Ratings agency says EU bailout deal faces fresh risks

Ratings agency Moody's has warned the EU's new bailout package for Greece could unravel over demands for loan collaterals. EU anti-crisis measures are also facing fresh political risks in Germany and Italy.The US-based ratings agency in a note on Monday (22 August) predicted other eurozone countries will reject a deal between Finland and Greece for Athens to put around €600 million in an escrow account in case it is unable to pay back Helsinki's part of its second bailout.Moody's added that the escalating dispute over collateral poses questions about the eurozone's broader ability to handle the crisis.A proliferation of collateral agreements would ... imply that the some euro-area countries would bear disproportionately large shares of the risk associated with the provision of financial support ,it said.We expect other euro-area members to ultimately reject the Finland-Greece deal ... but the message sent by the calls for such agreements confirms that Europe is conflicted over the very decision to provide financial support to its members, not just the amount of support.Finnish Prime Minister Jyrki Katainen has warned that if the collateral deal is thrown out, Finland will not sign up to the second Greek bailout.

Katainen's position, which has already seen Austria, the Netherlands and Slovakia explore possibilities for their own collateral arrangements with Greece, attracted criticism from Dutch finance minister Jan Kees de Jager on Monday.The Netherlands is no supporter of this proposal ... It is not compatible with the principle of equal treatment of all euro countries, de Jager said in an open letter to the Dutch parliament.The potential proliferation of collateral requests is not the only emerging risk to the EU's self-imposed deadline to get the new bailout arrangements ratified by all 17 eurozone countries by the end of September.The German central bank in its latest monthly report indicated that the eurozone deal, which also involves provisions for the EU bailout fund, the EFSF, to buy bonds from struggling euro economies, might breach German law by marking a new surrender of sovereign fiscal powers to Brussels.Far-reaching extra risks will be shifted to those countries providing help and to their taxpayers, and entail a large step towards a pooling of risks from particular EMU [European Monetary Union] states with unsound public finances, the Bundesbank said.Unless there is a fundamental change of regime involving a far-reaching surrender of national fiscal sovereignty, it is imperative that the no bail-out rule – still enshrined in the treaties - should be strengthened by market discipline, rather than fatally weakened.The bank's statement lends weight to a legal challenge to the bailout deal filed in Germany's constitutional court ahead of the judge's verdict, due in the coming weeks.For their part, regional authorities in the Hessen lande have threatened to invoke a special mediation mechanism between the German parliament and the regional assembly, the Bundesrat, to examine the implications of the EU bailout deal in a move which could delay German ratification.I am not going to support a mechanism today that binds the hands of generations of politicians,Hesse's jutsice minister, Joerg-Uwe Hahn, said in a letter to MPs.

In Italy a fresh political rift between Prime Minister Silvio Berlusconi and his coalition partner, Umberto Bossi, the head of the nationalist Northern League party, has also cast doubt on parliamentary approval of Rome's proposed new €45 billion austerity package.Bossi's party on Monday drafted changes to the proposed cuts one day before the Italian senate is due to hold initial talks on the deal, calling to scrap a planned increase in Value Added Tax and in Italy's retirement age.Bossi also angered Berlusconi by predicting that Italy is destined to split into two, with the rich industrialised north leaving the south to its own problems.I am sorry, this time, to not agree with my friend Umberto Bossi. I am deeply convinced that Italy will always exist, the Berlusconi said in a rare public disagreement with the Northern League chief.

Italy: Is there a way out of the woods?

