Commission ducks questions on separatism in EU states

BRUSSELS - The European Commission is
refusing to be precise about the potential EU future of
separatist-minded regions, as Flemish nationalists made gains in Belgian
local elections and Scotland formally agreed an independence referendum
deal.Rolling back on previously more definite statements about new states
being obliged to apply for EU membership, the commission on Monday (15
October) said it would express an opinion only if asked by a member
state and only if it concerned a specific situation."Concerning certain scenarios, such as the separation of one part of a
member state or the creation of a new state, these would not be neutral
as regards the EU treaties," said a spokesperson.The commission would express its opinion on the legal consequences
under EU law on request of a member state "detailing a precise
scenario."
The new state question has been simmering for some time but has been slowing moving up the political agenda as regionalist and separatist voices in different parts of the EU get louder.Last month, 1.5 million took to the streets in favour of Catalonia's independence. Capitalising on the growing separatist sentiment, Catalan leader Artur Mas - who wants Catalans to be "allowed to freely and democratically decide their collective future" - has called early elections for 25 November. A win for his party would give him greater clout to negotiate a devolution deal with Madrid.Things are already further ahead in Scotland. The Scottish National Party won a sweeping victory in the polls last year. On Monday this translated into a deal with London on the terms of a referendum in 2014 on whether Scotland should remain in union with England.Meanwhile Flemish separatist party N-VA, headed by Bart De Wever, won decisively in Sunday's (14 October) local elections.Cas Mudde, an expert writing for Extremis, a website analysing extremism in Europe, suggested that the result which saw hard-right Vlaams Belang lose votes to De Wever's party means that "Flemish nationalism is now squarely back in the conservative, but liberal democratic, camp."This is "more threatening" to the Belgian state, says Mudde, because De Wever's nationalism is now part of mainstream Belgian politics. De Wever, now to be mayor of the important port city Antwerp, has already said he will work for more Flemish autonomy ahead of the 2014 general elections.But as the question of a new breakaway state asking for membership has moved from the pages of academic journals to something closer to reality, EU officials - lacking guidance from the EU treaty - have moved to wait-and-see mode.Just last month, the commission was more talkative. Terrorists in Hamas-controlled Gaza last week fired a missile, smuggled from Libya, at an Israeli aircraft but missed its target, the Hebrew-language newspaper Yediot Aharonot reported Tuesday.Military intelligence
previously has said that Hamas and other terrorist organizations have
stockpiled a large number of anti-aircraft missiles but have not used
them in order not to spark an escalation in IDF retaliation.Last Friday, unidentified terrorists reportedly fired a Russian made
Strela-2 missile, one of many that have been smuggled into Gaza and the
Sinai Peninsula since the fall of Muammar Qaddafi earlier this year.
Intelligence officials estimate that approximately 1,000 of the missiles
are missing from the Libyan army’s arsenal, and many of them found
their way into the hands of terrorists in Gaza and the Sinai.Commercial aircraft already have been warned to sאeer clear of the Gaza region, and military
sources see the use of anti-aircraft missiles as a sigמ that Hamas is
ready to force an escalation of violence with Israel, possibly including
a massive rocket barrage within a short period of time.The Strela-2 surface-to-air missile system is shoulder-fired and has a
high explosive warhead and passive infrared homing guidance. It can hit
aircraft flying as fast as 1,800 kmh (1,118 miles an hour) and at
altitudes up to 2,300 meters (7,500 feet).Although Friday’s attempted missile strike was the first report of an
anti-aircraft missile aimed at the Air Force from Gaza, Sinai
terrorists fired the same type of missile a year ago in the deadly
attack on Israelis on Highway 12, adjacent to the Egyptian-Sinai border.
Six people were killed.The missile was fired at an IAF helicopter from inside Egypt and missed its target.

