The Founders and Framers did not set up a monarchy in the new nation that they created. Rather, they created a republic. A republic is a state in which all the people, except those disqualified by law, have a say and opportunity to participate in the administration of the nation and its government and elect representatives to operate their government. Republican government is a government by the people. It is operated by representatives chosen by the people. So through their representatives, the people administer their government. Black’s Law Dictionary 1171 (5th ed. 1979). It therefore becomes critical in a republic with a self-representative form of government that, for the sake of their well-being and self-protection, the people know for whom they are voting and that, in the case of the President, that that person is eligible under Article II of the Constitution to assume the powers of that office should he or she win the election. After all, citizens, who under our form of government are to consent to their government’s existence, should know in advance that their vote will count and not be cast for a person who will not qualify for the Office of President or worst yet, that their vote will be cast for someone who should take by usurpation the great and singular powers of that office while not being eligible to do so. Hence, running for the Office of President under the 1st Amendment, which guarantees political free speech, is one thing. But winning the election and taking the power of that office under Article II, which does not involve political free speech, is another.

In the Kerchner v. Obama/Congress case, the plaintiffs sued Barack Obama as President Elect before Congress confirmed him as Article II eligible under the 20th Amendment and as President after being sworn in by Chief Justice John Roberts. Hence, at those stages of the political process, Obama had exhausted his free speech rights to run for the Office of President. Plaintiffs sued Obama because he never conclusively proved that he was born in Hawaii and because he is not and cannot be an Article II natural born Citizen, given that his father was not a U.S. citizen when Obama was born wherever that may be.Despite the Kerchner and the many other law suits that plaintiffs filed against Obama and others, the courts have allowed Obama to game our honor system.If no one else is going to protect its citizens, then the States have every right and duty to do so. States have a right and duty to protect the life, liberty, and property of their citizens. If Congress and the courts, because of political inconvenience, refuse to protect a State’s citizens, then the States must do so by utilizing the 9th and 10th Amendments, their police powers, and their power to run fair elections. That includes making sure through an election process that comports with the Constitution and their own state election laws that the person who will be taking the great civil and military power of the Office of President and Commander in Chief of the Military is eligible to hold that office because he or she meets the natural born Citizen,35-years-age, and 14-years-residency requirements of Article II, Section 1, Clause 5 of our Constitution.

The Founders and Framers knew that under English common law (e.g. Calvin’s Case, 7 Coke, 1, 6 James I) and statutes and the municipal laws adopted by many nations, natural allegiance and political and military obligations attach to a child from either being born on its territory or being born to at least one of its citizens. The Founders and Framers knew that the first citizens, who they called Citizens of the United States, were born with natural allegiance to Great Britain or to some other foreign sovereignty. The British natural born subjects threw off their allegiance to Great Britain through the Declaration of Independence and by adhering to the American Revolution. Others naturalized to become citizens of the United States. Being born subjects of foreign powers, the Framers in Article II, Section 1, Clause 5 grandfathered these Citizens of the United States to be eligible to be President. But for those to be born after the adoption of the Constitution who would aspire to become President, the Framers demanded that they be born with no foreign allegiance. They called these persons natural born Citizens.To have a person (a future President) born with natural allegiance and political and military obligations solely to the United States, they relied upon natural law and the law of nations definition of a natural born Citizen, as codified by Emer de Vattel in Section 212 of The Law of Nations (London 1797) (1st ed. Neuchatel 1758), which is a child born in the country to citizen parents. So, the Framers reserved the special citizenship status of natural born Citizen for the Office of President for those born after the adoption of the Constitution. They relied on natural law to provide the clause’s definition. Founder David Ramsay in his 1789 essay, A Dissertation on the Manners of Acquiring the Character and Privileges of a Citizen (1789), provides us with insight into the thinking of the Founders and Framers and confirms that they reserved future birthright citizenship to only those born to citizen parents. Through these cases, this definition has become the American common law definition of a natural born Citizen.

A great majority of Americans satisfy this definition and are therefore natural born Citizens. As to the definitions of all other future Citizens of the United States, the Framers relied on Congress to provide those through its Article I, Section 8, Clause 4 naturalization powers. And Congress has used that power throughout our history, passing various naturalization acts and even the Civil Rights Act of 1866 which in 1868 was constitutionalized when the 14th Amendment was passed. Anyone who is a citizen of the United States under these positive laws but who was not born in the U.S. (or its equivalent) to U.S. citizen parents (father and mother) is a citizen of the United States, but not a natural born Citizen as intended by the Founders and Framers.This all means that the States can implement an election process by which they seek to make sure that any person who desires to possess the power of the President and Commander in Chief of the Military meets the natural law/ law of nations/American common law definition of a natural born Citizen which as we have seen is a child born in the U.S. (or its equivalent) to U.S. citizen parents (father and mother).That the candidate produces his or her long-form, hospital generated birth certificate, if available, satisfies the requirement of birth in the U.S. That the candidate provides the identity and citizenship status of the candidate’s parents, if known, satisfies the citizen parent requirement.

The natural born Citizen requirement might seem a bit onerous, but the requirement only applies to the singular and all-powerful office of the President and Commander in Chief of the Military and the office of Vice-President, the elections to which come up only every 4 years. More important, the Framers specifically included it in the Constitution for the best interests of the nation. Hence, despite how much political detractors pooh-pooh the “natural born Citizen” clause, scream that Obama’s citizenship is a non-issue, or even expressly state or imply that those who question Obama’s citizenship are at best delusional or at worst racially motivated, it is well worth making sure that a Presidential candidate meets that definition given the critical important role the President and Commander in Chief of the Military plays in the survival and preservation of our nation, its people, and their Constitution.

