The imperialist spokesmen say Ahmadinejad and I are going into the basement now to set our sights on Washington and launch cannons and missiles… It’s laughable.The leaders were apparently serious, however, when discussing the threat they believe the U.S. poses.We are very worried, Chavez said of the pressures being put on Iran by the United States and its allies, which he accused of being a threat to peace.They present us as aggressors, Chavez said as he received Ahmadinejad at the presidential palace.Iran hasn’t invaded anyone, he added. Who has dropped thousands and thousands of bombs … including atomic bombs? Ahmadinejad’s visit comes after the U.S. imposed tougher sanctions against Iran over its nuclear program, which Washington believes Tehran is using to develop atomic weapons. Chavez and his allies back Iran in arguing the nuclear program is purely for peaceful purposes.Both leaders joked that their relationship shouldn’t cause any concern.

Chavez’s long-running confrontation with Washington also looks set to grow more antagonistic after the U.S. State Department announced, just hours before Ahmadinejad’s arrival, that it was expelling Venezuela’s consul general in Miami, Livia Acosta Noguera, due to allegations that she discussed a possible cyber-attack against the U.S. government.The expulsion followed an FBI investigation into accusations contained in a documentary aired by the Spanish-language broadcaster Univision last month. According to the documentary, Acosta discussed the possible cyber-attack while she was previously assigned as a diplomat in Mexico. The documentary was based on recordings of conversations with her and other officials, and also alleged that Cuban and Iranian diplomatic missions were involved.Chavez called the U.S. action unjustified, arbitrary and said his government will consider its response. He called it an attack against our nation.The diplomat had already returned to Venezuela in December because we knew that was going to occur, Chavez said.Beyond voicing criticism of the U.S. on his tour, Ahmadinejad is also likely to look for ways to use his Latin American alliances to diminish the impact of sanctions on Iran’s oil industry, said Diego Moya-Ocampos, an analyst with consulting firm IHS Global Insight in London.However, Moya-Ocampos predicted that Venezuela is going to be very careful not to push its relationship with Iran beyond the U.S. tolerance limits,so as not to risk being hit with more U.S. sanctions. The U.S. government has also repeatedly accused Iran of sponsoring terrorism, and growing Iranian diplomatic ties with some Latin American countries have generated worries in Washington.In Quito, Ecuador, Foreign Minister Ricardo Patino told reporters that Ecuador’s government has no reason to stop having relations with Iran and said his country recognizes Iran’s right to the peaceful use of nuclear energy.
Argentina, which has good relations with Venezuela, also has warrants out for the arrests of Iran’s defense minister and other officials suspected of involvement in the 1994 bombing of a Jewish center in Buenos Aires that killed 85 people.The Simon Wiesenthal Center, a Jewish human rights organization based in Los Angeles, urged Ahmadinejad‘s hosts to tell Iran that they support Argentina’s demands for the extradition of those implicated in the attack. The organization also condemned Ahmadinejad for threatening Israel, saying in a statement on Monday that honoring that trafficker of hatred with impunity involves his hosts as accomplices.

EU legal expert casts doubt on new fiscal treaty

BRUSSELS - A legal expert who helped write several EU treaties - Jean-Claude Piris - has warned that the new fiscal compact will not be enough to stop the financial crisis.This little piece of paper being discussed now is a good step, but it will not be enough to solve the problems. More steps are needed, Piris said at a think-tank event in Brussels on Tuesday (10 January), referring to the intergovernmental treaty on fiscal discipline to be signed by 26 EU leaders in March.

