Palestinians to give Israelis deadline on talks

JERICHO, West Bank (AP) — Palestinian officials say they'll give a deadline to Israel to accept ground rules for negotiations, and suggest that a 'no' will allow them to shelve Mideast talks until it does.Palestinians ended low-level talks in February, claiming Israel didn't present serious offers.The officials said Saturday they'll ask Israel in writing to freeze settlements and recognize the pre-1967 frontier as a baseline for border talks. Israel has refused to do so.Palestinians believe negotiating with Israel's right-wing government is pointless. (AP) — A string of violent storms scratched away small towns in Indiana and cut off rural communities in Kentucky as an early season tornado outbreak killed more than 30 people, and the death toll rose as daylight broke on Saturday's search for survivors.Massive thunderstorms, predicted by forecasters for days, threw off dozens of tornadoes as they raced Friday from the Gulf Coast to the Great Lakes. Twisters that crushed entire blocks of homes knocked out cellphones and landlines alike, ripped power lines from broken poles and tossed cars, school buses and tractor-trailers onto roadways made impassable by debris.Weather that put millions of people at risk Friday killed 31, but both the scale of the devastation and the breadth of the storms made an immediate assessment of the havoc's full extent all but impossible.In Kentucky, the National Guard and state police headed out to search wreckage for an unknown number of missing. In Indiana, authorities searched dark county roads connecting rural communities that officials said are completely gone.For those still in the town of about 2,000 north of Louisville, Ky., the birthplace of Kentucky Fried Chicken founder Colonel Harland Sanders, that meant walking down littered streets with shopping carts full of water and food, handing it out to anyone in need. Hundreds of firefighters and police zipped around a town where few recognizable structures remained; all of Henryville's schools were destroyed.It's all gone, resident Andy Bell said as he guarded a friend's demolished service garage, not far from where a school bus stuck out from the side of a restaurant and a parking lot where a small classroom chair jutted from a car window.

Friday's outbreak came two days after an earlier round of storms killed 13 people in the Midwest and South, and forecasters at the National Weather Service's Storm Prediction Center had said the day would be one of a handful this year that warranted its highest risk level. By 10 p.m., the weather service had issued 269 tornado warnings. Only 189 warnings were issued in all of February.We knew this was coming. We were watching the weather like everyone else,said Clark County, Ind., Sheriff Danny Rodden. This was the worst case scenario. There's no way you can prepare for something like this.A total of 14 people were reported killed in Indiana, including four in Chelsea, where a man, woman and their 4-year-old great-grandchild died in one house. Tony Williams, owner of the Chelsea General Store, said the child and mother were huddled in a basement when the storm hit and sucked the 4-year-old out her hands. The mother survived, but her 70-year-old grandparents were upstairs; both died.They found them in the field, back behind the house, Williams said.Two people also died further north in Holton, where it appeared a tornado cut a diagonal swath down the town's tiny main drag, demolishing a cinderblock gas station in one spot and leaving a tiny white church intact down the road. Officials also confirmed three deaths in nearby Scott County and another four in Washington County further west.We are going to continue to hit every county road that we know of that there are homes on and search those homes, said Indiana State Police Sgt. Jerry Goodin. We have whole communities and whole neighborhoods that are completely gone. We've had a terrible, terrible tragedy here.The death toll rose to at least 14 in Kentucky, which sent both National Guard troops and Kentucky State Police troopers along with a rescue team into counties more than an hour east and south of Lexington.

In West Liberty, Ky., Stephen Burton heard the twister coming and pulled his 23-year-old daughter to safety, just before the tornado destroyed the second story of the family's home.I held onto her and made it to the center of the house, next to a closet, Burton said. I just held onto her and I felt like I was getting sand-blasted on my back.Endre Samu, public affairs office Kentucky State Police in Morehead, said three people were dead in West Liberty and at least 75 were injured.
All of the downtown area was just devastated,he said. Samu said West Liberty's hospital was damaged in the storm and some patients were being transferred to area hospitals.Kentucky Emergency Management spokesman Buddy Rogers said officials were having difficulty getting into the area to confirm the damage.We can't even get into some of these counties, he said Friday night.The power is out, phones are out, roads are blocked and now it's dark, which complicates things.Tornadoes were reported in at least six Ohio cities and towns, including the village of Moscow, where a council member found dead in her home was one of at least three people killed in the state. Israel's Prime Minister Benjamin Netanyahu said Friday he will not set red lines for military action against Iran, insisting he wanted to preserve the Jewish state's freedom to maneuver.I have not set down red lines to the United States and will not set down red lines, he said. I want to reserve Israel's freedom to maneuver in light of threats, every country would demand that.Netanyahu arrived in Canada on Friday ahead of White House talks next week expected to focus on halting Iran's controversial nuclear drive.Shortly after his arrival in Ottawa, Netanyahu met privately with Canadian Prime Minister Stephen Harper, a keen backer of Israel. He was to travel on to Washington on Sunday.At a news conference with Harper, Netanyahu laid out Israel's demands for Iran: to dismantle its underground nuclear facility in Qom, stop uranium enrichment and get rid of all enriched material in Iran beyond what would allow it to make medical isotopes or generate nuclear power.Harper said he wants to see a peaceful resolution to the Iran nuclear threat.Netanyahu and Obama are to meet Monday and are expected to discuss further measures to slow or halt Iran's nuclear program, which Israel views as its greatest strategic threat.Western nations have stepped up sanctions on Iran, accusing it of pursuing nuclear weapons in the guise of a peaceful program, charges denied by Tehran.

