Israel moves to build 3,000 new settlement homes

JERUSALEM (AP) — Israel responded swiftly Friday to U.N. recognition of a Palestinian state, revealing it will build 3,000 more homes for Jews on Israeli-occupied lands that the world body overwhelmingly said belong to the Palestinians.The plans also include future construction in a strategic area of the West Bank where critics have long warned that Jewish settlements would kill hopes for a viable Palestinian state.
Israel's moves served as a harsh reminder to Palestinians — euphoric over the U.N. upgrade — that while they now have a state on paper, most of it remains very much under Israeli control."This is a doomsday scenario," Daniel Seidemann of Ir Amim, a group that promotes coexistence in Jerusalem, said of the building plans.Israel's decision was bound to embarrass the United States, which was among just nine countries in the 193-member General Assembly to vote against accepting Palestine as a nonmember observer state.
Accelerated settlement construction could also set a more confrontational tone as Palestinian President Mahmoud Abbas weighs his next moves.In Washington, State Department spokeswoman Victoria Nuland criticized the Israeli announcement. "These actions are counterproductive and make it harder to resume direct negotiations or achieve a two-state solution," she said.Friday's decision was taken by Prime Minister Benjamin Netanyahu and eight senior Cabinet ministers, according to the Israeli news website Ynet.The plans include 3,000 new apartments in the West Bank and east Jerusalem, as well as preparations for new construction in other large West Bank settlements, including Maaleh Adumim, near east Jerusalem, said an Israeli government official.Among the projects is an expansion of Maaleh Adumim, known as E-1, said the official, speaking on condition of anonymity because he was not authorized to discuss the decision with reporters.Successive U.S. administrations have pressured Israel not to build in E-1 because it would effectively cut off east Jerusalem from the West Bank, and split the northern part of the territory from the southern part. Israel has said in the past it envisions 3,500 apartments there."E-1 will be the death of the two-state solution," said Seidemann, referring to the establishment of a state of Palestine alongside Israel. "If the pronouncements are to be treated seriously, we are months away from the implementation of E-1. This is very serious and very problematic."Tzipi Livni, Israel's former foreign minister and chief negotiator with the Palestinians, warned that "the decision to build thousands of housing units as punishment to the Palestinians only punishes Israel ... (and) only isolates Israel further."Since 1967, the number of Israelis living in settlements in the West Bank and east Jerusalem has risen to half a million, compared with 2.7 million Palestinians in those areas, and continued construction makes partition of the land increasingly unlikely.
The new U.N. observer state status could enable the Palestinians to pursue possible war crimes charges against Israel at the International Criminal Court over settlement construction on war-won land.In his speech to the U.N. on Thursday, Abbas said he would coordinate with sympathetic countries and act responsibly, suggesting he would not seek confrontation with Israel."It is our right to get the membership of the ICC, but we don't want to go to it now," Abbas told reporters in New York on Friday, before the Israeli decision on new settlements became known. "We will not go unless we are attacked."Following Israel's decision to accelerate settlement building, however, Abbas aide Saeb Erekat said the Palestinian leadership was studying its options. He would not elaborate.Erekat accused Netanyahu of "defying the whole international community and insisting on destroying the two-state solution."The U.N. endorsed a Palestinian state in territories Israel captured in 1967. Abbas has said he is ready to negotiate the final borders with Israel, provided Netanyahu drops his refusal to use the 1967 lines as a starting point.Abbas asserted Friday that a Palestinian demand for a settlement freeze ahead of negotiations still stands."I'm ready for negotiations," Abbas said, rejecting Netanyahu's portrayal of the demand for a settlement freeze as a precondition. The U.N. bid has given a boost to his standing, which has been suffering after years of failed peace efforts with Israel. At the same time, the rival Islamic militant group Hamas in Gaza has scored points domestically, after an eight-day cross-border conflict with Israel earlier this month.Abbas aides say his top priority is to reconcile with Hamas, which seized Gaza from him in 2007 and has been running its own government there since then. Shahira Taleb, a 45-year-old Gaza housewife who has been unable to visit family in the West Bank because of an Israeli travel ban between the territories, was skeptical."I don't know if it's something that will change our life or is just a new paper added to thousands of papers issued over the past years in support of our cause," she said, standing in line at a bakery.But Talal Jafari, a 47-year-old shopkeeper in the West Bank city of Hebron, said for Palestinians, every victory counts. Germany’s chancellor is reassuring Israel of her nation’s unwavering commitment to the country’s security.
