Cyprus bail-out 'not excluded'

BRUSSELS - Cypriot officials over the weekend openly said that their country may be the fourth eurozone state in line for a bail-out due to exposure to Greece.Meanwhile, Germany is reportedly pressing Spain to accept a euro-bail-out for its banks.Cyprus central bank governor Panicos Demetriades told the Financial Times on Sunday (3 June) that a bail-out is getting "less unlikely" by the end of the month, when a €1.8 billion deadline for saving the country's second largest bank falls due.Similar comments were made on Friday by Cypriot president Demetrias Christofias, during a press conference: "I don't take as a given that we will negotiate entry to a support mechanism, [but] I don't want to absolutely exclude it."Until now Cyprus maintained it did not need any EU funding as it took a €2.5 billion loan from Russia last year when its rating was downgraded to "junk," meaning it cannot borrow from the markets at sustainable rates.The country's banks were hit badly by the Greek crisis, as they lost more than €3 billion in the "voluntary" debt write-down for Greece. Cypriot banks still have another €22 billion in outstanding loans to Greek customers. Cyprus' own GDP, by comparison, is just €18 billion.If Cyprus asks for a full-blown bail-out like Greece, Portugal and Ireland, it would become the first eurozone country to lead the EU presidency under a considerable loss of sovereignty, with troika inspectors due in Nicosia every few weeks to monitor the implementation of an austerity programme that would accompany the rescue package.Cyprus is due to take over the day-to-day chairing of ministers meetings on 1 July and to try to seal agreement on the EU's next seven-year budget. It will already will mark a first among EU presidencies as it has a frozen conflict on its territory, foreign military bases and a Berlin-style wall dividing the capital, Nicosia.Close ties with Russian and Ukrainian oligarchs add to the mix. Cyprus is one of the preferred destinations for offshore schemes designed to blur the ownership of luxury yachts, villas and cars of the post-Soviet elite.The Cypriot government still hopes to avoid a full-blown bail-out, as any outside funding would be mainly destined to prop up the country's troubled banks."There are support mechanisms and support mechanisms. Meanwhile, the Spanish government is coming under increased German pressure to ask for a bail-out from the European Financial Stability Facility (EFSF) for its troubled banks, the Financial Times Deutschland reported.Madrid has so far said it would be able to avoid this scenario and instead has asked for direct funding either via the European Central Bank or the EFSF.Current rules forbid the EFSF to bail out banks directly. Spain argues this is a flaw in the design of the bail-out fund, as it forces governments to take on more debt, instead of solving the problem itself.But the government's own front seems to be crumbling.
"A bail-out would not be the apocalypse," Jose Maria Beneyto, an MP from the ruling Popular Party as premier Mariano Rajoy said on Friday."You have to live with it. We have got to escape this or we'll go mad worrying about bonds spreads," he added, noting that Portugal and Ireland have been living with the troika-imposed programmes "relatively passively."

BRUSSELS - Vladimir Putin has made clear that he will not budge an inch on Syria ahead of an EU-Russia summit.Speaking in separate press events in Berlin and Paris on Friday (1 June), the Russian leader ruled out lifting his UN Security Council veto on economic sanctions or military action against Syrian President Bashar Assad.He also blamed civilian deaths on opposition forces and denied that Russia is selling arms to Damascus."Russia does not provide weapons that could be used in a civil conflict," he said in the German capital."How many peaceful civilians were killed by the opposite side? Did you count? The count goes into the hundreds there too. BRUSSELS - The Stockholm-based arms-control institute, Sipri, released a report on Monday (4 June) claiming nuclear warheads are fewer in number but are increasingly more sophisticated.The United States, Russia, the United Kingdom, France, China, India, Pakistan and Israel collectively have around 4,400 operational nuclear weapons.An operational nuclear weapon is one where a warhead is placed on a missile or located on an active military base, for instance. Some 2,000 are kept in a state of high operational alert, says Sipri.The eight states currently possess a total of approximately 19,000 nuclear weapons, compared to 20,530 at the beginning of 2011.The drop in numbers comes primarily from existing Russian and US stockpiles where some of the weapons are simply too old, says the report."In spite of the world's revived interest in disarmament efforts, none of the nuclear weapon-possessing states shows more than a rhetorical willingness to give up their nuclear arsenals just yet," said Shannon Kile, a senior Sipri researcher.Instead, new nuclear weapons delivery systems or their plans are currently underway in China, France, Russia, the United Kingdom and the United States."The long-term modernisation programmes under way in these states suggest that nuclear weapons are still a currency of international status and power," added Kile.Nato announced plans to replace its aging 180 B61 free-fall tactical nuclear bombs stored in bases in Belgium, the Netherlands, Italy, Germany and Turkey in early May.The US bombs are being replaced with precision-guided B61-12 nuclear gravity bombs. The upgrade comes with an estimated €3 billion price-tag.
According to a report by the European Leadership Network (ELN), a UK-based think-tank, the nuclear bombs positioned throughout the European countries have no guidance systems. The upgrade could provoke an arms race, warned ELN.Meanwhile, Russian defence sources told the Interfax news agency on 23 May that they have tested a new intercontinental ballistic missile (ICBM) specifically designed to penetrate Nato’s European missile defence shield. The missile has a 6,000 km range.Nato had earlier announced a new shield aimed to safeguard the continent from possible attacks by rogue states like Iran. But Russia claims the Nato shield actually seeks to undermine its nuclear deterrent.A new 2010 arms-control treaty caps the number of strategic nuclear weapons to 1,550 strategic nuclear weapons and 700 delivery devices.The United States currently has 1,737 field strategic nuclear warheads carried by 812 active ICBMs, submarines-based missiles and bombers. Russia has 1,492 warheads on 494 ICBMs, according to ELN.

