BRUSSELS - Irish Prime Minister Enda Kenny has said he intends to establish a permanent referendum commission so that the public is fully prepared for a possible poll on the fiscal discipline treaty currently being drawn up by member states.I cannot give you an indication now as to whether there will actually be a referendum in respect of the inter-governmental agreement from the European business until the text is finalised and we get the advice of the attorney general,said Kenny on Tuesday (28 December), according to PA.What I am going to do though is set up the Referendum Commission on a much more permanent basis so that the commission will be able to reflect in readiness as to what is actually going to happen.Referendum commissions are set up ahead of each referendum in Ireland to give neutral information on the topic being put to vote.EU leaders, with the exception of Britain, agreed earlier this month to tighten up fiscal and budgetary surveillance in the eurozone in the form of an inter-governmental pact.With the 17 eurozone states under pressure to agree the text as soon as possible, Ireland is already in the spotlight for the possible problems it might have with ratification.

Attorney general Marie Whelan is examining the details of the agreement - a draft of which was circulated on 16 December - to see if they imply a change to Ireland's constitution through more powers being handed over to the EU level. This would require a referendum.Ireland is feeling the pressure after having seen the last two EU treaties - the Nice and Lisbon Treaty - rejected by voters. Subsequent referendums saw both treaties then accepted.But the governments at the time came under fierce criticism, particularly in the case of the Lisbon Treaty, for being too complacent about the result in the run-up to the first referendum and and letting critics of the treaty frame the debate.This time round, the current government also has to contend with the fact that a potential referendum would take place as the Irish continue to endure swingeing austerity measures, put in place in return for an EU-IMF bailout in 2010.The Irish government, gloomy about the prospect of a Yes vote under such conditions, has rejected a call by the opposition to hold a referendum on the treaty regardless of whether one is legally required.You don’t go holding a referendum unless you have to and clearly the advice of the attorney general is what the government will act on as we’ve always done,said Kenny, according to the Irish Times.Meanwhile, Ireland's EU partners have already anticipated its potential ratification problems.The treaty draft circulated earlier this month suggested that the agreement will enter into force once nine countries have ratified it - although it is thought that Berlin may want to raise this threshold to ensure as many eurozone states are on board as possible.

BRUSSELS - Bosnia’s feuding political factions have backed a new administration for the ethnically divided state, breaking an impasse that has lasted more than a year.
Political leaders from all sides hope that the development will ease the country’s path to EU accession candidate status in the new year.A close election result in 2010 produced a Belgium-like political stalemate that only on Wednesday after hours of talks was resolved when Bosnia’s Muslim, Serb and Croat leaders agreed to a deal endorsing a budget for 2011 and a financial framework for the next two years.For the past 12 months, government bodies have been financed via ad hoc funding mechanisms.

The deal will also see a Bosnia Croat, Dragan Covic, take up the premiership of the state and a Bosnian Muslim in the post of foreign minister.The agreement will also see the new government oversee a fresh census - long a political hot potato in the region - and new laws on the distribution of public funds, both of which were moves Brussels demanded ahead of giving the green light to status as a candidate for membership of the EU.Both the EU and the United States have applied heavy pressure to political groups to achieve consensus, with the International Monetary Fund and Brussels withholding $100 million in aid as a result of the deadlock.Political leaders hope that the agreement will see both a release of the much-needed funds and a strong signal from the EU that Sarajevo may one day join the bloc.It is important that we reached a political agreement,said Milorad Dodik, leader of the Bosnian Serbs, so that Bosnia can apply for candidate status of the European Union.

