Syria suicide bombers kill 55, ceasefire in tatters


BEIRUT (Reuters) - Two suicide car bombers killed 55 people and wounded 372 in Damascus on Thursday, state media said, the deadliest attacks in the Syrian capital since an uprising against President Bashar al-Assad began 14 months ago.The blasts further shredded a ceasefire that was declared by international mediator Kofi Annan on April 12 but that has failed to halt bloodshed pitting Assad's security forces against peaceful demonstrators and an array of armed insurgents.Opposition leaders said Annan's peace plan was dead, while Western powers insisted it remained the best way forward.Annan condemned the "abhorrent" bombings and urged all parties to halt violence and protect civilians. "The Syrian people have already suffered too much," he said in a statement.The White House and the United Nations also condemned the attacks, for which there was no claim of responsibility.Syria's foreign ministry said the attacks were a sign that the major Arab state was facing foreign-backed terrorism and urged the U.N. Security Council to combat countries or groups supporting such violence."Syria stresses the importance of the UNSC taking measures against countries, groups and news agencies that are practicing and encouraging terrorism," the state news agency SANA quoted the ministry as saying in a letter to the U.N. body.
The near-simultaneous explosions hit the al-Qazaz district just before 8 a.m. (9.00 a.m. EDT), residents said. One punched a crater three metres (10 feet) deep in the city's southern ring road. Bloodied corpses and body parts could be seen on the road.State television also showed at least one overturned truck. Walls of buildings on each side of the avenue had collapsed.One resident reported limited damage to the facade of the nearby Palestine Branch Military Intelligence centre, one of the most feared of more than 20 Syrian secret police agencies. The huge walled complex was targeted by a 2008 bombing that killed 17 people and which authorities blamed on Islamist militants.The opposition Syrian Observatory for Human Rights put the death toll from the bombings at 59 and said most of them worked for the security forces. No group has claimed responsibility.The Interior Ministry vowed to "chase down the criminal killers and those who help or house them in their dens". It also appealed to citizens to pass on any information that might help.

MOUNTING DEATH TOLL
Rami Abdulrahman, head of the British-based Observatory, said 849 people - 628 civilians and 221 soldiers, of whom 31 were defectors - had been killed since the April 12 truce accord. The toll did not include Thursday's deaths.The attacks occurred a day after a bomb exploded near U.N. observers monitoring the ceasefire, which state forces and rebels have both violated, and two weeks after authorities said a suicide bomber killed at least nine people in Damascus."This (Thursday's attacks) is yet another example of the suffering brought upon the people of Syria from acts of violence," said Major-General Robert Mood, leader of the U.N. monitors, who visited the scene.Opposition to Assad, which began with peaceful protests in March 2011 inspired by popular revolts against other Arab autocratic leaders, has grown increasingly militarised. U.N. Secretary-General Ban Ki-moon said on Wednesday there was only a narrow window of opportunity to avert full-scale civil war.Syrian television showed a man pointing to the wreckage. "Is this freedom? This is the work of the Saudis," he said. Saudi Arabia has advocated arming rebels seeking to oust Assad.Nadine Haddad, a candidate in Monday's parliamentary election which was boycotted by most opposition figures, blamed Qatari Prime Minister Sheikh Hamad bin Jassim al-Thani, who also says Syrian insurgents should get weapons."I am addressing Sheikh Hamad and I tell him shame on you. You are now destroying the Syrian people, not the Syrian regime. You are killing children going to school," she said.
Qatar condemned the blasts in Damascus and called on all sides to stop the bloodshed in Syria.
The White House said it did not believe the attacks were representative of the opposition to Assad, contrary to what the Syrian authorities and state media have suggested."There are clearly extremist elements in Syria, as we have said all along, who are trying to take advantage of the chaos in that country, chaos brought about by Assad's brutal assault on his own people," White House spokesman Jay Carney said.Samir Nashar, a member of the opposition Syrian National Council's executive board, blamed the state for the bombings, saying they were meant to deter protesters and U.N. monitoring, an argument echoed by rebel Free Syrian Army (FSA) leaders."These bombs are not the work of opposition fighters," said its chief, General Mustafa al-Sheikh, adding that the FSA lacked the capability to set off such big explosions.An increasing series of big bombings in Syria has generated various theories, including that some may be self-inflicted wounds by security agents out to discredit the rebels, or that they may show the rise of al Qaeda-linked Syrian Islamists with skills honed by years of activity across the border in Iraq.The U.N. Security Council condemned the "terrorist attacks" and urged all parties to comply with the U.N.-backed peace plan.The European Union also denounced the bombings as "pure terrorism", but said Annan's peace plan, backed by the EU, the United Nations and the Arab League, was still viable."It is the best option to try and ensure peace in Syria," Michael Mann, spokesman for EU foreign policy chief Catherine Ashton, said in Brussels. "It is the best way forward."Annan's blueprint calls for a ceasefire, political dialogue between the government and opposition, and unfettered access for humanitarian aid and journalists to Syria.Western powers have shunned any Libya-style military intervention in Syria, while Russia and China have blocked any U.N. Security Council action against Damascus, although both have supported the U.N.-Arab League envoy's peace effort.
Russia condemned the bombings, accusing unspecified foreign countries of encouraging such violence and saying Moscow would not yield to pressure to change its stance on Syria."Some of our foreign partners are doing practical things so that the situation in Syria explodes in literal and figurative sense," state-run RIA quoted Foreign Minister Sergei Lavrov as saying in Beijing, without naming any countries.Russia has been a strategic ally and major arms supplier to Syria during its four decades under Assad family rule.
Moscow opposes Western calls for U.N. sanctions against Damascus and any foreign interference in Syria, saying there should be an end to violence by all sides and then dialogue without preconditions, such as Assad leaving power.France, among Assad's sternest critics, said Annan's plan was the "last chance" to end the crisis. "The regime carries full responsibility for the horrors in Syria," the Foreign Ministry said. "By choosing a blind and brutal repression, the regime has entered a spiral of violence with no way out."
The U.S. Embassy in Beirut called the double bombing "reprehensible and unacceptable" but reiterated Washington's demand that the Syrian government implement Annan's plan.

