Jerusalem Teen Stabbed on Sabbath in Ramot-A teenage boy was stabbed by a terrorist Saturday in the Jerusalem neighborhood of Ramot. Police are hunting the attacker.By Chana Ya'ar First Publish: 10/22/2011, 7:26 PM

An 18-year-old boy was stabbed on Saturday afternoon by a terrorist in Jerusalem's Ramot neighborhood.Medics from the Magen David Adom emergency rescue service treated the youth at the scene before rushing him to Hadassah Ein Kerem Medical Center in the capital city.The youth was stabbed twice, in the stomach and back. He is currently sedated and is on a respirator, unable to breathe on his own.Police have launched a manhunt for the terrorist. A dragnet has been thrown around the area and a helicopter is scanning the city.Tzion Regional Commander Chaim Blumenfeld said the terrorist fled across the nearby riverbed, towards the village of Beit Iksa. Blumenfeld said police spoke with eyewitnesses and gathered evidence at the scene of the attack.Last week the IDF's Kfir Brigade foiled an attempted stabbing attack at the Gush Etzion junction by a young Palestinian Authority Arab woman.The would-be stabber raced towards the bus stop, pulling out a knife and shouted, Allahu Akbar (G-d is Great) and Death to the Jews! One of the soldiers guarding the intersection spotted the woman, pointed his gun at her and shouted in Arabic at her to halt, prompting the would-be murderer to throw down her knife and lay down on the ground.No one was injured in the incident, which came the day after 477 PA Arab terrorists were freed in exchange for the release of IDF soldier Gilad Shalit by the Hamas terrorist rulers of Gaza. Shalit, who was held hostage for more than five years, has since returned home with his parents.

According to Bloodberg, A shuffle of the 15-member United Nations Security Council could impact Palestinian Authority chairman Mahmoud Abbas' statehood bid at the world body.PA officials have said at least eight council members - Russia, China, Gabon, Nigeria, South Africa, Brazil, Lebanon and India - will vote Yes.Nine votes - including positive recommendations from all five permanent members - are needed for Abbas' application for membership as a member state to be passed to the General Assembly.But on January 1 the 193-country General Assembly will replace five of the ten rotating members of the Security Council. An unopposed Guatemala will receive the Latin American seat, replacing Brazil.This election won’t help the Palestinian cause,Jeff Laurenti, a UN analyst at Century Foundation, told Bloomberg. Guatemala will be in favor of everything Palestinian until the Americans tell them otherwise. They can be persuaded to abstain.That cloudy forecast may lead PA officials to push for a vote as soon as the Security Council reconvenes to discuss Abbas' bid on Nov. 11.

Any member of the 15-member council member can call for a vote within 24 hours at any time. Lebanon, as the only Arab member, is the most likely candidate.Adding to the pressure to act is a deadline set by Quartet mediators to renew negotiations, which PLO officials have obdirately refused, saying Israel must first accept the pre-1967 lines as a basis for talks and re-freeze construction in Judea, Samaria, and the parts of Jerusalem united with Israel after 1967.Israel, which has agreed to the Quartet proposal to renew talks with a goal of a final status agreement by December 2012, has refused preconditions saying it froze construction previously to satisfy an identical demand by PA officials to bring them back to the table only to be met with more preconditions - and the present unilateral bid at the UN.Adding to the complications is this week's exchange of 1,207 Israeli security prisoners - some 450 of them terrorists - for Gilad Shalit. Youth from Beit Shemesh and Beit El decided to use their Simchat Torah vacation to bring joy to others as well this year.Instead of spending the holiday at home, hundreds camped out in community centers in order to celebrate with struggling Jewish communities in Israel’s north.Two main destinations were the city of Natzrat Illit and the Hadar neighborhood of Haifa. Both communities are home to many immigrants to Israel and growing Arab populations, and have seen their religious populations dwindle in recent decades; both are also home to Garin Torani groups - young national religious couples who move as a group to towns where they work hard to raise the level of religious and general education and run social welfare programs, such as clubs to keep youth off the streets.Teenagers from the Ichud Leumi (National Union) youth groups and the Ariel youth group in Beit Shemesh spent the day in Natzrat Illit, where they joined in traditional dancing and song at local synagogues. Residents were thrilled to see them, they reported; many of the teens were stopped at random in the street by locals seeking to shake their hands and thank them for coming.

