Bank (ECB) to help lower his country's borrowing costs as a matter of

He said the bank problem is more important than the plans for an economic union brainstormed by EU leaders at a late-night dinner in Brussels, which ended up tasking EU Council chief Herman Van Rompuy with drawing up a long-term plan."What I am saying is commonsensical: all efforts are important and good, we have to make them in order to improve the economy. But one thing is essential: if the public debt is unsustainable, then we have a problem," Rajoy said on his way out of the summit."I respect the ECB's independence, but this to me seems much more important than the topic of the future of the European Union. I insist it is up to the ECB to take this decision that it has already taken in the past."Rajoy was referring to an ECB bond-purchasing programme and €1 trillion worth of cheap loans which in the past six months have helped Spain and Italy lower their bond yields.Madrid's borrowing costs in recent weeks peaked again at 6.5 percent while Germany's bonds sold at a record zero percent interest rate on Wednesday.ECB chief Mario Draghi, who also took part in the EU dinner, brushed off the demands for easy cash, however."This liquidity could be provided by other sources as well," Draghi said on his way out.Part of Spain's problem is investors' fears that if Greece exits the euro after 17 June elections the event will "contaminate" other southern countries.Another problem is a mushrooming state deficit - almost 9 percent for 2011 - due to regional spending all but out of Madrid's control. Several regions have now been downgraded to "junk" status, meaning they cannot borrow from markets and rely on only state funding.High unemployment, recession and cash-strapped private banks are also aggravating factors.On Wednesday, the government announced it will have to pump €9 billion to bail out Bankia, the country's fourth-biggest lender, after nationalising it earlier on. The bank has at least €32 billion worth of bad loans or "toxic assets."According to the Institute of International Finance (IIF) - an umbrella group of the world's largest banks and investment funds - Spain's bank losses could hit €260 billion in a worst-case scenario.The Spanish government recently passed a banking reform asking lenders to boost their capital by an extra €30 billion to protect them against bad loans. This comes on top of the €54 billion mandatory capital demanded earlier this year. If banks cannot find the money, they will have to take government loans at a 10 percent interest rate.The banking troubles have already prompted foreign investors to remove capital on a large scale.According to the country's central bank, some €31 billion were withdrawn from Spanish banks in March alone.

BRUSSELS - MEPs want to give the
European Parliament's committees of inquiry sweeping new powers
following a vote in Strasbourg (24 May).Under the proposals made by David Martin, the British centre-left MEP
leading parliament's negotiations on the regulation, committees would
be given new powers including the right to conduct on-the-spot
investigations at EU and national level, demand access to documents and
summon witnesses to give evidence.Parliament also wants to establish clear sanctions against false
testimony, a refusal to appear before the committee and a refusal to
grant access to documents.It wants to work alongside national parliaments in cases where national authorities are being investigated.Parliament has set up just three committees of inquiry since the
provision was introduced in 1995. The most recent one was into the
collapse of insurance giant Equitable Life, which reported back in 2007.Article 226 of the Lisbon Treaty formalises the its right to initiate
an inquiry, a right which also applies to national parliaments.Meanwhile, MEPs want to beef up their powers amid concerns that
recent revisions to the European Ombudsman's statute are making him more
important than they are in this area.Parliament is anxious to avoid a repeat of the Equitable Life case
where, after an 18-month inquiry, the UK government refused to respond
to its complaints leading to questions about the usefulness of the
exercise.The report concluded that: "The committee has very little power: it
cannot summon witnesses, there are no consequences, cost or penalty if a
possible witness refuses to cooperate with the inquiry, and there are
no sanctions for giving false testimony or for refusing to attend or
give evidence before the committee."In a press statement on Thursday, Martin called on member states to back the new investigatory powers.He noted that the Equitable Life inquiry floundered because
"Parliament lacked the ability to get to the truth, because we could not
speak to the people involved. Also, we couldn’t ensure access to the
right documents and there were no consequences for people not telling us
the truth."It now needs to broker a deal with national governments and the European Commission.Maros Sefcovic, the commissioner responsible for inter-institutional
relations, this week indicated the EU executive is closer to reaching
agreement on the file following what he described as "Parliament's
readiness to seek a constructive resolution, which is clearly reflected
by the set of compromise amendments."The commission is unwilling to increase parliament's capacity to investigate allegations of internal malpractice, however.Stating that inquiry committees are "fundamentally a political rather
than legal tool at Parliament's disposal," Sefcovic told MEPs the set
of investigative tools on their wishlist is "excessive."