The 68-year-old Frenchman has a deep knowledge of EU law after serving as director general of the EU Council's legal service between 1988 and 2010. He also helped to write the Maastricht, Amsterdam and Nice treaties, the Constitutional Treaty and the Lisbon Treaty.Piris made the remarks at an event to launch his new book The Future of Europe - Towards a Two-Speed EU? He urged the formation of a temporarily avantgarde group outside the existing EU Treaty to tackle the crisis. He also said national parliaments should get more involved in the reform process in Brussels to give it democratic legitimacy.Now we are in an acute crisis ... If we are doing nothing, maybe we are going towards irrelevance,he said.For the 17 [eurozone members] it is a vital interest to secure the euro. They are obliged to move ahead.
He noted that the biggest difficulty in getting the two-speed structure to work will be the formation of a coherent avantgarde group. But it is possible now, because Europe is committed to austerity,he said.The book-launch attracted such a big audience that the organiser, Paul Adamson from the Brussels-based think-tank The Centre, had to move it from the original venue to the auditorium of the ING Bank, prompting him to crack the joke that banks - widely blamed for the crisis - are good for something.For his part, Charles Grant, the head of the London-based policy shop, the Centre for European Reform, told the meeting it is quite likely Britain will leave the EU within 10 years.The UK in December vetoed making the fiscal reforms at 27-level, forcing the other member states to launch the 26-level intergovernmental project.Grant said that when British Prime Minister David Cameron eventually steps down, eurosceptic Conservative Party personalities like London mayor Boris Johnson might initiate a referendum on British EU membership.He added that a two-speed EU with a separate treaty for eurozone members might work but would undermine the European Commission in its basic tasks of protecting the interests of smaller member states and launching EU-level legal proposals.Poul Skytte Christoffersen, Denmark's ambassador to Belgium and its former envoy to the EU, also voiced concern on the EU split.The thesis is that one group will move forward and others will follow in good time. But I'm not sure it works. The experience from Denmark is that it does not work like that, he said. He underlined that he is not speaking for the Danish EU presidency.

He warned that a two-speed EU risks alienating the former Communist member states: It would be a pity to place these new countries in a second class now. We risk losing results of the past 10 years' work.Christoffersen said the current EU commission under Jose Manuel Barroso is a shadow of its former self under Romano Prodi some 10 years ago.He explained that the Prodi college used to see commissioners get involved in policy-making, forming coalitions and meeting frequently. But the Barroso college works by presidential fiat and has become a kind of intergovernmental body.Today, basically everything is being done to avoid a real discussion at the level of the college. It is seen as some sort of failure by the top-hierarchy in the commission if the commissioners are to have a real discussion - not to speak about voting,Christoffersen said.He added that the situation could improve with different people in charge. It can change again with [new] personalities,he added.

Softer draft of fiscal treaty opens door for UK

COPENHAGEN - Less stringent constitutional demands, a weaker role for the EU commission and a provision allowing the UK to join at a later stage are among the most recent changes to the draft intergovernmental treaty on fiscal discipline, to be signed by leaders in March.The Danish EU Presidency is being launched with a series of press events in Copenhagen (Photo: Valentina Pop)The third draft - distributed to EU member states' negotiators on Tuesday (10 January) evening and seen by EUobserver - has softened the obligation to enshrine a golden rule on balanced budgets into the constitutions of the 26 member states taking part in the new pact.The move comes after indications that several countries - notably euro-members Ireland and Finland, but also non-euro states wanting to sign up, such as Denmark and Romania - would have to hold referendums in order to change their constitutions.Instead of asking for the golden rule to be introduced in national binding provisions of a constitutional or equivalent nature as in the second draft penned earlier this month, the latest text asks for provisions of binding force and permanent character, preferably constitutional, that are guaranteed to be respected throughout the national budgetary processes.The role of the EU commission in taking debt sinners to court for not properly transposing the golden rule into national law, an idea introduced in the second draft at the demand of the European Parliament, has also been watered down to the commission issuing a report at the demand of another country adhering to the pact.The power of taking countries to court is instead to reside with countries - a u-turn going back to the first draft - after French worries the commission risks becoming too powerful.If the European Commission, after having given the contracting party concerned the opportunity to submit its observations, confirms non compliance in its report, the matter will be brought to the Court of Justice by the contracting parties,the latest text says, adding that the court ruling shall be binding on the country in question.

Another watering down of earlier drafts rules out introducing new sanctions for countries that break rules on overall public debt, opting instead to limit such penalties to ballooning budget deficits.Italy, whose debt level is around 120 percent of the gross domestic product, fiercely opposed the original idea.Another new paragraph leaves open the possibility for the UK to join the pact at a later stage, after Britain in December vetoed an EU Treaty change on the reforms, creating the intergovernmental arrangement at 26-level.This treaty shall be open to accession by member states of the European Union other than the contracting parties upon application that any such member state may file,Tuesday's draft says. Other countries are to approve the newcomer by common agreement.The working group which is pumping out the texts - a mixed bag of member states' officials led by a Luxemburger - kept another EU parliament demand, to enshrine the intergovernmental pact in EU Treaty law in the next five years.But it also changed the threshold of countries needed to ratify the pact for it to come into force from 15 to 12. In the first draft, the threshold was even lower, at nine countries.

