Israel warns Palestinians against rocket attacks

JERUSALEM – Israel's prime minister is warning Gaza militants of a military retaliation if they resume firing rockets at southern Israeli communities.Benjamin Netanyahu says it must be clear that Israel will not tolerate a drizzle of rockets and missiles on its cities.Netanyahu spoke at a meeting Monday of his Likud party, after two days of relative quiet along the border with the Palestinian coastal strip.
Violence escalated last week with Gaza militants bombarding southern Israel, and Israel retaliating with airstrikes.Netanyahu says if the attacks continue,there will be an even more painful military retaliation.Israel launched a wide military offensive into Gaza two years ago, trying to end years of daily Palestinian rocket attacks.

MKs Demand: Approve Itamar Town Plan

45 Knesset members from all over the political spectrum (both left and right) have approached Prime Minister Binyamin Netanyahu and Defense Minister Ehud Barak, demanding that they act quickly and approve the master plan of the community of Itamar.The MKs explained that an end must be put to the absurd situation that currently exists in Itamar: The community was established under a government decision, but since there is no town plan, the residents are condemned to live a life full of shortages.The appeal by the MKs comes following the brutal massacre of Itamar residents Udi and Ruth Fogel and three of their children on Friday night, March 11. Terrorists who infiltrated the community entered the Fogel family home and mercilessly stabbed the parents and the children as they were sleeping in their beds.

Among the signatories are five deputy ministers, including Deputy Foreign Minister Danny Ayalon, as well as ten MKs from Kadima.We were shocked by the great suffering undergone by the residents of Itamar, who in the past 28 years since the establishment of the community, have already buried 22 residents who were victims of terrorism, wrote the MKs.In recent years life has turned unbearable in Itamar, due to the fact that the community’s master plan has not yet been signed, a fact which stops the residents from being provided with the most basic needs in terms of education and security. This is despite the fact that the last bureaucratic obstacle has recently been removed and the only thing that delays the approval of the plan is a signature by the Defense Minister.The MKs added that the appeal letter comes from their deep sense of responsibility and solidarity with the residents of Itamar, and out of the realization that the brutal terrorists who murdered babies and children in their beds would have committed the same criminal act against children wherever they are, be it in Tel Aviv or in Itamar.Our goal is to help the residents and enable them to live a normal life in Itamar like in Tel Aviv, regardless of the political debate, said the MKs, who demand from the Prime Minister and Minister of Defense: Immediately approve the budget for all the security needs of the community, and put an end to this intolerable situation in which the bureaucracy repeatedly collects an unbearable toll and residents are forced to bear the heavy security costs themselves. The responsibility for the security of residents must be transferred to the IDF. Immediately begin building permanent buildings both for the local school and hesder yeshiva headed by Rabbi Ronsky, and put an end to this shameful situation in which educational institutions operate in old mobile homes that are crumbling. Abbas would give up US aid for Palestinian unity

RAMALLAH, West Bank – Palestinian President Mahmoud Abbas is making a heavy push for reconciliation with Hamas and is willing to give up hundreds of millions of dollars in U.S. aid if that's what it takes to forge a Palestinian unity deal, a top aide said Monday.The comments were the latest sign that Abbas is giving up on stalled peace talks with Israel and prefers to pursue unity with Gaza's Hamas rulers as he makes a push toward independence.Of course we need the American money. But if they use it as a way of pressuring us, we are ready to relinquish that aid, said Azzam Ahmed, an Abbas aide.The U.S. and Israel consider Hamas a terrorist group. The U.S. administration, the largest single donor to the Palestinians, withheld funds when Hamas was a part of a short-lived unity Palestinian government. The Palestinian Authority is heavily reliant on foreign aid and forgoing the funds could easily spark its own crisis.The Palestinian unity government, isolated internationally because of Hamas' refusal to recognize Israel's right to exist, collapsed during a five-day civil war in 2007 that ended with the Islamic militant group seizing power in the Gaza Strip.Since then, the Palestinians have been divided between rival governments in the West Bank and Gaza, the two territories they hope to turn into an independent state.With peace talks stalled since September, Abbas has begun an effort to win international recognition of Palestine, with or without an agreement with Israel. That effort is to culminate at the United Nations in September.

