Salvo Of 12 Mortar Shells From Gaza Hit Southern Israel

Twelve mortar shells fired from northern Gaza landed in open areas in the Eshkol region. No injuries were reported.Friday's barrage was the first mortar fire since Gaza terror groups declared a unilateral ceasefire, Thursday.Israel Air Force fighter jets struck a location east of the Gaza city of Khan Yunis earlier Friday. Khan Yunis is regarded as a terror hub by Israeli security officials. The IDF confirmed hits on its intended target.Sources in Gaza reported three people were killed and others were wounded in the air strike, bringing the death toll in Israel's retaliatory raids to 12. The casualties are believed to be members of a Hamas' Izz al-Din al-Qassam Brigades cell.The IDF sorites on Gaza follow Thursday's anti-missile attack on an Israeli school bus that left a teenager critically wounded and barrage of over 45 rockets fired from Gaza into Israel's south.IDF tanks also fired on two groups of armed terrorists approaching the Gaza security fence, reporting injuries among the terrorists in each case.Israel's Iron Dome missile interception system also reportedly intercepted a second rocket fired from Gaza.

Thursday night terror groups in the Gaza Strip attempted to unilaterallly declared a ceasefire in an apparent attempt to stave off IDF retaliation.Prime Minister Benjamin Netanyahu Friday morning from the Czech Republic,Iron Dome's results are impressive - intercepting two missiles, one after the other, is an important success.

IAF Retaliates: Attacks Terror Targets in Gaza

The Israeli Air Force attacked on Thursday evening nine terror targets throughout the Gaza region. As well, three tunnels that were used to smuggle terrorists and weapons in Gaza were bombed by the IAF overnight on Thursday.Earlier on Thursday, aircraft and armored forces attacked two terrorist groups, one in northern Gaza and one in southern Gaza, who had been involved in high-trajectory firing of rockets and mortar shells from Gaza into southern Israel.The IDF Spokesperson reported that in all cases a direct hit on the targets was identified.The IAF attacks came in response to the terror attack on Thursday afternoon, in which terrorists fired at a school bus traveling in southern Israel near the Nahal Oz crossing.Police initially identified the weapon fired at the bus as a medium anti-tank missile, but other reports indicated that it may have been a mortar attack. As a result of the attack, a 16-year-old boy was critically wounded. The driver of the bus sustained shrapnel wounds in the leg.The attack on the school bus was followed by a barrage of mortar shells and rockets at the area. One exploded next to a house in the Eshkol region. No one was physically injured although the house was badly damaged. All in all, at least 40 projectiles had been fired into Israeli territory by late Thursday evening.

Also on Thursday, the new Iron Dome anti-rocket system intercepted an enemy missile in mid-air and scored its first operational success. The missile was a Grad-type rocket fired from Gaza towards Ashkelon.Witnesses said they saw the rocket's plume after it exploded in mid-air. IDF sources confirmed the success.Iron Dome was deployed a few weeks ago following an escalation in rocket and mortar firing from Gaza into Israel. The Defense Ministry has touted Iron Dome as a solution to terrorist attacks from Gaza, as was proven on Thursday, but the system is still under evaluation.The IDF spokesman issued a statement on Thursday evening which said that the IDF will not tolerate any attempt to harm Israeli citizens and will continue to act with determination and strength against any party who carries out terror attacks against Israel.The statement added that the terrorist organization Hamas is the one who bears responsibility for the escalation in the attacks.
Following the IDF’s response, the terror organizations in Gaza announced a ceasefire and said they will not fire anymore rockets towards Israel. The groups claimed that the decision was made as a result of international pressure.(IsraelNationalNews.com)