Brussels warns Hungary on constitutional reform

BRUSSELS - The European Commission has warned Hungary to change parts of its constitution or face legal action amid fears that Prime Minister Viktor Orban is using his large parliamentary majority to undermine the independence of key parts of the state.In a statement issued Wednesday (11 January), the commission said it had concerns about the independence of the national central bank, the national data protection authority and the judiciary - in particular, on plans for mandatory early retirement of judges and prosecutors.The constitutional reforms were adopted by Orban's two-thirds-strong parliamentary majority in December and the new constitution came into place at the beginning of this year.Critics of the reforms - which have sparked street protests in Hungary, with demonstrators referring to Victator - say they remove checks and balances on the government. Socially conservative elements of the new constitution, such as the definition of marriage as a heterosexual union only, have also sparked concerns.Orban has said that he is simply completing the country's transition from its Communist past to a genuine democracy and that the new rules are needed to ensure the economic growth he promised Hungarians.The commission has given Hungary one week to back down. It said its legal analysis would be completed by 17 January. If Budapest continues to tough it out, Brussels reserves the right to take any steps that it deems appropriate, namely the possibility of launching infringement procedures.The potential procedure would begin next week with formal letters of complaint to the Hungarian authorities. After two months, the commission could then take the country to court.The swiftest way to lay to rest the concerns mentioned would of course be action by the Hungarian authorities themselves,the commission's statement said.

Brussels' worries have already had practical consequences - negotiations on a possible EU and International Monetary Fund aid package for Hungary were suspended in December due to concerns about the central bank's independence.Hungary asked for credit after its borrowing rates shot up.Wednesday also saw Hungary in the firing line for its budget deficit.Economic affairs commissioner Olli Rehn said Budapest has taken no effective action to limit its deficit and noted that Brussels may eventually withhold cohesion funds if the government does not take react - warnings set to further increase investor unease about the country.

This is not the first time that Hungary - a member state since 2004 - has had a run-in with the commission over Prime Minister Orban's reforms.Last year, a media law seen as stifling journalists' independence was also strongly criticised. In the end, Brussels settled for small changes to the legislation. But recent moves to take away licences from an opposition radio station have once again raised concerns in the EU capital.Despite strongly expressed concern by members of the European Parliament and by some civil society groups of what is seen as Orban's drift towards authoritarianism, there has been little outright criticism from his EU partners.
Orban's party Fidesz is a member of the centre-right European People's Party, a pan-European umbrella group to which the leaders of France and Germany also belong, as well as the heads of the EU's three main institutions.

BRUSSELS - The idea of mutualising eurozone debt remains as controversial as ever but economic affairs commissioner Olli Rehn has spoken out in favour of a halfway house solution, whose authors say will solve the impasse between opposing ideological camps.The idea would see countries with a sovereign debt of above 60 percent of GDP - breaching single currency rules - pooling this excess debt into a redemption fund.The countries would be obliged to undertake structural reforms and growth-inducing measures and pay their debts back over 20 to 25 years.While I would not want to mix this with eurobonds proper, I find the proposal smart, potentially do-able and certainly worth exploring further, Rehn said during a hearing on eurobonds in the European Parliament on Tuesday (10 January).He made similar remarks in November but the views carry more weight now since a public consultation on eurobonds - in response to a commission discussion paper on the issue - has come to a close.The European redemption fund idea was drawn up by the German government's panel of independent economic advisors.Professor Christoph Schmidt, a member of this panel and also present at Tuesday's discussion, said the idea would allow for an emotionally detached discussion on the idea of pooling debt.To date, debate on the issue has pitted financially sound countries who worry about moral hazard against those who feel there should be more solidarity shown towards troubled euro members. Germany, who is calling the shots in the eurozone debate, is the most firmly opposed to eurobonds. But its opposition has not stopped the idea from re-surfacing - with both sides angered by the others' intransigence.We are trying to build a bridge, said Schmidt on the divide between the two camps.He said the idea had an inbuilt safety valve in that partaking countries would have to pledge to cover their debt with part of their national currency reserves, which he noted would not be easy to get past the domestic voter.