Speaking in Jerusalem Monday evening, Israeli Prime Minister Benjamin Netanyahu warned that reconciliation with Hamas could spell the end of peace talks.You can't have peace with both Israel and Hamas. Choose peace with Israel, Netanyahu said.
Israel, the U.S. and the EU consider Hamas a terror group because of its rocket attacks and suicide bombings aimed at Israeli civilians.Palestinian officials acknowledge that they must solve their differences with Hamas before they can go to the United Nations. Abbas has made repeated overtures toward Hamas in recent weeks — including an offer to visit Gaza to lay the groundwork for national elections. Over the weekend, he met with local Hamas officials in the West Bank.The president is working hard in order to bring about a unified Palestinian territories before he goes to the U.N., Ahmed said.Hamas leaders say they want a full power-sharing deal before meeting with the Palestinian president — including a deal on how to divide security responsibilities.This visit should be for the sake of achieving progress on the ground and not only for photos and media coverage," said Mushir al Masri, a Hamas spokesman in Gaza. But giving up on the U.S. and Israel could come at a heavy price.The Palestinians receive more than $470 million a year in direct financial assistance from the U.S. The U.S. hasn't said what it will do if Hamas returns to power in the West Bank, but it will likely cut off the funds unless Hamas agrees to renounce violence and recognize Israel. Latest in Japan's quake, tsunami, nuclear crisis

The utility company that operates Japan's crippled nuclear plant say contaminated water was discovered in trenches around three reactor units. Workers are still trying to clear hundreds of tons of contaminated water from several buildings at the Fukushima Dai-ichi plant, which was disabled in March 11's tsunami. Tests of seawater show that radioactive contamination has spread about a mile (1.6 kilometers) farther north of the nuclear site than before. The National Police Agency says 11,004 people have died in the disasters. Another 17,339 are missing.

Japanese Nuclear Fallout Drifting Around the World

Small amounts of radiation from the stricken Japanese nuclear reactors are being detected in various parts of the United States and Korea.The drift of radioactive material is coming from the Fukushima Dai-ichi nuclear plants, damaged by the mammoth tsunami that followed a 9.0-magnitude earthquake that struck Japan on March 11.The explosions at the plant on March 12 destroyed most of the power systems needed to run the cooling mechanism for the nuclear fuel rods at the plant, leading to a partial meltdown at three of its six nuclear reactors.

Radiation Arrives in Korea
Radioactive fallout in the form of Xenon 133, a radioactive isotope, was detected last week in Gangwon province in northeastern Korea, according to the Korea Institute of Nuclear Safety (KINS).However, officials said the amount was miniscule and harmless to humans.According to a report published in the Joongang Daily, radioactive fallout from the accident has also been detected in China and Germany, as well as in the United States.A computer simulation projected the drift to reach Iceland, Switzerland and France, as well as Kamchatka Peninsula in Siberia and Alaska.

Radiation Detected in the U.S.
Low levels of radioactive iodine were detected on Saturday in a sample of rainwater in Massachusetts. State health officials said they believed the substance came from the nuclear accident in Japan.John Auerbach, State Public Health Commissioner, told reporters the amounts of radioiodine were in very low concentrations and should have no impact on state drinking water supplies. He added that there did not appear to be any risk to public health.The sample was taken last week in Boston as part of a regular environmental monitoring program by the U.S. Environmental Protection Agency. No detectable increases in radiation were discovered in the air, Auerbach said.The same week, extremely small amounts of the radioactive isotopes iodine-131 and xenon-133 were picked up at a Las Vegas monitoring station.Tel Hartwell of the Desert Research Institute's Community Environmental Monitoring Program said because the isotopes are generally not seen in Nevada, he was convinced that they came from Japan. He also told the Associated Press the readings were far below levels that could pose any health risk.Radiation emanating from the Fukushima nuclear complex has been reported in other states as well, including California, Colorado, Hawaii and Washington.

Plutonium Detected Around Fukushima
While engineers are fighting to contain the leak, Tokyo Electric Power Company (TEPCO) said in a statement Monday that plutonium was discovered in five locations around the ruptured Fukushima plant. Company official Jun Tsuruoka told reporters the amounts were very small and not a risk to public health. The discovery was apparently not a surprise; plutonium is present in the nuclear fuel rods that were exposed after water drained from the storage pool in the damaged complex.