Gaza has become a terrorist state, President Shimon Peres said in a meeting with foreign ambassadors. Hundreds of thousands of mothers and their children in southern Israel cannot sleep at night as a result of the rocket attacks from Gaza, he said.
The ambassadors hailed from countries represented on the United Nations Security Council, as well as countries in the Middle East.Can the United Nations guarantee that terror attacks will not happen again? None of you would give up on the safety and security of your citizens, just as Israel will stand in its own defense, Peres declared. He tied recent terrorist attacks to international flotillas attempting to break Israel's naval blockade of Hamas, saying,Whoever wants to help Gaza should insist that Gazans stop firing on Israel.He also took issue with the UN over Iran, whose head, President Mahmoud Ahmadinejad, has called to destroy Israel.Why do you permit him to do this while allowing him to continue to be a member? he asked.The UN is inherently anti-Israel due to its organization, but Israel is committed to membership nonetheless, Peres added.We can never benefit from a majority. The blocs in the UN are based on being anti-Israel and we don't have an opportunity for justice. In spite of this we will continue to struggle on and fight for peace.Peres' remarks followed a terrorist attack on an Israeli school bus in which one boy was critically wounded. Hamas claimed responsibility for the attack.Both Britain and the United States condemned the attack on Thursday. British Foreign Secretary William Hague called it despicable and cowardly.I unreservedly condemn today's attack from Gaza on a bus carrying school children in southern Israel, he said.

A U.S. State Department official said,We condemn the attack on innocent civilians in southern Israel in the strongest possible terms... As we have reiterated many times, there is no justification for the targetnig of innocent civilians.The State Department expressed deep concern over the use of an advanced anti-tank missile in the attack, and noted that all countries are obligated to prevent weapons smuggling.

EU and California to link emissions trading schemes

EUOBSERVER / BRUSSELS - The European Union has signaled its desire to link the bloc's emissions trading scheme (ETS) with a similar system in California, due to open next year. EU climate commissioner Connie Hedegaard has been in California this week to discuss the idea with state governor Jerry Brown and Californian Air Resources Board chairwoman Mary Nicholls.The californian scheme is set to be the second largest of its kind, after the EU's, and comes after attempts to create a national US trading scheme were rejected by the country's senate.In December, EU member states mandated the commission to starts negotiations on linking the EU's ETS with a similar system in Switzerland, but the California hook-up would be considerably bigger.Transactions on the EU ETS were valued at roughly €72 billion in 2010, with Energy analysts Point Carbon predicting the California cap and trade scheme could be worth €7 billion by 2016.The EU is keen that the two schemes be sufficiently compatible however, along with others currently being developed around the world.We told Governor Brown that we would very much like to co-operate with them so that no matter how California constructs their scheme, it is linkable to the way we do things in Europe, Hedegaard said, reports the Guardian newspaper.

It doesn't have to be identical, just compatible,she added.A spokesperson for Hedegaard confirmed this message. As you know, countries and regions around the world including South Korea, Switzerland and New Zealand have trading schemes or are in planning stages,Isaac Valero Ladron told this website.Each country might want some special ways of doing it, but of course it's also practical that ... each different region can be linked, so that in the end we have this vision of having a global price on carbon, he said.EU and California experts are set to discuss the plans in greater details, amid reports that the world's largest polluter, China, is also set to develop a regional emissions trading scheme under its latest five-year plan.By forcing companies to buy pollution permits, the EU scheme is designed to shift production onto a more environmental-friendly track, although under the current phase (2008-2012) the permits are handed out to energy-intensive sectors free-of-charge.Critics also argue that the permitted threshold of emissions under the EU's ETS has been set to0 high, with a roughly 3.5 percent rise in emissions last year still failing to meet the maximum permitted level.Supporters say the rise would have been even greater without the emissions trading scheme.Reports of mulit-million euro windfall profits for large steel companies who failed to use up their free permits last year, and a series of recent cyber-attacks have also weakened confidence in the EU scheme.

