CAIRO – Suez Canal officials say two Iranian naval vessels have entered the strategic waterway en route for the Mediterranean Sea.Canal officials say the ships — a frigate and a supply vessel — entered the canal early Tuesday morning and are expected to reach the Mediterranean later in the day. The officials spoke on condition of anonymity because they aren't authorized to speak publicly about the matter.This marks the first time in three decades that Iranian military ships have traveled the waterway that links the Red Sea to the Mediterranean.Israel has made clear it views the passage as a provocation.Iranian officials say the ships are headed to Syria for a training mission. Damascus is close ally of Iran's hardline Islamic rulers and an arch foe of Israel.

ISMAILIA, Egypt (Reuters) – Two Iranian naval ships entered the Suez Canal on Tuesday and were heading toward the Mediterranean, a canal official said, a move certain to anger Israel.They entered the canal at 5:45 a.m., the official told Reuters. No other details were immediately available.The Suez Canal cuts through Egypt and allows shipping to pass from the Middle East to Europe and vice versa without circumnavigating the southern tip of Africa.The canal's northern mouth, Port Said, is around 100 km (60 miles) from Israel, but the ships' route to Syria, their intended destination, would take them parallel to the Israeli coast. The vessels are a frigate and a supply ship.Israeli Prime Minister Benjamin Netanyahu had previously said he would take a grave view of the passage of the ships, the first Iranian naval vessels to go through the canal since Iran's 1979 Islamic revolution.Iran appears to be testing the state of affairs in the Middle East after the fall of Egyptian President Hosni Mubarak. A longstanding peace treaty with Egypt is crucial to Israel's regional security.

Israel is anxious about political upheaval in Egypt and other Arab states aligned with its ally the United States.Polls in Egypt suggest most of the main political forces will be less compliant with Israel and its ally the United States, although no group has called for the abrogation of the Israeli-Egyptian peace treaty.A recently completed Israeli war game, the first since Mubarak quit Egypt's presidency, concluded it would boost military preparations but try to avoid confrontation unless it sees a greater threat from arch-foe Iran.Egypt's ruling military council, facing its first diplomatic headache since taking power on February 11, has approved the vessels' passage through the canal, a vital global trading route and major source of revenues for the Egyptian authorities.The decision was a difficult one for Egypt's interim government. JERUSALEM – Israel and the U.S. carried out a successful test of the Arrow anti-missile system off the coast of California, Israel's Defense Ministry said Tuesday.
Israel's Defense Ministry said the Arrow detected, intercepted and destroyed a target missile launched from an offshore platform inside a U.S. Navy firing range in a test carried out late Monday.Tuesday's statement said the trial, the latest in a series of successful tests of the system, provides confidence in operational Israeli capabilities to defeat the developing ballistic missile threat.Jointly developed by Israel and the U.S., the system is primarily aimed at defending Israel from the threat of an Iranian missile strike. The Arrow detects an incoming missile and destroys it with a second missile.Israel has identified Iran as its biggest threat, citing the country's nuclear program and its development of ballistic missiles. Those fears have been compounded by Iranian President Mahmoud Ahmadinejad's repeated calls for the destruction of the Jewish state and the regime's support for militant groups fighting Israel.Iran's Shahab-3 missiles have a range of up to 1,250 miles (2,000 kilometers), putting Israel well within striking distance.

EU overcomes internal hurdles to condemn religious persecution

EUOBSERVER / BRUSSELS - EU foreign ministers have condemned religious persecution after a wave of recent attacks across the globe, overcoming earlier disagreement over whether to mention Christianity by name. In a compromise deal in Brussels on Monday (21 February), foreign ministers refer to Christians and Muslim pilgrims in their final conclusions, after a similar gathering last month ended in acrimony on the subject.At the time, Italian foreign minister Franco Frattini said the lack of any reference to Christianity amounted to an excess of secularism, while the UK and several Nordic countries feared that mentioning specific religions could cause a clash of civilisations. Monday's conciliatory agreement saw ministers express their profound concern about religious intolerance,as epitomised by recent violence and acts of terrorism, in various countries, against Christians and their places of worship, Muslim pilgrims and other religious communities.

Regrettably, no part of the world is exempt from the scourge of religious intolerance, continued the meeting's final statement. France, Italy, Hungary and Poland were among EU states that called for the original debate after a spate of recent attacks appeared to target Christian groups around the world.The bombing of a church in Baghdad last October killed 46 people, while an apparent suicide attack on a Coptic Christian church in Alexandria, Egypt in December left 21 dead.Six people were killed in attacks on two Christian churches in northeastern Nigeria over the Christmas festival, while six were wounded when a bomb exploded in a Roman Catholic Church on the island of Jolo in the Philippines.The Vatican has warned that attacks and restrictions on Christians in countries such as Saudi Arabia are driving members of the faith out of the Middle East.Ministers on Monday made no reference in their final statement to last week's gruesome killing of Polish priest Marek Rybinski in Tunisia. The 34-year old was found on Friday in the garage of a private religious school with his throat slit.EU high representative Catherine Ashton condemned the crime earlier in the day however.Tunisia has traditionally been a land of religious tolerance and I underline the importance that this be preserved in order to build a fully democratic rule, Ms Ashton said in a statement.This crime should be investigated and the perpetrators should be brought to justice,she added.