BRUSSELS - EU leaders have tasked
council chief Herman Van Rompuy with drafting a plan on deepening the
eurozone's economic union, potentially via an inter-governmental treaty.After more than five hours of talks on the need to strengthen growth
policies while sticking to the already strengthened deficit rules, EU
leaders on Wednesday night (23 May) agreed to come back to these issues
at a formal summit on 28 June.
"Our discussion also demonstrated that we need to take the economic and monetary union to a new stage. There was a general consensus that we need to strengthen the economic union to make it commensurate with the monetary union," Van Rompuy said during a press conference at the end of the meeting.
The former Belgian premier added he would work on a report for the June summit with the heads of the European Commission, the European Central Bank and the chairman of eurozone finance ministers.In recent weeks, European Central Bank chief Mario Draghi has called for a 10-year plan on how to achieve closer fiscal and political union in the eurozone. Economics commissioner Olli Rehn has also indicated he will table ideas in this direction.Van Rompuy explained his report would not be the definitive plan on deeper economic union, but just an outline of the "main building blocs and the working method to achieve this objective."
Back in 2010, when he co-ordinated a similar exercise on stronger sanctions for deficit sinners in the eurozone, Van Rompuy hit a wall when it came to German-led demands for an EU treaty change. With the UK vetoing a treaty change last year and the Czech Republic opting out, an inter-governmental treaty on fiscal discipline was signed in March among 25 member states.Van Rompuy said any new legal changes would try and stick to the current EU treaties, but "other hypotheses" such as a new inter-governmental agreement were also on the table.He placed the issue of eurobonds as part of this long-term effort of shaping a deeper economic union, a compromise stance reflecting Germany's willingness to consider this French-led idea only if a stricter economic governance is in place."Colleagues expressed various opinions such as eurobonds in a time perspective or integrated banking supervision and resolution and a common deposit insurance scheme," he said, noting that none of the topics was dealt with in detail."Tonight's meeting was about putting pressure, focussing minds and clearing the air," Van Rompuy summed up, adding that the discussion about growth and jobs is not new and neither should it lead to scrapping budget rigour and deficit reduction.Leaders welcomed a deal between ambassadors and the European Parliament on so-called project bonds - a funding scheme to start in a pilot phase this summer, aimed at spurring investments in southern countries.A deal on energy efficiency and the single market, as well as agreeing the one issue hampering the implementation of a single EU patent among 25 member states should also be achieved at the June summit. The patent scheme is being held hostage by bickering among France, Germany and the UK on where to have the headquarters for the patent court.EU leaders also used the opportunity to tell Greece that they want the country to stay in the eurozone as long as it respects its commitments."Continuing the vital reforms to restore debt sustainability, foster private investment and reinforce its institutions is the best guarantee for a more prosperous future in the euro area. We expect that after the elections, the new Greek government will make that choice," Van Rompuy said in reference to the 17 June elections which could bring in an anti-bail-out government fuelling fears of a Greek exit from the eurozone.Despite the message of support, eurozone chief Jean-Claude Juncker confirmed Wednesday reports that officials are preparing contingency plans for a Greek exit from the eurozone.

Syrian conflict had committed serious human rights abuses, with government forces executing entire families in their homes and rebels torturing and killing soldiers and government supporters.The United Nations report into the 14-month uprising against President Bashar al-Assad
said government forces routinely drew up lists of wanted people and
their families before blockading then attacking a village or
neighborhood."Entire families
were executed in their homes - usually the family members of those

VIENNA (AP) — Diplomats say the U.N. nuclear agency has found traces of uranium at Iran's underground atomic site enriched to higher than previous levels and closer to what is needed for nuclear weapons.The diplomats say the finding by the International Atomic Energy Agency does not necessarily mean that Iran is secretly raising its enrichment threshold.They
say the traces could be left during startup of enriching centrifuges
until the desired level is reached. That would be a technical glitch
only.But they say the agency is investigating the find because
the higher the level of enrichment, the easier it is to turn uranium
into nuclear warhead material.The diplomats demanded anonymity from The Associated Press because their information is confidential.They all follow the IAEA's monitoring of Iran's nuclear program.

