- BRUSSELS - EU leaders gathering in Brussels on Wednesday (23 May) evening for an informal summit on how to invigorate the economy are likely to see a sharp exchange of views between France's new President and the German Chancellor on the subject of eurobonds.France's Francois Hollande in recent days has received broad international support for his ideas on economic stimulus - ranging from US President Barack Obama to the International Monetary Fund (IMF) and the Organisation for Economic Co-operation and Development (OECD), which on Tuesday warned the euro-crisis is the "greatest threat" to the world economy unless leaders get their act together.But on the issue of common eurozone guarantees for debt - eurobonds - Germany has dug in its heels, with officials from Angela Merkel's entourage on Tuesday saying this is the "wrong way" to go and that Berlin will not change its mind in the coming month."Eurobonds are a controversial subject among several delegations. If it's put on the table, I would expect quite some reactions," one senior EU official told journalists in Brussels on Tuesday.Another EU diplomat told this website that the summit - an informal dinner with no official decisions planned - will be a "good opportunity" for Merkel and Hollande to "let off steam and see face-to-face where each [of them] stands."Germany's line is that by mutualising debt, richer and more disciplined countries would have to pay for profligate euro colleagues, leading to a future repetition of the Greek scenario in which a southern country joined the euro and was able to borrow at low interest rates without putting its finances in order.Austria, Finland, the Netherlands and Slovakia support Germany's thinking.But the German camp is becoming increasingly isolated, with even former hawkish institutions such as the IMF or the OECD now calling for more lax fiscal policies and growth-stimulating measures to prevent the euro-crisis from damaging the global economy.Summit organisers expect long discussions over dinner "to take a common approach on what one or another is saying." - BRUSSELS - US leader Barack Obama has effectively taken France's side against Germany in the EU debate on the financial crisis.Speaking to press in off-the-cuff remarks after a Nato summit in Chicago on Monday (21 May), he endorsed three ideas championed by France on how to stop Greek contagion and how to prevent recession from bringing down Italy or Spain: a massive EU bail-out fund; lower interest rates; and an EU-level strategy on growth."We've got to put in place firewalls that ensure that countries outside of Greece that are doing the right thing aren't harmed just because markets are skittish," he said."We've got to make sure that there is a growth strategy to go alongside the need for fiscal discipline, as well as a monetary policy that is promoting the capacity of countries like a Spain or an Italy that have put in place some very tough targets and some very tough policies, to also offer their constituencies a prospect for the economy improving."In a fourth point, he urged the Union to recapitalise its banks "so that investors have confidence."Without naming names, he also criticised Germany's step-by-step way of handling developments so far. El Loco' Arrested After 49 Beheaded Bodies Found

Authorities have arrested an alleged Zetas drug cartel leader nicknamed
"El Loco," AKA the Fool or the Crazy One, on charges that he dumped 49
headless bodies on a highway outside Monterrey, Mexico.
When the Mexican Army came to arrest Daniel Elizondo Jesus Ramirez, say
authorities, Ramirez attempted to elude capture by shooting at troops
and throwing a fragmentation grenade. Zetas commanders nicknamed The
Shrimp and The Speaker have also been linked to the body dump, but
officials have not yet apprehended them.The mutilated bodies of 43 men and six women were found near Cadereyta,
Mexico on May 13. Though the condition of the bodies made it difficult
to identify any of them, some physical features and tattoos indicated
that they may have been migrants from southern Mexico and Central
America.A graphic seven-minute video posted on the web last week allegedly
showed gunmen dumping the bodies, and then flourishing a "narcobanner"
"signed" by El Loco and two other alleged Zetas commanders.The banner warned that the same fate would befall members of rival
cartels, the police and the military. The video is still available
on-line, though a version that was posted on YouTube has been removed.
The first version that appeared on YouTube was posted by someone who
claimed to be a Zeta.After the bodies were discovered in Cadereyta, the Zetas posted new
"narcobanners" throughout Northern Mexico condemning the murders, but
Mexican officials claimed they had only done so to create confusion
about responsibility for the deaths.
The Zetas, who dominate much of eastern and northern Mexico, are battling the Gulf cartel and the Sinaloa cartel for dominance in Nuevo Leon and other Mexican states. Founded by former members of the Mexican military, the Zetas have a reputation for violence.
During a press conference in Mexico City, Brig. General Edgar Ruiz
Villegas Melendez alleged that "El Loco" had been told to dump the
bodies in the town square of Cadereyta but instead chose to dump them on
a nearby highway. Villegas claimed that Ramirez, who was arrested
Sunday, had confessed to dumping the corpses and said he'd done so on
the orders of Zeta leaders.El Loco is also a suspect in the kidnapping, murder and dismembering of
two women last year, one of them the girlfriend of an Army lieutenant.
He was mistakenly reported killed during an operation to apprehend the
alleged kidnapers. He sent a taunting message to the Mexican media that
said, "I'm still alive ... El Loco of the Zetas."

Iran seeks concessions in Baghdad nuclear talks

AMMAN (Reuters) - Syria's political opposition in exile, the Syrian National Council, called on rebels in Syria on Wednesday to help secure the release of 13 Lebanese Shi'ite pilgrims abducted near the north Syrian city of Aleppo.The 13 were among
dozens of Shi'ite pilgrims on a bus that was stopped by armed rebels as
it crossed the border from Turkey to Syria on Tuesday on the way back
from Iran, families of the abducted men said.The abduction took
place two days after fighting in the Lebanese capital between supporters
of the 14-month-old Syrian revolt and people loyal to President Bashar al-Assad, a spillover of Syria's unrest into its smaller neighbor."The Syrian National Council condemns any kidnappings,
assault or terrorizing of our Lebanese brothers and demands their
immediate release," an SNC statement said.
"The council calls on the officers of the Free Syrian Army... who rebelled against the repression and criminality of the regime, to do everything they can to free the Lebanese brothers," the statement said.

The Free Syrian Army
is an umbrella group set up by army officers in exile to try to bring
rebels under a centralized command. But most rebels operate outside FSA
control, and relations between the FSA and the SNC have been frosty.Opposition activists in northern Syria
said none of the mainstream Sunni Muslim guerrilla units known to
operate in the area appeared to have been involved in the abductions.
Families of the
kidnapped men blocked roads, including the airport highway, in Shi'ite
Muslim southern suburbs of Beirut - a stronghold of Hezbollah, the
political movement and guerrilla group which is Assad's strongest ally
in Lebanon - on Tuesday to demand their release.An Iranian diplomat
in Damascus said on Wednesday that three Iranian truck drivers were
abducted on Monday shortly after crossing the border from Turkey to
Syria to deliver a consignment of goods, Iran's English-language Press
TV network reported.
It quoted the envoy, charge d'affaires Abbas Golrou, as
saying the men were "attacked and abducted by armed Syrian groups."
