DARPA is at it again. This time, the Defense Advanced Research Projects Agency has announced plans to create nanochips for monitoring troops health on the battlefield.

Kate Knibbs at Mobiledia reports the sensors are targeted at preventing illness and disease, the two causes of most troops medical evacuations.
What seems like a simple way of cutting costs and increasing efficiency has some people concerned that this is the first step in a “computer chips for all” scenario.
Bob Unruh at WND reports one of those opponents, Katherine Albrecht, co-author of Spychips says “It’s never going to happen that the government at gunpoint says, ‘You’re going to have a tracking chip. It’s always in incremental steps. If you can put a microchip in someone that doesn’t track them … everybody looks and says, ‘Come on, it’ll be interesting seeing where we go.’”

Putin sworn in as Russia's president for 6 years


MOSCOW (AP) — Vladimir Putin took the oath of office in a brief but regal Kremlin ceremony on Monday, while on the streets outside thousands of helmeted riot police prevented hundreds of demonstrators from protesting his return to the presidency.Putin, 59, has ruled Russia since 2000, first as president and then during the past four years as prime minister. The new, now six-year term will keep him in power until 2018, with the option of running for a fourth term."I consider service to the fatherland and our nation to be the meaning of my life," Putin said in addressing 3,000 guests in a glittering Kremlin hall.Despite unprecedented security measures in the center of Moscow, where streets were closed to traffic and passengers prevented from exiting subway stations, at least 1,000 opposition activists tried to protest along the route Putin's motorcade took to the Kremlin. Many wore the white ribbons that are the symbol of the anti-Putin protest movement.The demonstrators, separated into several groups, were met by helmeted riot police. A total of 120 were detained, including opposition leader Boris Nemtsov.Putin's inauguration came a day after an opposition protest drew more than 20,000 people, fewer than the mass demonstrations in the months that preceded his March election but still a sign that the anger over Putin's heavy-handed return to the Kremlin has not faded.

Sunday's protest turned violent when some demonstrators tried to march toward the Kremlin and riot police beat back the crowds with batons and detained more than 400 people. The use of force after the winter's peaceful rallies indicates that Putin may take a harder line toward the protesters now that he is once again president.After taking the oath of office with his right hand on a red copy of Russia's constitution, which had been carried into the hall by goose-stepping Kremlin guards, Putin stated his commitment to democracy.
"We want to live and we will live in a democratic country where everyone has the freedom and opportunity to apply their talent and labor, their energy. At least 20 dead in Nepal flood, 44 missing


KATHMANDU (Reuters) - Rescuers dug through mud and debris on Monday searching for bodies after a flashflood swept through west Nepal killing at least 20 people and leaving dozens missing, police said.
A torrent of water swept away scores of houses, vehicles and a bridge near the resort town of Pokhara, about 125 km (80 miles) west of Kathmandu, after an avalanche which had blocked the Seti River gave way.Forty-four people, including three Ukrainian tourists, were still missing after the flood hit on Saturday, police said.Pokhara is the second-biggest city of Nepal after Kathmandu and is the gateway to Mount Annapurna, the world's 10th-highest peak. U.S. wants "urgent" Iranian steps in nuclear talks


VIENNA (Reuters) - The United States called on Iran on Monday to take "urgent practical steps" to build confidence during nuclear talks with world powers, and the European Union said Tehran must suspend sensitive atomic activities.Iran and the six powers resumed discussions in mid-April in Istanbul after a gap of more than a year - a chance to ease escalating tension and help to avert the threat of a new Middle East war.
The major powers - the United States, France, Britain, China, Russia and Germany - and Iran are to meet again on May 23 in Baghdad."We remain concerned by Iran's persistent failure to comply with its nonproliferation obligations," U.S. envoy Robert Wood told an international nuclear conference in Vienna, attended also by Iran."We seek a sustained process that produces concrete results, and call on Iran to take urgent practical steps to build confidence and lead to compliance with all its international obligations," Wood added.At the same meeting, the 27-nation European Union said in a joint statement that Iran "must suspend" its uranium enrichment activities - something Tehran has repeatedly refused to do.The West says Iran's nuclear work is a cover for developing atomic bombs and wants verifiable assurances to the contrary from Tehran - for example, by accepting much more intrusive U.N. inspections and curbing its enrichment capacity.

