TOKYO – Japan was rattled by a strong aftershock and tsunami warning Thursday night nearly a month after a devastating earthquake and tsunami flattened the northeastern coast.The Japan meteorological agency issued a tsunami warning for a wave of up to 6 feet (two meters). The warning was issued for a coastal area already torn apart by last month's tsunami, which is believed to have killed some 25,000 people and has sparked an ongoing crisis at a nuclear power plant.Officials say Thursday's aftershock was a 7.4-magnitude and hit 25 miles (40 kilometers) under the water and off the coast of Miyagi prefecture. The quake that preceded last month's tsunami was a 9.0-magnitude.

In Ichinoseki, inland from Japan's eastern coast, buildings shook violently, knocking items from shelves and toppling furniture, but there was no heavy damage to the buildings themselves. Immediately after the quake, all power was cut. TOKYO – Japan was rattled by a magnitude-7.4 aftershock Thursday night nearly a month after a devastating earthquake and tsunami flattened the northeastern coast.The strongest aftershock since the day of the magnitude-9.0 megaquake was a fresh blow to victims of that March 11 quake and subsequent tsunami that killed some 25,000 people, tore apart hundreds of thousands of homes and has sparked an ongoing crisis at a nuclear power plant.Damage and injuries from the aftershock were not immediately clear. The Japan meteorological agency briefly issued another tsunami warning Thursday night, but later canceled it.Officials at the tsunami-ravaged Fukushima Dai-ichi nuclear plant said there was no immediate sign of new problems caused by the aftershock. Japan's nuclear safety agency says workers there have retreated to a quake-resistant shelter in the complex. No one there was injured.

Officials say Thursday's aftershock hit 30 miles (50 kilometers) under the water and off the coast of Miyagi prefecture. The quake that preceded last month's tsunami was a 9.0-magnitude. Earthquake shakes wide area of southern Mexico

MEXICO CITY – A magnitude-6.5 earthquake shook a wide area of southern and central Mexico on Thursday, sending people fleeing into the streets, but there were no initial reports of damage.The epicenter was located near the town of Las Choapas, about 370 miles (600 kilometers) southeast of Mexico City, where it swayed buildings for several seconds. In the Gulf coast state of Veracruz, people ran from their homes and school children assembled on playgrounds.But Gov. Javier Duarte de Ochoa there was no damage near the epicenter nor in major cities in the oil-producing state.Veracruz is completely quiet without problems, he told state television. It was felt all over the state, but nothing major happened. It was only a scare.The also was temblor was felt strongly in the state of Chiapas, bordering Guatemala, where there also were no immediate reports of damage or injuries.The U.S. Geological survey said the quake hit a depth of 104 miles (167 kilometers).

President Peres Says Israel Willing To Cede Golan to Syria

Never one to miss an opportunity to push his personal initiatives irrespective of positions taken by Israel's government, President Shimon Peres on Tuesday said Israel was ready to change the situation in the Golan Heights.In an interview with CNN during his visit to Washington, Peres said Israel has always desired peace with Damascus and that all former prime ministers have been willing to give up the former Syrian territory in exchange for a deal.However, the Syrian government must choose between peace with Israel and continuing to 'service Hizbullah and Iran,Peres said.

But Israel's current government has taken the position that the Golan Heights are not on the table.During a tour of the Golan Heights in 2009 Prime Minister Netanyahu said, We are here to state unequivocally: A Likud-led government will stay on the Golan Heights.Peres is well-known for the secret diplomacy he undertook to lay the framework for the 1993 Oslo Accords.Capitulation has traditionally led to Israeli deaths. In the five years following the Oslo agreement 279 Israelis were killed in 92 terror attacks - a number greater than the deaths in the fifteen years preceding the Accords.That trend repeated itself after Ariel Sharon agreed to the United States' so-called Road Map for middle east peace. Policeman: Eastern Jerusalem is Not for Jews

Day after day, Israelis are exposed to new harrowing stories about Arab-on-Jew brutality and police pro-Arab bias. While most mainstream media fail to feature the stories prominently, or do not report them at all, they surface in free news media like Arutz Sheva and on certain blogs. The common theme in all of the stories is increasingly audacious Arab-on-Jew brutality and unfathomable police bias against the Jews involved - raising the suspicion that Israel's police - the one police force in the world Jews believed would never turn on them - have been successfully subverted by extremist elements.Two new stories were reported Wednesday: one in Hevron, the other in Jerusalem.

