ECB holds rates, lets crisis squeeze politicians

FRANKFURT (AP) — The European Central Bank withheld the stimulus of an interest rate cut Wednesday, keeping up the pressure on eurozone politicians to take decisive action — even as growth predictions worsened and fears intensified that Spain may need help bailing out its banks.The 23-member governing council left its benchmark refinancing rate unchanged Wednesday at a record low 1.0 percent.
ECB President Mario Draghi cited economic growth forecasts for a gradual recovery this year in justifying the decision not to cut rates this time around. Rate cuts are supposed to help growth by lowering business borrowing cost. Some analysts, however, said the bank's expectations of only a 0.1 percent decline over the full year were overly optimistic.Analysts say Draghi's hands-off stance Wednesday was meant to underline the need for action on restructuring the euro by the 17-country eurozone's divided and often slow-moving politicians. He has urged leaders to sketch in a vision of how the economies and financial systems of euro member countries can be better linked ahead of a June 28-29 summit where new ideas to save the euro are to be presented.One reason for not cutting today "was possibly that the ECB sees current market tensions as a way of focusing politicians' minds on reform efforts," said Michael Schubert at Commerzbank.
Investors took the lack of new monetary stimulus in their stride, with most European stock indexes showing modest increases on the day.Yet there is plenty to worry about in Europe. Investors are growing increasingly concerned that Spain will need outside help to bail out a banking system creaking under the weight of bad real estate loans. Greece, which has already stuck creditors with a debt write-down and taken two rounds of bailout loans, faces an uncertain future in the euro ahead of June 17 election. Voters may elect a government that rejects the painful cutbacks demanded by other eurozone countries in return for the bailout loans. If Greece rejects bailout terms, it could go completely bankrupt and be forced out of the euro.
Either a Spanish bailout or debt default, or a Greek exit could hurt growth in the United States and Asia by creating losses and fear among banks, which are key to the functioning of the global economy, and by hurting trade. Many U.S. companies get a sizeable part of their sales and profits from Europe so a recession there would impact companies and economies around the world.Draghi's dilemma is between not doing enough to support a sinking economy, and acting now and taking the heat off politicians. In some ways, the ECB faces a situation similar to that of the U.S. Federal Reserve, which has cut rates to near zero and bought bonds to expand the supply of money in the economy.Yet poor U.S. hiring figures from Friday have suddenly raised the prospect that the Fed too might have to take more steps to support the economy.Several bank-watchers said the ECB's stated economic forecasts were too upbeat and that the bank will move soon. Schubert of Commerzbank predicted a rate cut in the next several months to 0.75 percent. Others saw a cut as soon as the July 5 ECB meeting.Draghi, however, has left himself some room to maneuver, saying that "we'll monitor closely all the developments and we'll stand ready to act" if necessary. He also said some members of the 23-member council advocated a rate cut.He included the possibility that things might be worse than the bank's forecasts had predicted, warning that there were "downside risks" to the forecasts. He noted that data from business confidence surveys "all point in one direction and this one is not upward. " However, other figures such as German growth — which came in at a strong 0.5 percent in the first quarter — were more upbeat, he said.Draghi stressed that eurozone politicians have to come up with a long-term vision for overcoming the problems of the euro: "What we all expect is a clarification of this vision, a path toward this objective with all the conditions that have to be satisfied to achieve this objective."Those measures could include tighter central controls on country's finances to keep them from running up so much debt; added measures to stimulate growth by reducing regulation and emphasizing spending cuts, not tax increases; and common borrowing in which countries would back up each other's debts to eliminate the risk of default.
The euro was launched in 1999 with one central bank but multiple governments, each with its own budget and approach to regulating the economy. The eurozone was unable to keep some countries from building up too much debt and becoming costly, inefficient places to do business.On Wednesday European officials proposed a start on a new system of financial regulations that aims to keep bank failures from costing taxpayers billions and bankrupting governments. Because many European governments are already overburdened with debts, rescuing their failed banks risks bankrupting some of them. Ireland has had to ask for an international bailout for that reason and investors fear Spain may be next.The banks, in turn, own huge amounts of their governments' bonds, which drop in value when investors lose confidence in the country's financial future. The result is that any fall in confidence in either the banks or the government tends to create a downward spiral requiring foreign financial aid.Yet the banking measures will not take full effect until 2018. That means the pressure is still on the ECB as well as the politicians.Marie Diron, senior economic adviser for Ernst & Young, said the ECB should have cut rates and that growth measures were welcome but "such measures take time and time is what the eurozone does not seem to have. "Draghi also downplayed any idea that the bank might offer more long-term cheap loans to banks following two rounds that put €1.019 trillion into the banking system. Those loans have not taken their full effect in the wider economy yet , he said, and some of the eurozone's problems were beyond the reach of central bank action."There is plenty of liquidity in some parts... and shortages in other areas," he said. "Some of these problems in the euro area have nothing to do with monetary policy."