Fight to Bring Complex Under Control
Workers at Fukushima have been racing to pump out hundreds of tons of contaminated water as they battle the newest challenge in the fight to bring the plant back under control.New pools of radioactive water were found to be leaking from the crippled nuclear complex, officials said, leading to further contamination of seawater and soil. TEPCO officials discovered Sunday that radiation in water leaking from Unit 2 was 100,000 times above normal.Further complicating the situation are the numerous aftershocks that have continued to rock the island since that first massive earthquake two weeks ago. Early Monday, a 6.5-magnitude earthquake again shook up the northeastern coast, prompting a tsunami alert. However, no damage or injuries were reported.Hundreds of thousands of people are still homeless, and officials estimate the final death toll will top 18,000. An Israeli aid delegation has arrived at Minami Sanriku in the Miyagi Prefecture to set up a field clinic in a city that has attracted many displaced persons. Seven Japanese nationals who speak Hebrew joined the delegation in order to provide translation services and serve as liaisons with the local population. Radiation levels in the area where the IDF team is being deployed are being carefully monitored by experts from the Atomic Energy Commission and by IDF Medical Corps experts as well.

Contamination Continues to Spread
The latest readings have shown that ocean contamination has spread another mile (1.6 kilometers) farther north from the nuclear site than it was before, but still within the 12-mile (20 kilometer) evacuation zone.Radioactive iodine-131 was discovered offshore at a level 1,150 times higher than normal according to Nishiyama, a spokesman for Japan's Nuclear and Industrial Safety Agency.(IsraelNationalNews.com)

SENDAI, Japan (AFP) – Plutonium was detected Monday in soil at five places at a tsunami-stricken nuclear plant in Japan, but the levels are not believed to pose a threat to human health, the operator said.Of the samples from five locations, we believe that there is a high possibility that at least two of them are directly linked with the current reactor accident, a spokesman for Tokyo Electric Power Co. said.But he added: We believe the level is not serious enough to harm human health.
The level of plutonium was similar to that detected in Japan after neighbouring countries such as North Korea and China conducted nuclear experiments, the spokesman said.A massive earthquake and tsunami on March 11 knocked out the cooling systems for the six reactors of the Fukushima Daiichi plant, which has been leaking radiation into the atmosphere.The number three reactor is a particular concern because it contains a potentially volatile mix of uranium and plutonium.The discovery is sure to add to environmental concerns over contamination which has already wafted into the air and been detected in farm produce and tap water, although Japan says there is no imminent health threat.We will continue to study soil samples from the plant for other radioactive materials, the TEPCO spokesman said. We will strengthen the monitoring mechanism.Earlier Monday TECPO said a large amount of highly radioactive water had escaped from the number two reactor's turbine building into an underground tunnel and might leak into the ocean.The water is thought to have leaked from the vessel containing the fuel rods -- which are suspected to have temporarily melted -- or from the pipe system.

BRUSSELS (Reuters) – NATO should have complete command of military operations in Libya in a couple of days, but a spokeswoman said the alliance saw no military solution to the crisis and hoped for a political settlement.NATO agreed on Sunday to take over all operations in Libya, putting the 28-nation alliance in charge of air strikes that have targeted Muammar Gaddafi's military infrastructure, as well as a no-fly zone and an arms embargo.France and Britain called on Monday for Gaddafi's supporters to drop him before it was too late and asked Libyans opposing him to join a political process to pave the way for his departure.Transition is under way. Nations are assigning assets to NATO authority as we speak, NATO chief spokeswoman Oana Lungescu told a news briefing on Monday.That transition is not instantaneous. It's a phased transition that's expected to take place over a couple of days.NATO officials said planning foresaw a 90-day operation, but they said the timetable would depend on the United Nations.It's planned for 90 days, but it doesn't mean it's limited to 90 days, one official said.It's up to the United Nations to tell us how long they want us to do it for.Lungescu said NATO hoped the mission would be as short as possible.It's clear to everyone that there is no purely military solution to the crisis in Libya. What we hope and expect is that there will be a cessation of violence and that there will be a peaceful solution to this crisis and a transition to democracy, which is what the people of Libya want.