BRUSSELS - A sharp rise in France's unemployment figures is putting pressure on President Nicolas Sarkozy to deliver, with over half the French population wanting the candidates for the spring presidential election to focus their energies on maintaining jobs.Figures released by the labour ministry this week show that the number of those unemployed hit 2.85 million in November, a 12-year high and the seventh consecutive monthly increase.The numbers have sparked a debate in France about the nature and future of employment with Sarkozy convening a jobs summit on 18 January.The discussion has mainly focussed on part-time work and reducing hours and salaries instead of losing jobs, a proposal that has to be agreed with the unions.
Employment minister Xavier Bertrand said the January summit would see solutions that could be applied rapidly in order to contain the effects of the crisis to the maximum.France's joblessness plight has once again highlighted the difference between the strength of its economy in comparison with neighbouring Germany - a fact that has increasingly put the Franco-German relationship out of kilter.Germany's falling unemployment was acknowledged by Bertrand: Only Germany today is seeing its unemployment recede because they carried out profound reforms of the jobs market starting ten years ago and lasting ten years. We undertook (reforms) only a few years ago. That is the difference.

The news of the summit comes as figures show that de-industrialisation in France has accelarated since the start of the crisis in 2008.According to Les Echos, the French financial daily, almost 900 factories have been closed since 2008. Of these, 400 were closed in 2009, the year the crisis hit the hardest, while 200 were closed in 2011.The effect on employment has been huge. Over the last three years, some 100,000 jobs in the industrial sector have been lost.Unemployment as an issue is a number-one priority on French voters' minds. According to a poll in La Croix newspaper, 52 percent of French people want the candidates for the April presidential elections to focus on responses that maintain employment.However, 72 of the respondents believe that presidential campaign so far is bringing response that are far from their concerns.Of the main candidates in the running, socialist contender Francois Hollande is seen as proposing the best solutions to the daily problems of French citizens by 24 percent of those polled. Sarkozy comes in second with 20 percent and far-right politician Marine Le Pen in third place (16%).While all candidates will focus on combatting unemployment and there are set to be many proposals for economic growth, their hands will be tied by France's commitment to reduce its high budget deficit, as part of an overall plan to contain the eurozone debt crisis.

IMF approves new $46.3 million loan for Mali

WASHINGTON (Reuters) - The International Monetary Fund on Tuesday approved a new $46.3 million loan program for Mali and approved an immediate disbursement of $9.3 million.The loan arrangement was made under the Extended Credit Facility (ECF) in support of the country's strategy to increase growth and reduce poverty, the IMF said in a statement.The economic outlook for Mali is favorable, but subject to downside risks because the country's agricultural sector remains highly vulnerable to adverse weather conditions, the IMF said.Mali, a largely desert country, is Africa's third-largest gold miner. The country economy was hard hit by conflicts in Ivory Coast and Libya this year.

BEIRUT (Reuters) - Syrian security forces fired on anti-government protests and killed 11 people on Thursday, as Arab League peace monitors arrived in two more cities to check on compliance with a plan to end bloodshed.Killings were reported at rallies in towns across Syria, including four in Hama shortly after a monitoring team arrived. Two more people were shot in Idlib, another monitors' destination, as they passed a security checkpoint.The cities to be visited on Thursday - Deraa, Hama and Idlib - lie along a 450-km (280-mile) arc of revolt from the south to the north of Syria. At its midpoint is Homs, where the monitors' second day had a controversial start when its Sudanese chief reported seeing nothing frightening in an initial tour.The Arab mission is the first notable international involvement in Syria's conflict, in which thousands have been killed in a military crackdown on the uprising against 41 years of rule by the family of President Bashar al-Assad.But questions have arisen about the monitors' credibility as their movements appear to be restricted.Syrian state television reported that monitors had arrived in Hama and Deraa.Shortly before, anti-Assad activists said they had seen no sign of monitors on the streets by mid-afternoon and they were unable to contact them by telephone. Extra security forces were deployed around restive areas expecting monitors, they said.Where are they? We worked very hard for this visit, we got witnesses and documented deaths and sites of shelling. People wanted to march but the monitors are missing. The security presence is really strong - it looks like they have been preparing as much as we have,said activist Odei in Idlib.