New Zealand quake kills at least 65

WELLINGTON (Reuters) – A strong earthquake killed at least 65 people in New Zealand's second-biggest city of Christchurch on Tuesday, with more casualties expected as rescuers worked into the night to find scores of people trapped inside collapsed buildings.It was the second quake to hit the city of almost 400,000 people in five months, and New Zealand's most deadly natural disaster for 80 years.We may well be witnessing New Zealand's darkest day...The death toll I have at the moment is 65 and that may rise, said New Zealand Prime Minister John Key, who had flown to his home town of Christchurch, where he still has family.The 6.3 magnitude quake struck at lunchtime, when streets and shops thronged with people and offices were still occupied.Rescuers, working under lights in rain, focused on two collapsed buildings: a financial-services office block whose four stories pancaked on top of each other, and a TV building which also housed an English-language school.Twelve Japanese students at the school were believed to be missing, an official in Japan told Reuters.

Trapped survivors could be heard shouting out to rescuers from the TV building. Local media say as many as a dozen or more people could still be inside. Relatives of those feared trapped kept a vigil outside the building as rain began to fall.A woman freed from a collapsed building said she had waited for six hours for rescuers to reach her after the quake, which was followed by at least 20 aftershocks.I thought the best place was under the desk but the ceiling collapsed on top, I can't move and I'm just terrified, office worker Anne Voss told TV3 news by mobile phone.

Christchurch Mayor Bob Parker described the city, a historic tourist town popular with overseas students, as a war zone. He told local radio that up to 200 could be trapped in buildings but later revised that estimate down to around 100 or so.It is a tragedy that is unbelievable, he said.It was the country's worst natural disaster since a 1931 quake in the North Island city of Napier which killed 256. Christchurch Hospital saw an influx of injured residents.They are largely crushes and cuts types of injuries and chest pain as well, said David Meates, head of the Canterbury Health Board. Some of the more seriously injured could be evacuated to other cities, he added.

TRAPPED

All army medical staff have been mobilized, while several hundred troops were helping with the rescue, officials said.Christchurch has been described as a little piece of England.It has an iconic cathedral, now largely destroyed, and a river called the Avon. It had many historic stone buildings, and is popular with English-language students and also with tourists as a springboard for tours of the scenic South Island.Emergency shelters had also been set up in local schools and at a race course as night approached. Helicopters dumped water to try to douse a fire in one tall office building, while a crane was used to help workers trapped in another office block. I was in the square right outside the cathedral -- the whole front has fallen down and there were people running from there. There were people inside as well, said John Gurr, a camera technician who was in the city center when the quake hit.A lady grabbed hold of me to stop falling over...We just got blown apart. Colombo Street, the main street, is just a mess...There's lots of water everywhere, pouring out of the ground, he said.

STREETS TURN INTO QUICKSAND

Christchurch is built on silt, sand and gravel, with a water table beneath. In an earthquake, the water rises, mixing with the sand and turning the ground into a swamp, swallowing up roads and cars.TV footage showed sections of road that had collapsed into a milky, sand-colored lake beneath the surface. One witness described the footpaths as like walking on sand.Unlike last year's even stronger tremor, which struck early in the morning when streets were virtually empty, people were walking or driving along streets when the shallow tremor struck, sending awnings and the entire faces of buildings crashing down.Police said debris had rained down on two buses, crushing them, but there was no word on any casualties.The quake hit at 12:51 pm (2351 GMT Monday) at a depth of only 4 km (2.5 miles), according to the U.S. Geological Survey.

QUAKE COULD DAMAGE ALREADY FRAIL ECONOMY

Fears that the quake could dent confidence in the country's already fragile economy knocked the New Zealand dollar down by about 1.8 percent from late U.S. levels to $0.75.Westpac Bank raised the possibility that the central bank could cut interest rates over the next few weeks in a bid to shore up the economy, while other banks pushed out their expectations for the timing of the next rate increase.ANZ now expects the central bank to keep rates on hold until the first quarter of 2012.
Shares in Australian banks and insurers, which typically have large operations in New Zealand, fell after the quake.The tremor was centered about 10 km (six miles) southwest of Christchurch, which had suffered widespread damage during last September's 7.1 magnitude quake but no deaths. NZ earthquake causes ice to break off glacier

CHRISTCHURCH, New Zealand – The earthquake that struck Christchurch has caused some 30 million tons of ice to break off from New Zealand's biggest glacier.Tour guides at the Tasman Glacier in the Southern Alps say the quake caused the ice to calve from the glacier, forming icebergs in the terminal lake.Tourists of Glacier Explorer boats say the icefall caused waves of up to 3.5 meters in height which swept up and down the lake for 30 minutes.The glacier is about 120 miles (200 kilometers) from Christchurch on the west coast.The powerful earthquake struck Christchurch on Tuesday, toppling tall buildings and churches, crushing buses and killing at least 65people.

Thousands flee as Philippine volcano erupts

MANILA (AFP) – Thousands of people in the Philippines fled their homes as a volcano erupted on Monday, sending a spectacular column of ash high into the sky, residents said.The eruption of Bulusan, a 1,559-metre (5,115-foot) volcano, turned mid-morning into night for about 20 minutes across largely farming areas around its slopes, regional army spokesman Major Harold Cabunoc told AFP.There was a major ashfall. There was zero visibility, Cabunoc said.State volcanologist Ramil Vaquilar told AFP that rumbling sounds accompanied the ash column that rose between two and 2.5 kilometres (1.2-1.6 miles) above the crater.About 2,000 residents were evacuated from three farming villages in the area as the government banned people from within four kilometres of the crater, said Lieutenant-Colonel Santiago Enginco, the local army commander.Thirty-eight high school students were treated for ashfall inhalation, Enginco said.Volcanic ash can cause nose, throat, eye or skin irritation as well as contaminate tap water, while prolonged exposure can cause lung disease, according to the health ministry.Philippine Institute of Volcanology and Seismology director Renato Solidum said on national television that planes should avoid the skies over Bulusan, as ash might clog jet engines.

