A French university, Paris Sorbonne No.8, will be closing its doors for two days in an attempt to prevent Israel Apartheid Week events from taking place on campus grounds.The president of the university, Pascal Binczak, decided to close its doors for two days, as a result of a conference entitled Israel: an Apartheid State? that purportedly aims to discuss new social, historical and legal methods of internationally boycotting Israel.Binczak’s decision to close the university on Monday and Tuesday received the backing of the French courts. Anti-Israel activists have said, however, that they will nonetheless hold the event by force. In response to charges by the activists that not allowing the event will impair academic freedom,the university has said that there is no academic freedom at an event where the other side cannot respond, Israel Radio reported.While the anti-Israeli group did originally receive permission to hold the event, the university withdrew the decision due to the event’s highly polemic nature and likelihood to cause disturbances to public order.

The university suggested, however, that while the event cannot be held on campus grounds, the group can host the event in another location.The group filed a petition to the administrative court in an attempt to override president Binczak's decision, but the court rejected the request.The group stated:Is it no longer possible to exercise freedom of speech in French universities in relation to the field of the politics of Israel and Palestine? The cancellation of the upcoming conference is a clear demonstration of how the management of a public academic institution will yield to the injunctions and threats from a corpus that presents itself as the voice of the entire Jewish community in France but is in reality a mouthpiece for the Israeli embassy.Binczak published an article in the French newspaper Le Monde defending his decision. He cited a recent surge in anti-Semitic incidents on campus including graffiti and other defacements linking the Jewish Star of David to a Nazi swastika. He said such instances and the hostile and biased tone of the event were cause for concern and reason to close university grounds. He said that the group was taking advantage of academic freedom.

Van Rompuy: National parliaments are EU institutions

BRUSSELS - Tasked with approving bail-outs, national budgets and labour market policies which can affect the stability of the eurozone, national parliaments are similar to European institutions, Herman Van Rompuy, EU council president, said Monday (27 February).In the old days, exaggerating just slightly, the European Community used to exist on one planet, and national politics on six, nine, twelve, fifteen other planets. This is over now. The debt crisis, difficult and painful as it is, brings home the fact that the Union is us, Van Rompuy told a gathering of national and EU deputies discussing economic policy across the bloc.He noted that decisions by one national parliament - be it in Germany, Ireland, Slovakia or Portugal - are now being watched all over Europe when it comes to approving tax-payer funded bail-outs or adopting deficit reduction measures.Maybe not formally speaking, but at least politically speaking, all national parliaments have become, in a way, European institutions, Van Rompuy said.

Sovereignty

This development also comes at the expense of some sovereignty. National parliaments keep their budgetary sovereignty, at least as long as national policies do not threaten the financial stability of the whole. To prevent that, countries in excessive deficit will conclude a 'contract' with the European Commission to bring down the deficit below the 3 percent ceiling (of gross domestic product).But deficits are not the only area where parliaments have to take into account the EU and other member states: economic reforms such as in the labour market have a major impact on the rest of the union.The commission and other euro area member states have to be consulted before adoption of any major fiscal or economic policy reform with potential spill-over effects, so as to allow for an assessment of possible impact on the euro area as a whole, Van Rompuy explained, adding that it is the responsibility of national parliaments to adapt to this new situation.He encouraged national MPs to speak to their counterparts from other member states, as well as to euro-deputies.As an outsider, I sometimes have the impression that the European Parliament and the national parliaments live in different worlds: the one always pushing for more integration, the others focussing on domestic issues and pulling the brakes,he noted.The crisis has brought about a new level of interdependence and co-operation, Van Rompuy stressed, summing it up under the slogan Europe is domestic policy.But some national MPs disagreed.Bill Cash, a Conservative from the British House of Commons, flatly rejected Van Rompuy's assertion that national parliaments have become EU institutions: This is not the case. Taxation and spending belong to national electees, based on national political platforms,he said.