Israel and the United States have not ruled out military action to prevent Iran from building nuclear weapons if diplomacy fails to resolve the long-running row.Iran denies having a weapons agenda, saying it is enriching uranium solely for peaceful energy purposes, not for bombs.The week before the broader political negotiations take place in Baghdad, the U.N. nuclear agency and Iran will hold a new round of discussions on May 14-15 in Vienna after two meetings earlier this year failed to make any headway.The International Atomic Energy Agency (IAEA) wants Iran to address questions raised in a report it issued last November detailing what it said were suspected Iranian research and development activities relevant to making nuclear weapons.Iran has dismissed the allegations as fabricated.Western diplomats say Iran appears to be stonewalling an IAEA request for access to a military site, Parchin, where it believes military-related nuclear research may have taken place.The diplomats say they suspect Iran may be "sanitising" the site southeast of Tehran of any incriminating evidence before U.N. inspectors can visit, a suspicion Tehran dismisses.
Wood said: "We are concerned that Iran has not agreed to grant the IAEA access to all relevant sites, information, documents and persons necessary to resolve questions about its nuclear program."
"We stress the urgent need for Iran to reach agreement with the IAEA on a structured approach ... to resolve all outstanding issues," Wood, acting head of the U.S. mission to the Vienna-based IAEA, added.

Syria holds elections as violence rages


DAMASCUS (Reuters) - Syrians voted in a parliamentary election on Monday touted by authorities as a milestone of political reform but dismissed by the opposition as a facade while people are killed every day in an anti-government uprising.Violence persisted across the country between forces loyal to President Bashar al-Assad and rebels fighting to end four decades of dynastic rule by his family."All of this is a theatre show. The candidates are businessmen and pawns of strong people in power," one man, who asked to remain anonymous, told Reuters near a polling station in the capital.In northern Idlib province, residents reported gunfire and explosions and in the city of Hama rebels and soldiers clashed early on Monday, the British-based Syrian Observatory for Human Rights said.In the eastern province of Deir al-Zor, three dissidents were killed in a dawn raid by government troops, the Observatory added, underlining the challenge of holding a credible poll and complicating the task of U.N. observers monitoring a ceasefire declared on April 12.