Israel's ambassador to the United Nations, Ron Prosor, called the
Security Council on Monday to take strong measures against the Hizbullah
terror group, after it launched a drone into Israel.“Some countries that are sitting around the Council’s table continue to provide free rein to Hizbullah to raise money
as if it were the Red Cross, not a terrorist group which threatens to
plunge the region into bloodshed,” said Prosor, according to Army Radio.He added that by providing Hizbullah with sophisticated arms, Iran is turning Lebanon into an “outpost for terror.”The unmanned drone that infiltrated into Israel was eventually shot down by the Israeli Air Force.Hizbullah’s television network later aired a video simulation of the drone’s path, which clearly showed that the drone had a camera which photographed the targets over which it flew.
The video said that the drone took off from Lebanon and flew over the Mediterranean Sea, along the Israeli coastline. It claimed that the drone managed to avoid all Israeli radars as it advanced towards the southern Israeli coastline. The video also said that the aircraft flew over Israel's oil rigs that are located deep in the Mediterranean.Hizbullah chief Hassan Nasrallah boasted that his group had sent the unmanned drone over Israel, saying the device was built by Iran.On Sunday, Iran jeered at Israel's air defenses while confirming that Tehran had provided Hizbullah with the drone.Iran's "capabilities are very high and are at the disposal and service of Islamic nations," said Defense Minister General Ahmad Vahidi when asked about the origins of the unmanned aerial craft."It is natural to use whatever we have at our disposal at the necessary time to defend the lands of the Islamic world…This move shows that Hizbullah is fully prepared ... and will respond to the Zionist regime," he said.Prosor on Monday also warned UN members against recognizing the Palestinian Authority as an observer state, something PA Chairman Mahmoud Abbas has announced he plans to pursue.“With this magic solution you will be responsible for legitimizing an entity that does not meet the basic conditions of a state," said Prosor and added, "The PA dedicates six percent of its budget to salaries for terrorists, and less than one percent to fund higher education."

A new computer virus reportedly
targeting systems in Iran and Lebanon aims to build upon the
capabilities of two previously released superbugs suspected of being
state-sponsored attempts at spying on Iran’s nuclear program.Computer security experts Kaspersky Labs released a report Monday
on what they dubbed “miniFlame,” a virus which they say works in tandem
with the Flame and Gauss viruses to give controllers remote access to
infected computers.Kaspersky Labs has called Flame and Gauss, both discovered over the last several months, “massive spy operations.”The report described miniFlame as a “small,
fully functional espionage module designed for data theft and direct
access to infected system… a high precision, surgical attack tool.”The viruses are part of a family of bugs
widely believed to have been created by a combination of US and Israeli
programmers to engage in cyber warfare against Iran and their proxies,
likeLebanon-based Hezbollah. In addition to Flame and Gauss, which
have targeted sites in Iran, in 2010 Stuxnet played havoc with Iran’s nuclear program.In June, New York Times correspondent David
Sanger reported that a secret White House program, code-named “Olympic
Games,” had created super-viruses to battle Iran’s nuclear activities.In a Monday press release, Kaspersky security
director Alexander Gostev called miniFlame a second-wave, “targeted
cyber weapon.” He said that Flame and Gauss are used to collect massive
amounts of information, but miniFlame is “installed in order to conduct
more in-depth surveillance and cyber-espionage” on a “potentially
interesting victim.”First discovered in June, miniFlame is
estimated to have infected only a few dozen computer systems, perhaps as
few as 10-20. Unlike Flame, which just collects information, miniFlame
allows an operator to have direct access to the infected system.

Ex-Egypt army chiefs face charges of killing protesters

Vatican by screening a spurious YouTube video that makes alarmist
predictions about the growth of Islam in Europe.The seven-minute clip, called "Muslim Demographics," was the talk
of an international gathering of bishops on Monday, two days after
Cardinal Peter Turkson screened it during a free discussion period.Turkson, a Ghanaian who is based in the Vatican and is president
of its Council for Justice and Peace, sparked consternation among his

were 2.18 billion Christians in 2010, half of which were Catholics.The total number of Muslims of all denominations was 1.6 billion
and forecast to increase 35 percent to 2.2 billion by 2030, according to
the research group.The Holy See's relations with Islam have not always been smooth.
In 2006 Pope Benedict gave a speech in Regensburg which was perceived by
some Muslims as an attack on Islam.