A Greek parliamentarian, Valeras Athanasiou, was less concerned about the institutional debate as he was about the consequences of applying debt and deficit reduction measures at a time of deep recession in southern countries.This destroys the lives of our people. We cannot go on with Germans pressured to pay more and Greek people afraid of having to do more and more to get the financial assistance, he said.But EU commission chief Jose Manuel Barroso, also present at the debate, said that what was needed now in Greece was for leaders to speak the truth and confront people with the alternatives.Fiscal stimulus is not the solution, with markets watching every move, but smart fiscal consolidation, he said, meaning more austerity.

EU diplomats: Serbia to get candidate status

BRUSSELS - EU diplomatic sources say objections raised by Lithuania, Poland and Romania are not serious enough to stop ministers recommending that Serbia gets official candidate status.French foreign minister Alain Juppe jumped the gun on Monday (27 February) by telling press in Brussels one hour before internal talks on Serbia that the Balkan country is heading for the upgrade.There was an agreement today ... At least, there were no further objections, he said.Lithuania, Poland and Romania later at the meeting raised concerns that Moscow has too much influence on Belgrade and that Serbia is mistreating its so-called Vlach Romanian minority.One EU diplomat told this website on Tuesday morning the complaints are not party stoppers, however.He said the negative remarks are due to the fact all EU countries wanted to air views at a historic moment for the Union and to increase pressure for reform. But the elephant in the room is the future status of Kosovar Serbs in north Kosovo, who reject central control by Kosovar Albanian authorities - a problem described as a frozen conflict by some EU diplomats.The EU candidate decision is to come after Belgrade last year handed over its top war crimes fugitives and last week agreed to let Kosovo speak under its independent flag in multilateral meetings and to sign international agreements as if it was a normal country.Its participation in meetings is to come with a footnote that this is without prejudice to the fact it does not have UN recognition, but also that the International Court of Justice says its declaration of independence was legal.Ashton noted that the European Commission will shortly produce a feasibility study on how the EU can sign legal pacts with Kosovo despite the fact that five EU countries do not recognise it.An EU official earlier told this website: We are the best in the world when it comes to squaring the circle. Eurozone expected Greek downgrade

BRUSSELS - Standard & Poor's on Monday (27 February) downgraded Greece to selective default due to a bond swap operation aimed at slashing some €100 billion off national debt.Under the operation, which will take place between 8 and 11 March, banks and private investors will voluntarily trade their old Greek bonds for new ones, taking a net loss of up to 70 percent, depending on the maturity of the bond. So-called sweeteners to the tune of €30 billion will accompany the deal to make the swap less painful.If the exchange is consummated (which we understand is scheduled to occur on or about March 12, 2012), we will likely consider the selective default to be cured and raise the sovereign credit rating on Greece to the CCC category, reflecting our forward-looking assessment of Greece's creditworthiness, the US-based ratings agency said in a statement.A triple-C rating is still considered junk territory, reflecting Greece's uncertain economic growth prospects and still large government debt, even after the debt restructuring is concluded.The agency also warned that if there are not sufficient bondholders taking up the swap offer,we believe that Greece would face an imminent outright payment default. This is because of its lack of access to market funding and the likely unavailability of additional official financing.It added that if Greece were to exit the eurozone and re-introduce the drachma currecny, its national bank would no longer be part of the European system of central banks and its long-term perspective would be even worse.

Eurozone chief Jean-Claude Juncker said in an emailed statement to press the latest downgrade was duly anticipated and taken into account when planning the bond swap in the first place.I look forward to a high participation of private creditors in the private sector involvement [PSI] operation and take note of S&P’s intention to upgrade the lower ratings following the settlement of the bond exchange,he added.The Greek ministry of finance also said the downgrade was expected during the PSI operation. Last week, the Greek parliament passed the so-called collective action clauses law, which establishes the legal basis for the bond swap to take place. At least two thirds of the new bonds on offer will have to be taken up by private investors for the operation to be deemed successful.Not all banks welcome the deal.Germany's Commerzbank last week questioned the voluntary nature of the operation. The participation in the haircut is as voluntary as a confession during the Spanish Inquisition,Commerzbank CEO Martin Blessing said.

