As most of you know the federal reserve was established 12/23/1913. The term of this charter is 100 years. Supposedly according to leap years this charter is to end on that magical Mayan date. Some say the date is 2013, I know the math is funny.

Iran assails two-state solution for Palestinians

BERLIN (AP) — German Chancellor Angela Merkel has told Israeli Prime Minister Benjamin Netanyahu that the decision to green-light new Jewish housing units in east Jerusalem has raised doubts that the Israeli government is interested in starting serious negotiations with the Palestinians, her spokesman said Friday.Steffen Seibert said in a statement that Merkel called Netanyahu to tell him it is now necessary to dispel those doubts.Seibert said Merkel told Netanyahu it is important to start negotiations as soon as possible on a two-state solution and that in the meantime both sides must refrain from provocative acts.Germany enjoys close relations with both Israel and the Palestinians, and has been frequently involved in acting as a neutral party to help negotiations between the two sides.Merkel has also been a strong supporter of the need for a negotiated two-state solution.But in the latest setback, Israel announced Tuesday that it has approved the new construction in the Jewish neighborhood of Gilo in southeast Jerusalem. China vows to punish posters of Internet rumors

BEIJING (AP) — China is vowing anew to punish people who post rumors and falsehoods on the Internet as the government tries to rein in forums that have increasingly become sources of debate and criticism.A spokesperson for the State Internet Information Office, a regulatory body under China's Cabinet, said in a statement released late Friday that Internet rumors and hoaxes were malignant tumors that harm social stability. The unnamed spokesperson's statement, which was carried by the official Xinhua News Agency, called on Internet users to abide by laws and stop spreading rumors, and urged websites to up their policing of content.Drawing the spokesperson's particular ire were the salacious, sarcastic postings on the popular Twitter-like Sina Weibo service that purported to be from a 22-year-old prostitute but were really posted by a 31-year-old male editor. Xinhua said the prostitute's diary account attracted more than 250,000 followers before the author's true identity was discovered and the account shut down.Social media sites that are platforms for users to generate content are posing a challenge for China's authoritarian government, which is used to controlling what media tell people. After a crash on the showcase high-speed rail system in July, the government lost control of the message on the Internet, as people questioned, criticized and ridiculed the official response.

Soon afterward, the government began issuing warnings about untrammeled speech on the Internet and the need for companies to remove rumors and false news, which are widely seen as code words for criticisms. Slovakia poses increasing threat to EU bail-out fund

Plans to strengthen the firepower of the eurozone's bail-out fund may be put in jeopardy by Slovakia, where a coalition stalemate is prompting the government to consider asking for a special derogation.Last in line to vote, Slovakia's parliament is supposed to pass two pieces of legislation - one agreeing the framework of the new fund and a second piece that would formally raise Bratislava's guarantees from €4.4 billion to €7.7 billion.However, the junior ruling coalition party Freedom and Solidarity remain steadfastly opposed to raising the country's contribution, depriving the centre-right Christian Union party of Prime Minister Iveta Radicova of the necessary threshold of votes.According to sources in Bratislava, the government is now looking to see if it can secure a formal declaration on its contribution, understood to mean that Slovakia's money would be ring-fenced.But Brussels on Friday (30 September) promptly dismissed the hoped-for exit route, reminding Slovakia that it fully signed up to a 21 July agreement of EU leaders that would increase the fund to €440 billion, and each participating country's share in it.Other member states, when the political reality was very difficult, voted and ratified the agreements concerning the enhancement of the EFSF, said the European Commission's economic affairs spokesperson, making a special reference the eurozone's paymaster Germany, which on Thursday agreed to raise it share of guarantees from €123 bllion to €211 billion.He noted that the euro has been very beneficial for Slovakia and that it is in the selfish interest of Slovak citizens and politicians to have the changes greenlighted.The spokesperson also rejected the notion that Brussels was considering some sort of contingency plan. Slovakia's EU commissioner Maros Sefcovic, currently on a trip to his home country, said he was convinced that that the solution being considered by the government would be hardly acceptable for our partners.The enhanced fund, whose new rules would allow it to buy the debt of eurozone countries, capitalise troubled banks and give pre-emptive credit lines to governments, needs to be approved by all 17 eurozone states.Slovakia, where political debate has focussed on the justification for per capita poorer Slovaks bailing out richer Greeks, emerged almost immediately as the country likely to have the most profound problems.The Slovak debate is likely to make markets even more sceptical about the eurozone's political willingness to take all necessary measures to save the single currency.The €440 billion is already viewed as far too small to deal with possible contagion to Spain and Italy and the Europe's under-funded banks, with informal talks already underway to leverage the fund to give it a credit capacity of €2 trillion.