Report: Rampant corruption is aggravating EU crisis

BRUSSELS - Corruption and lack of transparency are endemic throughout the EU, with direct links to the economic crisis.The damning conclusion of a major study by the Berlin-based NGO, Transparency International (TI), was put forward at a hearing in the European Parliament in Brussels on Wednesday (6 June)."Europe by and large fails the test," said Corbus de Swardt, managing editor of TI.In Greece and Portugal, corruption is so deeply ingrained it poses a direct threat to democratic legitimacy and jeopardises economic recovery, it said.Greece, Portugal, Italy and Spain have "serious deficits in public sector accountability, and deep rooted problems of inefficiency, malpractice and corruption, which are neither sufficiently controlled nor sanctioned," it added.Costas Bakouris, chair of TI Greece, told EUobserver: "Corruption created all the elements of the financial problems in Greece ... [It] has imbued the mentality of the people and the institutions of the country."He said the government has undue influence on the judiciary and the media; laws are riddled with loopholes; companies dodge tax on a vast scale; and the ruling elite treats the state like a cash-cow at the cost of the lower classes.Evangelos Koumentakos, a Greek national and an active member of the Indignados movement who was present at the hearing, agreed with the analysis. "We are on the ground but there is only so much we can do," he said.Meanwhile, TI's chief researcher on Portugal was even harsher.Louis de Souza, chief of TI Portugal, said government statements on anti-corruption measures are "bullshit.""It is in fact easier to send to jail a retired person who has stolen a packet of rice than a banker who has stolen €3 billion ... Portugal is a country of black holes in its public accounts and budget slippages at all government levels," he added.He accused the EU of "neglect" on Portugal, noting that even the so-called troika inspectors who govern its EU-International-Monetary-Fund bail-out, did not mention corrpution in their official memos.TI also slammed the EU institutions on their home turf in Brssels.It pointed out that the European Commission and the EU Council preach transparency, but at the same time they are trying to push through a new regulation to make public access to internal EU documents even harder.Meanwhile, in the European Parliament, MEPs are required to claim trips financed by lobbyists only if hotels costs surpass €300 a night or if they are flown business class."This is ridiculous," Dutch Green MEP, Dennis de Jong, said on the parliament hospitality rules."They [EU institutions] don't have [proper] standards in place," TI's De Swardt told EUobserver.The European Commission plans to release its own report on corruption in the EU in late 2013.

Brussels: 'Banks should pay for banks'

