Finland threatens summit deal over bailout fund

BRUSSELS - Finland is rejecting a just-agreed deal on letting the eurozone's permanent bailout fund (ESM) buy government bonds on the open market, a change meant to lower Italy and Spain's borrowing costs.

Markets' post-summit euphoria was dealt a blow on Monday (2 July) after a senior Finnish official briefed journalists in Helsinki about the government's position."Finland finds it an inefficient way to stabilise markets," the source was quoted as saying by several news wires.A report outlining the Finnish government's position delivered to the parliament on Monday said: "Due to intervention of Finland and, among others, the Netherlands, the possibility of ESM operations in the secondary markets was blocked."Finnish Prime Minister Jyrki Katainen came under fire from opposition MPs claiming that he had overstepped his mandate in agreeing to the deal struck at last week's summit in Brussels. Under the agreement, the ESM may eventually recapitalise banks directly and buy up bonds."The information war has been frenzied and they could have got the wrong idea," Katainen said. He noted that all these novelties would not come into force before a single supervisory authority for eurozone banks is established (a German condition)."In that case, it will be possible, if there is unanimous agreement, to capitalize banks directly. And in exchange, owners would lose their money and the (bailout fund) would gain holdings in the banks," he explained.A spokesman for the EU commission on Monday explained that unanimity of the 17 countries in the eurozone - represented on the ESM board - is required for the changes to come into force.

Dutch opposition too

The Netherlands meanwhile also signalled it would oppose bond-purchasing action on the secondary markets where bonds are traded freely, as opposed to primary markets where buyers trade with governments directly.“The Prime Minister said on 29 June he is not in favour of buying up bonds. Using the existing instruments to buy up bonds will be expensive and can only be done if there is unanimity. That means the Netherlands would need to vote in favour," Niels Redeker, a spokesman for the Dutch finance ministry said.In last week's conclusions, eurozone leaders, including the Finnish and Dutch, said they had agreed to deploy the existing and future bailout funds "in a flexible and efficient manner in order to stabilise markets" for countries that are not bailed out but that are experience market pressure - a clear reference to Italy.Under existing rules, the temporary bailout fund (EFSF) can be used to buy up bonds on secondary markets, following a request by a country which then signs up to a memorandum of understanding outlining the deadlines for the economic reforms it has to pursue.The only concession Italy gained from Germany, who opposed any relaxation of those rules, was for the International Monetary Fund not to be involved.But Finland and the Netherlands are sceptical that the bailout fund, which has only €240 billion left, out of which €100 are earmarked for Spain's banks, contain enough money to prop Italy. They also do not want to see the ESM - which is yet not in force and which should have €200bn lending power by the end of the year - bogged down in billions of expensive debt purchasing.

UN agrees to new Syria plan

BRUSSELS - Foreign ministers, including China and Russia, agreed Saturday (30 June) in Geneva to a new United Nations peace plan that calls upon the immediate cessation of violence in Syria and for “clear and irreversible steps” towards a transitional government.The internationally-backed UN plan made no specific reference to the stepping down of Syria’s President Bashar al-Assad. The new transitional government, notes the UN document, would instead include by “mutual consent” members of the present government and the opposition.Russia and China continue to oppose any direct intervention but the new proposal may leave open the possibility for Assad’s removal, claim both UK and French foreign ministers.“Even if they say the opposite, the fact that the text says specifically that there will be a transitional government with all powers means it won't be Bashar al-Assad … because it will be people that are agreed to by mutual consent,” said French foreign minister, Laurent Fabius.The transitional plan says a political agreement must offer a clear timetable. It also states the transition needs to be rapid and “genuinely democratic and pluralistic”. Elections would occur once a new constitutional order has been drafted and accepted by the Syrians, says the plan.
The Geneva plan also calls upon the Syrian government to release people who have been arbitrarily detained, allow in humanitarian organisations, ensure the freedom of movement of journalists, and respect the freedom of association and the right to demonstrate.The Guardian newspaper reports opposition inside Syria is disappointed with the new Geneva proposal, calling it “ambiguous” and “a waste of time”.Meanwhile, the EU’s foreign policy chief Catherine Ashton said in a statement the agreement “offers concrete points for action and I hope it will help bring about an end to violence and launch a political process in Syria and led by Syrians.”An estimated 16,000 people have so far lost their lives in an uprising that started around 15 months ago. Some 800 died last week alone, according to activists.Syrian government forces on Saturday reportedly broke past rebel resistance in Douma, an opposition-stronghold in the suburbs of Damascus.
An ITV News correspondent in Syria said on Friday warplanes were dropping bombs on the city. Reuters reports local residents spotted a convoy of some 200 government troops entering the district the following day.