Following recent market panic, the European Central Bank’s (ECB) decision to step in and buy Italian bonds has given Rome some breathing space. Market fears were driven by a frightfully simple prospect: if Italy, the EU’s fourth largest economy, goes, so does the euro.To avoid the worst, Italy now has one, possibly final, chance to push for radical economic reform and break its chronic growth problem. Failing this, Silvio Berlusconi & Co. may have to plan for a future outside the single currency.
Italy’s economic problems have been well documented: a gigantic public debt coupled with an embarrassingly low growth rate and an ageing population. These problems are not new - they are structural.The current period of relief may prove short-lived since the ECB’s lifeline comes with a likely cut-off date. Italy is simply too big to bail. With its gigantic €1.8 trillion public debt, neither the ECB nor foreign governments can guarantee Italy’s finances in the long-term.To shelter Italy from the markets, eurozone taxpayers would have to underwrite hundreds of billions of Italian public debt, either via the ECB or the EFSF (the eurozone’s bailout fund). An increase on that scale would face insurmountable opposition in the German, Dutch, Finnish and Slovakian parliaments.This means that, for all the talk of European solidarity, Italy is left to its own devices. But it won’t be easy. Italy is stuck in the all too familiar situation of having an overvalued currency and inappropriate interest rates (ideally they should be close to zero now, not the ECB’s 1.5%) due to the single currency’s one-size-fits all monetary policy. Therefore, it needs to cut deeper and harder than, say, the UK to convince markets of the long-term viability of its debt burden – the unfortunate cost of sharing a currency with the likes of Germany.

So can Italy get back on the path to economic growth and show the world that it belongs inside the eurozone? Well, the game isn’t up for Palazzo Chigi quite yet - but time is quickly running out.Pressured by both the ECB (who wanted some concrete austerity measures in return for buying Italian bonds) and the markets, Berlusconi and the Economy Minister Giulio Tremonti have committed to achieving a zero deficit by 2013 rather than 2014 as originally planned, through additional savings worth €45.5 billion. This is welcome, but now the key is to first get this new austerity package adopted by the Italian parliament and then, most importantly, implement it properly and push for pro-growth reforms. As we know all too well from Greece, it’s one thing to pass an austerity package - another to put it into practice.
Colossal challenges.If Italy is to get out of the woods, several things need to happen - and all of them throw up colossal challenges.Berlusconi has to go: His premiership has descended into farce and his coalition government gets wobblier by the day, hostage to the sometimes ludicrous demands of the Lega Nord. When he addressed Italian MPs on the eurozone crisis, Berlusconi looked tired, powerless, sometimes disoriented. Unfortunately, Il Cavaliere seems determined to stay. Everyone will be the worse for it.But Italy’s future is on the centre-right: Alas, the opposition is not in much better shape than Berlusconi’s rag tag coalition, with any centre-left government likely to have to rely on several small post-communist parties to get a majority in parliament - hardly a recipe for the successful labour market liberalisation that Italy so desperately needs.Get the regions on board: The two austerity packages unveiled in less than a month have been with resistance from Italy’s regional administrations, which will be heavily affected by the proposed cuts to transfers from central government. As in Spain, a strategy needs to be put in place to convince the regions that these cuts are necessary.

Freeing up the labour market is essential: Radical reform of the labour market should be the top priority for any Italian government. Firing and hiring simply has to become far easier, which in turn lowers barriers to entering the job market. In addition, the tax burden on businesses should be reduced, particularly on SMEs where Italy’s economic strength lies. At the end of the day, Italy cannot live on austerity alone. It’s these kinds of reforms that will win investors’ confidence.
Stay the course: Having decided to bring forward the balanced budget target, the Italian government will most likely need to further dip into pensions. This is a huge challenge which will make the government even less popular. The opposition is now pushing the narrative that Italy is under the thumb of the EU, with key decisions being taken not in Rome, but in Berlin, Frankfurt and Brussels. As elsewhere in Europe, such a message is political dynamite. But the government needs to stay the course. If there’s one advantage to Berlusconi’s growing unpopularity, it’s that he can push through the necessary reforms.There are a range of other things that need to happen. Not least, there needs to be a way to boost domestic demand, particularly with Italian exports losing ground on the world stage.Will all these reforms take place? We shall see. But both Italy and Europe need to be fully aware of the consequences of Rome failing to deliver deep-rooted and necessary change. It’s time to finally bite the bullet or Berlusconi may soon have to add yet another, less than flattering point of note to his CV: bringing down the eurozone.

