Commission takes EU states to court in salary dispute

BRUSSELS - A tit-for-tat dispute between the European Commission and member states over civil servant salary increases will now end up in court.The European Commission has today decided to take the Council to the Court of Justice for failing to adopt the council regulation on the annual adjustment to the remuneration and pensions of EU staff as anticipated in the staff regulations,the executive said in a statement on Wednesday (11 January).The move comes after the council - representing member states - refused to sign off a 1.7 percent EU civil servant salary hike.The commission says salaries are entitled under staff regulations to be adjusted automatically to national cost of living inidices and to the evolution of civil service salaries in eight member states (Germany, Belgium, Spain, France, Italy, the Netherlands, Luxembourg and the United Kingdom).Basic monthly commission salaries range from around €2,300 per month for a newly recruited AST 1 official to around €16,000 per month for a top-level AD 16 official with over four years of experience.

Last year EU civil servants were awarded the 1.7 percent increase but the austerity strapped EU-27, who collectively give the executive around €130 billion every year, have since changed their mind.Member states in favour of the freeze had already made a formal request last November for the commission to invoke an exception clause. The clause could allow the commission to cap the salaries given the tough economic climate netted out upon the rest of Europe.Around 1,000 commission staff responded by staging a protest on 22 November and effectively threatening a strike. Salary cuts, they demanded, should only be shaved off from the higher-grade officials.

A vast majority of EU civil servants live and reside in Belgium where inflation is expected to top three percent. The commission points out that despite the three percent inflation increase, they have agreed to a cut in salary in real terms for those residing in Brussels by accepting only a 1.7 percent increase.The executive says efforts are already under way to cut its expenses and reduce staff numbers by one in 20 between 2013 and 2017. They also intend to lengthen the working week from 37.5 to 40 hours and raise retirement age from 63 to 65. Altogether, this should cut expenses by €1 billion by 2020, according to administration commissioner Maros Sefcovic.The commission and the council already faced off over the issue two years ago at the Court of Justice. The commission won the decision. Its staff saw a 3.7 percent salary increase.The executive is already suffering from a bad overall public image. A flash survey conducted by the commission near the end of December found a majority of Europeans have lost their trust in the EU institutions.

BRUSSELS - Italian Prime Minister Mario Monti and German Chancellor Angela Merkel on Wednesday (11 January) said they would support an EU-wide financial transactions tax, But Berlin backed down on the idea of a eurozone-only levy.We are open to supporting this initiative at the EU level, Monti said at a press conference alongside Merkel in Berlin, marking a shift from his predecessor Silvio Berlusconi who had rejected the idea.The proposal remains controversial. Britain, Sweden and Denmark, as well as euro-member Malta, have spoken out against it in the absence of a global deal, fearing investors will move to more favourable countries such as Switzerland or Caribbean tax havens.French President Nicolas Sarkozy, who wants an agreement before his re-election bid in April, recently put the issue back on the table by saying France would unilaterally press ahead with such a tax, hoping eventually for it to be applied in the whole of the 17-nation eurozone.Merkel on Monday voiced sympathy with Sarkozy. But opposition from her Liberal junior coalition partner forced her to backtrack.We [the Christian Democratic Union] can imagine it in the eurozone but clearly as the head of a government, you need to have the agreement of the coalition partners ... Therefore, when I spoke on Monday, I made it clear it was a personal opinion.

German institutions and banks on Wednesday condemned efforts to push ahead with a tax which does not include top financial centres such as London.Monti also said he is not sure if it makes sense only at eurozone level.Monti, who studied at Yale with economist James Tobin - the economist who first proposed the levy - remembered his mentor likening the tax’s popularity through history to the fabled Loch Ness Monster.

Storms injure 15 in western North Carolina

(AP) — At least 15 people were injured and at least 60 buildings damaged when a possible tornado struck in western North Carolina, the National Weather Service said Thursday.The storms struck in Rutherford and Burke counties late Wednesday afternoon as a cold front moved through the western Carolinas, meteorologist Neil Dixon with the weather service office in Greer, S.C., said.Ten people were hurt in Ellenboro in Rutherford County, sheriff's Sgt. Dwayne Wright said. Two of the injuries were serious, but Wright did not know the extent of the injuries.At least 10 buildings were damaged in a 3-square-mile residential area, but Wright said officials expected to get a better count on the damage during surveys Thursday.Some people initially were trapped in their homes.Everybody's out that we know of, Wright said.As far as we know, everybody has been accounted for.A woman in Ellenboro told WCNC-TV that a neighbor's roof ended up in her front yard.It felt like the whole house was shaking, and all at once you could hear stuff just breaking apart and tearing up. It was frightening,said Mary Jane Hollifield.

