Waverley head lifeguard Bruce Hopkins said the bloom was spotted drifting off the north side of Bondi Beach at around 6.30am."It has got quite a fishy smell to it,'' Mr Hopkins told AAP."It can irritate some people's skin but generally not much more than that.'' Mr Hopkins said the bloom has a "reddy-purple'' tinge and sits on the surface like oil sheen.
The bloom was dissipating off Bondi, with hopes the beach might be reopened by this afternoon, he said.
Red algae was uncommon but not unheard of at Bondi, Mr Hopkins added.
At just before 12.30pm Beachwatch NSW announced that Clovelly Beach had also been closed because of the bloom.The
closures will come as a blow to tourists and other beachgoers if they
continue throughout a week which is forecast to have soaring
temperatures peaking at more than 40C on Saturday.A Randwick Council spokesman said red algae can potentially be dangerous to humans exposed to it."There
are some possible risks to human health from red algae including skin
rashes and eye irritation, and for this reason the beach will remain
closed until the algae dissipates,'' the spokesman said."Signage has been installed at Clovelly Beach, and council lifeguards are advising people not to swim.''
A spokesman for the NSW Office of Water said testing was being done to discover what caused the bloom.
One cause, he said was an upwelling of colder nutrient-rich water.He said algal blooms, sometime referred to as "red tides'', are more common around spring and autumn when there are higher water temperatures and greater movements in ocean currents.The NSW Office of Water expects the test results some time on this afternoon but could not confirm the beaches would be opened by the end of the day.It comes after toxic algal bloom was detected in Botany Bay, south of Bondi on Friday.That particular species of algae produced paralytic shellfish poisoning toxins, the NSW Department of Primary Industries said.The NSW Office of Water spokesman said the two blooms were "probably not related'', but were unable to confirm further details until test results on the algae at Bondi became available.While many locals have been deterred by the phenomenon, many people - believed to be tourists - are still swimming in the water.

SAGUENAY, Que. - A Quebec municipality was in
court fighting to keep prayers at city council meetings and it kicked
off its case Monday by citing the preamble to the Constitution.
The
lawyer for Saguenay's colourful mayor, Jean Tremblay, pointed during
his opening arguments to the very first words in the 1982 Constitution
Act.The document begins: "Whereas Canada is founded upon principles that recognize the supremacy of God and the rule of law."That
fundamental document was cited by Claude Armand Sheppard, a lawyer for
the Saguenay mayor who is trying to reverse a decision banning prayers
before meetings.Tremblay says he's also fighting
to preserve the province's Roman Catholic heritage. He launched a
fundraising drive to raise money for the court case, which started after
a complaint from a local resident.The Quebec
human rights tribunal had ordered the prayers be stopped, the crucifix
in the city council chamber be removed and that damages be paid to the
citizen who complained.
The Quebec Court of Appeal is now hearing the case.Tremblay
says many Saguenay residents support his fight and have given him money
to fund the legal battle: "For sure, when you go to court, you expect
to win," he said in an interview Sunday. "But it is not only the trial
of Jean Tremblay. It is more than that: it is about the whole culture of
Quebec."The mayor's legal team is arguing that
the ban threatens traditions and institutions such as Canadian currency,
the national anthem, oaths, monuments and religious holidays.Another
one of Tremblay's lawyers, Richard Bergeron, said Monday that the
country is loaded with religious symbols and he warned that the case
against the mayor could lead to an aseptic public space.He
said it could eventually lead to the iconic crucifix atop Montreal's
Mount Royal, and a large statue of Virgin Mary in Saguenay, being
removed.Bergeron urged the court to judge the
case on its merits and not on the combative reputation of the mayor. He
quipped, in a possible allusion to the province's ongoing corruption
scandals: "Wouldn't you rather have a mayor who worships than a mayor

SEVERAL popular Sydney beaches, including the iconic Bondi,
resembled scenes out of a apocalyptic film today after an algae bloom
turned the water blood red.
Patches of the red algae, a natural phenomenon that can be
exacerbated by certain weather conditions, were sighted between Bondi
Beach and Maroubra Beach this morning.Both Bondi Beach and Clovelly Beach were closed while authorities conduct tests in the water.Gordon's
Bay was also closed due to the algal bloom, with Beachwatch posting a