However the area is not widely used in the aviation industry.Bulusan is among 23 active volcanoes in the Philippines, which is located in the so-called Ring of Fire of volcanic activity around the Pacific.Bulusan, 360 kilometres southeast of Manila, last erupted between March and June of 2006.The volcano also shot ash into the air in November last year, forcing hundreds of people to evacuate their homes.However volcanologists said this was not an eruption, rather heated ash deposits near the crater mouth that exploded and burst out on contact with rainwater.

MANILA, Philippines, Feb. 21 (UPI) -- Volcanic quakes kept Mount Bulusan in central Philippines busy Tuesday, a day after it spewed huge columns of ash, experts said.
The Philippine Institute of Volcanology and Seismology has recorded at least 16 quakes since Bulusan came alive Monday with a 19-minute, 1.8-mile-high ash explosion that affected nearby town and villages.Bulusan Volcano's seismic network recorded 16 volcanic earthquakes during the past 24 hours. Two of these events, which occurred at 9:12 a.m. and 10:27 a.m. (Monday), were recorded as explosion-type earthquakes, the institute said in its latest update Tuesday, GMA News reported.The ash explosion accompanied by a rumbling sound was heard in towns 6 miles away in Sorsogon province.

Traces of ash deposits also have been found in the province's Magallanes town and in Masbate City in Masbate province.Institute officials said Bulusan's status remained at Alert Level 1, indicating its activity source is shallow and hydrothermal in nature. Entry into a 2.5-mile-radius area of the danger zone was prohibited because of the threat of steam and ash explosion, the report said.They also warned prevailing winds could carry the ash to the northwest and southwest sides of the volcano, and residents there were asked to take precautions. Tourists stay away from storm-battered Queensland

But one week has turned into six — and counting — as they watched first one, then a second natural disaster unfold in Queensland state and decided Sydney was a safer bet.The sudden change of plans is a small example of a bigger problem for Queensland as it recovers from weeks of deadly flooding and from a massive cyclone.The disasters have caused an abrupt image malfunction for the state, which includes some of the main drawcards in Australia's $40 billion a year tourism industry. Almost 6 million tourists visited Australia last year, and more than half of them went to Queensland, lured by Great Barrier Reef, thousands of miles of pristine beaches and year-round warm weather.The vast majority of the tourism businesses in the state have been completely untouched by the disasters. The problem is the phone has stopped ringing, said Anthony Hayes, the head of the government-funded promotional body Tourism Queensland.

Itinerary changes and trip cancellations have cut Queensland tourism revenue by an estimated $500 million since Christmas, said Daniel Gschwind, CEO of the Queensland Tourism Industry Council. Losses are still being assessed, but Gschwind expects that number to rise.Tourism contributes $9.2 billion to the Queensland economy annually and provides more than 220,000 jobs.Tourism officials say it is too early to say whether images of the disasters have affected the number of international visitors traveling to Australia. Industry workers and tourists themselves say many that are already in the country are avoiding Queensland.Davis and Hodgson bought bus passes and planned to travel the popular east coast route through Queensland, stopping in Brisbane, Byron Bay and the Whitsunday Islands before looking for casual farm work in the fruit-growing region near Cairns. An extended stay in Sydney, Australia's most expensive city, almost ruined their entire trip when they had to shell out money for accommodation they hadn't planned for.We actually came really close to having no money, so we would have had to go home, Davis said. I've only found a job just in time. Otherwise I was going to ring my dad and say Can you sort us a flight out home? Davis, who is staying at a hostel in Sydney, said he knew others in a similar position, staying in Sydney or Melbourne, while waiting for damaged areas to clear up and get back to normal.While many tourism businesses were able to reopen quickly after the floods and storm, damage to roads was deterring travelers, with fewer caravans and busloads of backpackers making their way along the coast, Gschwind said.

The town of Airlie Beach — gateway to the tropical Whitsunday Islands — virtually emptied of tourists as Cyclone Yasi bore down on Queensland early this month, said Anthony O'Rourke, owner of the Airlie Waterfront Backpackers. One staffer said she took 17 cancellations in one shift alone, he said.The storm ended up hitting the coast nearly 200 miles (300 kilometers) north of Airlie Beach and the town suffered only minimal damage, with most tourism operations opening up again quickly after it passed.But many operations were still struggling because everybody was under the impression that the whole of Queensland was flooded and it was a no-go zone, Danielle Seymour, the marketing manager of regional group Tourism Whitsundays.Hayes said initial reports reflected up to an 80 percent drop in booking rates in some places in Queensland compared to last year, and that small businesses with limited cash flow were suffering most, and had started cutting back on staff.Other destinations, such as Sydney, have benefited from Queensland's problems. Since about mid-December we've been literally full every night and at capacity, said Robert Smith, owner of the Jackaroo Hostel in Sydney's King's Cross, a nightclub and backpacker district that is humming with activity. It's been good for us but it's been bad for Queensland.Guests have extended their stays, sometimes for weeks, due to changes in plans for Queensland trips, and the hostel has been turning away up to 15 guests per day, Smith said.In recognition of the importance of the tourism industry, the Australian and Queensland governments have each contributed $5 million for a support package aimed at attracting visitors back to the state, though Gschwind said more help was needed.