The executive Power shall be vested in a President of the United States of America. He shall hold his Office during the Term of four Years, and, together with the Vice President, chosen for the same Term, be elected, as follows:

Each State shall appoint, in such Manner as the Legislature thereof may direct, a Number of Electors, equal to the whole Number of Senators and Representatives to which the State may be entitled in the Congress: but no Senator or Representative, or Person holding an Office of Trust or Profit under the United States, shall be appointed an Elector.

The Electors shall meet in their respective States, and vote by Ballot for two Persons, of whom one at least shall not be an Inhabitant of the same State with themselves. And they shall make a List of all the Persons voted for, and of the Number of Votes for each; which List they shall sign and certify, and transmit sealed to the Seat of the Government of the United States, directed to the President of the Senate. The President of the Senate shall, in the Presence of the Senate and House of Representatives, open all the Certificates, and the Votes shall then be counted. The Person having the greatest Number of Votes shall be the President, if such Number be a Majority of the whole Number of Electors appointed; and if there be more than one who have such Majority, and have an equal Number of Votes, then the House of Representatives shall immediately chuse by Ballot one of them for President; and if no Person have a Majority, then from the five highest on the List the said House shall in like Manner chuse the President. The Congress may determine the Time of chusing the Electors, and the Day on which they shall give their Votes; which Day shall be the same throughout the United States.

No Person except a natural born Citizen, or a Citizen of the United States, at the time of the Adoption of this Constitution, shall be eligible to the Office of President; neither shall any person be eligible to that Office who shall not have attained to the Age of thirty five Years, and been fourteen Years a Resident within the United States.

In Case of the Removal of the President from Office, or of his Death, Resignation, or Inability to discharge the Powers and Duties of the said Office, the Same shall devolve on the Vice President, and the Congress may by Law provide for the Case of Removal, Death, Resignation or Inability, both of the President and Vice President, declaring what Officer shall then act as President, and such Officer shall act accordingly, until the Disability be removed, or a President shall be elected.

The President shall, at stated Times, receive for his Services, a Compensation, which shall neither be encreased nor diminished during the Period for which he shall have been elected, and he shall not receive within that Period any other Emolument from the United States, or any of them.

Before he enter on the Execution of his Office, he shall take the following Oath or Affirmation:--I do solemnly swear (or affirm) that I will faithfully execute the Office of President of the United States, and will to the best of my Ability, preserve, protect and defend the Constitution of the United States.

Section 2.

The President shall be Commander in Chief of the Army and Navy of the United States, and of the Militia of the several States, when called into the actual Service of the United States; he may require the Opinion, in writing, of the principal Officer in each of the executive Departments, upon any Subject relating to the Duties of their respective Offices, and he shall have Power to Grant Reprieves and Pardons for Offences against the United States, except in Cases of Impeachment.

He shall have Power, by and with the Advice and Consent of the Senate, to make Treaties, provided two thirds of the Senators present concur; and he shall nominate, and by and with the Advice and Consent of the Senate, shall appoint Ambassadors, other public Ministers and Consuls, Judges of the supreme Court, and all other Officers of the United States, whose Appointments are not herein otherwise provided for, and which shall be established by Law: but the Congress may by Law vest the Appointment of such inferior Officers, as they think proper, in the President alone, in the Courts of Law, or in the Heads of Departments.

He shall from time to time give to the Congress Information on the State of the Union, and recommend to their Consideration such Measures as he shall judge necessary and expedient; he may, on extraordinary Occasions, convene both Houses, or either of them, and in Case of Disagreement between them, with Respect to the Time of Adjournment, he may adjourn them to such Time as he shall think proper; he shall receive Ambassadors and other public Ministers; he shall take Care that the Laws be faithfully executed, and shall Commission all the Officers of the United States.

Section 4.

The President, Vice President and all Civil Officers of the United States, shall be removed from Office on Impeachment for and Conviction of, Treason, Bribery, or other high Crimes and Misdemeanors.

Meteorite Clue Opens Window into Solar System Evolution

The dust grains that eventually coalesced into our solar system's planets bounced around like pinballs over vast distances nearly 4.6 billion years ago, a new meteorite study suggests.Scientists studying a tiny chunk of a meteorite say it likely formed close to the sun, was ejected near today's asteroid belt, and then returned to the scorching inner reaches thereafter. The results should help astronomers better understand the early days of our solar system, and could shed light on planet-formation processes in general, researchers said.This has implications for how our solar system and possibly other solar systems formed and how they evolved, the study’s lead author, Justin Simon, of NASA's Johnson Space Center in Houston, said in a statement. There are a number of astrophysical models that attempt to explain the dynamics of planet formation in a protoplanetary disk, but they all have to explain the signature we find in this meteorite.

Studying a cosmic pea

Simon and his colleagues investigated a pea-size piece of the Allende meteorite, a hunk of space rock that crash-landed in Mexico in 1969. The bit they looked at is what's known as a calcium-aluminum-rich inclusion, or CAI. CAI's often get fused into larger meteorite pieces such as Allende. [Spectacular Leonid Meteor Shower Photos] Scientists believe CAI's were among the first solids to condense from the swirl of gas and dust as the planets were forming, so studying them can yield clues about our solar system's early days, researchers said.The team studied the composition of a 4.57 billion-year-old inclusion in detail with a tiny probe, measuring the concentrations of two different oxygen isotopes in the space rock's various layers. Isotopes are versions of the same element that have different numbers of neutrons in their atomic nuclei.The concentrations of these two isotopes — oxygen-16 and oxygen-17 — varied from place to place while the solar system was forming. So by analyzing their relative abundances in the different parts of the CAI, the team was able to learn a great deal about its travels — which turned out to be extensive.If you were this grain, you formed near the protosun, then likely moved outward to a planet-forming environment, and then back toward the inner solar system or perhaps out of the plane of the disk, Simon said. Of course, you ended up as part of a meteorite, presumably in the asteroid belt, before you broke up and hit the Earth.The team reports its results in tomorrow’s (March 4) issue of the journal Science.