Other conditions would see the countries implement a constitutional debt brake, undertake fiscal consolidation and structural reform. Non-performing countries would be kicked out the scheme while those already in an external aid programme, such as Greece, could not take part in it.The low refinancing rates, said Schmidt, would allow potentially troubled countries some breathing space with nervous markets already driving up the borrowing rates in several eurozone countries.Speaking generally about the eurozone debt crisis, which has rolled on for two years without European politicians being able to stop it, Rehn said the euro remains a prime political project.He drew flak from MEPs from Ireland and Portugal - countries both subject to EU-IMF bailouts and undergoing swingeing spending cuts - for focussing on austerity measures without putting forward any concrete ideas for growth.Rehn remained unapologetic however, noting that no amount of fiscal stimulus will solve the crisis unless the crisis of confidence in the markets is first solved through deficit reductions and rules-based economic governance.You cannot solve a debt crisis by piling up more debt,he said.He pointed to countries such as Finland and Sweden who carried out painful fiscal consolidation in the 1990s. They came through, said Rehn - himself a Finn - because they ring-fenced spending on education and innovation.

US senators warn Ashton on risk of Iran war

BRUSSELS - US senators have warned EU foreign affairs chief Catherine Ashton that Iran's alleged nuclear weapons programme risks igniting a military confrontation.
Iran's nuclear progamme is moving forward - sharply increasing the risks of either a military confrontation or other countries in the Middle East pursuing their own nuclear arsenals, eight cross-party senators said in a letter sent to the EU's top diplomat on Tuesday (10 January).They urged Europe to press ahead with sanctions on Iran's most valuable export - oil, with EU foreign ministers set to decide on a possible embargo at a meeting on 23 January.The senators also want the EU to impose sanctions against the Central Bank of Iran, its main financial intermediary.As you know, the Central Bank of Iran has been carrying out illicit and deceptive financial activities that are supporting the Iranian government's advancing nuclear programme, the letter said.The United States, Canada and the United Kingdom have already taken steps against the bank. With Europe on board, the US hopes to force Tehran into dropping its nuclear programme while encouraging non-Iranian oil exporters to make up the difference.

For its part, Iran says its nuclear progamme is peaceful and will be used to generate electricity for internal consumption, allowing them to export more oil instead of burning it for domestic needs.It has made a number of threats in the run-up to the EU embargo decision, including a military blockade of the Strait of Hormuz (an export route for Saudi oil) - a potential development which could see world oil prices go up by 50 percent, according to The New York Times.It recently test-fired various types of missiles, announced the production of its first nuclear fuel rod and warned the US not to send warships to the Persian Gulf.The EU imports 5.8 percent of its crude from Iran. Greece, Italy and Spain are the biggest buyers, with Greece importing around 35 percent of its consumption from the pariah state.The US letter comes at a critical moment.The International Atomic Energy Agency (IAEA) said on Tuesday that Iran has started to enrich uranium at a fortified nuclear site.

Iran has started the production of uranium enriched up to 20 percent in the Fordo Fuel Enrichment Plant, IAEA spokesman Gill Tudor told Bloomberg in an email.Highly enriched uranium is a necessary ingredient to create fission nuclear weapons. Weapons-grade uranium is enriched to 90 percent. The IAEA in November said it has evidence that Iran is aiming to build such a weapon.In October, Ashton sent a letter to the Iranian leadership asking to restart talks after an almost year-long gap. She is still waiting for a response.The US letter addressed to Ashton was signed by senators Joseph I. Libermann, Mark Kirk, John Kyl, Marco Rubio, Robert Menedez, Charles E. Schumer, Robert P. First Tornado of 2012 Confirmed in Texas

The year's first confirmed tornado formed yesterday (Jan. 9) in Texas as severe weather, including another reported twister and ping-pong-size hail, caused damage near Galveston, Houston and other cities in the southeastern portion of the state.
According to reports from the nation's Storm Prediction Center in Norman, Okla., two twisters were reported near Galveston. Storm survey teams are sifting through the damage today and are investigating other possible early tornadoes in the area.Spring is prime time for Texas twisters, but they can strike before then.It's unusual but not unheard of, said Josh Lichter, a meteorologist with the National Weather Service's Galveston office.An EF-1 tornado on the Enhanced Fujita Tornado Damage Scale touched down in Fort Bend County, just west of Houston, shortly after 3 p.m. local time, the U.S. National Ocean and Atmospheric Administration confirmed. In nearby Galveston, which is next to the Gulf of Mexico, law enforcement said they saw another tornado touch down. Several other damage reports suggest more tornadoes struck.The severe weather brought badly needed rain to Texas, which in 2011 suffered through its hottest and driest year on record. But the parched ground couldn't soak up the onslaught of moisture, and so the rain came with a cost. A mall was shut down as roads flooded, stranding drivers unaccustomed to severe weather this time of year. The reported tornadoes damaged the roof of the mall, damaged several homes and blew out car windows.