He said word of mouth was one of the keys to convincing travelers that the state was open for business, and the Queensland tourism council was using social networks to help. It has created a Facebook page called Take a Queensland Holiday where visitors can post photographs and stories to show that Queensland destinations are in good shape and encouraging others to come. For Davis and Hodgson, making a trip to Queensland may be back on the cards now that the disasters have passed but it is not the priority it once was.We'll probably go up there in two months time,Davis said.We're enjoying Sydney, so it could have been worse, it's worked out OK.

BEIJING – Jittery Chinese authorities staged a show of force to squelch a mysterious online call for a Jasmine Revolution, with hundreds of onlookers but only a handful of people actively joining protests inspired by pro-democracy demonstrations sweeping the Middle East.Authorities detained activists Sunday, increased the number of police on the streets, disconnected some cell phone text messaging services and censored Internet postings about the call to stage protests in Beijing, Shanghai and 11 other major cities.Police took at least three people away in Beijing, one of whom tried to place white jasmine flowers on a planter while hundreds of people milled about the protest gathering spot, outside a McDonald's on the capital's busiest shopping street. In Shanghai, police led away three people near the planned protest spot after they scuffled in an apparent bid to grab the attention of passers-by.

Many activists said they didn't know who was behind the campaign and weren't sure what to make of the call to protest, which first circulated Saturday on the U.S.-based Chinese-language news website Boxun.com.The unsigned notice called for a Jasmine Revolution — the name given to the Tunisian protest movement — and urged people to take responsibility for the future. Participants were urged to shout, We want food, we want work, we want housing, we want fairness — a slogan that highlights common complaints among Chinese.China's authoritarian government is ever alert for domestic discontent and has appeared unnerved by protests in Egypt, Tunisia, Bahrain, Yemen, Algeria and Libya. It has limited media reports about them, stressing the instability caused by the protests, and restricted Internet searches to keep Chinese uninformed about Middle Easterners' grievances against their autocratic rulers.Though there are many similarities between the complaints voiced by Middle East citizens and the everyday troubles of Chinese, Beijing's tight grip on the country's media, Internet and other communication forums poses difficulties for anyone trying to organize mass demonstrations.Police stepped up their presence near major public squares and canceled holidays for officers across 20 cities in response to the protest appeal, the Hong Kong-based Information Center for Human Rights and Democracy reported.Extensive Internet filtering and monitoring meant that most Chinese were unlikely to know about the call to protest Sunday. Many wondered if there was a celebrity in the area because of the heavy police presence and dozens of foreign reporters and news cameras.As the crowd swelled and police urged people to move on, 25-year-old Liu Xiaobai placed a white jasmine flower on a planter in front of the McDonald's and took some photos with his cell phone.I'm quite scared because they took away my phone. I just put down some white flowers, what's wrong with that? Liu said afterward. I'm just a normal citizen and I just want peace.Security agents tried to take away Liu, but he was swarmed by journalists and eventually was seen walking away with a friend.Two other people were taken away by police, including a shabbily dressed old man who was cursing and shouting, though it wasn't clear if he was there because of the online call to protest.

In Shanghai, three young men were taken away from outside a Starbucks coffee shop in People's Square by police, who refused to answer reporters' questions about why they were detained. They trio had been shouting complaints about the government and that food prices are too high.A couple dozen older people were drawn to the commotion and started voicing their own complaints and saying they wanted democracy and the right to vote. One woman jumped up on a roadside cement block to shout, The government are all hooligans, then ran off, only to return a bit later and shout again at the police and others crowded in the area before once again scampering away. There were no reports of protests in other cities where people were urged to gather, such as Guangzhou, Tianjin, Wuhan and Chengdu.Ahead of the planned protests, human rights groups estimated that anywhere from several dozen to more than 100 activists in cities across China were detained by police, confined to their homes or were missing. Gaddafi defiant in face of mounting revolt

TRIPOLI (Reuters) – Libyan leader Muammar Gaddafi vowed defiance in the face of a mounting revolt against his 41-year rule on Tuesday, making a fleeting television appearance to scorn protesters and deny he had fled the country.Gaddafi's forces have cracked down fiercely on demonstrators, with fighting now spreading to the capital Tripoli after erupting in Libya's oil-producing east last week. Human Rights Watch says at least 233 people have been killed.As the fighting has intensified across the thinly populated nation stretching from the Mediterranean deep into the Sahara desert, cracks appeared among Gaddafi supporters, with some ambassadors resigning and calling for his removal.The justice minister quit in protest at the use of force and a group of army officers called on soldiers to join the people, while two pilots flew their warplanes to nearby Malta.Tripoli, a Mediterranean coastal city, appeared calm in the early hours of Tuesday. One resident said: There is heavy rain at the moment, so people are at home. I am in the east of the city and have not heard clashes.Gaddafi appeared on television after days of seclusion to scoff at reports he had fled to Venezuela, ruled by his friend President Hugo Chavez.

