has protested against the U.N. censures of its rocket launches. It says they are part of a peaceful space program and that the criticism is an exercise of double standards by the United States.But North Korea's shrill rhetoric rarely goes beyond just that. Its latest armed aggression against the South in 2010 came unannounced, bombing a South Korean island killing two civilians. It is widely accused of sinking a South Korean navy ship earlier in the year, killing 46 sailors.North Korea was conducting a series of military drills and getting ready for state-wide war practice of an unusual scale, South Korea's defense ministry said earlier on Thursday.South Korea and the United States, which are conducting annual military drills until the end of April, are watching the North's activities for signs they turn from an exercise to an actual attack, a South Korean official said."It hasn't been frequent that the North conducted military exercise at the state level," South Korea's defense ministry spokesman, Kim Min-seok, said. "The North is currently conducting various drills on land, at sea and aerially."We are watching the North's activities and stepping up readiness under the assumption that these drills can lead to provocation at any time."
Kim declined to confirm news reports that the North has imposed no-fly zones off its coasts in a possible move to fire missiles, but he said any flight ban limited to near the coast would not be for weapons with meaningful ranges.A top North Korean general said on Tuesday said Pyongyang was scrapping the armistice. China navy seeks to "wear out" Japanese ships in disputed waters

HONG KONG (Reuters) - China's naval and paramilitary ships are churning up the ocean around islands it disputes with Tokyo in what experts say is a strategy to overwhelm the numerically inferior Japanese forces that must sail out to detect and track the flotillas.A daily stream of bulletins announce ship deployments into the East China Sea, naval combat exercises, the launch of new warships and commentaries calling for resolute defense of Chinese territory."The operational goal in the East China Sea is to wear out the Japanese Maritime Self Defence Force and the Japan Coast Guard," said James Holmes, a maritime strategy expert at the Newport, Rhode Island U.S. Naval War College.It wasn't until China became embroiled in the high stakes territorial dispute with Japan late last year that its secretive military opened up.Now, the People's Liberation Army (PLA) is routinely telegraphing its moves around the disputed islands, known as Senkaku in Japanese and Diaoyu in Chinese.News of these missions also has domestic propaganda value for Beijing because it demonstrates the ruling Communist Party has the power and determination to defend what it insists has always been Chinese territory, political analysts said.However, experts warn that the danger of these constant deployments from both sides into the contested area increases the danger of an accident or miscalculation that could lead to conflict.In the most threatening incident so far, Tokyo last month said the fire control, or targeting, radar of Chinese warships near the islands "locked on" to a Japanese helicopter and destroyer in two separate incidents in late January.Beijing denies this but U.S. military officers have backed up Japan's account."We are in extremely dangerous territory here," said Ross Babbage, a military analyst in Canberra and a former senior Australian defense official."We could have had Japan and China in a serious war."Some foreign and Japanese security experts say Japan's powerful navy and coast guard still holds the upper hand in the disputed waters but that this could change if Beijing intensifies its patrols."I believe China for the time being focuses resources on the South China Sea, which is a higher priority for them now," said Yoshihiko Yamada, a maritime policy expert and professor at Tokai University."But, if they shift more resources to the East China Sea, the coast guard alone would not be able to handle the situation."There were signs that tension remained high last week when Tokyo protested that China had deployed a series of buoys around the islands to collect intelligence about Japanese operations.China's Foreign Ministry said the buoys were in Chinese waters and positioned to collect weather information.Beijing's paramilitary agencies have been equally forthright since the standoff began with a stream of news and footage of their deployments.
Ships from these agencies including customs, maritime surveillance and fisheries are in the frontline of Beijing's campaign to assert sovereignty over the disputed islands, which are believed to be rich in oil and gas.A Chinese fisheries surveillance vessel entered Japan's territorial waters near the islands for the second day running on February 24 in what was the 31st similar incursion since September, the Japanese coast guard said last week.News bulletins in China are saturated with coverage of Chinese paramilitary ships jostling for position with their Japanese counterparts around the rocky islands.
