One of the leading rabbis in Judea and Samaria on Wednesday expressed his support of the Palestinian Authority’s unilateral bid for statehood in the United Nations on September 20.According to a report in the PA-based WAFA news agency, Rabbi Menachem Froman of Tekoa supported and expressed his and other Israeli rabbis’ wishes for success to the PA bid to gain full United Nations membership of a Palestinian state.
The report said Rabbi Froman made the comments during a meeting with PA President Mahmoud Abbas in Ramallah.Froman said that establishing a Palestinian state benefits the peace process and Israel and also works to achieve comprehensive, just peace and stability for the region and the world.For his part, Abbas reiterated his commitment to the peace process with Israel and claimed that the PA’s statehood bid is a result of Israel’s refusal to abide by international law and agreements.WAFA said Rabbi Froman congratulated Abbas on the occasion of Eid al-Fitr, the Islamic holiday which marks the end of Ramadan.Rabbi Froman also reportedly offered to establish a committee made up of both Arab and Israeli religious figures to stop mutual instigation.Establishing a Palestinian state in cooperation with the State of Israel is good for peace and for Israel and it will inspire the building of a just and lasting peace and stability in the region and the world, Rabbi Froman was quoted as saying.

He warned, however, that resistance by Israel on the one hand and the establishment of the Palestinian state contrary to Israel’s position on the other hand, will harm Israel, the Palestinians and the establishment of peace in the region and such a state would very quickly become an Iranian state.Meanwhile on Wednesday, Israel’s Ambassador to the United States Michael Oren said the PA statehood bid would likely jeopardize all existing agreements between the PA and Israel.In an interview with Foreign Policy magazine, Oren said the move would render invalid economic treaties, including export, import and water sharing, as well as security cooperation agreements.Finance Minister Yuval Steinitz said Wednesday the statehood bid at the United Nations is a greater threat to Israel than terrorism.This Palestinian initiative represents a more serious threat than that posed by Hamas,Steinitz told Voice of Israel radio.

The European Parliament's International trade committee voted 27-0 to fully open markets to farm and fish products from PA enclaves in Judea, Samaria, and Gaza. The vote paved the way for full parliamentary approval for a deal later this year.This deal is enormously important. It gives more power to the Palestinians to trade directly with the EU. And it's a signal of good will from the international community that comes at an important time,said Maria Eleni Koppa, a Greek socialist lawmaker who led the committee's discussion on the issue.The full European Parliament is due to vote on the trade agreement in late September.As part of an economic agreement between Israel and the European Union (EU) to avoid total boycotting, labels distinguish between products made in pre-1967 Israel and products made in parts of Israel liberated during the Six Day War. Israel's security forces and the Palestinian Authority are cooperating on containing the riots expected in September, when the PA asks the United Nations for recognition as a full-fledged state. The PA security forces are preparing to keep possible riots from deteriorating into mass assaults on Israeli communities, or a third intifada.PA security forces have largely been trained and funded by the United States. They play a double game, cooperating with Israel on containing Hamas but also committing terror themselves as the PA leadership frees Hamas prisoners. Abbas has reportedly given instructions to keep riots in Judea and Samaria on a low flame in September. PA forces are supposed to prevent rioters from crossing certain red lines around IDF bases and Jewish communities. There have also been reports that PA security chiefs are concerned that a declaration of a statehood would force them to exert sovereignty in areas where the IDF is in control, leading to a direct armed conflict with Israel which they would be bound to lose.

IMF sees 200 billion euro capital gap at European banks Reuters – AUG 31,11

BRUSSELS (Reuters) - The International Monetary Fund has estimated European banks could face a capital shortfall of 200 billion euros ($287 billion), a European source said on Wednesday.The figure has prompted a fierce response from European officials who said the analysis was misleading, according to the Financial Times.
The newspaper, citing two officials, said the 200 billion euro figure was one estimate of the impact of marking sovereign bonds to market.The IMF will publish the analysis in its regular Global Financial Stability Report ahead of the IMF and World Bank fall meetings of global finance leaders in late September. The FT cautioned that the figure was in a draft that could change.The IMF vision is biased, Elena Salgado, Spain's finance minister, told the FT, adding that the fund had been mistaken in looking only at potential losses without taking account of holdings of German Bunds, which have risen in price.IMF Managing Director Christine Lagarde drew criticism from European policymakers this week after she called for a mandatory recapitalization of European banks.