I want to show that I'm in Tripoli and not in Venezuela. Do not believe the channels belonging to stray dogs, Gaddafi said, holding an umbrella and leaning out of a van apparently outside his residence in what amounted to a 22-second appearance.I wanted to say something to the youths at Green Square (in Tripoli) and stay up late with them but it started raining. DEMONSTRATIONS SPREAD, OIL PRICE RISES

World powers have condemned the use of force against protesters, with U.N. Secretary General Ban Ki-moon accusing Libya of firing on civilians from warplanes and helicopters.This must stop immediately, said Ban, adding he had spoken to Gaddafi and urged him to halt attacks on protesters. The Security Council was to hold a meeting on Libya at 9 a.m. EST (1400 GMT), diplomats said.The fall of Gaddafi is the imperative of the people in streets, said Ali al-Essawi, Libya's ambassador to India after resigning his post. He told Reuters that African mercenaries had been recruited to help put down protests.Demonstrations have spread to Tripoli after several cities in the east -- including the second city Benghazi, where the protests had first erupted -- appeared to fall to the opposition, according to residents.

Residents on Monday reported gunfire in parts of Tripoli and one political activist said warplanes had bombed the city. Residents said anxious shoppers were queuing outside stores to try to stock up on food and drink. Some shops were closed.Libyan guards have withdrawn from their side of the border with Egypt and people's committees were now in control of the crossing, the Egyptian army said.Egypt's military rulers -- who took power following the overthrow of President Hosni Mubarak on February11 -- reinforced the frontier but kept the main crossing open round-the-clock to allow the sick and wounded to enter, a military source said.The revolt in OPEC member Libya has driven oil prices sharply higher, U.S. crude futures rising close to 8 percent to more than $94 a barrel, a 2-1/2 year high.Shell said it was pulling out its expatriate staff from Libya temporarily because of the unrest.

Yet another public figure has called on President Obama to release Jonathan Pollard from prison: Noam Shalit, father of hostage IDF soldier Gilad Shalit.Speaking from the Shalit vigil in Jerusalem, which yesterday marked Gilad’s 1,700th day in Hamas captivity in Gaza, Noam Shalit said that Pollard has served his sentence, and the time has come to free him. Shalit added, We hope all the prisoners and missing soldiers return home safely.The brief remarks by the father of a terrorists-held captive are taken to mean that the U.S. should not behave like Hamas in holding prisoners – even convicted ones – ad infinitum.Shalit’s comments are even more poignant in that Pollard has come out in the past against releasing terrorist prisoners in exchange for Shalit, Pollard himself, or any other captive.Many prominent Americans have come out publicly on behalf of clemency for Pollard (see below). They have explained nearly unanimously that the disproportionate nature of Pollard’s punishment – more than 25 years in prison, so far, six times more than the average sentence for his crime – requires remedial simple justice to be taken by the U.S. government.Meanwhile, 19 former Soviet Prisoners of Zion wrote to Obama last week, asking him to grant Pollard clemency. France and Spain call to shift EU funds from east to south

EUOBSERVER / BRUSSELS - France and five other south-lying EU members have said the Union should give less money to its post-Soviet neighbours and more to Mediterranean rim countries in the context of the Arab uprisings.A letter to EU foreign affairs chief Catherine Ashton dated 16 February and signed by the foreign ministers of France, Spain, Cyprus, Greece, Malta and Slovenia says: The profound popular movements calling for political, economic and social reforms in Tunisia and Egypt argue in favour of reinforcing the European Union's actions in its southern neighbourhood.An attached analysis paper notes that out of the €12 billion put aside for the European Neighbourhood Policy in 2007 to 2013, just €1.80 is being spent per capita in Egypt and €7 in Tunisia compared to €25 in Moldova.The assymetries and disparities are today difficult to justify and sustain, it notes. These [financial] packages must be reviewed in the light of current events.The analysis paper also proposes: tying future EU money more strictly to democratic reform; redirecting other EU funds, such as development aid, to north Africa and the Middle East; creating new regional schemes on the model of the Danube Strategy; and boosting European Investment Bank lending to Arab countries by €2.5 billion over the next two years.The paper adds that the Union for the Mediterranean, a multilateral body bringing together 16 regional countries and the EU-27, should play a crucial role in the efforts.The proposal could throw a lifeline to the Barcelona-based institution, which failed to meet last year due to Arab-Israeli tensions.It's not dead. But it is ill. It's in a coma, Syria's ambassador to the EU, Mohamad Ayman Soussan, said last week.

Events in north Africa stand in contrast to the recent backsliding on democratic standards in several of the EU's post-Soviet neighbours, such as Belarus and Ukraine. Just when the southern neighbourhood of the EU is [being] shaken by a wave of revolutionary situations that toppled consolidated dictatorships in Tunisia and Egypt, the eastern neighbourhood seems to be in the middle of a trend towards authoritarian consolidation, Nicu Popescu, an analyst with the European Council on Foreign Relations think-tank, wrote in his EUobserver blog on 14 February.He pointed out on Monday that the French play a bit with the numbers since the occupied Palestinian territories are the largest European Neighbourhood Policy (ENP) beneficiaries per capita and southern countries already take two-thirds of the total ENP pot.The French-led southern initiative comes after the Hungarian EU presidency had to cancel plans to hold a summit with six post-Soviet countries in May because Paris tabled a G20 summit on the same date.With Poland keen to focus the Union's attention on the east when it takes over the EU presidency in July, Polish EU affairs minister Mikolaj Dowgielewicz told Polish press agency PAP on Sunday: As the EU, we have equally important duties in the east [as in the south], perhaps a little different, but equally serious. In this context, I wouldn't see it in a competitive sense.The French-led proposal for the southern neighbourhood will be discussed by EU foreign ministers meeting in Brussels on Monday and at a multilateral event including US and Arab officials hosted by Ms Ashton in the EU capital on Wednesday.