PRESSURE ON JAPAN COAST GUARD
There is evidence Japan's coast guard is feeling the pressure.It plans to form a new, 600-member unit equipped with 12 patrol ships that will be deployed exclusively on missions around the disputed islands.And, it is boosting its budget to buy ships and aircraft by 23 percent to 32.5 billion yen ($348.15 million) for the year starting in April.The coast guard also plans to add 119 personnel in the year starting next month. That would be the biggest staff increase in 32 years.As tension mounted around the islands ahead of his return to office as prime minister of Japan in December, Shinzo Abe proposed converting retired navy vessels into coast guard patrol ships.Defence Minister Itsunori Onodera said on Tuesday that his ministry and the coast guard were discussing the idea.Beijing has so far held its navy back from waters immediately surrounding the disputed territory but its warships are almost constantly patrolling nearby seas and other waterways around the Japanese archipelago, according to the PLA announcements.In late January, the PLA said a naval fleet would conduct a naval exercise in the Western Pacific after "sailing through islands" off the Chinese coast, a clear reference to the Japanese archipelago. The navy had conducted seven similar exercises last year, it said.In a series of subsequent bulletins, the PLA said three of its most modern warships, the missile destroyer Qingdao and the missile frigates Yantai and Yancheng would make up the fleet which would conduct training in the Yellow Sea and the East China Sea in an 18-day deployment.The U.S. navy has also monitored the sharply increased tempo of Chinese naval and paramilitary operations near Japan.In an unusually blunt public assessment, a senior American naval intelligence officer, Captain James Fanell, told a seminar in San Diego on January 31 that the PLA navy had last year sent seven surface action groups into the Philippines Sea south of Japan.It had also deployed the biggest number of submarines in its history into this area, he said.
It was unclear if Fanell was referring to the same seven deployments the PLA disclosed last month.
"Make no mistake, the PLA navy is focused on war at sea and about sinking an opposing fleet," Fanell said.
And, the U.S. officer said, China's maritime surveillance agency, a civil proxy for the PLA, had become "a full-time maritime sovereignty harassment organization" with the goal of enforcing territorial claims.
The frequency of deployments appears set to continue with the PLA announcing on February 27 it would conduct 40 military exercises this year with an increased emphasis on "core security-related interests".
Senior Chinese officials have strongly implied that Japan's claim over the islands is an attack on one of China's core interests, an important distinction to Beijing in defining its non-negotiable national priorities.
In a speech to the politburo in late January, Chinese party leader Xi Jinping referred to the pain of "wartime atrocities", an apparent reference to Japan's bloody invasion and occupation of China last century, according to a report of his remarks carried by the official Xinhua news agency."We will stick to the road of peaceful development but will never give up our legitimate rights and will never sacrifice our national core interests," he was reported to have said.And, Beijing continues to boost its military firepower. Chinese shipyards last week delivered a new, stealth frigate to the navy, the official PLA Daily newspaper reported.The radar evading type-056 frigate would be introduced in big numbers as the first step in a systematic upgrade of navy hardware, the paper said.
BUT JAPAN SAYS IT WON'T BUCKLE
Despite the intense military and diplomatic pressure, the Japanese government shows no sign of wilting.
"We simply cannot tolerate any challenge now and in the future," Prime Minister Abe said recently in Washington."No nation should make any miscalculation or underestimate the firmness of our resolve."Still, military analysts said Japanese forces must continue to match China's patrols and exercises.In a paper prepared for an Australian military think tank last year, an influential Japanese military strategist, retired Vice Admiral Yoji Koda, said Chinese naval forces sailing around the Japanese islands "will surely meet intensive surveillance and continuous tracking" from Japanese forces and its U.S. allies.Some military analysts suggest Beijing's continuous deployments around the Diaoyu/Senkaku islands are also part of a wider policy of enhancing its claims over a number of disputed territories in the East China Sea and South China Sea.