Finnish minister Alexander Stubb has said his country's demand for Greek collateral is meant to defend the eurozone principle of financial responsibility. But he admitted that Finnish eurosceptics have played their part in the initiative.Speaking to EUobserver by phone on Wednesday (31 August), EU affairs and trade minister Alexander Stubb said the wealthy northern country's demand for Greece to give guarantees for Finland's part in the second Greek bailout is not down to fear of losing money.It isn't a question of the money. It's a question of principle. It reflects a sentiment that we have that you should not be rewarded for lax public finances. That's the whole point of being in the euro ... people have to be responsible about their public finances,he said.He noted that Helsinki's motivation is not entirely pure, however.The anti-EU True Finns party won 20 percent of votes in recent elections after bashing Helsinki's earlier pay outs to Greece, Ireland and Portugal. Eurosceptic sentiment also led the Social Democrat party, which shares power with Stubb's National Coalition party, to promise voters it would get collateral for any fresh Greek loan.Our domestic agenda is part of our election result, which gave us a mixed bag. Unfortunately there are forces surrounding the True Finns which have influenced general thinking and political thinking in the way we have seen here,Stubb explained.

Helsinki believes that its demand for guarantees falls within the letter of a July eurozone agreement on the new rescue package.But its tough line has prompted Austria, Malta, the Netherlands, Slovakia and Slovenia to insist that if Finland gets guarantees, then they should get them as well. With financial markets watching the talks for any sign of new risk to euro stability, the dispute threatens to delay plans to implement the new bailout by the end of September.Stubb said he is confident and optimistic that a compromise can be reached. But he added: If we don't find a deal, then we'll see what happens ... We understand the demand our government has posed is not easy for others to accept.As previously reported by EUobserver, Helsinki has abandoned its original pact with Greece, under which Athens was to put around €600 million of cash into an escrow account in case it defaults.Sources in eurozone finance ministries told this website the new deal is likely to see all 16 eurozone lenders get the option to ask for collateral if they want. The guarantees could be in the form of Greek Central Bank gold reserves or state-owned shares in banks.One contact said lenders will be discouraged from taking advantage of the option by being forced to pay a related cost if they do.Another source said there could be a gentleman's agreement that few, if any, countries actually trigger the option. I have the feeling that this [the collateral dispute] is beginning to go away and is becoming less important. What we are looking for is a face-saving solution for everybody involved,the source noted.Senior finance ministry officials from the 17 euro-using countries are currently holding almost-daily telephone conferences on the subject. A contact from a large eurozone country said there is hope of a breakthrough early next week, when treasury chiefs from all 27 EU members come to Brussels for the first post-vacation meeting of the Economic and Financial Committee.

Italy defends bid to delay EU oil ban on Syria

Italy has said that delaying the EU oil embargo on Syria will not make any difference to the regime. But fellow member states believe there is not a day to lose.Assad poster in Damascus. Massari said the oil embargo is not designed to create regime change from the outside but to help home-grown protesters bring in reforms (oliverlaumann).Italian foreign ministry spokesman Maurizio Massari told EUobserver on Wednesday (31 August) that Rome wants the oil ban to come into force on 30 November instead of mid-October, as agreed by most other EU countries.He explained the delay will not affect Syrian President Bashar Assad's income because European oil importers have paid up-front for oil deliveries until the November date.

We only ask for them to come into force one and a half months later to help the expiration of the contracts of oil supply from Syria for several European companies, Massari said. The contracts have already been paid for by Western European countries including Italy ... This flexibility with the time frame does not alter the strength of the political message that we want to send.Italian ports in July handled 50 percent of Syrian crude exports to the EU, with some of the oil going to refineries run by Italian firms Eni, IES Italiana and Saras.Fellow EU members believe the level of violence merits more urgent action, however.Since oil exports are 30 percent of the regime's revenue, the sooner you cut this the better, when you see what's happening on the ground - people being killed each day, a diplomat from a large EU country said. We are important [in terms of EU foreign policy in the Middle East].Amnesty International in a report out Wednesday noted that 78 men and 10 boys were murdered in Syrian prisons in the past five months on top of the 2,200 people killed in the streets. Some of the worst atrocities are being committed by irregular militias, the shabiha, whose members are reportedly paid between $40 and $200 a day, but but which are threatening to go on strike because money is running out.Italy has joined EU appeals for Assad to step down and recalled its ambassador from Damascus. Iran's main Mideast ally, Syria's Bashar Assad, is under growing international pressure for his fierce crackdown on anti-government protests.Iran's Supreme Leader Ayatollah Ali Khamenei, in a speech broadcast on Iran's state TV to mark the end of the Muslim holy month of Ramadan, reflected the added worries that the West and its allies could gain ground in the Arab Spring.Muslim nations in Egypt, Libya, Tunisia, Yemen or other countries need vigilance today. Libyan rebels: Gadhafi son offers to surrender