EU donates additional €115mn to Palestinians

He cited Christian Zionists as one of the elements conspiring to Judaize Jerusalem.The letter was written to the Secretary General of the Arab League and to the Secretary General of the Organization for Islamic Cooperation on the 42nd anniversary of the crime of the burning of Al Aqsa mosque. This refers to the attempt in 1969 by deranged non-Jewish Australian Dennis Michael Rohan to burn down the mosque.Sarsour wrote that The greatest danger to Al Quds [Jerusalem – Ed.] is and will remain the Israeli occupation, and there is no security to the Islamic and Arab character of Al Quds other than its liberation from the grip of the occupation and its return as a sister to holy Mecca and Medina.Israel seeks to Judaize the Holy Basin and this effort receives unlimited aid from the government of Israel, world Jewry and Christian Zionism, he added.In a call for direct action to liberate Jerusalem, Sarsour used Arabic-Muslim shorthand that carries clear meanings for Arabic speakers. Just as Al Quds issued a call to arms to its Ummah [Islamic nation] in the past, and the Ummah rose up in a permanent jihad until it liberated it [Jerusalem], so today it [Jerusalem] calls up that same Ummah. Will there be found in it those who were found in the past [and waged jihad]? You must make [military] preparations for this answer.
Rants by Arab MKs regarding the Judaization of Jerusalem are common but Sarsour's mention of Zionist Christians is a deviation from the regular formulas and could be a reaction to events being organized by Glenn Beck.

Southern Israeli cities came under rocket fire again for a fifth night despite claims by Gaza terrorists they were committed to a ceasefire. Residents in the coastal city of Ashkelon found themselves racing for cover several times throughout the night Monday as the Color Red air raid siren blared its warning, starting in the early evening. Two medium-range Grad Katyusha missiles, fired by terrorists in northern Gaza, exploded in the Hof Ashkelon Regional Council district at around 7:40 p.m. local time. Both landed in open areas, although one set off a large brush fire in a field that quickly ignited due to the dry summer heat.A third rocket attack was launched at about 10:00 p.m. The missile landed in an open area in the Ashkelon Regional Council district. Another one followed about two hours later, right around midnight, also in the area of the coastal city. The Color Red air raid siren blared a warning alert each time.No damage or physical injuries were reported.

However, the necessity of racing for shelter late at night creates an especially difficult time for families with children or other relatives who are elderly or unwell, noted Hana Levi Julian, LCSW-R, a behavioral psychotherapist.This comes not only due to the nocturnal disruption in the body's circadian rhythm but also due to the sudden spike in adrenalin that results from the body's response to the alert siren. Hurricane Irene, the first hurricane of the 2011 Atlantic hurricane season, was seen from space today (Aug. 22) as it roared past Puerto Rico.Irene formed as a tropical storm east of the Leeward Islands on Aug. 20. By early Aug. 22, the storm had strengthened to a Category 1 hurricane. The U.S. National Hurricane Center (NHC) reported that Irene had maximum sustained winds of 80 mph (130 kph), with higher gusts. The storm was located about 150 miles (240 kilometers) west-northwest of San Juan, Puerto Rico.The Moderate Resolution Imaging Spectroradiometer (MODIS) on NASA’s Terra satellite captured this natural-color image at 11:20 a.m. local time (15:20 UTC) on Aug. 22. Storm clouds cover part of the Dominican Republic, and all of Puerto Rico. [See satellite photos of Hurricane Irene]

As of Aug. 22, Irene had cut power to more than a million residents of Puerto Rico, according to ABC News. The Miami Herald reported that heavy rains had pushed at least five rivers over their banks on the island. Citing continuing rains, downed power lines, and potential landslides, the Puerto Rico governor urged residents to stay indoors.Moving westward to the island of Hispaniola, Irene menaced the Dominican Republic and Haiti. The storm’s worst winds and rains remained north of the island, reducing the threat of deadly flooding, according to news reports. Nevertheless, authorities worried about approximately 600,000 Haitians still living in Port Au Prince tent cities after the 2010 earthquake.