UN to vote Thursday on raising Palestinian status

UNITED NATIONS (AP) — The Palestinians said the U.N. General Assembly
will vote Thursday afternoon on a resolution raising their status at
the United Nations from an observer to a nonmember observer state, a
move they believe is an important step toward a two-state solution with Israel.Unlike the Security Council, there are no vetoes in the General Assembly
and the resolution is virtually certain of approval. The world body is
dominated by countries sympathetic to the Palestinian cause and the
resolution only requires a majority vote for approval. To date, 132
countries — over two-thirds of the U.N. member states — have recognized the state of Palestine.A spokesman for the Permanent Observer Mission of Palestine
to the United Nations said Monday that Palestinian President Mahmoud
Abbas will address the 193-member world body before the resolution is
put to a vote. He spoke on condition of anonymity because he was not

Palestinians are seeking to enhance their status because their
application in September 2011 to become a full U.N. member state has
been blocked. To become a member state, an applicant must be approved by the U.N. Security Council and the United States has made clear it would veto the bid until there is a final settlement with Israel.Israel
and the United States are also on record opposing the move for enhanced
status, saying the Palestinians should first negotiate their statehood
with the Jewish state, not take unilateral action and sidestep talks."We
do not think that this step is going to bring the Palestinian people

told reporters Monday in Washington."We think it is a mistake" she said. "We oppose it."

Palestinians believe their upgraded status would add weight to their
claims for a state in the West Bank, Gaza Strip and east Jerusalem,
territories captured by Israel in the 1967 Mideast war. Israel pulled
out of Gaza in 2005.The Palestinians also hope to use their
upgraded status to join additional U.N. bodies, such as the
International Criminal Court, where they could attempt to prosecute
Israel.At the same time, they have expressed fear of financial and diplomatic retaliation.Following last year's move by the Palestinians to join the U.N. cultural agency UNESCO, the United States
withheld funds from the organization, which amount to 22 percent of its

Greece back from the brink after EU agrees debt deal

BRUSSELS - Debt-laden Greece was
brought back from the brink on Tuesday (27 November) after eurozone
finance ministers agreed changes to the country's bailout deal.After another marathon, 13-hour-long meeting which broke up in the
small hours of the morning, ministers signed off on a deal that could
cut the country's debt mountain to 124 percent of GDP by 2020 and around
110 percent by 2022.
Greece is on the verge of entering its sixth straight year of recession, with the country's economic output having contracted by a quarter since the start of the financial crisis in 2008.Its debt burden, which stood at around 115 percent per cent in 2007 has since ballooned to around 190 percent - the highest in the EU by a large margin.Under the new deal, which is estimated to be worth 20 percent of GDP, the maturity of bilateral loans from EU countries and the European Financial Stability Facility will be deferred for 15 years and interest payments by 10 years.Greece will also get a 1 percent cut on the interest rate it is paying for loans from its first formal bailout package, while member states and the European Central Bank (ECB) will transfer the profits accrued from interest payments back to Greece.The troika of lenders - which includes the European Commission, the ECB and the International Monetary Fund (IMF) - will also examine the viability of a debt buyback programme.The main aim of the meeting had been to decide on the latest €34.4 billion tranche of bailout funding, with the Greek government warning that it would face a dire cash-flow crisis if it did not get the funds.Two previous meetings had failed to reach a deal because of Germany's reluctance to consider a so-called official sector involvement - eurozone governments taking losses on their Greek loans. IMF chief Christine Lagarde had been pressing for OSI and refused to sign off on any deal that was not "credible". On Tuesday morning, a compromise was reached."When Greece has achieved, or is about to achieve, a primary surplus and fulfilled all of its conditions, we will, if need be, consider further measures for the reduction of the total debt," German finance minister Wolfgang Schaeuble said. Under the troika projection, this could happen in 2016, when the Greek budget is expected to reach a surplus.But economists are sceptical how long these calculations will last before being changed again. "The Greek deal is like a car made from junk yard parts that can collapse at the first bump in the road. It is a very fragile contraption," Sony Kapoor from Re-Define think tank wrote on his Twitter page.The new deal is expected to be formally adopted by the Eurogroup of 17 finance ministers on December 13, and will depend on national parliaments agreeing to the package.Luxembourg Prime Minister Jean Claude Juncker, who chairs the group, told reporters that the "very difficult deal" had been reached after "very significant efforts by each and every stakeholder."He added that the agreement signified "the promise of a better future for the Greek people and for the euro area as a whole, a break from the era of missed targets and loose implementation towards a new paradigm of steadfast reform momentum, declining debt rations and a return to growth."For his part, French finance minister Pierre Moscovici agreed that the deal had required further concessions from Greece's EU creditor."Everyone has gone beyond their red lines," he said.Meanwhile, Lagarde said she would be recommending the deal to the fund's executive board.Praising the Greek government for "significant efforts" in forcing through a succession of structural reforms and budget cuts, she commented that the agreement would "help bring back Greece's debt ratio to a sustainable party and facilitate a gradual return to market financing."