EU leaders have promised authoritarian Belarus President Alexander Lukashenko $9 billion if he frees political prisoners and holds normal elections.Polish Prime Minister Donald Tusk unveiled the offer at a press event at an EU summit with post-Soviet countries in Warsaw on Friday (30 September). The money would come in the form of loans from two EU banks, the EIB and EBRD, and from the International Monetary Fund in Washington. Lukashenko would not have to step down as part of the deal. But he would have to free political prisoners and, later on, hold EU-and-US-recognised elections, which would most likely see him ejected.For the first time we see a situation in which the EU, very decisively and in a spirit of solidarity, makes help for Belarus conditional on tangible changes. These are not radical changes. This is the bare minimum that any European person expects, Tusk said.The EU's offer comes amid an economic crisis in the former Soviet republic. But Lukashenko has shown no interest so far.He refused to send an ambassador to join the 25-or-so EU and post-Soviet leaders in Warsaw. The Poles set up an empty chair and a Belarus name tag to symbolise their invitation despite his snub.

The last time the EU proposed money for reforms - $3 billion in December - Lukashenko reacted with a massive crackdown on opposition, which saw police manhandle EU ambassadors on the streets of Minsk. The last time the IMF lent him money to stabilise the rubel, he spent part of it on bigger wages for officials in the run-up to elections.EU countries in Warsaw also signed a declaration condemning repression in Belarus. Earthquakes Can Ravage Coral Reefs, Study Reveals

Coral reefs are plagued by a long list of problems that can injure the fragile ocean ecosystems: Ocean acidification due to global warming, plankton blooms, emerging diseases, pollution and overfishing. Researchers have now added one more to that list: earthquakes.Just as earthquakes can cause devastation on the ground, they can also be catastrophic underwater, a new study has found.In May 2009, a 7.3 magnitude earthquake hit the western Caribbean, causing avalanches in half of the lagoonal reefs in Belize studied by Richard Aronson, head of the department of biological sciences at the Florida Institute of Technology. It was, however, not the first event to wipe out large portions of the reef.Aronson and his team have been studying the same 144-square-mile (373 square kilometers) area for more than 20 years and their data provide insight on how to better manage the world's reefs to protect them from disasters, both natural and manmade.You can't say, we can develop this coastline and leave this one area as an example of coral reef or intertidal habitat, Aronson told OurAmazingPlanet.Because if something bad happens, then you have nothing.

Series of unfortunate events

The coral reefs along the shelf lagoon in Belize are estimated to be about 8,000 to 9,000 years old, based on Aronson's work. For at least half of that time, staghorn coral dominated the mixture of coral species, until 1986, when white-band disease ripped through seas and oceans, killing many reefs. With 99 percent of the staghorn coral gone, lettuce coral came in throughout the next decade.Then the episodic El NiƱo–Southern Oscillation came along in 1998, and the warmer waters it brought to the region bleached the coral — bleaching is a process where coral's symbiotic algae are expelled, turning it white.The reefs were already weakened from these two events, and to make matters worse, the particular reef Aronson studied is uncemented, meaning it's not securely fastened to the lagoon walls as most other reefs are. Then, in 2009, the earthquake hit.The surface just slabbed off,Aronson said, likening it to an avalanche in a ski bowl. He and his team estimated that a similar event occurred about 2,000 to 4,000 years before, and it took that long for the reef to fully recover. By happenstance we have all of these unprecedented things going on at the same time,he said.

Coral conservation

The reef will return, but it is tough to say what it will be made of and if the former dominant species will come back. There are some juvenile lettuce corals in deeper water, so Aronson said that it's possible they will provide the seed for new corals. Canadian Arctic nearly loses entire ice shelf

TORONTO (AP) — Two ice shelves that existed before Canada was settled by Europeans diminished significantly this summer, one nearly disappearing altogether, Canadian scientists say in new research.The loss is important as a marker of global warming, returning the Canadian Arctic to conditions that date back thousands of years, scientists say. Floating icebergs that have broken free as a result pose a risk to offshore oil facilities and potentially to shipping lanes. The breaking apart of the ice shelves also reduces the environment that supports microbial life and changes the look of Canada's coastline.Luke Copland is an associate professor in the geography department at the University of Ottawa who co-authored the research. He said the Serson Ice Shelf shrank from 79.15 square miles (205 square kilometers) to two remnant sections three years ago, and was further diminished this past summer.

Copland said the shelf went from a 16-square-mile (42-square-kilometer) floating glacier tongue to 9.65 square miles (25 square kilometers), and the second section from 13.51 square miles (35 square kilometers) to 2 square miles (7 square kilometers), off Ellesmere Island's northern coastline.This past summer, Ward Hunt Ice Shelf's central area disintegrated into drifting ice masses, leaving two separate ice shelves measuring 87.65 and 28.75 square miles (227 and 74 square kilometers) respectively, reduced from 131.7 square miles (340 square kilometers) the previous year.It has dramatically broken apart in two separate areas and there's nothing in between now but water, said Copland.Copland said those two losses are significant, especially since the Ward Hunt Ice Shelf has always been the biggest, the farthest north and the one scientists thought might have been the most stable.
Recent (ice shelf) loss has been very rapid, and goes hand-in-hand with the rapid sea ice decline we have seen in this decade and the increasing warmth and extensive melt in the Arctic regions, said Ted Scambos, lead scientist at the National Snow and Ice Data Center at the University of Colorado, remarking on the research.