BRUSSELS - The European Commission in Wednesday (6 June) unveiled proposals designed to change the too-big-to-fail rationale that has seen billions of euros of tax payers' money pumped into Europe's ailing banking sector."We are going to break the links between banks and the public sector," said financial services commissioner Michel Barnier announcing the draft legislation. "Banks must pay for banks."Under the proposal banks would be obliged to draw up recovery plans that would kick into place if their finances deteriorate and national authorities could appoint "special managers" to oversee weak institutions.
Each lender would also be obliged to set aside at least 1 percent of the deposits covered by their national guarantees for a special fund to help tide it over if it reaches failure stage.The most headline-grabbing proposal is for senior bondholders to be made liable for the costs of bailing out a lender.This is likely to attract much attention in Ireland - bailed out by the EU and International Monetary Fund in 2010 - where government attempts to make major bondholders pay were blocked by the European Central Bank for fear that markets would panic.The €64 billion bank bill is currently being absorbed by the Irish tax payer.
The commission's new plans are both preventative and for the long-term."In both comedy and tragedy, timing is everything. The bulk of the crisis resolution is long overdue," said UK Liberal MEP Sharon Bowles, who heads up the parliament's economic affairs committee.The bondholder clause would come into effect in 2018; the 1 percent deposit clause by 2024.The commission aims to prevent tax payers being forced to foot the bill in the future, with the EU commission having approved €4.5 trillion (37 percent of EU GDP) in state aid measures to financial institutions between 2008 and 2011.The proposed changes, which need to be agreed by member states and parliament, will not help Spain which urgently needs to recapitalise it banks which have an estimated credit shortfall of up to €100 billion.Madrid has lately started to say its banks should be allowed to tap into the permanent eurozone bailout fund (ESM), due to be up and running at the beginning of July."I cannot say that this will affect the Spanish banks," said Barnier of Wednesday's plans.
On the ESM question, he said: "It's not possible, not today."Wednesday's proposals are also a step towards the fully fledged banking union that high-ranking EU officials such as European Central Bank chief Mario Draghi suggest is needed to protect the eurozone.A full union would include a single European bank regime rather than the new member-state-level rules proposed on Wednesday. It would also include a powerful EU banking supervisor and a European bank deposit guarantee scheme.These ideas are set to be discussed at an EU leaders summit at the end of June.

Draghi: Nobody can force Spain to seek bail-out

COPENHAGEN - European Central Bank chief Mario Draghi on Wednesday (6 June) did not rule out further cheap loans to struggling euro-banks and said that nobody can force Spain into a bail-out.
After its monthly governing council meeting, the ECB left its key interest rate unchanged at one percent, despite some members asking to lower it."Some of the problems in the euro area have nothing to do with monetary policy," Draghi told a press conference after the meeting, in a bid to keep pressure on southern governments to carry through tough austerity measures.The Italian banker admitted that the situation on the financial markets has become "dysfunctional" again compared to only three weeks ago, but insisted that the situation is nowhere what it was in 2008 after the collapse of US investment bank Lehman Brothers.He said it is not "correct" to talk about a three-month deadline to save the euro, as US financier George Soros and top economist Paul Krugman projected in recent weeks."This is not the right way to cope with these issues," he said.He added that Europe is not the only one to blame for economic problems in China or Brazil."To my knowledge, the US is not a small-scale economy. Countries around the world should first focus on their own reforms before worrying about spillover effects," he said, hinting at increased criticism from Washington that eurozone leaders are dragging their feet and letting the euro-crisis bring the entire world economy down.
When asked if the ECB could inject more cheap loans into eurozone banks and resume its bond purchasing programme for Italy and Spain, Draghi smiled and suggested the journalist already knew the answer: "We never pre-commit."However, he said the ECB could not replace reforms that needed to be implemented by the national governments.As for the Spanish calls for EU money - be it from the ECB or the eurozone bail-out funds, but without Madrid having to be submitted to a full-scale bail-out programme like Greece, Portugal and Ireland - Draghi said one had to wait for exact data on how much money is needed.
"Any funding decision should be based on the realistic assessment of needs to recapitalise banks and the money available to the government without needing to go for external support," he said.A first assessment is due to be presented by the International Monetary Fund next week, with two more independent audits contracted by the Spanish government coming out later this month.Draghi insisted that any decision should be a sovereign one taken by Spain. "Nobody can force them to do anything," he said - a veiled reference to Germany, whose government is reportedly pressuring Madrid to ask for a soft bail-out from the temporary bail-out fund, the Luxembourg-based European Financial Stability Facility (EFSF).The EFSF was already used to recapitalise Greek banks as part of its second bail-out.Its bonds can be specifically used to fund ailing banks, but the process has to be steered via the government, which first has to apply for international funding, piling up even more debt on the public balance sheet.Spanish officials would rather see this rule changed, or have the upcoming permanent bail-out fund, the European Stability Mechanism granted the power to recapitalise banks directly.EUobserver understands that neither is possible without legal changes that need to be ratified by all 17 national parliaments in eurozone member states.But France on Wednesday once again threw its weight behind Spain, saying it also wants the €500-billion-strong ESM to be able to fund banks directly."France is in favour of the future ESM being used to directly recapitalise banks with the appropriate conditions for supervision," French finance minister Pierre Moscovici told reporters in Paris.
Speaking in Brussels after meetings at the European Commission, Spanish economy minister Luis de Guindos said he is not applying for any bail-out and that it would first wait for the audits later this month before deciding how to recapitalise the banks."I have absolutely not discussed any intervention in Spain's banks today. I was talking about the economic policy that the Spanish government has been applying ... Of course what we are saying is that with more Europe we would with no doubt get out of this difficult situation, this crisis," he said.A meeting of the world's biggest banks in Copenhagen on Wednesday meanwhile steered clear of any doomsday scenarios in its public sessions.But privately, some participants admitted that there are increased worries that a run on the Spanish banks - as people move their savings outside the country - could aggravate the crisis to the point where "no summit will help anymore.""Many of these [bankers] avoid to talk publicly of what is really going on. It's like the orchestra on the top deck of the Titanic. Everybody is saving face, but once they're in the privacy of their cabin, they are all panicking and looking for the life vest," one Finnish participant told this website.