REBELS SET TO RESUME ATTACKS
The United Nations says Syrian forces have killed 9,000 people during the revolt. Damascus blames foreign-backed "terrorists", saying they have killed 2,600 soldiers and police.Nashar said the government had stuck to violence and had not implemented any of Annan's six-point plan."We want international intervention to stop this policy of killing," he added, without saying what form it should take.Riad al-Asaad, the FSA's commander of operations, said the rebels were ready to resume attacks on government forces as soon as Annan announced that his initiative had failed.In other violence, 10 rebels were killed overnight when tanks shelled the village of Ain Sheeb in the northwestern province of Idlib, opposition sources said. Indian wheat rots in the open after bumper harvest

NEW DELHI (AP) — In fields along a northern Indian highway, mountains of grain have turned black with mildew after getting soaked in the rain.The millions of tons of wheat rotting because India ran out of warehouse space to hold another bumper crop illustrate a core problem of the nation's food crisis: India can grow plenty of food but cannot store or transport it well enough to nourish its 1.2 billion people.Warehouses are overflowing and huge quantities of wheat and rice are stored in fields under tarpaulins and thin plastic sheets, risking decay.Food Minister K.V. Thomas said Thursday that the government was taking "all necessary steps" to increase its storage capacities.The government has partnered with the private sector to attract investment in building warehouses, and new storage spaces will be available by the end of the year, Thomas said.Opposition parties, and even some of the ruling Congress Party's coalition partners, have called the rotting grain a scandal."It is unfortunate that while people are dying of hunger, food grain is rotting in the open," said Sharad Yadav, a key opposition leader."We are confronting a serious food crisis, and the government is indifferent to this colossal waste," Yadav said.In Khamanon village in Punjab state, farm workers Wednesday picked out grains from a mound of mildewed wheat, trying to salvage what was still edible.The wheat has been lying in the open for nearly a year, during which the plastic sheeting that covered it developed holes, exposing the grain to rain, frost and sun.Around the workers were hundreds of thousands of sacks of grain stacked nearly 3 meters (15 feet) high in an open area the size of a football field. Some sacks had split open and the grain had formed dense black clumps.The edible grain will be repacked in fresh sacks and sold, said a caretaker, who spoke on condition of anonymity because he was not authorized to speak to the media.Four bumper harvests over the past five years have swelled food grain production across the northern states of Punjab and Haryana, collectively known as the "granary of India."India's grain production is expected to touch around 253 million tons this year, nearly 10 million tons more than the previous year, Thomas said.

In April, Food Corporation of India, the state-run agency responsible for purchasing grain, warned the government about the severe shortage of warehouses for the new crops being harvested.The government has been reluctant to allow an increase in grain exports for fear of political protests at a time when it has been dogged by double-digit inflation of food prices for most of the last year.India will export up to 7 million tons of rice this year and a similar amount in the next fiscal year, according to government figures.
Economists say selling the grain to the poor at subsidized prices is not a viable solution because it would expand the fiscal deficit.Other activists have slammed the waste of grain when nearly half of India's children under age 5 are malnourished."The rotting of food grain is tantamount to criminal neglect in a country which has one of the highest rates of child malnutrition globally and the largest proportion of hungry people," said Biraj Patnaik, an adviser to India's Supreme Court on food policy issues.Patnaik said the government's refusal to distribute the grain to the poor, holding it back to rot "purely on fiscal grounds, is particularly distressing.___Associated Press writer Altaf Qadri in Khamanon, India, contributed to this report.

