Five international central banks have decided to provide special loans of US dollars to European banks in a bid to restore confidence in their ability to survive a Greek default.The European Central Bank (ECB), using dollars swapped for euros from the US Federal Reserve, the Bank of England, the Bank of Japan and the Swiss National Bank will make the loans available at fixed interest rates on a three-month basis in three separate auctions, with the first auction on 12 October.The move was unveiled on Thursday (15 September), the third anniversary of the collapse of the Lehman Brothers bank in 2008, which heralded the start of the global financial crisis.It follows a ratings agency downgrade earlier this week of French lenders Credit Agricole and Societe Generale, as well as an agency warning on BNP Paribas.The three banks have a collective exposure of €42 billion to Greek sovereign bonds, which are rated at junk status. Fears of a Greek default have seen US lenders shut down loan facilities to exposed European banks in recent weeks, creating a potential liquidity crisis.The announcement saw shares in the banks recover a large chunk of losses made earlier in the week and the euro rise almost one percent against the dollar.Speaking at an event in the Woodrow Wilson Center think-tank in Washington on Thursday, the recently-appointed French chief of the International Monteray Fund (IMF), Christine Lagarde, said: We have entered into a dangerous phase of the crisis.

I believe there is a path to recovery, much narrower than before, and getting narrower. To navigate it, we need strong political will across the world, she added. Weak growth and weak balance sheets - of governments, financial institutions, and households - are feeding negatively on each other, fueling a crisis of confidence and holding back demand, investment, and job creation.For his part, ECB head Jean-Claude Trichet told a meeting of the Eurofi Financial Forum think-tank in Wroclaw, Poland: We avoided a dramatic economic depression in the autumn of 2008 - following the collapse of Lehman Brothers three years ago to this very day. No one would lend them money for a long time, he explained.Analysts see the move as a clear sign that Greece is on the ropes despite two EU and IMF bail-outs, however.If Greece were to default, an announcement that there would be unlimited liquidity available from central banks is one of the things you would want to have in place beforehand, Nick Parsons, head of strategy at National Australia Bank told The Guardian.EU finance ministers and US treasury chief, Tim Geithner, are on Friday to hold a closely-watched informal meeting in Poland, the current EU presidency country.Financial newsire Reuters cited an EU official as saying that Geithner will recommend the EU's €440 billion bail-out fund, the EFSF, should be used as collateral to enable the ECB to buy more weak eurozone government bonds on the model of the so-called Talf fund set up by the US in 2008, which has helped US banks to keep lending money.Geithner will probably insist on the importance of leverage to have more funds to ringfence the big Europeans, Italy and Spain, and to find a solution for Greece, the EU official said.

US lawmakers shun EU model on data privacy

Brussels - US lawmakers dealing with data privacy on Thursday (15 September) said their legislation needs to be improved but warned against following the EU model, which in their view has a sporadic and inconsistent enforcement.Looking at the 'burden' of EU data privacy laws on US companies, representatives dealing with trade and commerce in the US Congress said that America's legislation needs to be upgraded to better protect against identity theft and security breaches, but that government has a tendency to overreach.Republican congresswoman Mary Bono Mack said EU online privacy laws have sporadic and inconsistent enforcement, with a seemingly disproportionate number of American companies targeted for compliance violations.EU directives at some point crossed paths with Murphy's law. Anything that can possibly go wrong, does,she said.Democratic congressman G.K. Butterfield said the EU data protection law sounds fine in principle, but it is not applied in the same way across the bloc. For businesses that have to navigate the laws of these 27 different countries, some regulations can feel pointless, some paperwork and record-keeping burdensome, and some enforcement actions unfair,he said.On the part of the US government, Nicole Lamb-Hale from the International Trade Administration reassured representatives that the Obama administration is not looking to copy the EU model and its problems with enforcement, but that the US needs to upgrade its privacy laws to give more confidence to other countries when exchanging data.Smartphone apps for instance are currently not covered by US privacy laws and Congress has to update that, in order to protect consumers and promote international trade,she said.