Merkel: eurozone needs more EU supervision

BRUSSELS - German Chancellor Angela Merkel on Monday (4 June) said she supports more integration in the eurozone - a veiled reference to pooling debt provided EU institutions gain more supervisory powers.
"We need more Europe, not less, especially in the eurozone. This means that EU institutions, the EU commission included, should be granted more possibilities to control. Otherwise it would be impossible for a currency union to work," Merkel said alongside EU commission chief Jose Manuel Barroso who visited her in Berlin ahead of a 28-29 June summit.Recognising that her hard-fought-for treaty on fiscal discipline - signed in March by 25 EU states - is "a first step, but certainly not a sufficient one," Merkel said it was imperative for EU leaders to come up with a plan for the future of the eurozone."The world wants to know how we are picturing the political union matching the monetary union. An answer to this question has to be formulated in the near future and Germany will be a constructive dialogue partner in this regard," she said.She endorsed the so-called banking union - particularly putting big banks under central EU supervision - and re-stated the need for more competitiveness and controls to ensure that every member state sticks to its budget consolidation pledges.Once all these steps towards a fiscal and political union taken, Germany may consider pooling debt with other eurozone countries, her finance minister, Wolfgang Schaeuble, told Handelsblatt in an interview."Before we can talk about joint management of debt, we need the right fiscal union," he said in an interview published on Tuesday (5 June).According to unnamed Berlin officials quoted by the New York Times, the compromise Germany is willing to consider is combining Europe's bad debt into a single fund to be paid off over 25 years, rather than issuing joint debt - which would be unconstitutional under German law.Germany has come under sustained criticism for its handling of the euro-crisis, which has seen it delaying financial assistance until the very last moment. This tactic has increased costs for southern states."Markets remain sceptical that the measures taken thus far are sufficient to secure the recovery in Europe and remove the risk that the crisis will deepen. So we obviously believe that more steps need to be taken," White House press secretary Jay Carney told reporters on Monday.Canadian Finance Minister Jim Flaherty said ministers and central bankers of the United States, Canada, Japan, Britain, Germany, France and Italy (G7) would hold a special conference call on Tuesday, raising pressure on Europe to recapitalise its banks and stem contagion from Greece to Spain and Italy.Madrid so far has been resisting German pressure to ask for financial assistance from the eurozone bail-out fund, arguing for its troubled banks to be rescued directly either by the eurozone fund or by cheap money from the European Central Bank, so as to avoid piling more debt onto the government's books.But in a government statement put out on Monday, Merkel brushed off calls for changing the EFSF rules so as to allow direct recapitalisation of banks: "All the instruments are available to guarantee the safety of banks in the eurozone."