Israel seeks deal with Palestinian hunger strikers


Israel's prison service has offered to ease restrictions on Palestinian prisoners in a bid to end a mass hunger strike that has left several detainees close to death, sources told AFP on Thursday.Just under 1,600 Palestinian prisoners are currently refusing food in a wide-ranging protest against solitary confinement, detention without charge and restrictions on family visits, education and various privileges.The strike has drawn international attention, with the European Union and United Nations expressing concern. Two of those protesting, Bilal Diab and Thaer Halahla, marked their 72nd day without food on Thursday.
But an official with Palestinian prisoners' rights group Addameer told AFP that negotiations between prisoners and the Israel Prison Service (IPS) appeared to be making progress."According to what we have learned from the prisoners, there was a meeting last night in Nafha prison (in southern Israel) between the IPS and leaders of the hunger strike," she said on Thursday."There might be a positive response in the next few days," she added.The official, speaking on condition of anonymity, said the IPS appeared to have "agreed to allow visits for families from Gaza," and to revoke a range of restrictions on prisoners, including a ban on education.And she added that an agreement on moving prisoners out of solitary confinement was also on the table."On solitary confinement, in the meeting before this one the IPS offered to move all except for three out of 19 prisoners," she said. "The leaders of the strike refused, and said it's all or nothing. After the meeting yesterday, we have indications that IPS might have agreed on it."IPS spokeswoman Sivan Weizman confirmed the Nafha meeting, saying it was part of an ongoing process of consultations between detainees and a committee examining prison conditions."There was a meeting at Nafha prison, but it's not the only one," she told AFP. "We are holding meetings with the prisoners all the time, talking to them."
But she declined to comment on specific proposals or decisions, saying the discussions were ongoing.
"I won't comment on the decisions that were reached. On the subject of solitary confinement, what was decided was that a committee would be set up to examine each particular case on its merits."Mark Regev, spokesman for Prime Minister Benjamin Netanyahu, told AFP authorities "are interested in containing the strike and ultimately ending it as soon as possible.""We don't want to see any of these prisoners hurt themselves," he said.

Israeli media reported signs of a deal, with public radio saying sources suggested the strike could be over "in a week to 10 days."Haaretz newspaper said the IPS had offered to remove some prisoners from solitary confinement, allow prisoners to take classes and remove a ban on books.It said there was no agreement on allowing relatives in Gaza visit prisoners, and disagreements remained about moving three prisoners out of solitary confinement.But Qaddura Fares, head of the Palestinian Prisoners' Club which tracks the well-being of Palestinians in Israeli jails, poured cold water on talk of a deal.The discussions "are only exploratory rounds by the IPS, there are no real negotiations," he told AFP.The hunger strike has widespread support among Palestinians, and demonstrations have been held in solidarity with the prisoners across the West Bank and Gaza.On Thursday, around 50 protesters rallied outside the headquarters of the Red Cross seeking its support for the prisoners, while another 50 protested outside the offices of the European Union in east Jerusalem.Meanwhile more than 150 Palestinians clashed with security forces near Ofer military prison not far from Ramallah, with some throwing stones at the Israeli troops who responded with tear gas and rubber bullets, a military spokeswoman said.Palestinian sources said a demonstrator was hospitalised in Ramallah after being wounded by a rubber bullet that hit his head and 10 others were lightly wounded from tear gas inhalation.Palestinian president Mahmud Abbas also raised the fate of the prisoners during discussions with the UN's Middle East peace envoy Robert Serry, a statement from the UN official's office said.
"President Abbas and Mr. Serry both agreed on the urgency of resolving this issue immediately," the statement said.Abbas also paid a Thursday visited to the solidarity tent for the hunger strikers in El-Bireh, near Ramallah.

Egypt seizes heavy weapons smuggled from Libya

CAIRO (AP) — An Egyptian police official says security forces have confiscated dozens of heavy weapons seized from smugglers near the Libyan border.The official says the weapons include 40 surface-to-surface missiles, 17 rocket-propelled grenade launchers, mortar rounds, automatic rifles and around 10,000 artillery shells.Authorities uncovered the weapons Thursday in three vehicles near the city of Marsa Matrouh, 430 kilometers (270 miles) northwest of Cairo on the Mediterranean coast. The official says three drivers were arrested.He spoke on condition of anonymity because he was not authorized to brief the press.In March, Egyptian security officials said that thousands of weapons are flooding into the country from neighboring Libya following the country's civil war.