Understanding our solar system's youth

The Allende meteorite findings are consistent with some theories about how dust grains formed and moved about in our solar system's infancy, eventually seeding the formation of planets, researchers said.One of these theories depicts the early protoplanetary disk as a sort of washing machine, with the sun's powerful magnetic fields churning up gas and dust and spreading the stuff far and wide. Heated-up grains from near the sun and cooler dust from farther out were eventually incorporated into asteroids and planets, the theory goes.There are problems with the details of this model, but it is a useful framework for trying to understand how material originally formed near the sun can end up out in the asteroid belt, said study co-author Ian Hutcheon, of Lawrence Livermore National Laboratory in Livermore, Calif.The team hopes to crack open and study more meteorite inclusions to help determine whether the Allende sample is unique, or if its jet-setting youth is typical, researchers said.Follow SPACE.com for the latest in space science and exploration news on Twitter @Spacedotcom and on Facebook.

Purdon revives debate about Lord's Prayer

Colleen Purdon has re-ignited a debate over reciting the Lord's Prayer before city council meetings.Purdon introduced a motion Monday that asks city staff to prepare a report on the reason the prayer is recited before each regular meeting, saying it is time to rethink the practice.Reciting the Christian prayer "is not a very inclusive start to a council meeting, she said in an interview.

Council supported Purdon's motion for a staff report.Before each council meeting, the mayor or her alternate invites everyone in the chamber to join in council's tradition of standing to recite the Lord's Prayer or observe a moment of personal reflection.The prayer is always recited aloud, often informally led by Coun. Peter Lemon.Item No. 3 on each council agenda says Lord's Prayer or traditional faith blessing.The appropriateness of reciting the Lord's Prayer before a municipal council meeting has been questioned across the province.The Ontario Court of Appeal ruled in 1996 that the use of the prayer at council meetings in Penetanguishene violated the Canadian Charter of Rights and Freedoms.Four years ago, a group called Secular Ontario identified Owen Sound as one of 18 rogue municipalities that recite the prayer.In a December 2006 letter to council, Secular Ontario president Henry Beissel said reciting the prayer before a council meeting violates the law of Ontario and asked that Owen Sound put an end to the offending practice immediately.

Council voted to file away the letter and continue with its practice.In an effort to become more inclusive, council invited officials of various faiths to recite a prayer before a regular meeting.Several officials accepted.However, a guest official has not led council in prayer for at least two years, so the Lord's Prayer has been recited at each meeting.Purdon said she has no problem with the Lord's Prayer, but believes council should be more inclusive.She suggested a better practice might be beginning each council meeting with quiet reflection.Lemon said council has been inclusive by inviting members of other major faiths to lead council in prayer. Warden Arlene Wright said Thursday she has no intention of changing the practice of starting Grey County council meetings with the Lord's Prayer unless someone raises it.Wright is one of two Owen Sound representatives on county council. On Monday, in Wright's absence, Owen Sound councillors asked staff for a report into the practice of saying the prayer before city council meetings.We do not follow what the municipalities do, we do our own thing, Wright said when asked if that report could have an impact at the county level.Wright said she was quite surprised by the phone calls and e-mails waiting for her when she returned from the Good Roads and Rural Ontario Municipal Association convention in Toronto on Wednesday.A number of people wanted to know why we are getting rid of the Lord's Prayer, she said, and I had to read the back editions of the paper to determine what they were talking about.

The Quebec Human Rights Tribunal (QHRT) came out with a very controversial — make that silly — decision two weeks ago.It ordered the city of Saguenay to stop reciting a Christian prayer before meetings of the municipal council, to withdraw any religious symbols — namely a religious statue and the crucifix — from its public spaces and ordered the city pay Alain Simoneau, the complainant, $30,000.This judgement confirms what many of us have being fearing for many years: Our country is slowly moving from being a democratic society where decisions are made by elected officials towards one ruled by a totalitarian government of judges.It takes for granted that, left to themselves, democratically elected city councillors or members of Parliament would allow the tyranny (in this case, religion) of the majority to oppress our minorities. It implies human-rights commissions and tribunals, on the other hand, are made up of altruistic commissioners and judges working for our common good.This is pure anti-democratic, politically correct nonsense!

Religious freedom exists in this country. You can convert from one religion to another or not have any faith except in yourself. That is not the issue at stake.
What is at stake is the decision our ancestors made to recognize the role played by the church in our history. The Catholic Church has had a historic, major and unique contribution in Canada’s development, particularly in Quebec. It established our first education and health-care systems. It actively participated in making the world we currently live in.We cannot make a clean sweep of our past. Should we burn all the paintings of our former politicians in our parliaments? Should we knock down statues of people who changed our communities for the better in each city? Of course not.Why should it be different when it comes to religion? The Quebec flag has a cross right in the middle of it. Our national anthem in French has clear religious references. There is a crucifix above of the speaker’s head in the National Assembly.