Watchdog warns of blatant racism against Roma

BRUSSELS - Europe's Roma population is subject to growing discrimination and more and more attacks by extremist groups, according to the Strasbourg-based human rights watchdog, the Council of Europe (CoE).The council in a 250-page report published on Monday (27 February) said they suffer from blatant racism and have a life expectancy 10 years less than the average in several EU member states including Hungary, Spain and the United Kingdom.They remain far behind others in education, employment, access to decent housing and health, the CoE's human rights commissioner Thomas Hammarberg told reporters in Brussels.He noted that a cycle of disadvantage, exclusion, segregation and marginalisation feeds into a growing anti-gypsyism that uses Roma as a scapegoat to explain away society's ills while simultaneously depriving them of any chance to improve their lives.The council report cited as examples of the trend recent marches into Roma camps by Hungarian exremist groups wearing paramilitary uniforms. Extremists in the country between 2008 and 2009 murdered six Roma, including a five-year-old child.It added that in Sofia, Roma families were 10 years ago forced out of homes they legally owned to make way for a commercial centre. The families were placed in shipping containers, described as temporary housing units by the government until more adequate lodging could be found. But after nearly a decade, the families are still in the containers where they share a single outdoor faucet. None have toilets.

The stories are not unique.In Italy in 2008 the image of Italian holidaymakers sunbathing on the beach next to the corpses of two Roma girls drew widespread condemnation.Meanwhile, Ivan Ivanov, the executive director of the Brussels-based European Roma Information Office, said it is a popular misconception that Roma-related problems are concentrated solely in eastern and central Europe.Roma civil society in eastern and central European countries are generally better developed and more vocal than their western counterparts, he told EUobserver, noting that severe problems exist in the Netherlands, Ireland, Spain, Italy and France.The French authorities are for instance still deporting Roma migrants from other EU countries despite the uproar in 2010 when it was discovered they were officially targeting the ethnic group and had labeled them as a threat against public security.
Integrating Roma starts by Europe coming to terms with the crimes committed against the population, the CoE noted.The apology and recognition of crimes against the Roma is the first step,said Hammarberg.The Roma population was decimated by Nazi Germans but this was never acknowledged at the 1946 Nuremburg trials which sentenced Hitler's inner circle to death for crimes against humanity.The European Commission has requested all EU member states to submit strategy reports and actions plans on how to best integrate the around 10 million Roma into their respective societies.The plans should present a set of policy measures to improve their education, employment, healthcare and housing.Nineteen final texts have been submitted to the commission while the remainder are either draft versions or have yet to be submitted. Member states are scheduled to discuss the national strategies at the end of March.To be honest, some of the strategies are far from the European Commission’s criteria,said Ivanov, noting that the final draft version of the submitted Dutch action plan is only six-pages long.

The Palestinian Authority (PA) may nullify another part of the moribund Oslo Accords and halt security cooperation with Israel, Palestine Liberation Organization (PLO) secretary Yasser Abed Rabbo told the London-based Al Quds Al Arabi newspaper.
Everything is subject for reevaluation, but there is no final decision made yet, he was quoted as saying by the International Middle East Media Center.Abed Rabbo said a halt to cooperation with the IDF would be in retaliation for continued Jewish development in parts of Judea and Samaria. Under the Oslo Accords, the PA is committed to work with Israel to fight terror as part of its program for self-government.Although the IDF has been required to carry out arrests of many terrorists, most of them from Hamas and in areas controlled by the PA, the security cooperation has been credited in the past with reducing terror.However, a steady escalation of deadly firebomb and rock attacks on Israeli motorists in the last several months has left many parts of Judea and Samaria without any security at all. More deterioration in security cooperation could further endanger Jews in Judea and Samaria, with the PA turning a blind eye and the IDF reluctant to act alone and be accused of fueling Arab anger.