EU commissioner Stefan Fuele will for his part publish a major review of the ENP by April.German EU affairs minister Werner Hoyer on the margins of a foreign ministers' dinner in Brussels on Sunday also said the EU must become more visible in the south following the region's tectonic shift. Berlin favours opening up EU trade with Arab countries instead of channeling more aid, however.Italian foreign affairs minister Franco Frattini said the EU must create a Marshall Plan for the region, referring to the US' post-World-War-II reconstruction effort in Europe.

EUOBSERVER / BRUSSELS - The EU is struggling to speak with one voice following a massive loss of life in Libya over the weekend and the regime's vow to fight protesters to the to the last bullet. EU foreign policy chief Catherine Ashton has spoken of her extreme concern, while Rome does not want to disturb strongman Moammar Gaddafi and Prague has warned of a catastrophe if he falls.Late on Sunday (20 February), while sticking to the same script the EU has used throughout the wave of protests throughout the region of calling for restraint, dialogue and reform, Ms Ashton condemned the crackdown which, according to Human Rights Watch has claimed the lives of 233 pro-democracy demonstrators over the past five days.Reports on the ground say authorities mowed down demonstrators with machine gunfire while snipers from rooftops picked off individuals, but details are hard to come by after the government blocked access to foreign journalists and shut down the internet.The European Union is extremely concerned about the events unfolding in Libya and the reported deaths of a very high number of demonstrators, she said in a statement as EU foreign ministers gathered in Brussels to discuss the situation in north Africa and the Middle East.The EU urges the authorities to exercise restraint and calm and to immediately refrain from further use of violence against peaceful demonstrators, continued Ms Ashton. The legitimate aspirations and demands of the people for reform must be addressed through open and meaningful Libya-led dialogue.Hungary, which currently holds the bloc's six-month rotating presidency, told the EU ministers that it received a warning from Tripoli that Libya would end co-operation on blocking irregular immigration into the EU if Brussels did not side with Gaddafi.

Ms Ashton for her part dismissed Libya's threat.

We have heard threats, we hear people saying you should do this, you should do that, but in the end the EU will do what is right, she said.UK Prime Minister David Cameron described Tripoli's actions as unacceptable, counter-productive and wrong. His foreign secretary, William Hague, encouraged other countries to denounce the regime. The United Kingdom condemns what the Libyan government has been doing ... and we look to other countries to do the same, he said.Germany's EU affairs minister Werner Hoyer described his country's indignation at developments: We are watching with great concern and indignation the violence used by state authorities in Libya and in other states.France and Luxembourg followed suit, with French EU affairs minister Laurence Waquiez describing the repression as completely unacceptable and Luxembourg's foreign minister Jean Asselborn saying he is not afraid of a dictator who shoots at his own people.On the other side of the EU divide, Italy is horrified at the possible loss of a close ally. Foreign minister and ex-EU-commissioner Franco Frattini is trying to convince other European states that Mr Gaddafi has promised constitutional reforms and that the bloc should allow him to make good. Italy as you know is the closest neighbour of both Tunisia and Libya so we are extremely concerned about the repercussions on the migratory situation in the southern Mediterranean, Mr Frattini told reporters on Sunday.The previous day, Prime Minister Silvio Berlusconi said he did not want to disturb his long-time friend with appeals for restraint. We are worried about everything happening there, in all the area, he told reporters. I haven't yet heard from Gaddafi. The situation is evolving and so I don't feel I should disturb anyone.On Sunday, Mr Frattini spoke about Gaddafi's reform promises with US secretary of state Hilary Clinton.

He raised with her the possibility of a reform of the constitution that could be taken up soon by the People's Congress, a foreign ministry statement said. Both Ms Clinton and Mr Frattini agreed on the importance in this delicate phase, of offering signs of political solidarity, the statement added.The Czech Repblic has also warned against speaking out in favour of human rights in Libya.Czech foreign minister Karel Schwarzenberg said the EU should not get involved too much and that high-minded EU appeals would only serve to prove our own importance.If Gaddafi falls, then there will be bigger catastrophes in the world, he told journalists in the EU capital on Sunday. It's no use for anyone if we intervene there loudly, just to prove our own importance.

Spain: EU to evacuate citizens from Libya

EUOBSERVER / BRUSSELS - The European Union has rejected a threat from Libya's Colonel Moammar Gaddafi that if the bloc does not side with him, he will unleash a flood of immigrants across the Mediterranean.Tripoli's strongman last week warned that Libya, the departure point to the EU for many of Africa's would-be migrants, would stop co-operating on preventing them from making the trek across Europe's southern sea if the bloc takes the side of protesters. The Hungarian ambassador was called in in Libya on Thursday and was given the message that Libya is going to suspend cooperation with the EU on immigration issues if the EU keeps making statements in support of Libyan pro-democracy protests, said an EU official on Sunday.By Monday (21 February) this had provoked outrage amongst a number of member states. This is totally out of order. The European Union must not let itself be blackmailed, German Europe minister Werner Hoyer told reporters ahead of a meeting of EU foreign ministers.France's Europe minister, Laurent Wauquieze, said: There should not be any state blackmail ... And it is clear that Europe will not stop expressing itself.A senior EU diplomat told this website on Monday that the government could be on its last legs and no longer had anything to hold over the Union: Last week, they were still capable of this kind of pressure. But today, the government is fighting for its life. It's in no position to be blackmailing anybody.