Hallucination #1: Sticks in Hevron

In Hevron, nationalist activist Itamar Ben-Gvir was detained for interrogation after he attempted to chase down two Arab youths who had brandished sticks and menacingly approached a car he was in.This was one of the most hallucinatory stories I have been in,Ben Gvir told Arutz Sheva.We held a march in Hevron to welcome a Torah scroll that was dedicated to Jonathan Pollard. I hitched a ride with someone when we suddenly saw two Arabs coming close to our car, standing with sticks in their hands and raising the sticks.A Border Policeman who stood next to our car did nothing and it was clear to me that if I do not do something all of the windows will be smashed, so I ran after them and the policeman started chasing after me and arrested me instead of arresting them, and claimed that they hadn't hurt me and matters hadn't gotten out of control.When I was taken to the Hevron police station, the policemen asked the Border Police what happened and they told them their version. The stations policemen asked them why they didn't arrest the Arabs and suddenly, in the questioning, the Border Police forgot to tell what had happened with the sticks.This is a phenomenon of a culture of lies - a pattern of police behavior that we are familiar with, unfortunately,Ben Gvir said. This is not the first time that Border Police lie and even more worrisome is the behavior of the Border Policeman on the ground who arrested me instead of arresting them.

Ben Gvir said the incident was a sign of moral bankruptcy and said that since this has become a systematic problem, I will have no choice but to sue these policemen so that they explain in court why they behaved as they did.Ben Gvir said that the problem starts at the top of the power echelon, with the Minister of Public Security, Yitzchak Aharonovich (Israel is Our Home). Aharonovich's insistence on daily confrontations with Jewish settlers trickles down to the lower ranks of the police, he accused.However, the problem does not exist only in Judea and Samaria, where settlers are involved.

Hallucination #2: Wadi Joz - Not for Jews?
Two Jews were arrested near the Old City of Jerusalem Tuesday, as they made their way to the monthly Circling of the Gates.The two-one from Jerusalem, the other from Binyamin - were driving through Wadi Joz when two Arab vehicles began chasing them. Near the Lions' Gate, the Arabs overtook the Jews' vehicle and blocked it. Several Arabs came out of the cars, and began saying that the Jewish car had hit one of their cars.More Arabs began to crowd around the group and A., the Jewish driver, called out to police who were standing nearby and complained that the Arabs were threatening him and blocking his car. He made clear that he had never hit the Arab vehicle.According to the Honenu organization, the police decided to believe the Arabs, and carried out a search in the Jews' car. They even called a police bomb-remover to check the car for explosives, as the Jewish owners stood by, dumbstruck.

The two were then arrested for obstructing a police officer and holding racist incitement literature.Ironically, the supposed incitement literature consisted of a report by the Human Rights in Yesha organization that detailed police bias against Jewish settlers. The two were held overnight and brought before a judge for arraignment Wednesday morning.An Arab police investigator, Harb Kaher, presented secret material to the court and asked that the two be detained for an additional 48 hours. He said that the event occurred in eastern Jerusalem and the suspects have no reason to be there. They said that they were en route to the Kotel but that is not a common route to the Kotel.Attorney David Halevy, who represented the two on behalf of Honenu, explained that Wadi Joz is a common route to the Kotel. He added that no place in the country is off limits to Jews, and that this holds doubly true for the capital, Jerusalem. Halevy said that the two had been beaten by the arresting policeman, whose identity they did not know, but Kaher refused to give the policeman's personal details.Judge Irit Cohen released the two on bail.(Israel National News.com)