Ireland votes Yes on fiscal treaty, expects EU solidarity

BRUSSELS - Ireland has voted in a favour of the fiscal discipline treaty but the Yes vote is seen as grudging and the country is now expecting EU "solidarity" in return.With all votes counted, 60.3 percent voted in favour of the Germany-inspired document enshrining balanced budgets into national law while 39.7 percent vote against. Turnout was 50.6 percent.Irish politicians reacted by saying that voters should be rewarded with support at EU-level for initiatives that stimulate economic growth and for a better deal on Ireland's banking debt."The Irish people have sent a powerful signal around the world that this is a country serious about overcoming our economic challenges," said Prime Minister Enda Kenny, noting that the result would strengthen Ireland's hand with its EU partners."We (must) see progress in the work to secure a more sustainable long-term deal in relation to Ireland’s bank debt. A long-term deal that is workable; that is just," said deputy prime minister Eamon Gilmore."The Irish people have shown great judgement and responsibility. Where Member States show such responsibility, the EU should reciprocate with solidarity," said Gay Mitchell, an MEP from the governing centre-right Fine Gael party.Ireland received an €85 billion EU-International-Monetary-Fund bail-out in 2010, following a spectacular crash in the property sector. An angry Yes?

Even though the Yes vote was strong, politicians admit that it was unlikely to have been due to a strong sense of conviction.It will be made up of "a lot of angry Yes-es," said social protection minister Joan Burton, ahead of the vote.Opposition Fianna Fail leader Micheal Martin said those who voted Yes did so cause they "saw it as a lesser of two evils."The government conducted a Yes campaign based on fear. It warned that voting down the treaty would block Ireland's access from the permanent eurozone bailout fund, the ESM. The No side had argued the treaty risks locking the country into a downward spiral of austerity.Joe Higgins, a socialist member of parliament and prominent No campaigner, said there was a "very sharp polarisation" between higher and lower income areas with less well areas tending to reject the treaty.This will have "important implications for the government," he said on national TV.For the eurozone itself, the Irish vote was something of a sideshow. The intergovernmental treaty will come into force once 12 of the 17 euro countries ratify it, making Ireland's vote welcome but not a prerequisite.Other profound problems remain.The euro area's fourth largest economy, Spain, is in serious trouble with high borrowing costs and a large credit shortfall in its banks.Meanwhile Greek voters will go to the poll on 17 June and could vote for parties that want to change the austerity terms attached to their bailout - an outcome that would once again raise talk about the country leaving the single currency.

US forecasters mark start of 2012 hurricane season

The 2012 Atlantic hurricane season officially begins Friday, with US forecasters predicting a "less active" season of one to three major hurricanes but warning coastal communities to remain vigilant.

"NOAA's outlook predicts a less active season compared to recent years," said Jane Lubchenco, administrator of the National Oceanic and Atmospheric Administration (NOAA), which tracks tropical storms and hurricanes."But regardless of the outlook, it's vital for anyone living or vacationing in hurricane-prone locations to be prepared," she said."We have a stark reminder this year with the 20th anniversary of Hurricane Andrew," a Category 5 hurricane that devastated South Florida in August 1992, during a late-starting season that produced only six named storms.The NOAA predicted nine to 15 named storms, with winds of 39 miles (62 kilometers) per hour, saying four to eight would likely grow into hurricanes, with wind speeds of 74 miles (120 kilometers) or higher.It predicted one to three storms would develop into major hurricanes ranking Category Three, Four or Five on the five-point Saffir-Simpson wind scale.Over the last 30 years, the average hurricane season has produced 12 named storms with six hurricanes, including three major ones, NOAA said.NOAA's chief hurricane forecaster Gerry Bell said the 2012 season could prove less active if the El Nino climate phenomenon develops by late summer or early fall.US Secretary of Homeland Security Janet Napolitano was to speak to reporters on Friday to discuss efforts to prepare for the coming storm season, which officially runs until November 30.