TRIPOLI, Libya (AP) — Moammar Gadhafi's son al-Saadi is trying to negotiate the terms of his own surrender, the rebel commander in Tripoli told The Associated Press on Wednesday in what would be a major blow to the Libyan leader's crumbling regime.
The commander, Abdel Hakim Belhaj, said al-Saadi first called him Tuesday and asked whether his safety could be guaranteed. We told him Don't fear for your life. We will guarantee your rights as a human being, and will deal with you humanely, said Belhaj, confirming a report on Al-Jazeera television. Belhaj added that al-Saadi would be turned over to Libyan legal authorities after his surrender.If the offer is confirmed — the rebels have previously claimed to have captured Gadhafi's son Seif al-Islam, who later turned up free — the surrender would give the rebels a significant boost as they try to consolidate their hold over the country with the longtime dictator and several sons and aides still at large.Opposition fighters have been pressing toward Gadhafi's key remaining stronghold, his hometown of Sirte, and loyalists now only control a handful of areas, including Bani Walid to the west.

Belhaj said Al-Saadi told him he had not killed anyone, and that he was not against the people.I told him This is good. What is important for us is not to shed Libyan blood. For the members of the regime to surrender is the best way to do this, said Belhaj.The commander said al-Saadi had called back Wednesday morning, but that he had missed the call. He said he knows al-Saadi's whereabouts, but prefers to negotiate a surrender. He gave no further details.Belhaj's comments came hours after Gadhafi's chief spokesman, Moussa Ibrahim, called the AP headquarters in New York, reiterating the senior Gadhafi's offer to send al-Saadi to negotiate with the rebels and form a transitional government. China, Vietnam plan defence hotline: report

China and Vietnam plan to set up a defence hotline as part of closer military links, official media reported on Wednesday, in the latest effort to publicly ease tensions after a maritime dispute.The two sides agreed to promote bilateral defence cooperation at their second annual security dialogue held in Beijing, the English-language Vietnam News reported after the weekend talks.The newspaper said China and Vietnam would expand ties to new fields, among them the exchange of military delegations, including military students, as well as establishing the hotline between their defence ministries.It did not elaborate on whether the line would be for the ministers themselves.A few years ago, the communist party secretary-generals of Vietnam and China also established a hotline.And in 2009, the foreign ministries signed an agreement to create a similar link between the neighbours' leaders, although its status is unclear.In the latest talks, involving Vietnam's deputy defence minister and China's deputy chief of general staff, Beijing said it would share experiences in United Nations peacekeeping, Vietnam News reported.Hanoi has not yet contributed to UN missions but has expressed interest to do so.The neighbours have a long-standing dispute over sovereignty of the potentially oil-rich Paracel and Spratly island groups, which straddle vital commercial shipping lanes in the South China Sea.

Relations sank to their lowest point in years in May and June when Vietnam said Chinese vessels twice interfered with its oil survey ships inside the country's exclusive economic zone.Both countries then staged naval drills, and Vietnamese citizens took to the streets in a series of unprecedented demonstrations objecting to the Chinese invasion, although recently Hanoi ordered an end to the rallies.
Vietnamese bitterly recall 1,000 years of Chinese occupation and routinely express dislike of China.

China's first aircraft carrier attained the anticipated objectives during its maiden sea trial earlier this month, the country's defence ministry said Wednesday, state media reported.The carrier was back at its shipyard where refurbishment and testing would be carried out, Xinhua cited a ministry spokesman as saying.But no further information was given on the objectives, the agency added.The 300-metre (990-foot) ship docked in the northeastern port of Dalian earlier this month after five days of trials that sparked international concern about the country's widening naval reach.
The carrier tests came amid heightened tensions over a number of maritime territorial disputes involving China, notably in the South China Sea, which is believed to be rich in oil and gas and is claimed at least in part by several countries.Xinhua said spokesman Yang Yujun told a news briefing that the People's Liberation Army (PLA) Navy's inshore defense strategy and the defensive nature of the country's national defence policy will not change despite the country's development of advanced weaponry.The PLA -- the world's largest active military -- is extremely secretive about its defence programmes, which benefit from a huge and expanding military budget boosted by the nation's runaway economic growth.Earlier this year, China announced military spending would rise 12.7 percent to 601.1 billion yuan ($91.7 billion) in 2011.In January it revealed it was developing its first stealth fighter jet. Waters recede but storm victims suffer in East

