UNITED NATIONS (AP) — Nearly two decades after embarking on historic peace talks with Israel, Palestinians prepared to sidestep that troubled route on Friday to seek U.N. recognition of an independent state — hoping to leverage this dramatic move on the world stage to realize their dream of an independent homeland.Earlier in the week, Palestinian President Mahmoud Abbas rebuffed an intense, U.S.-led effort to sway him from the statehood bid, saying he would submit the application to U.N. chief Ban Ki-moon as planned. A top aide, Mohammed Ishtayeh, said Thursday that Abbas asked Ban and the Council's Lebanese president this month to process the application without delay.We're going without any hesitation and continuing despite all the pressures, Abbas told members of the Palestinian diaspora at a hotel in New York on Thursday night. We seek to achieve our right and we want our independent state.To be sure, Abbas' appeal to the U.N. to recognize Palestinian independence in the West Bank, east Jerusalem and Gaza Strip would not deliver any immediate changes on the ground: Israel would remain an occupying force in those first two territories and continue to severely restrict access to Gaza, ruled by Palestinian Hamas militants.Beyond that, Security Council action on the membership request could take weeks or months.The strategy also put the Palestinians in direct confrontation with the U.S., which has threatened to veto their membership bid in the U.N. Security Council, reasoning, like Israel, that statehood can only be achieved through direct negotiations between the parties to the long and bloody conflict.Also hanging heavy in the air was the threat of renewed violence over frustrated Palestinian aspirations — perhaps not immediate, because Abbas has vowed to prevent unrest, but possibly down the road if negotiations continue to stall.
Yet by seeking approval at a world forum overwhelmingly sympathetic to their quest, Palestinians hope to make it harder for Israel to resist already heavy global pressure to negotiate the borders of a future Palestine based on lines Israel held before capturing the West Bank, east Jerusalem and Gaza in 1967.In recent weeks, international mediators have been furiously trying to piece together a formula that would let the Palestinians abandon their plan to ask the Security Council for full U.N. membership, and instead make do with the more modest goal of asking a sympathetic General Assembly to elevate their status from permanent observer to nonmember observer state. The other part of that formula would include the resumption of negotiations in short order.The U.S. and Israel have been pressuring council members to either vote against the plan or abstain when it comes up for a vote. The vote would require the support of nine of the council's 15 members to pass, but even if the Palestinians could line up that backing, a U.S. veto is assured.The resumption of talks seems an elusive goal, with both sides digging in to positions that have tripped up negotiations for years. Israel insists that negotiations go ahead without any preconditions. But Palestinians say they will not return to the bargaining table without assurances that Israel would halt settlement building and drop its opposition to basing negotiations on the borders it held before capturing the West Bank, east Jerusalem and the Gaza in 1967.
Israel has warned that the Palestinian appeal to the U.N. will have a disastrous effect on negotiations, which have been the cornerstone of international Mideast policy for the past two decades. Netanyahu, who is to address the General Assembly later Friday, shortly after Abbas makes his own address, opposes negotiations based on 1967 lines, saying a return to those frontiers would expose Israel's heartland to rocket fire from the West Bank.He also fears that if that principle becomes the baseline for negotiations, then Palestinians won't settle for anything less, despite previous understandings between the Palesitnians and previous Israeli governments to swap land where settlement blocs stand for Israeli territory.Talks for all intents and purposes broke down nearly three years ago after Israel went to war in the Gaza Strip and prepared to hold national elections that ultimately propelled Netanyahu to power for a second time. A last round was launched a year ago, with the ambitious aim of producing a framework accord for a peace deal, but broke down just three weeks later after an Israeli settlement construction slowdown expired.Palestinians say they turned to the U.N. in desperation over 18 failed years of peace talks. But Israelis say the Palestinians are to blame for their own predicament and accuse them of going to the United Nations precisely to avoid talks.