Our main severe weather season is more like April and May, and it lasts until early fall, Lichter told OurAmazingPlanet. But with the right combination of conditions – moist, warm air from the Gulf mixed with strong wind shear – tornadoes can occur at any time.The first hours of 2011 saw a deadly tornado outbreak that had begun New Year's Eve. The outbreak stretched from Indiana to Mississippi and included an EF-3 tornado that killed two people in Missouri.2011 was a record-breaking year for tornadoes in the United States, with more than 1,600 twisters confirmed. Several outbreaks each caused at least $1 billion in damage. In late April, 343 tornadoes struck between Alabama and Virginia, the largest outbreak on record. COMMENTARY | It seems like the U.S. Navy is doing an awful lot of rescuing these days, and Iran should be pretty thankful for it. Twice in the past five days, U.S. military ships have come to the aid of Iranian civilian maritime sailors in distress.
The Coast Guard cutter Monomoy gave aid and comfort today to an Iranian fishing vessel that had issued a general distress signal, The Envoy reported. The captain of the dhow Ya-Hussayn reported flooding in the engine room and had launched four passengers into a life raft that was tied to the stern of the ship. Coast Guard sailors rescued two from the ship as well and provided first aid, something the Iranian Foreign Ministry said was a grateful humanitarian gesture.It's good the U.S. was able to lend assistance to both vessels, and I'm glad the Iranian government at least publicly recognized the events took place. Now if Tehran would just tone down the rhetoric a couple of notches, maybe there could be some progress on the issues that separate it from the rest of the civilized world.The Iranian military can put on any public face they want, but it cannot seriously believe it would be any match for the U.S. Navy or, for that matter, any of the other navies that are on patrol in the Persian Gulf right now. And as much as it would like to believe to the contrary, the ordinary Iranian family probably can see right through the propaganda as well.

President Mahmoud Ahmadinejad's government has threatened to close the Strait of Hormuz if the European Union carries through on its threat to place an embargo on all Iranian crude imports. That would be the worst mistake Iran has made since the 1979 hostage crisis, an opinion shared by The Telegraph.There is no doubt in my mind that the U.S. Navy would respond by completely and effectively eliminating all offensive capabilities that Iran currently has, including any nuclear capabilities.

Assad vows victory, Syria accused of war crimes

BEIRUT (Reuters) - Syrian President Bashar al-Assad vowed on Wednesday to vanquish foreign conspirators plotting to end his rule, and an Arab League observer quit Syria, accusing the authorities of committing war crimes.In the latest violence, a Western journalist was among eight people killed in the restive city of Homs, Syria's Addounia television said, adding that 25 people had been wounded.It said the dead journalist worked for France 2 television and that the wounded one was Dutch.
The death would be the first of a foreign reporter in Syria in 10 months of unrest. Most foreign media were barred from the country for much of that time.A witness in Homs, who asked not to be named, said the casualties were caused by rocket-propelled grenades fired during a pro-Assad rally. He said he had seen three bodies.A smiling Assad, in a dark jacket and open-necked shirt, greeted thousands of rapturous supporters in a Damascus square, only a day after breaking a six-month public silence.The crowd shouted Shabiha forever, for your eyes, Assad, a reference to loyalist militiamen, mostly members of Assad's minority Alawite sect, who have gained a fearsome reputation for their part in suppressing protests against the president.Assad's wife Asma and their two children joined him for his surprise appearance in the capital's central Umayyad Square.