(AP) — The world's economic recovery will be "hesitant and uneven" next
year, with Europe's debt troubles weighing on more vibrant economies
such as the U.S. and in the developing world, a leading international economic body said Tuesday.Even so, the Organization for Economic Cooperation and Development said it expects the world economy to grow by 3.4 percent next year, up from 2.9 percent this.
The projected advance masks big divergences around the world.The Paris-based agency said it is gloomier about Europe than it was six months ago in its last update. It now predicts a 0.4 percent contraction this year for the 17-country eurozone and a 0.1 percent fall next year. In May, the OECD forecast the eurozone economy to shrink just 0.1 percent this year and grow 0.9 percent in 2013.It also downgraded forecasts for the U.S. economy, predicting 2 percent growth next year, compared to 2.6 percent forecast for 2013 in the last economic outlook in May.The OECD also cautioned that growth outside the OECD — which comprises 34 developed economies mostly in North America and Europe - would be slightly faster but crimped by Europe's troubles."A slowdown has surfaced in many emerging market economies, partly reflecting the impact of the recession in Europe," the report said.The OECD also warned the U.S. and Europe against cutting spending too sharply and too quickly, saying that could further hurt growth prospects."Global prospects remain fragile, with strong downside risks, and are heavily dependent on the speed and decisiveness of policy actions," it said.It also warned that unemployment would continue to rise in the eurozone from 11.1 percent this year to 12 percent in 2014, but that the rate in the U.S. would gradually decline to 7.5 percent in 2014.The glum report came despite signs that the eurozone crisis is ebbing. World markets rose Tuesday hours after Greece's euro partners and the International Monetary agreed to hand over more bailout cash to the country. There had been fears that Greece might be forced to leave the euro, potentially destabilizing the world economy.The OECD warned that more needs to be done to link eurozone economies closer together and said progress toward a banking union is "essential" to stabilizing the euro.
It warned that if the European crisis doesn't stabilize it could plunge the world economy into deep recession.
"The risk of a major contraction cannot be ruled out."It also expressed concerned about the so-called fiscal cliff in the U.S., automatic tax increases and steep spending cuts that take effect in January unless President Barack Obama and Congress reach a budget agreement."If the fiscal cliff is not avoided, a large negative shock could bring the U.S. and the global economy into recession," the report said.It suggested that countries with stronger economies such as Germany and China could provide temporary fiscal stimulus to boost growth.

It now predicts a 0.4 percent contraction this year for the 17-country eurozone and a 0.1 percent fall next year. In May, the OECD forecast the eurozone economy to shrink just 0.1 percent this year and grow 0.9 percent in 2013.It also downgraded forecasts for the U.S. economy, predicting 2 percent growth next year, compared to 2.6 percent forecast for 2013 in the last economic outlook in May.The OECD also cautioned that growth outside the OECD — which comprises 34 developed economies mostly in North America and Europe - would be slightly faster but crimped by Europe's troubles."A slowdown has surfaced in many emerging market economies, partly reflecting the impact of the recession in Europe," the report said.The OECD also warned the U.S. and Europe against cutting spending too sharply and too quickly, saying that could further hurt growth prospects."Global prospects remain fragile, with strong downside risks, and are heavily dependent on the speed and decisiveness of policy actions," it said.It also warned that unemployment would continue to rise in the eurozone from 11.1 percent this year to 12 percent in 2014, but that the rate in the U.S. would gradually decline to 7.5 percent in 2014.The glum report came despite signs that the eurozone crisis is ebbing. World markets rose Tuesday hours after Greece's euro partners and the International Monetary agreed to hand over more bailout cash to the country. There had been fears that Greece might be forced to leave the euro, potentially destabilizing the world economy.The OECD warned that more needs to be done to link eurozone economies closer together and said progress toward a banking union is "essential" to stabilizing the euro.