Meanwhile, a joint EU-US consumer group has protested against the tone of the hearing, putting too much emphasis on the bureaucratic burden and less on the privacy problems that come with increased collection of personal data by various websites and online services.The Transatlantic Consumer Dialogue said it was somewhat surprised by what appears to be an effort to call into question the purpose and burden of the EU data protection directive at at time in the US there are spiralling levels of identity theft and security breaches.The US discussion is being closely watched by the EU's consumer organisations, as the bloc itself is about to revamp its laws in the area. Legislation in this field dates back to 1995.It’s our strong interest as the commission refurbishes the EU regulatory framework on data protection that it doesn’t bow to mere commercial interests. The head of an EU task force for Greece said on Thursday that the aim of the newly established body is to support the country, not to dictate what must be done as it attempts to slash its public debts.The austerity measures have been met with protests (EUobserver)The task force is here to help, not to control, the task force’s chief, Horst Reicherbach told reporters in Athens.The 25-member task force, the bulk of which will remain in Brussels, has been set up to aid the absorption of EU funds aimed at kick-starting growth in the troubled country and advise on how the economy can be reformed.In particular, Reichenbach said that the task force will focus on accelerating the deployment of European monies to develop tourism, alternative energy and food processing projects and businesses.The new team is distinct from the inspectors of the EU, International Monetary Fund and European Central Bank troika, who descend upon Athens to assess whether the government is meeting the conditions imposed by international lenders for the latest dispersal of tranches of bail-out cash.However, the task force will also nevertheless issue quarterly reports on how the country is advancing in its structural adjustment.The body will also aid in the construction of a new tax system.Greece needs a better tax collection system and we will help to implement this, he said.The Greek authorities have already worked on this with the International Monetary Fund and there is a large degree of agreement.Arriving in the Greek capital, Reichenbach met Prime Minister George Papandreou and deputy prime minister Theodoros Pangalos.He joined the chorus of EU leaders backing up Greece’s efforts to tame its debt-load.I’m convinced that by common efforts we can make progress to help Greece make it and there’s determination to do so on both the Greek and European sides, he stressed.
There is enormous political will in Greece and political will at the European level to keep Greece in the euro zone.The task force arrived in the country as fresh government data showed that unemployment in the country has soared to a record 16.3 percent, up from 11.8 percent in the second quarter of 2010.Meanwhile youth unemployment has hit 32.9 percent.

Separately, the Council of Europe, a human rights body unconnected to the EU, issued a warning on Thursday that austerity in Ireland - like Greece the subject of an EU-IMF bail-out - could undermine the human rights of some of the most vulnerable in society.A report from Thomas Hammarberg, the council’s human rights commissioner, warned: Budget cuts planned in Ireland may be detrimental for the protection of human rights. It is crucial to avoid this risk, in particular regarding vulnerable groups of people.The report was issued in the wake of a visit by Hammarberg to Ireland in June.He called on Dublin to ensure that in the process of slashing spending, the government assess carefully all budgetary cuts in order to avoid any undesired effects.He mentioned education, health and housing as areas for concern, and highlighted his worries about allegations of neglect of senior citizens in privatised old people’s homes.

Polish foreign minister Radek Sikorski in a private conversation with US diplomats in 2008 said that Germany protects Russian interests in Nato in return for access to the Russian market.Inspecting war damage in Georgia. They'll play with Russia and in return German companies will get hundreds of billions of euros of business there, a pretty good deal.Sikorski made the comment after Germany opposed giving Georgia and Ukraine a Membership Action Plan (MAP) at a Nato summit in Bucharest.The Nato decision came shortly before the Russia-Georgia war in the summer of 2008. Several commentators later said a positive MAP decision would have prevented the conflict, which has ended up with Russian occupying two Georgian provinces.Germany at the time was ruled by a coalition of the centre-right CDU and centre-left SPD parties. The then SPD foreign minister, Frank-Walter Steinmeier, was openly pro-Russian and is a close associate of former German chancellor Gerhard Schroeder, who now works for the German-Russian gas pipeline firm, Nord Stream.Polish-German and Polish-Russian relations have warmed up in the past two years.