Monsoon arrives; farm output prospects brighten

NEW DELHI (Reuters) - India's annual monsoon rains have arrived at the southern Kerala coast, a top weather official said on Tuesday, brightening prospects of higher farm output by aiding farmers to plant summer-sown crops such as rice, soybean and cotton on time."It's been raining in Kerala for the past few days, but the parameters suggest that the monsoon has arrived today," B.P. Yadav, a director at the state-run India Meteorological Department (IMD) told Reuters.The annual rains are crucial for farm output and economic growth as about 55 percent of the arable land is rain-fed, and farm sector accounts for about 15 percent of a nearly $2-trillion economy, Asia's third-biggest.India is the world's second-biggest producer of rice, wheat, sugar and cotton and also one of the largest consumers, with a population of about 1.2 billion.
Another senior weather office official, who declined to be named, said he expected monsoon rains to make good progress in the western Indian coast - in coffee, tea, rubber and cane areas - in next 2-3 days.

Possible tornado leaves 3 dead in SE Missouri

ST. LOUIS (AP) — A man and his two adult sons died when a sudden, powerful storm obliterated a mobile home in southeast Missouri, officials said Tuesday as weather officials tried to determine if the damage was caused by a tornado.The storm struck Missouri, Illinois and Kentucky late Monday, but hit hardest in the tiny village of Diehlstadt, in Scott County, where the three men were killed.Scott County Sheriff Rick Walter said the mobile home was smashed beyond recognition."The frame was probably 100 yards away from where it was sitting," Walter said. "It was just debris everywhere. It just obliterated it."
Missouri State Highway Patrol Trooper Clark Parrott identified the deceased as 70-year-old Loy Miller, the owner of the trailer, and his sons, Jasper Miller, 50, and Randy Miller, 48. Parrott said it wasn't clear if the sons also lived in the mobile home."We had a pretty intense, concentrated storm," Parrott said.An 11-year-old St. Louis County girl suffered minor head and arm injuries after being pelted by huge chunks of hail.The gusty storm developed in the St. Louis area Monday afternoon, producing nearly an inch of rain and pingpong-sized hail in some places while leaving others bone dry, National Weather Service meteorologist Chris Sanders said. Hail, about an inch of rain and winds stronger than 50 mph were also reported in parts of southern Illinois and northwestern Kentucky.The storm became particularly intense in southeast Missouri and Diehlstadt, a village of 163 residents about 100 miles south of St. Louis, took the worst of it. Parrott said two other homes and five sheds were damaged, and downed power lines closed Highway 77 for several hours. Power was restored before dawn.A team from the National Weather Service arrived in the Diehlstadt area Tuesday to determine if the damage came from straight-line winds or a tornado, though Walter said indications were it was a twister. Putin says to push military ties with China


BEIJING (Reuters) - Russian President Vladimir Putin said on Wednesday he will boost military cooperation with China, including holding more joint exercises, after the United States announced plans to shift most of its warships to the Asia-Pacific by 2020.Putin referred to recent Sino-Russian joint navy exercises in the Yellow Sea as an example of military cooperation which, he said, would go on.
"We will continue cooperation also between our military," he told Chinese Vice President Xi Jinping in Beijing, where he is attending a security summit and meeting his Chinese counterpart, Hu Jintao.
"Recently joint navy exercises were held in the Yellow Sea, and they were the first of such exercises. No Wonder We're Within an Inch of War in North Korea