Angela Merkel’s said in her weekly podcast released Saturday that peace talks with the Palestinians toward a two-state solution should be resumed as soon as possible. She addes “Germany will always stand by Israel” when it comes to guaranteeing its safety.Merkel’s message comes two days after Israel suffered a symbolic defeat when an overwhelming majority of United Nations member states endorsed an upgrade to non-member observer state status for the Palestinian Authority, implicitly backing demands for sovereignty over lands Israel occupied in 1967.Germany, which many currently consider to be Israel’s closest European ally, abstained in the vote, which irked both Israel and the Palestinians.Merkel will hold talks with Israeli Prime Minister Benjamin Netanyahu on Thursday in Berlin.Earlier Saturday, British Foreign Secretary William Hague harshly criticized Israel for announced plans to build 3,000 housing units in the West Bank and East Jerusalem. He called on Israeli leaders to reverse the decision.US Secretary of State Hillary Clinton also blasted the decision to expand settlements, saying Friday, “these activities set back the cause of a negotiated peace.”

The Palestinian Authority is changing its official name to Palestine following Thursday’s overwhelming vote in the UN General Assembly to upgrade the status of the Palestinian mission to that of non-member observer state.The new name will appear in the letterhead of official forms and documents, and on all government websites, according to Israel Radio.The Palestinian Communications Ministry will also reportedly petition the International Telecommunication Union and the Universal Postal Union for frequencies and country codes, in a further attempt to capitalize on what the PA views as a de facto recognition of statehood by the international community.Officials in Ramallah appear to be quickly maneuvering to translate the symbolic recognition by the global body into diplomatic currency.Palestinian sources are reporting the PA delegation in Belgium will be upgraded to a diplomatic mission, and that Leila Shahid, Ramallah’s representative in Brussels, will be elevated to the status of ambassador.Officials in Israel see Thursday’s vote in New York City very differently.Prime Minister Benjamin Netanyahu was quick to point out Thursday night that the UN vote was “meaningless” and said Israel would act accordingly. Palestinian Authority President Mahmoud Abbas said Friday that Palestine was now “a country under occupation,” but indicated that he wasn’t ready to turn to the International Criminal Court just yet.
Speaking to Palestinian journalists in New York ahead of a visit to Jordan, Abbas reacted to Israel’s announcement that it would build 3,000 housing units in East Jerusalem and the West Bank.He told Ramallah-based media outlet Al-Ayyam that Palestinian rights to the land on pre-1967 borders was proven at the UN General Assembly on Thursday, and that nobody can build on that land at will.Abbas claimed that in exchange for Israel’s evacuation from the “occupied territories,” the establishment of a Palestinian state with its capital in Jerusalem and a solution to the refugee issue, “We will grant Israel recognition by 57 Arab and Muslim states, thereby solving its isolation problem.”The PA president told reporters that he was willing to restart negotiations with Israel right away, but only on the basis of UN resolutions that brand Israel’s West Bank settlements illegal.“The ball is now in the court of Israel and the US,” he said, adding that a show of force by Israel would not produce the country’s desired results.Abbas said Friday that he was surprised by the margin with which the Palestinian resolution at the UN was passed. He is expected to return on Sunday to Ramallah, where he will be greeted with an official ceremony.