But Germany in March sided with Russia in abstaining on the UN Security Council vote giving Nato a mandate for Libya air strikes. And Sikorski has a long-established name in EU circles for being outspoken on German-Russian relations.At a meeting in Brussels in 2006 he compared the German-Russian deal on the Nord Stream pipeline to a secret World War II-era German-Russian pact to carve up Poland. Poland has a particular sensitivity to corridors and deals above our head ... That was the Molotov-Ribbentrop tradition, he said.In 2009 Russian newswire Interfax apologised to the Polish minister for misquoting him as having said that Poland wants US troops to be stationed on its soil to act as a shield against Russian aggression.While the quote was incorrect, other cables in the massive Wikileaks cache slowly coming to light indicate that Sikorski's thinking goes precisely along this line.Speaking to US diplomats in May 2009 on the subject of relocating US soldiers from their Cold War bastion in Germany to Poland, the minister said: As a border state with Russia, Poland feels less secure than other Nato members.In a cable dated 25 November 2009, he said: In the event of a Russian attack against Crimea or another part of Ukraine, Poland would find it difficult to stand by. Although he recognised that the probability of such an attack was low, he alluded to Soviet actions in 1956, when Moscow took advantage of US distraction in the Middle East by sending Soviet tanks into Budapest.In a cable dated 12 November 2009, he Quoted [former US secretary of state] Zbigniew Brzezinski, who observed that what really assured Germany during the Cold War was not [the Nato treaty's mutual defence clause] Article 5, but the presence of 300,000 American troops. This September is likely to be a black September – but only for the United Nations General Assembly and the relationship between Israel and the Palestinians, says a speech prepared by Knesset Speaker Reuven Rivlin.The PA seems to believe that the UN will serve as an Israel bypass route allowing it to achieve statehood without making concessions, Rivlin says. This approach is fundamentally delusional, he adds.Rivlin is to speak Monday at the grand opening of a new cultural center in Kiryat Arba.
Similar statements were made Sunday by Yaakov Amidror, Prime Minister Binyamin Netanyahu’s advisor on national security. The PA’s bid for recognition will put it in an untenable position, he declared.Only negotiations will bring positive results for either side, said Amidror, adding that Israel has been calling to resume negotiations for some time.

Palestinian Authority officials on Saturday threatened the United States saying vetoing its statehood bid in the United Nations Security Council next week would destroy the so-called two-state solution.The warning came hours after PA chairman Mahmoud Abbas announced in a speech in Ramallah that he would ask the UN Security Council to accept membership of a PA state despite a firm US warning the move would fail.Chief PLO negotiator Saeb Erekat warned a US veto would not only destroy the two-state solution, but could lead to the dismantling of the PA.Anyone who supports the two-state solution should back the Palestinian effort [at the UN],he said.

Erekat hinted that if the PLO dismantles the PA, it would subsequently insisting on the right of return for millions of Palestinian refugees to Israel.Abbas said that his extensive and sincere efforts to reach an agreement that would end occupation and lead to an independent Palestinian state through negotiations have hit a dead end, blaming Israeli intransigence.We seek to gain membership in the UN on the basis of the 1967 borders so that we could afterward return to the negotiations on a clear and internationally recognized reference.Abbas said that the statehood bid was only part of the Palestinian strategy that is designed to put the Palestinian state with Jerusalem as its capital back on the geography map.He also cautioned Arabs in PA enclaves against resorting to violence, stressing that support for the statehood bid should be peaceful. The United States has begun a diplomatic campaign to get a majority in the United Nations Security Council against the Palestinian Authority’s bid for unilateral statehood. The U.S. is hoping that, with support from others on the council, it can avoid using its veto.American officials have declared that they will veto the PA move if necessary, leaving PA Chairman Mahmoud Abbas without official UN approval for his plan for an Arab state on the entire territory of Judea, Samaria and Gaza.
Other countries on the Security Council are China, Germany, France, Russia, Britain, Brazil, Lebanon, India, Colombia, Gabon, Nigeria, Portugal, South Africa, and Bosnia and Herzegovina. Some, such as Russia and Lebanon, have already pledged their support to the PA.Meanwhile, Israeli leaders are continuing their own diplomatic efforts to counter the unilateral move, which they believe will undermine chances for peace by ending negotiations. A unilateral decision at the United Nations will prevent, in the future, the necessary concessions on their side necessary for peace, Prime Minister Binyamin Netanyahu recently warned.Netanyahu is to speak at the UN prior to the vote. He has tried to keep expectations realistic, saying last week, I will speak the truth to whoever is interested in hearing it.Both Defense Minister Ehud Barak and Foreign Minister Avigdor Lieberman will take part in a series of diplomatic meetings prior to the vote. Barak is to leave Sunday for a round of meetings in the United States, while Lieberman will begin in Canada, later joining Netanyahu in New York for the UN vote.