LONDON CONFERENCE

Lungescu said a conference of 35 nations meeting in London on Tuesday was expected to set out the broad political lines for a peaceful solution in Libya. One possible precedent would be the multinational force established for Bosnia in the 1990s.All NATO's 28 member states are expected to participate in the Libya operation, directly or indirectly, she said.Some members have put restrictions, known as caveats, on their operations, including the Netherlands, which has said it will only take part in air patrols, not attacks on ground targets, NATO staff officer Group Captain Geoffrey Booth said.Canadian Lieutenant-General Charles Bouchard, commander of the overall operation, said it had carried out its first missions in the no-fly operation, but transition to the broader role that would include ground strikes was still under way.Bouchard said NATO's mission would be to to help protect civilians and population centers from attack, or threat of attack and declined to comment on recent airstrikes by Western forces, saying transition to full command was still underway.I will not comment on coalition operations, he said. The exact time of the transition is still being coordinated. This is a very complex operation...the exact date is soon.Bouchard also declined to detail NATO's rules of engagement when asked how it would respond if civilians were threatened by clashes between rebels and government forces.Every action that we take is always taken with care to ensure that minimal collateral damage takes place. Our job is to ensure the safety of people, he said.Asked whether NATO, given the stated impartiality of its mission, would attack rebel forces if they were to threaten civilians, Lungescu declined to comment. Jordan Facing Violent Demonstrations, Demands for Change

Jordan is facing violent demonstrations and political protests that have the potential to destabilize the country, reported David E. Miller of The Media Line.On Sunday, the Jordanian parliament voted to make sure there would be no legislative challenge to the king's authority.The parliament issued an official statement saying, The parliament absolutely rejects the calls of some to limit the king's constitutional authorities. The king is strong in the constitution and we will see to it that he remains strong to safeguard Jordanian identity.A demonstration in Amman last Friday by the grassroots March 24 Youth activist group demanded the government dissolve the lower house of the parliament and reform the constitution, Miller reported.But the rally ended in violence as supporters of King Abdullah II hurled rocks at the demonstrators. At least 30 were injured. Meanwhile, some 10,000 demonstrators rallied in support of the king in a parallel protest.The violence was followed by the resignations of 21 of the 53 members of the National Dialogue Committee established by King Abdullah II to sooth tensions in the kingdom. Reformist protesters also blamed the government for allowing the king's supporters to beat them.Three Islamist members who were appointed to the new committee refused to participate in deliberations over amendments to the Elections Law and Political Parties Law, unless constitutional amendments were on the agenda as well.The committee did not bend to the will of the Islamists, and in general, the government has thus far ignored most demands for reforms with the exception of reshuffling the cabinet, and creating the new committee.However, Jordanian journalists are reporting that tensions are rising in the Hashemite Kingdom.

EUOBSERVER / BRUSSELS - Many commentators believe the Libya air strikes are a pre-election advert for President Nicolas Sarkozy. Some believe they are also an advert for France's badly-selling Rafale jet fighter.Several EU diplomats and even one foreign minister speaking off the record in Brussels in the run-up to the Libya campaign pointed to next year's French presidential elections as a big reason for Sarkozy's enthusiasm to take on Libyan dictator Colonel Gaddafi.But looking in detail at French operations in Libya, military analysts have also said that France is using the war to promote its badly-selling €60-million-per-unit Rafale fighter.

Rafale jets fired the symbolic first shot against Gaddafi at 17.45 Libyan time on 19 March, destroying four tanks on the outskirts of Benghazi. The strike took place three hours before the US and UK began bombarding Gaddafi anti-aircraft bases, with the French ministry of defence swiftly posting a set of Rafale pictures on its website.David Cenciotti, an Italian jet-fighter-pilot-turned-analyst, told EUobserver that the Rafale strikes were highly irregular because in a normal operation the anti-air-defence bombardment would have come first. The French intervention is, among other things, aimed at putting the Rafale under the spotlight, he said. For sure, the French air force was confident that Benghazi was free of SAM [surface-to-air-missile] sites, but I think it was mainly a demo.The Rafale fighter already got its 'battle proven' stamp in Afghanistan in 2007 and will have little chance to show off in air-to-air combat in Libya: the only Gaddafi plane it has destroyed so far was an antiquated Russian-made Galeb hit while on the ground.Jean-Pierre Maulny, the co-director of the Paris-based Institute for Strategic and International Relations (Iris), explained that Libya is better in promotional terms than Afghanistan, however.Nobody speaks about the Rafale in Afghanistan because people don't understand the Afghanistan conflict and its objectives so well. In Libya it's very clear - we are trying to stop a dictator from killing his own people. Positive French public opinion, the way the French press is reporting on this war, it all creates a certain reaction abroad,he said.