I belong to this street, Assad, 46, said, adding Syria faced foreign conspirators. We will make this phase the end for them and their plans. We are going to win without any doubt.His remarks followed a 100-minute speech on Tuesday in which he mocked the Arab League, vowed to hit terrorists with an iron fist and promised reforms, but with no hint that he would relinquish the power he inherited from his father in 2000.The Arab League, which suspended Syria in November for failing to halt its crackdown on protests, sent an observer mission in December that has not stopped the bloodletting. It urged Syria this week to protect its observers.The mission hit more trouble after one monitor accused Syria of war crimes saying the mission was a farce, and the U.S. ambassador to the United Nations said on Tuesday a U.N. official had told the Security Council the killings had gathered pace since the monitors arrived.In his speech the same day, Assad had scorned the Arab League for trying to discipline Syria, saying it had failed for six decades to take a position in the Arab interest and that the Arab League without Syria suspends its own Arab identity.The Syrian Observatory for Human Rights said four people had been killed in Kafr Nabouda, in Hama province, where troops staging raids fought army deserters. The British-based group put Tuesday's civilian death toll at 27, including 15 in the city of Deir al-Zor and 10 in Homs, plus four army defectors.

SCENES OF HORROR

The Arab League monitor, Anwar Malek, said he had resigned because the mission was powerless to prevent what he said were the scenes of horror he had seen in the restive city of Homs.The mission was a farce and the observers have been fooled, the Algerian told Al Jazeera English television. The regime orchestrated it and fabricated most of what we saw to stop the Arab League from taking action against the regime ...The regime isn't committing one war crime but a series of crimes against its people,he added.Malek's resignation was the latest blow to a mission already criticized for inefficiency and whose members have come under attack this week from both Assad supporters and protesters.Syria has barred most independent media, making it difficult to verify conflicting accounts of events on the ground.

There was no immediate comment on Malek's remarks from the Arab League, which decided on Sunday to keep monitors in place at least until they report again on their mission on January 19.Under the Arab peace plan, Syrian authorities are supposed to stop attacking peaceful protests, withdraw troops and tanks from the streets, free detainees and open a political dialogue.The United Nations has said more than 5,000 civilians have been killed in unrest that erupted in March, inspired by Arab revolts elsewhere, while the authorities accuse armed Islamist militants of killing 2,000 members of the security forces.

U.S. Ambassador to the United Nations Susan Rice said a U.N. official had told the Security Council that about 400 people had been killed since the Arab monitors began work on December 26, which she said was a much higher daily toll than before they arrived.Rice was speaking after Lynn Pascoe, U.N. under-secretary-general for political affairs, briefed the 15-nation Security Council behind closed doors on Syria and other major crises. She said the figure did not include more than two dozen people killed in a suicide bombing in Damascus last week.That is a clear indication that the government of Syria, rather than using the opportunity ... to end the violence and fulfill all of its commitments (to the Arab League), is instead stepping up the violence,she said.Assad's stance, casting the unrest as a foreign conspiracy and countering it with violent repression and hazy promises of reform, resembles that of other Arab leaders confronted by mass protests in the past year. Three of them have been toppled.Until three deadly bombings in Damascus in the past three weeks, the Syrian capital had remained relatively peaceful.But residents now say fear has spread through the city, emptying normally bustling streets and crowded cafes and leaving a ghost town at night as people hurry home.People have stopped buying. Doomsday Clock a minute closer to midnight

(Reuters) - The symbolic Doomsday Clock calculated by a group of scientists was moved a minute closer to midnight on Tuesday, with the group citing inadequate progress on nuclear weapons reduction and climate change.The clock was moved to five minutes to midnight, the Bulletin of the Atomic Scientists said, the first adjustment since the beginning of 2010, when it was moved back one minute to six minutes from midnight -- or doomsday.Two years ago, it appeared that world leaders might address the truly global threats that we face. In many cases, that trend has not continued or been reversed, the group said in a statement.The Bulletin (www.thebulletin.org) is a periodical founded in 1945 by University of Chicago scientists who had helped develop the first atomic weapons in the Manhattan Project.

