US, S. Korea Launch Live-Fire Military Drills

South Korean and U.S. warplanes fired rockets and dropped bombs on mock targets near the North Korean border Friday, in some of the largest live-fire maneuvers since the end of the Korean War. U.S. tanks and Apache helicopters pounded targets at Pocheon, as some 2,000 U.S. paratroopers and South Korean combat troops maneuvered nearby.The two allies will launch a separate three-day naval exercise in the Yellow Sea Saturday.  The carrier USS George Washington strike group is set to participate in those maneuvers.  A South Korean Defense Ministry spokesman described the naval drills as an annual event.
"The U.S.-South Korea combined maritime maneuvering exercises begin tomorrow, and last until the 25th off the west coast [of South Korea]," he said.  "This [drill] is held every year, taking place in the East and West Sea alternately.  Approximately 8,000 south Korean and U.S. soldiers will participate, along with 10 South Korean warships."Earlier this week, Pyongyang described the exercises as part of a "clamor for invasion of the North that makes the situation worse."Seoul rejected the provocation charges, with the defense ministry telling reporters that no military can improve its capabilities without training.

Egypt army talks tough as Tahrir protests


CAIRO (Reuters) - Egypt's military rulers dismissed complaints from protesters on Friday that it was entrenching its rule and blamed the Muslim Brotherhood's presidential candidate for stirring up emotions that drew thousands onto Cairo's Tahrir Square.The Islamist candidate, Mohamed Morsy, shot back that the generals were defying the democratic will of the people and said protests would go on. But he stopped short of repeating a claim to have won last weekend's election, urging simply a rapid announcement of the result, and praised the army as "patriotic".In a brusque four-minute statement read on state television as Egyptians returned from weekly prayers - and as the revolutionary bastion of Tahrir was chanting for democracy - the Supreme Council of the Armed Forces (SCAF) made clear it had no plan to heed calls to cancel a decree extending its powers or reverse its dissolution of the new, Islamist-led parliament."The issuance of the supplementary constitutional decree was necessitated by the needs of administering the affairs of the state during this critical period in the history of our nation," the off-screen announcer said, in the bureaucratic language favored by the generals who pushed aside brother officer Hosni Mubarak last year to appease the angry millions on the streets.In what were menacing tones for the army's old adversary the Muslim Brotherhood, SCAF said people were free to protest - but only if they did not disrupt daily life.At Tahrir, the broad traffic interchange by the Nile in central Cairo was filled with makeshift tents offering shade from the midday sun, hawkers offering an array of goods from tea to "I Love Tahrir Square" T-shirts. Many knelt in prayer during the weekly service. Large groups of pious Islamists were bussed in from the provinces by their parties.The crowd chanted and waved Egyptian flags.The deadlock between Egypt's two strongest forces raised grave doubts on the prospects for consensual democracy, though some see possible compromise, if Morsy does become president.The SCAF statement read: "Anticipating the announcement of the presidential election results before they are announced officially is unjustifiable, and is one of the main causes of division and confusion prevailing the political arena."It also said the army had no power to repeal the dissolution of parliament, saying that was down to judges who ruled some of January's election rules unconstitutional. Critics say the judges were appointed under Mubarak and are not impartial.

PROTESTS
The Brotherhood is mounting protest vigils on town squares to demand the reversal of the decree and the dissolution. It also fears a delay in announcing the result of the presidential election indicates an attempt to cheat - though opponents say it is the Islamists who are not playing fair.Morsy and former general Ahmed Shafik both say they believe they won the run-off ballot. But it is Morsy's declaration of victory within hours of polls closing - far more than Shafik's later, more cautious statements - which has driven debate about underhand tactics in a country long used to vote-rigging.The delay in publication of results, due on Thursday but not now expected until at least Saturday, has heightened anxiety on all sides, although all sides say they will protest peacefully.Morsy told a news conference he would continue to reject SCAF's decree, which was issued as polls closed on Sunday, two days after the constitutional court gave the military grounds to dissolve parliament: "The constitutional declaration clearly implies attempts by the military council to restrict the incoming president," he said. "This we totally reject."But with no obvious resolution in sight to the stand-off, Morsy also made conciliatory references to the army: "There is no problem between us and our patriotic armed forces," he said."We do not agree to the issuing of the constitutional decree and neither do the people. Why do we need a supplementary declaration when we are going to draft a new constitution?"After the blunt warning about declarations of election victory, Morsy notably did not repeat his claim to have won, but called instead for a speedy announcement to end the uncertainty.In a country where virtually no one can remember an election that was not rigged before last year, trust is low, not least among Brotherhood officials, many of whom, like Morsy, were jailed under Mubarak for their political activities.The same electoral commission that handed an improbable 90 percent of a November 2010 parliamentary vote to Mubarak's supporters - a result which fuelled the protests that brought him down a few weeks later - sits in judgment on the new presidency.