Palestinian Authority President Mahmoud Abbas today submitted an application for Palestine to become a United Nations Member State.Mr. Abbas handed over an application to Secretary-General Ban Ki-moon at UN Headquarters in New York this morning. Palestine currently has observer status at the UN.According to the provisions of the UN Charter, the Secretary-General is tasked with verifying any letter requesting UN membership, after which he sends it to the Security Council and the General Assembly.The application is considered by the Council, which decides whether or not to recommend admission to the 193-member Assembly, which has to adopt a resolution for the admission of any new Member State.Later, Mr. Abbas told the Assembly’s annual general debate that Palestine is applying for full membership of the UN, on the basis of the so-called 4 June 1967 borders.Palestine is being reborn. This is my message, he said, adding that he hoped it did not have to wait long for the application to be approved.I call upon Mr. Secretary-General to expedite transmittal of our request to the Security Council, and I call upon the distinguished members of the Security Council to vote in favour of our full membership. I also appeal to the States that have not yet done so to recognize the State of Palestine.In his address to the Assembly, Mr. Abbas said that Israeli Government policies were responsible for the continued failure of the successive international attempts to salvage the peace process.He cited the construction of settlements in the West Bank, the refusal of permits for Palestinians to build in East Jerusalem, and the extensive number of military checkpoints limiting Palestinian movement and the ongoing blockade of the Gaza Strip as examples of such policies.
All of these actions taken by Israel in our country are unilateral actions and are not based on any earlier agreements. Indeed, what we witness is a selective application of the agreements aimed at perpetuating the occupation.He stressed that over the past two years Palestinian authorities have worked hard to implement a programme of building up State institutions, as well as strengthening civil society, increasing government accountability and promoting the participation of women in public life.Meanwhile, the Middle East Quartet – a diplomatic grouping bringing together the UN, the European Union, Russia and the United States – is scheduled to hold a meeting at UN Headquarters later today to discuss the Israeli-Palestinian conflict.
West Bank Palestinians await their UN moment

Palestinians across the West Bank on Friday prepared to celebrate the formal submission of their bid to become a UN member state, despite opposition from Washington and Israel.In city centres, giant television screens were set up so residents could watch Palestinian president Mahmud Abbas deliver a historic address to the UN General Assembly, urging them to back the bid for membership.Palestinians were expected to begin gathering at around 1500 GMT, shortly before Abbas is scheduled to formally submit the bid to UN Secretary General Ban Ki-moon at 1535 GMT in New York.Abbas's address is expected at 1630 GMT, and the Palestinian religious affairs ministry has directed mosques across the West Bank to issue calls thanking Allah and asking him to help president Abbas to fulfil our people's dreams immediately afterwards.
Streets in most of the main towns and cities were strung with Palestinian flags and bunting carrying the logo of the campaign to push for Palestine becoming the UN's 194th member state.In Ramallah, the political capital of the West Bank, many had adorned their cars with the twin flags of Palestine and the 194 campaign, and posters of Abbas were pasted onto walls across the city.Near the Muqataa, the seat of the Palestinian presidency, the flags of the more than 125 nations that have recognised a Palestinian state flew on flagpoles arrayed in a circle around a central Palestinian flag.In the southern city of Hebron, the municipality building was draped with a three-metre (10-foot) poster of Abbas under the heading Palestine 194, and similar decorations were hung in the northern city of Nablus and in Jenin.
State television carried wall-to-wall coverage of the diplomatic drama playing out in New York, interviewing local officials and politicians and running a series of slick adverts backing the UN membership push.One featured a jigsaw puzzle of the globe as depicted in the UN logo -- with a missing piece. From the side of the screen, a piece in the colours of the Palestinian flag flies across and slots into place, completing the puzzle.
The three main Palestinian newspapers also dedicated their front pages to the bid, and the inside pages were dotted with paid adverts from individuals and businesses expressing their support for Abbas and the UN move.The president delivers his speech to the General Assembly and presents a request for recognition of the state of Palestine, read the headline in Al-Quds newspaper, emblazoned over pictures of pro-bid demonstrations.Another cartoon in the paper used the famous image of US soldiers raising their flag during the battle of Iwo Jima, replacing the US flag with the Palestinian one and the soldiers with Palestinians, some in traditional garb.Al-Ayyam's headline read: The president presents a request for full membership for Palestine in front of the world, while on the back, a cartoon showed Abbas at the UN podium shouting into a loudspeaker: Freedom for Palestine.In the Gaza Strip, however, life was continuing as normal with no sign of any activity to mark the UN bid, which has not been backed by the territory's Hamas rulers.