Canada on Friday ordered back its heads of mission in Israel and Ramallah, as well as its envoys to the United Nations and Geneva, after the Palestinian Authority’s bid for an upgraded status at the United Nations was passed with a large majority."Canada is deeply disappointed but not surprised by yesterday's result at the United Nations General Assembly," Foreign Affairs Minister John Baird said in a statement, according to AFP."Our government's position is clear: the only way to achieve a just and lasting peace is through negotiations, not unilateral actions,” he said."To that end, Canada is bringing its heads of missions in Israel and Ramallah and its permanent representatives to the UN in New York and Geneva back to Ottawa temporarily to assess the implications of yesterday's UN General Assembly vote and inform Canada's response to it."Canada will now review the full range of its bilateral relationship with the Palestinian Authority," emphasized Baird.On Thursday, Canada joined Israel and the United States as one of only nine countries opposing the PA’s bid. The UN General Assembly backed non-member observer status for the PA by an overwhelming vote of 138 against nine, with 41 abstentions.Other countries that voted against, besides Israel and Canada, were the United States, the Czech Republic, Panama, the Marshall Islands, Micronesia, Nauru and Palau.Baird has, however ruled out that his country would cut off its ties with the PA.“We’re not, obviously, looking at breaking off relations with the Palestinian Authority,” he said, according to a report in The Globe and Mail.He also said that he was impressed with the results from Canadian aid to the PA government in Judea and Samaria, a suggestion that Ottawa will not cut it off completely. Will the Palestinian people be better off as a result? Islamists rally behind Mursi as Egypt's rifts widen

CAIRO (Reuters) - Islamist crowds demonstrated in Cairo on Saturday in support of President Mohamed Mursi, who is racing through a constitution to try to defuse opposition fury over his newly expanded powers.
Many thousands assembled outside Cairo University, waving Egyptian flags and green Islamist emblems to show their backing for the president and the constitution he is promoting.Mursi was expected later in the day to set a date for a referendum on the constitution hastily approved by an Islamist-dominated drafting assembly on Friday after a 19-hour session.Mohamed Ibrahim, a hardline Salafi Islamist scholar and a member of the constituent assembly, said secular-minded Egyptians had been in a losing battle from the start.
"They will be sure of complete popular defeat today in a mass Egyptian protest that says 'no to the conspiratorial minority, no to destructive directions and yes for stability and sharia (Islamic law)'," he told Reuters.Demonstrators, many of them bused in from the countryside, held pro-constitution banners. Some read "Islam is coming", "Yes to stability" and "No to corruption".Tens of thousands of Egyptians had protested against Mursi on Friday and rival demonstrators threw stones after dark in Alexandria and the Nile Delta town of Al-Mahalla Al-Kobra."The people want to bring down the regime," they chanted in Cairo's Tahrir Square, echoing the slogan that rang out there less than two years ago and brought down Hosni Mubarak.Mursi plunged Egypt into a new crisis last week when he gave himself extensive powers and put his decisions beyond judicial challenge, saying this was a temporary measure to speed Egypt's democratic transition until the new constitution is in place.His assertion of authority in a decree issued on November 22, a day after he won world praise for brokering a Gaza truce between Israel and the Palestinian Islamist Hamas movement, dismayed his opponents and widened divisions among Egypt's 83 million people.
Two people have been killed and hundreds wounded in protests by disparate opposition forces drawn together and re-energized by a decree they see as a dictatorial power grab.Mursi has alienated many of the judges who must supervise the referendum. His decree nullified the ability of the courts, many of them staffed by Mubarak-era appointees, to strike down his measures, although says he respects judicial independence.
A source at the presidency said Mursi might rely on the minority of judges who support him to supervise the referendum.Mursi, once a senior Muslim Brotherhood figure, has put his liberal, leftist, Christian and other opponents in a bind. If they boycott the referendum, the constitution would pass anyway.If they secured a "no" vote to defeat the draft, the president could retain the powers he has unilaterally assumed.And Egypt's quest to replace the basic law that underpinned Mubarak's 30 years of army-backed one-man rule would also return to square one, creating more uncertainty in a nation in dire economic straits and seeking a $4.8 billion loan from the IMF.