It's been a rough week for the communication staffs of the North Korean military and the U.S. military. Today, a U.S. official was replaced after mentioning a covert operation in North Korea and last night North Korea issued a military threat that is mathematically impossible. For two countries "within an inch of war" of each other, as Defense Secretary Leon Panetta put it recently, there sure is a lot of bungled talk going on. Today, Brigadier General Neil Tolley, the commander of U.S. Special Forces in South Korea, is being replaced after stating that U.S. special forces have been parachuting into North Korea on covert ops missions. Tolley's statements, reported in the Tokyo-based foreign affairs magazine The Diplomat, were initially denied by the military until Tolley issued a statement saying he was accurately quoted but misspoke. (He was trying to discuss hypothetical parachute missions not actual ones, he said.) “In my attempt to explain where technology could help us, I spoke in the present tense," he said. "To be clear, at no time have we sent special operations forces into North Korea.” Officially, the military says the timing of Tolley's replacement is "merely coincidental," but either way, the communication mishap probably didn't cool tensions on the Asian peninsular. Following parachute-gate, North Korea issued a wildly confrontational threat to South Korea, threatening a "merciless sacred war" on the country's media companies, which it was aiming its artillery on. "Comments from the General Staff of the Korean People's Army contained an unusually specific mention of the longitude and latitude of the locations of seven media outlets," reported The Associated Press on Monday. North Korea, of course, issues threats to the South constantly but the posting of coordinates was especially spooky. The announcement stated:Officers and men of the army corps, divisions and regiments on the front and strategic rocket forces in the depth of the country are loudly calling for the issue of order to mete out punishment, declaring that they have already targeted Chosun Ilbo at coordinates of 37 degrees 56 minutes 83 seconds North Latitude and 126 degrees 97 minutes 65 seconds East Longitude in the Central District, Seoul, Choongang Ilbo at coordinates of 37 degrees 33 minutes 45 seconds North Latitude and 126 degrees 58 minutes 14 seconds East Longitude in the Central District, Seoul, the Dong-A Ilbo at coordinates of 37 degrees 57 minutes 10 seconds North Latitude and 126 degrees 97 minutes 81 seconds East Longitude in Jongro District, Seoul, KBS, CBS, MBC and SBS, the strongholds of the [South Korean President] Lee [Myung-bak] group orchestrating the new vicious smear campaign.Embarrassingly, The Wall Street Journal reports the coordinates listed above are just plain wrong. "As everyone who has finished third grade knows, the minute and second numbers shouldn’t exceed 60 when it comes to expressing geographic coordinates." writes Evan Ramstad. The inaccurate coordinates were first discovered by the Seoul newspaper Seoul Shinmun and Martyn Williams, a technology journalist on a fellowship at Stanford University, who explains the messup here. Given that North and South Korea are technically at war, and that 28,500 U.S. troops are stationed there, it's a little unsettling that gaffes like this can happen. Then again, the two nations have been at war since 1950 (the conflict was never resolved with a peace treaty), so mistakes will happen over half a century.

Iran spars with West before nuclear talks


VIENNA/DUBAI (Reuters) - Iran questioned world powers' readiness for negotiations over its disputed nuclear program and accused the U.N. watchdog on Wednesday of behaving like a Western-manipulated intelligence agency, keeping up its sparring ahead of talks in Moscow.Iranian media said Tehran had written twice to Britain, France, Russia, China, the United States and Germany - otherwise known as the P5+1 - seeking preparatory meetings before the talks due on June 18, but had yet to hear back."The other side's delay in meeting deputies and experts throws doubt and ambiguity on their readiness for successful talks," Iran's chief negotiator Saeed Jalili said in a letter to EU foreign policy chief Catherine Ashton, according to the IRNA news agency. Ashton is handling contacts with Iran on behalf of the six powers.Iranian President Mahmoud Ahmadinejad said the Western powers were seeking to "waste time" and "looking for excuses" by refusing to engage in preparatory talks with Iran.Under the persistent threat of military strikes by Israel and ever tighter economic sanctions from the West, Iran has returned to nuclear talks that had stalled in early 2011.Diplomats say Iranian negotiators were more forthcoming at talks in Baghdad last month than in previous negotiations, and believe Supreme Leader Ayatollah Ali Khamenei, Iran's highest authority, has given them a freer hand to explore a deal."Of course, the Islamic Republic does not expect the nuclear issue to be resolved in one meeting," IRNA quoted Ahmadinejad as saying on the sidelines of a summit in Beijing.
At the heart of the decade-long standoff is Iran's insistence on the right to enrich uranium and that sanctions should be lifted before it shelves activities that could lead to its achieving the capability to develop nuclear weapons.Western powers insist Tehran must first shut down higher-grade enrichment - beyond that needed for power stations - before sanctions could be eased on the major oil producer.Diplomats say Iran may offer the U.N. MILITARY SITE
The U.N. agency aims to seal a framework agreement that would unblock its investigation into suspected nuclear bomb research. It wants to visit a military site, Parchin, where it suspects Iran has carried out explosives tests that could be used to develop nuclear arms.Iran, which says Parchin is a conventional military site, has so far denied access.Western diplomats said Soltanieh's harsh remarks aimed at the IAEA cast further doubt on the chances of a successful outcome in the June 8 talks between Iran and the U.N. nuclear agency.Robert Wood, the acting U.S. envoy to the IAEA, told reporters the attack on the agency was "extremely unfortunate" and he said he was "not optimistic" that there would be a deal signed on Friday.