Forecasters call for 16 named Atlantic storms

FORT COLLINS, Colo. – Weather forecasters at Colorado State University are predicting an above-average hurricane season for the Atlantic Ocean.The forecast issued Wednesday is a slightly scaled-back version of the one released in early December.Researchers now predict 16 named storms in the Atlantic, instead of 17. Nine of those storms are expected to turn into hurricanes, five of them major.Forecasters say the combination of warm surface temperatures in the tropical Atlantic combined with neutral surface temperatures in the Pacific will make for an active season.No major hurricanes have made landfall in the United States in nine of the last 11 years. FARGO, North Dakota (Reuters) – North Dakota officials on Wednesday pushed for a federal disaster declaration, national guard troops patrolled dikes and volunteers helped distribute sandbags to hold back a rapidly rising Red River.The Red River was expected to crest in Fargo on Sunday or Monday at about 39.5 feet, according to National Weather Service forecasts, but expected rainstorms could push that crest past the nearly 41 feet record reached in 2009.Volunteers in Fargo were placing sandbags in city neighborhoods for operations expected to be wrapped up by Friday night at the latest. Neighboring Moorhead, Minnesota, also aimed to have its sandbags in place by Friday night.Residents along the Red River, which forms a border between North Dakota and Minnesota, have had three consecutive years of heavy sandbagging in and around Fargo. Schools and colleges let students out of class on Wednesday to help place sandbags.Gov. Jack Dalrymple and U.S. Sen. John Hoeven pressed for a presidential emergency declaration to make it easier for the state and tribal groups to amass resources and cover costs to combat flooding. Minnesota Gov. Mark Dayton signed an emergency declaration for 46 counties hit by spring floods.

The Red River has already passed flood stage, so it is critical that we have all the necessary federal resources in place to work with local and state responders, Hoeven said.Some 115 North Dakota National Guard troops already were in the Fargo area on Wednesday and another 100 were expected to arrive Thursday to control traffic and patrol dikes. The Minnesota National Guard also has been activated.Weather conditions over the past month have been nearly ideal for a gradual thawing of winter ice and snow.But the Red River flow has surged over the last week, rising more than 7 feet in the 48 hours through Wednesday afternoon, the National Weather Service said.Numerous smaller roads in the counties including Fargo and Moorhead, Cass and Clay counties respectively, are closed or have sheets of water running over them. Emergency rescues have been conducted but no injuries reported so far.A critical issue as the waters rise: electricity. MIYAKO, Japan – Modern sea walls failed to protect coastal towns from Japan's destructive tsunami last month. But in the hamlet of Aneyoshi, a single centuries-old tablet saved the day.High dwellings are the peace and harmony of our descendants, the stone slab reads.Remember the calamity of the great tsunamis. Do not build any homes below this point.It was advice the dozen or so households of Aneyoshi heeded, and their homes emerged unscathed from a disaster that flattened low-lying communities elsewhere and killed thousands along Japan's northeastern shore.Hundreds of such markers dot the coastline, some more than 600 years old. Collectively they form a crude warning system for Japan, whose long coasts along major fault lines have made it a repeated target of earthquakes and tsunamis over the centuries.The markers don't all indicate where it's safe to build. Some simply stand — or stood, until they were washed away by the tsunami — as daily reminders of the risk.If an earthquake comes, beware of tsunamis,reads one. In the bustle of modern life, many forgot.

More than 12,000 people have been confirmed dead and officials fear the number killed could rise to 25,000 from the March 11 disaster. More than 100,000 are still sheltering in schools and other buildings, almost a month later. A few lucky individuals may move into the first completed units of temporary housing this weekend.Workers at the tsunami-damaged Fukushima Dai-ichi nuclear power complex finally halted a leak of radioactive water into the Pacific on Wednesday, but it may take months to bring the overheating reactors under control.A natural disaster as large as last month's 9.0 earthquake and tsunami happens perhaps once in a person's lifetime, at most. Tokyo Electric Power Co., the nuclear plant operator, clearly wasn't prepared. Many communities built right to the water's edge, some taking comfort, perhaps, in sea walls built after a deadly but smaller tsunami in 1960.Many did escape, fleeing immediately after the quake. In some places, it was a matter of minutes. Others who tarried, perished.People had this crucial knowledge, but they were busy with their lives and jobs, and many forgot, said Yotaru Hatamura, a scholar who has studied the tablets.One stone marker warned of the danger in the coastal city of Kesennuma: Always be prepared for unexpected tsunamis. Choose life over your possessions and valuables.Tetsuko Takahashi, 70, safe in her hillside house, watched from her front window as others ignored that advice. She saw a ship swept a half-mile (nearly a kilometer) inland, crushing buildings in its path.After the earthquake, people went back to their homes to get their valuables and stow their tatami floor mats. They all got caught, she said.Her family has lived in Kesennuma for generations, but she said those that experienced the most powerful tsunamis died years ago. She can only recall the far weaker one in 1960, generated by an earthquake off Chile.Earlier generations also left warnings in place names, calling one town Octopus Grounds for the sea life washed up by tsunamis and naming temples after the powerful waves, said Fumihiko Imamura, a professor in disaster planning at Tohoku University in Sendai, a tsunami-hit city.It takes about three generations for people to forget. Those that experience the disaster themselves pass it to their children and their grandchildren, but then the memory fades,he said.The tightly knit community of Aneyoshi, where people built homes above the marker, was an exception.