We shouldn’t change our flag, our national anthem or the decor of the National Assembly to please a few atheists who ignore or reject our past. We are proud, not ashamed, to live in this peaceful and prosperous part of the world that is the legacy of several generations of courageous men and women. And yes, some of them happened to be people of faith.So why should we pay $30,000 to a so-called victim whose freedom was violated by hearing a 60-second prayer before a municipal council meeting and by seeing a crucifix on the City Hall wall? People are raped everyday and never get a penny for their real pain.There are limits to using taxpayers’ money to pay for the left’s new attempt to brainwash us so we feel guilty.Thank God (or Allah or Buddha or whatever) Saguenay Mayor Jean Tremblay is challenging the QHRT’s decision. And very wisely, he didn’t do it at the taxpayer’s expense. The community mobilized to raise the funds to cover the charges the appeal will cost.Over the last few days, he has collected more than $120,000.If you believe in democracy and want to protect our heritage, you should consider sending a few bucks to Mayor Tremblay.

Moscow – Russia successfully tested a second prototype of its revolutionary new fifth-generation fighter plane Thursday, a futuristic, ultrafast, and stealthy warbird that may be in the possession of the Russian Air Force by 2013.If Russian claims about the Sukhoi T-50 multirole fighter are true, then the country that has made do with Soviet-era arms for the past two decades is poised to roar into the 21st century with a cutting-edge weapons system that is so advanced and complex that only the US has been able to field one.This is a unique achievement for post-Soviet Russia, and we're leaving Europe, China, and Japan far behind in the race to build a fifth-generation fighter, says Alexander Khramchikin, an expert with the independent Institute of Political and Military Analysis.This puts Russia at the top level in military development, and even higher.China recently tested its own version of a stealth fighter, but Russian experts say China's J-20 lacks many characteristics of the so-called fifth-generation warplanes, which are known for sustained supersonic cruise, over-the-horizon radar visibility, integrated weapons and navigation systems managed by artificial intelligence, and high-performance frames made from space-age materials.

Canadians would be concerned if bandwidth hogs are affecting their use of the Internet. But no one's proven that's the case.In testimony Tuesday to the Commons industry committee probing the controversial pricing policy, Clement maintained that usage-based billing, or UBB, would instead stifle competition and innovation in the telecommunications marketplace.The CRTC decision on UBB on wholesale ISPs is simply the wrong way to proceed, he said.Clement's comments contradict those that CRTC chair Konrad von Finckenstein made to the same committee in February.The head of Canada's telecommunications watchdog told MPs he was concerned a small number of consumers gobble bandwidth with their heavy web activity -- like video streaming -- slowing the Internet during peak hours.It was that concern that prompted the CRTC to rule earlier this year that large Internet providers like Bell and Rogers could force small companies that leased their bandwidth wholesale to stop place caps on the plans they sold to consumers.

The Besheva magazine published on Thursday an interview with Deputy Prime Minister and Strategic Affairs Minister Moshe Ya'alon.In the interview Ya’alon addressed a number of issues currently on the Israeli agenda, including the report on the targeted killing of terrorist Salah Shehadeh [in which civilians were killed as well, ed.], morality and war, the continuing freeze in Judea and Samaria, and the negotiations between Israel and the Palestinian Authority.The Strasberg-Cohen committee report on the legality of the killing of Salah Shehadeh was published this week. You were Chief of Staff during that time. Although the report stated that no criminal act was committed, it also says that the event was disproportionate and that there were intelligence failures. This means that there is a moral statement being made here, that had you known about the presence of innocent civilians in the area you should not have carried out the operation. Do you accept this statement?

This is a complex question. Before the operation we set rules, according to which if he would be with his wife we would perform the mission. A Hamas terrorist was with him at the time, so as far as we were concerned it was definitely legitimate. We did not intend to hurt those 13 children next door. According to the intelligence we had, the home was to be empty that night. There is a moral question here which is legitimate and needs to be open for public discussion. The question is sharpened during a situation where the enemy hides among civilians but has no qualms about hurting our citizens.When the enemy reads the report's conclusions, should he reach the conclusion that a terrorist with a baby on his shoulder will be protected? This operation gave a clear message that anyone who sleeps peacefully at night with Hizbullah rockets must realize that he will wake up in the morning with our rockets.How should we understand the words of the report which say that the operation was disproportionate, but lessons have been learned? What have we changed in our behavior following the incident? What lesson has been learned?

We did not change anything. We’re not talking about a moral lesson which means changing values, but rather about an intelligence lesson. We admitted that we did not intend to cause the surrounding damage that was caused. Lessons were learned and we now collect more intelligence. If we can make a strike tomorrow with fewer casualties we would prefer that.Another issue is the communities in Judea and Samaria. Does it seem reasonable to you that the authority to approve new construction is in the hands of the Minister of Defense? After all, it is often a political person, like Barak, whose political interest is to prevent construction. Is there no conflict of interest? It's no secret that I am not satisfied with the enforcement policy in Judea and Samaria. As a law-abiding citizen I think we need to enforce the law against illegal construction, be it Jewish or Arab. Regarding our right to build and live in Judea and Samaria, I have expressed my opinion more than once: I am not satisfied with the way this right is applied.

What about the functionality of the Defense Minister?