Portuguese caretaker bail-out raises question of democratic legitimacy

EUOBSERVER / BRUSSELS - The Portuguese caretaker administration of centre-left leader Jose Socrates Wednesday evening announced that it had requested financial assistance from the European Union.After weeks of adamantly refusing that his country go down the path of Greece and Ireland, Socrates issued the announcement on national television, saying: I always said asking for foreign aid would be the final way to go but we have reached the moment.I tried everything, but in conscience we have reached a moment when not taking this decision would imply risks that the country should not take, he said.In a swift late-night response, the European Commission responded positively to the call for help.In a statement, commission chief Jose Manuel Barroso said that any assistance would be processed in the swiftest possible manner, according to the rules applicable.A previously scheduled meeting of European Union finance ministers in Hungary on Friday will see the Portuguese situation climb the agenda.As in the case of Ireland's €85 billion package and Greece's €110 billion sum, the European Central Bank and the International Monetary Fund are also likely to be involved in the deal.Socrates did not mention a figure, but in recent weeks analysts predicting a bail-out have estimated that the country will need between €60 and €80 billion.Lisbon was forced into the situation by the markets after the cost of government borrowing soared in recent days as a result of the fall-out of repeated downgrades in the state's creditworthiness by ratings agencies.The agency behaviour in turn came in response to the failure of the government to push through additional austerity measures mostly affecting welfare, healthcare and pensions.On 23 March, Socrates resigned after the new austerity bill was defeated after the right-wing opposition yanked away its support for the minority centre-left administration. A snap election is scheduled for 5 June.

The opposition Social Democrats, a conservative party despite its name, opposed the adjustment to austerity in the bill but now says it will back a bail-out agreement, although any memorandum of understanding with the EU-IMF-ECB troika is certain to require much deeper cuts and restructuring.On Wednesday, the country went to auction managing to sell €1 billion in six-month and one-year bonds but at a rate of 5.11 percent and 5.9 percent respectively - rates little different to that which the EU troika would charge on a seven-year loan package.On Monday, the yield on its five-year bond soared to 9.91 percent.It has become significantly cheaper for Portugal to go to the EU and IMF with its cap in its hand than to go to market.However, complicating the situation is the country's simultaneous political crisis, which raises questions about the democratic legitimacy of any bail-out agreement.Until now, analysts have argued that a caretaker administration does not have the authority to enter into an agreement with international lenders.In particular, the parliament, which has been dissolved, would have to ratify any package.Politically, there are concerns as well. Brussels, Frankfurt and Washington risk signing up to an agreement that produces a backlash from voters, only to have to re-open the agreement for fresh negotiations after the June election.There is also the simple question of how quickly a party that is in the middle of an election campaign can negotiate an agreement.Nevertheless, the clock is working against such constitutional and political niceties and bankers have suggested the government could take out a bridging loan from EU states, to keep the lights on until after the election when a full agreement could be approved.However these questions are resolved, unpopular austerity and restructuring has so far been the quid pro quo demanded by the eurozone's paymasters.In the Portuguese case, the price of the country's products has long since been made uncompetitive in comparison with German unit costs. Locked into the eurozone, Portugal has been unable to devalue to address this problem, meaning that heavy private-sector wage constraint is almost certain to feature prominently in any bail-out deal.Already the site of a massive anti-austerity protest last month, one of the biggest demonstrations since democracy came to Portugal in 1974, Lisbon is likely to see yet more unrest as a product of such a bail-out agreement.