Everybody here knows about the markers. We studied them in school, said Yuto Kimura, 12, who guided a recent visitor to one near his home. When the tsunami came, my mom got me from school and then the whole village climbed to higher ground.Aneyoshi, part of the city of Miyako, has been battered repeatedly by tsunamis, including a huge one in 1896. Isamu Aneishi, 69, said his ancestors moved their family-run inn to higher ground more than 100 years ago.But his three grandchildren were at an elementary school that sat just 500 feet (150 meters) from the water in Chikei, a larger town down the winding, cliffside road. The school and surrounding buildings are in ruins. The bodies of his grandchildren have not been found.Farther south, the tsunami washed away a seven-foot (two-meter) tall stone tablet that stood next to a playground in the middle of the city of Natori. Its message was carved in giant Japanese characters: If an earthquake comes, beware of tsunamis.That didn't stop some people from leaving work early after the earthquake, some picking up their children at school en route, to check the condition of their homes near the coast. Many didn't make it out alive. More than 820 bodies have been found in Natori, some stuck in the upper branches of trees after the water receded. Another 1,000 people are still missing.Hiroshi Kosai grew up in Natori but moved away after high school. Glenn Beck's daily show on Fox News is coming to an end.The cable network and Beck's production company, Mercury Radio Arts, announced jointly Wednesday that they will work together to develop and produce a variety of television projects for air on the FOX News Channel (FNC) as well as content for other platforms, including FOX News' digital properties,according to a release. A final date for Beck's eponymous 5 p.m. weekday program has not been set, but it will cease production later this year, the statement said.There is no word yet on Beck's heir, but The Wrap's Dylan Stableford reports that the frontrunner is former New Jersey superior court judge Andrew Napolitano of sister network Fox Business, who recently filled in on Beck's show.
Joel Cheatwood, Fox's senior vice president for development, will join Mercury Radio Arts as executive vice president to manage the partnership and serve as a liaison with FOX News, a move presaged by reports last month that the two men were planning to set out on their own amid rising tensions with network brass.

The official line is a bit more cordial.

Japan focuses on hydrogen buildup after nuclear leak

TOKYO (Reuters) – Japan pumped nitrogen gas into a crippled nuclear reactor on Thursday, trying to prevent an explosive buildup of hydrogen gas as the world's worst nuclear disaster in 25 years stirred atomic safety debate and inspections in the United States.Engineers worked through the night injecting nitrogen into the containment vessel of reactor No.1 at Fukushima Daiichi power plant, following success in stopping highly radioactive water leaking into the sea at another reactor in the complex.It is necessary to inject nitrogen gas into the containment vessel and eliminate the potential for a hydrogen explosion, an official of plant operator Tokyo Electric Power (TEPCO) told a news briefing.The possibility of another hydrogen explosion like those that ripped through reactors No.1 and No.3 early in the crisis, spreading high levels of radiation into the air, was extremely low, he said.But TEPCO suspected that the outside casing of the reactor vessel was damaged, said the official.Under these conditions, if we continue cooling the reactors with water, the hydrogen leaking from the reactor vessel to the containment vessel could accumulate and could reach a point where it could explode, he added.A second TEPCO official said 6,000 cubic metres of hydrogen gas would be pumped into reactor No.1 and the utility was preparing nitrogen gas injections for reactors No.2 and No.3 in the six-rector plant as a safety precaution.Although TEPCO succeeded after days of desperate efforts to plug the leak at reactor No.2, they still need to pump 11.5 million liters (11,500 tonnes) of contaminated water back into the ocean because they have run out of storage space at the facility. The water was used to cool overheated fuel rods.Nuclear experts said the damaged reactors were far from being under control almost a month after they were hit by a massive earthquake and tsunami on March 11.In Vienna, the head of a U.N. scientific body said the Fukushima accident is not expected to have any serious impact on people's health, based on the information available now.Wolfgang Weiss, chairman of the United Nations Scientific Committee on the Effects of Atomic Radiation (UNSCEAR), also said the Fukushima disaster was less dramatic than Chernobyl in 1986 but much more serious than Three Mile Island in 1979.