Such questions should not be referred to me. I said I am not satisfied with the policy and I have been acting accordingly over the last two years.Will I get a similar response if I ask when will the construction freeze end? In practice no tenders are being published.First of all, there is building in places where there is no need for new tenders, and I hope that we will soon see construction in places where there is a need for tenders. There are various considerations on this issue, but I am certainly not too pleased about this either.As a senior member of the group of seven ministers, you might be able to explain the government's policy on the Gaza Strip. We are at war with them, they shoot at us, they’re holding a kidnapped Israeli soldier, and yet we help their economy and agriculture, allowing them to get millions of dollars into Gaza. What's going on here? Our relationship with Gaza is a strategic confusion which is a result of what happened during the Disengagement, which I opposed as you may recall. We disconnected the IDF and the residents from Gaza but we continued to be held responsible for the supply of Gaza’s civilian needs. Some of the recent developments are leading to a strategic change, which does not happen in one day. There's a hostile entity there and as long as they shoot at us we will react accordingly. Until they are able to supply their own electricity and water without being dependent on us we take care to ensure that there’s no a humanitarian crisis there, but we should head towards strategic clarity, which means that if this is a hostile entity we should no longer be providing them with the electricity that produces the rockets that are fired at us. We should strive to complete the Disengagement.

Why wait? They have a border with Egypt. Why does everything have to fall on us? It's a question of managing and implementing the Disengagement. Indeed our desire is that the point of departure from the Gaza Strip will be through the Rafah [to Egypt, ed.] crossing.Another question of unclear policy: We’ve heard you before talking about the danger of a Palestinian state. Quite a few Likud ministers have also supported this position. How does this fit in with the Bar Ilan speech and with striving to renew negotiations with Abbas? No minister among the seven [inner cabinet members, ed.] believes that an agreement with the PA can be reached in the foreseeable future. We have seen it in their refusal to accept our three conditions - a willingness to recognize Israel as a Jewish nation, a willingness to recognize the arrangement reached as the end of the conflict, and a willingness to accept our security needs, especially in light of the Oslo experience that led to over a thousand dead and to the abandonment of Gaza which became an incubator for terrorists. These requirements have been met with absolute refusal.The ball is in their court, even if certain elements in Israel and abroad do not see it this way. One example is the leader of the opposition [MK Tzipi Livni –ed.] who experienced the Palestinian Authority’s refusal after the Annapolis conference, and yet says that their government almost reached an agreement but that the elections interrupted the possibility of achieving one. This is a very serious statement that does not reflect the truth or reality. Saying such things hurts us and our interests around the world and causes more pressure on us.What you are saying seemingly implies that we are conducting a policy with the PA that relies on their refusal.We said that we do not want to control them, and indeed they conduct their own civil affairs. If they do not have a clear willingness to recognize our rights, then we won’t mention even a millimeter of concession. The question is whether there is a willing partner in the process who will prove himself as serious, with an ability to govern, manage the economy and especially educate their youth to accept Israel's existence, or whether they prefer to educate them to explode on us. Now they prefer to educate them to explode, they deny our existence, and their maps [including Israel,ed] are all covered with the flag of Palestine, so there is nothing to discuss regarding conceding space or, G-d forbid, dividing Jerusalem. It is clear that any paper we sign will be lit with the fire of terrorism.

And what about the vision of a Palestinian state? Our intention is to leave the situation as it is: autonomous management of civil affairs, and if they want to call it a state, let them call it that. If they want to call it an empire, by all means. We intend to keep what exists now and let them call it whatever they want.

Even the Prime Minister is behind this idea? As you can see we have already been serving for two years as a government, despite the left opposition parties criticizing us when there is no progress in the negotiations, and unfortunately their perception of progress is an Israeli withdrawal. Our approach is completely different. Our approach is steadfastness, development, construction, strengthening and so on. The deployment is described in a military document that has reached the hands of Samaria residents.About 100 soldiers are have been carrying out dozens of patrols and observation missions on about ten jeeps and on foot since Monday, when pneumatic guns were used to shoot at Jews in Havat Gilad, arousing the wrath of Samaria residents.Forces from Kfir Brigade and the Armored Corps' 82nd Battalion will continue the deployment until ordered otherwise. A military force will be stationed near the illegally built mosque at Burin, which the Supreme Court has ordered sealed.

Obama Considering Every Option On Libya

Echoing statements made by British Prime Minister David Cameron, US President Barak Obama announced Thursday he is considering every option, including military intervention alongside European allies, due to fears Libya’s bloody crisis will devolve into chaos. Characterizing Libyan strongman Moammar Qaddafi's grip on power illegitimate, Obama said: Colonel Gaddafi needs to step down from power and leave.
Obama's comments came on the heels of a statement by US Defense Secretary Robert Gates, who said implementing a no fly zone in Libya would be an act of war and complained of loose talk about military intervention in Libya. Gate's seemed to be implying committing an overextended US military in Libya was an irresponsible proposition in light of ongoing operations in Afghanistan, phasing out commitments in Iraq, and Iran and the Persian Gulf as potential trouble spots.Obama appeared to be supporting Cameron's tough-talk on Libya by closing ranks following Gates' warnings, which gave an impression of division on the part of western allies, and sparked criticism on the domestic front, especially from Republican politicians. On Thursday, Senator John McCain criticized Gates, saying: May I just say, personally I don't think it's `loose talk' on the part of the people on the ground in Libya or the Arab League or others, including the prime minister of England, that this option should be given the strongest consideration.