Many local residents told the youth that their presence encouraged them to remain in Natzrat Illit despite recent difficulties.On Thursday evening, more than 2,000 people – hareidi, religious-Zionist and secular – turned out for a second round of hakafot dancing in the streets of the city.Similar scenes were seen in Haifa, where teenagers from the Beit El yeshiva and from various youth groups flooded local synagogues that often struggle to find a minyan (prayer quorum of ten) and filled them with joy and song.Hundreds joined the enthusiastic second hakafot celebration held Thursday at the local Gan Binyamin Park. Yoni was commander of the Sayeret Matkal elite IDF commando unit and was killed in the raid that freed the hostages of an Air France flight forced to land in Entebbe, Uganda, in 1976. At the time, Israel refused the demands of the terrorists to free prisoners in exchange for the hostages.

Channel 2 TV reported over the holiday that the Shamgar Committee called for tough guidelines that would limit the freedom of governments to use their own judgment in future negotiations over abducted citizens.The members of the committee are to meet next week with the officials who negotiated Glad Shalit's release. They will question the negotiating team, which was led by David Meidan, and receive their recommendations and conclusions.

Demos spokesperson Jamie Bartlett tells Alex that his work in teaching schoolchildren to be more critical of potential misinformation on the Internet has been mischaracterized. Barlett insists that critical thinking is key before trusting any source– and obviously this is vital… but at the same time, this gentleman makes clear that he’s quite convinced there’s no fire to the numerous smoke signals surrounding 9/11, 7/7 and many other conspiracy theories. Instead, he defers in many instances to the experts who’ve often uncritically regurgitated official explanations, insisting that he doesn’t feel qualified to explain (or perhaps allow himself to admit to) inconsistent evidence for himself. How can we ever know the truth when official mouthpieces and self-appointed experts shut out other qualified voices (take Architects & Engineers for 9/11 Truth as a prime example)? Bartlett was, however, very courteous in trying to set the record straight from his perspective and this is not meant to convey a personal attack. Yet the fact that his group seeks to steer impressionable minds away from such alternative information is very troubling and dangerous. There is an agenda to undermine such unofficial accounts. Take for example White House Information Czar Cass Sunstein, who has openly advocated infiltrating and undermining conspiracy theories in attempt to counter information that doesn’t fit establishment positions.

Key elements of a comprehensive solution to the eurozone crisis are coming together amid an unprecedented series of meetings and summits in the European capital.Eurozone finance ministers have signed off on the delivery of the latest tranche of bail-out cash to Greece and the gulf in positions between the bloc’s two largest economies, France and Germany, is beginning to close.Following the Greek government’s passage of new austerity measures on Thursday defying a two-day general strike and violent protests, eurozone finance ministers meeting in Brussels gave the green light to the dispersal of €8 billion in rescue funds to Athens, a sum that should be paid out in the first two weeks in November so long as the International Monetary fund, responsible for a third of the sum, agrees.Ministers also appear to be closing in on a figure for the scale of the recapitalisation of the bloc’s troubled banks, the subject of discussions amongst all 27 of the EU’s finance ministers on Saturday.Europe’s banks will require a buttress of around €100 billion, according to officials, half the figure earlier mooted by the IMF but slightly up on the €80 billion estimated by the European Banking Authority.Financial institutions must first attempt to raise capital from the markets before turning to bail-outs from national governments. Only when governments are unable to meet such a call would the eurozone’s rescue fund, the European Financial Stability Facility be tapped.Worries remain however that in order to meet a target of increasing core tier one capital ratio to nine percent may simply tighten the bankers’ taps, already reluctant to lend in a weak economic climate.No official announcement of the sums is expected before other crisis response issues are resolved however.