Portugal has no time to settle democratic mandate concerns

EUOBSERVER / BRUSSELS - The European Commission has rubbished concerns that the caretaker administration in Portugal does not have a democratic mandate to negotiate a bail-out package and its attendant stringent austerity and economic restructuring, saying Lisbon does not have time for such concerns.Democratic legitimacy? It's not necessary. Apparently they had some mandate when they made the request last night. So if they were empowered last night to make the request, they are empowered to progress with negotiations, commission economy spokesman Amadeu Altafaj told EUobserver. They simply cannot wait.Analysts have worried that after the government resigned on 23 March, a caretaker administration would not have the legitimacy to negotiate the terms of what in the case of Greek and Irish bail-outs have turned out to be a thorough re-organisation of the economy. In both cases, virtually all economic decision-making has in effect been outsourced to EU, IMF and ECB experts for years to come.Prime Minister Jose Socrates battled for months pressure to apply for the bail-out frightened of the loss of sovereignty he saw Athens and Dublin experience.We have spoken to the opposition and they have backed the request, so there is agreement on this across the parties, Altafaj added.He said that the financial assistance will not be a bridging loan to keep the lights on until after the 6 June general election, but a full bail-out package. According to sources close to the discussions, the sum could amount to as much as €90 billion.

He added that the memorandum of understanding with the caretaker government would not be provisional pending the vote and the endorsement of the agreement by the parliament, but that the future government would be bound by its terms.The new government cannot make changes to the agreement, he said.It's not their programme any more. It's ours, he said.It's being negotiated with the EU. Now we're negotiating it together. It's our programme as well. It's not the same as Socrates' programme of a few weeks ago,he said, referring to the austerity measures that were defeated by the parliament resulting in the resignation of the government.The commission did however hold out the possibility of tweaking any agreed structural adjustment programme under a new administration in six months' time, but that is it.

What is possible is that every six months, after the election for example, the commission along with the ECB re-examines the situation and discusses with the Portuguese authorities possible changes to the programme, he continued, referring to the rules governing the eurozone's bail-out mechanism.According to the bail-out rules, a qualified majority in the Council of Ministers of the EU, representing the member states, then would decide whether to allow any lightening of conditions.We're not tying the hands of the government for years, he said.European Commission experts are to head to the Portuguese capital on Monday along with their counterparts from the European Central Bank to make an assessment of the country's finances. IMF figures are also ready to travel to Lisbon should a similar request for assistance be made to the Washington-based lender.Negotiations are expected to proceed rapidly, from one to three weeks from the initial request.It's just one single negotiation between their ministers and us. It can go very quickly, said an EU official.Andre Freire, a political scientist with Lisbon University Institute, told EUobserver that the caretaker administration has emergency powers to sign a temporary agreement, but not for any long-term programme of adjustment.The problem the caretaker government has is not a constitutional one. It's a transitory government and they have transitory powers, he said. It is an extreme situation because of the downgrades and so on, so they certainly have the power to take action in this emergency.The problem is that they have no political support to sign an agreement for more than one month or three months or something like that, he continued.Any long-term agreement should be left open for the incoming government to change.Indeed, on Thursday, Portuguese government spokesman Pedro Silva Pereira said the caretaker government clearly can't commit to long-term goals.

China concerned at Japan's prolonged nuclear crisis

TOKYO (Reuters) – China said on Friday it was concerned at Japan pumping radioactive water into the sea from its crippled nuclear power plant, reflecting growing international unease at the month-long crisis triggered by a massive earthquake and tsunami.China will closely monitor Japan's actions to regain control of the plant, the foreign ministry said, demanding Tokyo provide swift and accurate information on the crisis which began on March 11 when a magnitude 9 earthquake and tsunami struck.

The comments came as a Chinese quality watchdog said it had detected 10 cases of ships, aircraft or cargo arriving from Japan with higher than normal levels of radiation since mid-March.While Japan struggles to regain control of the nuclear plant in the worst crisis since Chernobyl, it also faced calls to revive its economy, rocked by the triple disaster, to prevent a knock-on impact on the global economy.G20 finance leaders will ask Tokyo for a plan to resuscitate its economy as they see the fallout from the earthquake a risk to global growth, Takatoshi Kato, a former IMF deputy managing director, told Reuters in an interview on Friday.The tsunami left 28,000 people dead or missing, damaged six nuclear reactors north of Tokyo and left Japan's northeast coast a splintered wreck. Japanese nerves were further rattled on Friday when the overnight aftershock saw partial power lost at the Onagawa nuclear plant, which is in cold-shut down, and a brief water leak from spent fuel rod pools.But Japan's nuclear safety agency said it had not detected any change in radiation levels.The U.N.'s nuclear watchdog sounded an encouraging note when one of its officials said there were signs of progress in stabilizing the Fukushima plant, though the situation remained very serious.The International Atomic Energy Agency (IAEA) said it had not detected any change in radiation levels following Thursday night's quake.The situation at the Fukushima Daiichi nuclear power plant remains very serious ... NATO Complains of Qaddafi's Human Shields