Egyptians threaten more protests after Mubarak verdict

Israel is arming submarines supplied and largely financed by Germany with nuclear-tipped cruise missiles, influential German news weekly Der Spiegel reports in its issue to be published on Monday.The magazine said in a cover story that Berlin had until now denied any knowledge that German submarines were being used as part of an Israeli atomic arsenal.But former high-ranking officials of the German defence ministry told Der Spiegel that the government always assumed Israel was putting nuclear warheads on the Dolphin-class vessels.The article, based on a months-long probe, cited files from the foreign ministry in Berlin indicating the West German state was aware of the practice as early as 1961.In Israel, foreign ministry spokesman Yigal Palmor said only: "I can confirm that we have German submarines. It's no secret."As for the rest, I am not in a position to talk about their capacity," he told AFP.Israel is the Middle East's sole if undeclared nuclear-armed power.Germany has already supplied Israel with three of the submarines in question, footing most of the bill, and another three are to be delivered by 2017 under a recently signed contract.

China says hopes U.S. will respect concern over naval shift

BEIJING (Reuters) - China's Foreign Ministry said on Monday it hoped the United States will respect Beijing's regional interests, after the U.S. defense secretary announced plans to shift most of his country's warships to the Asia-Pacific by 2020.China's relatively mild reaction to the U.S. announcement highlighted its reluctance to risk outright confrontation with Washington despite friction. The Foreign Ministry also brushed aside a question about an alleged spy scandal involving the United States."At present, the grand trend and broad aspiration of the Asia-Pacific region is towards seeking peace, fostering cooperation and encouraging development," Foreign Ministry spokesman Liu Weimin said in answer to a question about the U.S. announcement about naval priorities."All sides should strive to preserve and promote regional peace, stability and development. The approach of artificially stressing military security, enhancing military deployments and strengthening military alliances is out of keeping with the times," Liu said at a daily news briefing.U.S. Defense Secretary Leon Panetta said on Saturday the Pentagon would reposition its naval fleet so that 60 percent of its battleships would be in the Asia-Pacific by the end of the decade, up from about 50 percent now."The Asia-Pacific is the region where Chinese and U.S. interests most overlap, and we welcome the United States to play a constructive role in the region," Liu said."We also hope that the United States will respect the interests and concerns of all sides in the Asia-Pacific, including China."Liu's reaction to Panetta's announcement echoed media reports on Sunday that quoted People's Liberation Army (PLA) Lieutenant General Ren Haiquan as saying China would intensify its vigilance, but not lash back, in response.

IAEA, Iran to hold nuclear talks on June 8

VIENNA (Reuters) - The U.N. atomic watchdog and Iran will hold a new round of talks this week to try to reach an agreement to resume a long-stalled investigation into suspected nuclear weapons research in the Islamic Republic, IAEA chief Yukiya Amano said on Monday.Amano, director general of the International Atomic Energy Agency, made a rare visit to Tehran two weeks ago and said when he returned to Vienna that he expected a framework cooperation deal to be signed soon with Iran.Iranian officials have made clear that only once such an accord has been finalized will they grant U.N. inspectors access to the Parchin military site, where the IAEA suspects Iran may have carried out nuclear weapons development activity.

Western diplomats have voiced doubt that Iran will implement any such agreement with the Vienna-based U.N. agency, which says Tehran has stonewalled its investigation for almost four years.They say Iran may be offering increased cooperation with the IAEA to use as a bargaining chip in its broader talks with world powers which are aimed at defusing a decade-old standoff over Tehran's nuclear program, which has seen the major oil producer subjected to increasingly tough economic sanctions.Iran and the six powers - the United States, France, Russia, China, Germany and Britain - will meet for a third time this year in Moscow on June 18-19 after making scant progress in the dispute at the previous meeting in Baghdad last month.

"I wish to inform the board that a meeting between Iran and the agency has been scheduled for June 8 in Vienna," Amano said in a speech to the IAEA'S 35-nation governing board, according to a copy of his remarks."I invite Iran to sign and implement the Structured Approach document as soon as possible and to provide early access to the Parchin site," he said, referring to an agreement on how to conduct the IAEA's investigation.Amano said he and Iran decided in his meetings in Tehran on May 21 to agree on this document.

IRAN SEES "NEW CHAPTER"
"I was assured that agreement on the structured approach would be expedited and that the remaining differences between Iran and the Agency would not be an obstacle to reaching agreement," the veteran Japanese diplomat said.The IAEA's immediate priority in its investigation is to visit Parchin, where inspectors believe Iran may have carried high explosives tests that could be used to develop an atomic bomb capability.