Turkey sends fighter jets

Ministers backing Saturday's UN proposal, including Turkey’s minister, oppose militarisation and any escalation to the conflict.But on Sunday, Turkey scrambled six F-16 fighter jets near its 800 km border with Syria. Syrian military helicopters had come within 6.5 km of entering Turkey’s airspace.Turkey on Friday also deployed rocket launchers and anti-aircraft guns along the border. Syria had downed a Turkish F-4 Phantom jet on 22 June.Turkey’s Prime Minister Recep Tayyip Erdogan said any Syrian military aircraft approaching its border would be seen and treated as a threat.He described Syria as a “clear and present threat”.

Quick facts on how the storms, extreme heat are affecting people across the eastern US

Millions are staring down the prospect of several more days without electricity in the middle of a heat wave after severe storms over the weekend.Food is beginning to spoil, and many people have to charge modern conveniences like cellphones in their cars or at libraries. Utility companies say they are bringing in crews from around the country to help, but they still say it could be several days before everyone has electricity again.
By Sunday evening, the number of those without power had dipped to about 2.7 million customers, down from more than 3 million at the peak of the outages.

For parts of the nation, drought and wildfire fears mean a fireworks-free Fourth of July

DENVER - Drought and wildfire fears are snuffing out some Fourth of July festivities this year.
From Utah to Indiana, state and local governments are calling off annual fireworks displays out of fear that a stray rocket could ignite tinder-dry brush and trigger a wildfire. They're also warning residents not to use fireworks, sparklers or Roman candles in backyards.The worry is especially acute in the West, where crews are already battling out-of-control blazes in several states. Parts of the Midwest are affected, too, after weeks without any significant rain."We usually have a fireworks barge and a huge gala that attracts thousands of people," said Bill Appleby of the Grand Lake Area Chamber of Commerce, which represents the lakeside resort town about 90 miles northwest of Denver in the Rocky Mountains. The display is usually safe out on the water, but "we just can't risk an errant ember."It's not uncommon for communities to delay or cancel fireworks shows because of drought conditions, but this year, the practice is more widespread.
Last year, about a third of the country was in drought. Now nearly three-quarters is, according to the latest U.S. Drought Monitor map, a weekly analysis of dryness across the nation. The parched conditions have been aggravated by a dry, mild winter and above-normal temperatures.Fires have charred more than 1.8 million acres this year in the U.S., and much of Utah, Colorado, Wyoming and Montana have been under red-flag warnings for extreme fire danger.In Colorado, where hundreds of homes have been destroyed by flames in the past month, firefighters have said they don't have the time or resources to stand watch over public events. At least nine public fireworks displays have been called off.Montana hasn't called for an end to big displays yet, but Gov. Brian Schweitzer is urging people not to set off their own fireworks and has left the door open to cancelling public shows.Officials have also cancelled displays or issued warnings restricting private fireworks in Arkansas, Illinois, Indiana, Kansas, Missouri, Utah and Wisconsin."Nobody wants to not have fireworks," said Chris Magnuson of Albion, Ind., a town of about 2,300 that postponed its annual July 4 fireworks show to Labor Day weekend after county officials banned outdoor burning. "It's just not safe enough."The danger is real: Fireworks were blamed for more than 15,500 blazes and $36 million in property damage in 2010, according to the National Fire Protection Association in Quincy, Mass.
States have also clamped down on all kinds of outdoor fire hazards, including campfires, smoking and use of portable grills.Paul Forman, who owns Independence Fireworks and Forman Blasters Pyrotechnics in Peru, Ind., said he understands the safety concerns, but his business has been devastated. Four customers called off fireworks shows this week, and he anticipated more cancellations before the holiday. He said his business had dropped from about 50 customers a day to a total of 11."This emergency order hit me like a two-by-four," Forman said.Forman was going to deliver the fireworks in Bunker Hill, Ind., which had scheduled a show Saturday night following a parade, a picnic and the local Little League championships. Instead, Little League officials in the town of 900 about 60 miles north of Indianapolis cancelled the show because of the fire risk.Carol Russell had been looking forward to taking her family to the fireworks show. Her kids — three teens and a 9-year-old — are growing up, and she said this might be the last year they thought the display was cool."Tradition is a big deal for us. It's like a big bubble burst," Russell said.Some states are grappling with just how far they can go in issuing bans. New Mexico Gov. Susana Martinez said she considers fireworks a risk that can be avoided, but state law allows cities and counties to ban only certain classifications of fireworks and where they can be used. More than half of the state's 33 counties and its largest cities have already imposed restrictions and urged residents to attend organized events instead of setting off their own."We should all be able to agree that preventing fires that could devastate our communities is a priority that transcends politics," said Martinez, who plans to push legislation again next year that would establish a system allowing for specially tailored temporary bans during extreme droughts.
Leaders of the fireworks industry, which brought in nearly $1 billion in sales nationally in 2011, question whether firework bans are legal. Steve Graves, executive director of the Indiana Fireworks Association, said people should be given credit for common sense.Indiana law allows fireworks from June 29 to July 9 regardless of whether local burn bans are in place. Some communities have declared drought disaster emergencies to enact bans in an attempt to get around the law."Instead of talking about safety, they decided to treat Hoosiers like they're a bunch of idiots that can't think for themselves," Graves said.At the TNT Fireworks stand just outside Helena, Mont., some customers planned to heed the calls to keep their fireworks under wraps for July Fourth, said stand co-owner Anna Richards."Would I rather make money or would I rather see Montana burn?" At least 18 dead after US storms cut power in East