It emerged on Monday that the Libyan interior minister, Abdel Fatah Younes, visited EU home affairs commissioner Ceclia Malmstrom last Tuesday (15 February) to discuss how to put into practice an agreement reached in October on immigration co-operation.
The commission last year offered the country some €50 million euros to assist in efforts to prevent irregular migrants from reaching the Mediterranean's northern shores. At the meeting, it is thought that a figure of 2 million refugees was brandished by Mr Younes.The bloc's own estimates for the number of irregular immigrants in Libya range from 500-750,000 - in a country with a population of some 6million.Italy is taking the threat seriously. Foreign minister Franco Frattini said that the crisis in Libya could produce an unimaginable wave of refugees trying to land on European shores.Those who spoke of hundreds of thousands, he said,were not exaggerating.We have already seen what happened in Tunisia.Rome is pushing for the EU to kick its response to the next level and send an armed Rapid Border Intervention Team to repel attempts at entering the EU across the Mediterranean.

Maltese foreign minister Tonio Borg also said that it was extremely worried about the situation in Libya and migration from its shores, adding to reporters that he feared instability resulting from a civil war.The countries most focussed on the migration question did however win backing for continued work with Maghreb countries to resist migratory flows.The Council [of Ministers] stresses the importance of strengthened co-operations with Mediterranean countries to address illegal immigration, reads the final document agreed to by European foreign ministers.The Czech Republic's foreign minister, Karel Schwarzenberg, meanwhile rowed back on earlier comments appearing to back the regime.He was earlier quoted by this paper as saying on Sunday: If Gaddafi falls, then there will be bigger catastrophes in the world ... It's no use for anyone if we intervene there loudly, just to prove our own importance.On Monday the minister claimed that journalists had misinterpreted what he had said.I did not say that the fall of Gaddafi would be a catastrophe, he told reporters in Brussels. On the contrary, I would think that if a wiser regime came to power, it would be profitable for the people, but right now, I do not know what the end result of the current events will be.The Czech foreign ministry also put out a statement calling for an immediate stop to all repression and use of force against peaceful demonstrators. We deplore the violence which caused a great number of civilian casualties.On Monday, EU foreign policy heads denounced the violence in Libya and announced a new partnership for the entirety of Europe's Southern Neighbourhood.In an agreed statement, the 27 ministers said that the bloc deplores the violence and the death of civilians.The legitimate aspirations and demands of people for reform must be addressed through open, inclusive, meaningful and national Libyan-led dialogue, continued the statement.

Iceland's president triggers second referendum on Icesave deal

EUOBSERVER / BRUSSELS - Iceland's president has vetoed a draft repayment deal with Britain and the Netherlands for the second time in just over a year, handing Icelandic voters a second referendum on the controversial Icesave saga and throwing the small island nation's EU bid into further confusion. Olafur Ragnar Grímsson made the announcement on Sunday (20 February), just days after Icelandic lawmakers approved a new package aimed at returning roughly €4 billion to London and the Hague (€1.32 billion).In 2008, the two EU governments were forced to compensate British and Dutch citizens who lost money with the online bank Icesave, following the collapse of parent firm Landsbanki as Iceland's banking sector went into meltdown. A protracted dispute with Reykjavík over retrieving the money subsequently developed.

Despite improved terms in the latest repayment agreement - Iceland has until 2046 to repay, at an interest rate of about three percent - Mr Grímsson said Icelandic voters still deserved the final say.There is support for the view that the people should once again, as before, act together with the Althingi [parliament] as the legislator in this matter, he said. The president indicated that more than 40,000 voters, about a fifth of the electorate, had formally requested a referendum, with many reluctant to pay for what they perceive as the mistakes of the country's banking classes.Similar grassroots campaigns roughly a year ago led to the collapse of an earlier, more punitive agreement.The initial attempts to repay Britain and the Netherlands in 2009 were met with strong resistance in parliament, with lawmakers finally agreeing a bill later that year. Mr Grímsson vetoed the agreement in early 2010 however, triggering a referendum which saw 93 percent of voters reject the repayment package.

Since gaining independence from Denmark in 1944, Icelandic presidents have used the veto only three times, including last Sunday.The decision places a question mark over future payments under Iceland's €4.6 billion bail-out from the International Monetary Fund and four Nordic countries, handed to Reykjavík in November 2010 after the failure of Iceland's biggest banks and the collapse of its currency.The international lender has said the bail-out is separate from the Icesave dispute, but disbursements have been delayed before.Icelandic supporters of eurozone and EU membership have argued that the clubs would bring greater stability to the island in future, leading Reykjavík to formally submit an EU application in June 2009.Backing for the idea, which must be approved by all 27 EU member states, including Britain and the Netherlands, has since sharply declined among the Iceland's 318,000 citizens, partially as a result of bitterness over the Icesave dispute.