BOYCOTTING THE VOTE
Unlike autocratic leaders in Tunisia, Egypt, Libya and Yemen who were toppled by the Arab Spring, Assad has kept enough support among the military and his Alawite sect, which dominates the army and security apparatus, to withstand the 14-month-old revolt.Assad dismisses the uprising as the work of foreign-backed "terrorists" and, counting on the diplomatic support of longtime ally Russia, says he will carry out his own reform program. But the ferocity of the crackdown has appalled people across the globe and many foreign governments have urged him to step down.Since succeeding his father Hafez al-Assad in 2000, Assad has relied on a pliant parliament to rubber-stamp the will of the ruling family in the majority Sunni Muslim country.The assembly currently does not have a single opposition member and official media said half the seats would be reserved for "representatives of workers and peasants," whose unions are controlled by Assad's Baath Party.Opposition figures are boycotting the vote, saying Syria's revised constitution - which allowed new political parties to be set up this year - has changed nothing.Activist Musaab al-Hamadee said people were striking in Hama - a city with a bloody history of opposition to the Assads - and that activists were burning tires in the streets.In Qalaat al-Madeeq, a village in Hama province, video which activists say was filmed on Monday showed the streets completely deserted and shops shuttered."Today is the Syrian parliamentary poll and we say to you Bashar al-Assad that there are no people in Qalaat al-Madeeq voting. Louay Hussein a centrist activist who heads the Movement for Building a State, said the elections were "window-dressing" and would not shift the balance of power in Syria."It does not matter who votes. It is a forged election -against the will of Syrians with no popular participation. The Syrian parliament has no authority over a single intelligence officer. It has no power in the country at all," he said.Independent politician Qadri Jameel said he was running "because we believe we can turn the election into a starting point of a political process, and to decrease the level of violence so as to reach dialogue."Authorities say 14 million people are eligible to vote, including expatriates, and 7,195 candidates are fighting for a 250-seat parliament.In the Sunni Muslim town of Madaya, a rural centre of the revolt 30 km (20 miles) north of Damascus, there was no sign of an election campaign. In the nearby town of Zabadani, there were a few pictures of one candidate."He is the only one running and he will win of course, even if we do not vote for him," said a Zabadani resident called Yasser.More prominent were pictures of young men killed by Assad's forces, plastered on shuttered shops and facades of buildings. Israel's Prime Minister Benjamin Netanyahu said on Monday he will push for September 4 as the date for early elections, as he moved to have a bill passed to dissolve parliament."We are proposing September 4," Netanyahu told a cabinet meeting, stressing that the target was to hold elections in four months' time.
A draft of the agenda for Monday's meeting of the ministerial Committee for Legislation includes a vote on a bill to dissolve the 18th Knesset, and a proposal "to bring forth the date of the elections for the 19th Knesset to Tuesday, September 4, 2012."The bill is expected to easily pass the ministerial vote, but could face opposition when it comes before the Knesset later on Monday from the ultra-nationalist Yisrael Beitenu, the centre-right Kadima party and the centrist Independence party.All three parties would like to delay dissolving the Knesset until MPs have voted on a new law governing military service for ultra-Orthodox Jews.On Sunday night, Netanyahu announced his intention to bring forward the elections from the scheduled date of October 2013, but he didn't give an exact date."I don't want there to be a year-and-a-half of political instability accompanied by blackmail and populism. I'd prefer a short electoral campaign of four months that will ensure political stability," he told a meeting of his rightwing Likud party in Tel Aviv.
Netanyahu's speech on Sunday ended months of speculation about whether he would seek to bring forward the elections in a bid to bolster his position and capitalise on his popularity.Polls show he could hardly have picked a better time to seek re-election, with surveys showing he easily outstrips his rivals for the office of prime minister.

Canada pipeline delays won't stop China investment

CALGARY, Alberta (Reuters) - Delays in building pipelines to carry oil from the oil sands of Alberta to Canada's West Coast for shipment to Asia should not squelch a boom in investments in the country's energy resources by Chinese companies, China's ambassador to Canada said on Friday.Spending by Chinese state-owned enterprises in Canadian oil sands and shale gas companies and projects has hit roughly C$20 billion ($20.1 billion), with the first priorities to learn about the business and show a profit, Zhang Junsai told reporters after speaking to a conference on Chinese investment in Canada.China imports oil and gas from Australia, Qatar, Russia and elsewhere, so supplies from Canada can wait, Zhang said."There's investment opportunity because Canada's open for international investment. If there's opportunity, Chinese companies will come to take some shares, as I say, to learn from Canada," he told reporters."We can buy our resources, our energy, from other channels. There are a lot of channels. But we'll work on Canada's exports to China of oil and gas. That will happen in the next few years."The government of Canadian Prime Minister Stephen Harper has made diversifying exports of Canadian oil to Asian markets a major initiative, but pipeline capacity is limited for transporting crude to port on the West Coast.Enbridge Inc and Kinder Morgan Energy Partners are proposing multibillion-dollar pipeline projects to move the crude to the Pacific Ocean from Alberta, but both face opposition from environmental groups and aboriginal communities.
Enbridge's C$5.5 billion Northern Gateway project is currently the subject of public hearing process that is not expected to be completed before the end of 2013.

Still, Sinopec, PetroChina and other Chinese companies have been among the most enthusiastic investors in Canada's oil patch.The current lack of pipeline capacity may not hinder investment, but the addition of such infrastructure will likely multiply it, said Gordon Houlden, director of the University of Alberta's China Institute, which hosted the conference."Those big firms, they want to make a profit. They don't have to have a direct means of carrying oil to China," said Houlden, a former Canadian diplomat in China."But I think when that means exists you'll see even greater interest, partly because China's got strategic concerns about the Middle East, which aren't going to go away."