Prime Minister Binyamin Netanyahu told the Cabinet Sunday he will meet with President Barack Obama this week and added that the Palestinian Authority will fail to win full recognition from the United Nations.He said the meeting with the president will take place after he addresses the United Nations General Assembly.
Obama's promise to veto any United Nations Security Council motion to recommend full membership status of the Palestinian Authority has reearned him some lost Jewish support, according to recent polls.A high-profile meeting with the Prime Minister, in an atmosphere different from previous tense meetings, might help President Obama bounce back a bit from record-breaking lows in popularity, although the economic situation in the United States is voters' main worry.The UN is not a place where Israel wins praise, but I think that it is important that I go there in order to represent both the State of Israel and the truth – and the truth is that Israel wants peace and the truth is that the Palestinians are doing everything to torpedo direct peace negotiations, the Prime Minister said.He cast on Palestinian Authority Chairman Mahmoud Abbas all of the blame for the failure to engage in direct talks with Israel for two years.They have ignored every proposal that I have made, both in my [2009] Bar-Ilan speech and in my speech to the US Congress last May, Prime Minister Netanyahu asserted.

They have avoided coming to direct negotiations after this government made an unprecedented decision to freeze new construction in the communities. For 10 months, they simply were unwilling to come and negotiate. They need to understand that, despite their current attempt to again overturn the negotiations by going to the UN, peace will be achieved only through direct negotiations.Their attempt to be accepted as a member of the UN will fail. The Palestinians' attempt to be accepted as a member of the UN is what they declared – one year ago – as their objective; this is what Abu Mazen [Abbas] recently declared as a goal. This attempt will fail. It will fail because it must go through the UN Security Council….Concerning a non-binding resolution, he pointed out, The UN also has the General Assembly in which almost any decision can be passed. It is possible to decide there that the sun rises in the west and sets in the east, and this would pass there. But it has neither the same weight nor the same importance. This is not the Palestinians' avowed goal. Even there it is possible that there will be various actions in their regard. We are coordinating our efforts with those of the US and with other important countries, in Europe and beyond.He said he will address the General Assembly and present our truth…– the fact that we are not foreigners in this country [and] that we have rights in this country that go [back] only 4,000 years….In my opinion, after the dust settles and after everything that is happening at the UN, in the end, the Palestinians will regain their composure, I hope, and will shelve these moves that are designed to bypass negotiations. They will return to the table in order to achieve peace and security both for us and our neighbors.

Abbas also said, When you say that there are settlement blocs as an existing fact or that the refugees problem will be solved within the Palestinian state – this is what they presented [and] we will never accept these sayings.Abbas’s statements imply that it is the Palestinian Authority that should define the character of Israel.
Recognizing Israel as Jewish would undermine the Saudi Arabia 2002 Initiative, which he has adopted. The initiative calls for Israel to accept as citizens approximately five million Arabs living in foreign countries who claim Israel as their home.

Police in Jerusalem are preparing for the possibility of disturbances as the Palestinian Authority goes to the UN this week to ask for recognition as a state. A number of potential responses have been weighed, including changes to the school schedule and the light rail train route.IDF Radio reported Sunday that schools in the eastern part of the city may close temporarily, if terrorists threaten principals.In addition, the light rail train may alter its route to avoid the neighborhood of Shuafat. The majority-Arab neighborhood has been the site of several attacks targeting Jews, and there is concern that rioters may attempt to disrupt the train.The train is designed to be resistant to rock attacks and firebombings.The city is also prepared for the possibility that many of its thousands of Arab employees may not show up for work on the day of the statehood bid – or may even join riots.