"NO PLACE FOR DICTATORSHIP"
Mursi's well-organized Muslim Brotherhood and its ultra-orthodox Salafi allies, however, are convinced they can win the referendum by mobilizing their own supporters and the millions of Egyptians weary of political turmoil and disruption."There is no place for dictatorship," the president said on Thursday while the constituent assembly was still voting on a constitution which Islamists say enshrines Egypt's new freedoms.
Human rights groups have voiced misgivings, especially about articles related to women's rights and freedom of speech.The text limits the president to two four-year terms, requires him to secure parliamentary approval for his choice of prime minister, and introduces a degree of civilian oversight over the military - though not enough for critics.The draft constitution also contains vague, Islamist-flavored language that its opponents say could be used to whittle away human rights and stifle criticism.For example, it forbids blasphemy and "insults to any person", does not explicitly uphold women's rights and demands respect for "religion, traditions and family values".The draft injects new Islamic references into Egypt's system of government but retains the previous constitution's reference to "the principles of sharia" as the main source of legislation."We fundamentally reject the referendum and constituent assembly because the assembly does not represent all sections of society," said Sayed el-Erian, 43, a protester in Tahrir and member of a party set up by opposition figure Mohamed ElBaradei.Several independent newspapers said they would not publish on Tuesday in protest. Official: Hamas leader Mashaal set to visit Gaza

GAZA CITY, Gaza Strip (AP) — A senior Hamas official in Gaza says the Islamic militant group's leader is poised to pay his first visit ever to the coastal strip.Khaled Mashaal is set to visit Gaza next week to mark the movement's 25th anniversary and congratulate its leaders and militants for battling Israel during a recent 8-day offensive.Mashaal was previously prevented from crossing into Gaza by longtime Egyptian leader Hosni Mubarak. Hamas says it is coordinating the visit with Egypt's new Muslim Brotherhood leaders.
The official, who spoke anonymously Saturday, citing security concerns, called the visit "historic."Hamas violently overtook Gaza from forces loyal to Palestinian President Mahmoud Abbas' Fatah party in 2007. It has yet to reconcile with Fatah, which rules the West Bank.Until recently, Mashaal had been based in Syria.

Syrian jets bomb rebels, Internet down for third day

BEIRUT (Reuters) - Syrian jets bombed rebel-held areas of Damascus on Saturday, residents said, and a countrywide Internet blackout entered its third day.Syrian rebels fighting to oust President Bashar al-Assad clashed with troops in most populated areas of the country, according to opposition activists. At least 40,000 people have been killed during the 20-month-old uprising, they say.The Syrian Observatory for Human Rights, an opposition-linked monitor, said war planes were bombing the Damascus suburbs of Kafar Souseh and Darraya.If rebels maintain a presence in these areas, they will hold ground in a continuous arc from the northeast to southwest of the capital's outer districts."Syrian regular forces are trying to control the areas surrounding the capital and clashed with rebel fighters," the Observatory said.The mostly Sunni Muslim rebels battling Assad, who is from Syria's Alawite minority linked to Shi'ite Islam, have been making gains across Syria by overrunning military bases and have been ramping up attacks on Damascus, his seat of power.Since Thursday, clashes have been reported near the Aqraba and Babilla districts on the southeastern outskirts of Damascus which lead to the international airport, effectively closing the road and leading EgyptAir and Emirates to suspend flights.Syrian state television quoted a ministry of information statement saying the Damascus international airport was open on Saturday and that the road leading to it was safe. Opposition activists said clashes continued.Networking experts accuse the government of cutting off the Internet but Damascus blames "terrorists," a term it uses for the opposition.Rights groups have warned the communications drop off is a precursor to a wider offensive by government forces in the capital. RAMALLAH, West Bank (AP) — Euphoric Palestinians erupted in cheers, honked car horns and chanted "God is great" after the United Nations endorsed an independent state of Palestine, giving sweeping international backing to their demands for sovereignty over lands Israel occupied in 1967.The historic General Assembly decision late Thursday to accept "Palestine" as a non-member observer state won't actually grant independence to the 4.3 million Palestinians who live in the West Bank, east Jerusalem and the Gaza Strip.Israel remains an occupying force in the first two territories and continues to severely restrict access to Gaza, ruled by the Hamas militant group. Nor does the vote