Powerful quake hits off western Indonesia

BANDA ACEH, Indonesia (AP) — A powerful earthquake hit waters off western Indonesia early Wednesday, prompting officials to briefly issue a tsunami warning. Panicked residents poured into the streets, but there were no immediate reports of injuries or serious damage.The U.S. Geological Survey said the 7.3-magnitude quake struck 260 miles (420 kilometers) off the coast of Aceh province just after midnight. It was centered 18 miles (30 kilometers) beneath the ocean floor.People in the provincial capital, Banda Aceh — still deeply traumatized by the 2004 monster quake and tsunami — were rattled from their sleep. Jordan's powerful opposition Islamists urged Palestinians on Wednesday to quit absurd negotiations with Israel, two days after Amman hosted the second round of informal talks between the two sides.We demand the Palestinian Authority leave the dark tunnel of absurd negotiations with Israel that only serves Zionist and American interests, the Islamic Action Front (IAF) said in a statement on its website.Going back to negotiations in light of increasing settlement building in the West Bank and Jerusalem means neglecting Palestinian rights.The IAF, the political arm of Jordan's Muslim Brotherhood, said the talks would come at the expense of Palestinian people to save the government of Benjamin Netanyahu, which fears the Arab Spring.It added the negotiations were also designed to support US President Barack Obama in his election battle.On January 3, negotiators from both camps held their first face-to-face meeting in more than 15 months, in an encounter arranged by Jordan and attended by officials from the Quartet of diplomatic peacemakers for the Middle East.

Israel is preparing for Iran to become a nuclear power and has accepted it may happen within a year, the London Times reported on Monday citing an Israeli security report.The Institute for National Security Studies (INSS) think-tank prepared scenarios for the day after an Iranian nuclear weapons test at the request of former Israeli ambassadors, intelligence officials and ex-military chiefs, the paper reported.Israel has so far maintained it will do all within its power to prevent Iran from obtaining nuclear capabilities, but has shifted its position following recent United Nations' reports, according to the Times.The UN atomic agency said Monday that Iran is now enriching uranium at a new site in a hard-to-bomb mountain bunker, in a move set to stoke Western suspicions further that Tehran wants nuclear weapons.INSS specialists including a former head of Israel's National Security Council and two former members of the prime minister's office conducted the simulation study in Tel Aviv last week.If Iran does test a nuclear weapon, INSS predicts a profound shift in the Middle East power balance.According to extracts of the report seen by the British publication, experts believe the US would propose a defence pact with Israel, but would urge it not to retaliate.Russia would seek an alliance with the US to prevent nuclear proliferation in the region, although Saudi Arabia would likely pursue its own nuclear programme, the report concluded based on current policies.INSS specialists believe that an Iranian test in January 2013 would follow increasingly provocative demands by President Mahmoud Ahmadinejad's regime, including the redrawing of its Iraqi borders and action against the vessels of the US Fifth Fleet.The simulation showed that Iran will not forgo nuclear weapons, but will attempt to use them to reach an agreement with the major powers that will improve its position, said a passage of the report published by the Times.The simulation showed that (the Israeli military option), or the threat of using it, would also be relevant following an Iranian nuclear test,it added.

Hamas's popularity rose among the Palestinian public after a prisoner swap deal with Israel but its Fatah rival remains favourite to win the next elections, a poll has shown.And the public is divided over whether the two rival factions will make good on a landmark reconciliation deal they signed last May, with 50 percent expressing optimism and 46 percent saying it would fail.The findings were laid out in a quarterly survey carried out by the Palestinian Centre for Policy and Survey Research (PSR) that was released late on Tuesday.Following its successful conclusion of a landmark prisoner swap deal with Israel late last year, more than a third of the public -- 37 percent -- said their support for the Islamist movement Hamas had increased, while only 10 percent said it had fallen.However, it was unlikely to change people's voting patterns at the ballot box, the figures showed.If elections were held today, 43 percent said they would vote for Fatah -- a drop of two percentage points since the previous quarterly survey -- while a stable 29 percent said they would chose Hamas; other parties would secure 11 percent while 17 percent remain undecided.Some 60 percent said they were satisfied with the performance of president Mahmud Abbas who heads the secular Fatah, compared with 52 percent in the previous survey which was conducted before his historic bid to seek full state membership at the United Nations in September.Most respondents were deeply sceptical that Hamas and Fatah would manage to set up an interim government of independents as called for in the reconciliation deal.Only one in five people -- or 21 percent -- expected they would set up a caretaker cabinet by the stated deadline of the end of January, while 46 percent said they would not manage it on time.And more than a quarter -- or 27 percent -- said they did not think it would happen at all.The poll was carried out on 15-17 December among a representative sample of 1,270 adults in the West Bank and Gaza Strip, and had a margin error of 3.0 percent.