Former Jerusalem police commander Mickey Levy downplayed fears of riots originating in the capital itself. There may be some disturbances in villages outside Jerusalem, but that is no cause for concern, he told IDF radio.The concern is the possibility of marches beginning in Judea and Samaria, or in villages near the capital, that head toward Jerusalem, he said. There is no doubt that there will be disturbances, but they will not begin in Jerusalem… The momentum will come from outside, he predicted.

Worldwide pro and anti-Israel rallies outside the Arab world the past few days revealed lopsided support for Israel, with 800 pro-Israel Christians rallying in London and 150 pro-Arabs, including 20 anti-Zionist Jews, in New York.Mainstream headlines spreading fear of huge protests, and even a Third Intifada in Israel, have failed to ignite the Arab street, where most demonstrations have been limited to numbers ranging from a few dozen to 200.Outside of Israel, enthusiasm for the Palestinian Authority also has been limited to college campuses and anti-Israel advertising on buses and subway trains.A pro-Arab rally in New York City’s Times Square attracted a grand total of 150 people on Thursday, including 20 Netura Karta anti-Zionists.On the other hand, 800 Christians from Scotland, Wales and England turned out last Tuesday for a pro-Israel demonstration across the street from the Parliament.One Member of Parliament came over to the group and said that King George the Fifth was a Zionist, according to rally spokesman Tim Gutmann. Visiting Israelis came to us and said they had come to see Big Ben and could not believe their eyes when they saw the rally, Gutmann added.One man said he was hesitant to wear his kippa in London, but now felt that he could wear it with pride, he continued.It was amazing to stand with and for Israel with 800 other Christians. Op-Ed: Blaming Israel Won't Help

On September 16, 2011, the New York Times actually used the word Islamist in a front page story—not as often or as prominently as the word militant but still, there it was—and in an article titled At White House, Weighing Limits of Terror Fight.For all those who are invested in the Lie that the infidels (i.e. Western civilization} are not under attack, allow me to point out that the anti-Israel and anti-American Paper of Record had, altogether, three articles on the front page about Afghanistan, Bahrain, and about Islamist militants in Yemen and Somalia as well as about Al Qaeda in the Arabian Peninsula, based in Yemen, and the Somalia-based Shabab;Al Qaeda operating in Afghanistan…and in the tribal regions of Pakistan.In this same issue, the Times also has articles which focus on or mention Jordan, Palestine, Turkey, Afghanistan, Libya, Bahrain, Lebanon, Yemen, Somalia, Pakistan, and the Arabian Peninsula.Even the Times knows that something is up, something has gone wrong, very wrong in terms of the Muslim world, that it is far bigger than Israel, and that it won’t get better merely by blaming Israel or America.

In my opinion, were Israel to be attacked she would be on her own—and she would blamed for daring to defend herself. This has already happened many times. While the war against the Jews is very hot, it is almost invisible in the western media.As we know, (but allow me to remind us), in August of 2011, Israel endured 178 Hamas/Palestinian terror attacks which included 145 rockets and 46 heavy mortar shells fired into the south of Israel.That same month, Israel also endured a heavy surge of hostile, apparently civilian Arabs crossing Israel’s borders from Syria and attempting to do so from Lebanon, which included the Lebanese Army opening fire on a group of Israeli soldiers.Also in August, terrorists (Hamas? Al Qaeda? PLO?) crossed into Israel from Egypt, wearing Egyptian military uniforms, and killed seven Israeli civilians, including young children; they wounded at least thirty Israelis. The attacks against Israel in August alone were three times greater than all the attacks against Israel this year.During this same time, the Turkish Prime Minister demanded that Israel apologize for defending herself from a Turkish-launched terrorist attack (the Marvi Marmara incident) and threatened to send Turkish warships into the Mediterranean to accompany a new flotilla to break the Israeli siege of Gaza.And right around 9/11, Egyptian police forces allowed angry and hate-filled demonstrators to overrun the Israeli Embassy in Cairo; Prime Minister Netanyahu made no progress for the safe release of the Israeli security guards trapped in the building; only a phone call, eight to ten hours later, from President Obama presumably persuaded the Egyptians to help the besieged Israelis escape.