On the scale of a write-down on Greek debt, bond holders may be forced to swallow losses of between 50 and 60 percent. Without such haircuts, the country will require ever larger bail-outs from the eurozone to keep afloat.A report on the ability of the debt-strangled country to pay back its creditors from the European Commission, the ECB and the IMF on Friday explored a series of three different options that could reduce the country’s debt pile to a more sustainable level. To bring Greece’s public debts down to 110 percent of GDP, investors would have to accept a cut of 60 percent on the value of their holdings.However, the IMF and the ECB are at loggerheads over such an option. The report itself contained a footnote declaring the ECB to have opposed including the scenarios in the document.The IMF is thought to favour bigger write-downs while the ECB fears the potential fall-out in the markets from the imposition of such heavy losses and is believed to be arguing instead for more severe austerity.Meanwhile, deep divisions between Paris and Berlin over how to strengthen the region’s rescue fund, the EFSF, are closing as the number of options on the table are reduced.France had wanted to turn the EFSF into a bank, allowing it to tap ECB funds, but Paris has begun to back down on the plan as the commission, the central bank and Berlin contended that there was no legal way such a move could be made without a treaty change.French finance minister Francois Baroin late on Friday indicated that leveraging the EFSF via the ECB was no longer a key part of the talks.Germany for its part favours a scaling up of the rescue fund via a type of insurance scheme in which the EFSF could guarantee perhaps 20 percent of fresh debt issues, a move that could extend the facility’s firepower by three to five times, to some €1 trillion.Italy and Spain are thought to be opposed to such a plan, however, worried that those bonds issued with some form of EFSF guarantee would be favoured by investors over government debt products that did not require such backing.Separately on Friday, rating agency Standard & Poor’s warned that if the eurozone tipped over into recession, it would cut the credit rating of France and four other states.

German Chancellor Angela Merkel and French President Nicolas Sarkozy are meeting Saturday evening ahead of further talks with the EU presidents, Herman van Rompuy and Jose Manuel Barroso. EU economic and monetary affairs commissioner Olli Rehn and IMF chief Christine Lagarde will also attend the meeting expected late Saturday night.A full EU summit of the bloc’s premiers and presidents and a eurozone summit of the single currency area’s leaders on Sunday is not expected to produce any final conclusions however, as German MPs are required to give their assent before Berlin can sign off on any new pact.As a result of the delay, yet another eurozone summit is to be held on Wednesday, where markets and foreign governments expect a comprehensive solution to the worst crisis in the European Union’s history to be delivered lest the eurozone crisis tip the world economy over into a second recession.

Cameron faces tricky EU vote on Monday

British Prime Minister David Cameron has so far managed to keep his party’s tortured relationship with the EU in the background but a motion for an EU referendum looks set to change this.On Monday (24 October), the House of Commons will hear a motion to hold a three-way referendum on Britain's relationship with the EU by May 2013.Put forward by Conservative MP David Nuttall, it suggests that Britons should be asked whether their country should stay in the EU, leave it, or renegotiate its membership.
It’s 36 years since we last had a referendum on the European union and it wasn’t the European Union in those days. It was the European Economic Community. Since then it has changed it has changed out of all recognition in terms of its size its scope and it powers,Nutall told this website.His move has caused major ripples in the Conservative Party and beyond, and directly challenges Cameron's attempt to deflate the ultra eurosceptic wing of his party by vowing not to allow any more power to be handed over to Brussels and to repatriate powers sometime in the future.Originally scheduled for Thursday, the debate on the motion has been brought forward to Monday to give Cameron a chance to address his backbenchers directly, before heading away on a foreign trip.

In a sign of the nervousness in the cabinet, the BBC reports that Conservative MPs may face a three-line whip, meaning they would have to follow the party line or resign from their posts.This appears to have stoked rebellion further.Some things are more important than party preferment,said Conservative MP Stewart Jackson, who indicated he will vote in favour of the motion even it means he will lose his job as a parliamentary private secretary.The motion is non-binding on the government. But even if it is not carried, as is likely, Cameron may find it difficult to continue with his policy of steering his party away from talking about the EU.Andrew Duff, a UK Liberal MEP, says the motion shows the EU is back big time for the Conservatives.