I don't want us hamstrung, Obama insisted. At the same time, the President reiterated he will not act without the consent of his peers in the international community. There is a danger of a statement that, over time, could be bloody. And that is something that we're obviously considering. So what I want to make sure of is, is that the United States has full capacity to act — potentially rapidly — if the situation deteriorated in such a way that you had a humanitarian crisis on our hands.Those around him [Qaddafi] have to understand that violence that they perpetrate against innocent civilians will be monitored and they will be held accountable for it, Obama said. IAF Communications Unit Embraces New Media

The Israel Air Force Communications Unit is launching an International New Media program targeting the English speaking world, which will include a constantly updated website, Facebook page and Twitter feed. The unit will be under the aegis of IAF Spokesperson Lt. Col. Assaf Librati, reports IAF Online Communications.
Explaining the rationale for the new initiative, Lt. Col. Librati said, The Israeli Air Force is a center of profound research, international cooperation, immense diversity, and advanced technology within the Israel Defense Forces. We believe that we have much to share with the world about who we are, what we do, our capabilities, and our ongoing participation in humanitarian operations around the world. Starting this year, the IAF will add a fully operational English website, Facebook page, and Twitter account to our regular means of communication. We see this as a force multiplier and an important step forward in communicating about Israel, the IDF, and the IAF directly with stakeholders around the world.

The International New Media program will be run by Major Yael Bar, Director of Online Communications and Editor in Chief of the Israeli Air Force Magazine. Major Bar said, The IAF’s online presence, including a Hebrew website and Hebrew Facebook page, was launched in 2010 and has grown to be very successful with thousands of unique viewers each week from Israel. Our experience has shown us that the people, operations, and capabilities of the IAF are of growing interest not just to Hebrew speakers, but also to the international community. This is why we are launching a robust online presence in English for 2011.The program will leverage the existing staff 20 writers, photographers, videographers and editors who support the entire IAF Communications Unit. Hamas Liberates Money at Gunpoint

Hamas forces stormed into banks in Gaza twice this week and demanded money at gunpoint, making off with a total of $350,000. Leaders of the terrorist group declared that they were protecting the Palestinian people's money, not stealing.
Banks in Gaza shut down in protest, and will reopen on Sunday. The Hamas-affiliated National Islamic Bank remained open.The Palestinian Authority condemned the seizure by force of arms of amounts of cash... in a way that is against all laws and norms of banking. PA officials called the incident deplorable.Hamas argued that customers at the Palestine Investment Bank had been unable to withdraw their money. The bank told customers that their money had been transferred to banks in Judea and Samaria, on orders of the PA-run Palestine Investment Fund.The money was taken from the bank in order to give access to customers, Hamas claimed.A similar incident took place in June, when Hamas police stole $16,000 at gunpoint after the PA froze funds.

The same thing happened to another climate-monitoring satellite two years ago with the same type of rocket.We failed to make orbit, NASA launch director Omar Baez said at a press conference Friday. Indications are that the satellite and rocket ... is in the southern Pacific Ocean somewhere.Officials explained that a protective shell atop the rocket didn't come off the satellite as it should have about three minutes after launch. That left the Glory spacecraft without the velocity to reach orbit.The 2009 failed satellite, which would have studied global warming, crashed into the ocean near Antarctica. Officials said Glory likely wound up landing in the same area. Both were on Taurus rockets launched by Orbital Sciences Corporation of Dulles, Va.

NASA has already started a board to investigate the mishap. The next NASA Earth sciences launch on a Taurus rocket is scheduled for 2013 but the space agency can still change launch vehicles if the Taurus proves unreliable, NASA Earth Science Director Mike Freilich told The Associated Press.I don't know if that's necessary or not, Freilich said. We're not going to fly on a vehicle in which we don't have confidence.The $424 million mission is managed by the NASA's Goddard Space Flight Center in Maryland. NASA paid Orbital about $54 million to launch Glory, according to Orbital spokesman Barron Beneski. The Taurus rocket has launched nine times, six of them successfully.NASA and Orbital spent more than a year studying and trying to fix the problem that caused 2009's Orbiting Carbon Observatory to fail. The payload fairing — a clamshell-shaped protective covering for the satellite — did not open to release the satellite.The same thing happened with Glory, officials said.We really went into the (Glory) flight feeling we had nailed the fairing issue, said Ronald Grabe, general manager of Orbital's launch systems division and a former space shuttle commander.

Orbital officials said they redesigned the system used to trigger the removal of the protective covering and a similar system worked three times in other Orbital rockets, not the Taurus. There are different weight and size issues with the Taurus rocket.Had Glory reached orbit it would have been on a three-year mission to analyze how airborne particles affect Earth's climate. The tiny atmospheric particles known as aerosols reflect and trap sunlight. The vast majority occurs naturally, spewed by volcanoes, forest fires and desert storms. Aerosols can also come from manmade sources such as the burning of fossil fuel.Glory would also have tracked solar radiation to determine the sun's effect on climate change.For about a decade, scientists have complained of a decline in the study of Earth from space. NASA spent more money looking at other planets than it did at Earth in 2007. That same year, the National Academy of Sciences warned that NASA's study of Earth is at great risk with fewer missions than before and aging satellites.NASA's Freilich said airplanes and other satellites can track climate change, though not as well. The solar radiation tracking is done by other older satellites and will continue, while a new proposed satellite, scheduled for launch by the end of the decade, can look for aerosols, he said in a telephone interview from Vandenberg.The loss of Glory will mostly hurt projections and modeling of future climate change, he said.The NASA team does the things that are important, not necessarily the things that are easy, Freilich said. Sometimes it takes more than one try at it.Investigators spent several months testing hardware after the 2009 accident, interviewing engineers and reviewing data and documents. The probe did not find evidence of widespread testing negligence or management shortcomings, but NASA declined to release the full accident report, citing sensitive and proprietary information.