The decision to make the first strike was a political one, not a tactical one,he added.Promoting the Rafale is not a primary objective, but it is a secondary effect.
For his part, Paul Holtum, an expert at the Swedish arms-control NGO Sipri, added: I understand that the 'marketing possibilities' have also been discussed with regard to a Swedish decision on whether to send the Gripen for action over Libya ... However, the air campaign might be of more interest with regard to markets for advanced missiles and guided bombs rather than combat aircraft.Rafale manufacturer, the Paris-based Dassault Aviation, has so far sold almost 300 of the planes to the French military but not a single one to another country.Dassault is in talks to sell 60 to anti-Gaddafi coalition partner the United Arab Emirates and 36 to Brazil. Up until late February, it was also in talks to sell 14 to Gaddafi himself.Company spokesman Stephane Fort told this website that the Cenciotti theory is propaganda not reality. He said the Rafale was used to hit Gaddafi's tanks because it was right for the job: The Rafale is the only aircraft in the world which has an omnirole - it can do air combat, bombardment, observation. All this in one flight, with one pilot in one plane.French diplomats and members of the French military establishment also rejected the theory.The former chief of the French air force, General Jean Rannou, told EUobserver: It was not in any way a communications mission. Benghazi was hemmed in by Gaddafi tanks. If we hadn't struck quickly on Saturday, they would have entered the city and it would have been too late.He added: Gaddafi's air defences were not so dangerous, so the risk we took was not big.As for Sarkozy's re-election, French contacts pointed out that Libya is a gamble because if the war turns ugly it could harm him in the polls.Libya in any case did nothing for his centre-right UMP party in local elections on Sunday (27 March), when the opposition Socialist party stole the show on 36 percent.This election was dominated by worries over the economic situation in France. But I think international issues, foreign policy will be a bigger factor in the presidential elections next year," the Iris think-tank's Maulny said.

Syria: dozens more dead, US and France divided

EUOBSERVER / BRUSSELS - Syrian President Bashir al-Assad's forces killed at least 20 more protesters over the weekend. But the US gave him credit for reforms and ruled out intervention, in contrast to hawkish French rhetoric.Pro-Assad militias used sniper rifles, machine guns and swords against protesters in the northern town of Latakia on Saturday (26 March) killing at least 12 people and injuring over 150. The violence came after clashes in the southern town of Sanamin and in the capital Damascus on Friday in which at least 10 lost their lives. Syrian officials put the death toll at around 30 since 18 March. But Amnesty International says the number is closer to 55, while Syrian activists say it is well over 100.Al-Assad has freed prisoners, promised to lift the country's long-standing emergency law and to change the constitution to appease demonstrators.But some EU diplomats stationed in Damascus fear he is capable of extreme violence if things go badly, citing the example of his father, who massacred over 20,000 people in the town of Hama in 1982.

Speaking on the CBS talk show Face the Nation on Sunday, US secretary of state Hilary Clinton condemned the violence but appeared to give al-Assad a blank cheque in terms of outside intervention.When asked by the show's host, Bob Schieffer, if the US would consider a Libya-type operation in Syria if things get worse, she said No. Each of these situations is unique, Bob ... if there were a coalition of the international community, if there were the passage of [UN] Security Council resolution, if there were a call by the Arab League, if there was a condemnation that was universal - but that is not going to happen.She added: There's a different leader in Syria now. Many of the members of Congress of both parties who have gone to Syria in recent months have said they believe he's a reformer.The Latakia killings ignored the third appeal in almost as many days by EU foreign relations chief Catherine Ashton.In her strongest statement to date, Ashton earlier on Saturday had said: I am appalled and extremely concerned by the situation ... I strongly condemn the brutal repression, including the totally unacceptable use of violence and live ammunition, which must cease now.France and the UK have not yet reacted to Latakia. But the Clinton rhetoric stands in contrast to remarks by French President Nicolas Sarkozy in Brussels on Thursday.Referring specifically to Syria and Libya, Sarkozy at the time said: Every ruler should understand, and especially every Arab ruler should understand that the reaction of the international community and of Europe will from this moment on each time be the same.No democracy can accept that the army shoots live ammunition at protesters.