WASHINGTON (AP) — Millions of people in a swath of states along the East Coast and farther west went into a third sweltering day without power Monday after a round of summer storms that killed more than a dozen people.The outages left many to contend with stifling homes and spoiled food over the weekend as temperatures approached or exceeded 100 degrees.Around 2 million customers from North Carolina to New Jersey and as far west as Illinois were without power Monday morning. And utility officials said the power would likely be out for several more days. Since Friday, severe weather has been blamed for at least 18 deaths, most from trees falling on homes and cars.The power outages had prompted concerns of traffic problems as commuters took to roads with darkened stoplights. But throughout northern Virginia, there was less traffic than normal in many places Monday as federal workers took advantage of liberal leave that was put in place for the day.To alleviate traffic congestion around Baltimore and Washington, federal and state officials gave many workers the option of staying home Monday. Maryland's governor also gave state workers wide leeway for staying out of the office."It was less traffic," said D.C. resident Rob Lavender, who commuted to Arlington County from the district. "It's more hectic on a regular day."There were scattered stoplight outages and some transit delays for Maryland commuters headed into Washington."It was a mess," said Jason Lynch, a 23-year-old Energy Department software developer.He counted at least three malfunctioning stoplights during his two-mile bus ride from Colesville to the Glenmont stop on Washington's Metro subway system."The light coming out of my neighborhood was blinking red, and it was blinking yellow for the main direction of traffic," he said. "People would still get confused. At the yellow light, they would stop and let people at the red light go, and the people behind them would honk at them."There were more than 400 signal outages in Maryland on Monday, including more than 330 in hard-hit Montgomery County outside the nation's capital, according to the State Highway Administration. There were 100 signal outages in northern Virginia late Sunday afternoon, and 65 roads were closed, although most were secondary roads.
"If you have to drive or need to drive, leave yourself a lot of extra time," Maryland State Highway Administration spokesman Charlie Gischlar said. "There's going to be delays."Some drivers resorted to ingenuity to get to work. On a residential street in suburban Falls Church, Va., just outside Washington, downed trees blocked the road on either side. Neighbors used chain saws to cut a makeshift path on one side, but the other remained completely blocked by a massive oak tree."They kind of forgot about us out here," resident Eric Nesson said.Still, residents took the aggravation with good humor. Posted on the oak tree was a sign saying: "Free firewood you haul." The tree lay across a smashed Ford pickup truck, with a sign reading: "For SALE. Recently lowered."Meanwhile, Coast Guard officials say they have suspended the search for a man who disappeared early Saturday while boating during the storm off Maryland.On Sunday night in North Carolina, a 77-year-old man was killed when strong winds collapsed a Pitt County barn where he was parking an all-terrain vehicle, authorities said. In neighboring Beaufort County, a couple was killed when a tree fell on the golf cart they were driving. Officials said trees fell onto dozens of houses, and two hangars were destroyed at an airport in Beaufort County.The damage was mostly blamed on straight-line winds, which are strong gusts pushed ahead of fast-moving thunderstorms like a wall of wind.
Elsewhere, at least six of the dead were killed in Virginia, including a 90-year-old woman asleep in her bed when a tree slammed into her home. Two young cousins in New Jersey were killed when a tree fell on their tent while camping. Two were killed in Maryland, one in Ohio, one in Kentucky and one in Washington.
In West Virginia, authorities said one person died early Sunday when the all-terrain vehicle they were riding hit a tree that had fallen over a road.For survivors, it was a challenge to stay cool over the weekend.
From Atlanta to Baltimore, temperatures approached or exceeded triple digits. Atlanta set a record with a high of 105 degrees, while the temperature hit 99 at Ronald Reagan Washington National Airport just outside the nation's capital. With no air conditioning, officials urged residents to check on their elderly relatives and neighbors. It was tough to find a free pump at gas stations that did have power, and lines of cars snaked around fast-food drive-thrus.Power crews from as far away as Florida and Oklahoma were on their way to the mid-Atlantic region to help get the power back on and the air conditioners running again. Even if people have generators, the gas-run devices often don't have enough power to operate an air conditioner.
And power restoration was spotty: Several people interviewed by The Associated Press said they remained without power even though the lights were on at neighbors' homes across the street. In Maryland, Gov. O'Malley promised he would push utility companies to get electricity restored as quickly as possible.