In Hama, activists said protesters went down into the streets in Hama to await the Arab League delegation, amid heavy security with snipers pointing guns out of top floor windows.People really hope to reach (the monitors). We do not have much access to the team. The people stopped believing anything or anyone now. Only God can help us now, said Abu Hisham, an opposition activist in Hama.Hama has a haunting resonance to Syrians opposed to Assad because up to 30,000 people were massacred there in 1982 when his father, president at the time, had armed forces raze part of the city to the ground to crush an Islamist uprising.Residents in the Harasta suburb of the capital Damascus said they had spotted cars with an Arab League logo. If the monitors were indeed there, it would be their first surprise visit.A source in the Arab League mission's operations centre in Cairo said earlier on Thursday there had been a problem with communications but the monitors' schedule was holding up.We have contacted our teams ... Today's plan will not be changed and the only problem we faced today was the bad phone network, which made our communication with the monitors harder. It took more time to reach them and determine their locations.

WHERE WERE THEY?

Unless it can establish its credibility by proving it has unobstructed access to all areas and is able to hear uncensored accounts, the Arab League mission may not be able to satisfy all sides that it can make an objective assessment of the crisis.The United Nations estimates that at least 5,000 people, mostly civilian protesters, have been killed in nine months of unrest that Assad has sought to stamp out with tanks and troops storming into restive cities and towns.Fifteen people died on the monitors' first day and activists, fearing the Arab League team will be ineffective, say they expect the bloodshed to continue until observers leave.Assad says he is combating Islamist militants steered from abroad. He says over 2,000 security force men have been killed.Syria's upheaval continues a series of popular Arab uprisings that have toppled three dictators this year.In Homs, Syria's third largest city and epicenter of anti-Assad ferment, protesters said they were already fed up with the monitors who they said seemed unsympathetic and were hard to find even when touring their neighborhoods.This mission is a big lie. They say they were in Khalidiya neighborhood. I haven't seen them, said Tamir, shouting by telephone over protester chants of down with the regime.We've been here at the protest. Where were they? The head of the main opposition group in exile, The Syrian National Council, met with Arab League officials in Cairo to discuss the monitoring mission.The delegation should have been bigger because the points of confrontation and violence are much greater than the number of the monitors, and they should have better logistical means to enable them to move quicker,Burhan Ghalioun told reporters.

Some 150 monitors in all are expected to enter Syria by the end of the week. But activists say Syrian government or security officials escorting monitors can intimidate residents in protest hotbed areas and that there are not enough monitors to see the full scope of unrest in a large country of 23 million people.Burhan Ghalioun blamed Assad's government for the monitors' restrictive conditions: Until now the Syrian regime has not changed its style of lies and tricks,he said.The mission chief himself, Sudanese General Mustafa al-Dabi, raised international concern for the team's credibility when he said he had seen nothing frightening on a very brief initial trip to Homs on Tuesday.This was only the first day and it will need investigation. We have 20 people who will be there for a long time,he said.

BUDDING INSURRECTION

Relentless military attacks on protests have also bred armed insurgency and thousands of rebels and army defectors have formed the Free Syrian Army (FSA) to attack military and police convoys, bases and checkpoints.A gritty video shot by rebels in Deraa showed the ambush of a security forces convoy on Wednesday by nine gunmen who opened fire from a rootfop. MOSCOW (AP) — Russia's Foreign Ministry has attacked America's human rights record in its first report on injustice elsewhere in the world, offering examples such as the Guantanamo Bay prison and wrongful death row convictions to paint the U.S. as hypocritical for lecturing other nations on the subject of rights.The situation in the United States is a far cry from the ideals that Washington proclaims, says the report released Wednesday.Moscow has previously reacted angrily to the accusations of human rights breaches that the U.S. State Department has leveled at Russia in its annual reports. The State Department has expressed concern about the violent attacks on rights activists and journalists in Russia, most of which go unpunished. It also has criticized abuses in Russia's Caucasus, including extrajudicial killings, kidnappings and torture.The 90-page Russian report slams EU nations, Canada and Georgia, but reserves its longest section of 20 pages for what it says are violations by the United States. The report does not cover Asia, Africa or the Middle East, other than a five-page section criticizing the NATO operation in Libya.