Commentators have accused the US and the EU of double standards in launching anti-Gaddafi air strikes while turning a blind eye to killings in strategic countries such as Bahrain, Yemen and Syria, which is seen as a buffer to Iranian influence in Lebanon.In a swipe at Clinton on Sunday, Ken Roth, the head of US NGO Human Rights Watch, tweeted: Clinton: won't intervene in Syria because Assad is seen as reformer. Should begin by reforming open-fire orders.In Libya, coalition bombers over the weekend hit Gaddafi targets in Sirte. Rebel forces on Monday began to move on Tripoli, amid reports that Gaddafi is getting ready to flee to Chad.Speaking on the same CBS show on Sunday, US defence chief Robert Gates said the military objective is to protect civilians and not to unseat Gaddafi.If we've learned anything over the past number of years, regime change is very complicated and can be very expensive and can take a long time,he said. IMF skeptical of Iraq oil targets

WASHINGTON (AFP) – The International Monetary Fund Monday expressed doubts over Iraq's ability to meet its long-term targets for oil production, currently the source of nearly 90 percent of government income.The IMF said infrastructure constraints were likely to prevent Iraq from boosting production from 2.5 million barrels now to its goal of 13 million barrels by 2017 -- more than oil king Saudi Arabia's current production.While these production goals could be feasible in the longer term, the main risks in the coming years will be bottlenecks in the export infrastructure that will need to be addressed, the IMF said, in a review of its $3.7 billion support program.Based on more conservative assumptions for the time it will take to expand Iraq's export capacity, oil production could still increase to over five million barrels a day by 2017.

The IMF cited the need for huge investments in port facilities, pipelines, desalination plants (for water to be injected into oil fields) and storage facilities.In the very best case scenario, it said, Iraq could reach 12.2 million barrels a day by then.It forecast production would rise to 2.75 million barrels a day, this year.Last year production constraints held back exports to 1.85 million barrels a day from the planned 2.1 million.But higher market prices still garnered Baghdad $50 billion, four percent more than it expected.The IMF also reported that the government's deficit was running well below forecast.But it warned about joblessness especially among Iraqi youth, and referred to the violent demonstrations elsewhere in the Middle East in that context.Although reliable data are lacking, unemployment was estimated at about 12 percent in 2008, the IMF said.Actual unemployment, particularly among the younger generation, is likely to be higher, however, as a large part of the adult population has not entered the labor force.

U.S. says Libyan rebels may sell oil

WASHINGTON (Reuters) – The United States on Monday gave a green light to sales of Libyan crude oil from rebel-held territory, giving a potential boost to forces battling Muammar Gaddafi.A U.S. Treasury Department official said Libyan rebels would not be subject to U.S. sanctions if they avoid entities linked to Gaddafi's regime, which would allow them to sell oil under their control.The rebels are not part of the government of Libya. They are not subject to the sanctions, the official said.But the rebels, who retook a number of oil fields and terminals in eastern Libya over the weekend and were advancing west toward Gaddafi's hometown of Sirte, must first establish clear lines of control and payment systems that do not involve Libya's National Oil Corp, its central bank nor any other government entity, the official said.U.N. diplomats echoed these sentiments, helping further clarify the status of rebel-held oil, which could provide vital revenues to forces trying to topple Gaddafi.There is no U.N. embargo on Libyan oil, a U.N. Security Council diplomat told Reuters on condition of anonymity.The rebels can sell oil. But they can't do it through the Libyan National Oil Corporation.No special permission would be needed from the Security Council's Libya sanctions committee, which oversees compliance with the sanctions, for the rebels to sell oil, envoys said.The Treasury on February 25 banned U.S. transactions with Libya's state oil producer, the central bank and other state entities in an effort to cut off revenues to Gaddafi's regime, in line with sanctions imposed by the U.N. and European Union.It later put another 14 subsidiaries of the National Oil Corp, or NOC, on its blacklist, which also seeks to freeze any Gaddafi regime assets under U.S. jurisdiction.

With the backing of Western air strikes, Libyan rebels have retaken the main oil terminal cities in eastern Libya, including Es Sider, Ras Lanuf, Brega, Zueitina and Tobruk.A senior Libyan rebel official said on Monday that rebels were in active discussions to have sanctions lifted on sales of oil from east Libyan fields.Ali Tarhouni, who is in charge of the rebels' economic, financial and oil matters in Benghazi said the fields were capable of pumping 100,000 to 130,000 barrels per day of crude, and most of this would be exported because of low refining capacity in eastern Libya. Before the crisis began, Libya was producing about 1.6 million barrels per day.We hope they will be lifted for the liberated areas as quickly as possible, Tarhouni said of the sanctions. Not with everybody, but with some countries.