PATERSON, N.J./BRATTLEBORO, Vermont (Reuters) – Floodwaters finally started to recede from areas of the U.S. northeast devastated by Hurricane Irene but many communities were still under water on Wednesday as relief workers battled cut-off roads and raging rivers to deliver emergency supplies.The storm battered the East Coast with up to 15 inches of rain on Saturday and Sunday, setting river level records in 10 states, the U.S. Geological Survey said.Wide swathes of New Jersey, upstate New York and Vermont experienced the worst flooding in decades, and while many disaster areas began to see waters recede other rivers had not yet crested, the USGS said.Some 1.7 million homes and business were still without power after as many as 6.7 million had lost electricity.With damage in the billions of dollars -- Standard & Poor's estimated the national total at $20 billion, though others have put the number at half that -- homeowners were also battling insurance companies that exclude flood damage coverage.Adding to the anxiety, the Federal Emergency Management Agency said it had to put long-term projects on hold and focus on rushing immediate relief to battered states because it had only $800 million left in its disaster relief fund.The White House said President Barack Obama on Sunday planned to visit the hard-hit New Jersey city of Paterson, one of many places where residents and businesses suffered personal and economic catastrophe.

Many of its factories were powered by the Great Falls of the Passaic River, the second largest waterfall by volume on the East Coast.From a helicopter overhead, mist could be seen rising at least 200 feet above the waterfall, making it resemble Niagara Falls.An entire neighborhood upriver was covered by water, drowning at least two schools, three gas stations and much of the city's industrial area, whose chemicals left a visible sheen on the river. Down the debris-strewn river, two bridges were submerged.Passaic floodwaters were receding on Wednesday, said James Furtak, acting emergency management director of Bergen County. He said towns such as Wallington, population 11,000, were starting to recover, thanks in part to volunteer firefighters who left their own families to help others.

Katia almost a hurricane; storm fears in Gulf

MIAMI (Reuters) – Tropical Storm Katia was expected to strengthen into a hurricane over the Atlantic on Wednesday, while another mass of thunderstorms that could become a named storm this week triggered evacuations of some oil workers from the Gulf of Mexico.Katia had sustained winds of 70 miles per hour and would become the second hurricane of the June-through-November Atlantic hurricane season if winds reach 74 mph, the U.S. National Hurricane Center said.The Miami-based center said Katia was forecast to become a major hurricane with winds over 111 mph on Sunday, but it was still too early to tell whether it would threaten land.At 5 p.m. (2100 GMT), Katia was about 1,285 miles east of the Caribbean's Leeward Islands. It was moving rapidly west-northwest and was forecast to turn northwest in a couple of days on a course that would keep it away from the Caribbean islands.Hurricane Irene rampaged up the U.S. East Coast over the weekend and authorities on the U.S. Atlantic seaboard are keeping an eye on Katia to see which path it takes.Long-range computer models, which can be off by hundreds of miles, show Katia nearing the mid-Atlantic island of Bermuda in about a week. Several models turned it north, away from the U.S. East Coast.

The Atlantic hurricane season typically brings 11 or 12 named storms. DALLAS (Reuters) - Wildfires raged through Texas and Oklahoma again on Wednesday, threatening homes and buildings and charring thousands of acres of parched, dry land.
The Texas Forest Service has declared this to be the worst fire season in the state's history. Forest service officials, along with firefighters in communities across the state have responded to 20,155 fires that have burned a record 3.5 million acres since last November 15.Six of the 10 largest wildfires recorded in Texas occurred in April and 20 of the 40 largest were recorded this year, according to the forest service. Fires this year have destroyed 3,000 structures, including 679 homes.The danger is not over as new fires continued to break out due to hot, dry weather and extreme drought that persists throughout most of the state.In North Texas, firefighters were still trying to control a massive fire that erupted in a lakefront community west of Fort Worth on Tuesday.Central Oklahoma remained under a red flag fire warning on Wednesday, the day after a wildfire destroyed 33 homes in northeast Oklahoma City.Evacuations at Possum Kingdom Lake, about 75 miles west of Fort Worth, resumed Wednesday afternoon when the wind picked up and fanned the flames that firefighters had some success in containing overnight.As soon as the wind picked up, the fires started spreading quickly again, said John Nichols, a spokesman for the Texas Forest Service.The fire destroyed at least 39 homes and buildings and burned more than 6,200 acres by Wednesday evening. Property owners in several neighborhoods around the lake were evacuated by boat to a hotel on another area on Tuesday because roads were cutoff by the flames.