Assad names new Syrian PM, army battles rebels


BEIRUT (Reuters) - Syrian President Bashar al-Assad named a Baath Party stalwart to form a new government on Wednesday, signaling no political concessions to a 15-month-old uprising, as the army battled rebel forces near the Mediterranean coast.The appointment of Riyad Hijab, agriculture minister in the outgoing government, as prime minister follows a parliamentary election last month which authorities said was a step towards political reform but which opponents dismissed as a sham."We expected Assad to play a game and appoint a nominal independent but he chose a hardcore Baathist," said opposition campaigner Najati Tayyara. The new government, like its predecessors, would wield no real power, he added.
"The cabinet is just for show in Syria and even more so now, with the security apparatus totally taking over."
Activists said soldiers backed by helicopters and tanks fought rebels in the coastal province of Latakia for a second day on Wednesday, in the heaviest clashes there since the revolt against Assad erupted in March last year.The relentless violence has shredded an eight-week-old ceasefire deal brokered by former United Nations chief Kofi Annan. Rebels, who say they are no longer bound by the accord, have killed more than 100 soldiers this week, according to one monitoring group, the Syrian Observatory for Human Rights.
Russia called for a broad international meeting, including regional powers Turkey and Iran, the Arab League, European Union and permanent U.N. Security Council members, to rescue Annan's plan, but the United States gave the idea short shrift.U.S. Secretary of State Hillary Clinton, who has accused Iran of supporting pro-Assad militias, said it was "a little hard to imagine inviting a country that is stage-managing the Assad regime's assault on its people".Clinton was due to discuss the crisis in Syria later on Wednesday with ministers from Turkey and European and Arab states gathered in Istanbul for counter terrorism talks.
The British-based Observatory said rebels seized control of police and intelligence buildings in the Latakia town of Selma overnight, before army reinforcements arrived at dawn.The soldiers killed a rebel captain in Selma and six civilians in Haffeh, a mostly Sunni Muslim area where clashes have been most intense, it said.
Observatory director Rami Adbelrahman said that hospital staff in the cities of Latakia and Banias reported a constant stream of ambulances bringing soldiers to emergency rooms."We have 50 to 60 soldiers injured, some in critical condition," he said by telephone. "There will be rebel casualties, too, but it is hard to know how many." Rebels do not take their wounded to government hospitals for fear of arrest.Local activists provided shaky footage of a Syrian helicopter firing rockets. A member of the rebel Free Syrian Army in Latakia said its lightly-armed fighters faced shellfire."There was heavy fighting all night. In the morning, Syrian forces started shelling Selma and Haffeh," the FSA's Ali al-Raidi told Reuters by telephone.Syria heavily restricts access to international media organizations, which Damascus says have contributed to inciting violence, making it hard to verify reports from either side.More than 35 people were reported killed on Tuesday and Assad's forces also suffered heavy casualties with at least 26 soldiers killed, many in ambushes by insurgents.The clashes were a rare surge of violence in Latakia province, home to several towns inhabited by members of Assad's minority Alawite sect, an offshoot of Shi'ite Islam, which has been generally hostile to the mostly Sunni-led uprising.