QATAR MARKETING PLAN

Tarhouni said he hoped the first shipment associated with a plan to market rebel-held crude through Gulf oil producer Qatar could happen within a week but some technical details need to be worked out.The U.S. Treasury official declined to comment on the Libyan rebel plan. Qatar became the first Arab country to recognize the rebels as the Libyan people's legitimate representative.The rebel successes against Gaddafi's forces pushed oil prices lower. Brent crude futures fell 79 cents to settle at $114.80 a barrel.The U.S. official emphasized that the Treasury has not altered any of the sanctions on Gaddafi's regime, which involve freezes on more than $32 billion in assets. But the sanctions do not apply to Libyan entities that are outside of the government and outside of Gaddafi's control.One of the NOC subsidiaries subjected to sanctions but controlled by rebels is Benghazi-based Arabian Gulf Oil Co, or Agoco. Its status remained unclear on Monday, but the Treasury had left the door open to a possible lifting of sanctions when it put this exploration, production and refining unit on the blacklist.Treasury will continue monitoring the National Oil Corporation's operations in Libya,it said at the time. Should National Oil Corporation subsidiaries or facilities come under different ownership and control, Treasury may consider authorizing dealings with such entities.It could keep the sanctions in place, but issue licenses that allow firms to transact business with certain NOC subsidiaries.A U.N. Security Council diplomat told Reuters that Agoco was most likely subject to U.N. sanctions in addition to U.S. and EU measures. However, he said that it would probably be possible to work something out so the rebels could sell their oil, such as by creating a new oil export company.

MANY RISKS

Although the clouds over rebel-held oil may be starting to clear from a sanctions standpoint, there are many practical hurdles to oil traders loading up tankers.
Marathon Oil Corp., which has the largest Libyan presence of any U.S. company with 18.8 percent of its total production coming from there, said it is not currently lifting crude oil from Libya given the political and civil unrest, and has no further comment.Its Waha concession is located in the Sirte basin. Rebel forces were pushing west into that region on Monday.Trading sources told Reuters they did not think the latest developments would easily unblock Libya's oil trade, which has been suspended for weeks due to sanctions and heavy fighting.Firms buying crude would have to be absolutely sure that they are not violating any sanctions before they proceed and establish clear title to the oil, traders said. Canadian election heats up over coalition claims

VANCOUVER (Reuters) – Opposition parties said on Sunday it was hypocritical for Canadian Prime Minister Stephen Harper to accuse them of plotting to take power in a coalition government since he had once considered doing it himself.The Conservative government's charge that the Liberal, New Democratic and Bloc Quebecois parties plan to form a coalition government after the May 2 election has become the first major issue of the campaign that began on Saturday.Polls show the Conservatives with a comfortable lead coming into the election, but they still do not appear to have enough support to win majority status -- something they also failed to get in the 2006 and 2008 votes.Harper warned on Sunday that if his government fails to win a majority that does not require opposition support to stay in power, the Liberals, New Democrats and Bloc Quebecois will band together in a coalition government that will hurt the economy.The Bloc Quebecois advocates sovereignty for the mainly French-speaking province of Quebec. This makes making working too closely with it a political liability in English-speaking Canada for the other parties.The Conservative charge stems from a 2008 deal the Liberals signed with the NDP to unseat Harper with backing of the Bloc Quebecois. Harper blocked that by having Parliament briefly suspended until the deal fell apart.

The other parties shot back, saying Harper negotiated a similar deal in 2004 with the Bloc and New Democrats to topple the then-Liberal Government. That agreement also fell apart and the Liberals remained in power until the 2006 vote.It (a coalition government) certainly was one of the options that was discussed around the table, NDP leader Jack Layton told reporters about meetings he had with Harper and Bloc Quebecois leader Gilles Duceppe in 2004.A letter by Harper, Layton and Duceppe on how to unseat Liberals without holding an election does not use the word coalition, but Duceppe joked on Sunday, If it looks like a duck and sounds like a duck, it's a duck.Harper, who needs to expand his political base beyond western Canada to win a majority government, denied the agreement in 2004 ever involved forming a coalition government with the other parties.Harper said Duceppe was changing his version of what happened, and the Conservative leader charged that a vote for the Bloc Quebecois now will lead to Liberal leader Michael Ignatieff becoming the next Prime Minister.The Bloc only runs candidates in Quebec, but it far outpaces the other federal parties in that province.(Reporting by Allan Dowd and David Ljunggren, Editing by Eric Walsh)