Abbas has violated the Oslo Accords several times, including manning a police force beyond the numbers allowed in the agreement and turning them into a military force, also a contradiction of terms.The United States arbitrarily changed the conditions of the agreement, using heavy pressure on Israel, to skip over a phase for an interim Palestinian Authority. Instead, then U.S. Secretary of State Condoleezza Rice decided to move ahead for final status for the PA.After PA Chairman Mahmoud Abbas failed to win his political and territorial demands, he violated the Oslo Accords by carrying out a unilateral move to win recognition in the United Nations instead of doing so by talks with Israel. Abbas told the Egyptian television last Friday he plans to make a dramatic announcement within 10 days as a reaction to the diplomatic impasse. He may be timing the announcement to coincide with Prime Minister Binyamin Netanyahu’s visit in Washington next week.Abed Rabbo said that Israel’s refusal to slap a second building freeze on Jews in Judea and Samaria has created the current deep freeze in relations, which would be further damaged by a lack of security cooperation.Israel temporarily halted new building a year and a half ago to satisfy Abbas’ condition for resuming talks for establishing the Palestinian Authority as a state, but he then balked, arguing that the freeze was not comprehensive enough. A de facto freeze still is in effect in most parts of Judea and Samaria.

Palestinian Authority Arabs rioted in the capital and hurled firebombs at Israelis Monday in what appears to be the start of a third wave of the Oslo War, or what the Arabs refer to as an intifada.In Jerusalem, Arab rioters threw large, sharp-edged rocks and firebombs – Molotov cocktails – at Border Police officers in the A-Tur neighborhood. Most of the rioters were Arabs who are eligible to vote in Palestinian Authority elections, although some also carry the blue Israeli identity cards that entitles them to all the privileges of any other Israeli citizen.Five of the rioters were arrested, and police were eventually forced to resort to using anti-riot measures in order to control the violent mob.Palestinian Authority Arabs also hurled four firebombs towards the Qalandia crossing, south of Ramallah, on Monday evening. There were no casualties or damage.Earlier in the day, a vehicle with Israeli license plates was damaged by rocks hurled by Arabs as the driver traveled past the Gilo area, south of Jerusalem. No one was physically injured, although the experience was traumatic. IDF soldiers were dispatched to the scene of the attack.

Last Tuesday, a mob of PA Arabs repeatedly ambushed drivers traveling along Highway 60 as they passed the center of Beit Ummar, a village in Judea located between Gush Etzion and Kiryat Arba-Hevron. One particularly vicious attack that day was photographed by an Associated Press photographer and the victim, Zehava Weiss, shared the details of her experience with Arutz Sheva.Video footage of the repeated ambushes was filmed, and a gaggle of photographers was also seen eagerly racing to get good shots of the lethal attacks, which appeared to further encourage the attackers. No IDF soldiers or any other security forces were visible, although it is unclear why, since an Israeli pillbox military guard post is located right next to the site of the attack.

Israeli officials have made it clear they won’t warn the U.S. if they decide to launch a pre-emptive strike against Iranian nuclear facilities, a U.S. intelligence official told The Associated Press on Monday.The official said the pronouncement was delivered in a series of private, top-level conversations.According to the AP report, Israeli officials said that if they eventually decide a strike is necessary, they would keep the Americans in the dark to decrease the likelihood that the U.S. would be held responsible for failing to stop Israel's potential attack.The report said that Prime Minister Binyamin Netanyahu and Defense Minister Ehud Barak delivered the message to a series of top-level U.S. visitors to the country, including the chairman of the Joint Chiefs of Staff, Martin Dempsey, the White House national security adviser and the director of national intelligence, and top U.S. lawmakers.The U.S. official, who spoke to the news agency on condition of anonymity, said that Netanyahu delivered the same message to all the Americans who have traveled to Israel for talks.According to AP, the apparent decision to keep the U.S. in the dark also stems from Israel's frustration with the White House. After a recent visit by National Security Adviser Tom Donilon, the report said, Israel became convinced the Americans would neither take military action, nor go along with unilateral action by Israel against Iran. The Israelis concluded they would have to conduct a strike unilaterally, a point they are likely to hammer home in a series of meetings over the next two weeks in Washington, the official told the news agency.