The news world is volatile, as one crisis competes for public attention with another. Libya is no longer news item number one in the United States and has been supplanted by the threat of a government shutdown that is coming to a head before this Friday's deadline.The downgrading of Libya is also a function of a decline in interest. Hopes for a quick military victory or a Qaddafi decision to throw in the towel have abated. One day the rebels take Brega, the next day they are driven out of Brega, and the story repeats itself. The public and media sense is that everything has bogged down.Increasingly, the term political solution is being bandied about. This is a phrase favored in Ankara, Beijing and Moscow but one that is starting to make inroads in the United States as well. Political solutions leave intaqct the question of what happens to Qaddafi. Does this imply the partition of Libya into East and West? Who keeps the peace between them? NATO inherited the leadership of the Libyan intervention from the United States. It is increasingly bedeviled by self-imposed limitations - No troops on the ground and a code of ethics for the mission dedicated to protecting civilians rather than harming them.This has played into the regime's hands. NATO leaders voiced their irritation at the strategy employed by the Libyan regime to nullify the coalition's air superiority. Qadaffi simply positioned his tanks and artillery batteries in close proximity to civilians using them as human shields.

Even ground troops occasionally injure innocent bystanders, but the risk is compounded when the coalition forces rely totally on air or missile power. Even in an age of precision, a munitions war is not all that precise. So the West is confronted with the dilemma that it cannot eject Qaddafi without running the risk of injuring civilians.Since the protection of civilians rather than regime change was the presumed mission, one has to avoid injuring civilians even if it gives Qaddafi and his supporters a new lease on power. We are now witnessing the eruption of tensions between NATO and Benghazi as the insurgents clamor for more air strikes.The there is a certain poetic justice to the situation. The West has encountered the human shields tactic before, notably in Iraq against Saddam Hussein. However, it is Israel that has been forced to tread a fine line when Hamas and Hizbullah used human shields to deter Israel.Hizbullah also would position rockets near UN positions, daring Israel to strike at them and risk hurting the blue berets. However carefully Israel would strike, eventually there would be a case where air or artillery strikes would hurt civilians. Western public opinion would then come down hard to stop the bloodshed. Instead of a clear-cut victory, Israel would at best be allowed a win on points.Due to Western temerity about collateral damage, war has not been rendered more humane but less humane. The human shields tactic works against the side that recoils from inflicting civilian casualties, whereas the practitioners of the human shields approach have no similar qualms.Secondly, instead of achieving a decisive result at the cost of civilian casualties, but in the long run inflicting less suffering to human life, the result is a protracted war and eventually a greater number of civilian casualties and more extensive human suffering.During the Second World War, military installations and arms factories near civilian concentrations were considered legitimate targets. When the Allies were about to invade France, they made the hard but necessary choice of attacking targets even at the risk of inflicting casualties on civilians who were not enemy nationals, but people whom they intended to liberate. Prospects fade for military overthrow of Gaddafi

TRIPOLI (Reuters) – Libyan government forces tried to storm into the besieged city of Misrata on Friday as NATO generals acknowledged their air power was not enough to help insurgents remove Muammar Gaddafi by force alone.Misrata, a lone rebel outpost in the west of the country, has been under siege by Gaddafi's forces for weeks. On Friday insurgents said government troops were advancing into eastern districts and fighting street battles with rebels.They tried to advance and enter the city from the eastern side, from an area called Eqseer which is a populated area. The rebels confronted them and clashes are continuing, insurgent spokesman Hassan al-Misrati told Reuters.The only active front in the war, along the Mediterranean coast around the eastern cities of Brega and Ajdabiyah, has descended into stalemate for a week with both sides making advances and then retreating behind secure lines at night.