At least five people were hurt when the storm struck a few minutes later in the Icard area in eastern Burke County, Dixon said.We know we have 16 homes destroyed and about 50 that have been damaged to various degrees,Burke County Fire Marshal Mark Pitts said.There were also power outages, with around 100 customers still without electricity Thursday morning, according to Pitts. This is the first time he can remember such a severe storm at this time of year in the western county about an hour's drive north of Charlotte.The American Red Cross opened a shelter in Icard. The relief agency said at least 15 people had checked into the shelter at a church by 9 p.m.Burke County schools planned to open two hours later than usual Thursday.
Wind also struck a marina in Caldwell County late Wednesday, damaging at least three boats. It was not clear if a tornado had hit the area. No injuries had been reported.
A weather service survey team planned to tour the area Thursday to confirm that the damage was caused by a tornado, as well as to determine how strong the storm was, Dixon said.The storm cell that caused the damage had dumped some hail in northwestern South Carolina before moving into North Carolina, he said.

Rising US crude reserves hit oil prices

A surprisingly big increase in US crude oil reserves hit oil prices already under pressure Wednesday from eurozone debt worries heightened by slowing growth in Germany.New York's main contract, West Texas Intermediate crude for delivery in February, dropped $1.37 to finish the session at $100.87 a barrel.In London, Brent North Sea crude for February settled at $112.24 a barrel, a drop of $1.04 from Tuesday's closing level.The US Department of Energy said that crude stockpiles jumped by five million barrels last week in the world's biggest oil consumer -- five times the amount forecast by analysts.The build in US crude inventories was doubtless encouraged by the threat of supply disruptions in Iran and the Strait of Hormuz,Nic Brown at Natixis said.The eurozone debt crisis produced more worrying signs of distress, this time in Germany, Europe's biggest economy.While the German economy grew a robust 3.0 percent in 2011, according to the official statistics agency Destatis, most of the growth in gross domestic product came in the first half of the year.

Possible tornado slams 2 western NC counties

RALEIGH, N.C. (AP) — National Weather Service officials say an apparent tornado ripped through two counties in western North Carolina, injuring at least three people while damaging dozens of buildings and a mobile home park.Meteorologist Doug Outlaw said the storm first struck in Ellenboro in eastern Rutherford County on Wednesday. Emergency personnel had to airlift three people from the area for medical treatment.Outlaw said the storm then went into eastern Burke County, where a mobile home park was nearly wiped out. He says there were multiple injuries and damage to other homes, including a house that was toppled by the storm, trapping a family in the basement.He says a team will be dispatched on Thursday to assess the damage and determine if a tornado touched down.

MOSCOW (Reuters) - Russia fears Israel will push the United States into a military conflict with Iran which could retaliate by blocking oil shipments from the Gulf, a confidant of Prime Minister Vladimir Putin said.There is a likelihood of military escalation of the conflict, towards which Israel is pushing the Americans, Nikolai Patrushev, who heads the Kremlin's Security Council, told Interfax news agency.
Patrushev, a former head of the main successor to the Soviet-era KGB, said Tehran could respond by blocking the Strait of Hormuz between Oman and Iran, through which 35 percent of the world's seaborne traded oil passes.It cannot be ruled out that the Iranians will be able to carry out their threat to shut exports of Saudi oil through the Strait of Hormuz if faced with military actions against them,Patrushev said in an interview published on Thursday.Tension over Iranian uranium enrichment, which has moved to a mountain bunker better protected from possible air strikes, has raised fears for world oil supplies and even of war.Iran says its nuclear program is peaceful while Western powers believe it has military aims. Israel, which sees an Iranian atom bomb as a threat to its existence, is willing to attack Iranian nuclear sites with or without U.S. backing.

However, Patrushev said there was still no proof that Iran was on the brink of creating nuclear weapons.Talk about Iran creating an atomic bomb by next week we have heard for many years,he said, adding that the United States was trying to topple the Iran's leadership using all available means to make the country into a loyal partner.Russia, the world's biggest energy producer, opposes further U.N. Security Council sanctions over Tehran's nuclear program and has sharply criticized U.S. and European Union sanctions.The United States has said it would use force if Iran carried out its threat to block the strait and moved a new aircraft carrier strike group to the Arabian Sea this week.

FOUR MORE YEARS FOR OBAMA?