September tied global heat record - U.S. government scientists

(Reuters) - Last month tied for the warmest September in the global
modern record, scientists at the U.S. government's National Oceanic and
Atmospheric Administration reported on Monday.
This September tied with the same month in 2005 for the
record. The land-and-sea global average temperature was 60.21 F (15.67
C), or 1.21 F (.67 C) above the 20th century average.In addition to being hottest since 1880, the month was
the 36th consecutive September and 331st consecutive month with a global
temperature above the 20th century average.The last time September temperatures were below that
average was 1976, and the last time any month was below that average was
February 1985, NOAA scientists said in a statement.September's globally averaged temperature on land was
third-warmest for that month. The average combined global land and ocean
surface temperature so far this year was the eighth-warmest first nine
months of a year on record.Central Russia, Japan, western Australia, northern
Argentina, Paraguay, western Canada and southern Greenland had
higher-than-average temperatures in September, while eastern Russia,
western Alaska, southern Africa, much of China and parts of the upper
Midwest and southeast United States were notably below average."The irony of this is that we (in the United States)
finally did get a little relief from breaking and threatening heat
records for months," said Deke Arndt, chief of climate monitoring at
NOAA's National Climatic Data Center. "The thing is, the United States
takes up about 2 percent of the globe."Arndt noted that September in the continental United
States was still the 23rd warmest on record, out of 118 years in the
U.S. record. "It's nothing to sneeze at," he said by telephone. "It's

Arctic ice cover shrank to its lowest extent ever last month, far eclipsing a record set in 2007, while Antarctic sea ice had its all-time high ice extend on September 26.Arndt cautioned against equating these two polar records."The magnitude of the records in each (Arctic and Antarctic) are vastly different," he said. "The Arctic is plumbing new depths, completely leaving the rest of the record behind ... there kind of aren't enough superlatives to describe what has gone on there over the last five or six years."To put 2012's Arctic sea ice record in context, compare it to the previous record set five years ago, when U.S. ice experts called the drop in ice cover around the North Pole "astounding" and a sign of the accelerating impact of human-caused global warming.This year, that "astounding" low level of sea ice in the Arctic was equaled or surpassed every day in September, and on some days in August and October as well, Arndt said.So if the record-large amount of sea ice in the Antarctic is "king of the hill," Arndt said, "the Arctic record is just building an entirely different hill and an entirely different neighborhood. The change is bigger, the change is more rapid, it is establishing a new characteristic there."Conditions in the Arctic are important, since the Arctic is sometimes called "Earth's air conditioner" for its ability to influence weather around the globe.
Temperatures were near average over Antarctica in the southern winter. MIAMI - Hurricane Paul has formed in the Pacific off Mexico's coast and a tropical storm watch has been issued for a portion of Baja California.Paul's maximum sustained winds early Monday are near 75 mph (120 kph). Some additional strengthening is forecast during the day but the U.S. National Hurricane Center says weakening is expected to begin by Tuesday.The
hurricane is centred about 565 miles (910 kilometres) southwest of the
southern tip of the Baja California peninsula and is moving north near 7
mph (11 kph).
Meanwhile, Tropical Storm Rafael is expected to reach hurricane strength in the Atlantic later in the day.

had fled abroad and were officially classified as refugees, while 41.4
million more were living in their own country as "internally displaced persons", according to the International Federation of Red Cross and Red Crescent Societies (IFRC), the world's largest disaster relief network.
The remainder were asylum seekers whose claims were
pending or had failed, as well as refugees who had not registered, the
IFRC said in its annual World Disasters Report.Around 20 million
people were living in so-called "prolonged displacement", including
around 5 million Palestinians living in camps run by the United Nations'
UNRWA agency in the Middle East since the late 1940s.The figure of 72 million forced migrants compares to
101 million at the end of 2010, 75 million in 2009 and 92.3 million in
2008.The wide fluctuations are largely due to the
irregularity of major natural disasters such as floods, earthquakes,
