BRUSSELS - A German-led report shows lacklustre support for the creation of a powerful new EU leader.
The eight-page paper - circulated to press on Wednesday (20 June) - is a snapshot of current thinking in German foreign minister Guido Westerwelle's reflection group on the future of the Union.It says that: "Some foreign ministers suggested to examine the creation of a double-hatted post of President of the [European] Commission and President of the European Council."It also describes as an "important step" the potential "nomination of a top candidate for the next European elections that could also be a candidate for the position of commission President."It adds that "in the long term" there "could" be "a directly elected commission President who chooses the members of his 'European Government.'The hodge-podge of remarks pointing toward the new post reflects member states' mixed emotions about giving more power to Brussels in order to fight the crisis.The "Future of Europe Group" has been meeting since March and aims to produce a final manifesto in September.Besides Westerwelle, it includes the foreign ministers of Austria, Belgium, Denmark, Italy, France, Germany, Luxembourg, the Netherlands, Poland, Portugal and Spain.France - which changed foreign ministers after elections in May - has missed some of the meetings and was not on Westerwelle's list of countries which endorse the interim communique.Denmark has also skipped meetings out of solidarity with countries, such as Sweden, who were not invited in the first place.The foreign ministers of Austria and the Netherlands back in April publicly distanced themselves from the super-president idea when news of it came out in EUobserver.Meanwhile, the UK is out of the group amid even deeper misgivings about national sovereignty in London.The report notes that further integration should "preferably" include all 27 EU countries. But "if need be" the Union should rely on "enhanced co-operation" between subsets of countries.
Among other bold ideas, it speaks of a future "European Army," a "European Border Police" and giving the European Parliament "the ability to initiate legislation" alongside the commission.The proposals are also hedged in the vocabulary of could, should and maybe.The paper says more strongly that eurobonds, or "the question of mutualisation of sovereign risk," is a no-go area for now."There were differing views expressed [on the question]," it notes, with Germany the principal opponent of the scheme.

Ministers ponder creation of EU super-president

BRUSSELS - Ideas kicking around in a reflection group of select EU foreign ministers include merging the roles of the EU Council and European Commission presidents.A senior EU source told this website following a meeting of the club in the Val Duchesse stately home in Brussels on Thursday (19 April) that the new supremo would have more power than either Herman Van Rompuy or Jose Manuel Barroso do today but also more "democratic legitimacy" because he or she would be elected by MEPs.In other reforms, the new figure would "streamline" the European Commission into a two-tier structure.Every EU country would still have its own commissioner with their own vote in the college of 27 top officials. But as in some national set-ups, some commissioners would have more than one dossier while others would be the equivalent of ministers without portfolio.The new super-president would also chair General Affairs Councils (GACs) - monthly meetings of foreign ministers which discuss internal Union affairs."I have heard experts who say that it [the Van-Rompuy-Barroso merger] could be done without changing the [Lisbon] Treaty ... there is no appetite for a new Treaty," the EU source said.The EU Council President post was created by the Lisbon Treaty in 2009. But the Lisbon architecture is messy: Van Rompuy, for instance, oversees debate on EU fiscal reform, while Barroso's commission puts forward its own ideas and implements final decisions.
Van Rompuy and Barroso also represent the Union at international summits. But Van Rompuy is top dog in terms of protocol, while the EU "high representative" - Catherine Ashton - does day-to-day foreign relations.
Manwhile, the GAC - an increasingly important policy-making body - is still chaired by a national minister from the rotating EU presidency.The reflection group was formed by German foreign minister Guido Westerwelle in Berlin in March. It plans to meet two more times before the summer recess and to circulate a discussion paper at EU27-level in September.The other countries in the club are: Austria, Belgium, Denmark, France, Italy, Luxembourg, the Netherlands, Poland, Portugal and Spain. The French minister did not attend Thursday's session, however.The Val Duchesse event also included talks on "eurobonds" - the idea of mutualising EU government debt, a controversial one in Germany, where voters are hostile to paying more to borrow money so that weaker economies in the south can pay less."It could be acceptable for new projects but not to guarantee bad ones from the past, or old bad debt," the EU source said. 

UN Censorship: Rio Earth Summit text is now secret

In a shock move, officially-accredited non-government delegates who had traveled thousands of miles to attend the UN’s Rio+20 sustainable development conference in Brazil have been refused all access to the central negotiating text.

This key document, containing all of the environmental conference’s decisions, is now restricted to governmental delegates only.
The UN’s panic decision to classify the Rio negotiating text follows CFACT’s Climate Depot revelation at the UN climate conference in Durban in 2011 of the then-public Durban draft, whose contents the world’s news media had failed to report.
CFACT’s exposure of the strange proposals in the Durban text – which gave “Mother Earth” the right to sue Western nations in a new “International Climate Court”, and suggested that CO2 concentration should be halved (which would wipe out most plant and animal species on Earth) – led to the hasty abandonment of half of the text the day before negotiations were concluded.
According to WordPress, which hosts 500,000 blog postings on all subjects worldwide every day, the WattsUpWithThat.com blog posting that summarized the Durban draft received more hits than any other posting that day. The original 2011 article first appeared at Climate Depot and was also linked on the Drudge Report for several days.
It is known that the Rio text includes several items dropped from the Durban text, including proposals for the UN to levy a 2% tax on all financial transactions worldwide, which would cripple the financial markets by imposing costs many times the profits on each transaction.