Second death confirmed in Colorado Springs wildfire

COLORADO SPRINGS, Colo. (Reuters) - Authorities have found a second body in the debris of a burned-out home in Colorado Springs, marking the second fatality from a fierce wildfire that ranks as Colorado's most destructive on record after incinerating 347 homes, police said.
Police Chief Peter Carey released no further details about the victim, who becomes the sixth person killed this year in a Colorado wildfire season described by the governor as the worst in the state's history. The discovery came on the same day that President Barack Obama visited the affected area.

Iran says test-fires missiles over threats of attack


DUBAI (Reuters) - Iran said on Tuesday it had successfully tested medium-range missiles capable of hitting Israel in response to threats of military action against the country, Iranian media reported.Israel says it could attack Iran if diplomacy fails to force it to halt its disputed nuclear energy program. UNMANNED DRONE TESTS WEDNESDAY

Russia's Medvedev angers Japan with island visit


YUZHNO-SAKHALINSK, Russia (Reuters) - Russian Prime Minister Dmitry Medvedev on Tuesday landed on a remote island chain seized from Japan by the Soviet Union at the end of World War Two, prompting protests from Tokyo which lays claim to the windswept archipelago.Medvedev's trip to the disputed islands in Russia's Far East - known as the Southern Kuriles in Russia but as the Northern Territories in Japan - saw Japan's Ministry of Foreign Affairs summon Russia's envoy to complain.
"(This) is a territory inherent to Japan, therefore the visit of this kind is unacceptable for Japan and deeply regrettable," Vice-Minister for Foreign Affairs Kenichiro Sasae told Russian Ambassador Yevgenny Afanasiyev.The islands lie off Russia's eastern coast, some 7,000 km (4,350 miles) from Moscow, and the island of Kunashir, where Medvedev landed, is a mere 15 km away from Japan's northern island of Hokkaido. Moscow's plans to boost investment in the region's infrastructure and industry have angered Tokyo."The islands of the Kuriles are ... our territory which should develop just like the mainland of our country," Medvedev told reporters in the city of Yuzhno-Sakhalinsk before departing by plane to Kunashir.
"We have to develop new investment projects including those with the participation of foreign firms."
Medvedev visited a fishery and said he planned to speak with members of the local government.
He was the first Russian leader to visit the islands during a trip as president in 2010. After that visit, he promised to bolster an artillery division deployed on the islands.Russia has dedicated new funds and political attention to boost Moscow's presence in the country's vast but sparsely populated Far East in advance of an Asia Pacific Economic Cooperation (APEC) summit in Vladivostok in September.Since Vladimir Putin's return to the presidency this year, it has also created a new ministry of the Far East, whose chief Viktor Ishayev traveled with Medvedev to the island chain along with the Minister of Regional Development Oleg Govorun.
TERRITORIAL ISSUE
Japan, which said Medvedev's trip had put a "damper" on a positive atmosphere between Japan and Russia, is planning to send the foreign minister to Moscow this summer to "revive" talks on the territorial issue.
Plans for that visit were firmed up after a meeting between Prime Minister Yoshihiko Noda and Russian President Vladimir Putin, which took place on the sidelines of the G20 summit in Mexico last month.
Russia's Chief-of-Staff Nikolai Makarov has said Russia may send Mistral-class helicopter carriers it is buying from France to the Pacific to help protect the islands though some analysts believe the move is actually aimed at boosting the country's defenses against the rising strength of neighboring China.
Unlike Japan's dispute with China over islands in the East China Sea, which are near potentially vast maritime oil and gas reserves, the feud with Russia has more to do with the legacy of World War Two.
Soviet soldiers seized the islands at the end of World War Two and the territorial row has weighed on diplomatic relations between the countries ever since, precluding a formal peace treaty.
The dispute remains an emotional one in Russia, especially in nationalist circles.