TRIPOLI (Reuters) – Muammar Gaddafi's forces battled rebels on several fronts in Libya on Friday and unrest erupted in the capital when gunmen fired to break up crowds shouting Gaddafi is the enemy of God.Vowing victory or death, eastern-based rebels pressed home a westwards push with an attack on the oil town of Ras Lanuf, which lies on a strategic coastal road, claiming to have taken its airport.In the west, security forces loyal to Gaddafi recaptured parts of Zawiyah, a town near the capital Tripoli that has for days been defying his rule, and residents said at least 30 civilians had been killed, including the town's rebel commander.News of the fighting pushed up U.S. crude prices to their highest levels since September 2008, and Brent crude futures for April delivery rose $1.36 to $116.17 a barrel.The International Energy Agency said one million barrels per day (bpd) of Libya's oil output was shut, the top of the range it estimated on Wednesday.The rebellion in Zawiyah -- the closest rebel-held territory to the capital and the site of another oil refinery -- has been an embarrassment to the authorities who are trying to show they control at least the west of the country.

Rebels have already seized control of eastern regions of the country, around the city of Benghazi, the center of the popular revolt against his four decades of rule.
The uprising against Gaddafi is the bloodiest yet against a long-serving ruler in the Arab world, and the cut in Libya's 1.6 million bpd oil output is a major blow to its oil-dependent economy.The upheaval has caused a humanitarian emergency on the Tunisian border where tens of thousands of foreign workers have fled to safety. An international airlift is under way, reducing the number of refugees trapped in tented camps.The rebels earlier told Reuters they were open to talks only about Gaddafi's exile or resignation, following attacks on civilians that have provoked international condemnation, arms and economic sanctions and a war crimes probe.

We will not stop until we liberate all this country, Mustafa Abdel Jalil, head of the rebel National Libyan Council told supporters of the two-week-old uprising.Abdullah al-Mahdi, a rebel spokesman, told Al Jazeera opposition fighters would attack the capital once a no-fly zone was enforced by international powers to try to shatter Gaddafi's grip on the country of six million people.
Western nations have called on Gaddafi to go and are considering various options including the imposition of a no-fly zone, but are wary about any offensive military involvement.In the east, rebels were attacking a military base on the outskirts of Ras Lanuf, an oil port on the Mediterranean, which has a refinery, pipelines and a terminal, and the army responded with artillery fire and helicopters firing machine guns.Flashes, thuds and bangs resounded from the battlefield, along with wailing sirens and puffs of smoke in the air.Rebels said they had captured the airport near the town and intended to push forward toward the military base after dark.An oil facility at Zueitina, south of the Libyan rebel-held city of Benghazi, has been damaged and is on fire, Al Jazeera said, showing a video of black smoke rising from an oil plant. In Zawiyah, about 50 km (30 miles) west of the capital, pro-Gaddafi forces pushed back an improvised rebel force to the central Martyrs Square, a rebel spokesman said.A government official said ...maybe there are still some pockets (under rebel control) but otherwise it's been liberated. Talks were under way to persuade the rebels to surrender, he said.

Resident Ibrahim said 40 to 50 people were killed in the fighting. Mohamed said the pro-Gaddafi forces had used grenade launchers, heavy machineguns and snipers on the roof of a new hotel to fire at protesters when they marched after Friday prayers to demand the fall of the regime.In Tripoli, shooting rang out across Tajoura district as Gaddafi loyalists broke up a crowd of protesters seeking an end to his long rule and shouting Gaddafi is the enemy of God! The demonstrators spilled out of the Murat Adha mosque after Friday prayers, and several hundred began chanting for an end to Gaddafi's four decades in power. This is the end for Gaddafi. It's over. Forty years of crimes are over, said Faragha Salim, an engineer at the protest in Tajoura.Up to 100 people in Tripoli had been arrested, accused of helping the rebels, Al Jazeera said. Pakistanis bury slain Christian, warn of extremism

KHUSHPUR, Pakistan – Men beat their bare chests, women wailed and church leaders warned Pakistan was sinking under the weight of extremism on Friday as they buried a Christian politician assassinated for opposing harsh blasphemy laws.Shahbaz Bhatti, the sole Christian government minister in this Muslim-majority country, was shot dead Wednesday after receiving threats for campaigning to change laws that impose the death penalty for insulting Islam. He was the second Pakistani politician killed in two months over the matter, and his death underscored the perils facing a government that is increasingly too weak to govern well in the face of rising Islamist extremism.As Bhatti was being mourned, a bomb blast at a mosque in Pakistan's northwest village of Akbarpura killed eight people, another sign of the militants' strength.Thousands of people thronged the roads in Khushpur, a Christian-dominated village of around 10,000 in eastern Punjab province, chanting slogans demanding justice as Bhatti's body was flown in and driven through in an ambulance covered with rose petals.Catholic religious leaders read prayers and Bible verses as black flags fluttered nearby and Bhatti's picture loomed over the crowd, many of whom expressed anger over the discrimination they experience. They warned that rising religious extremism could destroy Pakistan, but also told mourners that God would mete out justice if the government didn't.Christ taught us patience, so don't lose patience, said Alexander Malik, bishop of Lahore.

Bhatti's body was later laid to rest in a cemetery next to that of his father, who died around two months ago.Khushpur, a modest village, has been home to several prominent Christians. They include Bishop John Joseph, who killed himself to protest a death sentence given to a Christian convicted of blaspheming Islam when he praised Salman Rushdie's book The Satanic Verses.Earlier Friday, mourners in the capital, Islamabad, packed a Roman Catholic church for a funeral Mass for Bhatti, who had served as the minister for minority affairs. Prime Minister Yousuf Raza Gilani was on hand to praise the 42-year-old whom many have described as gentle, humble and devoted to helping Pakistan's downtrodden minorities.People like him, they are very rare, Gilani told an audience that included U.S. Ambassador Cameron Munter. I assure you, we will try our utmost to bring the culprits to justice.Gilani did not specifically mention Islamist extremists who have waged a war on the country, though he has issued statements denouncing them in recent days. Gilani also avoided mentioning the blasphemy laws, which rights groups have long deplored as vague and misused to persecute minorities or settle rivalries.Christians are the largest religious minority in Pakistan, where 95 percent of the country's 180 million people are Muslim. They are often victims of discrimination and persecution, and they typically live in poor parts of towns and do low-skilled, badly paid jobs.