Finally, on September 13, 2011, the Turkish Prime Minister blew more smoke, this time in Cairo when he got the crowd to roar its hatred for Israel. He is in a dead heat competition with Iran for leadership of the Caliphate.During this time, no one really came to Israel’s aid on the ground or in the world’s media. During this time, the various world-wide demonstrations against Israel, calls for a Palestinian state at the UN, and calls for the boycotting of Israel continued unabated. (I have no way of knowing what went on behind the scenes in terms of help offered or refused).True, Israel may turn out to have some unexpected allies (Cyprus, the Kurds, India, Greece—maybe even Saudi Arabia) and yet, Israel is surrounded by surging human forces of hate as well and she is really, truly on her own.Yesterday, I spoke with Mayor Ron Nachman of the mainly secular city of Ariel in the Shomron (Samaria). He agreed with my assessment—an assessment shared by others-- that Israel is essentially on her own. Let me quote him at length.Israel can’t trust anyone, including America. American policy has been mistaken for six decades. America refused to move its Embassy from Tel Aviv to Jerusalem. That tells us what we need to know.Now, the Arab Palestinians saw they could not get Israel to agree to commit suicide and so they turned to the United Nations. The solution is really between Israel and Jordan. Jordan is the real Palestinian state. And by the way, when Jordan annexed the West Bank and Samaria from 1948-1967, no journalist called it an occupation. It is only occupied when it is in Jewish hands.What is this phrase: The West Bank? The West Bank of the moon? The sun? The West Bank of America? We need to use the right language. Is California the West Bank of America? And by the way, would Americans agree to allow Mexicans and Canadians to carve out a corridor from San Diego to Vancouver so that both non-American groups can come and go without American oversight? This is what Israel is being asked to do.

And what is the meaning of the 67 lines?’ Do people really understand that Israel is only nine miles wide, just as wide as the distance from the south to the north of the borough of Manhattan? Giving up any more land means that Israel is non-defensible.Words and how they are used and misused continues to create problems.
The Wall.What is that? Think of it as a gated community. There are walls all over the world that are never singled out. Only Israel’s security fence is.The Arabs simply refuse to accept a Jewish state. A two state solution will not lead to peace. It will lead to more attacks on Israel. They gave Yasser Arafat a Nobel Peace Prize but he brought bloodshed, not peace. Everyone shouted Land for Peace. It only led to Arab attacks on Israel again and again.Mayor Nachman, said I, Nu, what is your solution to this intractable dilemma? Solution? At this rate, we need a five state solution. Jordan is one, Israel is the second, Judea and Samaria are a third, Gaza is a fourth—and the Israeli Arabs want autonomy as well.My friend and colleague Israeli Arabist, Dr. Mordechai Kedar, believes in a confederation of cantons, with local governmental autonomy on many issues and a federal government for security and other issues, based on Dr. Kedar’s understanding of tribal loyalties and conflicts and the Arab inability to create both large and stable modern nation states.I ask Mayor Nachman if he believes that Israel can defeat Iran. He says, cryptically:It is not good to push someone whose back is already against the wall.

Palestinian Authority unity is further away then ever as the Hamas and Islamic Jihad terrorist groups unite to denounce PA Chairman Mahmoud Abbas for his unilateral moves.Statements by the two terrorist groups highlight the split in the Palestinian Authority and find Hamas and Islamic Jihad in rare agreement with Israel and the United States, although for contradictory reasons.After Abbas delivered a speech Friday explaining his bid to the United Nations for recognition, Hamas spokesman Fawzi Barhoum ridiculed Abbas for unilateral moves that he said are part of a move to resume talks with Israel. Israel, the United States, and many other Western leaders have said the unilateral move, which violates the Oslo Accords, is designed to preclude any chance of direct discussions with Israel over the establishment of the Palestinian Authority as an independent country.Barhoum explained that recognition by the United Nations would lead to acknowledging the existence of Israel and would abandon the legitimate Palestinian Right of Return and self-determination.Islamic Jihad Spokesperson Daoud Shihab said that Abbas should spend his efforts on achieving unity with Hamas, which controls Gaza and leaves the Palestinian Authority a split entity.