CAIRO (Reuters) - Opponents of President Mohamed Mursi rallied in Cairo's Tahrir Square for a fifth day on Tuesday, stepping up calls to scrap a decree they say threatens Egypt with a new era of autocracy.
The protest called by leftist, liberal and socialist
groups marks an escalation of the worst crisis since the Muslim
Brotherhood politician was elected in June and exposes the deep divide
between newly empowered Islamists and their opponents.The crowd is expected to grow in the late afternoon but
hundreds were already in the square after many camped overnight. Police
fired tear gas and organizers urged demonstrators not to clash with
Interior Ministry security forces.One person - a Muslim Brotherhood
activist - has been killed and hundreds more injured in violence set
off by a move that has also triggered a rebellion by judges and battered
confidence in an economy struggling to recover from two years of
turmoil.Mursi's opponents have accused him of behaving like a
modern-day pharaoh. The United States, a big benefactor to Egypt's
military, has voiced its concerns, worried by more turbulence in a
country that has a peace treaty with Israel.The protest will test the extent to which Egypt's

AVOIDING CONFRONTATION
In a bid to ease tensions with judges outraged at the step, Mursi has assured the country's highest judicial authority that elements of the decree giving his decisions immunity would apply only to matters of "sovereign" importance. Though that should limit it to issues such as a declaration of war, experts said there was room for a broader interpretation.In another step to avoid more confrontation, the Muslim Brotherhood cancelled a mass protest it had called in Cairo for Tuesday in support of a decree that has also won the backing of more hardline Islamist groups.But there has been no retreat on other elements of the decree, including a stipulation that the Islamist-dominated body writing a new constitution be protected from legal challenge.Its popular legitimacy undermined by the withdrawal of most of its non-Islamist members, the assembly faces a raft of court cases from plaintiffs who claim it was formed illegally.The new system of government to be laid out in the constitution is one of the issues at the heart of the crisis."The president of the republic must put his delusions to one side and undertake the only step capable of defusing the crisis: cancelling the despotic declaration," liberal commentator and activist Amr Hamzawy wrote in his column in al-Watan newspaper.

China defense chief says military buildup no threat to the world

BEIJING (Reuters) - China's military buildup poses no threat to the world, Defense Minister Liang Guanglie said on Tuesday, in an effort to allay fears among Asian neighbors amid long-running maritime disputes.
The United States, Japan
and many other Southeast Asian states have frequently expressed worries
about China's double-digit defense spending increases and expanding
naval reach, saying Beijing's plans lack transparency."There is absolutely no need for that," Liang told Reuters, when asked about neighbors' concerns."The Chinese military must develop, but there's no
'worry' or 'fear' as the outside world says," he said before a meeting
with visiting U.S. Navy Secretary Ray Mabus. "That's not what China is
about."
China's growing
military influence has coincided with a more assertive diplomatic tone,
evident in rows with Japan and Southeast Asia over disputed islands.
China has also told the United States, with President Barack Obama's "pivot" to Asia, not to get involved.Liang, speaking at China's Defense Ministry, stressed
the need for cooperation between Beijing and Washington, which has
called on China to share more about its military ambitions."We should develop the ties between us, between our two
militaries, touch on some of our differences, resolve conflicting
views," Liang said before meeting Mabus."We should push forward the development of our two
powers, and push forward the development of a new China-U.S. military
relationship," he said. "Our two countries' ties are very important."The modernization of China's army in particular has
raised concern in the region. China's People's Liberation Army, which
encompasses all branches of the military, has launched a new wave of
technology and hardware this year.It has test-flown its first two stealth fighters, and
launched its first aircraft carrier, which it bought from Ukraine and
refurbished. This month, it unveiled a new attack helicopter.China has also been
raising its profile in the South and East China Seas this year,
reasserting its sovereignty over islands or waters also claimed by the
Philippines, Vietnam, Malaysia, Japan and others.China ushered in a
new generation of leaders this month at the 18th Communist Party
Congress in Beijing, with outgoing President Hu Jintao making a pointed
reference to strengthening China's naval forces, protecting maritime
interests and the need to "win local war".Both Vietnam and
the Philippines have previously complained about Chinese activity and
even harassment in contested parts of the South China Sea.China, Vietnam, the
Philippines, Malaysia, Brunei and Taiwan all claim territory in the
sea, which covers important shipping routes and is thought to hold
untapped oil and gas reserves.China's claim is by far the largest, forming a vast
U-shape over most of the sea's 648,000 square miles (1.7 million square
km), including the Spratly and Paracel archipelagos.Sino-Japanese
relations are also under strain after the Japanese government bought
disputed islands, triggering violent protests and calls for boycotts of