BEIRUT (Reuters) - Syrian forces bombarded parts of the shattered city of Homs anew on Saturday and blocked the first Red Cross aid meant for civilians stranded for weeks without food and fuel in the former rebel stronghold, activists and aid workers said.The renewed government assault came a day after U.N. Secretary-General Ban Ki-moon said he had received grisly reports that President Bashar al-Assad's troops were executing, imprisoning and torturing people in Syria's third largest city.In an act of pure revenge, Assad's army has been firing mortar rounds and ... machine guns since this morning at Jobar, said the Syrian Network for Human Rights, naming a neighborhood adjacent to Baba Amro, from which Free Syrian Army rebels pulled out this week after almost a month of siege and shelling.We have no immediate reports of casualties because of the difficulty of communications,it said in a statement.Concern was mounting for civilians in freezing conditions in battered Baba Amro, where International Committee of the Red Cross (ICRC) trucks were still being held up by Assad's forces.Anti-government activists said they feared troops were keeping out the ICRC to prevent aid workers witnessing a reported massacre of rebels in Baba Amro, which had become a symbol of a year-long uprising against Assad's repressive rule.The ICRC and Syrian Red Crescent are not yet in Baba Amro today. We are still in negotiations with authorities in order to enter Baba Amro. It is important that we enter today,ICRC spokesman Hicham Hassan told Reuters in Geneva.A Damascus-based ICRC spokesman said Syrian authorities had given the convoy permission to enter but that government forces on the ground had stopped the trucks because of what they said were unsafe conditions, including mines and booby traps.
There has been fighting there for at least a month. The situation cannot be good. They will need food, it's cold, they will need blankets. General Assembly on Friday, Ban explicitly blamed Damascus for the fate of civilians in the conflict.The brutal fighting has trapped civilians in their homes, without food, heat or electricity or medical care, without any chance of evacuating the wounded or burying the dead. People have been reduced to melting snow for drinking water, he said.This atrocious assault is all the more appalling for having been waged by the government itself, systematically attacking its own people.Syrian U.N. Ambassador Bashar Ja'afari, said Ban's comments included extremely virulent rhetoric which confines itself to slandering a government based on reports, opinions or hearsay.SANA said the bomber in Deraa killed two people and wounded 20 others, while residents said seven people had been killed.Rami Abdelrahman, head of the Britain-based Syrian Observatory for Human Rights, said anti-Assad fighters had killed six soldiers and wounded nine in the town of al-Herak, south of Deraa.In the Damascus suburb of Qudsiya, activists said hundreds of security forces personnel had arrested at least 30 people, destroyed vehicles and burned at least one home.

JOURNALISTS' BODIES HANDED OVER

Wounded British photographer Paul Conroy, who escaped Homs earlier this week, said on Friday he had witnessed Syrian troops carrying out a massacre in heavily-shelled Baba Amro.I've worked in many war zones - I've never seen or been in shelling like this,the Sunday Times photographer told Sky News from a hospital bed in central London.I'm an ex-artillery gunner so I can kind of follow the patterns - they are systematically moving through neighborhoods with munitions that are used for battlefields.It's not a war, it's a massacre, an indiscriminate massacre of men, woman and children.Western diplomats on Saturday received the bodies of American journalist Marie Colvin and French photographer Remi Ochlik, who were killed on February 22 during a shelling of Baba Amro. MOSCOW (Reuters) - Russia's Vladimir Putin promised he would not crack down on Russia's burgeoning opposition movement following his likely election as president on Sunday, but rejected protesters' calls for early parliamentary polls.Tens of thousands of people have turned out for protests in Moscow and other cities since a disputed parliamentary vote in December - the biggest protests of Putin's 12-year rule.The unprecedented wave of demonstrations has cast a shadow over the powerful prime minister who appeared politically invincible throughout much of his rule.In remarks published on Friday, Putin signaled he was confident he could maintain control and popular support without tightening the screws or giving in to opponents' demands.Asked in a meeting with foreign newspaper editors whether he would move to crack down on the opposition after the vote, Putin quipped: Why do I need to do that?
I don't know where these fears come from. We are not planning anything of the kind, Putin said at the meeting held on Thursday at his residence outside Moscow.