SCARE TACTIC
While many of the urban liberals who began the uprising against Mubarak 17 months ago are uneasy about the electoral success of the Islamists, the prospect of Shafik winning, or of the army retaining power behind an impotent President Morsy, would for them mean the failure of their revolution.Hassan Nafaa, a political analyst and critic of Mubarak, said: "The military council's statement is intended to scare the people and quell the revolutionary spirit of the nation through the firm authoritarian tone in which the statement was delivered. But this will not work because all politically aware civilians refuse the military's stewardship over the state."
Among mostly Islamist protesters, sentiment was also firm."This is a classic counter revolution that will only be countered by the might of protesters," said Safwat Ismail, 43, a member of the Muslim Brotherhood who came from the Nile Delta. "I am staying in the square until the military steps down."Mahmoud Mohammed, a bearded, 31-year-old marine engineer from Alexandria among a group from the more fundamentalist Salafist movement camping on the square, insisted they were not looking for a battle, but wanted to see democracy installed."The people elected a parliament and they put it in the rubbish bin. We need the army to hand over," he said, adding: "No one came here for a fight. We need democracy."Though tension is real across the country, many of Egypt's 82 million people are weary of turmoil and economic crisis, so it is unclear how large protests might become - though the Brotherhood alone has formidable reserves and capacities.On Friday, most people appeared to be staying at home and passing Friday's Muslim weekend as normal, though once the fierce sun goes down, gatherings might grow.Events of the past week, which also saw a renewal of the power of military police to arrest civilians, have unnerved Western allies, notably the United States which has long been the key sponsor of the Egyptian armed forces but now says it wants to see them hand power to civilians.Adding to unease, Mubarak is himself back in the news, being transferred to a military hospital on Tuesday evening from the prison where he began a life sentence this month.Military and security sources have given a confusion of accounts about his condition, from "clinically dead" at one point, to being on life support after a stroke to "stabilizing". Unclear if Syria downed Turkish jet: Turkish prime minister


BEIRUT (Reuters) - Turkey lost a warplane over the Mediterranean on Friday, but its prime minister said he could not confirm reports that Syria had shot it down and had apologized.If the Syrians did indeed bring down the Turkish F-4 jet, a new crisis could erupt between two prickly Middle Eastern neighbors already at bitter odds over a 16-month-old revolt against Syrian President Bashar al-Assad.However, in his first public comments on the warplane's loss, Turkish Prime Minister Tayyip Erdogan took a measured tone, telling reporters he could not say whether the plane had crashed or been shot down.He said he had no word on the fate of the two airmen."The chief of general staff has made the necessary statement about the missing plane. I am not saying it was brought down at the point it fell. It is not possible to say this without knowing the exact facts," Erdogan told a news conference.The Turkish military earlier said one of its planes was missing. Erdogan said Turkish ships and helicopters were searching for the airmen in cooperation with Syrian vessels.
The prime minister spoke for 15 minutes about trips he had just completed to Mexico and Brazil before mentioning the loss of the plane in response to a question.Erdogan said he had no firm information on a reported Syrian apology and promised a further statement after a security meeting with his interior and foreign ministers and the chief of general staff later in the evening.NATO-member Turkey, which had drawn close to Syria before the uprising against Assad, turned against the Syrian leader when he responded violently to pro-democracy protests inspired by popular upheavals elsewhere in the Arab world.
Ankara has previously floated the possibility of setting up some kind of safe haven or humanitarian corridor inside Syria, which would entail military intervention, but has said it would undertake no such action without U.N. Security Council approval.Turkey hosts about 32,000 Syrian refugees and allows the rebel Syrian Free Army to operate from its territory.
The news that Syrian air defenses downed the plane was first reported by Al-Mayadeen, a Lebanon-based television channel launched this month that hopes to counter the influence of Arabic-language satellite stations such as Al-Jazeera and Al-Arabiya, both funded by Sunni Gulf Arab countries that have backed the revolt against Assad.Russia and China, Assad's strongest backers abroad, have fiercely opposed any outside interference in the Syrian crisis, saying envoy Kofi Annan's peace plan is the only way forward.Russian Foreign Minister Sergei Lavrov said after talks with his Syrian counterpart that he had urged Syria to "do a lot more" to implement Annan's U.N.-backed proposals, but that foreign countries must also press rebels to stop the violence.Lavrov said the Syrian authorities were ready to withdraw troops from cities "simultaneously" with rebels. A Syrian military pullback and a ceasefire were key elements in Annan's six-point peace plan, most of which remains a dead letter.