Old NASA satellite to tumble to Earth on Friday

LOS ANGELES (AP) — While North America appears to be off the hook, scientists are scrambling to pinpoint exactly where and when a dead NASA climate satellite will plummet back to Earth on Friday.The 6-ton, bus-sized satellite is expected to break into more than a hundred pieces as it plunges through the atmosphere, most of it burning up.But if you're hoping for a glimpse, the odds are slim. Most sightings occur by chance because the re-entry path can't be predicted early enough to alert people, said Canadian Ted Molczan, who tracks satellites for a hobby.In all his years of monitoring, Molczan has witnessed only one tumble back to Earth — the 2004 return of a Russian communications satellite.It looked like a brilliant star with a long glowing tail, he said in an email.The best guess so far is that the 20-year-old Upper Atmosphere Research Satellite will hit sometime Friday afternoon or early evening, Eastern time. The latest calculations indicate it will not be over the United States, Canada and Mexico during that time.
Until Thursday, every continent but Antarctic was a potential target. Predicting where and when the freefalling satellite will land is an imprecise science, but officials should be able to narrow it down a few hours ahead.While most of the satellite pieces will disintegrate, 26 large metal chunks — the largest about 300 pounds — are expected to survive, hit and scatter somewhere on the planet. With nearly three-quarters of the world covered in water, chances are that it will be a splashdown.If the re-entry is visible, it'll look like a long-lived meteor, said Jonathan McDowell of the Harvard-Smithsonian Center for Astrophysics in Cambridge, Mass.Since the dawn of the Space Age, no one has been injured by falling space debris. The only confirmed case of a person being hit by space junk was in 1997 when Lottie Williams of Tulsa, Okla., was grazed in the shoulder by a small bit of debris from a discarded piece of a Delta rocket.The odds of someone somewhere on Earth getting struck by the NASA satellite are 1 in 3,200. But any one person's odds are astronomically lower — 1 in 21 trillion.You're way more likely to be hit by lightning than by the satellite, McDowell said.NASA has warned people not to touch any satellite part they might chance upon. There are no hazardous chemicals on board, but people can get hurt by sharp edges, the space agency said.The U.S. tracks the roughly 22,000 pieces of satellites, rockets and other junk orbiting the Earth. Nowadays, the world is more eco-conscious about what it puts up in space. Modern satellites must be designed to disintegrate upon re-entry or have enough fuel to be nudged into a higher orbit or steered into the ocean.The satellite was launched in 1991 aboard the space shuttle Discovery to study the ozone layer, and back then there was no such rule. NASA used up the remaining fuel to put it into a lower orbit in 2005, setting the stage for its uncontrolled return. It will be the biggest NASA spacecraft to fall uncontrolled from the sky in 32 years.
It's not unusual for space debris to dive back to Earth. NASA's Orbital Debris Program Office estimates that medium-sized junk falls back once a week. Debris the size of the satellite due back Friday occurs less frequently, about once a year.
Harvard's McDowell noted that two massive Russian rocket stages have plunged back this year with little notice.The only reason this is getting attention is because NASA, as a matter of due diligence, put out a press release,he said.

NASA satellite breaks up, plunges back to Earth

CAPE CANAVERAL, Florida (Reuters) - A six-ton NASA science satellite pierced the atmosphere over the Pacific Ocean and fell back to Earth, the U.S. space agency said on Saturday, but it was not yet known where the remains landed.NASA said its decommissioned Upper Atmosphere Research Satellite, which took an unpredictable course as it tumbled through the upper atmosphere, fell to Earth sometime between 11:23 p.m. EDT on Friday and 1:09 a.m. EDT on Saturday.The precise re-entry time and location are not yet known with certainty, NASA said of the 20-year-old satellite.