plaster over the rift in the Palestinian leadership that has led to the emergence of dueling governments in the West Bank and Gaza.But by gaining approval at a world forum overwhelmingly sympathetic to their quest, Palestinians hope to make it harder for Israel to resist global pressure to negotiate the borders of a future Palestine based on lines Israel held before capturing the West Bank, east Jerusalem and Gaza in 1967.The massive international recognition of the Palestinians' right to a state — only nine of 193 General Assembly members voted against it — gave them hope that the tide had turned in their favor."It's a great feeling to have a state, even if in name only," said civil servant Mohammed Srour, 28, standing in a flag-waving a crowd of more than 2,000 packed into a square in the West Bank city of Ramallah late Thursday. "The most beautiful dream of any man is to have an independent state, particularly for us Palestinians who have lived under occupation for a long time."But even though the resolution did not immediately change their lives, Palestinians say the recognition isn't just symbolic. They believe it will strengthen their hand in any future talks with Israel, which has attacked the Palestinian move as an attempt to bypass such negotiations.The international community's warm embrace was meant, in part, to shore up the moderate Palestinian president, Mahmoud Abbas, whose domestic standing had been hurt by his failure to deliver a state through negotiations during his eight years at the helm. European powers that Israel had hoped would oppose the statehood bid either supported it or abstained.
Hamas, once shunned internationally for its campaign of violence against Israel, has seen its isolation ease in recent months, as Islamists gain power across the region. An outpouring of support from the Arab world during an Israeli offensive against targets linked to militants earlier this month in Gaza gave them another bump.After initially criticizing the U.N. bid as an empty gesture, Hamas has come around to supporting the popular move, with reservations.Palestinians in the coastal strip also celebrated the vote, though on a smaller scale than after the massive eruption of joy in the streets after last week's cease-fire deal with Israel.Some set off fireworks, others shot in the air and children in the streets cheered and flashed victory signs. North Korea plans second rocket launch in December

SEOUL (Reuters) - North Korea is to carry out its second rocket launch this year in December as South Korea holds its presidential election in a move that will likely trigger diplomatic tensions between the two Koreas and censure from the United States and Japan.State news agency KCNA said on Saturday that the launch of a rocket carrying a satellite would take place between December 10 and December 22.
North Korea says its launches are for peaceful purposes, although Washington and Seoul believe the isolated, impoverished state is testing long-range missile technology with the aim of developing an intercontinental ballistic missile capable of carrying a nuclear warhead.North Korea undertook a similar launch in April that was aborted a few minutes into its mission. The North is banned from conducting missile or nuclear-related activities under United Nations resolutions.The coming launch will take place around the time of South Korea's presidential polls on December 19 and close to the first anniversary of the death of former leader Kim Jong-il.Kim died on December 17 last year and was succeeded by his son, Kim Jong-un.

NKorea says it will launch long-range rocket soon

SEOUL, South Korea (AP) — North Korea announced Saturday that it would attempt to launch a long-range rocket in mid-December, a defiant move just eight months after a failed April bid was widely condemned as a violation of a U.N. ban against developing its nuclear and missile programs.The launch, set for Dec. 10 to 22, is likely to heighten already strained tensions with Washington and Seoul as the United States prepares for Barack Obama's second term as U.S. president and South Korea holds its own presidential election on Dec. 19.This would be North Korea's second launch attempt under leader Kim Jong Un, who took power following his father Kim Jong Il's death nearly a year ago. The announcement by North Korea's space agency followed speculation overseas about stepped-up activity at North Korea's west coast launch pad captured in satellite imagery.A spokesman for North Korea's Korean Committee for Space Technology said scientists have "analyzed the mistakes" made in the failed April launch and improved the precision of its Unha rocket and Kwangmyongsong satellite, according to the official Korean Central News Agency.KCNA said the launch was a request of late leader Kim Jong Il, whose Dec. 17, 2011, death North Koreans are expected to mark with some fanfare. The space agency said the rocket would be mounted with a polar-orbiting Earth observation satellite, and maintained its right to develop a peaceful space program.