Bhatti and Punjab province Gov. Salman Taseer both criticized the blasphemy laws after a Christian woman was sentenced to death under them last year. On Jan. 4, Taseer was shot dead by one of his bodyguards, who said he was angry about the governor's stance on the laws.Taseer and Bhatti said the law should be amended to prevent its abuse. As things stand, people have been arrested for acts such as throwing away the business card of a man whose first name was Muhammad, the name of Islam's prophet. Although no one has actually been put to death by the state, people who are accused of blasphemy can spend years in prison as their case winds through courts — or be killed by extremists when freed.But the ruling Pakistan People's party decided to abandon Bhatti and Taseer, both leading members, on the subject, a sign of how scared it is of upsetting powerful Islamist groups. Gilani has repeatedly insisted the government would not change the laws.Bhatti's assassination drew international condemnation, including from the Vatican and President Barack Obama. Pamphlets left at the scene of the crime said the Taliban and al-Qaida took responsibility. But some hard-liners in the Pakistani religious community and the media have suggested a U.S.-led conspiracy was behind the murder.In Washington, State Department spokesman P.J. Crowley said the U.S. had expressed concerns about Bhatti's security. But he declined to answer a reporter's question about whether the U.S. had recommended that an armored vehicle be provided to Bhatti in the weeks preceding his assassination.I will not comment on that other than to say that we shared our genuine concerns about his security, Crowley said in Washington.

We are quite aware that he had received multiple death threats, Crowley said. We encouraged the government of Pakistan to do everything possible to provide for his security.President Asif Ali Zardari did not attend the funeral Mass or the burial service in Khushpur, though he rarely makes public appearances out of fear for his life. Also notably missing were top leaders of the main opposition party, the Pakistan Muslim League-N, which is considered somewhat sympathetic to Islamists.

Oil prices hit highest level since Sept. 2008

NEW YORK – Oil prices hit a 29-month high Friday after the government said the nation's unemployment rate fell to 8.9 percent in February. The Labor Department said the economy added 192,000 jobs last month. That suggests more people will be driving to work at a time when world oil supplies are under pressure because of the Libyan crisis and unrest in the Middle East.Benchmark West Texas Intermediate crude for April delivery gained $2 at $103.91 per barrel in New York. The price jumped to $104.64 per barrel earlier in the session, the highest level since Sept. 29, 2008.

Gasoline prices have shot up an average of 35 cents per gallon since an uprising in Libya began in mid-February. A gallon of regular unleaded gained another 4.4 cents overnight to a new national average of $3.471 per gallon, according to AAA, Wright Express and the Oil Price Information Service.Pump prices are soaring much faster than analysts expected, as a wave of rebellions sweeps across North Africa and the Middle East. Prices should peak between $3.50 and $3.75 per gallon this spring, according to Tom Kloza, OPIS chief oil analyst.In Libya, tensions escalated further on Friday as forces loyal to Moammar Gadhafi used tear gas to repel protesters in Tripoli. Most of Libya's oil production has been shut down because of the crisis, and experts say the country's oil fields will be threatened as long as there's no clear leader in charge.Saudi Arabia has increased production to make up for the loss of Libyan crude, but a lengthy struggle could put significant pressure on world supplies. Traders are still concerned that the unrest in North Africa, which already has ousted leaders in Tunisia and Egypt, will encourage pro-reform protesters to dig in and further challenge neighboring regimes in the Middle East.

North Africa and the Middle East are home to the largest oil producers in the world and export a quarter of the world's oil.Oil prices rose Friday as anxious traders prepared for the weekend. Two weeks ago, oil surged more than $7 per barrel in electronic weekend trading, and prices are again climbing on the expectation that oil will jump before Monday trading begins.Oil is getting more expensive as the economy of the world's largest oil consumer, the U.S., appears to be improving. Last month, employers hired at the fastest pace in almost a year, pushing the unemployment rate down to the lowest level since April 2009. Retailers reported surprisingly strong revenue gains in February and businesses ordered more manufactured goods from U.S. factories in January.The Energy department said this week that petroleum demand has grown for four straight weeks, resulting in unexpected drops in the nation's oil and gasoline supplies last week.The economy just seemed to be getting its mojo back, PFGBest analyst Phil Flynn said. The question, now, is when will higher energy prices take that mojo away? Analysts say the economy can probably stay on the upswing as long as oil stays below $120 per barrel. If it goes higher, and pushes up the cost of fuel, consumers could rein in spending, commuters may opt for public transportation and car pools, and leisure travelers will probably vacation closer to home.That's when it really starts to do damage, Flynn said.If oil rises to $150 or more per barrel, and holds at that level for months, it could trigger another recession, economists said.In other Nymex trading for April contracts, heating oil added 3 cents at $3.0777 per gallon and gasoline futures gained 2 cents at $3.0429 per gallon. Natural gas gained 2 cents at $3.795 per 1,000 cubic feet.In London, Brent crude added $1.42 at $116.21 per barrel on the ICE Futures Exchange.