WASHINGTON (Reuters) - A new satellite image shows a marked increase in activity at a North Korean missile launch site, pointing to a possible long-range ballistic missile test by Pyongyang in the next three weeks, according to satellite operator DigitalGlobe Inc.The imagery was released days after a Japanese
newspaper, the Asahi Shimbun, reported that U.S. intelligence analysts
had detected moves that were seen as preparation by North Korea for a long-range missile launch as early as this month.DigitalGlobe, which provides commercial satellite imagery
to the U.S. government and foreign governments, on Monday released a
new image that it said showed increased activity at North Korea's Sohae
(West Sea) Satellite Launch Station.It said the imagery showed more people, trucks and
other equipment at the site, a level of activity that was consistent
with preparations seen before North Korea's failed April 13 rocket
launch."Given the observed level of activity noted of a new
tent, trucks, people and numerous portable fuel/oxidizer tanks, should
North Korea desire, it could possibly conduct its fifth satellite launch event during the next three weeks," DigitalGlobe said in a statement accompanying the image.A Pentagon spokeswoman declined to comment on the
reported satellite images, but said the Defense Department's position on
North Korea's missile development efforts had not changed.She urged North Korea to comply with U.N. Security
Council resolutions that "require Pyongyang to suspend all activities
related to its ballistic missile program in a complete, verifiable, and
irreversible manner, and re-establish its moratorium on missile
launching."
North Korea, which carried out nuclear tests in 2006 and 2009 and is under heavy U.N. sanctions for its atomic weapons program, has tried for years to influence major events in South Korea by waging propaganda or armed attacks. South Korea is gearing up for a presidential election on December 19.
North and South Korea have been technically at war since their 1950-53 conflict ended in a truce, not a peace treaty, and regional powers have for years been trying to rein in the North's nuclear program.

Turkey: NATO to survey sites for Patriot missiles

ANKARA, Turkey
(AP) — Turkey's military says a delegation of Turkish and NATO
officials will start surveying sites for the possible deployment of
Patriot missiles on Turkey's border with Syria.Syria
is believed to have several hundred ballistic surface-to-surface
missiles capable of carrying chemical warheads and Turkey, a NATO
member, fears a spillover of the civil war on its territory.A
military statement said Monday the selected sites, the number of systems
to be installed and the number personnel to be deployed would be worked
out after the site surveillance, which starts Tuesday, is complete. It
said work toward linking the systems into Turkey's air defense network
is ongoing.Germany, the Netherlands and the U.S. have the advanced PAC-3 model Patriots that Turkey wants for intercepting ballistic missiles.
The U.S. State Dept is dancing on pins and needles in an attempt to
avoid saying that “democracy” has failed in Egypt following Egyptian
President Mohammed Morsi’s latest power grab, which bars the judiciary
from challenging his decisions.Morsi’s Islamic fundamentalist Muslim Brotherhood party, outlawed in
the days of Hosni Mubarak, was elected in democratic elections
encouraged by the United States after it helped usher Mubarak out of
power last year.Morsi indicated Monday he is willing to soften his decision to take
almost absolute power, but a spokesman’s statement that only “acts of
sovereignty’ would take precedence over judicial power is not likely to
appease increasingly vocal opponents.At least one person has died and nearly 1,000 have been injured in violent clashes between protesters and police.U.S. State Department spokesman Olivia Nuland told reporters Monday,
,”We were concerned that there would be violence, that there were
competing demonstrations, et cetera… Obviously we want to see this issue
resolved in a way that meets the standards and principles that we’ve
been supporting all the way through, since the Egyptian revolution
began.”However, when asked if Morsi’s power grab was non-democratic, Nuland treed to dodge the question, saying that “our statement speaks for our view on this and the various concerns that we had.”

Early Tuesday afternoon, protesters returned to Cairo’s Tahrir Square, the center of the demonstrations that led to the ouster of Mubarak.Protesters clashed with police and threw Molotov cocktails and stones in anger against Morsi’s power grab.His Muslim Brotherhood movement had planned to rally in Cairo on Tuesday in support of the president but later called off the event to avoid confrontation.