It is a sign that the Tory party is more aggressively eurosceptic than before and a lot more organised than it has been in the past, he says.Duff also believes it is an indication that anti-EU sentiment has moved from being fairly marginal to the more mainstream part of the party.The motion comes on the back of a petition with a 100,000 signatories handed into Downing Street last month.EU relations have moved up the Tory political agenda in Britain partly as a result of a feeling of vindication that the country never joined the single currency, but also anger that it still has to contribute to bailing out the eurozone's troubled members through its participation in the IMF.Meanwhile, other aspects of its relations with Brussels have long riled the Conservative rank and file. Most contentious are EU social and employment laws, regularly held up as an example of unnecessary interference from Brussels.In many ways the EU touches invisibly on all sorts of aspects of life now. It is this that I think is causing the euroscepticism to grow, says Nuttall, although he admits people don't raise the EU very often on the doorstep.Cameron has in the past tried to draw a line under the debate by authorising Conservative MEPs to leave the federalist European People's Party group to form their own eurosceptic group in the European Parliament. A just-published draft EU bill, drawn up by his government, contains a sovereignty clause that would make it obligatory to hold a referendum on all future EU treaty changes.The prime minister has also recently argued that he does not want Britain to leave the EU and that now is not the time - mid euro-crisis - to renegotiate the terms of the country's membership.But the question may be on the table sooner rather than later despite his efforts, as Germany and others make a strong case for re-opening the treaty to tighten up economic governance rules.

EU to hold second summit next week

European leaders are to have a second summit on the eurozone crisis, most likely on Wednesday (26 October), amid Franco-German discord on a series of key issues to do with solving the single currency's problems.A joint statement by Paris and Berlin, released late Thursday evening, said that all the elements of the planned global and ambitious response to the eurozone crisis would be examined in a profound manner on Sunday.Decisions, however, will only be taken during the second meeting at the latest on Wednesday.The two-step approach - which runs the risk of turning the Sunday meeting into a damp squib gathering - comes after deep disagreement between Paris and Berlin on several fronts, including on how to provide sufficient additional resources to the eurozone bailout fund to stop contagion spreading to Italy; how to recapitalise European lenders and the extent to which private investors should be forced to write down Greek debt.In their statement, President Nicolas Sarkozy and Chancellor Angela Merkel said that the response to the crisis would include the operational implementation of the recently-boosted bailout fund, the European Financial Stability Facility (now able to inject capital into banks and purchase bonds); a plan to increase the capital of European banks and strengthening economic governance in the eurozone.However, there is no mention of increasing the firepower of the bailout fund nor of how to deal with Greek debt.Recent days have exposed profound differences between the two sides on how to deal with the two issues. France, whose banks are greatly exposed in Greece, has been reluctant to accept a push by Germany that private investors take a 50-60% haircut on Greek debt.

Meanwhile Germany has been opposed to France's idea to link the EFSF to the European Central Bank, which would theoretically give it an unlimited supply of money.In addition, disagreements have stretched the self-imposed timetable of finding a solution to all of these problems during Sunday's summit to breaking point.It meant that Chancellor Merkel was unable to present plans to the parliament before heading to Brussels, a requirement recently laid down by the country's highest court.The extra days give the chancellor time to talk to German MPs, many of whom are strongly sceptical about recent moves to help troubled eurozone countries.EU summit to be held in two stages. EU officials welcome news of Gaddafi's death