Libyan leader Muammar Gaddafi appeared on state television overnight Monday, dispelling rumors that he had fled the country to Venezuela amidst protests calling for him to step down.I am in Tripoli and not in Venezuela, Gaddafi said during the 40-second appearance in which he was seen under a large umbrella, leaning out of the front seat of a van.I want to have some rest, CNN quoted the Libyan dicator as having told a reporter during the appearance. Because I was talking to the young man at Green Square, and I want to stay the night with them but then it started raining. I want to show them that I am in Tripoli, not in Venezuela. Don't believe those dogs in the media.Gaddafi’s television appearance came following another day of bloody violence on the streets of Libya. On Monday, Libyan protesters stormed Tripoli and set government buildings on fire, while Gaddafi’s forces, aided by mercenaries, continued to violently shoot down the protesters.Meanwhile, the United States released a travel warning to Libya on Monday and called on all its citizens to leave the country immediately. The State Department also ordered the evacuation of all non-essential workers from the U.S. embassy in Libya, as well as the families of its diplomats there.Secretary of State Hillary Clinton condemned on Monday evening the violence used by the Libyan regime against the demonstrators.We must put an end to this bloodshed that is not acceptable, said Clinton, adding that the Libyan government should respect the universal rights of its citizens.

Libyan diplomats renounce Gaddafi
As the violent protests continued in Libya, its own diplomats throughout the world renounced Gaddafi.Among those who broke with the Libyan leader were members of Libya’s mission to the United Nations, who renounced Gaddafi and called him a genocidal war criminal. The diplomats called upon him to resign.We are sure that what is going on now in Libya is crimes against humanity and crimes of war, The New York Times quoted the deputy permanent Libyan representative, Ibrahim Dabbashi, who spoke to reporters at a news conference at the mission’s headquarters in New York.
The UN representatives joined Libya's representative to the Arab League, who had also tendered his resignation in protest of what he called the oppression against protesters.Other Libyan diplomats who have resigned in protest of Gaddafi’s behavior include the Ambassador to India as well as the Ambassador to China.In addition to the diplomats, it has been reported that many Libyan military forces have also abandoned Gaddafi and have sided with the protesters. These include two Libyan air force colonels, piloting two Mirage F1 fighter jets, who arrived in Malta and asked for political asylum after being ordered to bomb protesters.Al-Jazeera reported late Monday evening that a group of Libyan army officers had issued a statement calling on the soldiers to join the people and assist in the efforts to topple the regime. According to the report, the officers called on their fellow soldiers to march towards the capital Tripoli in protest.(IsraelNationalNews.com)

Anti-Semitism is Back in Greece

Anti-Semitism is rearing its ugly head in Greece, where the phenomenon is more prevalent than ever – especially in Athens.In the 10 months since a Holocaust memorial was dedicated in the Greek capital, a neo-Nazi candidate has been elected to the city council and the city's Jewish Museum of Greece has been slathered with swastikas.Jewish cemeteries have been desecrated across the country, and Holocaust monuments and synagogues have been vandalized. The country's 6,000 Jews – a vestige of the 60,000 others who were deported in 1943 and 1944 to Nazi death camps – have been the target of a recent surge in hate crimes in Greece.Moreover, a visit this month by Jewish American leaders was greeted with dismay, and unchallenged anti-Semitism by many, including a prominent Greek composer, Mikis Theodorakis. Zionism and its leaders are here, meeting in our country! he warned in a television interview. This is no laughing matter, he said, slamming Zionism and its control over America and the banking system of which Greece has now become a victim. Theodorakis openly admitted to being an anti-Semite on the program, a confession that reportedly did not raise even an eyebrow.We've always been under siege by fanatics and far-right political movements here, David Saltiel, president of the Central Jewish Board of Greece, told the LA Times in an interview published Monday. The fear now is that anti-Semitism will get worse with the financial crisis.The country's deep economic difficulties prompted a massive 110 billion euro ($147 billion) bailout last year by 15 financial ministers in the EuroZone (European Union) and the International Money Fund. The leaders of the 16-nation Eurogroup agreed to the deal in order to prevent Greece from defaulting on its massive debt. But the bailout could not prevent the rage triggered by the cascade of unemployment and skyrocketing immigration -- some of which has since been aimed at the Jews.

Not Only in Greece
Greece is not the only country in which anti-Semitism is on the rise, however. The dangerous trend is also being seen in the southern Swedish city of Malmo, home to only 700 Jews. Many Jewish residents have been prompted to move out for their own safety, according to Frederik Sieradzki of the Jewish Community of Malmo.In 2009, there were 79 hate crimes against Jewish residents reported to police – double the number reported a year earlier. Jewish cemeteries and synagogues have been repeatedly defaced with anti-Semitic graffiti.A similar trend has been noted in France, where 832 anti-Semitic incidents were recorded in 2009. Half that many, 474 incidents, were reported in 2008, according to the Aid to Victims Department of the Jewish Community Protection Service (SPCJ).Nearly a third of the gravestones in a 200-year-old Jewish cemetery in the northeastern part of the country were smashed last November. Of the 126 thick limestone tombstones, 49 were broken and toppled in the 19th century cemetery in the town of Bar-le-Duc, located in the Meuse district of the Lorraine region.A Jewish cemetery in eastern France was similarly attacked in the town of Wofisheim, in the Alsace region last July. In nearby Strasbourg, some 30 Jewish tombstones were broken and defaced earlier in the year, with Juden Raus (Jews Out!) scrawled on one of them. Swastikas were painted on 18 others.Vandals desecrated a memorial to Jews deported by the Nazis in the city of Marmande last August, an attack that followed another, targeting a dozen kosher stores.(Israel NationalNews.com)