Copland, who uses satellite imagery and who has conducted field work in the Arctic every May for the past five years, said since the end of July, pieces equaling one and a half times the size of Manhattan Island have broken off. Co-researcher Derek Mueller, an assistant professor at Carleton University's geography and environmental studies department, said the loss this past summer equals up to three billion tons. Copland said their findings have not yet been peer reviewed since the research is new, but a number of scientists contacted by The Associated Press reviewed the findings, agreeing the loss in volume of ice shelves is significant.Scambos said the loss of the Arctic shelves is significant because they are old and their rapid loss underscores the severity of the warming trend scientists see now relative to past fluctuations such as the Medieval Warm Period or the warmer times in the pre-Current Era (B.C.).Ice shelves, which began forming at least 4,500 years ago, are much thicker than sea ice, which is typically less than a few feet (meters) thick and survives up to several years.Canada has the most extensive ice shelves in the Arctic along the northern coast of Ellesmere Island. These floating ice masses are typically 131 feet (40 meters) thick (equivalent to a 10-story building), but can be as much as 328 feet (100 meters) thick. They thickened over time via snow and sea ice accumulation, along with glacier inflow in certain places.The northern coast of Ellesmere Island contains the last remaining ice shelves in Canada, with an estimated area of 217 square miles (563 square kilometers), Mueller said.Between 1906 and 1982, there has been a 90 percent reduction in the areal extent of ice shelves along the entire coastline, according to data published by W.F. Vincent at Quebec's Laval University. The former extensive Ellesmere Island Ice Sheet was reduced to six smaller, separate ice shelves: Serson, Petersen, Milne, Ayles, Ward Hunt and Markham. In 2005, the Ayles Ice Shelf whittled almost completely away, as did the Markham Ice Shelf in 2008 and the Serson this year.

2nd typhoon in week lashes rain-soaked Philippines

MANILA, Philippines (AP) — The second typhoon in a week battered the rain-soaked northern Philippines on Saturday, adding misery to the lives of thousands of people, some of whom were still perched on rooftops from previous flooding.Thousands of people were ordered to evacuate their homes after Typhoon Nalgae slammed ashore south of northeastern Palanan Bay in Isabela province with winds of 100 miles (160 kilometers) per hour and dangerous gusts of 121 mph (195 kph). At least one person was killed in a landslide.The fast-moving typhoon blew westward, barreling across the mountainous regions of Luzon Island. It weakened slightly as it reached the shore of La Union province around 4 p.m. (0800 GMT), about seven hours after it made landfall.Forecasters said it will be over South China Sea by Saturday night and is expected to regain strength over the water as it heads farther west toward Hainan and Vietnam.A landslide in northern Bontoc province smashed into a passenger van on a mountain highway, killing one passenger and injuring another, Civil Defense chief Benito Ramos said.The typhoon took a similar path across areas on Luzon saturated by Typhoon Nesat, which trapped thousands on rooftops and sent huge waves that breached a seawall in Manila Bay. The Office of Civil Defense said the death toll from Nesat has risen to 52 after two more victims drowned in its floodwaters. It said 31 others were missing.

Nesat also pummeled southern China and was downgraded to a tropical storm just before churning into northern Vietnam on Friday afternoon, where flood warnings were issued and 20,000 people evacuated. There were no immediate reports of casualties in Vietnam and the country did not appear to have suffered any major problems.In the Philippines, nearly 400,000 hunkered down in evacuation centers and in homes of relatives and friends along the new typhoon's path. The victims were associates of Maulvi Nazir, a prominent militant commander in the region, according to the officials.South Waziristan was the main sanctuary for the Pakistani and foreign militants until the military launched an offensive there in 2009. The region has also witnessed scores of American drone attacks.

The missile attacks are seen at the most effective weapon Washington has at hitting al-Qaida and Afghan militants like the Haqqanis in the northwest. There were more than 100 such attacks last year; this year there have been around 50.Most have hit targets in neighboring North Waziristan, considering the main militant sanctuary and the base of the Haqqani network. The Pakistani army has refused to launch an operation in North Waziristan despite U.S. demands, leading to speculation that Washington may consider more unilateral options.Sending ground troops in could risk a confrontation with Pakistani soldiers and lead to a rupture in the alliance.Drone strikes are unpopular, but have been tolerated by the Pakistani army.

President Barack Obama authorised the US military to target Awlaki last year, a controversial and legally fraught move in light of his US citizenship. Awlaki had inspired serval audacious attacks in recent years including the 2009 Christmas underwear bomber, an attack in Fort Hood military base by a US army major and the stabbing of Stephen Timms MP.One tribal chief in the area of the attack said that the plane that carried out the strike was likely to be American, adding that US aircraft had been patrolling the skies over Marib for the past several days.