Top EU officials Herman Van Rompuy and Jose Manuel Barroso have unequivocally welcomed reports that former Libyan leader Colonel Gaddafi is dead.Often criticised for reacting late to world events and mired in the gloom of the euro crisis, the two men in a joint statement published amid breaking news of the killing said: The reported death of Muammar Gaddafi marks the end of an era of despotism and repression from which the Libyan people have suffered for too long and called for a process of national reconciliation.They were pipped to the post only by Gaddafi's one-time friend, Italian leader Silvio Berlusconi, who one hour earlier said: The war is over and quoted a latin proverb sic tranist gloria mundi, meaning so passes the glory of this world.British leader David Cameron later added: I'm proud of the role Britain has played and I pay tribute to the bravery of the Libyans who helped liberate their country.French defence minister Gerard Longuet noted: If it's confirmed, it's a good outcome.The confirmation came at around 5pm Tripoli time from the leader of the rebel council, the TNC. We have been waiting for this moment for a long time. Muammar Gaddafi has been killed, Mahmoud Jibril told a press conference in the Libyan capital.The Qatari-based TV station Al Jazeera also published video footage of what looks like Gaddafi's half-naked and blood-stained corpse being tugged left and right by rebels in the street.A diplomat from one Nato country hit a note of caution.

He was later found trying to hide in a concrete pipe, in an end reminiscent of the late Iraqi dictator Sadam Hussein. But it is unclear if he died from Nato-inflicted wounds or from rebel bullets.A ministry of defence spokesman in London told the BBC: The convoy was targeted on the basis that this was the last of the pro-Gaddafi forces fleeing Sirte.If Nato did kill Gaddafi, it will be grist for the mill of its critics, such as Russia, which has complained since the Western war effort began in March that the West is exceeding its UN mandate of protecting civilians.Russian President Dmitry Medvedev said on Thursday at a press briefing with visitng Dutch leader Mark Rutte in Moscow: We hope that there will be peace in Libya, and that all those who are governing the [Libyan] state, different representatives of Libyan tribes, will reach a final agreement on the configuration of power and Libya will be a modern democratic state.

As politicians in Western capitals were taking quiet pleasure in the capture and killing of Colonel Muammar Gaddafi yesterday, opinions elsewhere were divided.In Moscow, Foreign Minister Sergei Lavrov said that the Geneva Conventions had been breached with the killing of Colonel Gaddafi.We have to lean on facts and international laws, Mr Lavrov said.They say that a captured participant of an armed conflict should be treated in a certain way. And in any case, a prisoner of war should not be killed.Russia has been critical of Nato military action in Libya, saying that it has gone well beyond the stated mission of saving civilian life. The main concern for Moscow now is whether the new Libyan authorities will honour contracts signed by the Gaddafi regime. As well as the oil and arms trade, Russian Railways had secured a £2bn contract to construct a railway line between Sirte and Benghazi. Moscow recognised the National Transitional Council as the official government of Libya last month and said it expected all existing contracts to be honoured.China, which like Russia abstained in the Security Council vote on whether to use force against Colonel Gaddafi's troops, was quicker yesterday to change its tune. Beijing initially refused to support the rebels and had been highly critical of the bombing campaign. But as realities on the ground altered, in recent weeks the Chinese government had started to engage with the rebel movement.A new page has been turned in the history of Libya, a foreign ministry spokeswoman, Jiang Yu, said yesterday. We hope Libya will rapidly embark on an inclusive political process ... and allow the people to live in peace and happiness,she said.A sign of the official policy change could be discerned in the language that Chinese state media used to refer to Colonel Gaddafi. Newspapers and agencies run by the state, which had previously referred to a Middle East strongman, had yesterday made a small but significant change to their phrasing, calling him a madman instead.

Reaction from other enemies of the US was varied. Venezuelan President Hugo Chavez described the dead dictator as a martyr, while Iran's foreign ministry tried to banish any parallels between the Libyan revolution and anti-government protests at home. Despots and oppressors throughout history have no fate other than destruction and death,a spokesman said. He called Colonel Gaddafi's killing a great victory but added that all foreign forces must now pull out of the country.And the eccentric Russian politician Kirsan Ilyumzhinov, who is also the head of the World Chess Federation, said that Colonel Gaddafi's death was a tragedy but that he died as a martyr and would be reincarnated.Mr Ilyumzhinov made a surreal mission to Tripoli in June, where he met with Colonel Gaddafi as an unofficial mediator and played a game of chess with him. Yesterday, he said in a Russian newspaper interview that he had spoken to the Libyan leader numerous times on the phone since. He claimed that Colonel Gaddafi had not been scared of death: "Not a bit! He believed in reincarnation.