Iran, Hezbollah 'to defend Syria from attack'


Lebanese Shiite militia Hezbollah and Iran will fight alongside the Syrian regime if it is attacked by foreign forces, a pro-Damascus Palestinian militant leader said on Tuesday.In the event of "a foreign attack, we discussed with our brothers (in the Syrian regime), with (Hezbollah chief) Hassan Nasrallah and our brothers in Iran, we will be part of this battle," said Ahmed Jibril of the Popular Front for the Liberation of Palestine-General Command.In an interview with Beirut-based Mayadeen television, Jibril said that if a "Turkish-European alliance or NATO escalate... we will take to the streets and fight on behalf of all those with honour and our Syrian brothers."Jibril also cited Nasrallah as saying Hezbollah would fight on behalf of the Syrian regime, and described the Iran-Syria-Hezbollah alliance as "one axis" that the PFLP-GC is part of.
He added that he met recently with Nasrallah, Iranian President Mahmoud Ahmadinejad and Syrian President Bashar al-Assad, without specifying when.He also noted that the Hezbollah chief "said he would join this battle, in the event of a foreign attack" on Syria.The Iranian regime, he said, told him it would not allow a strike on Syria. "We have warned the Turks several times not to play with fire," Jibril said.Echoing the Syrian regime's discourse, the PFLP-GC chief said the 16-month uprising against Assad was not a genuine local movement, but rather "a change in the foundations of this region in order to create a new Middle East," referring to a term coined in 2006 by former US Secretary of State Condoleezza Rice.Jibril described the defence of the Syrian regime as "a decisive battle." Syrian army attacks rebels, Turkey scrambles F16s


BEIRUT (Reuters) - The Syrian army pressed attacks on rebels on Tuesday, bombarding the city of Douma near Damascus, and Turkey said it had scrambled F-16 fighters the previous day after Syrian helicopters flew near its border.Turkey's armed forces command said the jets took off on Monday when Syrian transport helicopters were spotted flying near the frontier, without entering Turkish air space. It was the third day in a row that Turkey had scrambled its F-16s.Syrian President Bashar al-Assad told a Turkish daily he wished his forces had not shot down a Turkish jet last month and that he would not allow tensions with Turkey to lead to war.The downing of the Turkish F4 in disputed circumstances has aggravated hostility between Damascus and Ankara, which has raised its military profile to try to keep Syrian helicopters from Turkey's border zone where rebels and refugees are camped."We learned it belonged to Turkey after shooting it down. I say 100 percent 'if only we had not shot it down'," Turkey's Cumhuriyet daily quoted Assad as saying.A Syrian general and 84 soldiers were the latest to defect and flee to Turkey on Monday. STUTTERING DIPLOMACY
Diplomacy has so far failed to stem the bloodshed. World powers agreed at the weekend to back talks on a transitional government. But they failed to narrow differences between the West and Russia over Western demands that Assad must go.Turkey, which has long demanded the Syrian leader's removal, said Assad could play no part in a transitional government, but suggested the Syrian opposition would do well to accept envoy Kofi Annan's internationally endorsed proposal."Our task is not to pressure the opposition or to persuade them of something," Davutoglu told Sky News Arabia in Cairo, where opposition groups were meeting for a second day.He said Annan's mediation role meant the opposition would not have to negotiate with Assad under the transition plan."Thus I believe that accepting the Geneva statement would be a positive thing from the opposition," he said, according to an Arabic transcript of his remarks provided by Sky News Arabia.His Russian counterpart, Sergei Lavrov, said Syrian opposition leaders would hold talks in Moscow next week, but it was not clear if they would include any from the mainstream Syrian National Council (SNC) backed by the West and Turkey."We will use this coming meeting with yet another Syrian opposition group to continue work to end violence and start Syrian dialogue between the government and all groups of the Syrian opposition as soon as possible," Lavrov said.Neither Assad nor those trying to topple him have shown much interest in peaceful compromise. Russia to miss next Friends of Syria talks: France FM


Russia will not attend a Friends of Syria meeting in Paris on Friday which seeks to co-ordinate Western and Arab efforts to stop the violence in the country, Foreign Minister Laurent Fabius said."Russia was invited. They made it known that they did not want to participate, which is not a surprise," he told reporters.