In remarks clearly aimed at signaling Russian foreign policy after presidential elections in March, Patrushev said Putin would work well with President Barack Obama if he is re-elected when the United States votes later this year.Patrushev said Obama's chances in the November election were good despite the United States' problems. With all the difficulties faced by the Democratic administration, President Obama has a good chance of keeping his post,Patrushev said.Putin himself is almost certain to return to the Russian presidency, something which diplomats see as a setback for Obama's policy of improving relations with Moscow.But Patrushev said Putin, who is known for his anti-American rhetoric, would work well with Obama.

TEHRAN (Reuters) - The United States won key support from Japan Thursday for tough oil sanctions against Iran over a nuclear program that the West suspects is geared to developing atomic bombs.Japan pledged to take concrete action to cut Iranian oil imports after visiting U.S. Treasury Secretary Timothy Geithner urged Tokyo, a major importer, to help deprive Iran of vital oil revenues. In Iran, sanctions are biting, with the rial currency losing 20 percent of value against the dollar in the past week.Escalating tensions over Iran's enrichment of uranium for nuclear energy, which has shifted to an underground mountain bunker better protected from possible air strikes, has raised fears for the flow of world oil supplies and even war.An Iranian nuclear scientist was blown up in his car by a motorbike hitman Wednesday. Tehran blamed Israeli and U.S. agents but insisted this would not derail its nuclear activity. Washington denied involvement in the attack and condemned it, while Israel declined comment.The morning rush-hour bombing - the fifth daylight attack on technical experts in two years - killed 32-year-old Mostafa Ahmadi-Roshan. The chemical engineer's driver was also killed, Iranian media said, and a passer-by was slightly hurt.The attack came in a week of heightened tensions.Iran has launched an underground enrichment plant and sentenced an American to death for spying, while Washington and Europe have stepped up efforts to cripple Iran's oil exports for its refusal to halt work the West says betrays an ambition to build nuclear weapons. The European Union, which collectively buys another fifth or so of Iran's exported crude, has committed to banning imports of oil from Tehran, an OPEC member and the world's No. 5 crude exporter.EU diplomats said Wednesday they were advancing toward agreement on banning imports of crude after a six-month grace period and banning petrochemical products after three - provisions similar to U.S. new legislation. It was likely, however, that EU firms could continue to take Iranian oil in payment for outstanding debts.Japanese Prime Minister Yoshihiko Noda said he shared serious concerns about Iran's nuclear capabilities but expressed concern that the sanctions could seriously affect the Japanese and world economies, depending on how they were implemented.President Barack Obama's administration has also announced that it would freeze out financial institutions that deal with Iran's central bank out of U.S. markets.We are exploring ways to cut Iran's central bank off from the global financial system. U.S. DENIAL

In Washington, White House spokesman Tommy Vietor said: The United States had absolutely nothing to do with this (bombing) ... We strongly condemn all acts of violence, including acts of violence like what is being reported today.Israel, which has a history of covert killings abroad, declined comment, though army spokesman Yoav Mordechai wrote on Facebook: I don't know who settled the score with the Iranian scientist, but I am definitely not shedding any tears.Analysts say that killing scientists - especially those whose lack of personal protection suggests a relatively junior role - is unlikely to have much direct impact on Iran's nuclear program, which Western governments allege is seeking to enrich enough uranium highly enough to let it build weapons.

WASHINGTON (Reuters) - The U.S. military said on Wednesday that a new aircraft carrier strike group had arrived in the Arabian Sea and that another was on its way to the region, but denied any link to recent tensions with Iran and portrayed the movements as routine.The shift in the powerful U.S. naval assets comes at a moment of heightened tensions with Iran, which has threatened to close the Strait of Hormuz - the world's most important oil shipping lane - if U.S. and EU sanctions over its nuclear program cut off its oil exports.The U.S. military has said it will halt any blockade of the strategic strait and the top U.S. naval officer acknowledged on Tuesday that preparing for a potential conflict there was something that keeps me awake at night.Still, the Pentagon denied any direct link between recent tensions and the movement of aircraft carriers.I don't want to leave anybody with the impression that we're somehow (speeding) two carriers over there because we're concerned about what happened, you know, today in Iran. It's just not the case, said Captain John Kirby, a Pentagon spokesman.Military officials said the USS Carl Vinson arrived in the Arabian Sea on Monday to replace the outgoing USS John C. Stennis carrier strike group, which Iran last week warned not to return to the Gulf after departing in late December.The Stennis was due to return to its home port in San Diego but the Pentagon did not say when that would happen.