Barak will meet with top administration and congressional officials during his visit, while Netanyahu arrives in Washington on March 5 for meetings with President Barack Obama.Netanyahu recently said publicly that sanctions against the Islamic Republic are not working, a sentiment supported by U.S. Defense Intelligence Agency chief Lt. Gen. Ronald Burgess in a testimony given to U.S. lawmakers.Netanyahu is widely believed to back Barak, who believes a pre-emptive military strike on Iran's nuclear program must be made before Tehran enters the immunity zone.Barak's so-called immunity zone is a theoretical point of no return after which Iran's nuclear program would be so diffuse and well protected that an Israeli strike could not sufficiently delay Iran from obtaining nuclear weapons.The chairman of the House Intelligence Committee, Rep. A judge who was not elected to rule the country, appropriated the power to rule the country, cancelled important laws, marked a target and then fired the arrows. She took the law into her own hands. Who gave her permission? She was not elected.The Supreme Court is not permitted to strike down laws that the elected representatives of the people decided upon. Ketzaleh referred to the so-called Grunis Law, which he had authored, which made it possible for Judge Asher Grunis to replace Beinisch. After the ratification of the Grunis Law, a fundamental change has taken place, as Haaretz wrote,he said. The Supreme Court no longer decides who will be [its] president and who will be a judge – rather, the Knesset, the representatives of the people, decide this. This is the greatest victory.

Remember, for one second, in January 2011, before even a dozen demonstrators were killed, a small herd of camel-riding Mubarakists rode into Tahrir Square trampling some protesters underfoot, and Obama immediately flew into an apoplectic rage, gliding close to personally claiming that Mubarak was a war criminal for attacking peaceful democratic demonstrators. But in February 2012, after Assad has murdered over 10,000 Sunni mostly totally unarmed civilians by lobbing barrages of multiple rounds of artillery into Homs, why is Obama all but numbingly silent in-between his own barrages of multiple rounds of 18-hole golf? The reason: the US President Obama has artfully and silently pivoted US Middle East Policy from a Pro-Saudi, Anti-Iran paradigm to a Pro-Iran, Anti-Saudi imperative. Crazy you say? The Dubai Police Chief Dahi Khalfan Tamim, attending at a recent Gulf security conference with US diplomats, undiplomatically for over 18 minutes calmly stated, in essence:
1)US Policy is the Number One threat to the Gulf States;
2)America has realized the dreams of Iran in Iraq;
3)the US has adopted the path and ideology of Khomeini; and

And why did President Obama anoint the Shiite Al Maliki, a known-Iranian stooge, as the omnipotent new-Shiite Saddam of Iraq, sideline the Iraqi Sunnis, and compound the decidedly pro-Shiite tilt by tacitly handing the keys of Iraq over to Iran leaving the Sunni Gulf states to fend for themselves against the a combined Iraq/Iran Shi'ite colossus from the North and East? The Obama Doctrine is Whatever Churchill did, Obama would, and will, undo.Churchill empowered the Sunnis, Obama will dispossess the Sunnis. Churchill created Israel, Obama will dismember Israel. Within this tightly focused foreign policy imperative, Obama sees the total empowerment of Iran as the quickest and surest route to obliterate the shackles of the Churchill’s vestigial enslaving pro-Sunni elite localized fiefdoms that practically prevent the unification of the Muslim Global Ummah.As a consequence, of the Obama Doctrine, Obama’s Iranian Nuclear policy can be summed up as full of sound and fury, signifying nothing.As a result, Obama’s overall Iranian political empowerment policy in Iraq and Afghanistan and Lebanon isn’t weakness, naivete, or vacillation,but Obama’s central overarching, immutable goal. Obama plays Turkey like the useful idiot sick man it still is. Yes, common Iranians are paying a lot more for bread. Yes, the Iranian Rial is all but worthless. But by all accounts, the sanctions have only sharpened and accelerated Iran’s timeline to build an atomic bomb, and stopped any attempt to militarily stop Iran’s nuclear program. Iran understands Obama’s need to false flag Foggy Bottom and the Pentagon into believing Obama’s Justice Department’s sanctions are doing something. Otherwise, Obama’s Pro-Iran policy would be impossible to hide.