China kicks off reshuffle ahead of leadership handover


BEIJING (Reuters) - China kicked off the first major step in a political reshuffle ahead of a generational leadership change with the appointment on Tuesday of a new Communist Party boss for Beijing, the Chinese capital's top official.Guo Jinlong, 64, the city's mayor since 2008 and an ally of President Hu Jintao, replaces Liu Qi, 69, as Beijing party boss, in a decision announced at the end of the municipal party congress.
"We are keenly aware of our difficult task and grave responsibility," Guo told reporters. "We must strive to deliver satisfactory results for all the people of Beijing."The appointment will allow Hu to retain some political influence after he leaves office. Moderate earthquake hits Iranian town

TEHRAN, Iran (AP) — Iran's state TV is reporting that a 5.4 magnitude earthquake has jolted a sparsely populated area in the eastern part of the country.The Monday report says people poured into the streets out of fear after the quake hit Khauf town, some 1,000 kilometers (600 miles) east of the capital Tehran, in the darkness of early morning.There was no information on possible casualties and damage.Iran is located on seismic fault lines and is prone to earthquakes, experiencing at least one slight quake a day on average.
In 2003, some 26,000 people were killed by a magnitude 6.6 quake that flattened the historic southeastern city of Bam.@yahoonews 

Lebanon: Israel explodes its spy devices in south

BEIRUT (AP) — Israel has remotely detonated three spying devices in south Lebanon, the Lebanese army said Tuesday.The explosions occurred Monday evening in the village of Zrariye, north of the Litani river, which runs through southern Lebanon, the army said. The militant Hezbollah group said it discovered the devices before their detonation and hailed that as a major achievement, accusing Israel of violating Lebanese sovereignty.The Lebanese army said in a statement published on its website that it was investigating the incident. It gave no details of exactly what the devices were supposed to do or how long they had been there.The Israeli military declined to comment.Lebanese and U.N. officials have accused Israel in the past of detonating similar spy devices planted in south Lebanon, where Hezbollah guerrillas operate. Hezbollah and Israel, bitter enemies, fought a fierce monthlong war in 2006.Lebanese officials claim that Israel regularly recruits spies in Lebanon and has penetrated the nation's telecommunications networks. Israel does not comment on the allegations.The two countries have been in a formal state of war since Israel was created in 1948. Israel's Netanyahu faces coalition crisis


JERUSALEM (AP) — A fierce debate over how to draft religious men into the Israeli military has sparked the first crisis in Prime Minister Benjamin Netanyahu's newly expanded coalition government.The government is racing to draw up a new draft law ahead of a court-ordered Aug. 1 deadline. The Supreme Court has ruled the current system, which exempts ultra-Orthodox men from mandatory military service, is illegal.
On Monday, Netanyahu disbanded a parliamentary committee working on a new draft law due to deep disagreements among its members. Ultra-Orthodox parties oppose any change in the current system.
Netanyahu's decision led his largest coalition partner, Kadima, to threaten to leave the government. Kadima only joined the coalition in May with the goal of reforming the current draft system.Kadima's leader, Shaul Mofaz, angrily accused Netanyahu of breaking agreements that had drawn him into the government.He said that the disbanded committee, led by a Kadima lawmaker, would still issue its recommendations this week, and that if Netanyahu did not take the "necessary step" of using the report as the basis for a new draft system, "the national unity government will come to an end."An Israeli official said that Netanyahu was working behind the scenes to resolve the standoff. The official, speaking on condition of anonymity because he was not authorized to discuss the matter with the media, said Netanyahu planned a series of meetings with coalition partners this week in search of a solution.He said Netanyahu remains committed to key principles worked out with Kadima: Ensuring that all sectors of Israeli society perform national service; making sure that changes are implemented gradually; and maintaining national unity.The issue of draft exemptions is among the most divisive in Israeli society.Under a longstanding system, Israel allows ultra-Orthodox males to skip otherwise mandatory military service in order to pursue religious studies.