"DESTRUCTIVE COMPETITION"
Annan hit out at some countries he said had taken national initiatives that risked unleashing "destructive competition".He told a news conference in Geneva that he wanted states with influence on both sides of the conflict to be involved in the peace process, including Iran, Assad's closest ally.The U.N.-Arab League envoy was speaking a week before a planned Syria crisis meeting that is in doubt because of Western objections to the Islamic Republic's participation.Violence raged on unabated in Syria, which appears to be sliding towards a sectarian-tinged civil war pitting majority Sunni Muslims against Assad's minority Alawite sect.Rebels killed at least 25 members of a mainly Alawite pro-Assad militia, and in a separate incident troops turned heavy machineguns on opposition demonstrators in the northern city of Aleppo, killing 10, opposition activists said."Armed terrorist groups committed a brutal massacre against 25 citizens in Darat Azzah," state TV reported, saying more were missing from the village in Aleppo province.Several men covered in blood and piled on top of each other on a roadside, some in army fatigues and some in t-shirts, could be seen in a video link sent by the Syrian Observatory for Human Rights, apparently showing the aftermath of the same incident.The British-based opposition watchdog said 26 men believed to be pro-Assad "Shabbiha" militiamen had been killed.Assad's foes have accused troops and Shabbiha militiamen of perpetrating many abuses against civilians, including mass killings, in the uprising that began in March last year with peaceful protests against four decades of Assad family rule.In Aleppo, Syria's business hub, thousands of demonstrators were marching toward the central Saadallah al-Jabiri Square when four armored vehicles fired on them, activists told Reuters by telephone. Two of them said they were speaking from Aleppo."The wounded were taken to houses and are trapped there. They cannot be transported to hospitals because troops and Shabbiha are surrounding the neighborhood," one of them said.Aleppo, along with central Damascus, had stayed relatively quiet in the early months of the revolt that engulfed many other provincial cities, but unrest has gradually spread there too.Activist video footage showed a large crowd of protesters, some draped in revolutionary flags, running along a street as heavy gunfire cracked out. Another video showed a man whose chest was covered in blood being dragged along the road.

FOUR OFFICERS DEFECT
The Syrian Observatory for Human Rights reported heavy government shelling on opposition strongholds in Idlib, Deraa and Homs provinces, as well as fighting between troops and rebels in the eastern city of Deir al-Zor on Friday, a day when anti-Assad protests often erupt after Muslim prayers.The 46-year-old leader's power rests mainly on the military and a cluster of security agencies dominated by his minority Alawite sect, a distant offshoot of Shi'ite Islam.Four brothers, two brigadier-generals and two colonels, announced their defection from the army in a video posted on the Internet on Friday, a day after a Syrian air force pilot flew his MiG-21 fighter plane to neighboring Jordan.The brothers come from the northern province of Idlib, but do not appear to have had frontline roles in months of fighting there. Two worked as doctors in the Aleppo military hospital, one was an inspector and one was an air force instructor.The armed forces have suffered a trickle of defections to the opposition, but have remained mostly loyal despite the strain of battling an increasingly potent insurgency.The violence has driven many Syrians from their homes and 1.5 million now need humanitarian help, up from a million in March, but aid agencies are struggling to reach them.
They include 350,000 in Idlib province and some 250,000 in the flashpoint city of Homs, the U.N. Office for the Coordination of Humanitarian Affairs (OCHA) said.The outside world, paralysed by differences between major powers, has proved impotent to halt the carnage in Syria, where Assad has brushed off diplomatic pressure and sanctions.In the latest Western gesture of distaste, Britain has barred the head of Syria's National Olympic Committee, General Mowaffak Joumaa, from attending next month's Games in London, the BBC said.