There were reports on Twitter of debris falling over Okotoks, a town south of Calgary in western Canada, most likely satellite remains.Stretching 35 feet long and 15 feet in diameter, UARS was among the largest spacecraft to plummet uncontrollably through the atmosphere, although it is a slim cousin to NASA's 75-tonnes Skylab station, which crashed to Earth in 1979.Russia's last space station, the 135-tonnes Mir, crashed into the Pacific Ocean in 2001, but it was a guided descent.NASA now plans for the controlled re-entry of large spacecraft, but it did not when UARS was designed.The 13,000-pound (5,897 kg) satellite was dispatched into orbit by a space shuttle crew in 1991 to study ozone and other chemicals in Earth's atmosphere. It completed its mission in 2005 and had been slowly losing altitude ever since, pulled by the planet's gravity.Most of the spacecraft burned up during the fiery plunge through the atmosphere, but about 26 individual pieces, weighing a total of about 1,100 pounds (500 kg) could have survived the incineration.The debris field spans about 500 miles, but exactly where it is located depends on when UARS descended.
With most of the planet covered in water and vast uninhabited deserts and other land directly beneath the satellite's flight path, the chance that someone would be hit by falling debris was 1-in-3,200, NASA said.The risk to public safety is very remote,it said.The satellite flew over most of the planet, traveling between 57 degrees north and 57 degrees south of the equator.UARS was one of about 20,000 pieces of space debris in orbit around Earth. A decommissioned NASA satellite, the biggest piece of US space junk to fall in 30 years, has crash-landed but the precise location is not yet known, the US space agency said early Saturday.NASA has repeatedly said there is only a very remote risk to the public from the 26 fragments of the Upper Atmosphere Research Satellite (UARS) which were expected to survive the fiery re-entry into the atmosphere.The satellite fell back to Earth between 11:23 pm Friday and 1:09 am Saturday (0323-0509 GMT Saturday), but the precise re-entry time and location are not yet known with certainty, NASA said.The Joint Space Operations Center at Vandenberg Air Force Base in California said the satellite penetrated the atmosphere over the Pacific Ocean, it later said, noting the landing site was still not confirmed.On its Twitter feed, NASA said, If debris fell on land (and that's still a BIG if), Canada is most likely area.The two dozen parts of the UARS that may have survived re-entry could weigh anything from two to 350 pounds (1-158 kilograms), the space agency said, and the debris field is expected to span 500 miles (800 kilometers).Earlier, Canada, Africa and Australia had all been named as possible sites for touchdown of debris from the tour-bus-sized UARS.
The tumbling motion of the satellite has made it difficult to narrow down the location. And given that the world is 70 percent water, an ocean landing was considered likely.In the entire 50 plus year history of the space program, no person has ever been injured by a piece of re-entering space debris, said Mark Matney, an orbital debris scientist at NASA.Keep in mind we have bits of debris re-entering the atmosphere every single day.On Friday, a NASA spokeswoman said the US Department of Defense and the space agency were busy tracking the debris and keeping all federal disaster agencies informed.The Federal Aviation Administration issued a notice Thursday to pilots and flight crews of the potential hazard, and urged them to report any falling space debris and take note of its position and time.On Friday, Italy's civil protection agency warned that the probability of a crash in its northern territory had risen from 0.6 to 1.5 percent, and urged residents to stay indoors, on lower floors, preferably near load-bearing walls.Orbital debris experts say space junk of this size from broken-down satellites and spent rockets tends to fall back to Earth about once a year, though this is the biggest NASA satellite to fall in three decades.NASA's 85-ton Skylab crashed into western Australia in 1979.
The surviving chunks of the UARS, which launched in 1991 and was decommissioned in 2005, will likely include titanium fuel tanks, beryllium housing and stainless steel batteries and wheel rims.No consideration ever was given to shooting it down, NASA spokeswoman Beth Dickey said.The craft contains no fuel and so is not expected to explode on impact, and NASA also said on Twitter that talk of flaming space debris was a myth.Pieces of UARS landing on Earth will not be very hot. Heating stops 20 miles up, cools after that, NASA said, adding that UARS contains nothing radioactive but its metal fragments could be sharp.The US space agency has warned anyone who comes across what they believe may be UARS debris not to touch it but to contact authorities for assistance.Space law professor Frans von der Dunk from the University of Nebraska-Lincoln told AFP that the United States will likely have to pay damages to any country where the debris falls.The damage to be compensated is essentially without limit, von der Dunk said, referring to the 1972 Liability Convention to which the United States is one of 80 state signatories.