"If Beijing starts policing territory it claims as its own, and if rival claimants can't push back effectively, it will start looking like the rightful sovereign over that territory," said Holmes.However, Holmes added that Japan poses a much stiffer challenge for Beijing than smaller nations like the Philippines which also has overlapping territorial claims with China.While smaller in raw numbers than the PLA navy, the highly trained Japanese navy is generally regarded as the most powerful in Asia with state-of-the art ships, submarines and aircraft. And, it has a security alliance with the United States that obliges Washington to intervene if Japan is attacked.
Other military experts suggest Beijing has decided to intensify its operations against Japan, a nation whose wartime aggression is remembered across Asia, because confrontations with smaller neighbors in recent years had led to a region-wide diplomatic backlash."The Senkaku/Diaoyu hoopla of late is triggered by China's desire to extricate itself from total regional isolation caused by China's expansive territorial claims against virtually all of its maritime neighbors," said Yu Maochun, an expert on the PLA at the Annapolis, Maryland United States Naval Academy. Parliament chief criticises 'Frankenstein Europe'

Berlin - The EU's current institutional set-up resembles a 'Frankenstein' monster because there is no democratic separation of powers, European Parliament chief Martin Schulz said Monday (4 March) during a debate in Hamburg on sovereignty transfers to Brussels."National sovereignty in Europe is based on a model of separation of powers: we have a government that can be voted down by a parliament and an independent judiciary overseeing that rules are respected," Schulz said.He added: "What we are doing now is that we are taking bits and pieces of this framework and transferring them to the EU level, but without also transferring the separation of powers. The result is what I call 'Frankenstein Europe'."He said people cannot trust the EU when the division of labour and the legal basis is not clear.Schulz, who is tipped as Social-Democratic candidate for the EU commission top job next year, said the commission is the most undemocratic of all three institutions, because parliamentary checks and balances are minimal."There are developments in the European Commission that only alienate people. There are two schools of thought in the EU commission - one that doesn't rest until it privatises even the last local cemetery, and the other is not satisfied until we have an EU regulation for burials," the German politician quipped.He also criticised the fact that the commission, which acts like a government, is the only institution allowed to initiate legislation. "This is an undemocratic mix of legislative and executive powers. We need to reform the commission and parliamentarise Europe," Schulz said.He said the EU should have competences in the area of trade, environment, monetary policy, financial regulation and migration. "For this we need a government at EU level legitimised by the European Parliament."But other powers could be repatriated, he said, in reference to demands made by the British Prime Minister David Cameron to renegotiate the terms of Britain's membership."I am in favour of repatriating powers that have not proven a value added on EU level," Schulz said.

Syrian rebels seize U.N. peacekeepers near Golan Heights

BEIRUT (Reuters) - Syrian rebels have seized a convoy of U.N. peacekeepers near the Golan Heights and say they will hold them captive until President Bashar al-Assad's forces pull back from a rebel-held village which has seen heavy recent fighting.The capture was announced in rebel videos posted on the Internet and confirmed on Wednesday by the United Nations, which said about 20 peacekeepers had been detained.