The head of U.S. Africa Command, General Carter Ham, said on Thursday the conflict was entering stalemate and it was very unlikely the rebels would be able to fight their way into Tripoli to overthrow Gaddafi.Early hopes that Western air cover and attacks on Gaddafi forces would tip the balance in favor of the rebels have evaporated as government troops sheltered their mechanized forces near civilian areas which NATO fears attacking.

POLITICAL SOLUTION

NATO spokeswoman Oana Lungescu followed a similar line to Ham on Friday.We have always made clear there is no purely military solution to this conflict. This is why it is so important to find a political solution and in this there is no stalemate, she said. Rebels have rejected peace talks with Gaddafi.Lungescu, like other NATO officials, expressed frustration with the difficulty of hitting Gaddafi's troops while avoiding civilian casualties.The fact that we see Gaddafi's forces driving around in civilian vehicles means it is hard to tell who is who.The fact is they are using human shields and parking tanks next to mosques and schools so it is very hard to pinpoint any military hardware without causing civilian casualties, she told a briefing in Brussels.The confusion on the desert battlefield has caused friendly fire incidents, the latest on Thursday, increasing anger among the rebels.They said five of their fighters were killed when NATO planes bombed a column of 20 tanks brought out of storage and moving west out of Ajdabiyah to bolster the front around Brega.NATO acknowledged on Friday its aircraft were probably responsible for the incident.

REBEL RETREAT

The strike sent the rebels into a confused retreat back toward Ajdabiyah.Rebel commander Abdel Fattah Younes denied it had caused tension with NATO, although the rebels wanted an explanation. It was the second time in less than a week that rebels had blamed NATO for bombing their comrades by mistake after 13 were killed in an air strike not far from the same spot on Saturday.Rebels in Ajdabiyah were painting the roofs of their vehicles in bright peach on Friday to try to identify them better to NATO planes.NATO is an alliance against the Libyan people, said Alaa Senudry, a rebel volunteer standing near the western entrance to Ajdabiyah. Another, Begassim Awamy, grumbled: Twice they've hit us by accident now.At the same time as expressing anger about the attacks, the rebels have accused NATO of being too slow to order air strikes to support their rag-tag army.Misrata, Libya's third city, rose up with other towns against Gaddafi in mid-February and has been under siege for weeks after a violent crackdown put an end to most protests in the west.Rebels say people in Misrata are crammed five families to a house in the few safe districts, to escape weeks of sniper, mortar and rocket fire. There are severe shortages of food, water and medical supplies.The insurgents have used containers filled with sand and stone to block roads and break supply lines to Gaddafi forces including snipers in Misrata, a rebel spokesman told Reuters by phone.Ashour Shamis, a U.K.-based Libyan opposition activist, said the coastal town was key to breaking the stalemate.The reason is that Misrata has a big port that acts as a key supply route of food and medicine for Tripoli, and Sirte as well. Million homes lack power after new Japan quake