Washington considers North Korea's rocket launches to be veiled covers for tests of technology for long-range missiles designed to strike the United States, and such tests are banned by the United Nations.
North Korea has capable short- and medium-range missiles, but long-range launches in 1998, 2006, 2009 and in April of this year ended in failure. North Korea is not known to have succeeded in mounting an atomic bomb on a missile but is believed to have enough weaponized plutonium for at least half a dozen bombs, according to U.S. experts, and in 2010 revealed a uranium enrichment program that could provide a second source of material for nuclear weapons.Six-nation negotiations on dismantling North Korea's nuclear program in exchange for aid fell apart in early 2009.In Seoul, South Korean officials have accused North Korea of trying to influence its presidential election with what they consider provocations meant to put pressure on voters and on the United States as the North seeks concessions. ALMATY, Kazakhstan (AP) — Kazakhstan on Saturday observed a new holiday lauding President Nursultan Nazarbayev, part of a growing cult of personality around the leader of the sprawling, resource-rich former Soviet republic.The highlight of First President's Day, which marks the anniversary of Nazarbayev's first election in 1991, was a carefully choreographed pageant by some 30,000 performers in an arena in the capital Astana, including mass singing and banner-waving.Across the country, schoolchildren and state employees held demonstrations of affection, concerts, and sports events in his honor. To what extent the participation was voluntary was unclear.The 72-year-old Nazarbayev exercises extraordinary dominion over Kazakhstan's political life. In the most recent presidential election in 2010, he pushed aside three token rivals to win 95 percent of the vote; international monitors criticized the election as unfair.He receives blanket, praiseful coverage from state news media, while the government has cracked down on independent outlets.
In the run-up to the holiday, state media lauded him as a visionary who prevented the ethnically diverse country from plunging into bloodshed like that in Yugoslavia in the 1990s and equated him with the United States' founding fathers.Nazarbayev has become subject of films, plays and even children's fairytales. A university, a network of elite schools, and a city park adorned with his statue have been named after him. An imprint of his hand is incorporated into the design of the nation's banknotes.Observers say this is partly old-style cult of personality, but also an attempt to cement a unifying element in a vast and sparsely populated, multiethnic country of 16.5 million that some fear could one day be torn apart by clan rivalries and regional loyalties."Kazakhstan's statehood still lacks a symbol uniting all of its citizens," said Marat Shibutov, a well-known political commentator. "That is why this holiday has appeared."All across the country, billboards bear Nazarbayev slogans identifying national strength in ethnic unity. Russian-speaking ethnic Slavs make up around one-fourth of the population, and there are also substantial German, Tatar, Uyghur, and Turkish communities, among a dizzying array of ethnic groups.The development of Kazakh nationalism has been fervently resisted by Nazarbayev, although tight controls over the media make it difficult to assess the strength of underlying social tensions. Vladimir Kozlov, the country's most vocal opposition politician, was sentenced in October to 7 1/2 years for allegedly stirring unrest and seeking the government's overthrow in a trial that international legal experts declared prejudiced and politically motivated.There is no obvious sign of when or even if the president will ever step down — Nazarbayev University's Life Sciences Center announced last month that they had devised a yogurt-type concoction that could extend life expectancy. Nazarbayev has in the past, perhaps only half-joking, urged scientists to find him an elixir of youth.And yet, even his supporters recognize change is beckoning.In an interview published Saturday in Vremya newspaper, an adviser to the presidential rights committee, Vitaly Voronov, said the time had come to boost the role of parliament, which is now occupied by Nazarbayev's party and two weak and largely pro-government forces.Nazarbayev "should go down in history as the first and last leader of Kazakhstan with super-presidential powers," he said.