But as the fire again quickly spread on Wednesday, those evacuees were again forced to flee, along with others from neighborhoods that were unaffected on Tuesday.
Fortunately we were able to move our car yesterday before it got too bad, said resident Laura Kirklen. We heard a local church was sending a bus for some of those who had no other way out.Firefighters were battling the fast-moving fire from the ground and air. Heavy air tankers, single-engine aircraft and helicopters were dumping water on the fires. Possum Kingdom Lake was the sight of the state's fifth largest recorded wildfire in April, when more than 160 homes were destroyed and over 126,000 acres were burned during two weeks.This is very unusual to have been hit twice like this in one year, said Steve Anderson, owner of a real estate company at Possum Kingdom, which is keeping residents up-to-date on the fire through social media. We've had some small grass fires in the past few years, but nothing major.

Weather conditions were also to blame for 17 smaller fires that started in other parts of the state on Wednesday, including a fire near Lake Bridgeport, about 50 miles northwest of Fort Worth, which burned about 100 acres.The ground is so dry because of the drought that one welding spark or a cigarette tossed could easily ignite a fire, said Jesse Moore, a meteorologist for the National Weather Service in Fort Worth. The high temperatures, low humidity and wind gusts quickly cause fire to spread.Similar weather conditions, with highs approaching 105, are again forecast for Thursday, he said.In Oklahoma, the fire, fueled by dry vegetation and fanned by southerly winds, burned a 12-square-mile area and also destroyed a church, 21 barns and other outbuildings and 45 vehicles.The fire smoldered most of the day Wednesday but flared up again in the late afternoon, just as another fire broke out on the southeast side of the city near Tinker Air Force Base. The fire near the base forced a portion of Interstate 40 to be closed to traffic due to smoke.Other fires broke out around the state, including one near Lawton that forced the closure of the H.E. Bailey Turnpike due to heavy smoke, while other wildfires burned hundreds of acres near Tecumseh, Crowder and Seminole, the Oklahoma Forestry Services said Wednesday.

Oklahoma has been under a state of emergency since July 20 because of the extreme drought conditions and high fire danger.Some radio stations have begun broadcasting a public service announcement taped by Governor Mary Fallin that reminded Oklahomans that discarded cigarettes and parking on dried grass often spark wildfires.

Goal: Stop the killing of innocent women and girls around the world.

Honor killing, or the murder of an individual by a family member because she was believed to have brought “shame” to the family, takes place most often in Muslim communities, though it can also occur in Hindu and some other non-Muslim areas. The victim is most often female and the murderer is most often a father, brother, uncle, or other male relative. However, female family members often take part in the decision to murder the victim and sometimes even participate in the killing as well. Some of the reasons a girl or woman may be killed can include wearing clothing that may be considered too revealing, being in a romantic relationship with someone of a different religious or cultural background, or even being the victim of a rape. She may be murdered in a gruesome and horrific way, such as by decapitation, being burned alive, or being stoned to death.Though it is thought to mostly occur in third world countries, sadly it also takes place right here in the United States, as well as Europe. One such case included that of two Texas teenage girls, Amina and Sarah Said, who were shot to death by their father, Yassir Said, in a taxi cab on New Year’s Day of 2008 because they were dating non-Muslim boys.Said also had a history of emotionally, physically, and sexually abusing the girls.Something needs to be done immediately to stop so many more innocent girls and women from being killed, even though they have not committed any crime. Some actions that should be imposed include convicting more people who take part in honor killings, giving the perpetrators longer jail sentences, and conducting education programs in areas where there are high occurrences of honor killings to show that this crime is completely unacceptable.

The only acts she may have done to deserve such a terrible death may have been wearing clothing that was considered too revealing, dating someone outside of the family’s religion or culture, and even being the victim of a rape.These terrible and senseless killings against girls and women should not still be taking place today. In order to attempt to combat this severe problem, more people around the world need to be convicted of honor killings and be given longer jail sentences. In addition, education programs need to be conducted around the world that teach that honor killings are wrong and unacceptable no matter what religion one participates in or area the individual lives in.