Moscow laments the ongoing operation of the notorious prison in Guantanamo Bay, where terrorism suspects have been held since the Sept. 11, 2001 attacks, and criticizes President Barack Obama for legalizing indefinite and extrajudicial custody and the return of court martials.The report accuses the U.S. of prying into citizens' personal lives and violating the rights of Muslim Americans in the fight against terrorism. It also points to errors made by American courts.Judicial errors are the Achilles heel of American justice as concerns capital punishment, the report argues. It notes the roughly 130 people sentenced to death in the past 30 years who were later cleared of the charges, some after they were executed.The Foreign Ministry also struck back at international criticism of Russia's recent parliamentary election, which independent observers said involved widespread fraud. Outrage over the vote set off a spate of protests led by citizens unhappy with Vladimir Putin's rule.The report accuses the U.S. of blocking independent candidates from elections and criticizes the practice of allowing governors to nominate senators when a Senate seat is vacated, as when Obama became president. Iran warns of closing strategic Hormuz oil route

TEHRAN, Iran (AP) — Iran's navy chief warned Wednesday that his country can easily close the strategic Strait of Hormuz at the mouth of the Persian Gulf, the passageway through which a sixth of the world's oil flows.It was the second such warning in two days. On Tuesday, Vice President Mohamed Reza Rahimi threatened to close the strait, cutting off oil exports, if the West imposes sanctions on Iran's oil shipments.In response, the Bahrain-based U.S. 5th Fleet's spokeswoman warned that any disruption will not be tolerated. The spokeswoman, Lt. Rebecca Rebarich, said the U.S. Navy is always ready to counter malevolent actions to ensure freedom of navigation.With concern growing over a possible drop-off in Iranian oil supplies, a senior Saudi oil official said Gulf Arab nations are ready to offset any loss of Iranian crude.That reassurance led to a drop in world oil prices. In New York, benchmark crude fell 77 cents to $100.57 a barrel in morning trading. Palestinian militants fired two rockets at southern Israel on Thursday, after Israeli warplanes attacked terror sites inside the Gaza Strip, the army said.The first, which landed in an open field on Thursday morning, was claimed by the Popular Resistance Committees in a statement sent to AFP.A second fell during the afternoon, the military said, reporting no injuries or damage in either case.Overnight, Israeli warplanes targeted terror sites in central and northern Gaza in retaliation after rockets were fired across the border on Wednesday.Israeli air force aircraft targeted a terror activity site in the central Gaza Strip, and a terror tunnel in the northern Gaza Strip,a military statement said, indicating it was a response after five rockets landed in Israel, none of which caused any damage or injuries.

PYONGYANG, North Korea (AP) — North Korea prepared for another day of mourning Thursday for late leader Kim Jong Il after an emotionally charged funeral that left millions of people wailing in grief in a ceremony that cemented his youngest son as his successor.Kim Jong Un, the country's next leader, was head mourner Wednesday on a bitter, snowy day in Pyongyang, walking with one hand on the black hearse that carried his father's coffin on its roof, his other hand raised in salute, his head bowed against the wind.At the end of the 2 1/2-hour procession, rifles fired 21 times as Kim Jong Un stood flanked by the top party and military officials who are expected to be his inner circle of advisers. Kim then saluted again as goose-stepping soldiers carrying flags and rifles marched by.Although analysts say Kim Jong Un is on the path toward cementing his power and all moves in North Korea so far point in that direction — from titles giving him power over the ruling party and military and his leading position in the funeral procession — his age and inexperience leave questions about his long-term prospects. Whereas his father was groomed for power for 20 years before taking over, the younger Kim has had only about two years.

He also faces the huge challenges of running a country that struggles to feed its people even as it pursues a nuclear weapons program that has earned it international sanctions and condemnation.