Asked what health consequences he expected from Fukushima, he said: From what I know now, nothing, because levels are so low.We have seen traces of iodine in the air all over the world now but they are much, much, much lower than traces we have seen at similar distances after Chernobyl, Weiss added.Growing concerns in nearby South Korea and China over radioactive fallout from Japan were underscored when China's health ministry reported trace amounts of radioactive iodine in spinach in three Chinese provinces.The government is preparing to revise guidelines for legal radiation levels, designed for brief exposure to high levels of radiation in emergencies and not cumulative absorption, for people living near the damaged plant.

Workers are struggling to restart cooling pumps -- which recycle the water -- in four damaged reactors.Until those are fixed, they must pump in water to prevent overheating and meltdowns, but have run out of storage capacity for the seawater when it becomes contaminated.Radioactive iodine detected in the sea has been recorded at 4,800 times the legal limit, but has since fallen to about 600 times the limit. The water remaining in the reactors has radiation five million times legal limits. Martin Virgilio, a top official for the U.S. Nuclear Regulatory Commission, said at a House of Representatives hearing that the NRC did not believe that the core of Fukushima's reactor No. 2 had melted down.Earlier, a Democratic lawmaker had said the NRC informed him the core had become so hot it had probably melted through the reactor pressure vessel. Lawmakers also grilled the NRC on whether the U.S. nuclear power industry was doing enough to ensure American reactors can withstand worst-case scenarios.The NRC is conducting special inspections at two Illinois nuclear plants operated by Exelon Corp after routine checks in February found a problem with backup pumps that would be used to remove heat from the reactors in case of an accident.

COOLING REACTORS KEY

Japan is facing its worst crisis since World War Two after the 9.0 magnitude earthquake and tsunami left nearly 28,000 people dead or missing and thousands homeless, and rocked the world's third-largest economy.It will likely take months to finally cool down the reactors and years to dismantle those that have been damaged. TEPCO has said it will decommission four of the six reactors.Two Fukushima plants together provide 4 percent of Japan's electric power and local politicians warn that reopening them will be politically difficult.The key to bringing the reactors under control is the extent of damage to the plant's cooling system, said analysts.The Sankei newspaper reported that the government and TEPCO were considering building new cooling systems for three reactors to operate from outside the reactor buildings.Japan's fishermen, who are part of the politically powerful agricultural lobby, made clear they were not assuaged by assurances that ocean radioactivity levels were low and safe.From now on, our fishermen will never cooperate with or accept nuclear power generation. Libya says NATO air strike hits major oil field

TRIPOLI (Reuters) – Libya said a U.N.-mandated British air strike had hit its major Sarir oilfield killing three guards and damaging a pipeline connecting the field to a Mediterranean port.British warplanes have attacked, have carried out an air strike against the Sarir oilfield which killed three oilfield guards and other employees at the field were also injured, Deputy Foreign Minister Khaled Kaim told reporters.
There was no immediate official comment from Britain's Ministry of Defense on Kaim's comments about the field.Earlier, Muammar Gaddafi's forces unleashed mortar rounds, tank fire and artillery shells on the western city of Misrata on as a French minister said NATO air strikes in Libya risked getting bogged down.Misrata, Libya's third city, rose up with other towns against Muammar Gaddafi's rule in mid-February, and it is now under attack by government troops after a violent crackdown put an end to most protests elsewhere in the west of the country.Rebels are angry at what they perceive to be a scaling back of operations since NATO took over an air campaign, following an early onslaught led by the United States, France and Britain that at one stage tilted the war in the rebels' favor.French Foreign Minister Alain Juppe said Gaddafi forces were making it harder for alliance pilots to distinguish them from civilians by hunkering down in populated areas. The situation is unclear. There is a risk of getting bogged down, he said.Juppe told France Info radio he would address the issue of tactics shortly with the head of NATO, adding Misrata's ordeal cannot go on. NATO has accused Gaddafi of using human shields to make targeting harder for its warplanes.Civil war in the vast North African desert oil producer ignited in February when Gaddafi tried to crush pro-democracy rallies against his 41-year rule inspired by uprisings that have toppled or endangered other autocrats across the Arab world.Stalemate on the battlefield in eastern Libya, defections from Gaddafi's coterie and the plight of civilians ensnared in fighting or running out of food and fuel has spurred a flurry of diplomacy in pursuit of a peaceful solution.