The seizure is the most direct threat to U.N. personnel in the nearly two-year-old uprising against Assad, and Human Rights Watch said it was investigating the same brigade for past executions.It came on the day Britain said it would increase aid to the opposition forces and the Arab League gave a green light to member states to arm the rebels.The Arab League also invited the opposition Syrian coalition to take Syria's seat at a meeting of the regional body in Doha later this month. Syria was suspended in November 2011 in response to its crackdown on protests which has since spiraled into civil war.In the latest attack by the Syrian military, warplanes bombarded the northeastern provincial capital of Raqqa for a second consecutive day on Wednesday, killing at least 39 people, opposition activists said. Video footage showed fighters putting dismembered bodies in an ambulance.The peacekeepers of the UNDOF mission have been monitoring a ceasefire line between Syria and the Israeli-occupied Golan Heights, captured by the Jewish state in a 1967 war, for nearly four decades.Israel has warned that it will not "stand idle" as Syria's civil war spills over into the Golan region.The United Nations in New York said its peacekeepers had been detained by around 30 fighters in the Golan Heights. The Security Council and Secretary-General Ban Ki-moon condemned the seizure of U.N. observers and demanded their immediate release."The U.N. observers were on a regular supply mission and were stopped near Observation Post 58, which had sustained damage and was evacuated this past weekend following heavy combat in close proximity at Al Jamla," the United Nations said, referring to a village which saw fierce clashes on Sunday.It did not mention the nationality of the observers, but the Syrian Observatory for Human Rights monitoring group, which is in contact with the rebel brigade, said they were Filipino.In one rebel video, a young man saying he was from the "Martyrs of Yarmouk" brigade stood surrounded by several rebel fighters with assault rifles in front of two white armored vehicles and a truck with "UN" markings."The command of the Martyrs of Yarmouk ... is holding forces of the United Nations Disengagement Observer Force until the withdrawal of forces of the regime of Bashar al-Assad from the outskirts of the village of Jamla," said the man, who was wearing civilian clothes.At least five people could be seen sitting in the vehicles wearing light blue U.N. helmets and bulletproof vests.
"If no withdrawal is made within 24 hours we will treat them as prisoners," the man said, accusing them of collaborating with Assad's forces to push the rebels out of Jamla.Nearly two years after the uprising started, rebels are distrustful of the United Nations, which they say has failed to support their cause.

Earlier on Wednesday, the United Nations said the number of refugees who have fled Syria had reached 1 million, part of an accelerating exodus from a conflict which is approaching its second anniversary with no prospect of an end to the bloodshed.British Foreign Secretary William Hague, pledging support for Assad's opponents, said the civil war had reached catastrophic proportions and that international efforts to stem the violence had been an abject failure.Senior U.S. and Russian diplomats will discuss the conflict at a meeting in London on Thursday, Russia said, the latest in a series of meetings aimed at seeking an end to the fighting.
But Hague said the chances of getting an immediate political solution to the crisis were slim and that diplomacy was taking too long."If a political solution to the crisis in Syria is not found and the conflict continues, we and the rest of the European Union will have to be ready to move further, and we should not rule out any option for saving lives," he said.However, Hague played down the prospect of direct Western military intervention.While Moscow has been one of Assad's main protectors, members of an Islamist insurgency involved in daily clashes in Russia's predominantly Muslim North Caucasus and their compatriots have trickled into Syria to fight on the rebels' side.A Syrian rebel leader sought to persuade European governments to lift an arms embargo for the rebels, saying any weapons provided would be accounted for and possibly returned."The weapons are registered on lists with numbers on each weapon. We distribute those weapons. And we know precisely who has received them," Brigadier Selim Idris told a news conference in Brussels.
ONE MILLION REFUGEES
At a registration center for Syrians in the northern Lebanese city of Tripoli, a 19-year-old mother of two registered on Wednesday as the millionth refugee to flee her country."The situation is very bad for us. We can't find work," said the teenage mother, wearing a green headscarf and holding her daughter as she spoke to reporters."I live with 20 people in one room. We can't find any other house as it is too expensive. We want to return to Syria. We wish for the crisis to be resolved."Syrians started trickling out of the country 23 months ago when Assad's forces shot at pro-democracy protests inspired by Arab revolts elsewhere.
The uprising has since turned into an increasingly sectarian struggle between armed rebels and government soldiers and militias. An estimated 70,000 people have been killed.Around half the refugees are children, most of them aged under 11, and the numbers leaving are mounting every week, the United Nations refugee agency said in statement."With a million people in flight, millions more displaced internally, and thousands of people continuing to cross the border every day, Syria is spiraling towards full-scale disaster," U.N.