RUSSIA PROPOSES SYRIA MEETING
Russian Foreign Minister Sergei Lavrov called for a broad international meeting on the crisis in Syria with the aim of reviving Annan's peace plan, but made clear he believed Assad's opponents were responsible for its failure so far.Western powers also support Annan's peace plan but say pressure must be stepped up against Assad after the massacre of 108 women, children and men in Houla nearly two weeks ago. They hold Assad's forces responsible, a charge Damascus rejects."We believe it is necessary to assemble a meeting of states with real influence on different opposition groups. Scandal-hit Vatican says restoring trust will take time

VATICAN CITY (Reuters) - It will take time to restore trust within the walls of the Vatican and ease the pain caused by a leaks scandal that led to the arrest of Pope Benedict's butler, the pontiff's spokesman said on Wednesday."Clearly to restore a climate of serenity and trust is a process, it is not something that can be solved in a few days," said Father Federico Lombardi, the Vatican's chief spokesman."But we have started and we are moving ahead," he said.Paolo Gabriele, 46, the papal butler arrested on May 23 as part of a investigation into the "Vatileaks" scandal, was questioned by Vatican prosecutor Piero Antonio Bonnet for the second straight day on Wednesday in the tiny city-state's tribunal.At the same time that Bonnet was grilling Gabriele in the tribunal, Pope Benedict was holding his weekly general audience just hundreds of meters (yards) away in St. Peter's Square.Lombardi acknowledged that the scandal had shaken confidence among those who live and work within the walls of the secretive 108-acre city-state, although he said the pope was carrying out his functions "in a normal and efficient way".Gabriele, who was charged with aggravated theft after papal documents were found in his apartment in the Vatican, was questioned in the presence of his two lawyers and of Nicola Picardi, another high-ranking Vatican judicial official known as the "promoter of justice".Bonnet must now decide whether to order Gabriele to stand trial and is also considering a request by Gabriele's lawyers for him to be let out of a "safe room" where he is being held at the Vatican police station and be placed under house arrest.Many Vatican insiders believe the butler, who served the pope his meals, helped him dress and rode in the front seat of the popemobile, could not have acted alone and may be a pawn in a much wider power struggle between cardinals.The leaks scandal began in January and came to a head last month when, in the space of a few days, the head of the Vatican bank was abruptly dismissed, Gabriele was arrested and a book containing a trove of private Vatican correspondence was published.The documents allege corruption in the Vatican's business dealings with Italian companies, which were paid inflated prices for work in the Vatican, rivalries among cardinals and clashes over the management of the Vatican's bank, the IOR.Gabriele, who has been visited in jail by his wife and has been allowed to attend mass, could be held for up to 100 days in pre-trial custody.

Israel to build 300 new West Bank settlement homes

JERUSALEM (AP) — Israel's prime minister on Wednesday ordered construction of 300 new homes in a West Bank settlement, a move aimed at placating settler anger over the planned demolition of an illegally built outpost nearby.The decision infuriated the Palestinians, who have refused to conduct peace talks while Israel expands its settlements on occupied land. It also risked drawing an international backlash.
Netanyahu has been grappling with a domestic crisis over the unauthorized settlement outpost of Ulpana. The Supreme Court has ordered the five apartment buildings in the outpost to be removed by July 1 after determining they were built on private Palestinian land.Netanyahu has said he would honor the ruling, while Jewish settlers and their hard-line allies in Netanyahu's government have vowed to resist the order.
Netanyahu announced his decision shortly after parliament rejected an attempt by hard-line lawmakers to prevent the Ulpana demolition. The proposal sought to leave the buildings, home to 30 families, intact and instead compensate the Palestinian landowners. But under pressure from Netanyahu, the parliament resoundingly defeated the measure by a 69-22 vote.Netanyahu opposed the bill, saying it would likely be overturned by the Supreme Court and generate harsh international criticism.In order to blunt settler anger, Netanyahu has come up with a novel solution: Instead of demolishing the buildings, he plans on removing them from their foundations and transferring them to the nearby settlement of Beit El. In addition, he said he would build 300 more homes in Beit El."Israel is a democracy that observes the law, and as prime minister I am obligated to preserve the law and preserve the settlements, and I say here that there is no contradiction between the two," Netanyahu said."This formula strengthens settlements," he added. "''The court ruled what it did, and we respect its decision. In parallel, Beit El will be expanded. Critics say the move is unnecessarily expensive and complicated. Settlers reject any move of the buildings.Chief Palestinian negotiator Saeb Erekat condemned the new construction.