GADDAFI HITS REBEL OIL

In a blow to rebel finances, Gaddafi forces halted production at rebel-held oilfields in eastern Libya, a rebel spokesman said on Wednesday. Rebels want to resume exports to raise revenue for their uprising.Oilfields in Misla and the Waha area were hit by Gaddafi's artillery on Tuesday and Wednesday, spokesman Hafiz Ghoga told reporters in the rebel stronghold of Benghazi.The Liberian-registered tanker Equator sailed from Marsa el Hariga, near Tobruk, on Wednesday apparently with the first cargo of crude sold by rebels since the uprising began in February, shipping sources said.U.N.-mandated air strikes have so far failed to halt attacks by the Libyan army in besieged Misrata, where residents said snipers on rooftops and tanks firing on populated areas of the city have had a devastating effect.Gaddafi forces have changed tactics and are using human shields in urban areas, including in Misrata, Britain's Foreign Office said on Wednesday.The head of Libya's rebel army has condemned NATO for its slowness in ordering air strikes to protect civilians, saying the alliance was letting the people of Misrata die every day.Juppe said: We've formally requested that there be no collateral damage for the civilian population ... That obviously makes operations more difficult.But General Abdel Fattah Younes was adamant that Gaddafi was conducting massacres. Day by day people are dying. NATO ON THE DEFENSIVE

Libyan officials deny attacking civilians in Misrata, saying they are fighting armed gangs linked to al Qaeda. Accounts from Misrata cannot be independently verified as Libyan authorities are not allowing journalists to report freely from there.Rebel criticism has put the Western military alliance on the defensive, particularly over Misrata. Spokeswoman Carmen Romero said that the pace of our operations continues unabated. The ambition and the position of our strikes has not changed.NATO air strikes are targeting Gaddafi's military infrastructure but only to protect civilians, not to provide close air support for rebels, much to their dismay, as part of a no-fly zone mandated by the U.N. Security Council.Relieving the siege of Misrata was a NATO priority but alliance officials conceded that Gaddafi's army was proving a resourceful and elusive target.The situation on the ground is constantly evolving. Gaddafi's forces are changing tactics, using civilian vehicles, hiding tanks in cities such as Misrata and using human shields to hide behind, Romero told reporters in Brussels.Misrata on Wednesday faced another heavy bombardment.There was firing on three fronts today, the port in the east, the center around Tripoli street and the west of the city. Mortars, tank fire, and artillery were used to shell those areas, rebel Abdelsalam said by telephone.NATO needs to either launch a serious operation to take out all the heavy armored vehicles, including tanks ... If they don't want to do this, they should provide us with weapons to do it ourselves.Meanwhile, living conditions in Misrata worsened.People are panicking, especially women, children and old people. People are scared to go out because of the snipers and the indiscriminate shelling. The upper-hand is still with Gaddafi's forces.

On the eastern battlefield, Libyan rebels regained ground in a new advance on the oil port of Brega on Wednesday but also accused NATO of inaction hindering their quest to oust Gaddafi.Ill-trained insurgents thrust westwards to the contested port, recovering mostly desert terrain lost in a pell-mell retreat from Gaddafi's superior firepower the day before.Rebels returning to the tiny outpost of al-Arbaeen, midway between Brega and their frontline town of Ajdabiyah, spoke of rocket duels close to Brega's port as both sides strived to end a ragged stalemate in the civil war.Rebel Idriss Abdel Karim complained of a lack of NATO support.(Government forces) are scared of NATO air strikes but NATO doesn't bomb anything in the first place, he said.There have been no air strikes.