A senior UN official, who did not want to be named and asked for CFACT’s video camera to be turned off, revealed the following facts to CFACT’s representatives here in Rio:

1. There is no public UN documentation center at Rio, though such centers were always available at previous UN conferences.
2. Mr. Olafsson, a deputy Secretary General of the UN, had issued orders to all staff, presumably with the authority of Secretary-General Ban Ki-Moon, that the Rio negotiating text was now classified and was to be refused to all officially-accredited delegates from non-government organizations.
3. Delegates wishing to complain about the secrecy at the Rio conference had to make their complaint to the UN offices at the Rio conference center. The UN offices, however, were in a building for which special “secondary passes” were required. Delegates from non-government organizations were not entitled to secondary passes unless there were exceptional circumstances.
4. Copies of the negotiating text could be released at the request of a government delegate. However, for the first time, access to the plenary session at which the negotiations are taking place is also restricted. Accredited representatives of non-government organizations are not permitted to attend the plenary sessions.
5. Copies of the current text were also classified on the Rio conference’s official website.
6. Delegates would find “RESTRICTED ACCESS” (Acesso Restrito) signs all over the conference center. Freedom of movement within the conference, even for accredited representatives, was no longer permitted.

The official added that the UN has become acutely sensitive to criticism, particularly because of a number of financial and sexual scandals at the UN’s plush headquarters in New York, many of which had not been exposed in the mainstream news media. The official thought it quite likely that the Rio negotiating text had been classified because the Durban text, once CFACT had released it, had proven to be such a grave embarrassment to the UN and to the participating governments, most of whose negotiators did not actually read the long, diffuse texts before agreeing to them.
Marc Morano, publisher of Climate Depot, has attended many UN conferences and is in Rio, said: “This censorship by the UN is without precedent. The public has had access to these documents at previous UN summits. This latest development makes a mockery of any UN claim to ‘transparency.’”

5  Baldness is come upon Gaza;(NUKED POSSIBLY) Ashkelon is cut off with the remnant of their valley: how long wilt thou cut thyself?
6  O thou sword of the LORD, how long will it be ere thou be quiet? put up thyself into thy scabbard, rest, and be still.
7  How can it be quiet, seeing the LORD hath given it a charge against Ashkelon, and against the sea shore? (MEDITTERANEAN SEA) there hath he appointed it.

Official: Iran, Russia, China Support Annan's Peace Plan in Syria TEHRAN (FNA)- A senior Iranian diplomat underlined Tehran, Moscow and Beijing's support for the plan of the UN Special Envoy on Syria, Kofi Annan, but meantime voiced strong opposition to any foreign interference in Syria's internal affairs.

Iranian Deputy Foreign Minister for Arab and African Affairs Hossein Amir Abdollahian made the remarks on Wednesday, noting that Iran, China and Russia would support the political solution proposed by Kofi Annan. "Since the Russians and the Chinese are well-informed about the west's anti-Syrian plots, the output of the Moscow Summit will be in favor of the Syrian nation and against the west's demands", he added. Amir Abdollahian also said that Iran supports proposed reforms of Syrian President Bashar al-Assad. The Syrian government also has reaffirmed its commitment to the joint UN-Arab League peace plan, brokered by international envoy Kofi Annan. Annan's six-point plan, effective from mid-April, calls for the establishment of a cease-fire between the government and the opposition and also says humanitarian groups should be allowed to have access to the population, detainees should be released, and a political dialogue should be started. Syria has been experiencing unrest since March 2011 with organized attacks by well-armed gangs against Syrian police forces and border guards being reported across the country. Hundreds of people, including members of the security forces, have been killed, when some protest rallies turned into armed clashes. The government blames outlaws, saboteurs, and armed terrorist groups for the deaths, stressing that the unrest is being orchestrated from abroad. In October, calm was eventually restored in the Arab state after President Assad started a reform initiative in the country, but Israel, the US and its Arab allies are seeking hard to bring the country into chaos through any possible means. Tel Aviv, Washington and some Arab capitals have been staging various plots in the hope of stirring unrests in Syria once again. The US daily, Washington Post, reported last month that the Syrian rebels and terrorist groups battling the President Bashar al-Assad's government have received significantly more and better weapons in recent weeks, a crime paid for by the Persian Gulf Arab states and coordinated by the United States. The newspaper, quoting opposition activists and US and foreign officials, reported that Obama administration officials emphasized the administration has expanded contacts with opposition military forces to provide the Persian Gulf nations with assessments of rebel credibility and command-and-control infrastructure. According to the report, material is being stockpiled in Damascus, in Idlib near the Turkish border and in Zabadani on the Lebanese border. The rockets fired in the later morning hours targeted the Eshkol Regional Council, with all of them landing in open fields and without causing casualties or damages.Overnight, one Qassam rocket hit an open field near Ashkelon, with another launched at the southern city intercepted by an Iron Dome anti-missile battery. Classes were canceled in Ashkelon on Thursday in light of the security situation.On Wednesday, Hamas militants announced they were ready to stop the latest round of cross-border violence as long as Israel followed suit, in a statement issued after Israeli air strikes killed two Palestinians in the Gaza Strip in a third day of fighting."Responding to the Egyptian efforts, we and the armed resistance announce our commitment to stop this round of confrontation as long as the occupation stops this aggression," said a written statement from Hamas's armed wing.Israel had no immediate comment.Around 70 rockets and mortars were fired into Israel from Gaza since Wednesday morning.