Another carrier strike group, led by the aircraft carrier USS Abraham Lincoln, concluded a port visit to Thailand on Tuesday and was now in the Indian Ocean. It is on track to join the Vinson in the Central Command area of operations, which begins in the neighboring Arabian Sea.It is not unusual to have two carriers in the CENTCOM theater at the same time, a second U.S. military official said.Another official said there had been two carriers in the Gulf region at least twice in the past 18 months.
Tensions between Iran and the United States ratcheted up again in the past week. Iran started an underground uranium enrichment plant and sentenced an American to death for spying. Washington and Europe have stepped up efforts to cripple Iran's oil exports, and Tehran on Wednesday blamed U.S. and Israeli agents for killing an Iranian nuclear scientist.Israel declined to comment on the killing and the United States denied any U.S. role and condemned the attack, in which the scientist was blown up by a bomb attached to his car by a motorbike hitman.Iran had warned the Stennis not to re-enter the Gulf and it is unclear when another U.S. carrier will enter Gulf waters. JERUSALEM (Reuters) - Israel's top court has upheld a law denying citizenship to Palestinians married to Israelis, with one judge saying it helped the Jewish state fend off national suicide.By a 6-to-5 vote, the Supreme Court late Wednesday rejected petitions against the 2003 ban, which civil liberty groups denounced as racist for potentially forcing members of Israel's 20-percent Arab minority who wed Palestinians to emigrate.The former centrist government championed the law chiefly on security grounds given Palestinian gun and bomb attacks.But Interior Minister Eli Yishai, who congratulated the Supreme Court Thursday, made clear that shoring up Israel's Jewish majority was also a concern. Yishai's party, run by rabbis, is a powerful partner in Prime Minister Benjamin Netanyahu's rightist coalition.The ruling, Yishai told Israel Radio, served to stem a situation in which, not too many years hence, we would find yourself losing the majority, (and) faced with terrorism.

Israeli law guarantees full civil rights, including political representation, to Arab citizens, who are mostly Muslim. But they often complain of entrenched discrimination.Many Israeli Jews have been outraged by pro-Palestinian displays among their Arab compatriots, especially given the rise of hostile Hamas Islamists in Gaza and stalled peace talks with the secular Palestinian leadership in the occupied West Bank.Justice Asher Grunis, whose nomination as the Supreme Court's next president was welcomed by conservatives, voted to keep the citizenship law, saying in the ruling that rescinding it would mean thousands of Palestinians entering the country after marrying Israeli citizens.

SEOUL, South Korea (AP) — North Korea said Thursday it will enshrine Kim Jong Il's body in the palace housing his father, the national founder, deepening its veneration of the Kim dynasty as the country transfers power to a third generation of the family.The country also said it will erect a new Kim Jong Il statue and build towers to his immortality, while the ruling party called him eternal leader and gave his birthday a new title that underlines his military-first policy and links him more closely to his father, Kim Il Sung, who is still revered as the eternal president.The North's state media have sought since Kim Jong Il's death on Dec. 17 to show his son, Kim Jong Un, as a strong, confident military leader, but outside observers are watching to see if he can impose his will over the military and government as strongly as his father did during 17 years of absolute rule.North Korea has quickly handed Kim Jong Un a slew of his father's prominent titles and repeatedly connected him with his father and grandfather in an effort to add legitimacy to the young leader. North Korea also has stepped up propaganda praising Kim Jong Il's works and vowed to uphold his policies in what is seen as an attempt to justify the hereditary power transfer.

Gaza Hamas leader to visit Iran, Qatar

Gaza's Hamas prime minister Ismail Haniya will visit Iran and Qatar at the end of January, his adviser told Palestine newspaper on Thursday.Haniya, who has just returned from his first trip abroad since the Islamist movement forcibly took control of Gaza in 2007, would visit Iran and Qatar as part of a wider tour of the Muslim world, Yusef al-Rizq told the newspaper, which is close to Hamas.The second stage of prime minister Ismail Haniya's tour will kick off at the end of January and will include Qatar, Iran and several other Islamic countries, Rizq said, hailing the success of the first stage which included stops in Egypt, Sudan, Turkey and Tunisia.

The political blockade the world imposed on the government Hamas formed after its 2006 electoral victory has come to an end in the wake of the prime minister's tour which saw him received in all the countries he visited as the head of government, he said.Haniya said he had found a great willingness to help the Palestinians and to break the blockade imposed on Gaza and its government in all the countries he visited.