Western diplomats suspect Iran is now trying to clean the site of any incriminating evidence before possibly allowing U.N. inspectors to go there, a charge Tehran has dismissed.Last week, a U.S. think-tank published satellite images which it said underscored suspicions that Iran is trying to destroy evidence of possible nuclear weapons-related research.The Institute for Science and International Security (ISIS) posted the pictures on its website hours after the IAEA showed diplomats similar images that Western envoys said indicated a clean-up at Parchin.Parchin, which Iran says is a conventional military complex, is at the centre of Western allegations that Iran has conducted experiments - possibly a decade ago - that could help develop nuclear bombs. Assad says Houla killings monstrous, crisis will end

BEIRUT/AMMAN (Reuters) - Syrian President Bashar al-Assad condemned on Sunday the "abominable" massacre of more than 100 people in Houla, saying even monsters could not carry out such acts, and promised a 15-month-old crisis would end soon if Syrians pulled together.Assad repeated earlier pledges to enforce a crackdown on opponents he says are terrorists carrying out a foreign conspiracy, while offering dialogue with opposition figures who had avoided armed conflict or outside backing.His remarks were at odds with those of U.N. peacekeeping chief Herve Ladsous - that army shelling killed many Houla victims and that pro-Assad militiamen probably killed the others, many of them women and children.Assad made his comments in a speech to parliament, a rare public appearance one day after international envoy Kofi Annan said the specter of all-out civil war was growing in Syria and the world needed to see action, not words, from Syria's leader.In his hour-long address, Assad made no specific response to Annan's plea for bold steps to end the conflict, and regional power Saudi Arabia accused him of using Annan's peace plan to buy time for his military offensive against the rebels.U.S. Secretary of State Hillary Clinton said she had urged Russia to push harder for "political transition" in Syria, language which Washington uses to mean ending Assad's rule.Thousands of people have been killed in a crackdown on protests which erupted in March last year and have become increasingly militarized, destabilizing neighboring Lebanon and raising fears of regional turmoil."This crisis is not an internal crisis. We are facing a real war waged from the outside."Clinton, who held talks with Russian Foreign Minister Sergei Lavrov on Saturday, said she told Lavrov there was a need to "focus on a path forward for a political transition.""Assad's departure does not have to be a precondition but it should be an outcome," she told a news conference in Stockholm.Russia has twice vetoed Security Council resolutions which could have led to U.N. action against Assad, and has backed his assertion that militants are to blame for Syria's bloodshed.Saudi Arabian Foreign Minister Prince Saud al-Faisal, who has called for international efforts to arm Syrian rebels, said Assad was using Annan's peace plan to buy time to crush rebels."We notice that each initiative presented...has been accepted by Syria but has not been implemented," Prince Saud said. "I do not think that he will deal any differently with Annan's initiative."He also accused Damascus of stoking sectarian tensions which recently spilled over into Lebanon, where Syria maintained a military presence for nearly three decades until it withdrew in 2005 under international pressure.Fifteen people were killed in clashes on Saturday in the Mediterranean city of Tripoli, the worst violence to shake Lebanon since the start of Syria's uprising."What happened in Tripoli is without doubt a continuation of what is happening in Syria," Prince Saud said. "We have noticed for some time that the regime in Syria is trying to turn this into a sectarian struggle".In Syria itself nine civilians were killed on Sunday, the British-based Syrian Observatory for Human Rights reported. That followed the killings on Saturday of 33 civilians and 61 soldiers, the Observatory said, one of the highest death tolls for security forces since the unrest broke out.Half the soldiers and security forces were killed in attacks on military armored vehicles in the northern town of Ariha in Idlib province, and in clashes near the central town of Rastan, the Observatory said.Assad said authorities would maintain their crackdown on the armed opposition but were still ready for dialogue with political opponents."We will continue firmly confronting terrorism, leaving the door open for those who want to return. I urge those who are still hesitant to do so, to take this step. The state will not take revenge."

His speech failed to win over sceptics. Abdelbaset Sida of the opposition Syrian National Council dismissed it as rhetoric."Assad wants to remain the head of a repressive system at all costs. He does not want to admit that his time his over and that the Syrian people do not want him," he told Reuters by telephone from Istanbul.Annan, the joint United Nations and Arab League envoy for Syria, told an Arab League meeting in Qatar on Saturday that Assad must take "bold and visible" steps immediately to change his military stance and honor his commitment to cease violence.Annan criticized Assad for failing to comply with a peace plan to end the conflict and said his forces were carrying out atrocities, arbitrary arrests and other abuses.

The United Nations says Syrian forces have killed more than 9,000 people in the crackdown.