SENDAI, Japan – Nearly a million homes suffered blackouts in Japan's northeast Friday after a new earthquake killed three people and piled more misery on a region buried under the rubble of last month's devastating tsunami.The northeastern coast was still reeling from the destruction wrought by a jumbo 9.0-magnitude earthquake on March 11, with tens of thousands of households without power or water. The 7.1-magnitude aftershock Thursday threw even more areas into disarray and sent communities that had made some gains back to square one.Gasoline was scarce again, and long lines formed at stations. Stores that had only recently restocked their shelves sold out of basics Friday and were forced to ration purchases again.Still, the latest quake did far less damage, generated no tsunami and largely spared the region's nuclear plants. Some slightly radioactive water spilled at one plant, but the tsunami-crippled Fukushima Dai-ichi complex reported no new problems.Matsuko Ito, who has been living in a shelter in the small northeastern city of Natori since the tsunami, said there's no getting used to the terror of being awoken by shaking. She said she started screaming when the quake struck around 11:30 p.m.It's enough, the 64-year-old while smoking a cigarette outside.Something has changed. The world feels strange now. Even the way the clouds move isn't right.The latest tremor — the strongest since the day of the tsunami — cut power to more homes, though it was quickly restored to many. About 950,000 households were still without electricity Friday evening, said Souta Nozu, a spokesman for Tohoku Electric Power Co., which serves northern Japan. That includes homes in prefectures in Japan's northwest that had been spared in the first quake.

Six conventional plants in the area were knocked out, though three have since come back online and the others should be up again within hours, Nozu said. But with power lines throughout the area damaged, it was not clear whether normal operations would be restored, he said.In Ichinoseki, lines formed outside a supermarket when it opened Friday morning. An employee with a flashlight escorted each customer around the store and jotted the price of each selected item in a pad.Most businesses were closed in the city, 240 miles (390 kilometers) northeast of Tokyo. One restaurant owner, Suzuki Koya, bought a small gas stove and made free meals in big boiling pot.

Such splash-out is not unusual, although it is preferable that it doesn't happen,according to Japanese nuclear safety agency official Tomoho Yamada.Closer inspection could find more problems, said agency spokesman Hidehiko Nishiyama, but no radiation was released into the environment at Onagawa.The plant began leaking oil into the ocean in the first earthquake, and the flow escaped a containment boom in Thursday's tremor but was contained again by Friday, coast guard spokesman Hideaki Takase said.Thursday's quake prompted a tsunami warning of its own, but it was later canceled. Three people were killed. A 79-year-old man died of shock and a woman in her 60s was killed when power was cut to her oxygen tank, national fire and disaster agency spokesman Junichi Sawada reported Friday. The third death was an 85-year-old man, according to a doctor at the Ishinomaki Red Cross Hospital. He declined to give his name because he was not authorized to speak to the media.That pales in comparison to the original quake and tsunami, in which more than 25,000 people are believed to have died.

Many of those bodies have still not been found: A significant portion were likely washed out to sea and never will be, but some are buried in areas that have been largely off-limits to search teams. As radiation spilling from the troubled Fukushima Dai-ichi plant has fallen in recent days, however, police have fanned out inside a no-go zone near the complex to dig for the dead.On Friday, hundreds of police, many mobilized from Tokyo, used their hands or small shovels, pulling four bodies in an hour from one small area in the city of Minami Soma. The plant operator said the tremor caused no new problems there.Despite the new aftershock, automakers announced Friday that they were beginning to bounce back from the March monster. NEW YORK (Reuters) – Temperatures will be cooler than average on Friday in the Northeast and Mid-Atlantic states where it rains, forecasters said.Thunderstorms are set to move through the Plains in the northern and eastern regions, but not in the extremely dry areas of the west and southwest.Rain and thunderstorms are expected this weekend and early next week in the Midwest, with more storms possible later next week as well.(Editing by Jerry Norton)

TORONTO (Reuters) – Canada's ruling Conservatives had a lead of nearly 10 points lead over the Liberals in an opinion poll released on Friday, hovering around levels that could give them a majority in the May 2 federal election.The Nanos Research tracking poll of results over three days of surveys put support for the Conservatives at 40.6 percent, up from 39.6 in Thursday's poll.Support for the main opposition Liberals was at 31.1 percent, up from 30.4 percent, while the left-leaning New Democratic Party fell to 14.9 percent from 17.2 percent.Under Canada's first-past-the-post electoral system, a party needs around 40 percent of the vote to win a majority of the 308 seats in the House of Commons.The past two governments have been Conservative minorities, requiring the Tories to get support from at least one other party to maintain power.