Russian authorities have often used heavy-handed tactics to deal with dissent but have shown restraint toward the recent protests, holding talks with leaders to agree locations. Police have been out in force but have intervened rarely.But some activists fear that the picture would change after the Sunday election and a political crackdown would follow.In his remarks, Putin dismissed such fears.On the contrary all of our proposals are geared toward establishing a dialogue with everyone, with those who support us and those who criticize us, he said in a transcript posted on the government's website.He said he and President Dmitry Medvedev were working to liberalize the political system, which he tightened during his 2000-2008 presidency, by reinstating popular elections of regional governors and allowing more political parties.More firmly than before, however, he ruled out holding a early parliamentary election - one of the main demands voiced by protesters angry over suspected fraud in his ruling party's favor in a December 4 vote and dismayed by his plans to stay in power for a last six more years.No, he said when asked whether he would call for an early election.The opposition hopes to keep up pressure and plans protests in central Moscow and other cities on Monday. Opposition leaders say they suspect the vote will be rigged to ensure he avoids a second-round runoff by winning more than 50 percent.The protests were fueled by suspicions Putin's United Russia party cheated in the December polls and served as an outlet for anger over Putin's plan to swap jobs with Medvedev.The plan deepened frustrations among Russians who believe the formal elections give them little real say in politics.Putin defended his decision, saying he and Medvedev honestly and clearly told the country of their plans ahead of the parliamentary and presidential elections.Did we trick anybody? ... No, he said. Putin, who will be inaugurated in May if he wins the presidency, reiterated that he plans to make Medvedev prime minister.

In the latest opinion survey by independent pollster Levada Center, conducted in February, 66 percent of voters who planned to vote and had decided on a candidate said they would vote for Putin.Putin, who steered Medvedev into the Kremlin in 2008 and became prime minister when he faced a constitutional bar on a third consecutive term as president, could run for another six -year term in 2018.He suggested serving another term after 2018 would be normal, if everything is working out, if people like it.But I don' know whether I want to sit (in power) for 20-odd years. NEW YORK (Reuters) - BP Plc has reached an estimated $7.8 billion deal with businesses suing over the massive 2010 Gulf of Mexico oil spill, the company said on Friday, but the oil giant still faces claims by the U.S. government, Gulf states and drilling partners.U.S. District Judge Carl Barbier, in an order made three days before the case had been due to go to trial, said the proposed terms of the class settlement would be submitted to court for approval.He had already delayed the start of the trial to allow the Plaintiffs' Steering Committee, representing fisherman and businesses whose livelihoods they said were damaged by the explosion of the Deepwater Horizon rig and massive oil spill from the Macondo well, to negotiate.

Lawyers for the committee, Stephen Herman and James Roy, said the settlement would compensate hundreds of thousands of victims.It does the greatest amount of good for the greatest number of people, they said.BP said the cost of the proposed settlement would be around $7.8 billion, including a commitment of $2.3 billion to help resolve loss claims related to the Gulf seafood industry.It said the proposed settlement was not an admission of liability and that BP would assign to the plaintiffs some of its claims against Transocean and Halliburton.

OTHER CLAIMS PENDING

Apart from BP, which owned 65 percent of the Macondo well, the main corporate defendants are Switzerland-based Transocean Ltd, which owned the Deepwater Horizon, and Houston-based Halliburton Co, which provided cementing services for the well. They are also suing each other. Several other companies are involved in the trial.
Eleven people were killed in the explosion on April 20, 2010, and 4.9 million barrels of oil spewed from the mile-deep well in by far the worst offshore U.S. oil spill.A settlement would remove a significant portion of the complex case, but it would not put an end to BP's exposure.The oil giant still faces claims by the U.S. government, which is pursuing violations of the Clean Water Act and other laws, which could result in fines totaling billions of dollars.BP also faces claims from Gulf states as well as its drilling partners.Delays or deals made by other players do not change the facts of this case and we are fully prepared to argue the merits of our case based on those facts, said a spokesman for Transocean.The U.S. Justice Department said it was prepared to go to trial to hold those responsible accountable for outstanding federal claims.The United States will continue to work closely with all five Gulf states to ensure that any resolution of the federal law enforcement and damage claims, including natural resources damages, arising out of this unprecedented environmental disaster is just, fair and restores the Gulf for the benefit of the people of the Gulf states,department spokesman Wyn Hornbuckle said.