With the Obama Doctrine, Obama’s entire foreign policy makes sense: It explains why Obama toppled Egypt, Saudi Arabia’s key Sunni ally. In a heartbeat, Obama rendered Egypt permanently paralyzed to assist the Saudis against Iran. As a result, Obama made the Saudis feel warm and fuzzy after the Mubarak betrayal by “selling” them 50 gazillion dollars of US weapons - that will be delivered a decade after Iran gets and uses its nukes, and successfully attacks Saudi Arabia’s Eastern/Persian Gulf oil fields that hold 95% of Saudi’s oil. In accordance with this doctrine, Obama obliterated the Sunni Qaddafi with hundreds of million dollar Tomahawk missiles, deleting the precious cache of Tomahawks (for possible use against Iran) where there was a truly heavily armed Libyan opposition who could fight for themselves and instead left an absolute Islamist maelstrom wrapped in chaos enveloped in bedlam and mayhem. As a result, Obama has mutely watched well over ten thousand Syrian Sunnis be massacred by Iran’s Shi’ite handmaiden, Assad, and hasn’t even shipped in one 5 kilometer range anti-tank weapon that would easily spay Assad’s rampaging tanks and artillery.Somehow Reagan wasn’t afraid to send the Afghans anti-air stingers down Soviet helicopters when the USSR had 5,000 ICBM nukes locked and loaded at Washington DC, but Obama is petrified to send embattled Sunni Syrian unarmed civilians a single Band-Aid, lest Obama might upset Iran and his ability to close his Iranian Nuclear Grand Bargain just in time for the 2012 elections.And as a final policy puzzle piece, Obama’s noisy objection to an Israeli attack on Iran is, in reality, a deafeningly silent total rejection of Saudi Arabia’s push for America to militarily attack Iran. The Saudis know Iran is infinitely more of a threat to Saudi Arabia than to Israel. Obama has publically amped up the five-alarm fire-fight with Israel to make the Iran issue appear to be an Israel only issue, thereby preemptively embarrassing the Saudis out of even asking for the US to strike. For as long as Obama and his minions are vituperatively publicly attacking Israel about an Israeli attack and even threatening to do a reverse-Liberty and shoot down attacking Israeli planes, the Saudis know they have no hope of even broaching the Attack Iran issue with Obama.

So for Obama it’s a win-win-win, actively attack Israel, blame Israel for destabilizing the Middle East, attack Israel’s American supporters as dual loyalists, and passively pre-reject the Saudis request for an attack on Iran’s facilities before the Saudis even ask for one.What all this means is Obama has quietly turned 50 years of US Foreign policy on its head without even a single congressional hearing. If Obama isn’t sending Band-Aids to Homs, he sure ain’t sending Bunker-busters to Fordo.The Egyptian Pillar of US strategic interests is now yesterday’s dust. The vaunted Saudi Pillar of US Middle East policy since World War I is now a prime US target for destruction. Israel is live bait. Obama’s true foreign policy objective seems to be nothing less than the full nuclear weaponization of Iran. Anything else is a smoke-screen for Obama to look like he’s doing something, but in reality he is doing nothing to stop Iran’s acquisition of nuclear weapons. In conclusion, Obama is actively democratically toppling all U.S. Middle East allies, and soon a nuclear-armed Iran will control 70% of the World's Oil Reserves, charging $500 a barrel for oil.Under the Obama Domino Doctrine, in the not so far future, the House of Saud and all the Gulf monarchies will be the very first elite colonial vestiges which will have to be annihilated by Iran for Iran to unify the Muslim Ummah to achieve its historical and rightful greatness and power. In the longer-term, once Iran has liquidated the House of Saud and acquired its limitless oil wealth, the Iranian Rial and the price of bread for the common Iranian will return to normal, and Iran can the focus on destroying Israel.And in the short-term, Obama and the world will watch Assad commit a holocaust against the unarmed Syrian Sunnis, and, of course, Obama’s golf game will see some improvement.