Kim Jong Il — who led with absolute power after his father Kim Il Sung's death in 1994, through a famine that killed hundreds of thousands and the pursuit of nuclear and missile programs — died of a heart attack Dec. 17 at age 69.Mourners in parkas lined the streets of Pyongyang on Wednesday, waving, stamping and crying as the convoy bearing his coffin passed. A large challenge for North Korea's propaganda apparatus will be to counter the public's perception that the new leader is a spoiled child of privilege,said Brian Myers, an expert on North Korean propaganda at Dongseo University in Busan, South Korea.Having Kim Jong Un trudge mournfully next to the hearse in terrible weather was a very clever move, Myers said.Even as North Koreans mourned the loss of the second leader the nation has known, the transition of power to Kim Jong Un was well under way. The young man, who is in his late 20s, is already being hailed by state media as the supreme leader of the party, state and army.Kim wore a long, dark overcoat Wednesday as he strode alongside his father's hearse accompanied by top party officials behind him and key military leaders on the other side of the limousine — a lineup that offered a good look at who will be the core leadership in North Korea.North Korea now turns to Thursday's memorial ceremony. Although there will be tributes to Kim Jong Il, the country will be turning toward Kim Jong Un, analysts said.The message will be clear: Kim Jong Un now leads the country, and there is no alternative,said Kim Yeon-su, a North Korea expert at the state-run Korea National Defense University in South Korea.There will also be more attention paid to the inner circle forming around Kim Jong Un.

BEIJING (AP) — China plans to launch space labs and manned ships and prepare to build space stations over the next five years, according to a plan released Thursday that shows the country's space program is gathering momentum.China has already said its eventual goals are to have a space station and put an astronaut on the moon. It has made methodical progress with its ambitious lunar and human spaceflight programs, but its latest five-year plan beginning next year signals an acceleration.

By the end of 2016, China will launch space laboratories, manned spaceship and ship freighters, and make technological preparations for the construction of space stations, according to the white paper setting out China's space progress and future missions.China's space program has already made major breakthroughs in a relatively short time, although it lags far behind the United States and Russia in space technology and experience.The country will continue exploring the moon using probes, start gathering samples of the moon's surface, and push forward its exploration of planets, asteroids and the sun.It will use spacecraft to study the properties of black holes and begin monitoring space debris and small near-Earth celestial bodies and build a system to protect spacecraft from debris.The paper also says China will improve its launch vehicles, improve its communications, broadcasting and meteorological satellites and develop a global satellite navigation system, intended to rival the United States' dominant global positioning system (GPS) network.China places great emphasis on the development of its space industry, which is seen as a symbol of national prestige.Its space principles — including peaceful development, enhancing international cooperation and deep space exploration — are largely unchanged from its previous two documents detailing the progress of China's space missions, released in 2000 and 2006.In 2003, China became the third country behind the U.S. and Russia to launch a man into space and, five years later, completed a spacewalk. China always adheres to the use of outer space for peaceful purposes, and opposes weaponization or any arms race in outer space,Thursday's white paper states.The Chinese government's policy is to reinforce space cooperation with developing countries and value space cooperation with developed countries. It is secretly using a temporary U.S. dollar liquidity swap arrangement with the ECB and the central banks of Canada, England, Switzerland and Japan.The Fed’s latest actions in cooperating with foreign central banks to undertake liquidity swaps of dollars for foreign currencies is another reason why Congress needs enhanced power to oversee and audit the Fed,writes Ron Paul. Under current law Congress cannot examine these types of agreements. Those who would argue that auditing the Fed or these agreements with central banks harms the Fed’s independence should reevaluate the Fed’s supposed independence when the Fed bails out Europe so soon after President Obama promised US assistance in resolving the Euro crisis.

The Fed has a reputation for secrecy. Bloomberg News sued the cartel to obtain information on its emergency programs during the 2007 to 2009 financial crisis. Bloomberg, however, excluded foreign-currency liquidity swaps because names of commercial banks that borrowed under the program were disclosed to the public.The latest action by the Fed reveals that fiat money created out of thin air is the problem.