security," according to a department statement.Iran and six world powers, including the U.S., met in Baghdad this week to discuss halting Iran's nuclear program.The
U.S. has gradually tempered its demands for an immediate and complete
halt to Iran's ability to make nuclear fuel, which the West and allies
fear could provide the foundations of warhead-grade material. Iran
denies it seeks atomic arms.Israel has criticized the talks as an Iranian stalling tactic.
Fire damage raises questions about sub's future

KITTERY, Maine (AP) — Even before the Navy completed its first damage assessment, the severity of a fire that swept through a nuclear-powered submarine in dry dock at Portsmouth Naval Shipyard triggered questions about whether the USS Miami can be salvaged.The USS Miami's nuclear propulsion
was spared from the intense blaze but some forward compartments
including living quarters, command and control, and torpedo room
suffered extensive damage, officials said Thursday.The
Navy was unable to complete a formal assessment Thursday but the damage
was severe enough to raise questions about whether costly repairs would
make sense for the 22-year-old Los Angeles-class attack submarine."The
duration of the fire suggests extensive damage that could render the
vessel useless. These submarines were designed decades ago. So they're
no longer state of the art," said Loren Thompson, defense analyst at the
Arlington, Va.-based Lexington Institute. "If this vessel returns to
service, I will be amazed."Working
in the submarine's favor is the fact that workers had removed some
equipment and gutted part of the vessel during the retrofit, said U.S.
Rep. Chellie Pingree of Maine after meeting with the shipyard commander.Rear Adm. Richard Breckenridge,
commander of Submarine Group Two in Groton, Conn., where the USS Miami
is based, told reporters on Thursday that it was premature to say
whether the submarine could be salvaged.If it's scrapped, it
would mean the loss of a ship that cost about $900 million at the time
to build. The U.S. Navy's newest attack submarines, the Virginia-class,
are even more expensive at about $2.6 billion apiece.
The fire broke out Wednesday evening while the Miami
was on a 20-month stay at the shipyard for an overhaul, and it took
firefighters from more than a dozen departments until Thursday morning
to douse the fire, described as intense and smoky.Pingree described it as a "hot scary mess.""It
takes a lot of guts to into a burning building. But the idea of going
into a submarine full of hot toxic smoke — that's real courage," she
said.Two crew members, three shipyard firefighters and two
civilian firefighters were hurt, but their injuries were minor,
officials said.Officials were waiting Thursday to begin venting smoke and noxious fumes so workers go inside the submarine to assess damage.Workers had to let fire-damaged compartments cool enough for fresh air to be safely introduced without risk of another fire.There were no details on the cause of the fire, but Breckenridge promised that there will be a thorough investigation.Firefighters
isolated the flames so they would not spread to nuclear propulsion
spaces at the rear of the submarine. There was nuclear fuel on board the
sub, but the reactor has been shut down for two months and was
unaffected.The rear compartments including the nuclear propulsion
unit remained habitable, and crew members never left that part of the
sub during the fire, Breckenridge said.Nonetheless, the blaze was stubborn."The
fire spread to spaces within the submarine that were difficult to
access, presenting a challenging situation for initial responders. But
they persevered in incredible heat and smoke conditions, demonstrating
exceptional courage," the admiral said.Residents reported hearing sirens from fire trucks and ambulances throughout the night, and the smoke spread over the area."It smelled like plastic burning," said Janet Howe of Kittery, who lives three-quarters-of-a-mile from the shipyard.Reporters
were not allowed onto the base to see the submarine Thursday. But
Pingree and others who viewed the vessel said there were no outward
signs of damage, because the fire was contained inside the 360-foot-long
hull.It was unclear how many
people were aboard the vessel or what type of work was being done when
the fire started. The submarine, commissioned in 1990, has a crew of 13
and 120 enlisted personnel. It arrived at the shipyard March 1.
